What Happened To The SFD Volunteer's Million Dollar Annuity Fund?

Millsie said...
I HAVE A QUESTION AND HOPE SOMEONE CAN ANSWER IT. IN THE PAST I KNOW A DONATION WAS LEFT TO THE CITY OF SALISBURY FIRE DEPARTMENT. A PRETTY BIG DONATION. EACH STATION USED TO GET MONEY EVERY YEAR FROM THE DONATION. CAN ANYONE TELL ME IF THEY STILL GET IT ANT WHAT IS THIS MONEY SPENT ON. IF MEMORY SERVES CORRECTLY IT WAS IN THE THOUSANDS THAT EACH DEPARTMENT RECEIVED.

The Lacy Fund is still in existence. It used to pay out directly to the Salisbury volunteer FD's every year the net profit from the annuity, and they could use the money at their discretion. The city took the fund over when they removed any power to make financial decisions from the volunteers years ago. The money goes directly to the city now. The city rips off the system and gets funding from the federal, city and state govt like it has 3 separate depts, but it really has one dept and 2 substations. They triple dip.

This all happened during the reign of Chief See's predecossor, Breszler and the big Station 2 crisis. Station 2 bought a gas grill with some of the Lacy funds, and the city used that as an excuse to take the money from them from there on out. The grill was for firehouse use. For open houses and stuff, and to make things nice so people would come hang out at the fire house and be there when calls came in. It was a completely legal and justified expense, but you're not allowed to do anything that might be motivational to help the volunteers.

You have got to be kidding me, how the heck can the city take that fund.

The volunteers prior old crew would never have let this happen.

The city is way WAY WAY, out of control....

It use to be a good thing to say you lived on the Shore, teh only reason Tilghman is there is to make money like Palmer Gillis did.

He was on council when the bypass was being formed, he bought all teh farmers property for nothing and then sold it back to the state for millions is what I heard.

CONFLICT OF OFFICE AND POWER!!!!

When they trash the place, they will all move to Aruba and buy an island.... Leave rest of you screwed.

Unfortunately no the 3 big mean guys and the wicked one do not have any control over the Lacy Funds. The Money was well handled by a group of smart men who placed it in the Community Foundation's control. It is designed that each station receives a fixed amount each quarter from the Community Foundation from the interest of the fund. It does not go to the city and used is by the 3 corporations as they vote to see fit to use it. The money is continually growing do to the foundation's wise management and the fact that it can not be changed unless 2/3rds of the all three corporations agree on 2 separate votes 90 days apart to do anything different with it. So no they don't have control over that money, but yes they have say over county and state funds. We can thank past Chief Darling for trying to set up a dummy corporation and steal the money so that we all united to stop the City back when it was given out, so today we don't have to worry about. Now we can move on.

This all happened when the old volunteer crew was there. This is one reason why we pretty much all quit. We were poweless to stop it. But we tried.

I may be wrong but county funds are voted on by the corporations the city has no control over county money as far as i know.

It may be sent to the indivual stations, but the city controls what it can be spent on. there is very little discretion allowed on what can be bought without Sees and Gordys approval. if this is not the case, why do you think the original pickup truck had to be returned. See threatened to bulldoze station 2 to the ground if it was not returned.

Thank you Anonymous 8:39 AM that is exactly what happened and what is going on in the Salisbury Fire Department and the volunteers are powerless. The vollies may get to vote on decisions on the floor, but that is all it is, just a vote. They have no power or at all. That was taken away from them when William Gordy, oops I mean David See became chief. Check out the city charter. The Mare and her Flying Monkeys allowed the Three Stooges to have all the power taken away from the volunteer corporations. Does anyone remember how Bill Gordy came into the Salisbury Fire Department and sucked in some unsuspecting volunteers to help him get to where he is today. Typical backstabber and the same thing that caused his demise in the Delmar Fire Department. Does anyone remember when Bill Gordy and a few select paid fire officers went to the volunteers homes and places of employment with threatening documents? Isn't it true the Bill Gordy and some paid fire officers went to Delegate Norman Conway's wive's place of employment to deliver the documents. Wasn't her place of employment the County BOE? That my friend is terroristic and tresspassing on school property. One of those paid officers sucked up to Gordy, See and Hoppes that he is now a chief officer himself. Amazing what people will do to get ahead in life.

In case you don't know Bill Gordy and David See appoint the volunteer officers instead of allowing elections like the rest of the County vollies do. This way they can control their yes men. So much for a democracy in this city.

Hmmmm, this sounds familiar!! Why can't we get this type of investigation here? I believe SLED is an outside state agency in that area and an investigation should be held by outside sources. The city shouldn't investigate itself and the only reason that would be done would be to cover their own tracks!!

AIKEN CTY --- A husband and wife lost their jobs with Aiken County EMS in October. Now, a state investigation report explains what went wrong.

Missing money, using sticky notes for filing documents-- all leading to what Aiken County EMS workers say is an unorganized and struggling department.

The Aiken County EMS Investigation is closed, but there are still unsolved questions. News 12 has a copy of the SLED investigation into the EMS Director and his wife.

"Money should be going to where it needs to be going," says Annette Distasio who lives in Aiken.

SLED found this, the donation account, which is handled only in cash- has more than 1,250 dollars taken in from undocumented sources. Instead of being used for the department, some of the donation account money used to buy food and gifts for EMS employees.

Some questioning if they should donate at all.

But the review did not show the Director Phil Clarke took the money himself. SLED also finding this - in the county issued credit card account: purchases like food, gift bags and picture frames. Which could be considered personal. And more importantly, not allowed by the county.

But again, no criminal misuse for specific personal use of the cards. The report goes on. Other EMS employees interviewed by SLED saying, sticky notes were used to keep track of the donation account.

"Oh yeah, that's not good. First of all, you can lose them because we all do that. And secondly, it needs to be written documentation," says Annette.

Some are keeping the faith, but others say they don't trust them anymore.

There were also problems with mileage reimbursements. Lynn Clarke reporting more than 250 miles than she actually drove on two different occasions.
