National Night Out Events Planned Across Lower Shore
On Aug. 1, several communities across the Eastern Shore, including Berlin, Ocean City, Snow Hill and Salisbury, will come together with local law enforcement agencies to promote awareness, partnership and neighborhood spirit.
National Night Out, a decades-old campaign, is designed to heighten crime and drug prevention and awareness, support local anticrime efforts and strengthen police-community partnership.
What started out as a small celebration across 400 communities now consists of 38 million participants in 16,000 communities, according to the organization.
Similar to community events across the nation, local law enforcement agencies and residents on Tuesday will come together to converse about local issues and build neighborhood comradery.

Wasserman-Schultz And The Pakistani IT Scammers: "There's More Than Just Bank Fraud Going On Here"
In Washington, it’s never about what they tell you it’s about. So take this to the bank: The case of Imran Awan, Debbie Wasserman Schultz’s mysterious Pakistani IT guy, is not about bank fraud.
Yet bank fraud was the stated charge on which Awan was arrested at Dulles Airport this week, just as he was trying to flee the United States for Pakistan, via Qatar. That is the same route taken by Awan’s wife, Hina Alvi, in March, when she suddenly fled the country, with three young daughters she yanked out of school, mega-luggage, and $12,400 in cash.
By then, the proceeds of the fraudulent $165,000 loan they’d gotten from the Congressional Federal Credit Union had been sent ahead. It was part of a $283,000 transfer that Awan managed to wire from Capitol Hill. He pulled it off — hilariously, if infuriatingly — by pretending to be his wife in a phone call with the credit union. Told that his proffered reason for the transfer (“funeral arrangements”) wouldn’t fly, “Mrs.” Awan promptly repurposed: Now “she” was “buying property.” Asking no more questions, the credit union wired the money . . . to Pakistan.
As you let all that sink in, consider this: Awan and his family cabal of fraudsters had access for years to the e-mails and other electronic files of members of the House’s Intelligence and Foreign Affairs Committees. It turns out they were accessing members’ computers without their knowledge, transferring files to remote servers, and stealing computer equipment — including hard drives that Awan & Co. smashed to bits of bytes before making tracks.
They were fired in February. All except Awan, that is. He continued in the employ of Wasserman Schultz, the Florida Democrat, former DNC chairwoman, and Clinton crony. She kept him in place at the United States Congress right up until he was nabbed at the airport on Monday.
This is not about bank fraud. The Awan family swindles are plentiful, but they are just window-dressing. This appears to be a real conspiracy, aimed at undermining American national security.

This grilling hazard is sending people to the hospital
Grilling in the summertime likely evokes fond memories. Parents standing by the grill in aprons, children playing in the grass alongside them — all laughing and having a pleasant afternoon.
But not all grilling experiences end with such joy. In fact, some incidents result in visits to the hospital as a result of wire bristle barbecue brushes.
Yes, adults and children alike are ingesting the pesky bristles that break off from these brushes when they’re used to clean grills. These bristles are evidently embedding themselves into food and in turn, people’s bodies. One study found U.S. emergency rooms reported more than 1,600 wire bristle grill brush injuries between 2002 and 2014.

Homicides In Baltimore Top 200, Expected To Break Record
A 23-year old man was killed Wednesday afternoon in a double shooting on Baltimore’s 1200 block of Greenmount Avenue topping the city’s 200th homicide. So far, 30 homicides have been reported for the month of July with the expectation of further acceleration into the latter summer months.
The Economist seems to think Baltimore “may see more than 400 murders this year”. This is based on their figures from Jan’17 through May’17 homicides extrapolated by summer seasonal trends. Nevertheless, this would indicate Baltimore is headed for a record breaking year in terms of homicide count

Illegal immigrant freed by sanctuary law charged with rape
An illegal immigrant with a long history of deportations to Mexico, and who was released by local jail officials in defiance of a federal immigration hold, is now accused of raping one woman and assaulting another in a sickening crime spree.
Sergio Jose Martinez, 31, is charged with 13 counts - including burglary, kidnapping, sodomy and sex abuse - in the knife-point attacks on two women in Portland on Monday.
Six months ago, on December 7, jail officials in Portland had Martinez in custody when they received a request from the Immigration and Customs Enforcement agency, asking the jail to notify ICE before his release.
Yet the local officials released him the next day in defiance of the federal immigration detainer, an agency spokeswoman told the Oregonian.
Oregon has a state law forbidding local law enforcement from using any resources to enforce federal immigration law.

