Gerrymandered Virginia House Districts to Be Redrawn in Special Session

Gov. Ralph Northam has set Aug. 30 for lawmakers to begin hashing out a federal court order to redraw 11 House of Delegates districts -- six of them in Hampton Roads.

On the Peninsula, the court order would mean new lines for the 95th District, represented by Del. Marcia "Cia" Price, D-Newport News, and the 92nd District, represented by Del. Jeion Ward, D-Hampton.

In South Hampton Roads, the order calls for the redrawing of the 77th, 80th, 89th and 90th districts, represented respectively by Del. Cliff Hayes, D-Chesapeake; Del. Matthew James, D-Portsmouth; Del. Jay Jones, D-Norfolk; and Del. Joe Lindsey, D-Norfolk.

Redrawing district lines could move voters into new districts and change where they vote. People also could be placed under a new representative in the House of Delegates.

Rehabilitation Plus Rehab? Jails Treat Inmates With Opioid Addiction Medication

At a time when the U.S. government is trying to deal with a nationwide opioid epidemic, many jails across the country are only now rolling out medicines to help inmates overcome addiction. And most of those jails dispense only one of the drugs currently available.

Nearly 1 in 5 jail and prison inmates regularly used heroin or opioids before being incarcerated, making jails a logical entry point for intervention, according to the U.S. Department of Justice.

Medication, when paired with counseling and social support, is considered the standard treatment for opioid addiction. Three medications treat addiction to opioids. Methadone and buprenorphine diminish opioid withdrawal symptoms and can reduce cravings. Naltrexone blocks the effect of opioids and also treats alcoholism.

About 220 of more than 3,000 jails nationwide offer naltrexone for inmates — mostly to those about to be released, said Andrew Klein, project director of a Department of Justice grant program that supports agencies providing drug treatment for inmates. Only about 20 jails offer methadone or buprenorphine, he said. The numbers don’t include facilities that offer methadone for pregnant inmates.

22 States Ask Court to Reinstate Net Neutrality Rules

A group of 22 state attorneys general and the District of Columbia late Monday asked a U.S. appeals court to reinstate the Obama administration’s 2015 landmark net neutrality rules and reject the Trump administration’s efforts to preempt states from imposing their own rules guaranteeing an open internet.

The states, led by New York Attorney General Barbara Underwood, filed a lawsuit in January after the Federal Communications Commission (FCC) voted in December along party lines to reverse rules that barred internet service providers from blocking or throttling traffic or offering paid fast lanes, also known as paid prioritization.

Several internet companies filed a separate legal challenge on Monday to overturn the FCC ruling, including Mozilla Corp, Vimeo Inc, Etsy Inc, and numerous media and technology advocacy groups.

The FCC handed sweeping new powers to internet providers to recast how Americans use the internet — as long as they disclose any changes. The new rules took effect in early June but major providers have made no changes in internet access.

Convicted Felon Cleared to Run for City Council in Texas

At first glance, it may seem typical that Lewis Conway Jr. got his name on the ballot for a seat on the Austin City Council — he paid the filing fee and turned in his application before the deadline. But Conway's success Tuesday is unique for one big reason: He's a convicted felon.

According to Texas' election code, a person is only eligible to run for office if he or she has not been "finally convicted" of a felony "from which the person has not been pardoned or otherwise released from the resulting disabilities." Conway was convicted of voluntary manslaughter in 1993, and his candidacy is testing that state law.

It's the "resulting disabilities" portion of the code that's caused people to scratch their heads — there's no legal precedent defining the term. But after a brief challenge on Friday by the city clerk, Conway has been cleared to continue his campaign.

“I am happy that Austin is standing up for the nearly four million Texans affected by our criminal justice system," Conway said in a statement. "Our campaign is about more than just an election — it’s about diversity in leadership, belief in a fair chance, and bringing the sentence to an end. I have been released from parole and my voting rights have been restored. I have served my time and now I am ready to serve my community.”

