Salisbury Police Department Press Releases


December 17, 2007

On December 14, 2007 at approximately 8:25 pm, Officers of the Salisbury Police Department received a call to respond to the Kohls Department Store, in Salisbury, for the report of a shop lifting. Upon arrival, the officer met with the suspect, who resisted arrest and gave false information regarding her identity. The suspect was taken into custody after a short altercation. There was no injury to the suspect, and the officer sustained minor injuries.

Arrested: 17 year old juvenile Seaford, DE

Charges: Theft

False statement to police officer Resisting arrest Malicious destruction of property

Disposition: Released to guardian CC # 200700041991

On December 14, 2007 at approximately 9:42 pm, officers of the Salisbury Police Department received a call to respond to Phillips Cleaners, on South Salisbury Boulevard for the report of a motor vehicle accident. Upon arrival, the officer found that a vehicle had struck the front of the building occupied by Phillips Cleaners, then had fled from the area. The officers were given a description of the vehicle and located the vehicle at a local motel. As a result, the officers were able to locate the operator of the vehicle and place the suspect under arrest.

Arrested: Wendy Marie Strail, 22 years of age Salisbury, Maryland

Charges: Driving without a license Failure to remain at the scene of an accident False statement to a police officer Obstructing and Hindering an investigation

Disposition: Released to Central Booking CC # 200700047002

On December 15, 2007 at approximately 5:05 am, Officers of the Salisbury Police Department received a call to respond to a residence on Filmore Street, for the report of an assault. Upon arrival, the officers found that a male victim had been stabbed in the hand during a domestic argument with his girlfriend of several years. During the argument, it is alleged that the suspect stabbed the victim in the hand with a kitchen knife. The suspect was taken into custody.

Arrested: Billie Jo Stephenson, 27 years of age Salisbury, Maryland

Charges: First/Second degree assault Burglary First degree attempted murder Wearing and carrying a deadly weapon

On December 15, 2007 at approximately 3:52 pm, Offices of the Salisbury Police Department received a call to respond to the Kohl’s Store for the report of a shoplifter. Upon arrival, the officers found that the below listed suspect had attempted to take a quantity of jewelry from the store without making payment.

Arrested: Angela Denae Young, 39 years of age Cambridge, Maryland

Charges: Theft (under $ 500) Theft (Over $ 500)

Disposition: Released to central bookingCC # 200700042073

On December 15, 2007 at approximately 5:29 pm, Officers of the Salisbury Police Department received a call to respond to the Claire’s Department store for the report of a shoplifter. Upon arrival, the officers found that the below listed suspect had attempted to take a quantity of jewelry from the store without making payment.

Arrested: Ravan Rochelle Marshall, 20 years of age Nassawadox, Virginia

Charges: Theft (under $ 500)

Disposition: Released to central booking CC # 200700042079

TRENTON, N.J. (AP) - Gov. Jon S. Corzine signed into law Monday a measure that abolishes the death penalty, making New Jersey the first state in more than four decades to reject capital punishment.

DiPino Shit Cans An OCPO For DUI Accident


Last week an Ocean City Police Officer was charged with a DUI after heading home after a Christmas Party with the Fraternal Order of Police. Officer Jesson wrecked his vehicle and was immediately charged with the DUI from the Delaware State Police.

Wilbur Jesson served in Iraq and had his entire career ahead of him but accountability is what it's all about and the man is fortunate he didn't kill someone.

DiPino stated it was a very disappointing day but IMO, thanks for "Kepin It Real" Bernadette. It clearly shows Ocean City made the right decision hiring you. Even if you're a friend of Chiefy Webster's, LOL.

It looks like the people making financial decisions for the City of Salisbury can't keep their own finances straight. In fact, in today's Daily Late & A Dollar Short Times they advertised Council Woman Shanie Shields home going into Default and up for Auction!

Look at yourselves, citizens of Salisbury. It's no wonder Mayor Barrie Tilghman wants a custom made Council that will do whatever she wants. It wasn't that long ago Councilman Gary Comegys was dealing with his own fair share of financial problems, including a bankruptcy and failure to pay child support.

Chief See of the Salisbury Fire Department declaired Bankruptcy and former Council Woman Von Siggers has also experienced her fair share of ups and downs throughout time.

Should Politicians or Department Heads be accountable for their own financial faults or defaults while they're running the finances of the City? I mean, after all, who cares about the City's Budget being on time, right?

One of the remains from this fire on Washington Street was the mailbox marker. It, in and of itself, speaks volume.

I did not mention the names of those who perished as I knew there was a Father out there who is morning the death of his 5 year old Daughter, "IF" he even knows yet?

Comments are being posted on The Daily Times Story Chat referencing their outing the names of the victims of such a horrific fire. Please Folks, I know some of you knew this Family quite well and it has to hurt so deeply to lose such close friends and family. However, it's a process and for those who knew this Family well, respect their losses. The Daily Times, (I believe) is doing their job. Although I chose to go a different route, people who knew this Family deserve the right to be informed of who they are. It just wasn't going to happen here, that was my choice.

