OCPD Looking Out for Distracted Drivers during National Texting Enforcement Crackdown

OCEAN CITY, MD – From April 8-13, 2016, law enforcement personnel will be using a combination of traditional and innovative strategies to crack down on motorists who text while driving. The national U Drive. U Text. U Pay. high-visibility enforcement campaign had two goals: conduct strict enforcement of anti-texting laws, and couple these efforts with advertising, media, and social media outreach to let drivers know about the enforcement and convince them to obey the law.

“Driving and texting is not only dangerous and irresponsible-it’s illegal and can be very costly to violators,” said Chief Ross Buzzuro. “When you text while driving, you take your eyes off the road, hands off the wheel and mind off the task of driving which puts yourself and others at risk.”

In 2014, an estimated 3,179 people were killed and an additional 431,000 were injured in motor vehicle crashes involving distracted drivers. Additionally, the percentage of drivers text-messaging or visibly using handheld devices increased in recent years. Young drivers (ages 16 to 24) have been observed using handheld devices at higher rates than older drivers.

The Shocking New Census Question Lawmakers Are Pushing: Do you agree?

A bipartisan group of lawmakers is calling on the federal government to start counting the number of homosexuals living in the United States. 

The group of nearly 80 lawmakers wrote a letter to a House Appropriations subcommittee on Tuesday, asking the U.S. Census Bureau to survey people about their sexual orientation and gender identity. Specifically, the legislators are asking the committee, which oversees the Census Bureau, to support the additional data collection as part of the fiscal 2017 appropriations bill.

Could Sending Your Kids To College Fund Illegal Immigration?

A private school in Arizona is staking out a position on illegal immigration: they're for it. If you send your kids there, you'll be for it too, whether you like it or not. As Fox News notes:

A private college in Arizona is charging all students a mandatory fee to fund a scholarship for illegal immigrants, a controversial move supporters say gives a hand to those who need it but anti-illegal immigration advocates call irresponsible.

Prescott College is tacking a $30 annual fee onto its $28,000 annual tuition to establish an annual scholarship for “undocumented” students, as part of a policy first proposed by students and faculty from the undergraduate and Social Justice and Human Rights Master of Arts divisions. Backers say it helps reverse what they call Arizona’s reputation as a “national example of discriminatory politics.”

“I am proud that our students take on the role of scholar activists,” said school President John Flicker, adding that the university is committed to “broaden access to higher education for a diverse group of students” and “mobilize its resources towards social justice.”

This is the state of the American academy. Perhaps next Prescott will sponsor a scholarship for convicted shoplifters and say they're taking a stand against our repressive capitalist society.

The United States is a nation. A nation has borders, and one of the primary responsibilities of the federal government is to enforce those borders. One political party thinks the government has more important things to do, like investing millions of dollars to figure out why lesbians are obese, or watching baseball with totalitarians. While a large majority of immigrants do happen to be non-white, this isn't about racism, it's about the maintenance of a society based on the rule of law, and not the whims of the powerful. By imposing this surcharge on its students, Prescott University is telling your children, should you choose to send them there, that the law doesn't matter.

Rudy Giuliani: Between Trump and Cruz, 'I'd Vote for Trump'

Former New York Mayor and 2008 Republican presidential candidate Rudy Giuliani, who hasn’t yet endorsed a candidate, said if it came down to GOP frontrunner Donald Trump versus, he would vote for Trump.

“If it came down to Trump or Cruz, there is no question I’d vote for Trump,” Giuliani, who was mayor during the 9-11 terrorist attack, said. “As a party, we’d have a better chance of winning with him, and I think a lot of Republicans look at it that way.”

The statement comes as The Washington Post is reporting that the GOP establishment is “learning to live with” the fact that Trump is likely to become the Republican Party’s nominee and even seeing “an upside to Trump as the nominee.”

“This warming toward Trump comes after establishment favorites such as of Florida, New Jersey Gov. Chris Christie and former Florida governor Jeb Bush have failed to reach the top tier,” reports The Washington Post’s Robert Costa, Philip Rucker, and David Fahrenthold.

Illegal immigrant's deadly crash not a 'crime of violence,' ICE says

An illegal immigrant -- who police said was drunk while street racing when he killed a Nebraska woman in a car crash -- wasn’t detained by immigration officials because his offense did “not constitute a crime of violence,” the Immigration and Customs Enforcement agency said in a March letter to Congress.

Edwin Mejia, 19, is accused of being drunk and driving recklessly when his vehicle slammed into 21-year-old Sarah Root’s car in January.

Root died at the hospital. Mejia later posted bond and fled. He’s been added to ICE’s “Most Wanted” list.

“Mr. Mejia should not need to be on this list – he should be in jail,” Sen. Ben Sasse, R-Neb., said in a March 30 statement. “ICE originally said that Mr. Mejia was not an ‘enforcement priority,’ but this morning he was placed on their Most Wanted list. The public still does not have a complete account of what went wrong.”

