BRIEF RESUME: On 8/01/10, at approximately 1800 hrs, Troopers from the Salisbury Barrack met with two complainants who reported that their son had threatened to kill them and burn their house down. According to the complainants the accused had recently been kicked out of the family home for domestic related issues. Over a week long period the accused made numerous threats to his mother that he was going to burn their house down with them in it and kill them and then kill himself. The accused was temporarily living with another family member in Worcester County while he made these threats. Troopers from the Berlin Barrack along with Officers of the Natural Resources Police responded to a residence in Worcester County and located the accused who was hiding in the residence. He was placed under arrest and transported back to the Wicomico County Commissioners office where he was seen and held in default of $50,000.00 bond.

Resume:
Delaware State Police early Sunday August 1, 2010 Troopers responded to Mount Zion Road Laurel Delaware for a reckless endangering complaint.
State Troopers around 3:42 a.m. interviewed the victims in this investigation concerning the facts of the case. State Troopers discovered that Paula J. Sutton-38 of Laurel came to the residence of a formal boyfriend and found him with another woman. A 24 year old woman and 44 year old male where seated the same vehicle when they observed Sutton pull in behind them.
The victims were in the driveway to the male’s residence when Sutton intentionally struck the rear of the male victim’s vehicle with her vehicle a Silver Dodge Dakota pickup. The male victim attempted to flee from Sutton however Sutton continued to chase the victim’s around a farm area. Sutton then located the 24 year old victim’s car and intentionally drove into this vehicle which caused the rear window to shatter.
Upon the Troopers arrival on scene Sutton had fled however was located a short time later and arrested on the above listed charges. Sutton was released on $5,200 unsecured bond.