City Solicitor Paul Wilber is obviously confused and frustrated while confronting the Council last week. Is he just this poor guy that follows directions or do you think he's behind all of these charades?

Illegal Parking On The Plaza



This past weekend there was an unbelievable amount of illegal parking on the Plaza. One pickup truck was unattended and had completely blocked off a side road exiting out of the Plaza. It doesn't matter what time of day or night you go through there any more, this is not being enforced. I understand the Salisbury Police are busy doing other things but perhaps the Council can have signs posted with heavier fines for this particular area since it is a one way road? The guy in the other pickup barely left me any room to get past him and he just stood there waving me on like everything was OK. Is this a busy weekend for people moving in and out, NO! There was no excuse for these people to break the law. Petty, probably. However, we have laws for a reason. What if a fire broke out along the Plaza?

Last week may have been the best week of the campaign thus far. Each week our campaign is continuing to move forward toward victory on February 12th.

On Wednesday, I received the endorsement of the Washington Times. The Washington Times outlined point by point the liberal records of both Gilchrest and Pipkin. At the same time, they emphasized my conservative leadership on both fiscal and social issues as a State Senator.

On Thursday, congressional candidate John Leo Walter withdrew from the race and endorsed my candidacy. John's goal was to unite all conservatives behind my candidacy.

Voters want genuine conservative leadership. They want a congressman who will fight for lower taxes and decreasing wasteful government spending. They want a congressman who will help secure our borders and get tough on illegal immigration. They want a congressman with a commitment to winning the Global War on Terror. As I speak to people throughout the entire district, my message is resonating with the voters.

Each day I am on the campaign trail, I become more and more encouraged with the direction of the campaign. I hope each of you will consider joining my team. We need people to help make phone calls, knock on doors, and put up yard signs. With the grassroots support from people like you, I will be victorious on February 12, 2008.

With Kids of Honor, you can learn to build positive Developmental Assets* with participants and their families. Combine your efforts with Kids of Honor and kids become connected… to your program, their families, their school, each other and to life.

How Kids Of Honor Works...

The Kids of Honor model uses a two-tiered approach in helping youth reach their full potential. We begin by partnering with youth organizations already in existence, and give each site a pattern to mold and overlay their existing program. The program uses a point-based system of tracking each child’s positive choices, and involves children and adults working together to assess personal behavior and set frequent goals. Every month, the students are acknowledged for their improvement and growth, and each site recognizes one student as the top point-earner, or monthly winner. At the end of the school year (or program term), the monthly winners are eligible to win the yearly award of a $500 scholarship. These funds are invested in the child’s name and only available to them when they graduate from high school. As a way of following each student’s progress after they have moved on from their youth program, all of the monthly and yearly winners are invited to join in the Kids of Honor Connection Club.

While visiting the horrific fire on Washington Street, I couldn't help but notice this fire hazard just a few doors down. I'm all about fire places and keeping a home warm in the winter but this is a accident waiting to happen and God Forbid something did catch on fire at this home, LOOK OUT! There was fire wood up against the side of the home as well and I know Insurance Companies won't insure you in the wood is that close to your home as well.

Dear Friends,

On Sunday, December 9 th, one of our Church Families lost their home in a fire. The Fire Marshall has declared the house and contents a total loss. They lived at 417 East East Street, Delmar MD

Eric and Sonja Shires have two children; Alanna (14) and Alex (11). They also have Eric's mother and Grandfather living with them. Eric has his own construction company and Sonja works for the Post Office.

We have gotten them some clothes and food to get through this week. We are strongly recommending VISA gift cards so they may specifically get things they need. Gifts cards to local restaurants would also be nice.

Friday morning December 14th, they found a house and plan on start moving in. It is located at 8533 Shadow Lane, Delmar MD. If you would like to call Sonja directly, her cell is 443-359-0607.

Another Soldier Is Coming Home


This Thursday at 12:47, Private Jordan Robinson will be returning home from Boot Camp for the Holidays. Jordan is training to be a Military Police Officer and "We Care Wicomico County" will once again be welcoming home another Local Soldier.

Gardner Signs, (Butch Gardner) Pepsi, Wicomico County School art classes of teachers Ms. Kohut, Ms. Matyi and Ms. Choi and CADD instructor, Dennis Moore have ALL been contributors towards signs to help welcome these Soldiers home. So please don't forget these companies, especially during the Holidays as they have graciously donated everything provided, with exception of the sign held by this handsome child in the photo above.

Come on out and Welcome Home another Soldier. Yes, Barrie Tilghman, you're welcome to join us but you're not welcome to take credit. It's about the Soldiers, not politics.

I forgot to mention. This Soldier will be arriving at the Wicomico County Airport, NOT the Bus Station. Also, I was informed last night that Chris Jones and his Family will join everyone to Welcome Home this Soldier as well.