White House Has Plan To Withhold Federal Funding From Sanctuary Cities
BALTIMORE (WJZ) — The White House has outlined a plan to withhold critical federal funding from any jurisdiction that refuses to assist in illegal immigration cases.

Sharks of Maryland: Coexisting with the kings of the ocean
Sharks are an important component of Maryland’s marine and estuarine ecosystems, and some are highly sought-after as gamefish. There are four main areas where anglers actively pursue sharks in Maryland: the Atlantic coast surf, nearshore Atlantic waters, offshore Atlantic waters and the Coastal Bays. This article provides a primer on how to responsibly fish for sharks and strategies for staying safe when sharing the water with them.
Finding fish to bite
Sharks are found year-round in the Atlantic off the Maryland coast. Atlantic sharp-nose, blacktip, dusky, sandbar, spinner, scalloped hammerhead, smooth hammerhead, tiger, sand tiger and smooth dogfish sharks may be found nearshore from May/June through September/October.
Many of those species are caught surf fishing too. Spiny dogfish are available to surf, nearshore and offshore anglers from November to May. Offshore anglers mostly catch blue, short-fin mako and thresher sharks in May and June, although they can be caught into October and November. Sandbar sharks and smooth dogfish are available in Chincoteague Bay from May to October.

Death Investigation Ongoing in Ocean City Victim Identified
OCEAN CITY, MD – (July 31, 2017): Ocean City police are continuing to investigate a death at 2nd Street and the beach. Officers arrived in the area of 2nd Street at approximately 6:30 a.m. on Monday, July 31, after learning of a body on the beach in the sand.
The preliminary investigation has revealed that victim is identified as Ashley O’Connor, 30, of Plano, Texas. The Ocean City Police Forensics Services Unit has recovered the body from the sand with assistance from Maryland State Police crime scene technicians. The body was removed at approximately 4:15 p.m. and will be evaluated by the Office of the Chief Medical Examiner who will determine a cause and manner of death.
The investigation is ongoing at this time. Additional information will be provided as it becomes available.

20-Time Deportee Moves to Sanctuary City, Allegedly Rapes 65-Year-Old Woman
A Mexican national, deported by immigration authorities 20 times, moved to a sanctuary city and allegedly raped a 65-year-old woman.
Police officers in the sanctuary city of Portland arrested Sergio Jose Martinez, 31, after he allegedly broke into the home of a 65-year-old woman, tied her up, held her at knifepoint and raped her, KOIN CBS6 reported. Court records revealed Martinez has a long criminal history that includes burglary, battery, and multiple deportations.
“Defendant has entry/removal from [the] United States to/from Mexico 20 times with at least [five] probation violations from re-entry,” the local CBS affiliate reported from court documents filed in March 2017.
Following his alleged attack on the 65-year-old woman in her home where she gave him her Prius to get him to leave, police responded to a call about a man attacking a woman in the basement of a parking garage below a building. There, police discovered Martinez allegedly sexually assaulting another woman and holding her at knifepoint.

Restoring power to Hatteras, Ocracoke could take 1 to 2 weeks
CAPE HATTERAS, N.C. (WVEC) -- The Cape Hatteras Electric Cooperative said Sunday that power restoration to Hatteras Island and Ocracoke Island could take one to two weeks as it considers two options to get electricity back to customers.
The co-op determined all cables transmitting power to the islands were compromised when a contractor accidentally drove a steel casing through the underground cables on July 27.
PCL Construction, CHEC, and New River Construction, the cooperative’s transmission contractor, excavated the site of the damaged cables that are part of CHEC's transmission system under the south side of the Bonner Bridge.
Crews exposed one of the cables and saw that it was completely severed. The cooperative ran ran tests Saturday to check the integrity of the other two cables and found issues with them.