Salisbury Safe Streets Legislative Initiatives

Good afternoon:
I’d like to welcome our department heads, neighborhood leaders, law enforcement officials, and the citizens of Salisbury to the kick-off event for Salisbury Safe Streets Week.
When I ran for the office of mayor in 2009, I made making this city safer and improving its neighborhoods two of the main goals of my campaign. Today, I announce the 2010 Salisbury Safe Streets Legislation package as a needed effort to reach those goals.
In many ways, the City of Salisbury is gaining momentum in the fight against crime. The city has a 12.2% decrease in violent Type 1 crimes for 2010.
Robberies are down 35% for 2010.
Burglaries are down 18% for 2010.
Motor Vehicle thefts are down 19% for 2010.
This legislative package is but one of the ways that this administration is fighting crime on our city’s streets. Our process is a holistic approach, and one that is showing results. Our other efforts over the past 14 months are worth noting:
We received 327K grant from the Governor’s Office of Crime Control and Prevention that we are using to continue our Safe Streets Coalition. The 327 thousand dollars keeps Safe Streets officers on the streets and patrolling our neighborhoods effectively.
Through the American Recovery and Reinvestment Act, the federal stimulus dollars, we added 4 police officers to the streets of Salisbury.
The Crime Task Force efforts continue to focus on how to help in the training of unskilled workers, overcoming the roadblocks faced by our youth, improving the access to services for our citizens, and shutting down the hubs of illegal activity.
Our city departments are another part of our holistic approach. With unprecedented efficiency, our Neighborhood Services Task Force, with members from city and county departments, has identified properties and issues on our streets, and worked quickly to address the crime and blight that bring the property onto our radar in the first place.
So with all the work and efforts of the Safe Streets Coalition, the Crime Task Force, Neighborhood Services Task Force, our Neighborhood Roundtable, our work with neighborhood associations, and a mayor and five city council members, why is there still a struggle for peace and quiet in our neighborhoods? Why do the same police and code officials have to visit the same properties over and over? Why are homeowners and renters – the true victims of crime – continually pitted against one another?
Why? Because our city housing code works against us, not for us. Our housing code is antiquated, written to protect special interests, and is part of the cause of our crime problems. It’s part of the reason we struggle with attracting new residents into our neighborhoods, and it’s part of the reason our home values have declined.
Our city’s staff is doing its job as best it can under the antiquated code. Yet, our neighborhoods are still suffering, crime still permeates every corner of our city and the number of violations in this city are simply too high. For example:
A March sweep through Camden found 345 SPD calls for service and 122 code violations
April 2010 – Church Street sweep found 540 calls for service, 260 code violations
A July list of top property offenders found 634 SPD calls and 330 code violations
2 people found dead in Parkside Apartments – 283 calls for service to Emory Court in the last 18 months
Last year our four neighborhood code enforcement officers logged 10,000 code violations. 10K code violations with 4 officers! Mr. Stevenson and I often hear that we don’t have enough code enforcement officers for Salisbury, yet I have come to have the exact opposite reaction. Clearly, we have too many code violations.
Enough I say, this documentation of excessive calls to SPD and excessive code violations, this drain on city resources and taxpayer money is cause for our citizens, both renter and homeowner, to say enough. Things must change, behavior must change and responsibility must be restored.
But the current city code just doesn’t meet today’s needs. With this legislation, we will take a long-needed step forward. This 2010 Safe Street Legislative Package is the first of many steps we will take to begin to clean up our housing code, clean up the slum and blight, to clean up our image as a city, and reduce our crime rate.
These initiatives are:
The Community Association Empowerment Act of 2010. It provides a means for community associations, or the city, to abate nuisances created by properties used for the purpose of prostitution and related acts.
The Crime Free Lease Addendum to be added to all new leases written in the city. It provides for the termination of tenancy for engaging in criminal activity or engaging in illegal or unlawful activity. Criminal convictions are not required to be in breach – verified calls for service are sufficient to establish cause for breach of lease. For years, rental owners have told us they are powerless to do anything about problem tenants. This legislation will give them the power, and the responsibility, to evict those who cause trouble and crime in our city.
The Tenants’ Bill of Rights to be added to all new leases in the city. It will empower tenants by informing them how to contact the Consumer Protection Division of the Maryland Attorney General’s Office, and their local Legal Aid Bureau. It also informs tenants of the maximum number of unrelated individuals allowed to occupy that rental unit. Ignorance of the law will no longer be an excuse to break it. That applies to renters as well as rental owners.
Three Strikes Provisions: This will allow the city to recover a portion of the costs associated with the repeated calls for service to the SPD and NSCC. The responsibility to prevent violations at a property belongs to the landlord, and this city will hold them to it. The city will contact the property owner after 3 verified calls for service, directing the property owner to prevent further violations. The Crime Free Lease Addendum will give them the right to expel a problem tenant. If they don’t after three verified calls for service within 12 months, the following will occur:
On the 4th verified call: A $100 administrative fee will be imposed.
On the 5th verified call: A $250 administrative fee will be charged, and the owner must present a management plan to avoid further calls.
On the 6th verified call within 12 months, there will be a $500 fee charged, and the city will revoke or suspend registration of the property for one year.
Amortization – Requires non-conforming multi-family houses to conform to applicable zoning laws, laws that should have been conformed to in 1936, 1959, 1983, or 1991.
15.24.110 – Code Compliance sweeps of the city as authorized by the housing code to prevent blight and decay.