Border agents first encountered Mejia in May 2013 when the 16-year-old arrived in Nogales, Ariz., from Honduras and was designated as an unaccompanied child.

Indiana University Students Mistake Priest for KKK Member

On Monday, students at Indiana University Bloomington mistook a priest for a Ku Klux Klan member, taking to social media to express their fear of the alleged Klansman, who they claimed was carrying a whip, and dressed in “white robes.”

Rumors of a Klansman on campus were extinguished after it was pointed out that the passerby was actually a priest innocently making his way through Bloomington, Indiana. When sighted on campus, students thought his white robes indicated an affiliation with the KKK.

Obama: Landlords Are Racists if They Exclude Felons from Housing

President Barack Obama’s administration showed Tuesday that he wants to pressure landlords to ignore the criminal records of would-be renters.

One inevitable result is that many law-abiding renters — including many African-Americans — will be forced to unknowingly live alongside felons they wish to avoid.

According to Obama’s Department of Housing and Urban Development (HUD), the “disparate impact” theory of racism says landlords are racists if they have a color-blind practice of excluding all felons from their buildings. That color-bind practice is racist, say progressives, because it has a greater impact on African-Americans than on whites.

It has a greater impact on African-Americans because blacks tend to commit crimes at a higher rate than whites, according to federal data.

First Syrians leave for US under surge resettlement program

The first Syrian family to be resettled to the U.S. under its speeded-up “surge operation” departed to the United States Wednesday from the Jordanian capital, Amman.

Ahmad al-Abboud, who is being resettled with his wife and five children, said that although he is thankful to Jordan — where he has lived for three years after fleeing Syria’s civil war — he is hopeful of finding a better life in the U.S.

“I’m happy. America is the country of freedom and democracy, there are jobs opportunities, there is good education, and we are looking forward to having a good life over there,” al-Abboud said.

The family, who are from the Syrian city of Homs, had been living in Mafraq, a town north of Amman. He was unable to find work in Jordan, and the family was surviving on food coupons.

Ahmad, who is 45 years old, said he had ambitious to find a job to support his family and to learn English.

Ray Lewis Rips Black Lives Matter Movement for Ignoring Black-on-Black Crime

A Facebook video of former Baltimore Ravens linebacker Ray Lewis criticizing the Black Lives Matter movement for ignoring black-on-black crime has gone viral.

“I’m trying to figure out if black lives really matter,” an emotional Mr. Lewis said in the video posted on his personal page Saturday. “The March murder rate rose by 29 percent, but we’re not rioting in the streets over black-on-black crime.

“I’m trying to figure out in my mind why no one is paying attention to black men killing black men,” he continued. “Why do we always find ourselves as the victims, and now we have the separation once again that we’re being victimized because of one bad white cop, two bad white cops, three bad white cops, killing a young black brother. But every day we have black-on-black crime, killing each other.

“I know black lives matter, because I’m a black man, but man, stop killing each other. Man, we got to put these guns down in Chicago. Baltimore, Miami, man it ain’t that hard. You got to be OK with earning a living. It ain’t supposed to be easy,” Mr. Lewis said. “If we don’t change what we’re doing not only will our kids not have a future, but we might find ourselves extinct.”

As of Wednesday afternoon, Mr. Lewis’ video had been viewed more than 2.8 million times.

This isn’t the first time he’s called out the movement for focusing on the wrong issues.

Subject: IRS Denied Tax-Exempt Status to 57 Religious Groups in 2015

The IRS denied tax-exempt status to 57 religious or charitable groups in 2015, according to recent data from agency.

The IRS rejected a total of 67 applications for tax-exempt status in 2015, and religious groups comprised the majority of denials. There were 92,653 total applications by religious and charitable groups in 2015. Of those applications, 86,915 were approved, 57 were denied, and 5,681 were left in limbo.

Attorney Jordan Sekulow, executive director of the American Center for Law and Justice, represents a number of conservative and pro-life non-profit organizations that have faced long battles to have their tax-exempt status approved by the IRS. Among his clients, two are still awaiting determination by the IRS—one group has been waiting for more than six years, and another for nearly six years.

“The process is supposed to be a fairly quick process,” says Sekulow. “If the IRS needs more information, they’re supposed to ask you for that.”

According to the IRS, the 5,681 applications that were not adjudicated in 2015 generally did not include required information, were incomplete, or were applications that were withdrawn by organizations.

Obama Claims Power to Make Illegal Immigrants Eligible for Social Security, Disability

Does the president of the United States have the power to unilaterally tell millions of individuals who are violating federal law that he will not enforce that law against them now, that they may continue to violate that law in the future and that he will take action that makes them eligible for federal benefit programs for which they are not currently eligible due to their unlawful status?

Through Solicitor General Donald Verrilli, President Barack Obama is telling the Supreme Court exactly this right now.

The solicitor general calls what Obama is doing "prosecutorial discretion."

