Well lookee here — there’s news about JCPenney and for once, the company isn’t on the losing end of the stick. A judge ruled today against Macy’s request to extend an injunction that barred JCPenney from selling Martha Stewart designs in its stores. The ruling means JCPenney can peddle Martha’s wares (temporarily), as long as the products don’t have her name on them.

Jury Awards $90 Million In Prince George’s County Wrongful-Death Case
A Prince George’s County Circuit Court jury has awarded $90 million to the family of a 13-year-old girl who died four years ago after she was struck by a car while trying to catch a school bus.
The family of Ashley Davis, who was a freshman at Crossland High School, sued the Prince George’s County Board of Education after she succumbed to her injuries two weeks after the Sept. 1, 2009, crash. A six-member jury handed down the wrongful-death verdict — one of the largest in the court’s history — this month.
Davis was walking across Brinkley Road near Fisher Road in Temple Hills when a Lincoln Continental traveling east struck her, then hit a minivan and then a 17-year-old boy walking on the opposite side of the street, police said in initial reports about the two-car crash.

Maryland Regulators Begin Hearing Pepco Rate Case
Maryland utility regulators say they have set aside 10 days to hear a rate increase request from Pepco.
Testimony before the Maryland Public Service Commission begins Monday and runs through Friday. Four more days are scheduled next week and the final day is April 29.
Pepco asked the commission late last year for an increase that would add about $7 a month to the average residential bill. The utility also asked to impose a surcharge of about $1 a month starting in 2014.

Comptroller: Paper Free Tax Filing Expected In Few Years
Maryland's Comptroller says more and more taxpayers are filing their taxes electronically and he expects in a few years it will be a paper free system.
Peter Franchot tells WBAL's Bryan Nehman on Maryland's Morning News that there have been about two million tax returns filed so far and he expects another 800-thousand to trickle in and extensions filed as the midnight deadline approaches.
Franchot says the state usually refunds about $2 billion each year.

For all the talk of the Social Security system running out of money, it is well established that raising or eliminating the cap on the wages subject to payroll taxes would guarantee a healthy Social Security system for many decades, and do so without cutting benefits or raising the retirement age.
Public support for elimination of the payroll tax cap is high. According to a National Academy of Social Insurance Survey conducted in 2012, 68 percent of Americans favor eliminating the cap.
Only the top 5.2 percent income earners would pay more in payroll taxes if the cap were completely eliminated; if the cap were eliminated for income over $250,000, only the wealthiest 1.3 percent would pay more. Both estimates come from the Center for Economic and Policy Research.

Civilian Furloughs
Senior defense officials have again lowered their estimate of how many days civilian employees will be furloughed. The latest guess is seven days. Earlier they said 22 days, then cut that to 14 days. The officials told the Associated Press, it's possible no furloughs will be required because of sequestration. That's because the 2013 spending bill enacted in March gives the Defense Department the flexibility it needs to avoid them. The Navy was the first of the armed services to say it would try to skip furloughs entirely. But the Pentagon wants any furloughs to fall equally across all defense components.

Rehoboth Beach- A crash late yesterday evening has left the Taco Bell, 19010 Costal Highway, unable to be occupied until structural repairs are made.
The incident occurred at 11:44 p.m. as Gregory Pflug, 60, drove his 2011 Honda Pilot through the Taco Bell drive through. As he left the drive through and began to drive around the building, he accelerated suddenly, and drove over a flower bed, through an outdoor seating area, and into the northeast corner of the building. Pflug then exited his vehicle and fled on foot, but was followed by witnesses and quickly apprehended by Troopers responding to the crash.
No one was injured during this incident. Pflug was issued a traffic summons for driving a vehicle under the influence of alcohol, failing to have insurance identification in possession, speed exhibition, leaving the scene of a property damage crash, and failing to provide information at the scene of a property damage crash. An inspection of the Taco Bell revealed the crash left the building unable to be occupied safely.

