The Piece Of Paper Makes It Real
Thousands of Defense Department employees returned to work from a holiday weekend and were greeted with written furlough notices. A spokesperson told Gov Exec, supervisors hand-delivered the notices where possible and are doing so through June 5. Most civilian employees will have to take up to 11 days of furloughs beginning on July 8.

How much is this really going to save now that they can collect unemployment?
Being furloughed is not the same as unemployment or being laid off. You are still employed you just have to take unpaid days off. You can usually pick your days and decide when to take your financial "hits" (at least that's how the great state of Maryland did it) so its not like you have 11 straight days with no employment.
Think about the term "thousands".They will never even be missed. Were it not for the publicity surrounding this issue none of us would even know they were gone. The word "defense" sounds really important, but it actually represents herds of paper shufflers.
