REISTERSTOWN, MD – Although several weather prediction centers are calling for a relatively quiet hurricane season this year, the Maryland Emergency Management Agency is urging residents to prepare now. The 2014 season begins June 1.
The Federal Emergency Management Agency and the National Weather Service have declared May 25-31 as National Hurricane Preparedness Week, a time for all residents of hurricane-prone states to prepare for the upcoming season. This is the time to learn about hurricane watches and warnings, develop a family disaster plan and supply kit and consider purchasing flood insurance if you are in a vulnerable area.
“While the National Weather Service and others are predicting relatively few Atlantic Hurricanes this year, it just takes one to affect Maryland,” said Ken Mallette, Executive Director of the Maryland Emergency Management Agency. “Even if it is a relatively quiet season, one storm hitting the mid-Atlantic can disrupt the lives of thousands of Marylanders, as we saw when Hurricane Sandy struck in 2012.”
In Maryland, hurricanes can bring heavy winds, coastal storm surge, tidal flooding and inland flooding and can spawn tornadoes. They also can be responsible for widespread power outages; in 2003, Hurricane Isabel knocked out power to approximately 1.3 million electric customers around the state. Recovery for the hardest hot communities can take years.
While hurricanes are not the most common disasters to affect Maryland, the same preparedness steps residents take for hurricanes will be helpful in the wake of severe thunderstorms, flooding, tornadoes, winter storms, power outages and other events more common in this region. Residents should consider a battery-operated or crank radio to follow local news broadcasts in a power outage or a NOAA Weather Radio that will alert listeners to severe weather warnings in their area.

Two Medical Examiner's Office Employers Indicted In Drug Scandal
The Attorney General's Office has indicted two employees of the Medical Examiner's Office in connection with a drug scandal that has impacted hundreds of court cases across the state.
James Woodson, 38, of Wilmington and Farnam Daneshgar, 54, of Wilmington were arrested May 28 by Delaware State Police, said Jason Miller, spokesman for the Attorney General's Office.
In April, Woodson was suspended with pay from his $42,000 position with the office. Miller said Woodson was a death investigator with the office who also had served as a courier for the Controlled Substances Laboratory within the Medical Examiner's Office. The lab has been closed since February, when the investigation was announced.

Smyrna Woman Charged with Murder After Shooting Her Husband at Their Home
Smyrna, DE – Detectives with the Delaware State Police Homicide Unit have arrested a Smyrna woman and charged her with murder after she shot and killed her husband.
The incident occurred at approximately 3:06 a.m. Wednesday May 28th after a 9-1-1 call was placed from a residence located in the unit block of Sugar Maple Lane in the Willowwood Development. The initial phone call was an immediate disconnect from the caller and a dispatcher from the Kent County Emergency Operations Center re-connected making contact with Amanda G. King, 57 of Smyrna who stated she had shot her husband. Troopers and officers from Smyrna PD and Clayton PD responded to the residence where they immediately took Amanda King into custody without incident. Detectives were able to recover a Glock .45 caliber semi-auto handgun located in the kitchen of the house.
Her husband, James E. King, 68, was located just inside the residence near a staircase with a single gunshot wound to the upper torso. He was transported to Kent General Hospital where he was later pronounced dead. An autopsy was conducted by the Office of the Chief Medical Examiner who ruled the cause and manner of death to be homicide by a single gunshot.
Amanda King (No Photo Available) was transported to Troop 3 where she was arrested for Murder 1st and Possession of a Firearm During the Commission of a Felony. She was later transported to Kent General Hospital for unrelated health issues and turned over to Delaware Department of Corrections to be held without bail.

Lost Dog 5-28-14: UPDATE
This morning at about 7:15am our 4 year old dog (a white cocker spaniel with brown dots) went missing from our yard. I say missing because both our dogs were in our fenced in backyard when they were let out at 6:45am. My husband went to the backyard to let them in and the older dog, who is blind, was sitting in our front yard and the little one was nowhere to be found. Both gates were closed with no way for them to escape. We believe someone let them out of the gate and took the little one. (I'm hoping that is not the case and somehow they just managed to sneak out). Her name is Dottie and she's very sweet. Our daughter is devastated and our older dog doesn't know what to do because Dottie acted as her seeing eye dog guiding her around our backyard.