I have just finished reading in the July 21 issue of The Dispatch your and Public Works Director Hal Adkins’s comments on improving the flow of traffic off the island. I was both alarmed and amused by comments made by Mr. Adkins concerning the traffic light at Route 90 and St. Martin’s Neck Rd. Alarmed that he obviously hadn’t researched his ridiculous contention that “if one person comes out of Bishopville and signals (?) the light, it ties up everybody leaving,” and amused that on any one weekend day from July to September between 11 a.m. and 3 p.m. traffic is backed up on St. Martin’s Neck Road from said traffic light one to two miles trying to get in to OC.

There are at least two sides to a topic or issue, including whether or not to provide inmates being released from prison with Naxolone. I understand policy makers being wary of doing something that, on the surface, appears to be a “pass” for addicts to return to their addictions. But after reviewing and witnessing stories and results of various perceptions, tactics, and programs surrounding addiction recovery, I believe providing inmates with Naxolone upon release is worth a five-year trial.

The above words are from the film, The Accountant, spoken by the father of the main character, a brilliant man who as a child was diagnosed with Asperger's, a high-functioning form of autism. The father is a career military man, a Colonel who, rather than treat the boy as disabled, trains him to confront his social demons and to deal with the world as it is. The boy is bullied at school, of course, and the quote launches a flashback to when the boy is about twelve. The father takes him and his younger brother to a meet where a group of other boys are planning to beat him, and gives the little speech at top before his son gets out of the car to confront the bullies. But the boy is prepared. His father has trained him well; the training has been brutal and effective.
The father’s admonition perfectly describes President Trump's place in the DC establishment since winning the election. They don't like him. They are afraid of him. He's different and different scares them. He does not think like them, operate like them, or play by their rules. So they want to take him out. They are the bullies, our beltway politicos and the media. Trump is not afraid of bullies. The quote is also a prescription for and an explanation of how Trump is dealing with his place in that world. Somewhere along the way he learned, or someone trained him, to never be a victim.

South Carolina student escapes racially motivated rape
The cops who responded to a call about a woman screaming for help in the middle of the road gave her an instant nickname after hearing her story of survival: 'James Bond'.
College student Jordan Dinsmore, 20, has spoken out about the horrifying ordeal she went through early Wednesday, when three attackers abducted her at gunpoint in Columbia, South Carolina.
The kidnapping was the culmination of an escalating crime spree specifically targeting whites for armed robbery and assault, said Richland County Sheriff Leon Lott.
'They made a statement that they did not like white people and they were only going to rob white people,' said Lott, according to WYFF.

First West Nile Virus-Positive Mosquito Pool of 2017 Confirmed
ANNAPOLIS, MD – The Maryland Department of Agriculture has announced the first detection of a West Nile virus mosquito pool in Maryland in 2017. On July 28, the Maryland Department of Health confirmed the presence of West Nile virus in mosquitoes collected by department personnel in the New Carrollton area (Prince George’s County) on July 18. Ultra-Low Volume (ULV) truck-based spraying to control adult mosquitoes is scheduled for the evening of July 31 in New Carrollton and the evening of August 1 for the communities of Lanham Woods, Oakwood Knolls, Wildercroft, Kingswood/Good Luck Estates, Dresden Green, Martins Woods, and Chestnut Ridge. The department’s mosquito control personnel continue to work aggressively to reduce mosquito populations in these communities and across the state.
“We know that West Nile virus may be present throughout Maryland. It typically appears at this time in the summer, so we are not surprised with this positive finding,” said Secretary of Agriculture Joe Bartenfelder. “The confirmation of virus-positive mosquitoes serves as a reminder to all residents to continue protecting themselves against mosquito bites and to conduct backyard mosquito control activities in addition to the department’s routine surveillance and spray activities.”