He argues that under this particular type of "prosecutorial discretion," the executive can make millions of people in this country illegally eligible for Social Security, disability and Medicare.

On April 18, the Supreme Court will hear arguments in the case. Entitled United States v. Texas, it pits President Obama against not only the Lone Star State, but also a majority of the states, which have joined in the litigation against the administration.

At issue is the policy the administration calls Deferred Action for Parents of Americans and Lawful Permanent Residents, which would allow aliens in this country illegally who are parents of citizens or lawful permanent residents to stay in the United States.

"The Executive Branch unilaterally created a program — known as DAPA — that contravenes Congress's complex statutory framework for determining when an alien may lawfully enter, remain in, and work in the country," the attorney general and solicitor general of Texas explained in a brief submitted to the Supreme Court on behalf of the states seeking to block the policy.

Americans Spend More on Taxes Than Food, Clothing, Housing Combined

This year Americans will collectively give more money to the government in taxes than they will spend on on food, clothing, and housing combined, a new report from the Tax Foundation reveals.

The report shows 31 percent of the nation’s income will go to taxes — $3.3 trillion in federal taxes and $1.6 trillion in state and local taxes.

In a demonstration of just how much money Americans will spend on taxes this year, the Tax Foundation has calculated that not only will the bill to Uncle Sam be more than most personal expenses, it will take the nation, as a whole, until April 24 to earn enough to cover the cost.

The group is calling April 24, “Tax Freedom Day.”

“Tax Freedom Day gives us a vivid representation of how much federal, state, and local tax revenue is collected each year to pay for government goods and services,” Tax Foundation analyst Scott Greenberg said in a statement. “Arguments can be made that the tax bill is too high or too low, but in order to have an honest discussion, it’s important for taxpayers to understand the cost of government. Tax Freedom Day helps people relate to that cost.”

Donald Trump's praise of Planned Parenthood for all of its services except abortion is a shallow view of an agency that reaps its profits from terminating pregnancies, Abby Johnson, a former Planned Parenthood director, tells Newsmax TV.

"My message to Donald Trump … [is] nothing Planned Parenthood does is for the greater good of women. Every single service they provide leads back to abortion," Johnson said Wednesday on "The Steve Malzberg Show."

"So why do they provide contraceptive services to women? Because they know that eventually that contraceptive will fail; 54 percent of women who have abortions were using contraception at the time they got pregnant.

"They know that method is going to fail and because they've already developed a relationship with that woman then that woman will come back to Planned Parenthood whenever that method did fail and they will be able to sell her on an abortion."

It's the same reason Planned Parenthood offers services to treat sexually transmitted diseases, said Johnson, who once directed abortion services at a large Planned Parenthood clinic in Texas.

"Why do they provide STD services? Because they care about eradicating STDs? No, because they want to have that first point of contact with a person who is participating in high-risk sexual behavior," she said.

"Because they know that that person has a greater chance of having an unplanned pregnancy and that's a person they can sell an abortion to. Every single service leads back to abortion."

U.S. Govt. Banking Program Facilitates Remittances to Mexico

Amid the discord ignited by Donald Trump’s idea to block money transfers to Mexico until it funds a wall it’s important to note that a U.S. government program is largely responsible for the billions in remittances flowing south of the border from illegal immigrants.

The program is called “Directo a Mexico” (Direct to Mexico) and the Federal Reserve, the government agency that serves as the nation’s central bank, launched it nearly a decade ago. Judicial Watch investigated the outrageous taxpayer-subsidized initiative and obtained government records back in 2006. It was created by President George W. Bush following the 2001 U.S.-Mexico Partnership for Prosperity, undermines our nation’s immigration laws and is a potential national security nightmare. The goal was to provide low-cost banking services to illegal immigrants and facilitate the process for those sending money home. Remittances are transferred through the Federal Reserve’s own automated clearinghouse linked directly to Mexico’s central bank (Banco de Mexico).

At the time Federal Reserve officials acknowledged that most of the Mexicans who send money home are illegal immigrants so a Mexican-issued identification is the only requirement to use the government banking service. A colorful brochure promoting “Directo a Mexico” offered to help immigrants who don’t have bank accounts and assured the best foreign exchange rate and low transfer fees. A frequently asked question section posed this: “If I return to Mexico or am deported, will I lose the money in my bank account?” The answer: “No. The money still belongs to you and can easily be accessed at an ATM in Mexico using your debit card.” In short, the U.S. created this special banking system specifically for illegal aliens and tens of billions of dollars have flowed through it, according to figures obtained by JW from Banco de Mexico.

This is worth noting because news coverage of Trump’s plan to fund a wall along the Mexico-U.S. border has omitted this important information, instead focusing on the negative impact to the Mexican economy if remittances are cut. In fact, the mainstream newspaper that first published the Republican presidential candidate’s idea wrote that it “could decimate the Mexican economy.” Another article, published by a national newswire, said “any move to target payments sent home by people living in the United States could have a crushing financial effect in Mexico, the leading recipient of U.S. remittances.” Various other reports have focused on the devastating effects that cutting remittances will have on poor Mexicans that depend on their U.S. relatives to survive.