Google's New Car: No Driver, And No Steering Wheel
Google has revealed a prototype of its latest driverless car -- and this one doesn't even have a steering wheel.
The car will only have a stop and go button. No steering wheel. No pedals.
Unlike Google's previous self-driving vehicles, which have been based on conventional cars adapted to navigate around without a driver, this model has been designed from scratch.
"They won't have a steering wheel, accelerator pedal, or brake pedal... because they don't need them," Google said in a statement.

Gary Johnson blasts Forest Service review of Taos Ski Valley crackdown
SANTA FE – Former Gov. Gary Johnson says he’s “still mad as hell” upon reading an internal review of a crackdown conducted back in February by armed officers of the U.S. Forest Service at the Taos Ski Valley.
“Nothing has been resolved by this,” said Johnson, an avid skier and harsh critic of the operation that featured four Forest Service agents in bullet-proof vests and a drug-sniffing dog.
“The upshot from this review is, (the Forest Service) is going to do this again. And if these things are going happen again, somebody’s going to get hurt. It’s either going to be the person they confront or vice-versa … I really thought they were going to come up with a policy change,” Johnson said in a telephone interview.
The review found the operation was justified, although the agency promises to coordinate with the ski resort and local police “in the future to more effectively and efficiently work through employee and public concerns.”
In addition, a Forest Service supervisor will have to OK future “saturation patrols.”

Chelation, a once-controversial alternative therapy, is gaining increased acceptance among mainstream doctors.
The new study, led by Gervasio A. Lamas, M.D., at the Columbia University Division of Cardiology at Mount Sinai Medical Center in Miami, randomly assigned more than 1,700 heart attack survivors to receive 40 rounds of chelation therapy and oral vitamins or drug-free placebo infusions at 134 clinics in the U.S. and Canada over 4 ½ years.
Chelation and high-dose vitamins were found to reduce the risk of future cardiovascular problems by 26 percent, compared to those who received a placebo. In heart attack survivors with diabetes, the benefits of the combo therapy were even greater — a whopping 51 percent — according to the findings, published online in the American Heart Journal.

The guardrail replacement will occur immediately west of the bridge between Ocean City and St. Martins Neck. The work will be complete by 3 p.m., weather permitting. Motorists traveling on MD 90 westbound from Ocean City will not be impacted.
Eastbound MD 90 motorists will be directed to MD 589 to eastbound US 50 into Ocean City. The guardrail repair is expected to cost about $5,000.

Panels of victims' names at the 9/11 Memorial Museum in New York City are being graffitied to include messages from family and friends, according a report by the New York Post.
The etchings, nicknamed 'scratchiti,' have appeared in the panels about 40 times, sources told the paper. One such message was 'Love4Ever.'

Worcester County Sheriff's Office Press Releas 5-28-14
On May 27, 2014 at approximately 0733 hours, Worcester County Sheriff’s Office Deputies, responded to Hurricane Rd, Ocean City, Worcester County Maryland, in an attempt to locate Ashley Nicole Lewis, 25, of Berlin, for an outstanding paternity warrant.
Upon arrival, Worcester County Sheriff’s Deputies, made contact with Lewis, who was asleep in the front seat of a van, in front of a residence. Lewis was placed under arrest for the outstanding warrant.
Worcester County Sheriff's Office Deputies searched the van after consent was given and located hypodermic syringes, and metal spoons with heroin residue. Lewis was then placed under arrest for 2 counts of possession CDS paraphernalia, 1 count of possession controlled paraphernalia, and 1 count of CDS possession not Marijuana. Lewis was taken before the District Court Commissioner for the drug charges, where she was held in the Worcester County Jail on a $5,000.00 bond, and is awaiting trial.

