CAMPUS SAFETY BULLETIN OFF-CAMPUS ROBBERY
On March 26, 2009 at approximately 9:10 a.m., a Salisbury University student was robbed near the intersection of College Ave and Smith Street. The offender was apprehended a short time later, and transported to the Wicomico County Detention Center for booking by the Salisbury Police Department.
I would like to remind our campus community that crimes can occur anywhere at anytime. Individuals should always be attentive to their surroundings, and remain alert to the potential ill-intent of others nearby.
Please review and consider the following street robbery tips:
1. Try to remain calm. Do not resist. Consider the robber dangerous.
2. In most cases, the robber only wants your valuables/money and is not there
to hurt you.
3. Assume the robber is armed, even if you don't see a weapon.
4. If a weapon is displayed, consider it to be real and loaded.
5. Do only what the robber tells you. If you don't understand, tell the robber.
6. Attempt to get a good, complete description of the robber, - taking note of unique and unusual characteristics.
7. Your main goal is to survive!
8. Don't resist and fight with the assailant unless it is evident that your
life is in danger.
9. Remember--your valuables can be replaced, - your life can't.
Report all crimes and any suspicious persons immediately to the police. If possible, use a cellular phone to call 911 while maintaining visual observation of the subject(s).

On March 24, 2009 at approximately 4:23 pm, Officers of the Salisbury Police Department were on routine patrol in the area of West Railroad Avenue and observed the below listed suspect trespassing on posted property. The officers met with the suspect who fled from the officers on foot. The officers caught the suspect after a brief foot chase and found that the suspect was wanted on an outstanding Wicomico County Circuit Court Bench Warrant for failing to appear for a Violation of Probation hearing.

Wilmington- Thanks to media coverage and the public getting involved, the suspect at the center of the below included news release has been identified and warrants have been obtained.
Investigators have warrants on file for Ms. Amanda Baffone, 26, of Golding Court in Hockessin. She has agreed to turn herself in on the single charge of Shoplifting (misdemeanor) in the days to come.
The Delaware State Police appreciates the involvement of all those who helped in this case.

Chelsea Estates Man Charged In Major Drug Bust
Location of Incident: Unit block of Louise Road, Chelsea Estates, New Castle, Delaware, New Castle CountyDate and Time of Occurrence: March 19th, 2009, at approximately 6:50 p.m.
Suspect(s): Damien J. August, 41, of Louise Road, New Castle, Delaware
Resume: Members of the Delaware State Police New Castle County Drug Unit have completed a narcotics investigation and arrested a Chelsea Estates man for his part in the sale and distribution of drugs in our area.
Since December of 2008, members of the drug have focused their attention on Damien J. August. Through the fruits of their investigation, detectives were able to obtain a search warrant for August’s home. In the early evening of March 19th, officers conducted a motor vehicle stop as August was leaving his home in his 2005 Dodge Ram pick-up truck. With him safely in custody, officers returned to his home where the search warrant was executed.
The following items were seized:
Approximately 801.1 grams of powder cocaine
Approximately 380.4 grams of packaged marijuana
17.5 Xanax pills
$17,934.00 in U.S. Currency
One (1) 1990 Harley Davidson motorcycle
One (1) 2001 Indian motorcycle
One (1) 2008 Harley Davidson motorcycle
One (1) 2005 Dodge Ram truck
Damien August was formally charged on March 20th with Trafficking Cocaine (felony), Possession with the Intent to Deliver Cocaine (felony), Possession with the Intent to Deliver Marijuana (felony), Maintaining a Dwelling for Keeping Narcotics (felony), Maintaining a Vehicle for Keeping Narcotics (felony), Possession of Narcotics (misdemeanor) and Possession of Drug Paraphernalia (misdemeanor).
August was committed to the Howard Young Correctional Institute in lieu of $1.6 million dollars bail.

Selbyville Robbery Suspect Identified And Arrested
Location of Incident: 37000 block of Bearhole Road in Selbyville, Delaware, Sussex County
Date and Time of Occurrence: March 25th, 2009, at approximately 3:14 p.m.
Suspect(s): William J. Wingle, II, 20, of Johnson Road in Selbyville, Delaware
Resume: On Wednesday afternoon, Troopers were called to a home along the 37000 block of Bearhole Road in Selbyville for a reported robbery / burglary. Investigators learned that a 50-year-old victim came home, and when he entered his residence, he was confronted by an unknown male.
The suspect approached the victim and kneed him in the groin area causing the victim to fall to the floor. The suspect then punched the victim, and while the victim was in pain, the suspect fled the home in an unknown direction.
The homeowner called 911 and waited for a police response. An inventory of the home revealed the suspect had stolen jewelry in this caper.
Investigative developments led to a possible suspect named William Tingle. Tingle was then identified through a photo line-up and warrants were obtained.
Late yesterday evening, Troopers located William Tingle at his residence. He was taken into custody without incident and transported back to Troop 4 for processing.
Tingle was formally charged with Robbery 1st (felony), Burglary 2nd (felony) and Criminal Mischief (misdemeanor). He was committed to the Sussex Correctional Institute in lieu of a $36,000.00 cash bail.

