Salisbury News brought forth an article a couple weeks ago referencing and pointing out a former Singer Study done about 5 years ago. This study showed that the Police Department was grossly underpaid.
Once we produced the article, the rest of the MSM picked up on it and started writing articles referencing the very same study we either woke them up to or to be kinder, reminded them of.
Nevertheless, I'd been working on an update to that story and I believe you'll enjoy my findings.
The detailed version of the Singer Study is one in which the general public was never made aware of. The study didn't just compare other municipalities. The study ALSO included large private businesses. Now, in my personal opinion, that's a load of crap. Municipalities are NOT in the business of making a profit, therefore the private sector businesses should NOT come into play.
Some might disagree by stating this needs to be done to keep retention. I disagree. WE should NOT have to pay a lawyer $450.00 an hour just because they could get the same in private practice. Most municipalities offer benefits you can't get in the private sector.
Nevertheless, we could argue that point all day long. I'm simply stating how "I" feel about how this study was done. As we move on, on Monday the Council for a second time agreed that they wanted the Mayor's Office to dig deeper into what it might cost to do yet another Singer Study. In that discussion there was talk about this study costing the taxpayers an additional $50,000.00.
Once the meeting was over I sent a text to certain Council Members saying, why can't these numbers come straight from the MML, Maryland Municipal League. That's when it was brought to my attention that the MML, (IF they could do so) wouldn't include the private sector numbers.
I made some calls to other people I know in the MML and guess what, the MML can in fact deliver this study to the City of Salisbury. After all, we're comparing one municipality, (similar to our City) to another, as the singer Study was conducted.
Get this, the MML can in fact do this study and guess what it would cost the city of Salisbury for the MML to do so, $240.00!!!!!!!!
So I was right from the very beginning. The reason I had thought of this was very similar to when the Salisbury Zoo was budgeting HUNDREDS of thousands of dollars for engineering plans for their new animal services building. I got so ticked off because I immediately said, you pay all this money into the AZA, you can't tell me there's not another Zoo in the World that doesn't have a plan similar to what Salisbury needs! What in the heck are we doing paying all of these association fees for if we can't get something back.
The bottom line is, the MML can provide what the City of Salisbury needs and they can do so very inexpensively. We do not have to pay out $40,000.00 to $50,000.00 to another organization to get what we need.
I disagree with the Mayor and Council on this matter. I believe the City should pay the MML the $240.00 for a study to be done.

Banana Boat Recalls Sunscreen After Cases Of Skin Igniting When Exposed To Flame
The maker of Banana Boat sunscreen is recalling some half-million bottles of spray-on lotion after reports that a handful of people have caught on fire after applying the product and coming in contact with an open flame.
Energizer Holdings said Friday that it is pulling 23 varieties of UltraMist sunscreen off store shelves due to the risk of the lotion igniting when exposed to fire.
The recall includes aerosol products like UltraMist Sport, UltraMist Ultra Defense and UltraMist Kids.

The combined number of people enrolled in Medicaid and Medicare--the government health-care programs for the poor, disabled and elderly--now exceeds the number of full-time private sector workers in the United States.
In 2011, according to the Centers for Medicare and Medicaid Services (CMS), there were 70.4 million people who enrolled in Medicaid for at least one month. There were also 48.849 million people enrolled in Medicare. That gave Medicaid and Medicare a gross combined enrollment of 119.249 million in 2011.
County Official Proposes Bullet Tax To Curb Chicago Crime
As Chicago struggles to quell gang violence that has contributed to a jump in homicides, a top elected official wants to tax the sale of every bullet and firearm -- an effort even she acknowledges could spark a legal challenge.
Cook County Board President Toni Preckwinkle will submit a budget proposal Thursday that calls for a tax of a nickel for each bullet and $25 for each firearm sold in the nation's second-largest county, which encompasses Chicago.
Preckwinkle's office estimates the tax will generate about $1 million a year, money that would be used for various county services including medical care for gunshot victims. Law enforcement officials would not have to pay the tax, but the office said it would apply to 40 federally licensed gun dealers in the county.

FED UP CHRISTIANS TAKE PUBLIC STAND
This Saturday – just 17 days before Election Day – American voters of all faiths are taking to the streets in the name of religious freedom and in protest of the Obamacare contraception mandate.
On Oct. 20 at 12 noon, more than 100 “Stand Up for Religious Freedom” rallies sponsored by the Stand Up for Religious Freedom Coalition will take place in cities coast to coast, including Boston, Chicago, Detroit, Honolulu, Los Angeles, Las Vegas, Minneapolis and others.

