We all know that the Council at that time mad a very bad decision to raise taxes that much. What got the county into trouble was the unwillingness for previous councils to realize and act to raise taxes, which got the county to a point that a large increase was needed. When in the previous years of that bad decision did the county ever raise taxes measurably? Voice made a knee jerk reaction and we are living with the results. How are the things that you...yes you as a main proponent of VOICE, working out? We have a county that has schools that are falling apart and roads that are doing the same. The cuts that the state passed down made the perfect storm. My your own admission, income taxes are not a large part of the budget because of low incomes. Does that mean that we all don't still need the services that we expect local governments to provide? Super right wingers like Joe Holloway and Bob Culver that are NO people are like the councils leading up to the one that made the bad decision for failure to act responsibly. Acting responsibly is realizing what government is supposed to provide and making sure that they do it. What are Joe and Bobs great ideas to get business here? Do they realize that business looks at the community before deciding to invest in it? If the community is unwilling to invest in itself, why should a business? Let's hear ideas...let's hear about all the fat....let's hear how well both of your ideas are working for you. Our County is in such good shape thanks to a revenue cap and executive form of government. That is what is pissing you off. Truth hurts don't it?

Obama's War On Coal Hits States He Won Hardest
Twenty-one coal-fired power plants are slated to close in 2014, and the majority of those are located in states that voted for President Obamain 2008 and 2012, according to analysis of an Energy Information Administration report.
Twelve out of the 21 closing coal plants -- nearly 60 percent -- are located in states Obama carried in his presidential elections: Delaware,Colorado, Illinois, Iowa, Massachusetts, New Jersey, Nevada, Ohio and Pennsylvania. A total of 40 coal-powered generators are being retired.

The Investigators: Dashcam Video Clears NJ Man; Cops Now Indicted
BLOOMFIELD, NJ -- The tale of the police dashcam video has now helped clear a Bloomfield, New Jersey man who faced a multitude of criminal charges, including eluding police and assault.
Investigative Reporter Sarah Wallace obtained the dashcam tapes, and has spoken exclusively with the 30-year old DJ who was looking at years in prison.

Detroit Files Plan To Restructure Debt, Leave Bankruptcy
Detroit's emergency manager filed a plan Friday to restructure the city's $18 billion debt by making cuts to pensions and creditors while offering a blueprint for emerging from the largest municipal bankruptcy in U.S. history.
An early draft of state-appointed Emergency Manager Kevyn Orr's plan called for city pensioners to receive $4.3 billion in payments and bondholders about $1.1 billion during the next 40 years. That draft also detailed plans to help pensioners keep more of what they are owed by using state and private funds to protect against the sale of city-owned art at the Detroit Institute of Arts.
"My advisers and I have now expended many months in negotiations, including within Bankruptcy Court-mandated mediations, with all classes of creditors to get to this point, and we are satisfied with the progress made thus far," Orr said in a statement. "However, there is still much work in front of all of us to continue the recovery from a decades-long downward spiral. We must move swiftly to emerge from bankruptcy so that the financial distress harming the City can end.

LOS ANGELES (CBSLA.com) — State Senator Ron Calderon surrendered to federal authorities Monday prior to his arraignment on bribery charges.
The Montebello politician and his 59-year-old brother, former California State Assembly member Tom M. Calderon, were indicted Thursday on 24 counts of public corruption, Department of Justice spokesman Thom Mrozek said.
According to the 24-count indictment (PDF), Calderon was indicted for mail fraud, wire fraud, honest services fraud, bribery, conspiracy to commit money laundering, money laundering and aiding in the filing of false tax returns.

The falsehood, spread in hushed tones as if it’s a conspiracy theory, is that because campaign emails, press releases, and the campaign website all feature banners with just David Craig and not Jeannie Haddaway that Haddaway is dropping out as Craig’s running mate. The truth is much more innocuous.
If you’ve actually read anything about the way the campaign has been going this year on both sides of the aisle, you know there have been a lot of news stories, and even a lawsuit on the Democratic side of things, related to fundraising prohibitions for candidates who happen to be Maryland General Assembly members while the House and Senate are in session.
That’s exactly what is going on here. The Craig campaign is acting out of an abundance of caution to avoid getting hung up by those laws.
Here’s what a Craig campaign spokesman told me tonight:
It’s because of State Board of Elections requirements on delegates participating in fundraising during session. We will put on the Craig-Haddaway banner for press releases after sine die. If the press releases have the joint banner, someone else in the campaign might use that for e-mail blasts that have a donation link.
Another source close to the Craig campaign points out that the Brown-Ulman campaign is doing the exact same thing. It has to be done because it would be considered coordination.
There’s no conspiracy – just people talking out of their ass with no facts to back up – something that’s all too common from those involved. Maybe instead of spreading lies and libel about people, they should just shut up and get right with God and their personal liability carrier.