Justice Department Argues Congress, Not Courts, Makes Sexual Orientation Laws
Justice Department lawyers told a federal appeals court on Wednesday that only Congress can decide to make sexual orientation and gender identity protected classes under federal civil rights laws, reversing the Obama administration’s position that courts can reinterpret previous laws to include these new social categories.
The U.S. Court of Appeals for the Second Circuit has decided to rehear en banc the case Zarda v. Altitude Express, where a plaintiff claims that when Title VII of the Civil Rights Act of 1964 forbids employers from discriminating on the basis of sex, the word “sex” includes sexual orientation. (Parallel cases also argue that “sex” includes gender identity and transgender issues.)

Wicomico County Detention Facility Death
Wicomico County can confirm that the identity of the Detention Center inmate who died on Saturday is Erland Edward Roessler, III.
Mr. Roessler had been working at the County Roads Department as part of the Poplar Hill pre-release work program and had performed well. For that reason, upon his release, Wicomico County hired him on a probationary basis to continue working at our Roads Division.
Mr. Roessler was arrested Friday, July 28, 2017, and charged with the robbery of the PNC Bank located at 1019 West Isabella Street, Salisbury, Maryland 21801.
His intake into the Detention facility followed standard protocol and he was being held over for a hearing. There was nothing unusual about his intake or his behavior and demeanor.
He was later discovered unresponsive during regular officer rounds. He was transferred to Peninsula Regional Medical Center by ambulance and later pronounced dead. Mr. Roessler had hung himself.

A professor in the United Kingdom is claiming that LED light bulbs, made popular under policies that pushed consumers away from incandescent light bulbs in 2007, are causing headaches and creating feelings of dizziness.
According to a report from the Daily Mail, Professor Arnold Wilkins of Essex University’s psychology department said that the manner in which LED lightbulbs save energy also causes onlookers irritation, and even headaches and dizziness.
In order to reduce total energy output, LED lightbulbs dim by 100 percent, turning on and off imperceptibly hundreds of times a second. But this “flickering” could be responsible for a disorienting effect.

Narrative: On 29 July 2017 at 10:48 PM, a deputy responded to a reported altercation at a residence in the 900 block of Booth Street. Upon arrival, the deputy met with a female victim who advised that she had been assaulted by Daris Nichols. During the investigation, the deputy observed signs of injury to the victim that corroborated her account.
The deputy attempted to interview Nichols regarding this incident but Nichols declined to even identify himself to the deputy.
The deputy placed Nichols under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Nichols on a bond of $2,000.00 in the Detention Center.

Narrative: On 30 July 2017 at 4:45 PM a deputy responded to a reported incident involving a knife at a residence in the 9000 block of Riverton Road in Mardela Springs. Upon arrival, the deputy met with the resident who stated that a female subject identified as Samantha Mitchell arrived at his residence and accosted him with a knife. The make victim told the deputy that he retreated from Mitchell back towards his residence as Mitchell attempted to chase him. The deputy further learned that after the victim returned inside, Mitchell removed a golf club from her vehicle and smashed out two windows on the victim’s vehicle.
The victim was still on scene as another family member of the victim had removed Mitchell’s keys from her vehicle which prevented her from leaving. The deputy placed Mitchell under arrest and transported her to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Mitchell without bond pending a bond review.

Mayor's Office Full Of Crap
Last week the Mayor's Office got into a pissing match with a social media site calling them out for a lie in reporting an incident. So the Mayor's Office fought back making the announcement that IF you want to get real and honest information, go to their site and get "up-to-the-minute, verified information".
Here's the funny part Folks. Their site hasn't updated ANY information since the 28th. Yet there's been two murders, a home invasion and Lord knows what else is out there they haven't published. I take that back, yesterday at 4 PM the SPD did provide a link to the MSP on a murder investigation.
Our point here is, there is NO up to the minute information being published, ever. This is a very misleading statement from the Mayor's Office.
While I'm on this topic, whenever a child goes missing in the City or County, they NEVER put that information out for the public to be on the lookout.

