Narrative: On 3 December 2013 a deputy arrested Mark Coston in connection with a burglary of a garage and theft from within. During the investigation into the incident, the deputy learned that a former employee was suspected of illicitly entering the garage and taking several landscaping related tools without permission. The purloined tools were subsequently located at a local pawn shop for sale. Coston was identified as the individual who sold the tools to the pawn shop. Upon receipt of a warrant for the arrest of Coston, the deputy took him into custody and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Coston in the Detention Center in lieu of $20,000.00 bond.

Suspect: Andre Antoine Walker, 21, Princess Anne, MD
Narrative: On 4 December 2013 at 2:29 AM, a deputy stopped a vehicle for speeding on U.S. 13 in the Delmar area. During the encounter, the deputy developed probable cause for a search of the vehicle which led to the four occupants exiting the vehicle. While one of the occupants, Andre Walker, was standing on the shoulder, furtive movements by Walker drew the attention of the deputy. A subsequent search of Walker revealed a loaded .22 revolver hidden in Walker’s shoe. During the search and subsequent discovery of the gun, Walker became uncooperative and attempted to resist efforts by the deputy and other officers to take him into custody. Upon arrest the deputy transported Walker to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Walker in the Detention Center in lieu of $25,000.00 bond.

Narrative: On 6 December 2013 at 10:00 AM a deputy arrested Jason Ratti on an outstanding Circuit Court Bench Warrant. The warrant was issued back in July 2013 after Ratti failed to appear for a traffic case in the Circuit Court involving a collision. The deputy transported Ratti to the Detention Center where he was detained without bond pending an appearance in front of a Circuit Court Judge.

Suspect: Leo Anthony Weigand, 40, Nanticoke, MD
Narrative: On 6 December 2013 at 9:40 PM, a deputy responded to a reported altercation at a residence in the 9000 block of Athol Road. Upon arrival, the deputy met with a female subject who stated that her estranged husband, Leo Weigand, arrived at her residence and entered uninvited through an unlocked rear door. Once inside an altercation began that reportedly culminated with Weigand grabbing his wife, dragging her into the bathroom and placing her in the tub where he proceeded to choke her. During the investigation the deputy observed signs of injury that corroborated the victim’s account. The deputy also learned that Weigand had never resided at the house he entered and had no legal standing to enter it. The deputy placed Weigand under arrest and transported him to the Central Booking Unit. After an initial appearance in front of the District Court Commissioner, Weigand was detained in the Detention Center in lieu of $60,000.00 bond.

Suspect: Patrick Tonia Corbin, 34, Salisbury, MD
Narrative: On 7 December 2013 at 2:41 AM a deputy responded to a residence in the 600 block of Rose Street for an assault. Upon arrival, the deputy learned that a subject identified as Patrick Corbin had assaulted two subjects at the residence and stolen one of their vehicles, a GMC pickup truck. While the deputy was investigating this incident, the deputy learned that the Delmar Police were dealing with Corbin who was causing a disturbance in the 400 block of E. East Street there. Upon arrival to that scene, the deputy learned that Corbin had forcibly taken an adult female from the residence on Rose Street to the scene in Delmar. The deputy attempted to take Corbin into custody for the incident on Rose Street and the kidnapping of the female subject but Corbin physically resisted and fought against the deputy’s efforts to arrest him. After a physical struggle, the deputy was able to get Corbin into handcuffs. Upon being placed into a Sheriff’s Office patrol vehicle, Corbin pulled his legs up and kicked the windshield of the patrol vehicle causing substantial damage. Upon arrival to the Sheriff’s Office, a deputy had to physically struggle with Corbin to get him into a holding cell, during which Corbin was actively attempting to assault the deputy. Throughout the incident, Corbin made repeated statements that he was going to kill all involved in this incident, including the law enforcement officers. Upon presentation to the District Court Commissioner, the Commissioner detained Corbin in the Detention Center in lieu of $75,000.00 bond.

Narrative: On 7 December 2013 at 9:20 AM, a deputy located and arrested Anderson Blake at a residence in the 8600 block of Jersey Road in Salisbury. Blake was wanted on an outstanding District Court Bench Warrant that was issued after Blake failed to appear for a Driving Without a License case. The deputy transported Blake to the Detention Center where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Blake in the Detention Center in lieu of $1,000.00 bond.

Suspect: Doris Ann Owens, 48, Mardela Springs, MD
Narrative: On 7 December 2013 at 10:51 AM, a deputy arrested Doris Owens in connection with a theft of a ring. During the investigation, the deputy learned that a sapphire ring that was encrusted with diamonds had been stolen from a safe in the residence. During the investigation, suspicion focused on the victim’s daughter in law, Doris Owens, due to her being the only other one with access to the safe. The suspicion was conformed when the ring was located a Salisbury area pawn shop and the deputy verified that Doris Owens was the individual who sold the ring. The investigating deputy obtained a warrant for the arrest of Owens and upon her arrest she was transported to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner released Owens on Personal Recognizance.

Suspect: Thomas Javier Loayes-Vail, 34, Silver Spring, MD
Narrative: On 7 December 2013 at 10:21 PM, a deputy stopped to check on a vehicle on the side of the highway with its emergency flashers on. Upon approach to the vehicle the driver, Thomas Loayes-Vail, informed the deputy that he was suspended due to a previous DUI offense. The deputy queried the Maryland Motor Vehicle records and discovered that not only was Loayes-Vail suspended, but that he was revoked as well. The deputy also discovered that that Loayes-Vail was a respondent on a Protection Order and that the petitioner was also in the vehicle. The deputy placed Loayes-Vail under arrest for driving revoked and suspended along with violation of a Protective Order. Loayes-Vail was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Loayes –Vail in the Detention Center in lieu of $5,000.00 bond.