Elijah Cummings to Michigan Gov. Rick Snyder: You Lied

Maryland Democratic Rep. Elijah E. Cummings questioned Thursday whether Michigan Gov. Rick Snyder gave false testimony when he told Congress last month he was working with local officials to address the Flint water crisis.

Cummings wrote in a sharply worded letter that, contrary to Snyder’s sworn testimony during a March 17 Oversight Committee hearing, Snyder had instead excluded Flint Mayor Karen Weaver and other local officials from development of his administration's official plan to provide clean water to Flint residents, who have been unable to use their tap water for months.

“Your actions raise grave concerns about the accuracy of your testimony,” wrote Cummings, who is the lead Democrat on the congressional committee.

Subject: Coats: Take Steps Today to Reduce National Debt

In his final State of the Union address earlier this year, President Obama stated that he wanted “to focus on the next five years, the next 10 years and beyond.” But throughout his remarks, he failed to discuss one of the most important issues our country faces in the coming years: our $19 trillion national debt.

Despite all the financial obligations that will eventually come due in the “beyond” years, the president never addressed the topics of fiscal sustainability and debt reduction. This omission was glaring, given how our national debt has risen sharply over the past seven years, from $10.6 trillion when Obama took office to over $19 trillion today.

The good news is solutions do exist to address this situation before it is too late. These include:

A balanced-budget amendment: Passing a balanced-budget amendment to the U.S. Constitution is a good first step to get our country’s fiscal house in order. American families have to live within their means, and a majority of states operate under a balanced-budget requirement in their state constitutions — it is time the federal government does the same.

Responsible spending cuts: Washington does not have a revenue problem, it has a spending problem. Current tax revenue is above historic levels, but the federal government’s spending still far outpaces its income.

Preserving programs heading for disaster: The main drivers of our national debt are spending on Medicare, Medicaid and Social Security. These programs provide much-needed benefits for millions of Americans, and they need to be preserved both for current retirees and future generations. This is not a problem we can continue to ignore. Taking no action will have disastrous consequences for beneficiaries of all these programs.

A civilian BRAC for mandatory spending: Base Realignment and Closure (BRAC) is a process by which an independent commission makes recommendations to improve Department of Defense efficiency, and Congress then considers these recommendations as a whole. The BRAC process has worked well for the military and should be applied across the entire federal government. An independent panel of private sector experts should go through all mandatory spending programs to identify ways to cut costs and make federal programs more efficient. Then these recommendations should be put before Congress for an up-or-down vote with no procedural gimmicks or amendments.

If policymakers do not address our fiscal problems, our nation’s ability to pay for essential government functions will be severely constrained, our economy will suffer and our national security will be at risk. The time is now to take steps toward financial stability.

Every owner of any area, lot or parcel of land shall cut, trim or otherwise remove or cause to be cut, trimmed or otherwise removed all grass, weeds, brush or plant growth thereon in excess of eight inches.

Additionally, property owners of any lot or land located in the city shall maintain their respective curbs, gutters and sidewalks bordering their parcels of land in such condition as to be clear of all growth of grass, weeds, brush or plant growth within the curb, gutter and sidewalk.

The first notice of violation provides a ten (10) day compliance period. A second notice of violation provides a seven (7) day compliance period. A third or subsequent violation will result in the city immediately securing a contractor without notice to perform the necessary work. All charges/fees etc. will be placed against the property in the form of a tax lien.

The City of Salisbury is also authorized to write a Municipal Citation in the amount of $25 for the first day of noncompliance and $50 for each additional day of noncompliance, not to exceed $1,000.00 in total for each specific violation.

Baltimore ranks 5th for solar power in the region

Baltimore, Maryland – Baltimore has more solar panels than most major Southern cities, ranking 5thamong metropolitan areas in the region analyzed in a new report. Baltimore could improve its ranking by adopting a bold goal for solar power installations, advocates said today.

“Building off of the great work of communities, if we establish a city-wide goal for solar installations,” said Aminah Zaghab, Advocate with Environment Maryland, “Baltimore could really start to shine when it comes to solar power.”

Jacksonville, Washington D.C., and Raleigh topped the list for most solar power in the South Atlantic according to Environment Maryland Research & Policy Center’s analysis, Shining Cities 2016: How Smart Local Policies Are Expanding Solar Power in America.
Plummeting costs, increasing public concern over global warming, and technological innovation have all played a role in spurring the growth of solar energy, which last year was enough to power 5.4 million American homes.

Here Are Some Of The Americans In The "Panama Papers"

With media attention squarely falling on the foreigners exposed by the Panama Papers offshore tax haven scandal, everyone has been asking for more information on who are the Americans involved in this biggest data leak in history. After all, as we showed, Mossack Fonseca had over 400 American clients. But who are they?