BZA (Building & Zoning Appeals) Code – increase the burden of proof requirement that a dwelling is a legal use of a non-conforming use from 50% (preponderance of evidence) to 75% (clear and convincing evidence).
That’s what is in the legislation. Now, I ask for help and assistance in making Salisbury better. We must get this legislation voted on and passed by the City Council. The renters and homeowners of Salisbury are both saying – enough. It’s not a time for turf battles and stalling tactics. It’s time to make this city safer.
I want to talk directly to the three groups who are sure to have great interest in this legislation.
To the members of SAPOA: this city desires your help, but it will not wait for it. It is a shared responsibility we have to keep the citizens of this city, both renter and homeowner, safe. We, as a city government, do our best to provide police protection, fire protection, emergency medical assistance, parks, playgrounds, clean streets and working street lights.
But property owners must do their part to keep houses in our neighborhoods safe and in good standing with the city’s requirements. Clean streets aren’t enough – properties must be maintained by their owners. Houses with dozens of calls for service for our police department and code enforcement office, houses with too many people in too small a space, houses illegally being used with too many units help create as unsafe a neighborhood as any broken street light.
The city’s government and the mayor’s office have been criticized by many in the rental community in the past year. Yet, I say to the renters and homeowners that elected me that my stance has not changed. I will say again: Police your own, and the city of Salisbury won’t have to. If rental owners, homeowners, and renters follow the law, they won’t be subject to its consequences. But there will be no negotiations with those who fail to follow the law.
The vast majority of rental owners in this city provide safe, affordable housing to many of our city’s residents. But we will continue to strive for every house, apartment, townhome and living space in this city to be in good standing with this updated code. And if they’re not, this city will not shy away from its responsibilities and the city will take action. The legislation announced today will make the city’s housing code clearer and its consequences appropriate for the conditions our neighborhoods face today.
The City of Salisbury will clean up its neighborhoods and we’d like the cooperation of all property owners to do so. But we won’t wait for it.
To our renters and homeowners:
If we are to have a meaningful drop in our crime rates, if we are to restore neighborhoods that families want to live in, if we are to restore order in our most violent and decay ridden neighborhoods, if we are to feel safer on our streets, you must come forward and support this legislation. Do not wait. Make sure that your neighbors know that help has arrived. I remind our citizens that this is what I said I would do. I remind all that this is the direction the voters said to take.
And to the members of the City Council:
For too long, this city’s housing code had been a confusing mess of layer after layer of regulations added on and pieced together every couple decades to a code first written in 1936. When we added to housing and zoning codes in 1959, 1983, and 1991 we continued to piecemeal the code. We wrote laws that threw a bone to neighborhoods while they protected the rental industry at every turn. In the end though, the city never came up with a mechanism to make non-conforming houses conform. We simply never went back and took a count or mapped anything. We must rectify that mistake this year. The comprehensive approach being proposed will bring the city’s housing code into the 21st century, and it deserves action.
I will ask City Council President Louise Smith to bring this legislative package to the council as soon as possible. It is legislation that deserves a vote – not month after month of work sessions, reviews and study. We don’t need work sessions to know our housing code needs updating – we have plenty of legal bills that show that. We don’t need research to know the city needs the ability to recoup the cost of ridiculously high calls for service volumes.
We need this comprehensive, common-sense approach to making our city’s neighborhoods safer, and we need it now. I make this simple request of Council President Smith – let this legislation have an up-or-down vote, and let that vote happen before Thanksgiving.
The future of Salisbury doesn’t deserve to die in a collection of endless committee review sessions. If the council members wish to maintain the status quo, let them be on record. If they wish to support this comprehensive update of the city’s housing code, they deserve a chance to do so.
Council members have received the legislation within the past week. It is already scheduled for a worksession in September. I anticipate the members of the City Council will have questions and concerns, and we’re ready to answer them.
But this legislation deserves a vote before Thanksgiving. Do not let another winter start before we’ve tackled a problem almost 75 years in the making. I urge a vote on this legislation this fall.
In the end, the root cause of what hurts neighborhoods, the root cause of what hurts property owners, the thing that makes renters and homeowners feel unsafe – is bad behavior. The only thing the municipality has to address bad behavior is law. The City Council and I can choose to make history – or we can settle for the status quo. I choose for Salisbury to clean up its code, clean up its neighborhoods – I choose for Salisbury to make history. Thank you.
Mexican Drug Cartel Allegedly Puts A Price On Arizona Sheriff's Head
PHOENIX - He's been at the center of the discussions and controversies surrounding illegal immigration enforcement in Arizona for quite a while.
On the day parts of Arizona's immigration law, SB 1070, went into effect, Maricopa County Sheriff Joe Arpaio is in the news for another reason: there's a price on his head - allegedly offered by a Mexican drug cartel.
The audio message in Spanish is a bit garbled, but the text is clear.
"It's offering a million dollars for Sheriff Joe Arpaio's head and offering a thousand dollars for anyone who wants to join the Mexican cartel."
A man who wants to remain anonymous says his wife received the text message Tuesday evening. It also included an international phone number and instructions to pass the message along.
"She showed it to me..I was kind of disgusted..I reported it to the Sheriff's department yesterday..they said they were going to direct the threat squad on it."
Lisa Allen of the Sheriff's office says they believe the message originated in Mexico.