Then ... You receive a letter from a nationally recognized firm that they would like to talk to you about managing that new WWTP. They think that they can save the ratepayers of your city some of their hard earned coin. They can handle the overall management of the plant as well as the day to day operation and maintenance of that facility.

Monthly Message From Dr. John Fredericksen, Superintendent Of Schools
I’m John Fredericksen, superintendent of Wicomico County Public Schools. For my March 2009 Superintendent’s Message, and I will focus on three important topics: budget, HSA and MSA tests, and school activities.
I cover these topics in this month’s video web message, which you can view by clicking on the Superintendent box on the home page. My comments in the video are summarized below.
Budget:
The Wicomico County Board of Education has approved the proposed consolidated current expense budget for fiscal 2009-2010. This proposed budget has been submitted to the County Executive. As we move toward having a final budget by June 30, we anticipate some positive results from the Thornton formula. The Thornton formula is the key to education funding in the state of Maryland, and through Thornton Wicomico expects to receive $5.8 million in new funds for the 2009-10 school year.
That funding increase is primarily driven by the school system’s rising enrollment, a growing percentage of students qualifying for free and reduced meals, and costs for special education services. This $5.8 million is dependent upon the county providing maintenance of effort funding in the amount of $577,056. The County Council has virtually always supported the school system’s budget with maintenance of effort funding. We look forward to working with County Executive Rick Pollitt and the Wicomico County Council on the budget for the next fiscal year.
The school system is pleased and excited to have an entirely new revenue source for public education, and that is the federal stimulus money coming out of Washington, D.C. This stimulus money will come in three important areas: Title I, Special Education, and technology.
Title I allocations are provided to elementary schools based on their percentages of students qualifying for free or reduced meals. Supplemental services are provided for students based on instructional needs in math and reading. Targeted Title I schools serve students identified through multiple criteria, while schoolwide programs may serve all students. The federal stimulus plan will bring approximately $2.6 million in additional funding for Title I programs for the next two years. We are excited about the additional learning opportunities this will provide for our students.
The second area receiving federal stimulus funding is Special Education, which will receive an additional $1.7 million each of the next two years. Again, we are looking forward to helping these students achieve the very best they can.
The third funding area, technology, will receive substantially less money, but we are pleased that the school system will receive approximately $100,000 per year for the next two years for technology, services and tools for our students to use.
We anticipate that this total of about $3.8 million per year for two years will do a great deal to help our students achieve and will also provide jobs in our communities, one of the main goals of the federal economic stimulus plan.
HSAs and MSAs:
The High School Assessments (HSAs) and Maryland School Assessments (MSAs) are important tests for our students and schools, and in the case of MSA, the tests are happening this month. In Grades 3-8 they will be assessed on reading and mathematics skills (March 17-18 MSA Reading, grades 3-8; March 19-20 MSA Math, grades 6-8; March 24-25 MSA Math, grades 3-5). Through the MSA, we will be looking at our students’ performance in comparison with their peers across the state, as well as how their MSA scores match up with their other work here in Wicomico County.
The next administration of the HSAs will be April 20-23 for seniors who must still meet the state’s HSA requirement to graduate this spring. The HSA tests are in the areas of English, Algebra, Government and Biology. These are critical tests. If you know a student who is planning to graduate this spring, please ask how the student is doing with the HSAs. Every student – and every parent or guardian -- should know the student’s status with regard to the HSAs.
About 89 percent of Wicomico students have passed the HSAs and a ready for commencement. Approximately 102 students are still working to meet this goal, and the number drops almost daily. Please help them understand the importance of meeting this state graduation requirement and encourage them as they work to meet the requirement through Saturday Academy, regular day-time classes that we provide for students who need assistance in this important area, Bridge projects and the April retesting.
Activities:
School activities are critically important for the success of our students. Both research and personal experience show us that academic performance generally thrives when a young person is involved in school activities, whether that be an athletic team, music or other fine arts, debate or mock trial, or one of the many other clubs and organizations that schools offer. Please encourage your children or grandchildren to participate in whatever interests them – the arts, athletics, speech, service clubs or one of the many other opportunities students have at school. Involvement in these activities helps students learn leadership, build personal and teamwork skills, and develop a kind of school connectedness that goes beyond what they learn in the classroom.