Today, courtesy of McClatchy, we get some answers: while there are no politicians of note are in files but plenty of others. Among them: Retirees, scammers, and tax evaders, all of whom found a use for secrecy of offshore companies.

As the news paper reports, "the passports of at least 200 Americans show up in this week’s massive leak of secret data on secretive offshore shell companies."

And yet, the following release may prompt merely more questions: given the high-profile nature of some of the foreign names in the leaks "many of the Americans may seem like small fish."

Perhaps few Americans used Panama to hide their shady dealings; perhaps that was as intended.

When you broadcast on a daily basis and announce news from The Daily Times and other local news sources, how is that a news leader?

When reporters openly admit they troll Salisbury News every single day for breaking news, how is that a news leader?

OK, slogans are catchy and always sound good but are they truthful?

When you have a Chief Meteorologist who wins a national award from a group no one has ever heard of, when that very same Meteorologist screws up just about every single winter forecast we've had this past winter, are they telling us the truth?

Liberals and Liberal News outlets will flat out lie and even create awards that clearly are not deserved in the hope of building confidence from their followers. That award should have gone to the young man in Delmar who produces far more accurate weather forecasts and has NO college background.

It's clear to me, say it enough and people will actually start believing it. Funny how WBOC will announce they got certain news from the Daily Times but they never admit they trolled the news from Salisbury News.

PayPal gets the hypocrite of the year award! This company says they’re not coming to North Carolina because the legislators and Gov. Pat McCrory have passed a law to protect women and children against sexual predators by not allowing men to use women’s restrooms and locker rooms.

Congressman Robert Pittenger made a great point yesterday: “PayPal does business in 25 countries where homosexual behavior is illegal, including 5 countries where the penalty is death, yet they object to the North Carolina legislature overturning a misguided ordinance about letting men in to the women’s bathroom? Perhaps PayPal would like to try and clarify this seemingly very hypocritical position.”

Just last month PayPal announced they would be expanding into Cuba, a country in which homosexuals and transgender people are imprisoned, tortured, and executed. PayPal only agreed to come to Charlotte in the first place after holding out for millions in corporate incentives. And under the current law that they are so strongly protesting, PayPal could have chosen their own corporate bathroom policies.

I’m very proud of NC Lt. Governor Dan Forest who said: "If our action in keeping men out of women's bathrooms and showers protected the life of just one child or one woman from being molested or assaulted, then it was worth it. North Carolina will never put a price tag on the value of our children. They are precious and priceless. If a corporation wanting to do business in North Carolina does not see the worth of our children in the same light, then I wish them well as they do business somewhere else." He couldn’t be more right! We need more politicians across the country with this kind of backbone. Texas School Bans Parents From Walking Children Onto and From School Property — and Principal Is ‘Threatening to Arrest’ Those Who Try

One Texas elementary school is coming under fire after the principal banned parents from walking their children to and from school, and who is threatening parents with arrest.

The trouble began in September when the principal at Bear Branch Elementary School in Magnolia, Texas, decided to implement a policy that not just discourages but prohibits parents from walking their children home from school or walking inside the school to retrieve their children after parents had parked their cars, according to KPRC-TV.

Parents began expressing their frustration because of the inconvenience they said they felt waiting for almost an hour in their cars. Parents were asked pick up their children only in the school’s winding pick-up lane after school.

“People start lining up here about 2:30 p.m. for a 3:25 p.m. dismissal,” parent Jeff Wendinger had told KPRC.

Parent Jackie McConnell say’s she’s frustrated, too: “It’s a ridiculous situation for everyone.”

But now some people are expressing outrage because the principal has threatened parents who persist in walking their children home from school with charges for trespassing or other criminal charges, according to KRIV-TV. Parents have also begun pulling their kids from school over the issue.

Fewer poor students are enrolling in state universities — and there is an alarming reason why

States have traditionally provided funding for public colleges and universities based on a combination of the number of students enrolled and how much money they were allocated previously.

But, in the face of increasingly tight budgets and pressures to demonstrate their effectiveness to legislators, more and more states are tying at least some higher education funding to student outcomes.

As of 2015, 32 states have implemented a funding system that is based in part on students' performance in at least some of their colleges. In such states, a portion of state funding is based on metrics such as the number of completed courses or the number of graduates.

Research shows that performance-based funding (PBF) has not moved the needle on degree completions in any substantial way. Our research focuses on the unintended consequences of such funding policies – whether colleges have responded to funding incentives in ways that could hurt disadvantaged students.

We find evidence that these systems may be reducing access for low-income students at public colleges.

Troopers Investigate Vehicle Crash Involving a School Bus


Blades, DE – Troopers are investigating a vehicle crash that occurred in Blades this morning involving a Seaford School Bus.