Narrative: On 29 July 2010 at 9:09 PM, deputies from the Wicomico County Sheriff’s Office responded to Billy Gene Jackson Park for a reported disturbance involving approximately 50 individuals. Upon arrival, the deputies saw a large disturbance going on and realized that several of the individuals were involved in a physical altercation. The deputies attempted to break up the fight and attempted to arrest two individuals involved in the melee. Eboni Parker submitted to the arrest but Saykina Purnell struggled against the deputy’s efforts and attempted to go after another in the crowd which required the deputy to physically restrain her.
Both Parker and Purnell were transported to the Central Booking Unit where they were processed and taken in front of the District Court Commissioner. After an initial appearance, both were released on Personal Recognizance.

Narrative: On 30 July 2010 at 4:25 AM, a deputy from the Wicomico County Sheriff’s Office responded to a report of a vehicle that had struck a house in the 400 block of Ferry Street in Sharptown, MD. Upon arrival, the deputy discovered that a 14 YOA juvenile had taken a vehicle from his residence without permission and began cruising around Sharptown. The juvenile apparently had trouble negotiating a turn and collided with a residence at the corner of Ferry and Fourth Street.
The residence suffered damage to its foundation and siding. The juvenile was returned home by the deputy after completion of traffic charges on a Juvenile Referral. The juvenile will be referred to the Department of Juvenile Services for adjudication.

Narrative: On 30 July 2010 at 8:22 AM, a deputy from the Wicomico County Sheriff’s Office responded to a reported altercation inside a residence in the 1700 block of Twin Lane in Salisbury. Upon arrival, the deputy met with the residents, Shametress Collins and Jerry Wright and learned that both had been involved in a physical confrontation. The deputy observed signs of injury on both and it appeared that they both had assaulted each other.
The deputy placed both under arrest and transported them to the Central Booking Unit where they were processed and taken in front of the District Court Commissioner. After an initial appearance, both were detained by the Commissioner in the Detention Center, Collins in lieu of $5,000.00 bond while Wright was detained on $10,000.00 bond.

Narrative: On 30 July 2010 at 12:43 PM at deputy from the Wicomico County Sheriff’s Office observed a 15 YOA juvenile operating an off-road motorbike on Northwood Drive in the area of West Gordy Road in Salisbury. When the deputy initiated a traffic stop, the operator of the motorbike passed another vehicle on the left side while looking back at the deputy. Instead of stopping the operator accelerated away from the deputy. The subject accelerated so rapidly, the motorbike reared up on its rear wheel as the operator attempted to flee the deputy. The deputy pursued the motorbike into the Industrial Park and eventually managed to get the operator to stop at which point he was taken into custody.
The juvenile was transported to the Sheriff’s Office where the deputy completed a juvenile referral. The juvenile was released to a parent pending adjudication by the Department of Juvenile Services.

Narrative: On 30 July 2010 at 11:23 PM, a deputy from the Wicomico County Sheriff’s Office responded to a reported altercation that had taken place inside a residence in the 28000 block of Glastonbury Drive in Salisbury. Upon arrival, the deputy met with a female resident who advised that her ex-boyfriend, Darrell Downs came to her residence and was visibly intoxicated. According to her, the pair began arguing when Downs allegedly head butted her in the face causing her to bleed from the nose. Downs then allegedly grabbed the phone from the victim so she could not call police.
The deputy later located Downs walking in the vicinity of the victim’s residence and placed him under arrest. Downs was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Downs was detained in the Detention Center in lieu of $50,000.00 bond.

