Mayor Tilghman & Chief Webster Better Read This Post Quick

Thanks to an anonymous comment, Salisbury News has come to learn of a very interesting Website referencing the town of Elkton pulling the same crap on the Homeless and it cost the $7,500.00 per person in settlements. Here's the comment with the link to their Site.

"The Mayor of Elkton, Joe Fisona, did something similar. He sent the police in to break up the settlement and they lost whatever personal belongings they had. The ACLU got hold of it and the town, rather than have it go to court, gave each of the homeless a $7,500 settlement.

Incident: First Degree Assault

Location: 1300 block of Middleneck Drive, Salisbury, MD
Suspect: Toneeka Joy Bender, 30, Salisbury, MD
Narrative:

On 16 December 2008
at 12:30 PM, a deputy from the Wicomico County Sheriff’s Office responded to a residence in the 1300 block of Middleneck Drive for the report of an altercation. Upon arrival, the deputy met with a victim who advised that she was visiting at the residence when one of the residents, Toneeka Bender, came home. The victim advised that Bender was upset at the presence of the victim in Bender’s house. Bender allegedly withdrew a semi-automatic handgun and pointed it at the victim. The handgun was forcibly removed from Bender’s hand by a third party at which time a physical assault was perpetrated by Bender on the victim. The victim managed to exit the residence and seek law enforcement assistance.

The investigating Sheriff’s deputy recovered the handgun used in the assault and obtained a warrant for the arrest of Bender. That warrant was served later that same day and Bender was then transferred to Central Booking where she was processed and taken in front of the District Court Commissioner. After an initial appearance, Bender was detained in the Detention Center by the Commissioner on $25,000.00 bond.

Suspect: Thomas Clifford Hosier, 38, Salisbury, MD
Narrative:

On 18 December 2008
at 3:33PM, a deputy from the Wicomico County Sheriff’s office responded to an altercation at a residence in the 29000 block of Naylor Mill Road. Upon arrival, the deputy met with a victim, who claimed to have been assaulted by Thomas Hosier. Investigation revealed that the victim had been involved in a verbal altercation with Hosier that turned physical. Hosier is alleged to have held the victim down on a sofa while attempting to choke the victim. The victim stated that Hosier then retrieved a sawed off shotgun and pointed in directly at the victim’s face while threatening to shoot the victim. Upon the arrival of the deputy, Hosier was gone, but the sawed off shotgun was recovered on the property. The deputy managed to locate Hosier in Delmar, MD where he was placed under arrest.

Hosier was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, hosier was detained in the Detention Center by the Commissioner in lieu of $250,000.00 bond.

BARRIE’S SECRET LEGAL BILL?

"For those who didn’t live here during the first few years of Barrie Tilghman’s tenure as Mayor of Salisbury, a brief bit of history. Immediately upon taking office in May, 1998, she sacked then Police Chief Dykes. To perform an investigation and represent the City in regard to his possible claims she asked the City Council to approve the Miles & Stockbridge law firm, which it did on June 5, 1998. In July 1998, after the City and Chief Dykes had reached a negotiated settlement for his resignation, Miles & Stockbridge submitted a bill in the sum of $48,176.30, which the Council approved.

Most if not all of the Council members thought that was the end of the matter for which it had approved the use of that law firm, but they were mistaken. And for a protracted period they were ignorant of what happened next.

It seems that Barrie Tilghman asked Miles & Stockbridge to perform additional services without notifying the Council. Among other things, Miles & Stockbridge prepared a formal report that was submitted to the Attorney General of Maryland, Joseph Curran. For a number of months no bills for its services were submitted to the City, so the Council remained unaware of what was going on. But, eventually and after some months of no further services, in June of 1999 Miles & Stockbridge submitted a bill for services it had performed from July, 1998 to February, 1999. As far as is known, no action was ever instituted against Chief Dykes.