The preliminary investigation revealed the incident occurred around 8:28 a.m. today, Thursday, April 7, 2016, as Gabrieala Rojas-Herrara, 42 of Blades, was operating a 2002 Chevrolet Trailblazer northbound on South Market Street, (US Alt. 13) Blades. Alice S. Collick, 59 of Laurel, was operating 2004 International School Bus westbound on 8th Street and stopped before making a right hand turn onto South Market Street. The bus pulled into the path of the Trailblazer and struck the rear right passenger door and rear fender with its front left bumper. Both vehicles came to a controlled stop in the area of the crash. The bus driver, Alice S. Collick, and 18 students on board the bus were uninjured in the collision.

Gabriella Rojas-Herrera was transported by EMS to the Nanticoke Memorial Hospital with non-life threatening injuries. She was ticketed for Driving While Suspended.

US Alt. 13 South Market Street was impacted for approximately 45 minutes while the crash was investigated and cleared.

OC Budget Introduced With Slight Property Tax Reduction

OCEAN CITY — Ocean City officials this week unveiled the proposed fiscal year 2017 budget at around $122 million including a modest tax cut for resort property owners.

City Manager Doug Miller, who is presiding over his first budget process since taking over the position this winter, and Budget Manager Jennie Knapp outlined the proposed $122 million budget on Tuesday.

“I’m very excited and pleased to present the fiscal year 2017 budget,” said Miller. “The product before you is very well vetted and it’s a balanced budget. It includes an estimate of anticipated revenue and expenditures. It’s important to emphasize ‘estimate’ because there is no way to forecast some of these things when the process starts 18 months out.”

The total budget for all funds is just over $122 million with the general fund making up around $80.9 million, representing an increase of about $1.172 million over fiscal year 2016, or about 1.5 percent.

“This is the single most important thing we do,” he said. “It’s where we implement the town’s priorities for the next 12 to 18 months. There are five goals in the strategic plan and this budget supports those goals.”

Gun Sales in America Reach New High for March

Americans are buying more guns than ever before.

A new FBI study released this week shows the number of firearms sold across the country in March was the highest ever, The Washington Free Beacon reports.

The agency said it performed some 2,523,265 background checks last month — about 35,000 more than in March 2014.

The Beacon says the March record is the "eleventh straight monthly record for background checks."

And with 7,682,141 checks done already this year, 2016 is expected to break another annual sales record.

TSA paid $47,000 for an app that just displayed an arrow

Today's SMH story comes courtesy of the TSA, who Mashable reports paid IBM $47,400 for "software so simple" that creating it would have been well within the reach of a novice app developer.

The revelation comes by way of Kevin Burke, who filed a FOIA request in December 2014 regarding the "TSA Randomizer" iPad application, which was basically used like so: A TSA agent holding an iPad would tap the app.

If a left arrow appeared, the traveler went in the left security-check lane; a right arrow, right. A 2014 Bloomberg article explained some of the reasoning behind the software, which mainly related to the use of the speedier PreCheck lane and the selection of the fliers who would randomly be directed there from the regular lane.

Driver, 9 students hurt in Maryland school bus crash

A driver and nine students were rushed to hospitals Wednesday after their school bus crashed north of Baltimore, according to rescuers.

The crash unfolded near Hereford High School in Parkton, some 30 miles north of the city. There were 43 people were on the Baltimore County school bus at the time of the crash, according to Fox 45.

Police said the ten people hurt are nine students and the bus driver.

The driver of the bus reportedly sustained the most serious injuries out of all the patients.

Officials expect completed Exelon Pepco merger to benefit Delmarva Power customers

After two failed attempts, DC regulators on Wednesday approved a $6.8 billion merger between Exelon Corp and Delmarva Power owner Pepco Holdings - the final obstacle in the way of their deal.

The proposal to merge the two entities into the largest utility company in the country was approved by the DC commission in a two to one vote, to the relief of many state officials in Delaware.

Last spring, the Delaware Public Service Commission signed off on an agreement with Exelon Corp and Pepco Holdings that’s expected to bring Delmarva Power customers an estimated $49 million in direct benefits over a decade.

Now that the gates have lifted for the two companies to become one, ombudsman Heather Contant says Delaware’s commission will want to make sure that the merged entity follows through on its promises here.

Lawsuit: Fugitive task force nabs wrong person; he's beaten, unlawfully prosecuted

GRAND RAPIDS, MICH. - A former Grand Valley State University student says he was pummeled by undercover officers who mistook him for a fugitive, then prosecuted for scuffling with the plainclothes officers he thought were mugging him, according to a federal lawsuit filed Monday.

The FBI and Grand Rapids police beat, falsely arrested and maliciously prosecuted 23-year-old James King, according to the lawsuit filed in U.S. District Court in Grand Rapids.

The lawsuit contains images of injuries King suffered during his July 2014 arrest. Attorneys with Miller Johnson, which is representing King, also have cell phone videos of the confrontation taken by passersby and dash-cam video taken by marked Grand Rapids police cruisers responding to the Friday afternoon disturbance on Leonard Street NW.