Narrative: On 1 August 2010 at 3:15 AM, a deputy from the Wicomico County Sheriff’s Office responded to an apartment in the 1000 block of Beaglin Park Drive for a reported noise complaint. Upon knocking on the door, one of the residents, Timothy Sutton, opened the door and exited into the hallway to speak to the deputy while attempting to only open the door enough to slide out, at which point Sutton closed the door behind him. The brief opening was enough for the deputy to smell the odor of marijuana emanating from within the apartment building.
The deputy made contact with the other residents, Geoffrey Kilian and Michael Feher and subsequently recovered a bong type smoking device, two smaller hand held smoking devices and marijuana. All three were placed under arrest and transported to the Central Booking Unit where they were processed and taken in front of the District Court Commissioner. After an initial appearance, Sutton and Kilian were detained in the Detention Center by the Commissioner in lieu of $10,000.00 bond each while Feher was released on Personal Recognizance.

Narrative: On 2 August 2010 at 2:09 AM, a deputy from the Wicomico County Sheriff’s Office responded to a reported altercation that had occurred inside a residence in the 700 block of N. Westover Drive. Upon arrival, the deputy met with a female victim who advised that she had been involved in a verbal altercation with her husband that turned physical. Her husband, Larrell Jackson is accused of striking the victim in the face and the deputy observed physical injury that corroborated that account.
Jackson was gone upon the initial arrival of the deputy but he was found walking on Isabella Street and taken into custody. Jackson was transported to the Central Booking unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Jackson was detained in the Detention Center in lieu of $3,000.00 bond.

Narrative: On 31 July 2010 at 8:55 AM, a deputy began an investigation into the Unauthorized Use of a Motor vehicle in the Hebron area. The deputy learned that a vehicle owner loaned John Kline a truck to go to the grocery store and back on the previous day. Instead of returning on time, Kline kept the vehicle and used it to drive around the area. During the investigation, the deputy learned of an address on Edgewood Circle where Kline might be and upon going over there observed Kline driving down the street. Upon stopping Kline at approximately 10:00 AM to investigate why he had the truck still, the deputy detected a very strong odor of alcohol emanating from Kline. Upon getting Kline out of the truck, the deputy observed that Kline had trouble standing up. After the administration of Field Sobriety Tests, the deputy placed Kline under arrest for Driving Under the influence of Alcohol.
The deputy also charged Kline with Unauthorized use of a Motor Vehicle for not returning the truck on time.
Kline was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Kline was detained by the Commissioner in the Detention Center in lieu of $3,000.00 bond.

CHARGES: Motor vehicle theft, theft over $10,000 under $100,000
NARRATIVE: On July 21, 2010 a red 2002 Peterbilt dump truck was stolen from the Eastern Shore of Virginia and reported to the Virginia State Police. A reward was offered by the victim, Richard Trott, owner of Trotty Trucking.
Information was obtained that the vehicle was located on the property of John L Parsons. Parsons is the owner of “Johnny Lightening” welding. The company is open to the public and the victim located and was able to identify portions of his vehicle that had been dismantled “chopped” on the property. The Worcester County Bureau of Investigations conducted the investigation, with the assistance of The Worcester County Sheriff’s Office.
A search warrant was obtained by WCBI and was executed on the property. The dismantled stolen vehicle was located and was positively identified. The dual rear tandem had been cut from the chassis, the hood and bumper had been removed, and the cab was missing. Also on the property was a tractor portion of a tractor trailer owned by Douglas. Douglas’ vehicle had tires from the dump truck mounted to his vehicle.
Through the investigation, it was learned that the cab portion of the stolen vehicle had been dumped off the roadway on Bromley Road, Pocomoke, MD. Investigators responded to Bromley Rd. location and recovered the cab. A neighborhood check was conducted, and residents living in the area stated they observed a silver Ford pick-up, dumping the cab off the roadway. Parsons and Douglas were taken before a District Court Commissioner and released pending trial. Investigation continuing, WCBI is asking if anyone has any additional information to contact Cpl. J. Johnson, at 410-352-3476.

