USDA to cut off farm subsidies to city slickers

The Agriculture Department is getting ready to tell a lot of people who’ve been getting farm subsidy checks without lifting a hay bale, swinging a pitch fork or driving a tractor that they’re cut off.

Congress could’ve answered the question of “who is a farmer?” and thus eligible to get payments when it passed the Farm Bill a year ago, but it punted the matter to the USDA.

Wealthy executives, celebrities and others get subsidies even if they never set foot on a farm or don’t need the taxpayer-funded assistance. They include the likes of Microsoft co-founder Paul Allen and Commerce Secretary Penny Pritzker, according to an Environmental Working Group report.

'Do not to cry' judge tells mom of Aaron Hernandez's alleged victim

The judge overseeing the murder trial of ex-NFL star Aaron Hernandez warned the slain man's mother not to cry while testifying in the case on Wednesday.

Ursula Ward is the mother of Odin Lloyd, who was found dead near Hernandez's home in June 2013.

Shortly before she testified, Ward took the stand to identify her son from an autopsy photo of his face, her voice wavering slightly.

After that, Superior Court Judge Susan Garsh told Ward that she must retain control of her emotions and not cry when she is shown photos of her son.

Republicans, Democrats jockey on changing No Child Left Behind law

WASHINGTON (AP) - Outnumbered by Republicans, Democratic lawmakers are jockeying to get their views heard as Congress moves ahead on revising the much-maligned No Child Left Behind education law.

With votes anticipated in the House and Senate, House Democrats plan their own Capitol Hill forum on Thursday for changing the law - a protest of Republicans' handling of the issue.

In the Senate, Sen. Patty Murray of Washington state, the ranking Democrat on the Committee on Health, Education, Labor and Pensions, came out against a provision in a draft bill circulated by the panel's chairman, Sen. Lamar Alexander, R-Tenn., that would allow federal dollars to follow low-income students to a different public school.

Vladimir Putin was diagnosed as having Asperger’s syndrome

Vladimir Putin is suffering from Asperger's Syndrome, a study by a Pentagon think-tank has claimed.

The study claimed the Russian President's 'neurological development was significantly interrupted in infancy,' resulting in his Asperger's diagnosis.

In order to come to the conclusion that Putin suffers from an autistic disorder, the think-tank cites work by autism specialists and movement pattern experts.

BALTIMORE —When a 5-year-old boy was called an "insurance liability" and kicked out of day care, an Elkridge family knew it had a problem -- not with the child but with a culture that wanted him medicated.

WBAL-TV 11 News I-Team reporter Deborah Weiner was called in to take a look at the issue.

Connor Deshesky is a 5-year-old boy on the go. He's also been through seven day care programs in his short life. In three of those cases, he was either asked to leave or, as his mother said, evicted.

"They make the call that they can terminate at any time, and that's what they end up doing," mom Katie Deshesky said.

Is Technology Making People Tip More?

Customers are being subtly pressured into tipping more, thanks in part to technology. That's what the New York Times argues in a new report that blames tablet-based P.O.S. systems for pressuring customers to pick a preset tip amount. Many businesses, including coffee shops, have switched from registers to tablets. The software on these tablets includes preset tip options. To avoid the preset commands — which are often as high as 25, 50, and 75 percent — a customer has to click over to a customized tip button, which can be uncomfortable with a cashier "looking on."

Thanks to an onslaught of new tipping methods, people are now feeling pressured to tip in situations in which they normally may not have. The New York Times writes customers can now tip people on the internet — including their favorite food bloggers — with Bitcoin. ChangeTip allows people to send Bitcoin tips through social media, email, text, or Skype to anyone on the internet.

Other restaurants approach tipping in new ways. Some have added a DipJar, a tip jar for credit cards, next to their registers. Customers can pay for their items with a credit card and then "dip the same card into a receptacle by the register for a preset tip amount, usually $1." Leo Kremer — the co-founder of a small taqueria chain in New York City — tells the paper that the DipJar has actually raised the number of tips they've received. The chain recently removed the tip line on receipts for credit card transactions below $20 because "some customers found it presumptuous."

