Well it was meant so that the animals could get some fresh air. This works too! Also prevents a child from falling out of a window.
This is not uncommon to see in quite a few European countries. English translation would be baby cage.

As disturbing as this looks. It was a common practice to have these cages distributed to members of the Chelsea Baby Club in London for people who had no gardens..
I would never trust my child in one, for sure!