According to the response, a copy of which was obtained by The Associated Press, Sterling says V. Stiviano recorded him without his knowledge and thus the recording was illegal under California law. He also said he could not have "willfully" damaged the league because he did not know it would be made public.
"A jealous rant to a lover never intended to be published cannot offend the NBA rules," Sterling said in the document, which was first reported by USA Today.
Meanwhile, the attorney for Shelly Sterling confirmed that Donald Sterling has given her written permission to sell the team. According to a person who is in contact with a potential bidder, who spoke to the AP on the condition of anonymity because he was not authorized to discuss the process publicly, the Clippers are seeking binding bids before next Tuesday — the day NBA owners are scheduled to meet in New York and vote on whether to strip Sterling of the team.

Or as Kentucky Education Commissioner Terry Holliday recently put it, things were fine "until the President and secretary of education took credit for the Common Core." This is part of the current conservative CCSS support narrative (you can find put forth by, among others, the boys over at the Fordham). The story goes something like this:
Once upon a time, some noble governors and dedicated corporate guys got together and created the Common Core, and people pretty much thought it was swell. Then the Obama administration tried to get involved with cheerleading and with Racing to the Top and NCLB waivers. This was a Bad Thing because it woke up the Tea Party folks, who began shrieking about federal over-reach. People who wouldn't have cared one way or another suddenly were against it because Obama was for it and whatever he's doing, it must be evil. If the feds had just stayed home and tended to their knitting, we would not be having all this CCSS fracasization.
Isn't it pretty to think so. Here's why there is no alternate timeline based on those halcyon days before the feds got involved, before CCSS was gone with the DC wind.

Court To Hear Dispute Over State Tax Collection
The Supreme Court on Monday agreed to consider a dispute over how a state may tax the income that its residents earn in another state.

The Importance of the Second Amendment
For millions of Americans the Second Amendment and its guarantee of the right of the individual to bear arms appears irrelevant and practically anachronistic. It seems a throwback to those earlier days of the Wild West, when many men, far from the law and order provided by the town sheriff and circuit judge, had to protect their families and land from cattle rustlers and outlaw bands. Such people are wrong.
If in our contemporary world the law fails to do its job of seeing that the guilty pay for their crimes, we take solace in the fantasy of extralegal solutions. We imagine that somewhere there is a Clint Eastwood on a metropolitan police force who uses some "magnum force" to see to it that the perpetrator of a crime doesn't go unpunished. Or we want to think that there is a Charles Bronson occasionally roaming the streets of a large city at night fulfilling the "death wish" of the street criminal whom local law enforcement is not able to punish.
The crime once having been committed, it is some breakdown in the judicial system that prevents justice from being served. If only the law didn't coddle the criminal or allow his defense attorney to use "loopholes" in the law, no criminal would ever escape his just deserts.

MARYLAND BRINGS NEW STATEWIDE CAD/RMS/AVL/AFR/MOBILE TO LAW ENFORCEMENT AGENCIES TO IMPROVE INTEROPERABILITY, DATA SHARING, HOMELAND SECURITY AND OFFICER SAFETY
(EASTON, MD) – Maryland’s goal of providing statewide public safety interoperability, data-sharing, situational awareness, and communication is one step closer to reality as Talbot County becomes the first county to partner with the statewide records management system. The $26.4 million dollar statewide computer-aided dispatch (CAD)/records management system (RMS)/automated vehicle locator (AVL)/automated field reporting (AFR)/Mobile project initiated by Governor Martin O’Malley in 2010 is part of the Administration’s goal of increasing public safety interoperability, especially during times of crisis.
Led by the Maryland State Police (MSP) project team, the CAD/RMS/AVL/AFR/Mobile project includes the Maryland Transportation Authority Police (MDTA), Maryland Transit Administration Police (MTA), and Natural Resources Police (NRP). The project team will complete implementation of CAD/RMS/AVL/AFR to these agencies by June 30, 2014. The Mobile implementation will be completed for all agencies by October 2014. All MSP barracks are live with all systems and are successfully using the system. Additionally, other local police departments have joined at a reduced cost by using the established state contract. The New Carrollton Police Department began using RMS in 2013 and the Taneytown Police Department joined earlier this year.