Attorney General Frosh Urges New Tool to Crack Down on Fraud

Baltimore, MD - Calling it a powerful tool to prevent fraud and abuse in state and local government, Attorney General Brian E. Frosh today unveiled his top priority for the 2015 legislative session and urged the General Assembly to adopt the Maryland False Claims Act.

Under the Act, submitted today with bipartisan support in both the Senate and House of Delegates, whistleblowers would be empowered and encouraged to alert government about fraud committed by private contractors. The law would allow state and local employees, among others, to file lawsuits on behalf of governments, with whistleblowers receiving a portion of funds recovered through the litigation they initiate.

"The False Claims Act multiplies our resources to fight against fraud," Attorney General Frosh said. "What this law does, in effect, is incentivize integrity."

"When the government is being cheated, it often remains in the dark," Frosh said. "Employees often have the most detailed knowledge about what is going on, and this new law would help bring that information to light, for everyone's benefit."

After ISIS execution, angry King Abdullah quotes Clint Eastwood to U.S. lawmakers

Members of the House Armed Services Committee met with Jordan's King Abdullah Tuesday not long after news broke that ISIS had burned to death a Jordanian pilot captured in the fight against the terrorist group. In a private session with lawmakers, the king showed an extraordinary measure of anger — anger which he expressed by citing American movie icon Clint Eastwood.

"He said there is going to be retribution like ISIS hasn't seen," said Republican Rep. Duncan Hunter Jr., a Marine Corps veteran of two tours in Iraq and one in Afghanistan, who was in the meeting with the king. "He mentioned 'Unforgiven' and he mentioned Clint Eastwood, and he actually quoted a part of the movie."

County Planners Approve West OC Park Place Plaza Development

WEST OCEAN CITY — The ever-changing West Ocean City landscape could soon get a major new addition after county planners on Thursday approved a site plan for a mixed-use retail and restaurant center with an office complex included in a later phase for a property along Route 50.

The Worcester County Planning Commission on Thursday approved a site plan for the retail complex on the south side of Route 50 just west of Elm Street in West Ocean City. The roughly three-acre site is currently home to the Sea Isle Motel, which has occupied the location for decades.

TJSF LLC’s Todd and Jill Ferrante are the developers of the project after purchasing the property nearly two years ago. Retail stores and an as-yet-unnamed restaurant operation are planned for the project. Although there are no leases in place, the owners hinted on Thursday the development would feature popular stores currently operating in Ocean City.

Florida considers bear hunting after spate of suburban attacks

After a 20-year ban, Florida may bring back bear hunts to control a growing population of black bears that is increasingly seen as a menace in suburban neighborhoods.

Four people have been injured in bear attacks in Florida since 2012, mostly in the central part of the state built on former bear habitat near the Ocala National Forest.

The Florida Fish and Wildlife Conservation Commission, meeting on Wednesday in Jacksonville, plans to discuss reopening bear hunting season as a way to manage the population, which animal rights advocates oppose as unnecessary and unpopular.

Most encounters between people and bears result from homeowners leaving food out in the open, enticing bears to come into their neighborhoods, the state wildlife agency said in a report describing the current situation.

"A hunt will not solve the problem. People can solve it," said Laurie Macdonald, director of the Florida chapter of the Defenders of Wildlife.

RadioShack closing Hagerstown distribution center

RadioShack Corp. plans to close its Hagerstown distribution center, according to the state's labor department, a move that will result in 87 layoffs.

The Maryland Department of Labor, Licensing and Regulation said the facility will close March 11. Some of the employees will be retained for an additional period of time, depending on how long it takes to complete the closing, DLLR said.

U.S. health insurer Anthem hit by massive cybersecurity breach

Health insurer Anthem Inc, which has nearly 40 million U.S. customers, said late on Wednesday that hackers had breached one of its IT systems and stolen personal information relating to current and former consumers and employees.

The No. 2 health insurer in the United States said the breach did not appear to involve medical information or financial details such as credit card or bank account numbers.

The information accessed during the 'very sophisticated attack' did include names, birthdays, social security numbers, street addresses, email addresses and employment information, including income data, the company said.