Toxic Substance Found in Md. Lake
Officials at Rock Creek Regional Park are urging visitors to avoid Lake Needwood after a toxic substance was found in the water.
That substance, microcystin, was produced from blue-green algae that was detected in lake water.
Maryland follows the World Health Organization's 10 parts-per-billion threshold for safe algae levels in recreational water sources. Anything above that is deemed hazardous, and the public must be warned to avoid the waters. Lake Needwood exceeded that threshold, therefore warning signs have been placed throughout the park.

In a scene reminiscent of the Dust Bowl days, choking dust suspended on strong wind gusts shrouded Interstate 35, which links Dallas and Oklahoma City to Kansas City, Mo. Video from television station helicopters showed the four-lane highway virtually disappearing into billowing dust on the harsh landscape near Blackwell, plus dozens of vehicles scattered in the median and on the shoulders.
Census: More Older Couples Living Together
Living together outside of marriage isn’t just for younger people thinking about marriage later. Some new Census Bureau numbers show the average age of cohabitation is getting older.
A new study conducted by the non-profit Population Reference Bureau for USA TODAY shows that nearly half of all couples living together are 35 or older, 13 percent are 55 or older, and almost 30 percent are divorced.
And 41 percent of couples living together have children in the home.

Unions, Watchdog Groups Renew Call For Capping 'Exorbitant' Contractor Salaries
A collection of federal unions and watchdogs groups wrote to the House and Senate Armed Services Committee urging support for a law capping taxpayer-funded contracting compensation costs at $230,700. That is the maximum salary earned by the highest-paid federal employees.
Contractor salaries are now capped at $763,029, per a 1998 law that sets annual compensation benchmarks.
"With budget cuts and sequestration looming, it is fiscally irresponsible to allow private contractors to charge escalating and exorbitant rates to the government," the groups' letter stated. Under the current formula, the increase in compensation costs paid to contractors has grown 53 percent faster than inflation, the groups said.

As the chart below shows, the rate of change was a 13.45% from last week: the highest in five years! So far, there has been no explanation from the BLS or DOL for last week’s outlier print. And no, last week’s print was not due to California, which the DOL reported just decreased by 4,979 in the week ended Oct 6, not the required 49K. What is however worse, is that it is becoming increasingly clear that nobody at the DOL knows what is actually going on following a statement by the Labor Dept that “it appeared that state-level administrative issues were distorting the data“, and numbers are simply picked out of thin air. Finally, in truly amusing news, those on Extended Benefits have once again started to rise, after dropping to virtually 0 following expiration of state benefits.

Today, according to the White House pool report, President Obama told Jon Stewart during a Comedy Central Daily Showtaping that the deaths of our ambassador to Libya and three other Americans were “not optimal.” This comes just weeks after President Obama told CBS News’ Steve Kroft on 60 Minutes that the murders of four Americans in Benghazi were “bumps in the road.” By way of contrast, President Obama described the YouTube video “The Innocence of Muslims,” which had nothing to do with the Benghazi attacks, as “crude and disgusting,” an “insult,” and said that its message “must be rejected by all who respect our common humanity.”

How To Get Over Failure
You've started a company and it goes belly-up. Or you launched a new product and not only does it fail to sell, customers actually hate it. Or you get fired.
What happens when you dare to dream, make that dream real, and then fail?
There's the plucky Henry Ford quotation which admittedly, and almost embarrassingly, I have used: "Failure is only the opportunity to begin again more intelligently." Since Ford was eventually wildly successful, this aphorism does reassure, but it also jauntily skips over the emotional precipice on which we teeter when we fail.
No matter how many chirpy quotes I may tweet out, when I fail my initial response is despondency, pessimism, and the feeling that perhaps I need to relocate to another city because I can never show my face in public. Ever. Again. I tend to identify with Margery Eldredge Howell, who said: "There's dignity in suffering, nobility in pain, but failure is a salted wound that burns and burns again."

In recent decades politicians have increasingly followed the Keynesian prescription
of economic growth through continued government borrowing and the creation of
undreamt of amounts of fiat money by central banks. To facilitate this process, the
larger commercial banks have acted as the central banks' de facto distribution
system, and as a result have grown ever larger while accepting progressively
greater risks.
In 2008, potential catastrophe loomed as the entire international financial system was challenged with collapse. But, as the 'darlings' of the central banks, the "too big to fail" banks were saved by taxpayer bailouts so that they could continue to play their role in the stimulus engine. But as a
result of these distortions, the environment for those banks outside of the exclusive "too big to fail club" has been increasingly challenging. In the United States, the financial services industry is changing radically and many fear that the days of US dominance will be coming to an end.
Public ire resulting from the 2008 financial crisis largely missed politicians and central bankers and landed squarely on "Wall Street." As a result, bankers have become easy political targets. Increased regulation of the banking sector has become the rallying cry for the political left.