Let’s say that rates of ADHD diagnoses among kids in America are continually rising. Let’s say that stimulant medication use — both prescribed by doctors, and as the result of illegal trade with friends — is on the rise, too. What do we make of that information? What do we do with it? In particular, how do we use it to improve children’s and teenagers’ lives?
The answers speak volumes about where we are as a society and where we ought to be headed.
The default response, every time we get news about any sort of uptick in the diagnosis and treatment of children’s mental disorders, is to issue condemnations of bad parents, bad doctors, bad teachers, and bad schools. (Not to mention big bad pharma, of course, which, it seems, will never rise from the bed of nails it has built for itself over the years.)
The answers speak volumes about where we are as a society and where we ought to be headed.

I believe you knew about the Westside Intermediate School Destination Imagination team (The D.I. Funky Monkeys) that chose to have a fundraiser for Brooke Mulford as their D.I. Reel to Reel challenge for this year's competition. We would like you to know that this first year D.I. team of 3rd and 4th grade students not only won first place at the State competition at UMBC yesterday out of 21 Maryland teams in that challenge (and are heading to the D.I. Global competition in Knoxville, TN in May!), but they also won the coveted "Spirit of D.I." award and received a standing ovation at the awards ceremony at UMBC from all the teams that participated. Their presentation touched the hearts of so many people, and they did a magnificent job! We are so proud of these children, and hope to help them raise enough money to go to Globals. As Brooke was their inspiration and remains a special friend to the children at WIS, we are hoping that she can also go to the Globals in Tennessee to see the D.I. Funky Monkeys' presentation. We would just like you to share with the community this beautiful story, if you will.

EASTON -- A symposium to educate the public on the economic impact the commercial fishing industry brings to Maryland will be held at 1 p.m. Thursday, April 18, in the Rufus M. and Loraine Hall Todd Performing Arts Center at the Wye Mills campus of Chesapeake College.
The event, Maryland Watermen's Symposium, is put on by the Chesapeake Bay Commercial Fishermen's Association in conjunction with Comptroller Peter Franchot's office.
The symposium is free and open to the public.

I was pleased to shake your hand today. Seemed fortuitous since I was browsing the aisles, thinking about why you are not the new mayor of SBY, seriously.
And I think it's the same, or similar, reason that Obama was re-elected. Most of the public just doesn't vote. Why not? And for the rest that DO vote, they vote for for free stuff. Why?
I think it's the growing SCARCITY MENTALITY. What I mean is that everyone believes that the world is a zero sum economy.... that they can't get more without taking.
What I see from you, Joe, and what I believe myself, is that wealth can be created. ABUNDANCE is there for those willing to work for it. Some accused you of wanting to improve downtown so your property values would increase. I said, "SO WHAT." If the entire downtown improved and you had some benefit from that, why is that a problem?
It begs the question... "What is the solution now." I don't know. I'm not a leader, but I think I am a good example. I seek to be the change I want in the world. That's what I feel I have control over.
Your opponent based his campaign on negativity and you did the opposite. What you did is less effective, but I noticed.
I will not be a passive observer. I will not be a fence sitter. I know what's right. I know what's good.

Alex Guerrero Dominates Yet Another Professional Win In Salisbury
Each bout was extremely enjoyable to watch but none more enjoyable than Alex Guerrero fighting an almost perfect 10 rounds and barely getting touched by his opponent.
Let me assure you, this was no gimme match. Alex defended himself almost perfectly throughout the bout proving he is one of the very best in his weight class and extremely difficult to beat.
While the crowd was much smaller than his younger brother Fernando's matches at the Civic Center, those who attended got their moneys worth.
It was unfortunate Friday evening when I watched the local news and there was absolutely nothing on air to promote the fight. While I have heard numerous times that Salisbury News doesn't cover enough local events, perhaps those complaining should take another look at the rest of the main stream media not covering such events. At least we promoted it and the proof was in all of those people who attended that follow Salisbury News.