For months, it looked like Maryland would barely meet, or even miss, the first enrollment goal for its new health insurance exchange. But it turns out the goal was based on flawed data, and the state’s new goal is one that it has already beat.
Instead of signing up 260,000 Marylanders for private plans or Medicaid during the first enrollment period, as was the original goal, the state is only expected to get 160,000, according to a letter the exchange’s interim executive director received from researchers Friday. So far, sign-ups tally nearly 190,000.
It’s a convenient correction for a state that’s home to one of the lowest performing exchanges in the country, one that is so technically flawed that state officials say they might soon abandon all or part of a system that cost tens of millions dollars to build.

VUU Student Fatally Shot
RICHMOND -- Authorities this morning identified the victim of a fatal shooting on West Graham Road as 20-year-old Kahron M. Lee, a sophomore computer information systems major from Woodbridge.
"The Virginia Union University family is shocked and saddened at the senseless murder of Virginia Union student Kahron M. Lee," VUU Police Chief Carlton G. Edwards said in a statement. "He was a well-liked person who was active in the campus community."
Edwards said university officers were working with Richmond police to solve the case.

SHARON PRISON, Israel (AP) -- Israeli special forces raided a prison in central Israel Sunday after an inmate stole a gun, shot several guards and barricaded himself inside the compound, killing the notorious prisoner who was serving time for a gruesome murder carried out in the U.S.
Police identified the inmate as Samuel Sheinbein, an American who fled to Israel after murdering and dismembering another man in Maryland in 1997 and whose case sparked a high-profile row between the two allies.
Police special forces rushed to this prison in central Israel after Sheinbein stole a weapon and shot three guards, wounding two of them seriously. He then barricaded himself inside the compound where a standoff ensued, with counter-terrorism units dispatched to the scene. A wide range of studies and verifiable facts clearly show that the recreational use of marijuana is not only controversial but produces psychological and physical problems particularly injurious to the health of adolescents. Traffic accidents, particularly fatalities, are often caused by drivers under the influence of illegal drugs. Marijuana is notably responsible for an increase in such accidents in states where decriminalization has occurred. The detect ability of marijuana in drivers presents troubling difficulty for law enforcement and prosecution. Legalization or decriminalization of marijuana will also negatively impact our police officers’ ability to detect and interdict other illegal drugs which surely hurts public safety and may contribute to violence and other crimes. A former Army historian who chronicled the infamous Battle of Wanat in Afghanistan, where nine U.S. soldiers died after their M4 carbines jammed, tells The Washington Times that his official account was altered by higher-ups to absolve the weapons and senior officers.
M4 critics have long pointed to the Afghanistan battle on July 13, 2008, as evidence that the rifle’s design was flawed. They cite reports from soldiers on the ground that their guns overheated and jammed that day.
But the gun’s supporters have pointed to a single sentence in the official Wanat history issued in 2010 by the Army’s Combat Studies Institute at Fort Leavenworth, Kan. It blamed the gun’s sustained rapid fire that day, not its design, for the malfunctions.
“This, not weapons maintenance deficiencies or inherent weaknesses in weapons design, was the reason a number of weapons jammed during the battle,” the sentence read.

Maryland Announces $20M In Utility Bill Help
ANNAPOLIS — Gov. Martin O’Malley has announced $20 million in additional help for low-income Maryland residents to pay higher utility bills from colder weather.
The governor announced Monday the assistance will be made available to all income eligible households that apply for the Electric Universal Service Program in fiscal year 2014.
The administration says households that have already been approved for assistance as of July 1 will see the benefit automatically post to their account.
Applications are still being accepted for residents who qualify for the program but have not yet applied. The supplemental benefit was made possible by a higher than anticipated award from the Federal Low Income Home Energy Assistance Program and an increase in proceeds from the Regional Greenhouse Gas Initiative.