So why were the additional services performed after Chief Dykes had resigned? It is believed that much of the work was performed at Barrie’s request to fabricate a facade upon which to posture in public that she had been right in firing Chief Dykes – an action that was widely criticized in light of his outstanding record of diligent service to the City of Salisbury. Some speculate that she was trying to have him indicted on criminal charges. In explaining her conduct, although he had released the City of liability (as part of that negotiated settlement), Barrie stated that the City had to be prepared to defend a suit by him.

On October 11, 1999 the City Council rejected the second bill submitted by Miles & Stockbridge by a vote of 3 (Palmer Gillis, Wm. Stacey, and Frank Himelright) to 2 (Robert Cannon and Lavonzella Siggers). But that’s not the end of this saga.

Barrie continued to badger the City Council to approve payment of the second bill, and it did so on May 22, 2000, after Gillis, Himelright and Cannon had been replaced on the Council by C. T. Webster, Joseph Scott and Rachel Polk, who had promised during their election campaigns to end the tension that had arisen between Barrie and the Council. By the end of their term on the Council Ms. Polk and Messrs Scott and Webster had fallen out with Barrie Tilghman, and they were replaced in the 2003 election by the so called Dream Team majority of the Council (Dunn, Comegys and Cathcart – that’s another story to be told.

There is an indelible appearance that Barrie Tilghman used City funds in an attempt to impugn Chief Dykes after he had resigned. And it appears that more recently she also used City funds in her vendetta against Stu Lear, which is yet another notable aspect of her tenure as mayor. And what don’t we know about other episodes of the sort that may have occurred during that period?"

Chief Webster, Mayor Tilghman, Bah Humbug!

While we are so close to the heart of the Christmas Holiday, Mayor Barrie Tilghman and Chief Webster have done everything possible to make sure quite a few homeless people have the worst Christmas they have ever experienced. After all, it is an election year, right?

Last weekend the City instructed their Staff to go out to all of the Homeless locations and take everything! Tents, Blankets, Jackets, whatever was there, take it and get rid of it.

One thing you won't see on WMDT, WBOC or the Daily Times is the Homeless problem here in Salisbury, especially this time of year. You see, the MSM wants to deliver you pampered news and not investigative news. The idea, you see, is to take everything they own so they'll get harassed enough they'll simply move on to another area and make their homes there instead, like Fruitland or Delmar, as long as it's not Salisbury.

So let me ask you Folks, how cold has it been these past few days and especially nights? We don't want out PETS in this kind of weather, right? So should we take everything these HUMANS have, including their tents for shelter and treat them like, well, the enemy?

I have complained for years about how this Country works and how screwed up it is. These people, and many hundreds of thousands of others who have become homeless, used to work. They used to pay taxes. They used to own homes. Sadly, many of them fell upon hard times and have NOTHING!

So typical of Barrie Tilghman and her Administration, kick them when they're down. Don't help them better their lives. Nope, that's not NAACP enough. What I mean by that is, they don't have a National Group taking care of them, supporting them and helping them to have pride in who they are again and become a successful part of our society. Instead, take everything they own, freeze them as a punishment and you know what, the Daily Times, WMDT & WBOC certainly won't tell you about it because it doesn't sell ad space.

Salisbury News is a necessity in this community because this is the only place you're going to get reality. Shame on Mayor Tilghman and Chief Webster. If they had a follow up plan, that would have been fine. There is none and these people are simply sh!t out of luck.

So how can we help? Do you have a spare jacket you don't wear any longer? Do you have any blankets or even tents you don't use any more? If so, drop them off to the Salvation Army or the Christian Shelter and help keep these people warm. If we were to look into the future and plan ahead ourselves, we need to give these unfortunate people a place to live. Even if it's a piece of land the City or County owns where they can put up a tend until things turn around, it's something we need to do. Things are going to get a lot worse for ALL of you Folks. Some of you reading this are about to lose their homes as well and could possibly become homeless down the road. Again, we need to network and help one and other because as you can see, we cannot trust or depend on our local government to be compassionate and help us when we're down.

I want to thank all of you who have contacted me about this unfortunate Family. I had to put up another Post because we need to let everyone know that the Family is not looking for any help, respectfully. The attempt here was to get the information out to everyone with the chance that someone saw the truck on the property or even the suspects.