Troopers Arrest Seaford Man on Multiple Drug and Weapon Charges

Seaford- The Delaware State Police have arrested a Seaford man after he resisted arrest and was found in possession of drugs and a weapon.

The incident occurred at approximately 1:27 a.m., on Wednesday, August 22, 2018 on King Road in the area of Concord Pond. Troopers observed a silver color Ford Focus stopped on the grassy area and observed a subject exit the vehicle. As Troopers approached the subject and attempted to identify him, the suspect fled on foot and a foot pursuit ensued. The suspect later identified as 35-year-old Darnell C. Stokes, was subsequently taken into custody. A search in the vicinity of Stokes' vehicle yielded approximately 4.69 grams of cocaine, brass knuckles, and drug paraphernalia.

Stokes was transported back to Troop 5 where he was charged with the following:

Gingrich: Foreign spies are threatening US colleges -- we must stop them

The United States is home to the world’s highest-ranking colleges and universities. Indeed, our higher education system is one of our greatest assets. Yet we do too little to defend it.

According to the National Center for Education Statistics, more than 20 million students planned to attend U.S. colleges and universities in 2017. And the National Science Foundation reported that more than 800,000 international students were enrolled in institutions of higher education in the U.S.

Most of these international students, faculty members and researchers are here to capitalize on America’s educational opportunities. However, some are here to exploit the openness of our higher education system.

According to an advisory warning released by the FBI in 2011, foreign intelligence services target American universities to recruit students and faculty members to be agents of espionage and attempt to steal technical information and products. The FBI also reported that certain foreign actors illicitly exploit the student visa program and use universities as hubs to spread false information and political propaganda.

For example, FBI Director Christopher Wray testified in front of the Senate Intelligence Committee in February that China uses “nontraditional collectors, especially in the academic setting, whether it’s professors, scientists, students, we see … in almost every field office that the FBI has around the country.”

Wray added that China is “exploiting the very open research and development environment that we have, which we all revere. But they’re taking advantage of it.”

The key to Clinton’s strategy in Arizona was early voting. In Arizona, around 70% of voters cast their ballot by mail. Why is this important? Because

of the 297,714 voters who have already cast their ballots—174,706 were female, 59 percent of the total early Democratic vote. The breakdown of early Democratic voters by gender and age is shown below. The early vote by women is dominated by older age groups. Voters under 30 account for only 7 percent of Democratic early voters compared to 41 percent for the over 65 crowd. The large number of women, particularly older women, who have already cast Democratic ballots, is a good sign for Hillary Clinton.

In other words, the elderly (see: Clinton supporters) make up the vast majority of early voters in Arizona.

Bill to remove Lee statue from Antietam remains in House committee

A bill co-sponsored by Congressman John Delaney to remove a statue of Gen. Robert E. Lee from Antietam National Battlefield has stalled in committee.

Delaney spokesman Will McDonald said Tuesday that the bill, H.R. 3779, hasn't made any headway in the Republican-controlled House Committee on Natural Resources.

"If the majority doesn't want to move a bill, they're not going to move it," McDonald said.

Suspects went home 'to eat the pizza' after robbing, killing delivery driver, police say

Three suspects are accused of shooting and killing an Indianapolis pizza delivery driver for his pizza, which they then took home to eat, investigators said.

Papa John's driver and manager LaVon Drake, 24, reportedly hadn't been scheduled to work Monday night, but had come in to help his co-workers.

The suspects were identified as Juwuan Terry, 18; Jason Epeards, 18; and Jasean Dale, 19. They are suspected of killing Drake with two different weapons, officials said, according to Fox 59 of Indianapolis.

China set for North Korea invasion

The Pentagon’s latest annual report on China’s military for the first time reveals contingency plans by the People’s Liberation Army (PLA) to intervene in North Korea.

Relations between the two communist nations remain strained and last year were at the lowest level in decades.