A Letter To The Editor: Improving Salisbury
What is the major difference between Salisbury and all the little Eastern Shore towns that main streets seem to be making it. I will be sending a series of suggestions in the following days that I hope will help.
I have heard all the negative and all the impossible ....so I thought I would give it a go.
The first thing that comes to mind is everything on the plaza needs to be taken out.
No Monuments , no trees in the middle of the street (and I'm a tree lover) and 2 way driving returned.
Every small town on the eastern shore that is making an improvement for the better (such as Berlin) has parking and 2 way traffic.
The monument can be moved in front of a building or set in a much more appropriate place. I myself, would just sell it for scrap metal and use the money to start all the new and wonderful
renovations that I have in mind.

FIFTH MEGA WINDFARM PROJECT SCRAPPED IN JUST THREE MONTHS
Plans for a huge expansion of the world's largest windfarm, the London Array in the Thames Estuary, have been scrapped. The consortium running the project blame the abandonment of an additional 65 giant turbines on "various factors", but especially the requirement for a 3-year study on the potential impact on birds. The Thames estuary site is a designated environmental Special Protection Area.
The decision represents a major blow to the coalition government's renewable energy goals. Not least as it is the fifth major UK windfarm project to be scrapped or scaled back in just three months. In November 2013 the Atlantic Array, a project for 240 turbines off the North Devon coast was scrapped. That was followed in December by the abandonment of the 300 turbine Argyll Array due to "uncertain costs". Since then plans for 350 turbines covering two windfarms off the Lincolnshire coast have also had the plug pulled.

Uninsured Patients Get Better Care Than Insured
WASHINGTON (CBSDC) – According to a recent study, severely injured patients are less likely to be transferred to a trauma center if they have health insurance.
Researchers from the Stanford University of Medicine found that patients with insurance are less likely to get the best care than those who do not have insurance. They found that insured patients taken to non-trauma hospitals were 13 to 15 percent less likely to be transferred to trauma centers than uninsured ones.
“Insured patients may, ironically, get worse outcomes because they are taken care of at a center where there’s a lower volume of resource for critically injured patients,” Dr. M. Kit Delgado, a former Stanford emergency medicine instructor, and the study’s lead author said in a press release obtained by HealthDay News.

After observing that Hubbard’s behavior was causing a distraction, the deputy placed her under arrest for Disorderly Conduct.
Post arrest Hubbard was found to be in possession of what was recognized as marijuana.
The deputy transported Hubbard to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. After an initial appearance the Commissioner released Hubbard on unsecured bond.

The information was passed to the Maryland Transportation Authority Police who took Richardson into custody upon her arrival at the airport. A deputy responded to the airport, took custody of Richardson and transported her back to Wicomico County.
The Circuit Court Bench Warrant was issued back in October 2013 after Richardson violated the terms of her probation following a conviction in a theft case.
Richardson was detained without bond pending an initial appearance in front of a Circuit Court Judge.

Upon arrival the deputy learned that that one of the residents, Lisa Caroll was involved in an argument with her daughter who was moving out when the argument became physical. According to the daughter, Caroll struck her in the head with an open hand.
During the investigation, the deputy observed signs of injury that corroborated the account.
The deputy placed Caroll under arrest for the assault. After an initial appearance in front of the District Court Commissioner, Caroll was detained in the Detention Center in lieu of $15,000.00 bond.

CNN To End Piers Morgan's Show
CNN President Jeff Zucker has decided to bring an end to Piers Morgan's low-rated primetime show, network sources told POLITICO on Sunday. "Piers Morgan Live" could end as early as next month, though Morgan may stay with the network in another role.
Morgan, a former British tabloid editor, replaced Larry King in the 9 p.m. hour three years ago, prior to Zucker's tenure as president. His show earned consistently low ratings, registering as few as 50,000 viewers in the 25-to-54 year-old demographic earlier this week.
Morgan told The New York Times on Sunday that the show had "run its course" and that he and Zucker "have been talking for some time about different ways of using me.” Sources who spoke to POLITICO said the decision to end the show was Zucker's.