OC Reef Foundation Sinks New Materials Offshore

OCEAN CITY — While fishing off the resort coast has been relatively dormant over the last few weeks, there has been no shortage of artificial reef building activity this winter as the Ocean City Reef Foundation continues one of its most prolific periods in its nearly two decades.

For the last 17 years, the Ocean City Reef Foundation has been creating a vast network of artificial reefs off the coast of the resort, creating essential habitat for many species critical to the recreational and commercial fishing industries. Over the last year or so, the artificial reef program has been enjoying one of its most prolific times in recent memory with tons of material going down on the designated sites, which range from as close as one mile off the coast to as far away as 20 miles.

The renewed effort continued last week with another major contribution of concrete reef blocks dropped off at various sites. A hearty group of volunteers endured the cold early last Sunday morning to take the latest batch of concrete reef blocks out to the designated sites off the coast. Another boatload of concrete pipe was also unloaded last Sunday by Reef Foundation volunteers.

Amazon Opens its First Store

Look out, retailers. Amazon has opened its first-ever brick-and-mortar store.

Amazon (AMZN, Tech30) announced that it has opened a pickup and drop-off location on the campus of Purdue University in West Lafayette, Indiana.

‘Minor Wiring Issue’ Causes Latest 50 Bridge Breakdown

OCEAN CITY — Motorists got a brief flashback to last summer over the weekend when the Route 50 drawbridge became stuck in the open position.

Around 9:30 a.m. last Saturday, the drawbridge on the Harry Kelley Memorial Bridge, or the Route 50 Bridge, was stuck in the open position, blocking traffic from entering or leaving the downtown Ocean City area. State Highway Administration (SHA) officials quickly got the word out and traffic was rerouted.

According to SHA Media Relations Manager David Buck, the bridge malfunctioned for about 18 minutes before personnel were able to lower the draw span. The ensuing investigation revealed the malfunction was related to a minor electrical issue and not the same problem with the drawbridge’s structure that caused it to be stuck in the open position for about five hours on a busy Saturday evening last July.

First arrest in 2013 python killing of Canadian children

Canadian police on Thursday made their first arrest in the 2013 deaths of two young boys who were attacked by a python while they slept, authorities said.

The individual, who was not identified, was arrested in Quebec province, the Royal Canadian Mounted Police said in a statement.

No charges have been laid "at this time" and the investigation continues, the RCMP added.

The two boys, aged five and seven, were attending a sleepover at a friend's apartment in the town of Campbellton, New Brunswick, when they were surprised by the snake on August 5, 2013.

Wal-Mart / Target Selling Bogus Supplements?

Maybe they just forgot to add the gingko biloba.

The New York Attorney General has ordered WalMart (WMT), GNC (GNC), Target (TGT) andWalgreens (WBA) to stop selling certain herbal supplements that it says don't contain the herbal ingredient on the label, or contain only a small amount of it.

The demands came in cease and desist letters addressed to company executives that were dated Monday. The New York Timesfirst reported the letters.

The letters included statements like: "No St. John's Wort DNA was identified." "No plant genetic material of any sort was identified in the product labeled Echinacea." And some contained allergens like wheat that were not properly labeled.

Girl, 9, wounded by gunfire on way to Girl Scouts meeting

INDIANAPOLIS — A 9-year-old Indianapolis girl wounded by gunfire as she was heading off to her weekly Girl Scouts meeting to pick up cookies she planned to sell door-to-door is now racking up sales in an online cookie drive intended to send her troop on a trip.

Sinai Miller was standing outside her family's apartment Tuesday afternoon, eager to get to its nearby clubhouse to pick up her boxes of cookies, when gunshots rang out. Her mother, 29-year-old Shanita Miller, raced outside and found blood gushing from her eldest daughter's left calf.

ISIS 'selling children for sex and making them into suicide bombers'

ISIS militants are selling abducted Iraqi children at markets as sex slaves, using them as suicide bombers and killing others by crucifixion or burying them alive, a watchdog has said.

The children, who are often from the Yazidi sect or Christian communities, but also Shi'ites and Sunnis, are being tortured and murdered, the U.N. Committee on the Rights of the Child said.

Postmaster general: Agency looking for new revenue sources

WASHINGTON (AP) -- The nation's new postmaster general says the Postal Service is looking beyond its regular mail and package delivery for new sources of revenue.