Berlin Police Station On Track For January 2018 Completion
BERLIN – As work continues on the town’s new police station, the project remains on schedule for completion in early 2018.
Passersby can now see the shape of the new Berlin Police Department as construction proceeds at the Decatur Street site.
“It looks really different today even than it did a couple of weeks ago,” Town Administrator Laura Allen said. “We think it looks great but to hear people tell us it looks great is even more rewarding.”
Officials say construction, which began in early January, is going well. According to Lt. Robert Fisher, drywall will be installed within the next two weeks and the outside is nearly weatherproofed. Preparation for paving and the installation of curbing around the building is set to begin in mid-August.

Leading U.S. universities are pushing back against a proposed State Department rule that would bar foreign students from more research projects and classes involving information seen as vital to national security.
The proposal by the administration of President Barack Obama reflects growing worries in Washington over a rise in intellectual property theft from foreign adversaries such as China.
Research related to defense technology such as munitions, nuclear engineering and satellite technology would be particularly affected by the rule, which is still in the proposal process and has not been widely reported.
The new rule, which largely applies to company-sponsored research, threatens to shrink the pool of research opportunities available for U.S. colleges, which have grown strongly in popularity among high-paying foreign students in recent years.
Some top U.S. schools do not accept any research grants that restrict participation by foreign citizens because it runs counter to their policies of academic freedom and non-discrimination.
In a letter to the State Department, Stanford University said it joined The Association of American Universities (AAU), Massachusetts Institute of Technology (MIT) and the University of Pennsylvania in criticizing the rule, citing "disastrous consequences." The AAU represents 62 leading research institutions, including Harvard, Duke University, and the University of Chicago.
"We wouldn't be able to perform the same basic foundational research that we do," said Stanford's director of export compliance Steve Eisner. "Stanford has a policy of conducting research openly regardless of citizenship. We're not going to tell our Chinese students that they can't participate."
A 2011 FBI report said "foreign adversaries and competitors take advantage" of the openness of information on college campuses and a small percentage of students, researchers and foreign professors are "working at the behest of another government."
There were just under 1 million foreign students at U.S. colleges in the 2014-2015 school year, 31 percent of whom were Chinese, according to the Institute of International Education.

The psychological trend comes from the belief that you are superior to others and are more deserving of certain things.
This form of narcissism has some significant consequences, such as disappointment and a tendency to lash out.
Psychology Today reports that some examples of entitlement range from disregarding of rules, freeloading, causing inconveniences, and the desire to assume the role of leader when working in groups.
So-called Millennials, who were born roughly between 1988 and 1994, tend to have this characteristic, as a 2016 study found.

ICE chief wants to slap smuggling charges on leaders of sanctuary cities
The country’s top immigration enforcement officer says he is looking into charging sanctuary city leaders with violating federal anti-smuggling laws because he is fed up with local officials putting their communities and his officers at risk by releasing illegal immigrants from jail.
Thomas Homan, the acting director of U.S. Immigration and Customs Enforcement, also told Americans to expect more work site enforcement targeting unscrupulous employers and more 287(g) agreements with willing police and sheriff’s departments that want to help get illegal immigrants off their streets. Eventually, he said, ICE will break the deportation records of 409,849 migrants set in 2012 under President Obama.
“I think 409,000 is a stretch this year, but if [the Justice Department] keeps going in the direction they’re going in, if we continue to expand our operational footprint, I think we’re going to get there,” he told The Washington Times. “Our interior arrests will go up. They’re going to top last year’s for sure.”