According to the report, China fears North Korea’s provocative nuclear and missile tests will set off a regional conflict. Beijing wants stability, a denuclearized peninsula and no U.S. forces near its borders.

“China’s priority is maintaining stability on the Korean peninsula, which includes preventing a [North Korean] collapse and preventing a military conflict on the peninsula,” the report said.

China’s government has issued strident statements regarding North Korea, including suggestions the PLA will be used to respond to a Korean crisis.

The response could include options ranging from “securing the China-North Korea border to prevent the flow of refugees, to a military intervention into North Korea.”

Parasitic disease caused by 'kissing bugs' has sickened 300,000 Americans

A parasitic illness that can cause strokes and heart failure is spreading across the US, doctors have warned.

Chagas disease is transmitted by an insect known as the 'kissing bug' because it tends to bite people's faces, near their mouths.

Many never shown signs that they've been infected with the disease, which is why it has earned the nickname of the 'silent killer'.

The disease has mostly been limited to Central and South America, but it has entered the States, sickening an estimated 300,000 Americans.

A statement released by the American Heart Association says that if US doctors don't become better at recognizing, diagnosing and treating Chagas disease, it could result in a devastating outbreak.

Chagas disease is caused by the parasite Trypanosoma cruzi, which lives in the gut of bug that transmits the disease, the triatomine insect, which is also known as the 'kissing bug'.

However, the disease is not spread through the bug's bite, rather through its feces.

After the bugs feed on you, they tend to defecate. If the feces accidentally are rubbed into the wound or the eye, it can result in infection.

Chagas disease has two phases known as the acute phase and the chronic phase.

Politicians may fret about welfare recipients loading up their carts with non-essentials, but more than 44 million people rely on food stamps to feed their families. With the average food stamp recipient receiving $125.79 per month in benefits, let’s take a look at what they’re buying the most, according to research from the U.S. Department of Agriculture.

The researchers present their data with a couple of caveats. For one, the data analyzed doesn’t include purchases from outlets like farmers markets. In addition, when people use both SNAP benefits and cash or a credit or debit card to make a purchase, it’s impossible to determine which items had been purchased using food stamps and which had been bought with the person’s own money.

Finally, the researchers note the difference in spending on various items was often very small. At first glance, it looks like food stamp households spend far more money on lunch meat (No. 10 out of 100 ranked commodities) than on apples (No. 67). In reality, SNAP recipients spend about half a cent of every food dollar on apples and about 1½ cents of every dollar on lunch meat.

Senate Rejects Bill To Defund Planned Parenthood, Rand Paul Doesn’t Hold Back

The Senate rejected an amendment to the government spending bill Thursday that would prevent Planned Parenthood and other abortion providers from receiving federal funding.

Republican Sen. Rand Paul of Kentucky proposed the provision, which was defeated 45-48 and required a 60-vote threshold to pass. Republican Sens. Susan Collins of Maine and Lisa Murkowski of Alaska voted against it.

“While I am disappointed in the outcome of this vote, I will never apologize for standing up for life,” Paul said in response to the vote. “If it took exposing the preference of so many in my own party to continue reckless spending over protecting the innocent, it was a fight worth having.”

The veteran journalist had been working as a celebrity columnist for the Las Vegas Review-Journal.

Robin Leach, the veteran entertainment journalist best known for his work on TV's Lifestyles of the Rich and Famous, died Thursday night. He was 76.

News Alert: $675 billion Pentagon spending bill approved by the Senate

The Senate passed its version of a $675 billion appropriations bill Thursday to fund the Pentagon in fiscal 2019, setting up negotiations with the House on a final spending plan.

The proposal represents the biggest hike in defense funding in about 15 years, but now must be reconciled by a conference committee with a similar $675 billion bill passed by the House in June. The Senate bill was passed as part of a minibus appropriations bill that included the departments of Education, Labor, and Health and Human Services.