That means building on what Megan J. Brennan calls its "core competency" -- the delivery of goods.

So what is the agency doing?

"We're testing grocery delivery in San Francisco," Brennan said in an interview with The Associated Press. "We're also delivering water, cases of water in Manhattan and the boroughs" of New York City.

During the 2014 holiday season, the Postal Service rolled out a new deal with Amazon to deliver packages and to expand Sunday deliveries of them.

Brennan, the first female postmaster general, is easing into her first days on the job. At age 52, she's a 29-year veteran of the Postal Service who started her career as a letter carrier in Pottsville, Pennsylvania.

"I had mentors along the way ... and I was flexible," she said. "I relocated. I took on assignments and I kept learning."

Brennan is the 74th postmaster general. Benjamin Franklin was the first.

Android adware 'infects millions' of phones and tablets

Android users are being warned that several popular apps that were on the official Google Play store appear to have contained hidden code that made malicious ads pop up.

Security firm Avast said that one of the apps involved - a free version of the card game Durak - had been downloaded up to 10 million times, according to Google Play's own counter.

Google has now blocked access.

But one expert noted that the problem might be less widespread than feared.

Avast said that it first became aware of the issue after a member of the public contacted it after carrying out his own investigation into how his Nexus 5 smartphone had come to be infected with malicious code.

The "adware" was causing spurious pop-up messages to appear that had been made to look like system notifications. These told him his phone was running "slow" and that he needed to install new software to fix the problem.

Is the unemployment rate really just a ‘Big Lie’?

Jim Clifton, CEO of the polling service Gallup, wants to expose a conspiracy theory so vast that it will indict not just the government, but Wall Street and the media as well. These three entities have worked in concert to prop up the “Big Lie” that America’s unemployment rate is a mere 5.6%, as the Labor Department claims.

Writes Clifton in a blog post published Tuesday on Gallup.com:

Here’s something that many Americans — including some of the smartest and most educated among us — don’t know: The official unemployment rate, as reported by the U.S. Department of Labor, is extremely misleading.

Right now, we’re hearing much celebrating from the media, the White House and Wall Street about how unemployment is “down” to 5.6%. The cheerleading for this number is deafening. The media loves a comeback story, the White House wants to score political points and Wall Street would like you to stay in the market.

House Speaker Michael E. Busch warned, "Every county in the state will get less school funding than expected. … That's a real cut." Except it isn't a real cut. Only in Annapolis is a $45 million education increase a cut. Fourteen of 24 counties will receive more education funding than last year. Baltimore County will get $21.2 million more in education funding than last year; per pupil state funding will increase from $6,419 to $6,619.

Larimer County Sheriff Justin Smith reported receiving a “very interesting veiled threat” from Johnson, which he said was addressed to “all police chiefs and sheriffs around the country.”

Within the correspondence, Smith explained, was a promise that “local and state public safety agencies would not receive federal grants they were counting on” if legislators do not endorse the DHS funding bill Obama supports.

5 Tax Red Flags That Can Lead to an IRS Audit

Nobody wants to be audited by the IRS, but many taxpayers make simple mistakes that can lead to just that.

Many Americans will file their income tax return early before the April 15 deadline to receive their tax refund. Some IRS audits are randomly selected and based solely on a statistical formula, the IRS says, but other audits can happen when documents simply don't add up.

Here are five common red flags that could lead to an audit:

1. High income

"There’s more room for fudging higher income levels than lower income levels," Greg McBride, Bankrate.com chief financial analyst, said. "Higher incomes are also in a higher tax bracket so there’s a greater temptation to cheat.

2. Outsized deductions

Large deductions relative to one's income and national norms could also raise red flags.

"It may defy common sense if, for example, someone is claiming a ton of mortgage interest on a very modest salary. Something there doesn’t quite match up," McBride said.

Another example may be very large charitable deductions.

"A large number of charitable deductions on a modest income is definitely going to raise a red flag," McBride said.

Pain And Suffering At Life’s End Are Getting Worse, Not Better

It's been more than 15 years since the Institute of Medicine released its seminal 1997 report detailing the suffering that many Americans experience at the end of life and offering sweeping recommendations on how to improve care.