A slew of reports finds a fresh reason for the chronic inability of American companies to fill skilled jobs: not a lack of skills, and hence a training-and-education crisis, but a surfeit of drug abuse. Simply put, prime-working age Americans without a college diploma are often too drugged-out to get the best jobs. Indeed economist Jed Kolko, using data from the U.S. Current Population Survey, found that 5.6% to 5.7% of working-age adults didn't work last year because of illness or disability, an unknown percentage of which were because of drug use.
What was evident, Kolko told Axios: A "clear, steady upward trend in illness/disability as reason for not working among prime-age adults. And even more striking, the level and trend are very similar for men and women, even though most of the attention on this issue is going to men."
But the anecdotal and economic evidence is compelling.

President Trump hinted on Monday that he's prepared to end federal government subsidy payments to medical insurers this week, hastening the implosion of the Obamacare system and forcing congressional action.
And he suggested that members of Congress and their staffs should no longer have a sweetheart deal that gives them taxpayer dollars to offset the cost of enrolling in insurance under the Affordable Care Act.
'If ObamaCare is hurting people, & it is, why shouldn't it hurt the insurance companies & why should Congress not be paying what public pays?' the president tweeted.

Chesapeake Bay To Be Drained, Cleaned, Refilled On Thursday
NORFOLK, Va. — Officials with the National Oceanic and Atmospheric Administration’s (NOAA) Chesapeake Bay Office announced this morning their plans to drain, clean, and refill the Bay this Thursday.
This operation marks the first effort to clean the Bay since its construction was completed 35.5 million years ago. “The Chesapeake Bay is an incredible natural wonder,” commented Martin Randalls, NOAA Director, “But she’s way overdue for a scrub.”

Officials have asked recreational boaters, commercial fishermen, and all plant and wildlife to avoid the estuary between 10 p.m. Wednesday and 9 a.m. Friday.

PBS CEO Warns That Federal Cuts Will Sink Some Stations
The chief executive for PBS is sounding the alarm about public broadcasting's future if federal funding is axed as called for by President Donald Trump.
"PBS will not go away, but a number of our stations will," CEO Paula Kerger said Saturday. "There is no Plan B for that."
PBS' share of the roughly $450 million in federal funds allocated for public TV and radio goes largely to support public TV stations nationwide, a number of which rely on it for up to 50 percent of their budgets and can't survive without it, Kerger told a TV critics' meeting.
At the end of the day, "what legislators most care about is impact on their own communities," Kerger said, encouraging people nationwide who care about public broadcasting to let their representatives know.

Six charged for assaulting students
Six Washington D.C. area residents were arrested on first-degree assault, weapons violations and other charges on Monday after an argument turned physical downtown Monday morning.
Around 2:40 a.m., Ocean City police were dispatched to a condominium in the 300 block of St. Louis Avenue for a reported strong-arm robbery. Witnesses told police that a group of J-1 visa students had reportedly argued with a group of five men and two women.
The altercation began when glass bottles were reportedly thrown from the condominium across the street to the ground near the group and their pick-up truck, according to the report. The group then demanded to be let inside the J-1 student’s condominium.
One student told police that during the argument, his phone rang so he answered it. The group reportedly thought the J-1 visa student was calling the police, so one of the suspects punched him in the face and stole his phone. Another student told police he was punched in the side of the head.

New Focus of USCIS Immigrant Citizenship Training: Assimilation
The Trump administration has changed the focus of a Department of Homeland Security immigrant citizenship training program managed by USCIS to “assimilation,” a significant shift from the Obama era focus on “integration.”
The change of focus was made official in the announcement on Tuesday that “U.S. Citizenship and Immigration Services (USCIS) began accepting applications for two competitive funding opportunities under the Citizenship and Assimilation Grant Program.”
“Both funding opportunities aim to prepare lawful permanent residents for naturalization and promote civic assimilation through increased knowledge of English, U.S. history, and civics. Through these two funding opportunities, USCIS will offer up to $10 million in competitive funding for citizenship preparation programs in communities across the country,” the announcement said.
The program, which began in 2009, President Obama’s first year in office, was previously called the “Citizenship and Integration Grant Program” and “has awarded $63 million through 308 competitive grants to immigrant-serving organizations in 37 states and the District of Columbia. The program has helped more than 170,000 permanent residents prepare for citizenship.”
The name change appears to have taken place this month.