Involvement in these activities helps students learn leadership, build personal and teamwork skills, and develop a kind of school connectedness that goes beyond what they learn in the classroom.
BARRIE & GARY: STOP SCAMMING SALISBURY!
Even if Comegys were not running for mayor, the misrepresentation and cover-up of the latest debacle at the waste water treatment plant that he and Barrie Tilghman perpetrated for many months – until it was exposed this week – is unethical if not also unlawful. And now there’s yet another effort to scam the voters in the upcoming City election.
In Barrie’s hasty attempt to do damage control on the WWTP in another of her absurd media events, she very predictably blamed this blog for publishing “privileged” material that was “leaked” by Debbie Campbell and Terry Cohen [Ms. Cohen was not involved in any activity of the kind]. When it was pointed out that the material was not designated confidential, she attempted to claim that the City Attorney had advised the Council members that it was privileged. But that charade died in birth – Paul Wilber, who knows that lying to support a client can jeopardize a lawyer’s license, remained mute when asked to confirm Barrie’s fabrication. For once let’s commend him for doing the right thing.
What makes Barrie’s antics in her one-ring circus truly asinine is her statement that she was going to reveal the entire situation at the WWTP “in the first week in April,” the suggestion being that this would have happened before the election to be held on April 7. But, if (as Barrie has said) disclosing the information could harm the City’s claim for damages reimbursement, why would Barrie do so? The answer, of course, is that it is not potentially harmful in that regard. The documents that were “leaked” contain nothing that the parties involved in the design and construction of the WWTP do not already know or would learn in the course of litigation or arbitration proceedings.
It’s also obvious that Barrie and Gary had no intention of making any disclosure whatsoever before the upcoming general election. On the day before the recent primary election, in a “public affairs” program that ran on WICO, they touted the WWTP upgrade as a major accomplishment. Ten days later, in her State of the City speech, Barrie boasted that “the upgrade and expansion of the Waste Water Treatment Plant was substantially completed in 2008.” In neither instance did they mention that it still cannot be operated as intended or that the City has “suspended” the project engineer (O’Brien & Gere) and has retained a special consultant to remedy the non-functional system that has cost some $80 Million to design and build.
That Gary Comegys is once again complicit with Barrie in scamming Salisbury is further proof that, if elected on April 7th, his tenure as mayor would be more of the same.

Ed Freeman is coming for you. He's not Medi-Vac, so it's not his job, but he's flying his Huey down into the machine gun fire, after the Medi-Vacs were ordered not to come. He's coming anyway.
And he drops it in, and sits there in the machine gun fire, as they load 2 or 3 of you on board. Then he flies you up and out through the gunfire, to the Doctors and Nurses.
And, he kept coming back.... 13 more times..... And took about 30 of you and your buddies out, who would never have gotten out.

Retiring Chief David See Goes To Las Vegas On The City Of Salisbury Taxpayers
Oh yeah, the man is retiring and the City not only sent him to Las Vegas for a week, he's there on a "Urban Wild Fire Conference."
Can anyone please tell me the last time we experienced an Urban Wildfire? Now wait a minute, I'm not through. The City, (YOU) are also sending him to Indianapolis next month for another get away, even though his services will no longer be needed or available after his retirement on April 15th. Gordo was heading there as well but backed out because there's been way too much pressure on him on the Blogs.
Yeah, this is news Gary Comegys and Barrie Tilghman didn't want exposed either. Hey, maybe she'll get stupid again and call another Press Conference defending why it's all the Blogs fault that more CONFIDENTIAL information leaked out.
Is this how you want your City Business run Folks? Why not send Hoppes instead? Oh, what am I talking about. That would actually make sense and NOT look like the City was giving a personal perk to its FOB Employees. I'd like her to explain this one when we're in Court at the end of April.
Too Busy For A Friend?
One day a teacher asked her students to list the names of the other students in the room on two sheets of paper, leaving a space between each name.
Then she told them to think of the nicest thing they could say about each of their classmates and write it down.
It took the remainder of the class period to finish their assignment, and as the students left the room, each one handed in the papers.
That Saturday, the teacher wrote down the name of each student on a separate sheet of paper, and listed what everyone else had said about that individual.
On Monday she gave each student his or her list. Before long, the entire class was smiling. 'Really?' she heard whispered. 'I never knew that I meant anything to anyone!' and, 'I didn't know others liked me so much,' were most of the comments.
No one ever mentioned those papers in class again. She never knew if they discussed them after class or with their parents, but it didn't matter. The exercise had accomplished its purpose. The students were happy with themselves and one another. That group of students moved on.
Several years later, one of the students was killed in Viet n am and his teacher attended the funeral of that special student. She had never seen a serviceman in a military coffin before. He looked so handsome, so mature.
The church was packed with his friends. One by one those who loved him took a last walk by the coffin. The teacher was the last one to bless the coffin.
As she stood there, one of the soldiers who acted as pallbearer came up to her. 'Were you Mark's math teacher?' he asked. She nodded: 'yes.' Then he said: 'Mark talked about you a lot.'
After the funeral, most of Mark's former classmates went together to a luncheon.
Mark's mother and father were there, obviously waiting to speak with his teacher.
'We want to show you something,' his father said, taking a wallet out of his
pocket 'They found this on Mark when he was killed. We thought you might recognize it.'
Opening the billfold, he carefully removed two worn pieces of notebook paper that
had obviously been taped, folded and refolded many times. The teacher knew without looking that the papers were the ones on which she had listed all the good things each of Mark's classmates had said about him.
'Thank you so much for doing that,' Mark's mother said. 'As you can see, Mark
treasured it.'
All of Mark's former classmates started to gather around. Charlie smiled rather
sheepishly and said, 'I still have my list. It's in the top drawer of my desk at home.'
Chuck's wife said, 'Chuck asked me to put his in our wedding album.'
I have mine too,' Marilyn said. 'It's in my diary'
Then Vicki, another classmate, reached into her pocketbook, took out her wallet