But the number of people experiencing pain in the last year of life actually increased by nearly 12 percent between 1998 and 2010, according to a study published Monday. And the number of people with depression in the last year of life increased by more than 26 percent.

All that happened as guidelines and quality measures for end-of-life care were developed, the number of palliative care programs rose and hospice use doubled between 2000 and 2009.

"We've put a lot of work into this and it's not yielding what we thought it should be yielding. So what do we do now?" asked Dr. Joanne Lynn, a study author who directs the Center for Elder Care and Advanced Illness at the Altarum Institute.

Pentagon loses control of US arms and military equipment worth $400m to Yemeni rebels

Chaos in rebel-controlled Yemen has left the Pentagon unable to monitor the vast arsenal it has supplied the country’s military.

The nation has been left leaderless after Houthi rebels seized the presidential palace last month amid fierce shelling, and prompted the resignation of the Western-backed President Abd Rabbo Mansour Hadi.

The rebels, aligned with Iran, are now said to control the Yemeni military’s arms bases, giving them effective control of US-provided weaponry, including artillery and tanks, supplied as part of a counter al-Qaeda strategy avoiding use of US troops on the ground.

The Houthi official slogan and emblem includes the words: "Death to America, death to Israel, damnation to the Jews".

A US defense official told the Guardian the unrest has “limited our ability to conduct routine end-use monitoring checks and inspections we would normally perform”.

WASHINGTON — A teacher was taken to the hospital on Thursday after being assaulted by a 16-year-old student at Tuscarora High School in Frederick County, Maryland.

The Frederick County Sheriff’s Office says the teenage boy is being referred to the Department of Juvenile Services on a charge of assault of a teacher.

The incident happened shortly after 1 p.m. on Thursday in a classroom at the high school on Ballenger Creek Pike in Frederick, states a news release.

IRS knowingly rehired tax cheats, other employees with ‘performance’ issues

The IRS rehired hundreds of employees who had prior records of bad performance at the agency, including 141 former workers who had botched their own tax returns and others who had used their positions to peek at private tax information, the agency’s inspector general said in a report released Thursday.

Five IRS employees were rehired even though the agency knew they had intentionally failed to file their taxes within the last two years, Treasury Inspector General for Tax Administration J. Russell George said. Of the employees with prior problems, nearly 20 percent of them had more problems after they were rehired.

In another instance, an employee who has taken eight weeks of unauthorized vacation and whose previous manager had written a note explicitly stating “do not rehire,” was nonetheless rehired.

New Castle Woman Charged after Striking Patrol Vehicle

Newark - Delaware State Police are currently investigating a two vehicle personal injury accident in which a Delaware State Trooper was injured that occurred late last night on I-95 in Newark.

The investigation has determined that the incident began shortly before 10:30 p.m. last night, Thursday, February 5, 2015, after troopers were notified by the regional call center that they were receiving numerous reports of a female operating a green Ford Windstar van in a reckless manner in the area of I-95 southbound near DE Rt. 273, Newark. A trooper assigned to Troop 6, Prices Corner, was able to locate the vehicle on I-95 southbound at the Delaware Service Area and attempted to stop the vehicle by activating his emergency equipment on his fully marked patrol vehicle. However, the operator of the vehicle, later identified as Vanessa Wilson, 54, of New Castle, refused to stop and continued traveling southbound on I-95. At one point, the Windstar left the east side of the roadway and struck a guardrail, however, it continued traveling southbound. As the van neared the DE Toll Plaza, the trooper pulled in front of it in an attempt to slow the vehicle down. Wilson finally stopped her vehicle behind the patrol vehicle just north of the toll plaza. She then however, accelerated her vehicle, striking the rear of the patrol vehicle. After the collision, the trooper was able to take Wilson into custody without further incident.

The male trooper was removed from the scene by Emergency Medical Services and transported to the Christiana Hospital Trauma Center, where he was treated for non-life threatening injuries. There were no other injuries.