In an address to liberal activists of the Progressive Change Campaign Committee, Warren said that she is continually reminded on Capitol Hill that she needs to push equal pay.
"Boy, do they keep reminding me about this on Capitol Hill the need to say this," Warren said on Thursday. "We believe in equal pay for equal work."
Warren fell silent on the issue of equal pay after the Washington Free Beacon reported in April that women earned just 71 cents for each dollar earned by men. She notably failed to acknowledge Equal Pay Day this year, separating herself from every other female Democratic senator and most males as well.
Equal Pay Day was used by the Massachusetts senator in previous years to give strong statements demanding legislation to help alleviate the gender pay gap. In 2016, she called Equal Pay Day a "national day of embarrassment" and pledged to continue her "fight" until the pay gap was erased.
The significant pay gap in Warren's office—the median female salary was more than $20,000 less than the median male salary—was due largely to the fact that the top salaries went to men.

Suspect: Christopher Eugene Simmons, 26, Delmar, MD
Narrative: On 26 July 2017 at 9:20 AM, a deputy took Christopher Simmons into custody in the 800 block of E. East Street in Delmar on an outstanding District Court Bench Warrant. The warrant was issued after Simmons violated the terms of his probation in a Forgery and Theft case.
Simmons was processed at the Central Booking Unit and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Simmons in the Detention Center in lieu of $20,000.00 bond.

Location: 7000 block of Main Street, Willards, MD
Suspect: Tasia R. Jones, 25, Salisbury, MD
Narrative: On 26 July 2017 at 3:39 PM, a deputy made contact with a vehicle in the 7000 block of Main Street in Willards whose occupants were the subject of an investigation the deputy was conducting. During the encounter the deputy observed what was recognized as a CDS Smoking device in plain view. Further search of the vehicle’s owner, Tasia Jones, revealed a baggie with cocaine in it inside Jones’ wallet.
The deputy placed Jones under arrest and transported her to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner released Jones on Personal Recognizance.

Suspect: Chandrae Cornelia Rivers, 19, Salisbury, MD
Narrative: On 27 July 2017 at 1:16 PM, a deputy responded to a residence in the 300 block of Brookview Drive in Salisbury for a reported assault. Upon arrival, the deputy learned that a subject identified as Chandrae Rivers, drove recklessly into the front yard of this location forcing the individuals standing there to jump out of the way as River’s vehicle slid to a stop in a flower garden, while Rivers was yelling out the window that she wanted to kill a woman there. The deputy learned that Rivers had come to this location to confront another female over a male subject. One of the individuals in the front yard was not able to jump out of the way in time and was struck by Rivers’ vehicle. After making additional threatening statements, Rivers drove away.
Rivers returned to the scene while the deputy was present, but quickly drive away following the deputy’s indication for her to stop. The deputy then pursued Rivers on several adjacent streets before she pulled into a driveway and made an unsuccessful attempt to elude the deputy on foot.
Rivers told the deputy that she didn’t have a license and that she was scared which along with the three outstanding failure to appear bench warrants for her arrest was the reason she tried to flee.
The deputy placed Rivers under arrest and transported her to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Rivers in the Detention Center without bond.

Suspect: Quinton Marcellous Milbourne, 24, Salisbury, MD
Narrative: On 27 July 2017 at 9:03 PM at 9:03 PM a deputy stopped a vehicle after observing that it appeared the operator had an obstructed view through his windshield. During the encounter, the deputy detected an odor of marijuana emanating from the passenger, Quinton Milbourne. Upon Milbourne exiting the vehicle, the deputy observed a baggie that would be recovered that held what was identified as marijuana. Further search of Milbourne revealed additional separately wrapped baggies with marijuana and a set of digital scales. Additionally, the deputy located a baggie of what would be identified as cocaine in Milbourne’s possession.
The deputy placed Milbourne under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner released Milbourne on $10,000.00 unsecured bond.