Small Business Ownership among Blacks Jumps 400% since Trump

As black unemployment remains at historic lows, The number of small businesses owned by African Americans in the United States has exploded by 400% year-over-year, according to a survey of more than 2,600 small business owners and entrepreneurs by Guidant Financial.

The survey reveals that in 2018, 45% of small business owners were minorities - up from just 15% three years ago, with the majority of them belonging to African American owners.

Following African Americans, Hispanics were the next largest group of minority small business owners representing 14% of the business owners interviewed for the survey. Meanwhile, Asians made up 8% of the business owners surveyed while Native Americans made up 4%. -Small Business Trends

Looking more closely at the data, we find that the majority of black business owners are between 40-49 years of age, while the #1 state for the demographic is Texas, followed by Georgia, California, Florida and North Carolina.

Texas Exports more Oil than it Imports for 1st Time Ever

The Texas Gulf Coast oil terminals sent abroad more crude than they received in April, the Energy Information Administration said this week. During that month, crude oil exports from the Houston-Galveston port district exceeded imports by 15,000 bpd. Over the next month, the advantage of exports over imports welled further, to an impressive 470,000 bpd.

Total U.S. oil exports in may hit a record of 2 million bpd, with Houston-Galveston’s share of the total at a record-breaking 70 percent, from an average of about 50 percent since the middle of 2017, the EIA said.

The bulk of crude oil exports from the Houston-Galveston area went to China, Canada, Italy, and the UK, with exports to China averaging 300,000 bpd in both June and July. This month, however, not a single crude oil cargo has been loaded for China, according to media reports, amid growing trade tensions between Washington and Beijing.

Meanwhile, however, Texas is on track to become the biggest oil producer after Russia and Saudi Arabia, according to production estimates by HSBC, quoted by CNN. If the estimates turn out to be correct, the Lone Star State will be pumping almost 6 million bpd in 2019.

209k Jeep and Dodge recalled for Bad Brakes

Fiat Chrysler is recalling nearly 209,000 minivans and SUVs worldwide to fix a brake problem that can cause longer stopping distances.

The recall covers the 2018 Dodge Journey, 2019 Jeep Cherokee and the 2018 and 2019 Dodge Grand Caravan and Jeep Compass. Most are in the United States.

The company says a brake-system part wasn't built to specifications, allowing gas bubbles to form in the brake fluid. FCA has received no customer complaints or reports of any crashes or injuries from the problem.

Owners will be notified shortly. Dealers will replace the brake fluid, which Fiat Chrysler says will solve the problem.

Executive Kittleman, Councilmember Weinstein announce five-year, multifaceted flood mitigation strategy for Ellicott City

ELLICOTT CITY, MD – Howard County Executive Allan H. Kittleman and Councilmember Jon Weinstein today announced a five-year strategy to mitigate flooding in Ellicott City, including a core component that would address the most immediate life safety threat on the town’s lower Main Street within one year.

The strategy includes the acquisition and removal of 10 buildings on the south side of Main Street within the next year and the creation of a public open space amenity with a wider, deeper river channel in their place. The community will be engaged to provide input into the design and use of this new public space through the continuing Ellicott City Master Plan process.

As part of this strategy, at least two additional culverts, each 10 feet in diameter, will be installed beneath Maryland Avenue to carry water from the Tiber-Hudson branches further downstream in the Patapsco River. The Hudson branch channel under Main Street near Court Avenue will be widened to eliminate a significant pinch point that causes the water to rush out onto upper Main Street during heavy rainfalls.

“The most experienced forecasters are telling us that storms capable of producing these devastating flash floods are becoming more likely in the entire mid-Atlantic region,” said Kittleman. “Our need to adapt to this likelihood, and our need to first and foremost protect life safety, has changed the conversation. I wish we weren’t at this point, but this is the change we need.”

Older adults over-prescribed dementia medication at high cost: Study

The majority of older adults diagnosed with dementia are prescribed costly medications for up to a decade despite little evidence that drugs used to treat symptoms are effective beyond a year.