Clearly, all of you have incredibly kind hearts and the Family thanks all of you sincerely. Sadly, the thief's took all of their jewelery and get this, they actually took two gingerbread ornaments they had made off the Christmas Tree, went into the kitchen, poured themselves glasses of milk and ate the ornaments from the tree.

In the very least, the people of Whitehaven will keep a better eye on their community and these people will be caught. So thank you again and Merry Christmas to you all.

You People Are Just UNBELIEVABLE!


We reached out this month asking for help from Volunteers in two of the busiest locations Salisbury has to offer and quite frankly, you people came through. It was a personal goal to see if we couldn't help the Salvation Army run their campaign without having to hire and pay people to ring the bells and they have NOT hired one individual.

When this came about, I had no idea what to expect and quite frankly I was very concerned because, what if it flopped? What if people weren't willing to volunteer and help out? Was I kidding myself knowing thousands of people come to this Site every day, did they really support us? If not, it meant that I would personally have to be at three locations both day and night. When I exposed Kenny Townsend, and I have to say, I struggled with myself over whether to put it out there or not. I expected the Warden to pull the plug on allowing any Work Release people from helping out and being stubborn and cocky I thought, I'll show them, I'll do it myself if I have to.

Well, thanks to ALL of YOU, I have not had to be out there day and night as often as I thought I might, and what many don't realize, (since we only show the North WalMart and Sam's Club) there have been a TON of volunteers who read Salisbury News and called the Salvation Army to volunteer elsewhere. You have no idea how much so many of you have relieved the Salvation Army. It's simply unbelievable.

I have met thousands of people and I have given out literally thousands of Candy Canes to thousands of smiling children. I have watched those less fortunate than many of us put their last dollar in the bucket and they thank ME for what I'm doing. Go Figure! There isn't a bell ringer out there who doesn't talk about how much they love it when the Parents give the children the money and watch them all excited, put it in the red bucket. If I'm repeating myself on this one, forgive me, it's worth repeating. The other day we were at WalMart and a gentleman walked into WalMart with an entire bag full of coins. It turns out there's a machine inside that will count your change and you can collect your money. However, they take 10% of whatever you put in the machine. This young man was so bothered with the 10%, he came walking right back out of that store and walked right up to us and started putting the coins into the bucket. Mind you, this took quite a while as there was not only a lot of money in that bag, the hole to take the money isn't designed to take such large amounts and it took a lot of shaking on the bucket to get it all in. He said, I'd rather give it to the Salvation Army than pay these people 10%.

Then today while I was at Sam's, another fine young man came up with a baggie full of money and once again we took our time getting it all in the bucket. There are so many cool things that have happened while we've been out there but the biggest thing I've come to notice is just how well received and important Salisbury News is to so many. Young, old, male, female, everyone just loves this Blog. Many have said, you know something Joe, I may not agree with you all the time but I thank you for what you do. As much as this Mayor and Chief of Police try to bring me down, as often as the Anti Albero Bloggers say nasty things about my Wife, our family and even our Grandson, they are only a hand full of people while there are thousands more on the other side and I can't thank you enough for sticking with us thorough the tough times.

It most certainly hasn't been easy and it has cost me a whole lot of money to hire lawyers year after year and defend my Wife, Grandson and myself. However, I wasn't going to fold like so many others had in the past because I am determined to make this place a better place for ALL of us to live in. On a slight personal note. I don't want this to be a better place because JOE wants it that way. I experienced the crap you people were going through and I simply did something everyone else wished they could say and do.

In the end, when I reached out for you to give back, man did you people ever come through! This is why Salisbury News has become so successful. Salisbury News is about YOU. It's not about what the Mayor wants you to think it is. It's not about what our advertisers want you to hear. It's about saving animals. It's about helping a young couple find someone who broke into their home and stole the 6 month olds Christmas Presents. It's about helping a Willards Family get back on their feet after a fire destroyed their home and took their child's life. It's about a young man who lost his life to cancer in Pittsville who touched so many hearts and lives. It's about the Salvation Army feeding some 9,000 Families locally at Christmas time and making sure thousands of people have a decent Christmas. It's also about networking with thousands upon thousands of great people from this great Eastern Shore and bringing back what many of us grew up with to start with, faith in one and other.