The new computer-aided dispatch system is a great leap forward for managing police and public safety units in the field. CAD operators can quickly validate addresses for accuracy, see the location of their mobile units on a detailed interactive map using AVL technology, determine if hazardous materials are at a specific location, and more. Plus, the data from a call for service automatically moves from CAD to RMS, where officers do their reporting on incidents and arrests.
Officers can securely access RMS from any device connected to the Internet to do their reporting much more quickly than current reporting methods. Reports can be completed in the field rather than removing data from mobile laptops and completing reports at the barrack or station. InterAct’s mobile capability, available from mobile data terminals used in vehicles, gives the officer on the street the ability to run inquiries independently, perform self-dispatch, update incident and location information, and communicate with other officers in the field. All data is shared with others on the system, including agencies inside and outside of Maryland.

The so-called “biosurveillance” system contained in a draft of the HHS Office of the Assistant Secretary for Preparedness and Response’s “National Health Security Strategy” plan is being billed as a simple means of communicating “critical health” issues among medical and government professionals to protect Americans.
Specifically, it calls for the government to do a better job of achieving a “health situational awareness [that] includes biosurveillance and other health and non-health inputs” to include lab tests and diagnostics, a draft of the policy stated.

Baltimore Landslide To Cost $18.5 Million To Fix
BALTIMORE (AP) -- The Baltimore Department of Transportation estimates it will cost $18.5 million to repair a street collapse.
The landslide followed an April 30 storm that delivered roughly five inches of rain. It swallowed eight cars, trees, a street lamp and a large swath of sidewalk, and buried the railroad tracks below in debris.
The department said Tuesday it has received approval for an $18.5 million allotment from the city's finance department to go toward installing a temporary retaining wall, constructing a permanent wall and engineering costs. The original wall that collapsed was owned by freight company CSX Corp.

AP Poll: Only 28% Support Obamacare
Last year, Reps. Nancy Pelosi (D-CA) and Debbie Wasserman Schultz (D-FL) vowed that Obamacare would be so popular with voters that Democrats wouldrun on the president's health care law leading up to the Nov. 4 midterm elections. A new Associated Press poll, however, may give Democrats pause, as just 28% of Americans now support Obamacare.
The AP poll's abysmal Obamacare support findings include all forms of support; just 17% of Americans said they "strongly support" Obamacare and 11% said they "somewhat support" the president's signature legislative achievement.

(FOX NEWS) State-approved bans on same-sex marriage have been falling at a rapid clip since the Supreme Court struck down part of the Defense of Marriage Act last year.
The changes — gay couples can now wed in 19 states and the District of Columbia — reflect shifting social and political attitudes toward same-sex marriage. But they also reflect, in several cases, the opinions of Democrat-appointed judges who single-handedly struck down state-approved bans.
In a testament to the influence of judicial appointments, most of the judges responsible for the decisions over the past year were appointed by either President Obama or, two decades ago, Bill Clinton.