Perspective
A little girl walked to and from school daily. Though the weather that morning was questionable and clouds were forming, she made her daily trek to the elementary school.
As the afternoon progressed, the winds whipped up, along with lightning. The mother of the little girl felt concerned that her daughter would be frightened as she walked home from school and she feared the electrical storm might harm her child. Full of concern, the mother quickly got into her car and drove along the route to her child's school.
As she did she saw her little girl walking along. At each flash of lightning, the child would stop, look up, and smile. Another and another flash of lighting followed quickly and with each the little girl would look at the streak of light and smile.
When the mother's car drew up beside the child she lowered the window and called to her "What are you doing?"
The child answered "I am trying to look pretty because God keeps taking my picture."

Wicomico Students Excel in Maryland SkillsUSA Competition
Five Students Headed to National Contest
Five Wicomico students finished first in their skill areas in the 36th annual Maryland SkillsUSA Contest, qualifying to compete in the National SkillsUSA Championships in Kansas City this summer.
The SkillsUSA competition took place during the SkillsUSA Maryland Annual State Leadership Conference March 21-22. Nicollette Parsons, a Parkside junior, was sworn in as the Maryland SkillsUSA president. The organization represents more than 5,000 students across the state.
Jim Maynard Sr., advisor for the SkillsUSA chapter at Parkside CTE, was named the Maryland SkillsUSA Advisor of the Year and is one of four finalists for the honor of National SkillsUSA Advisor of the Year.
Wicomico students swept the gold, silver and bronze medals in both Electronics Technology and Electronics Applications, once again proving that Wicomico County's electronics students receive outstanding education and training from instructor David Miles, said Bryan Ashby, supervisor of Career & Technology Education. In addition, Parkside CTE graduate Spencer Crockett, a student at Wor-Wic Community College, finished first in post-secondary competition in Electronics Technology. Alex Stevenson, a 2008 graduate of Parkside CTE, won first place in the nation in both Electronics Technology and Electronics Applications in 2007 and 2008.
A three-man team also brought back Wicomico's first state gold medal in Welding Fabrication.
The following students finished first in their skills areas and qualified to compete in the National SkillsUSA Championships in Kansas City this June. The 2009 Gold Medal winners were:

Forty-five students from the Department of Career & Technology Education at Parkside High School finished in the top three in local competition and advanced to the state SkillsUSA Championships, held at the University of Maryland Baltimore County last weekend. More than 1,000 students from throughout Maryland competed for state recognition and honors in technical and leadership competitions.
Nationally, SkillsUSA serves more than 300,000 CTE students and professional members enrolled in trade, technical, and skilled-service occupations, including the allied health professions.
Five Wicomico students finished first in their skill areas in the 36th annual Maryland SkillsUSA Contest, qualifying to compete in the National SkillsUSA Championships in Kansas City this summer.
The SkillsUSA competition took place during the SkillsUSA Maryland Annual State Leadership Conference March 21-22. Nicollette Parsons, a Parkside junior, was sworn in as the Maryland SkillsUSA president. The organization represents more than 5,000 students across the state.
Jim Maynard Sr., advisor for the SkillsUSA chapter at Parkside CTE, was named the Maryland SkillsUSA Advisor of the Year and is one of four finalists for the honor of National SkillsUSA Advisor of the Year.

Wal-Mart Text-Message Hoax Warns Of Gang Initiation
Have no fear, shoppers. Text messages warning of imminent violent gang initiations at local Wal-Marts are a hoax. You shouldn't have any problems lugging out your newly purchased 36 rolls of toilet paper. Late last week, residents in Arkansas and other states received texts that purported to be from the police, reading, "Do not go to Wal-Mart tonight. Something bad could happen. Credible threat to women. Killings possible." Local law enforcement in several areas said they didn't know the origin of the warning and that investigations turned up no credible threats.
