The Maryland Department of Natural Resources is currently scoping possible regulations for: 

Blue Crabs
Cobia
License Free Fishing Areas
Penalty Systems
Striped Bass
Submerged Aquatic Vegetation

All Maryland resident license fees for recreational fishing should be dropped. All unconstitutional policing targeting recreational fisherman should be illegal and the mercenaries punished. DNR could be gutted to save tens of millions for taxpayers on salaries and unfunded liabilities and a lean mean skeleton force could handle commercial fishing and subsistence hunting. Dissolve all taxpayer funded DNR related studies and research immediately as they are nothing more than over budget use it or lose it employment schemes. That’s even more money saved that stays in the earners pockets and not redistributed by politicians. GUT DNR. Now.

Unfortunately to many moron hunters ruin it. Therefore you need DNR. When people are still shooting mechanical deer you still need DNR. Nobody is forcing you to hunt, trap or fish. Take up professional fighting for a hobby or basket weaving.

10:05 Those moron hunters are few and far between. DNR is overkill. Let people hunt and fish recreationally without all of the DNRs nonsense.