Addressing last week’s mass shooting at the University of California’s Santa Barbara Campus, filmmaker Michael Moore asserted that the US is plagued by gun violence because of “a climate of fear and paranoia and weak gun laws that enable disturbed white males to get their hands on deadly weapons.”
On his Facebook page, Moore wrote “with due respect to those who are asking me to comment on last night’s tragic mass shooting at UCSB in Isla Vista, CA – I no longer have anything to say about what is now part of normal American life.”
And then he wrote a lengthy Facebook post on the topic.
“Everything I have to say about this, I said it 12 years ago,” Moore writes. “We are a people easily manipulated by fear which causes us to arm ourselves with a quarter billion guns in our homes that are often easily accessible to young people, burglars, the mentally ill and anyone who momentarily snaps. OCEAN CITY — Resort officials are preparing for an unsanctioned event in early June that caused a ruckus in Virginia Beach last year.
In April 2013, an unsanctioned College Beach Weekend event in Virginia Beach resulted in crowds estimated at 40,000 to 50,000 college-age individuals invading the town’s oceanfront area. According to reports, the big crowds roamed the streets, disrupted traffic and businesses, and generally scared local residents and other visitors. Perhaps more importantly, the event included several significant crimes including three shootings, multiple stabbings and other serious crimes all in the span of about four hours.
The event was promoted extensively in social network media outlets and on college campus websites and blogs. An informal poll of the participants revealed most were from Virginia and Maryland schools, although many reportedly came from as far away as California. The same event returned to Virginia Beach last month with a decidedly different outcome. Virginia Beach Police and city officials were prepared and expanded their police presence and braced for the crowd’s arrival.
Perhaps more importantly, Virginia Beach officials attempted to embrace the influx of visitors rather than take a combative stance and urged local businesses to stay open and welcome the influx of offseason business rather than shutting their doors. The results were a much calmer event with few incidents.

What Racist Comments Are Getting A Black Professor Sued By Her White Students?
Despite what liberals think, racism is a two way street. One does not have to be white to be racist, and a professor at Minneapolis Community and Technical College has proven that. Professor Shannon Gibney teaches English, but she often uses her position of being in front of students as a platform to preach about what she deems to be racism, mostly ‘white privilege.’ She’s been reprimanded for doing so in the past, though the college never suspended her, and this time, her actions have spurned a lawsuit, by two white students, against the college.
Recently, during a lecture that obviously had little to do with literature, Gibney went on another diatribe about how whites are racist. Having had enough, a couple of her students called her out on it. In her response, she allegedly said, “We are not talking about all white people, or you white people in general. We are talking about whiteness as a system of oppression.”

Troopers Are Investigating a Pair of Burglaries in the Dewey Beach Area
Dewey Beach, DE – Troopers are investigating a pair of similar burglaries that occurred in the early morning hours Tuesday within a three block radius.
The first incident was reported around 4:08 a.m. Tuesday May 27th in the 200 block of Swedes Street after the 21 year old female victim was awakened to the sound of an intruder. The suspect, who was described as a white male, standing approximately 6’00” tall, with short hair, was in the victim’s bedroom and fled upon being detected with the victim’s purse and cell phone.
While troopers were investigating the first complaint, another call was received by Sussex County Emergency Operations Center (9-1-1) at approximately 4:57 a.m. advising someone was in their residence located in the 21000 block of Elizabeth Avenue. It was determined through this investigation that a similar description of a white male had entered the house and was observed in the 40 year old male victim’s bedroom where he and his wife were sleeping. The wife woke to the sounds of the intruder who then alerted her husband and gave chase to the suspect who fled out of the residence and jumped a neighbor’s fence, continuing southbound toward Dewey Beach. In this case, the suspect removed an undisclosed amount of cash from the male victim’s wallet and the female’s purse.

HUNDREDS FELT TROOPERS ENFORCEMENT HEAT
During the Memorial Day weekend over 11,000 vehicles were stopped by troopers. Preliminary statistics indicate approximately 8,628 traffic citations were issued along with approximately 5,421 warnings. An additional 107 motorists were found to be operating a motor vehicle while impaired. Another 87 were arrested for drug offenses and 111 were arrested for various other criminal violations.
Troopers conducted traffic enforcement initiatives such as, Operations Millipede and Showboat, throughout Maryland during the unofficial start of the summer travel season. During this Memorial Day weekend, each state police installation turned up the heat on Maryland roads. Additional initiatives will continue during the upcoming months focusing on impaired or distracted drivers, speeding and aggressive motorists, as well as those electing not to properly use safety restraints.
The Maryland State Police encourage all motorists to be considerate and patient while traveling. Remove as many distractions while driving and never get behind the wheel if you have been drinking. If you are impaired, call a friend or family member, use public transportation or stay where you are. If you see a driver you think is impaired or driving a vehicle in an unsafe manner, keep your distance and dial 9-1-1.
These efforts are to reduce the number of aggressive driving motor vehicle crashes in which speed, alcohol and any other aggressive driving violations are contributing factors. The Maryland State Police will continue to support the Maryland Highway Safety Office’s ‘Move Toward Zero Deaths’ campaign.