Attorneys for former neighborhood watch leader George Zimmerman will argue for the right to subpoena the social media accounts of Trayvon Martin and also ask for more time to interview state witnesses in the high-profile murder case.
Judge Debra S. Nelson will hear arguments on the several new pretrial motions Friday.
It comes two days after she set a tentative start date for Zimmerman's trial in the February fatal shooting death of the unarmed 17-year-old.
Society As An Organic Body
Karl Marx, in his posthumously published work Grundrisse identified his view of
humanity very clearly. Humanity is an organic whole (or body). People aren't
individuals but the cells of this organic entity whose development and maturation

When you have an organic body you are looking out for, if some part of this body is
faltering another part may need to be called upon or sacrificed so as to help mend
it. Just as with human beings sometimes a part of their bodies are utilized to fix
another part, so with humanity – or society, if that is all you have available to manipulate.
Mr. Obama was educated and raised as at least a crypto communist, someone who holds this Marxian view. As he expresses it now, "We are all in it together." We are like a hive or colony of tiny critters and so none of us can have any rights that give us the sphere of independence that an individualist view of society aims to establish and protect for each citizen.

Airlines To Offer Seasonal Flights To Key West
Two major commercial air carriers are planning to begin nonstop seasonal service between Key West and both New York City and Washington D.C. in time for the Christmas travel season.
Delta Airlines says it will offer direct flights from New York's LaGuardia Airport Dec. 22, 29 and Jan. 5; and each Saturday from March 2 through April 6. Officials say the 1,211-mile flight will be longest commercial route ever to serve Key West.
War On Drugs Or War On Liberty?

Do you want to live in an authoritarian society? Do you desire an intrusive government? Do you wish for a government that is a nanny state? Do you yearn for government bureaucrats to tell you what you can and cannot do? Do you like puritanical busybodies telling you how to live your life? Do you believe that the government should define and enforce morality? Do you reason that vices should be crimes? Then you should support the war on drugs.
Do you love liberty? Do you treasure freedom? Do you want to live in a free society? Do you prefer government at all levels to be as limited as possible? Do you think people should be responsible for the consequences of their own actions? Do you wish the federal government would at least follow its own Constitution? Do you reason that vices should not be crimes? Then you must oppose the war on drugs.
There is no middle ground. The war on drugs is a war on the free market, a free society, and freedom itself.
If you oppose drug use, you should oppose the war on drugs even more. If you consider drug abuse to be evil, you should consider the war on drugs to be more evil. If you think that taking drugs is a sin, you should think that the war on drugs is a greater sin.
NOAA: Warm Winter In West, But East? Who Knows
Federal meteorologists are forecasting a milder and drier winter for much of the western United States, but say they are stumped about what will happen in the East.
The National Oceanic and Atmospheric Administration Thursday predicted a warm winter for west of the Mississippi River with a cooler patch for Hawaii and the Florida peninsula.