Probation Officer Reunites Stolen Puppy With Owners
Thanks to a probation officer--with a little help from social media--a stolen puppy has been reunited with his owners.
Monday started like any other day: 6-month-old Chunk accompanied his owners to their job at Pawn Spot on North Murray in Colorado Springs. At some point, the shop got swamped with people, and that's when Joe Miller says Chunk was taken.
"Our beloved puppy was stolen from our store....we have camera footage of them taking our pup," Joe wrote on the 11 News Facebook page earlier this week. "However we cannot positively ID the people. ... Our family is devastated! I have attached our "lost dog" flyer that we have been circulating."

The First Amendment says "Congress shall make no law…abridging the freedom of speech, or of the press…" But under the Obama administration, the Federal Communications Commission is planning to send government contractors into the nation's newsrooms to determine whether journalists are producing articles, television reports, Internet content, and commentary that meets the public's "critical information needs." Those "needs" will be defined by the administration, and news outlets that do not comply with the government's standards could face an uncertain future. It's hard to imagine a project more at odds with the First Amendment.

Military Families Use Record Number Of Food Stamps
The use of food stamps by military families, military retirees and others who have on-base privileges has tripled since 2008.
Military families, military retirees and others with shopping privileges on military bases redeemed nearly $104 million worth of food stamps at commissaries in the fiscal year that ended Sept. 30. That's a 5 percent increase from 2012 and the highest it's ever been.
According to CNN Money, food stamp usage at military commissaries has more than tripled since the Great Recession in 2008.
That outpaces the growth in food stamp use by the general population, says CBS MoneyWatch.
"I'm amazed, but there's a very real need," Thomas Greer told CNN. Greer is a spokesman for Operation Homefront, a nonprofit that provides financial and emergency assistance to some of the country's lowest-paid service members.

UPDATE: Suspects Arrested After Fatal Attack On ODU Student Near Campus
Norfolk, Va. – Two people have been arrested after an ODU student died Sunday after an attack near campus.
Police say Paul Johnson, 20, was hit in the head around 1 a.m. Sunday while walking in the 1000 block of W. 48th Street. He was a block from his apartment when he was attacked.
The suspects, David Grimm Jr., 21, and Christopher Johnson, 20, have both been arrested.

For everybody that drives in Delaware and lives in Maryland: my daughter received a ticket in Delaware in 2013, paid it 4/2013. In November 2013 was stopped in Maryland for speeding, the officer told her that her license was suspended for a ticket in Delaware. Through meeting with Maryland DMV she was told her license was suspended in August 2013 for failure to pay for the ticket in Delaware (the ticket she paid in April). She was never notified by Delaware or Maryland that her license was suspended. She went to court last week, where she was going to explain this to the prosecutor. Bob Marvel, a very nice attorney, helped her before she could (she is not very familiar with court procedures, she is actually an amateur at it). She paid her speeding fine, which she admitted to, and had the paper work stating her license was reinstated. When they called her name since her license was ok and her fine paid, she signed some papers and was good to go.
Since her job is by appointment only she had to miss a day of work. She was still in Maryland's eyes guilty of driving on a suspended license. She was told by DMV that Delaware is infamous for telling them about a ticket, but doesn't let them know when it's been taken care of.
The moral of this story: if you get a ticket in Delaware, keep a check on the status of your license in Maryland, it just might be suspended for no reason! Also if you need a great attorney call Bob Marvel.

NFL's Instituted Gun Policy Won't Be In Effect At Cowboys' AT&T Stadium
According to CBS DFW, the NFL has a policy that bans off-duty police officers from bringing their guns into all NFL stadiums next year. All but two.
AT&T Stadium and Houston's Reliant Stadium are exempt from the policy because a state law overrides NFL policy. Officers are allowed to take their guns in as long as they check in at a specific gate and tell security where they're sitting.