Another Bogus Hit From A License Plate Reader Results In Another Citizen Surrounded By Cops With Guns Out

We recently covered a story about a lawyer who found himself approached by cops with guns drawn after an automatic license plate reader misread a single character on his plate as he drove by. The police did make an attempt to verify the plate but were stymied by heavy traffic. Unfortunately, it appears they decided to force the issue rather than let a potential car thief escape across the state line.
As I pointed out then, the increasing reliance on ALPRs, combined with the one-billion-plus records already in storage and the millions being collected every day, means the number of errors will only increase as time goes on -- even as the technology continues to improve. This person was lucky to escape with nothing more than an elevated heart rate. Others won't be so lucky... like Denise Green of San Francisco.
Green's civil rights lawsuit has just been reinstated by Ninth Circuit Court of Appeals, which overturned an earlier decision that granted summary judgment in favor of the San Francisco Police Department. The lower court found that the officers had made a "good faith, reasonable mistake" when they performed a felony stop of Green, which included being ordered out of her vehicle and onto the ground at gunpoint and held in cuffs for nearly 20 minutes while officers verified the plates and filled out paperwork.
The Appeals Court disagreed with this finding and the opinion details what the SFPD is supposedto do with ALPR "hits" and compares this to what was actually happened.

A Marine who lost most of his jaw and an eye after fearlessly shielding a comrade from a grenade blast in Afghanistan will receive the Medal of Honor next month.
Retired Corporal William 'Kyle' Carpenter, 24, will receive the nation's top military award at a White House ceremony on June 19, becoming the eighth living recipient for actions in Afghanistan or Iraq.
President Obama will present the medal to Carpenter, who is from Flowood, Mississippi.
He was just 21 when he intentionally threw his body over a grenade to save his friend, Lance Cpl. Nicholas Eufrazio, while they stood guard on a rooftop in the Helmand province in November 2010.

I.R.S. Bars Employers From Dumping Workers Into Health Exchanges
WASHINGTON — Many employers had thought they could shift health costs to the government by sending their employees to a health insurance exchange with a tax-free contribution of cash to help pay premiums, but the Obama administration has squelched the idea in a new ruling. Such arrangements do not satisfy the health care law, the administration said, and employers may be subject to a tax penalty of $100 a day — or $36,500 a year — for each employee who goes into the individual marketplace.
The ruling this month, by the Internal Revenue Service, blocks any wholesale move by employers to dump employees into the exchanges.
Under a central provision of the health care law, larger employers are required to offer health coverage to full-time workers, or else the employers may be subject to penalties.
Many employers — some that now offer coverage and some that do not — had concluded that it would be cheaper to provide each employee with a lump sum of money to buy insurance on an exchange, instead of providing coverage directly.

DENVER – A panel of federal judges in Denver, in an opinion written by Judge Harris Hartz, found that it is perfectly appropriate for a police chief to order subordinates to attend an Islamic mosque where Muslims “discussed Islamic beliefs, Muhammad, Mecca, and why and how Muslims pray” in addition to encouraging officers “to buy” Islamic books and pamphlets that were for sale.
The ruling came on Thursday from the 10th U.S. Circuit Court of Appeals in a case brought by Capt. Paul Fields, who had been ordered by Tulsa police officials to either go to a special event at the local mosque himself, or order others to do that.
Fields refused based on religious freedom objections and was punished for that.
The judges on the 10th Circuit panel said that was perfectly appropriate.
“This ruling is troubling on so many levels,” said Robert Muise, of the American Freedom Law Center, which has pursued the case since it developed several years ago.
“We have argued throughout this case that Capt. Fields was summarily punished for simply raising and asserting a religious objection to the order mandating attendance at the Islamic event, and that such discriminatory treatment violates the First and 14th Amendments,” he said. “Yet, inexplicably, the 10th Circuit refused to address this main issue on appeal, claiming that it was not raised below.
“The court is wrong, and we intend to seek full court review of this patently erroneous decision,” he said.
The case was brought by the AFLC on behalf of Fields against Tulsa, Police Chief Chuck Jordan and Deputy Chief Daryl Webster.