Poverty Nonsense
Here's a recent statement frequently suggested by leftist academics, think tank researchers and policymakers: "People were not just struggling because of their personal deficiencies. There were structural factors at play. People weren't poor because they made bad decisions. They were poor because our society creates poverty." Who made that statement and where it was made is not important at all, but its corrosive effects on the minds of black people, particularly black youths, are devastating.
There's nothing intellectually challenging or unusual about poverty. For most of mankind's existence, his most optimistic scenario was to be able to eke out enough to subsist for another day. Poverty has been mankind's standard fare and remains so for most of mankind. What is unusual and challenging to explain is affluence – namely, how a tiny percentage of people, mostly in the West, for only a tiny part of mankind's existence, managed to escape the fate that befell their fellow men.
Gallup Study: 3.4 Percent of US Adults Are LGBT
A new Gallup survey, touted as the largest of its kind, estimates that 3.4 percent of American adults identify as lesbian, gay, bisexual or transgender.
The findings, released Thursday, were based on interviews with more than 121,000 people. Gallup said it is the largest study ever aimed at calculating the nation's LGBT population.
The report's lead author, demographer Gary Gates of the UCLA School of Law's Williams Institute, said he hoped the findings would help puncture some stereotypes about gays and lesbians while illustrating the diversity of their community.
2012 Presidential Election: Is America Boxing Itself Into A Corner?
On paper, how can anyone say Mr. Obama’s Presidency is a failure? Come on, here is the heroic President who gave orders to shoot-to-kill the towel-headed terrorist Osama bin Laden, who passed "Obamacare," who brought us (via bailout money) "the Obama-car," who was awarded the Nobel Peace Prize. Four years ago rhetoric of "change" resonated so fully in the American population that all it took was a teleprompter-reading candidate to win. But in 2012 he has failed to create the same fervor as he did in the 2008 election.
Then Mr. Obama had a voodoo doll in GW Bush to stick needles in. He ran a successful campaign by appealing to an American population that was running away from its former President. But can he, or any subsequent President for that matter, ever run a successful campaign based upon his own record?
Which future President is going to say he has raised the American economy totally out of its $16 trillion of accumulated debt or its more than $200 trillion of future unfunded obligations for Medicare and Social Security?
Maybe some autocratic President can issue an Executive Order that all US companies cease manufacturing overseas and bring jobs back home, but then the President would have to deal with massive unrest and starvation in China and rising prices on goods at home (U.S. Gross Domestic Product is driven largely by household purchases. Bloomberg News reports consumer spending is now 70% of the nation’s GDP). Fixing one problem creates another.
Who Is Responsible For The Mess In Libya?
How many times have you heard the truism that in modern-day America the cover-up is often as troubling as the crime? That is becoming quite apparent in the case of the death of Chris Stevens, the former U.S. ambassador to Libya.
Stevens and three State Department employees were murdered in the U.S. consulate in Benghazi, Libya, last month, on September 11th. About an hour before the murders, the ambassador, who usually resides in the U.S. embassy in Tripoli but was visiting local officials and staying at the consulate in Benghazi, had just completed dinner there with a colleague, whom he personally walked to the front gate of the compound. In the next three hours, hundreds of persons assaulted the virtually defenseless compound and set it afire.
Soon, U.S. intelligence reports were leaked that revealed that the intelligence community knew the attack was not as described by Rice. The intelligence folks on the ground in Libya reported before September 16th that the attack was well organized, utilized military equipment and tactics, and was carried out by local militias with ties to al-Qaida. In response to these leaks, the State Department, for which Rice works, acknowledged that the assault was an organized terrorist attack.

Thoughts On Roman Circuses (and ours)
From history, we can glean more than just the bare facts of the decline and fall of the Roman Empire. First, one has to understand that before Rome slowly toppled into dust, it was a very prosperous place. There was distinct upper, middle, lower and slave classes and, all in all, there was more than enough to eat and time to spare for numerous sports. US Man Stranded In Hawaii For No Reason
A Mississippi man flying to visit his wife in Japan was detained during a stop in Hawaii on Monday and has been barred from re-boarding any flight because his name came up on a U.S. no-fly list, Elliott Freeman of the Digital Journal reports.

Wade Hicks, Jr., a former Department of Defense (DoD) contractor, believes he was detained because he's an outspoken critic of the National Defense Authorization Act (NDAA) as well as the official story of 9/11.
Hicks was on his way to visit his newlywed wife, a U.S. Navy lieutenant stationed in Okinawa, Japan when he was escorted from the plane and detained by armed military personnel for several hours before being informed he was on the no-fly list.

Chicken Farmer In Water Pollution Suit Takes Stand
Alan Hudson's lawyers seek to counter claims that manure from his chicken houses contaminated a stream that flows into the Chesapeake Bay
Alan Hudson, the farmer at the center of a environmental law case that could shake up the Eastern Shore chicken business, took the stand in federal court Wednesday to tell his side of the story.
Hudson testified that as a 19-year-old, he built the chicken houses at issue in the case, on the Berlin-area farm that has been in his family for at least a century.
"That was going to be my contribution to getting my foot in the door farming with them," the 37-year-old Hudson said, adding that the farm needed a new stream of revenue after its dairy closed down a few years before.
In 2010 Hudson and his wife, Kristin, were sued over allegations that pollution from those chicken houses had drained into a stream that ultimately flows to the Chesapeake Bay. The suit by the Waterkeeper Alliance, an environmental group, also named Salisbury-based poultry firm Perdue, alleging that the company controlled the way Hudson raised the chickens as a contractor and should held liable for any waste they produce.
The trial is being watched closely. Farmers worry that a ruling in the Waterkeepers' favor would threaten their way of doing business, while environmentalists hope that it would let them hold large agricultural companies accountable for pollution.
The Waterkeepers, represented by the University of Maryland environmental law clinic, rested their case Tuesday.