A subsequent pat down search of Vanessa Wilson revealed that she was in possession of a small amount of crack cocaine. Wilson was then transported to Troop 6 where she was arrested and charged with Vehicular Assault 2nd Degree, Driving under the Influence of Alcohol and Drugs, Failure to stop at the Command of a Police Officer, Possession of a Controlled Substance, and Failure to Maintain a Lane of Travel. Bail information is not available at this time.

Surprise: Indiana Democrat Proposes Allowing Certain Dead People To Vote

Of course, none of the articles actually mention that the State legislator proposing this is a Democrat
(Time) It’s difficult to vote if you’re dead. (Unless you live in Chicago. Or New York. Or Florida.) But an Indiana lawmaker is hoping to make election season a bit easier for the recently departed at least.

Indiana Rep. Matt Pierce proposed a bill taken up by the House Elections Committee Wednesday that would allow an absentee ballot from someone who dies before Election Day to be counted.

Democrat Matt Pierce was supposedly upset that former U.S. Rep. Frank McCloskey’s vote in 2004 (11 years later????) wasn’t counted, as McCloskey passed away from cancer prior to election day. Of course, there’s a wee bit of a problem with this scheme

(IndyStar) Indiana Election Division co-director Brad King says allowing such votes could violate a state constitutional requirement that a voter live in a precinct for 30 days before an election.

Seriously, is this a really big issue in Indiana, where people lose their vote by dying within 30 days of an election? Or, really, is this a serious issue for Democrats dying before elections? Of course, details matter, so it would be interesting to see how this bill is written. Does it block the checking of voter rolls against deaths, which would open the floodgates to lots of dead people voting?

SU’s Dan Quinn named Atlanta Falcon’s Head Coach


ATLANTA – Salisbury University Athletics Hall of Fame member and 1994 graduate Dan Quinn has reached the pinnacle of his profession as he was named the newest head coach of the Atlanta Falcons in the National Football League on Monday.

"Dan was an outstanding leader and student-athlete in his time as a Sea Gull and we could not be happier for him on this day as he takes the next step in a great coaching career," Salisbury Director of Athletics Dr. Michael Vienna said.

Since his graduation from then Salisbury State University, Quinn has climbed the coaching ranks to the upper echelon of the collegiate game, as a defensive coordinator at the University of Florida, and spending the past two seasons in the same position with the Seattle Seahawks. With the Seahawks, Quinn went to the Super Bowl twice and won once, in 2014 as his defense put on an incredible show against Peyton Manning and the Denver Broncos in a 43-8 victory.

"I am grateful for this opportunity, and I am excited to be the head coach of the Atlanta Falcons," said Quinn in a statement from the Falcons. Quinn and the franchise have reportedly agreed to a five-year contract.

Colorado May Have To Refund As Much As $30 Million In Pot Taxes

DENVER (AP) — Colorado's marijuana experiment was designed to raise revenue for the state and its schools, but a state law may put some of the tax money directly into residents' pockets, causing quite a headache for lawmakers.

The state constitution limits how much tax money the state can take in before it has to give some back. That means Coloradans may each get their own cut of the $50 million in recreational pot taxes collected in the first year of legal weed. It's a situation so bizarre that it's gotten Republicans and Democrats, for once, to agree on a tax issue.

Even some pot shoppers are surprised Colorado may not keep the taxes that were promised to go toward school construction when voters legalized marijuana in 2012.

Prehistoric High Times: Early Humans Used Magic Mushrooms, Opium

Opium, "magic" mushrooms and other psychoactive substances have been used since prehistoric times all over the world, according to a new review of archaeological findings.

The evidence shows that people have been consuming psychoactive substances for centuries, or even millennia, in many regions of the world, said Elisa Guerra-Doce, an associate professor of prehistory at the University of Valladolid in Spain, who wrote the review.

Guerra-Doce's previous research showed the use of psychoactive substances in prehistoric Eurasia. The new review "brings together datarelated to the early use of drug plants and fermented beverages all over the world," Guerra-Doce told Live Science.