It all comes down to a case of mistaken identity that got way out of hand, King’s attorney, Patrick M. Jaicomo said Tuesday.

According to Fox News, Texas Senator Ted Cruz is the projected winner in Wisconsin. At press time, Cruz leads New York billionaire Donald Trump by a margin of 52-30, with Ohio Governor John Kasich a distant third at nearly 15 percent. This is a major victory for Cruz, who has now chalked up resounding victories in two states with very conservative Republican parties, and a setback for Trump, who may have suffered after sending a tweet disparaging Cruz's wife in response to a negative ad put out by an unaffiliated SuperPAC. While the delegates have yet to be counted, this could prevent Trump from obtaining the 1237 delegates he needs to secure the nomination, and makes a contested convention more likely.

Mom Unleashes Fury After Spanish Teacher Sends Children Home With This ‘Privilege’ Assignment

The mother of a Tampa, Florida, seventh-grader is speaking out after finding an assignment given to her 12-year-old daughter and other students in Spanish class at Monroe Junior High.

The form asked, “How much privilege do you have? Circle the boxes that apply to you.”

The categories on the form listed “Race,” “Skin Color,” “Religion,” “Sex,” “Gender,” “Sexual Orientation” and “Disability.”

The options under gender included, “cisgendered,” “transgendered” or “genderqueer.”

Feds set up fake university, arrest 21 in bogus visa case

The University of Northern New Jersey fielded no sports teams, held no graduation ceremonies and had no instructors, classes or degree programs. It did have a very attractive website that promised an "exceptional" education for foreign students wishing to study in the U.S.

It was a sham from beginning to end, and it was created by federal authorities, who used it to arrest 21 people on charges they conspired to help more than 1,000 foreigners fraudulently keep or obtain student or work visas over the past 2 1/2 years.

The defendants whose arrests were announced Tuesday knew the school was bogus, as did the foreigners, who pretended to be students there in order to stay in the U.S., authorities said. But they didn't know it was set up as part of a sting by undercover agents from U.S. Immigration and Customs Enforcement.

Video shows San Antonio school officer body-slamming girl

SAN ANTONIO -- Officials in San Antonio were investigating video that apparently shows a school district police officer body-slamming a middle school student to the ground.

In the video, a uniformed officer is seen struggling with a girl, then slamming her to the ground. The officer appears to handcuff the girl before having her stand and leading her away.

Gloria Valdez, the 12-year-old girl's mother, told CBS affiliate KENS it was completely uncalled for.

"Supposedly he was threatened by her that she kicked him, but in the video her legs never went up," Valdez said.

Nearly Correct – “Muslims Built the Fabric of our Nation”

Obama keeps making that remark. What fabric is he talking about?

Mr. Obama says this frequently – “Muslims built the very fabric of our nation.” He made the remark again just the other day.

That may well be true, but in the future, not the past or the present. Obviously he is thinking ahead.

Many of us share the hope and the promise when all this animosity will end and in the words of Micah:

“Each of us will sit under our vine and fig tree, and none shall make us afraid.”

Amen to that, but so far it’s been the Christians and the Jews who have made America exceptional and great. That’s why we’re called a Judeo/Christian nation. So a good word from the President as to that would be most welcome. The Christian contribution is well-documented in all the books.

The Jewish contribution to our culture and to Western Civilization could also use a kindly reminder. Jews make up 0.2 percent of the world’s population; Muslims 23 percent. But we are still waiting for the first Muslim Einstein, today’s Jonas Salk or the next George and Ira Gershwin.

Names like Rodgers and Hart and Hammerstein and Neil Simon and Leonard Bernstein and George S. Kaufman tell only part of the story.

We await our Muslim neighbors to chip in.

Jews account for nearly 30 percent of all Nobel Prizes. They’ve won 193, largely in the sciences.

Muslims have won 7 Nobel Prizes. Perhaps more time in the lab and less time on anti-Jewish harassment like BDS would make up the slack.

We await the next Muslim Rickover. Hyman (Chaim) Rickover is recognized as “The Father of the Nuclear Navy.”

How To Thrive In A Marriage To Your Opposite

People are now waiting longer to marry – if they marry at all, according to Pew.

More couples are opting to cohabitate without making their relationship official. Better birth control is preventing unwanted pregnancies and resulting in fewer marriages, so if and when couples split it doesn’t show in statistics.

“Marriages and other long-term relationships can be difficult for many of us, despite mutual love and affection,” says D. Scott Trettenero, author of “Master the Mystery of Human Nature: Resolving the Conflict of Opposing Values” (www.masterthemysterybook.com).

“There will surely be conflict with our differences in temperament, values, goals and much more. It’s no secret that life-long marriages aren’t guaranteed.”

Trettenero lays out the nature of marital relationships, and how couples may be happier together.