SWAT team ambushes innnocent man as he works on tractor in his driveway
"I was minding my own business, you know, and they came in for the kill."
COUNCIL BLUFFS, IA — A man says that while he was working on his tractor in his driveway, a van pulled up and a dozen men with rifles piled out and assaulted him. As they bashed his head in, breaking bones in his face, he believed they were there to kill him. It was later determined that police had attacked a completely innocent man due to a false police report, drawing questions about why police acted so brutally against a man who did not resist and made no threats.
The violence befell upon John Hytrek one day in August 2012 while he was working on a tractor at his shop. Without warning, Mr. Hytrek heard a van screeching up to his shop. When he looked up, roughly 12 men were sprinting towards him with their rifles drawn.
“They ran for me with machine guns,” recalled Mr. Hytrek to KMTV. “And I looked at them, and I’m like, what!?”
Hytrek was completely blindsided and had no idea what was going on. The trespassers tackled him to the ground, driving his face into a piece of steel equipment. Hytrek then says he was struck in the head multiple times.
“Five times,” said Hytrek to the local news station. “I think it was boom, boom, boom, boom, boom.” He demonstrated the blows coming from multiple directions.
He was struck so hard that assailants actually shattered the lenses in his glasses.

As they bashed his head in, breaking bones in his face, he believed they were there to kill him. It was later determined that police had attacked a completely innocent man due to a false police report, drawing questions about why police acted so brutally against a man who did not resist and made no threats.

Dr. Richard Krugman, former associate chief of staff at the Veterans Affairs health care system based in Harlingen, Texas, said his boss implemented a policy in 2010 that colonoscopies would only be approved if the patient tested positive in three successive screenings for bloody stools.
“That was done because of dollars and cents. For the VA, they have to be bleeding out of their rectum before they would authorize a colonoscopy. That was the standard of care,” he said.

O'Malley Creates Panel On Pretrial Reform
As Maryland faces a court-ordered deadline to begin providing defendants in criminal cases with a lawyer at every bail hearing, Gov. Martin O'Malley on Tuesday ordered that a panel study pretrial reform.
The Governor's Commission to Reform Maryland's Pretrial System will look at best practices from around the country and assess the use of a risk-assessment system to help determine who should be detained and who should be released before trial. Lawmakers failed to agree on a solution to address the court ruling in the last legislative session.
"The commission will foster the consensus we need to move comprehensive pretrial reform forward," O'Malley said in a statement announcing the new panel. His order directs the panel to identify ways to reduce detainment times and develop and issue legislative recommendations.

West Monroe, La. (CBS HOUSTON) – Phil Robertson, star of the popular “Duck Dynasty” television show, defended his controversial comments on homosexuality, giving a church sermon in which he ridiculed media coverage and others “blurring” the lines between “sinners” and homosexuals.
In a video of an Easter Sunday sermon at Whites Ferry Road Church in his hometown of West Monroe, La., that has gone viral, the “Duck Dynasty” star – who was suspended for making similar comments in a GQ interview last year – told the congregation that he refuses to back down on his beliefs.
Robertson called the media outrage absurd over his GQ interview comparing homosexuality to bestiality and various other “sinners.”
“They were mad at me,’ he tells the congregation. “You say, ‘Why’d they get mad at you?’ Cause instead of acknowledging their sin, like you had better do, they railed against me for giving them the truth about their sins. Don’t deceive yourselves.”
