 Resolution No. 2170 – amending the City of Salisbury Charter Sections § SC1-20 (Article I Incorporation and General Government), § SC2-1, § SC2-2 (Article II The Council) , § SC3-1 (Article III The Mayor), § SC6-7, § SC6-9, § SC6-15 (Article VI Elections) to eliminate staggered elections in the City of Salisbury such that in November 2015 all five (5) councilmembers and the mayor shall be elected at the same time to serve four-year terms, to provide for the election of the mayor for a term to run until November 2015; to enlarge Election District 1 pursuant to the 2010
census and to provide for the election of one (1) councilmember from that district for a term to run until November 2015; to reduce Election District 2 pursuant to the 2010 census and to provide for the election of one (1) councilmember from that district for a term to run until November 2015; to provide that as of the General Election of November 2015 District 1 shall be further increased in size and District 2 shall be further decreased in size such that two (2) councilmembers shall be elected from District 1 and three (3) councilmembers shall be elected from District 2; and to update the charter language and eliminate inconsistency in the sections amended.

I like the fact that the elections will be in November, maybe we'll see a better turnout for the city elections. I don't agree on voting for all five council members at one time. Not that I see it in the near future, however this leaves open the possibility of having all newly elected council and a mayor at the same time.

In my opinion I think it would be best that we have at least a couple of council members already firmly rooted in city affairs. I'd like to see the mayor, one District 1 and a seat for District 2 in one election, two years later a November election for the other two council seats.

I don't like the idea of the possibility of having a freshman mayor and all 5 freshmen council members all at one time. Not that it will ever happen, however it opens the door to that possibility.