You better believe we're a group of people who are to be feared. We're feared by Politicians who feed us a line of crap and we're not going to take it any more because we want our communities back. While we're putting our foot down and finally moving in the right direction, we're also networking together to help people in need. The Dirty Dozen started backing and supporting people who were being attacked and even some who were being threatened with their jobs and after hiring attorneys the pressure disappeared.

So while I thank so many of you and regretfully not share ALL of the wonderful people and situations we've covered over the past three years, you get the idea. It's important for all of you to realize that you've actually been helping yourselves. By supporting Salisbury News YOU have become a part of a larger force than the old citizenry the Mayor and so many others steam rolled for so many years. If we continue to support and work with one and other we're going to have what we want. Hopefully that's an open and honest lifestyle that creates a beautiful place for all of us to raise our children. A place we can once again be proud of. We may not be able to control Congress or certain Bailouts but I'll be damned if we can't control what we have right here in the Salisbury area and throughout Wicomico County.

During the national election I admit we supported and promoted the Republican ticket. Some of you loved it, many of you didn't. I heard you when you requested we put up both sides, it took time to find a democrat that would do it. Enter Two Sentz. He promotes what he calls the Blue Truth, he believes in his party and the candidates they put up. Can't fault anyone for that. So now we have both sides of the political coin. He has suffered the writings of the Anti Alberos for contributing to Sbynews. He has held his ground, this speaks volumes about the man. We may not agree but we do agree people have the right to know and make informed decisions.

We heard you when you asked for Classifieds. We heard you when you asked for the history of this area. Just because we don't act as quickly as we'd all like doesn't mean we don't hear you. It takes time to find good people to contribute to a site such as this. This site is about ALL OF US, democrats, republicans, independents and even anarchists. Thanks to all of you for your support all of these years. It hasn't been easy for any of us. We know it hasn't been easy to see the truth out there for everyone to see through our photos or read in our writings. Believe me, it hasn't been easy for me either. I couldn't believe it was as bad as people kept telling me it was until I saw and experienced it for myself. Now that Barrie Tilghman is giving up the throne we can work together at making this the community many of you have come here to enjoy, been here and remember how good it was, most of all we'll all stay here and enjoy the fruits of our labor. Does this mean things will quiet down at Sbynews? When the wrong doings come to an end, we'll quiet down...maybe. LOL

"first I would like to thank all of the law enforcement for their sacrifice and duty, you are greatly appreciated.

as i was driving on rt 13 through the city of salisbury this morning I witnessed something not for the first time but one of many as I am sure many of you have. Two MD state police cars traveling at a high rate of speed in and out of traffic. This would have possibly been acceptable except for the lack of lights and sirens coming from the (emergency) vehicles. I was traveling about 40 or 45 in front of the center of salisbury maybe even 50, lets assume 45 as the two state police cars blew by me I noticed the second had his cell phone to his ear, common practice for all of us I am sure. I figure them to be doing at least 55 to 60 in what I believe to be a 45 mph speed zone. As we approached the intersection of zion rd and n salisbury blvd I would have thought the cruisers would have put on their emergency lights and proceeded through the red light that was before us. Nope, not the case. They pointed at each other and then sat at the light until it changed to green and then proceeded to dodge in and out of traffic again. I was able to follow them through town, and yes I am as guilty as they are of speeding through town, but guess what they didn't even notice that I was following them and a high rate of speed. Possibly because they were more concerned with the cell phone on the one troopers ear and who could keep the lead the longest. I was getting very frustrated with their antics but i was determined to see what exactly the emergency was. By this time (front of the old es adkins building) I thought it was best to slow my speed just so I would not get into an accident. Because of the closeness of the upcoming traffic lights I was able to keep them in my sights, guess where they were going...... to court. Please all of you law enforcement personnel please be careful out there, and remember.. I am watching"

Who Wants To Play Santa?