• Understand how you are different from each other. The honeymoon phase of a romantic relationship can blind couples to the differences that may later be problematic in a marriage. As time lapsed in his marriage, Trettenero realized the extent to which he and his wife dealt with conflict differently. She processed much of her experience through her feelings, whereas he filtered life through logic and reason. Communication was difficult. But simply diagnosing this difference began to tremendously improve their marriage.

• Compromise is essential. Dr. Martin Luther King Jr. said: “Life at its best is a creative synthesis of opposites in fruitful harmony.” The opposite is equally true: “Life at its worst is the destructive division of opposites fighting for their points of view.” Whether considering conflict within a marriage or diplomacy among two countries, the ability to compromise is essential. Otherwise, your marriage and the world may face its demise sooner than later.

• Learn to appreciate how your partner's temperament complements yours. We are all born with our individual set of strengths and weaknesses. When we accept our partner’s point of view that differs from ours, it can expand our own understanding and lead to personal growth. We have an opportunity to develop new skills in life when we can place another's concerns above our own.

• Competition is not always bad – but it's not good for a relationship. Competition and conflict are not just a reality of our world; they are often a good thing. But competition for control and supremacy over your spouse in order to get your way is a recipe for disaster. A healthy relationship occurs only when both feel fulfilled in their wants and needs. In marriage, you must be committed to respecting and listening to your partner, and then accepting their differences as a challenge to your understanding, rather than another reason to fight over who is right and wrong.

Wicomico Recreation’s Bus Trip Schedule Announced

Trips Depart from the Wicomico Youth & Civic Center

From Delaware to Alaska, there are a variety of bus trips scheduled to depart from the Wicomico Youth & Civic Center in Salisbury this year.

A trip to Cape May, New Jersey, will depart at 7 a.m. April 30 and return at 9 p.m. that day. Attendees will go to the Spring Festival there. It costs $97 per person.

A four day, three night trip to Cape Cod, Massachusetts, will leave the Civic Center on May 15 and return May 18. The cost is $498 per person, which includes transportation, lodging, tours and more.

Those traveling on the seven-night Alaskan Cruise will depart from the Civic Center on Aug. 27 and return Sept. 3. The cost per person is $2,449 for an inside cabin, $2,689 for an outside cabin and $2,959 for a balcony cabin. The cost also includes airfare.

Those wishing to spend A Day in Lewes, Delaware, will leave the Civic Center at 9 a.m. Sept. 10 and return at 8:30 p.m. that day. The trip is $95 per person and includes a trip to the farmers market, lunch at a farm fresh restaurant, a chocolate tasting and a bay cruise.

During the Safari and Riverboat Ride trip, attendees will ride in an open-air cruiser through rolling hills to see animals and then go on a riverboat ride in Harrisburg, Pennsylvania. The bus leaves at 6:30 a.m. Oct. 8 and returns at 9 p.m. that day. It costs $99 per person.

A New York City trip will leave the Civic Center at 5:30 a.m. Dec. 3 and return at 11:30 p.m. Participants can spend the day traveling around the city, exploring Christmas decorations at Rockefeller Plaza, shopping in Times Square and more.

The Old South Christmas in Charleston, South Carolina, trip includes a Christmas House Tour, the Holiday Festival of Lights and more. The trip runs from Dec. 9-11 and costs $389 per person for double occupancy or $486 for single occupancy.

Groups concerned over BPA in canned foods

BALTIMORE — If you look in your pantry, you most likely have a canned food from a major brand.

If that is the case, one research group in Maryland said you may be exposed to toxic chemicals and some said not enough is being done to fix it.

"What we did is we sent in these 200 cans to be tested and we found unfortunately over 60 percent of them contained BPA," Juliana Bilowich, a public health organizer with Maryland Public Interest Research Group, said

BPA is also known as bisphenol A and has been linked to cancer and brain damage. The new study the group and five other nonprofit organizations commissioned found that two out of every three cans they measured from major brands like Campbell's and Del Monte contained BPA.

SOLITARY CONFINEMENT REPORTING BILL PASSES GENERAL ASSEMBLY

ANNAPOLIS, MD - Today, the American Civil Liberties Union (ACLU) of Maryland joined allies in heralding passage in both chambers of the General Assembly of legislation to require the Department of Public Safety and Correctional Services to report annually on the use of solitary confinement, or "restrictive housing" (SB 946/HB1180).

In 2010, a study showed that Maryland places 8 percent of inmates in restrictive housing, twice the national average of 4-5 percent. In 2015, the state revealed in a letter to a legislator that Maryland's use of restrictive housing remained at about 8 percent. The average length of stay in "segregation" is between 124-130 days. Mentally ill inmates fare even worse, according to the state's letter. They are placed in restrictive housing at a rate of 15.5 percent (twice that of the general population), and spend about 224-228 days in segregation. According to the U.N. Special Rapporteur on Torture, the mentally ill should never be placed in isolation.