Long-term use can cost patients and their insurers up to $20,000 over the course of treatment, according to a study published Tuesday by the AARP Public Policy Institute.

“Our research shows some health care providers continue prescribing dementia drugs to patients for much longer than is supported by the clinical evidence,” Elizabeth A. Carter, co-author of the study and senior health services research adviser for the AARP Public Policy Institute, said in a statement. “Not only do these drugs carry potential side effects, they are costing both patients and the health care system a lot of money.”

Angel Mom: ‘How Many More’ American Murders Will It Take?’

After an illegal alien was charged with the murder of 20-year-old college student Mollie Tibbetts, Angel Mom Sabine Durden asks, “how many more” Americans have to die at the hands of illegal aliens before the United States’ border is secured?

On Tuesday, police officials revealed that Tibbetts’ body was found in a cornfield in the rural area of Brooklyn, Iowa, where she was last seen jogging on July 18.

Illegal alien Christian Bahena-Rivera, a 24-year-old from Mexico, has been charged with first-degree murder in her death after police say he admitted to confronting and chasing down Tibbetts.

Durden, who lost her son Dominic when he was murdered by an illegal alien, asked online: “How many more will it take for all of America to wake up and get behind [President Trump] to secure our borders and clean up our country?”

US Special Forces Soldier Arrested Smuggling 90lbs Of Cocaine Into Florida

A U.S. special forces soldier is accused of attempting to smuggle 90 pounds of cocaine from Cali, Colombia, into the Eglin Air Force Base in Florida.

Army Master Sgt. Daniel Gould, assigned to the 7th Special Forces Group, reportedly tried to smuggle the drugs on a military plane, but they were caught before the aircraft ever left Colombia and before the drugs made it onto the plane.

He was already back in the United States but was promptly arrested by the DEA after the two backpacks of cocaine were discovered.

“We are aware of recent allegations concerning a U.S. soldier assigned under U.S. Army Special Operations Command for reportedly attempting to smuggle narcotics from Colombia into the U.S.,” said Army spokesman Lt. Col. Robert Bockholt, as reported by NBC News.

“We are cooperating fully with law enforcement officials concerning this matter. In order to protect the integrity of the investigation and the rights of the individual, there is no additional information available for release at this time.“

Government employees have been caught trafficking drugs before, from TSA agents to police officersto other soldiers.

The CIA, too, has been implicated in vast drug operations, most notably its role in the explosion of crack cocaine in inner-cities in the 1980s.

Road Rage: Man Attacks Woman Riding Motorcycle, Gets Shot Dead

A 24-year-old woman riding her motorcycle in Pierce County, Washington, came under a road rage attack from a 60-year-old man and ultimately shot and killed him to stop his assault on her.

The Pierce County Prosecutor’s Office has ruled that the woman, Aubrey Bowlin, will not face prosecution for the death.

The road rage incident occurred in February, but Bowlin is just now publicly providing details. On August 17 she spoke to KIRO Radio about it, explaining how she looked in her mirror to see Jones driving right up on the tail-end of her motorcycle.

King’s second area school to remove bishops’ names from buildings

WILKES-BARRE — On the heels of The University of Scranton making similar moves, King’s College has announced plans to rescind prior actions taken to honor Diocese of Scranton bishops implicated in the scathing grand jury report on priest sex abuse.

A statement issued by the college notes King’s “has been reviewing the report with leaders of other local Catholic colleges and universities, board members and members of the college community to determine appropriate responses in accordance with Bishop (Joseph) Bambera’s edict that ‘child sexual abuse cannot be tolerated and must be eradicated.’”

King’s granted an honorary degree to Bishop James C. Timlin, accused in the report of covering up priest sex abuse. The college is considering rescinding that degree, the statement said.

Existing Home Sales Tumble As Home-Buying Sentiment Hits Lehman Lows