Remember the story we posted last year about an elderly woman in a wheel chair who had cash stolen from her purse in K-Mart?

The Polk family, adopted at Christmas by several of us last year, has been having an especially hard time in 2008. They reflect upon a house fire earlier this year with gratitude because the family escaped the fire safely, although all of their possessions were lost. They moved back into their home just before the kids started school this Fall. The Grandmother who has continued to suffer serious illness this year is raising her 3 granddaughters ages 11, 15, and 16.

The notice is late to those of you who might want to pitch in a little for Santa, but pride prevented the grandmother from asking for help sooner. In addition to the things that children like to find under the tree, they could also use personal clothing items (socks, and underwear…you know, the stuff that most kids have a funny look on their faces when they unwrap the box). Their favorite colors might be helpful to know:

The 11 year old likes blue;

The 15 year old pink;

And the 16 year old green.

(Salisbury, MD) The free community Health & Wellness Expo is returning to the Wicomico Youth & Civic Center. The Wicomico County Convention & Visitor’s Association and Peninsula Regional Medical Center have partnered once again for this exciting event, which features over 30 free health screenings, entertainment and health-related exhibitors. The 2009 Health & Wellness Expo is scheduled for Friday, March 27 from 5:00pm to 8:00pm and Saturday, March 28 from 8:00am to 4:00pm. The free event is expected to draw close to 5,000 attendees.

Exhibitor applications for booth spaces are currently being accepted for the two-day event. Because one's well-being depends on more than just physical health, event organizers encourage an array of businesses and organizations to participate. On December 14, 2008 at approximately 2:35 am, Officers of the Salisbury Police Department arrested the below listed suspect for selling a quantity of suspected “crack”/cocaine to an undercover police officer in the area of West Main Street.

CHARGES: Possession of cocaine

On December 17, 2008 at approximately 4:00 pm, Officers of the Salisbury Police Department received a call to respond to the Sears Department Store at the Centre at Salisbury for the report of an internal theft. Upon arrival the officers were advised by security personnel that the suspect, an employee, had been observed taking U.S. currency from the cash register. Security personnel had observed the suspect do this a number of times.

On December 18, 2008 at approximately 7:01 pm, Officers of the Salisbury Police Department received a call to respond to Samuel’s Appliances on North Salisbury Boulevard for the report of a theft. Upon arrival it was determined that the below listed suspect had taken a computer from the business without making payment. A description of the suspect’s vehicle was broadcast and the vehicle was located by a Wicomico Co. Sheriff’s Department deputy. The officers made contact with the suspect and received information concerning the stolen computer.

Bigfoot and the nation’s top Monster Trucks will drive into the Wicomico Youth & Civic Center on Friday, January 30 and Saturday, January 31 for three performances on Friday at 7:30pm and Saturday at 2:00pm and 7:30pm. Tickets are on sale now for this spectacular thrill ride brought to you by Checkered Flag Productions.

This year’s Monster Truck Winter Nationals and Thrill Show offers something for everyone with its show stopper ingredients. Last year’s champion Amsoil Shock Therapy along with Equalizer, Hot Tamale, Ragin Rebel and Excalibur will join Big Foot in the arena for side by side racing and freestyle contests. Three lucky spectators will be picked from the audience to judge this year’s Freestyle Contest. Transauras, the ten ton metal mangling, fire breathing, car eating robotic dinosaur will also be a part of the action.

Tickets for the Friday and Saturday 7:30pm performance are $17 for adults and $10 for children 12 and under when purchased in advance. Seats to the Saturday matinee (2:00pm) are $15 for adults and $10 for children 12 and under when purchased in advance. VIP Reserved Seats are available for all three shows. VIP seats are $25 plus fees and include a special Pre-Show Pit Party Pass. Upper level seats are $10 for children and $19 plus fees for adults and only $15 for adults for the Saturday matinee.