2014-2015 Calendar Changes for Wicomico Schools on March 31, April 7

Wicomico County Public Schools will make two adjustments to the 2014-2015 school calendar to make up the school day lost on Jan. 14 due to snowy and icy conditions. Families are asked to please note these changes and contact their student’s school with any questions.
  • Tuesday, March 31: This day will be an early dismissal day for students, with schools dismissing two hours early. This had been scheduled to be a full school day, but early dismissal will provide teachers with time needed to work on requirements for meeting their Student Learning Objectives (SLOs); this task would have been part of the professional day on April 7.
  • Tuesday, April 7: This day will now be a regular school day for Wicomico students and staff. April 7 had been scheduled as a professional day, with part of the day for SLOs. Now, teachers will have time on March 31 to work on their SLOs.
Wicomico schools will be closed as planned April 1-6 for the spring holiday break. (The Central Office and school offices will be open April 1 and 2, and closed April 3 and 6.) With these changes, the school year will still end for students on Wednesday, June 10 as scheduled. An additional day for staff members will be added at end of the school year.
The school system is aware that some families may already have made plans for April 7, and that some students may be not be able to attend that day. Upon the student’s return to school, a parent or guardian must provide a note stating the reason for the absence in order for the absence to be excused. Students are allowed to make up work that they miss on an excused absence day.

Scientists Discover 'Reset' Button For Brain's Biological Clock

There's a master "circadian clock" in your brain that maintains your rhythms of sleeping and waking -- and for the first time, scientists may have found a way to control it.

Researchers at Vanderbilt University have discovered a "reset" button for this biological clock, which could pave the way for more effective treatments for seasonal affective disorder (SAD), jet lag and some of the negative health effects of shift work.

The biological clock is located in the brain's suprachiasmatic nucleus (SCN) -- a tiny region within the hypothalamus, a section of the brain that controls hormone production. The SCN maintains a 24-hour cycle of rest and activity that helps us figure out when we should be eating and sleeping. The cycle is also linked to biological activities like hormone regulation, brain wave activity and cell regeneration. And while these rhythms are regulated in the brain, they're affected by external cues like light and temperature.

NYPD cop charged with stomping man’s head

A Brooklyn man seen on video getting stomped by a city cop thanked prosecutors Tuesday for bringing criminal charges against the offending officer.

Joel Edouard, 37, was slapped with misdemeanor assault for allegedly kicking a subdued Jahmiel Cuffee during a marijuana-related arrest in July.

“I’m very grateful to the Brooklyn District Attorney’s office for taking the initiative to hold this individual accountable,” Cuffee, 32, a carpenter who lives in Bedford-Stuyvesant, told the Daily News.

He is seen on a cellphone video tussling with cops when Edouard momentarily pulls out a gun and later stomps his head as angry onlookers yell and gasp.

The officer’s lawyer Stephen Worth claimed his client was acting in the context of “an extended period of resisting arrest by the individual, Mr. Cuffee” and has committed no crime.

Soldier who flew with Brian Williams tells his side of the story

Soldiers who flew with NBC anchor Brian Williams in Iraq in 2003 - when he falsely claimed he was on a helicopter when it was hit by enemy fire - have slammed his lies.

Williams was forced to apologize on air and on Facebook on Wednesday after the group of soldiers accused him of lying about the crash in a segment on the Nightly News on Friday.

While a helicopter was forced to land after being hit that day, it was not carrying Williams. He was in a separate aircraft more than half an hour behind that landed without incident.

'He was actually on my aircraft and we came in behind [the other helicopter] about 30-45 minutes later,' Sgt. 1st Class Joseph Miller, the flight engineer on the helicopter that carried the journalists, wrote on Facebook after NBC shared a link to Williams' story.

5 Convicted, 3 Acquitted In City Jail Corruption Case

Five people were convicted in a massive jailhouse corruption scheme where gang leaders ruled the institution, directed crimes inside and outside the walls, dealt drugs and impregnated guards, federal prosecutors said Thursday.

Vickie LeDuc, a spokeswoman for the U.S. attorney's office in Baltimore, said a federal jury convicted two Baltimore City Detention Center guards, Ashley Newton and Travis Paylor; two inmates, Joseph Young and Russell Carrington, and a jail kitchen worker, Michelle McNair, for their role in a racketeering conspiracy.

Three other corrections officers were acquitted.