Truly, he takes ‘appeal to your audience’ to a whole new level. A 3-year-old soldier. Impressive. It was September 1st [1939] when Nazi Germany first invaded Poland. Obama’s father would have been three at the time.
Arizona Sheriff: ‘Our Own Government Has Become Our Enemy’
Babeu told CNSNews.com that rather than help law enforcement in Arizona stop the hundreds of thousands of people who come into the United States illegally, the federal government is targeting the state and its law enforcement personnel.
“What’s very troubling is the fact that at a time when we in law enforcement and our state need help from the federal government, instead of sending help they put up billboard-size signs warning our citizens to stay out of the desert in my county because of dangerous drug and human smuggling and weapons and bandits and all these other things and then, behind that, they drag us into court with the ACLU,” Babeu said.
The sheriff was referring to the law suits filed by the American Civil Liberties Union and the U.S. Department of Justice challenging the state’s new immigration law.
“So who has partnered with the ACLU?” Babeu said in a telephone interview with CNSNews.com. “It’s the president and (Attorney General) Eric Holder himself. And that’s simply outrageous.”
“Our own government has become our enemy and is taking us to court at a time when we need help,” Babeu said.

One Governor gets to a point in which an overwhelming majority of Maryland voters said enough is enough and vote in a new Governor.
While one raised "Fees" on a regular basis, the other "Taxed" residents and business and now Maryand is $4 billion dollars in the red. OK, as if this isn't bad enough, one wants to return to office and the front runners seem to be O'Malley and Ehrlich.
Just when we all thought every resident in Washington, D.C. were complete Idiots for voting for Marion Barry, they voted him BACK into office even after his federal arrest for drugs. Have the Maryland residents looked into this deep enough, or are they simply ignoring Brian Murphy? Will this generation look back a few years from now and realize they were just as stupid as those Washington, D.C. residents?
I know this article isn't flowing as well as I'd like it to but you get the point! I just wonder if everyone realizes just how stupid Americans have become. If you want my opinion, I'd say a vote for Brian Murphy is a vote in the right direction. A vote for the other two will prove the AFP and Tea Baggers were nothing but hot air and a total waste of time.
If Maryland residents divorced ONE Governor, the second spouse, (O'Malley) buried you into such debt you can't get out, would you stick with that spouse, re-marry your first spouse or would you play the field for much greener pastures and a better chance? You only live once Folks, think about it.
For those of us who reside in Delaware, have no sales tax, extremely low property tax, we're looking in from the outside and laughing all the way to the bank. You know, kind of like when DC residents voted Marion Barry back into office. Don't get mad at me. YOU'RE the ones with the VOTE.
Raise My Taxes, Mr. President!
For the last few months, we have heard powerful, passionate arguments about the need to cut America’s massive budget deficit. Republican senators have claimed that we are in danger of permanently crippling the economy. Conservative economists and pundits warn of a Greece-like crisis, when America can borrow only at exorbitant interest rates. So when an opportunity presents itself to cut those deficits by about a third—more than $300 billion!—permanently and relatively easily, you would think that these very people would be in the lead. Far from it.
The Bush tax cuts remain the single largest cause of America’s structural deficit—that is, the deficit not caused by the collapse in tax revenues when the economy goes into recession. The Bush administration inherited budget surpluses from the Clinton administration. What turned these into deficits, even before the recession? There were three fundamental new costs—the tax cuts, the prescription-drug bill, and post-9/11 security spending (including the Iraq and Afghanistan wars). Of these the tax cuts were by far the largest, adding up to $2.3 trillion over 10 years. According to the Congressional Budget Office, nearly half the cost of all legislation enacted from 2001 to 2007 can be attributed to the tax cuts.

Why Are Your Wicomico Taxes Higher?
The property tax rate didn’t go up. Assessments are down. Why, then, are property tax bills up? That’s the $64,000 question nagging many homeowners this past week as they receive their Wicomico County property tax bills for 2010 – 2011.
The answer is simple, but still seems to defy logic. Homeowner bills are up because, since assessments are down, their “Homestead Tax Credit” is wiped out.

