ANNAPOLIS, Md. — From cracking down on poaching to standards at shelters, several bills to better protect animals passed during this year's General Assembly legislative session.
Animal advocates said the bills represent a much-needed victory because Maryland ranks 46th out of 50 states when it comes to animal welfare laws.
Supporters said they hope to use the legislative victories to continue to improve that standing.
"We were thrilled, because last year no animal bills passed, and so this year, we're thrilled to see that so many of the animal bills passed," Lisa Radov of Maryland Votes For Animals said.

Sounds wonderful but when no one bothers to enforce the laws they are useless. A few years ago a MD law was passed requiring pet stores who sell puppies to provide basic info about the puppy's background. A few years later the HSUS sent in investigators to 12 MD pet stores who sold puppies and only 3 were compliant. The laws are only as good as those who are tasked with enforcement.