The defendants were part of a sweeping 44-person indictment handed down in 2013. Thirty-five people pleaded guilty, including Tavon "Bulldog" White, whom prosecutors described as a Black Guerilla Family gang commander and the architect of the conspiracy.

King Abdullah To Personally Lead Airstrikes Against ISIS While King Barack Golfs

Jordan’s King Abdullah, a trained pilot, could lead revenge airstrikes on Islamic State himself, it has been revealed.

The monarch may personally take part in bombing raids on extremist strongholds on Thursday, according to reports in Arabic-language newspapers.

It comes after the former general told members of Congress that he was ready to exact a blistering revenge against the ISIS terror army for the brutal execution of military pilot Moaz al-Kassasbeh – and he quoted a Clint Eastwood movie character to make his point.

According to the dailycaller, reports have emerged suggesting he could take part in airstrikes on ISIS targets today.

California Republican Rep. Duncan Hunter told theWashington Examiner that the king quoted the scene where Eastwood’s character announces his plan for retribution.

As a series of ex-soldiers come forward to criticize Brian Williams for his ‘stolen valor’ Iraq war story, it is being reported that top level executives at NBC News had known the tale was fake and had been begging the newscaster for years to stop repeating it.

Williams is at a center of a media firestorm after he was found out for embellishing an old war story about being in a helicopter hit by a grenade during the Iraq war in 2003.

The newscaster acted swiftly on Wednesday night to attempt to diffuse the situation by apologizing during his Nightly News show, but since then a series of ex-soldiers have come forward to criticize Williams ‘half-hearted’ apology.

Doctor Says Mother's Prayer Restarted Dead Boy's Heart

When rescuers arrived to Missouri's Lake Sainte Louise on Jan. 19 after reports that three 14-year-old boys had fallen through the ice, John Smith had already been underwater for 15 minutes.

The St. Louis Post-Dispatch reports he was taken to a hospital with no pulse, and while his companions were treated for hypothermia, staff performed CPR on John for 27 minutes.

"He was dead for 45 minutes," Dr. Kent Sutterer told KSDK. There was a "very poor chance of survival." But when the doctor called John's mom into the room, "she started praying loudly," he says.

Adds Joyce Smith, "I don't remember what all I said. But I remember, 'Holy God, please send your Holy Spirit to save my son.' ... All of a sudden I heard them saying, 'We got a pulse, we got a pulse...'"

Bobby Brown today insisted his daughter Bobbi Kristina's life-support machine has not been switched off as her family held a vigil at her bedside.

The 21-year-old daughter of Whitney Houston was found face down in a bath-tub at the Roswell, Georgia townhouse she shared with partner Nick Gordon on Saturday.

Brown, whose birthday is today, is at Emory University Hospital in Atlanta hospital with friends and relatives.

After tracking the booze habits and health of nearly 15,000 people over 25 years, researchers found that men who had seven drinks per week were 20 percent less likely to experience heart failure than those who don’t drink.

While the findings are significant, they don't necessarily prove that alcohol protects your heart, says study author Scott Solomon, M.D., a professor of medicine at Harvard Medical School. It could just be that casual drinkers lead healthier lifestyles, he says.

Troopers Investigate a Vehicle Versus Train Crash, Georgetown

Georgetown, DE - The Delaware State Police are currently investigating a crash involving a car striking a moving train.

The incident occurred around 8:10 p.m. Thursday February 5, 2015 as 45 year old Lewes man was operating a 2003 Hyundai Sonata westbound on Park Avenue (US9-Truck Route) approaching the railroad tracks east of South Bedford Street. A northbound Norfolk-Southern train with two engines and 79 cars attached was already crossing the roadway with the flashing red signals activated, when the Sonata failed to stop in time. The vehicle struck the wheels of one of the train cars causing the vehicle to spin clockwise and travel off the north side of the roadway where it struck and sheered a telephone pole before coming to a stop. The locomotive and its cars were able to come to a stop without derailment just north of Park Avenue.

The 45 year old male was properly restrained and uninjured in the collision.

None of the personnel on the train were injured in the collision.

Troopers are continuing their investigation into this incident and charges are pending on behalf of the vehicle operator. Park Avenue between South Bedford Road and Cedar is currently closed while electrical crews reset a pole and the train is inspected.