In all likelihood, you received a “Homestead Tax Credit” last year. Remember, this only kicks in when your assessment rises more than 10% in one year. If your home was reassessed last year, and your assessment went down, this “Credit” is wiped out.
I know, it doesn’t make sense. It seems to defy logic. Yet, this is the way the law was written. The county didn’t cheat you; they are just taking advantage of a quirk in the law.
There is a solution (just not for this year). Demand that the new county council adopt a better “Homestead Tax Credit” scheme. Two years ago, Wicomico councilwoman Stevie Prettyman proposed reducing the credit limit from the current 10% to 5%. The only support she received was from councilman Joe Holloway. In the city of Salisbury, they have a 0% limit. Under this scheme, your assessable base never goes up after you buy your house.

Here are some prime candidates for your weekly "slum property" showpiece on the City of Salisbury's website. The larger building is the would-be luxury condo on Fitzwater Street that has looked like this for at least two years now. The other one is the "Grande Pointe" senior housing complex on Route 50, near Atria and the nursing home on Civic Avenue. It has been this way for a year or longer.
Doesn't Salisbury have codes that make this illegal? If so, then why is there no enforcement.

Californians Wonder How City Officials Got High Pay
"Are they taking money out of the schools?" asked 11th-grader Janet Sanchez. "Where does all that money come from?"
"Are they going to jail?" asked Alejandra Ceballos.
"All these authorities were getting the money," Janet said. "How can we trust any of them?"
The answer is uncertain, and the frenzied response to the exorbitant salaries in this working-class Los Angeles suburb shows no clear end in sight.
California's attorney general, the state comptroller and the Los Angeles district attorney have announced separate probes, as residents have protested and struggled to make sense of the revelations that public officials were being paid up to $800,000 per year, with part-time City Council members making as much as $100,000 annually.
The crisis threatens to destabilize a largely poorer part of Los Angeles County, where some cities have as high as a 96 percent Hispanic population and where as many as half of residents are ineligible to vote because of their immigration status.
Census figures show that more than half the residents of Bell, 53.3 percent, were born outside the United States. The 2-square-mile city has a population of 36,000, according to a sign "tagged" with gang graffiti off the freeway at the edge of town.
But the salaries and retirement benefits of City Manager Robert Rizzo, Assistant City Manager Angela Spaccia and Police Chief Randy Adams were a combined $1.6 million a year in a city where the median household income is $40,000, according to the Southern California Association of Governments.
The Los Angeles Times reported Friday that Bell homeowners pay the second highest property tax rate of Los Angeles County's 88 cities — a rate that is higher by half than that paid by homeowners in the wealthier enclave of Beverly Hills.

Last night, the 42nd District Republican Club endorsed Jim Rutledge to be the Republican party nominee in the United States Senate race against Barbara Mikulski. Searching For A Light
Two freshman Democrats from Virginia, Tom Perriello and Gerry Connolly, swept into office on the wave of enthusiasm generated by Barack Obama, are now struggling to stay afloat in a sea of discontent about the president. OK, that’s a bit melodramatic, but listening to these lawmakers and what they’re up against in defending their seats is to wonder where all the magic has gone, and what can be done to recapture enough stardust to hold on to the Democratic majorities that are the bulwark of the Obama presidency.
Their districts are at opposite ends of the economic spectrum, but their challenge is the same, persuading voters that Obama’s policies are steering the country back on the right course even though their own life situations are not improving, and to rally a base that has grown lethargic and disinterested after 18 months of partisan wrangling. Connolly, a dapper, mustached fellow, represents the wealthiest district in the country in terms of median household income. His northern Virginia constituents work directly or indirectly for the government, as bureaucrats or contractors, and are mostly shielded from the recession. Still, they’re not happy.

Cursing At Work Comes Under Fire
Goldman Sachs Group Inc. has banned cursing in e-mails sent by its employees, the Wall Street Journal reported last week. The change comes after the Wall Street bank agreed to pay $550 million to settle civil fraud charges stemming from from the sale of securities that were memorably described in a salty e-mail that was repeatedly referred to in a congressional hearing this year.
The e-mail, referring to a "shitty deal," offered a field day to Rep. Carl Levin, D-Mich., who repeatedly used the language to excoriate Goldman officials in the April hearing. Presumably that embarrassing episode is a major reason Goldman has banned such language in future e-mails.
But completely eliminating cursing on the job may be even harder than eradicating fraud on Wall Street.