Troopers Arrest Man After He Attempts To Hire A Hit-Man

Date of Occurrence: Thursday February 20, 2014

Arraigned at JP2 and committed to James T. Vaughn Correctional Center on $130,000.00 cash bond.
Odessa, DE- The Delaware State Police have arrested a man after he attempted to hire a hit-man to do harm to two attorneys.
Detectives began their investigation on Wednesday February 19th after receiving information from a concerned citizen that David T. Yarborough wanted him to find someone to do harm to some people. A detective, posing as the hit-man, called Yarborough in order to gather more information on what he would like done. While speaking with Yarborough, he confirmed he wanted a subject killed but later changed his mind and stated he wanted the person seriously injured to the point they would never walk again. A monetary agreement was made between Yarborough and the undercover detective and he agreed to make half the payment before the hit was conducted and the other half would be paid upon completion of the job.
Detectives phoned Yarborough again on Thursday February 20th to confirm the previous arrangements and establish a meeting location. Yarborough informed detectives that one of the intended victims was an attorney who recently represented him on various criminal charges. He was able to provide the detective with an address where the attorney lives and stated he had been watching the victim’s movements, knowing when he left his house in the morning and when he returned home at night. At approximately 3:20 p.m., Yarborough met with the undercover detective in the parking lot of the Wawa located on Middletown Odessa Road west of Odessa, where the money exchange took place as well as information on the intended target was given. At that time, Yarborough also provided the detective with another attorney’s address and information of whom he also wanted harmed. This victim was determined to be a prosecutor in the Attorney General’s Office. Yarborough then rode with the undercover trooper to the two intended victims residences located nearby. After Yarborough showed the detective the two residences where the victim’s lived, he was brought back to the Wawa where members of the Delaware State Police Special Operations Team (SORT) took him into custody without incident.
David Yarborough was transported back to Troop 3 where he was arrested for two counts of Attempted Assault 1st, two counts of Criminal Solicitation 2nd, and two counts of Stalking. He was arraigned at JP2 and committed to JTVCC on $130,000.00 cash bond.

Federal prosecutors said Medicaid fraud has reached “epidemic levels” in the nation’s capital, as they announced charges Thursday against 25 people accused of making claims based on fake symptoms and personal home care that was never performed.
U.S. Attorney Ronald C. Machen Jr. said agents fanned out across the D.C. region to make arrests and seize six luxury vehicles and 49 bank accounts, capping off a multiyear investigation that prosecutors deemed the “largest health care fraud takedown” in the city’s history.

Maryland Gov. Martin O’Malley (D) sidestepped a question on national television Sunday about whether he will pursue the Democratic nomination for president in 2016 if Hillary Rodham Clinton gets in the race.
Appearing on CBS’s “Face the Nation,” O’Malley told host Bob Schieffer that he is “looking at” a White House bid but would not engage on the question about Clinton.
“I think the most important question for any of us who feel that we have something to offer for our country’s future is to offer those ideas and to put those ideas out there and most importantly to ask the right questions, questions like, ‘What will it take to make sure that our middle class is growing again so we can grow our economy?’ ” O’Malley said. “And that’s what I’m going to be doing. And what the other candidates may or may not do is their choice.”

STATE TO DISMISS CHARGES AGAINST DAVID NETTLES
After extensive consultations with the State’s victim and chief witness, the State will dismiss the case against David Nettles (State v. Nettles, K-12-0650) on February 24, 2014. While the victim continues to maintain the truthfulness of his allegations against the Defendant, he has advised the State’s Attorney’s Office that he does not wish to testify against the Defendant in a third trial. The victim/witness has previously testified in two criminal proceedings against the Defendant. These two trials ended in a mistrial due to a hung jury, i.e., the juries could not agree upon any verdict by the required unanimity. The victim/witness has also participated in several administrative proceedings relating to this matter. The State respects the victims’ position and will enter a nolle prosequi (a dismissal of all charges) once the case is called this morning.
As in all criminal matters, the Defendant is presumed innocent unless the State satisfies its burden to prove his guilt beyond a reasonable doubt.

Arizona Passes Law Allowing Discrimination
The Arizona legislature sent a bill to the Gov. Jan Brewer’s desk Thursday that would carve a massive hole into state law allowing business owners to turn away gay and lesbian customers, employers to deny equal pay to women, or individuals to renege on contract obligations–as long as they claim to be doing so in the name of religion.
Brewer, a Republican who vetoed similar legislation last year, has not said whether she will sign the bill. Ann Dockendorff, a spokesperson for the governor’s office, said in a statement that “It is the governor’s policy to not comment on legislation until she’s had a chance to review it.