Netanyahu: Talks To Begin In August
Netanyahu added that at this point he had not received any Palestinian peace program.
"There is no change in settlement freeze conditions," added Netanyahu.
Netanyahu's comments come after Palestinian Authority chief negotiator Saeb Erekat said that the Palestinians are proposing a detailed peace plan proposal that covers all the core issues.
Erekat stated that this proposal is the best one to date and covers issues such as Jerusalem, borders and refugees.
"We presented the proposal to [US Middle East envoy] George Mitchell over two months ago so that he would offer it to [Prime Minister Binyamin] Netanyahu, however we still haven't received any answers.
Erekat refused to reveal the details of the plan but said that the Palestinians do not want to disqualify Netanyhau as a partner for peace.
" I hope that [Netanyahu] will be a partner to peace so that we can reach a solution involving two states for two nations," the chief negotiator said.

Obama, Congress Create Another Bailout Fund
The fund would allow the Treasury Department to use $30 billion in taxpayer dollars to throw into community banks -- those with less than $10 billion in total assets. But this money comes with strings attached. Stephen Spruiell of National Review notes that each recipient bank applying for funds would be required to submit a small-business lending plan to "describe how the applicant's business strategy and operating goals will allow it to address the needs of small businesses in the areas it serves, as well as a plan to provide linguistically and culturally appropriate outreach, where appropriate." Linguistically and culturally appropriate? Treasury would also have to prioritize banks that serve "small businesses that are minority-, veteran-, and women-owned and that also serve low- and moderate-income, minority, and other underserved or rural communities." In other words, political factors replace creditworthiness in deciding who gets loans. This is the same path that created the housing crisis and the Great Recession of 2008 from which America has yet to recover.
Israel Warns Hamas After Rocket Fire
Benjamin Netanyahu told his Cabinet that Israel holds the Islamic militant group responsible for the rare flare-up in violence and would retaliate for any attack against its people.
"I see the Hamas as directly responsible for any attack that comes from the Gaza Strip toward the state of Israel and the international community should see it this way as well," Netanyahu said. "Israel reserves the right to defend its citizens and we will continue to use all means to protect the people of Israel and the children of Israel."
The attacks caused damage but no injuries. No Palestinian group took responsibility for the attacks.
Israel responded with a series of airstrikes on militant targets in Gaza, including one that killed a senior commander of the Hamas military wing.
Years of rocket fire from Gaza has largely subsided since Israel launched a fierce offensive in the Palestinian territory in December 2008.
The three-week war dramatically reduced the number of rockets hitting Israel, but devastated the densely populated and impoverished Palestinian territory and drew international criticism.
Most of the rocket fire since has been carried out by smaller militant groups that do not necessarily accept Hamas' authority. Hamas has largely refrained from launching attacks, apparently because of concerns about Israeli retaliation.

Obama Warns U.S. Not To "Demagogue" Immigration
Fresh from a court victory that blocked provisions of a tough Arizona immigration law that Obama opposed, the president warned politicians not to "demagogue" the topic and said his administration wanted to work with Arizona on the issue.
Earlier this week a judge blocked key parts of the border state's tough new immigration law hours before it was to take effect, handing a victory to Obama's administration, which is trying to take control of the issue.
One blocked provision would have required police officers to determine the immigration status of a person detained or arrested if an officer believed the individual was not in the country legally.
The state is appealing the court's ruling.
"We want to work with Arizona. I understand the frustration of people in Arizona. But what we can't do is demagogue the issue," Obama said in an interview with CBS, according to excerpts released by the network.

The body of the e-mail claims that the recipient did not respond to a complaint filed by Jason Harlow (however, other names may be used) under the category "Contract Issues." The goal of the e-mail is to get the recipient to click on a hyperlink with the following text: "Please click here to access the complaint." A link in identical e-mails sent out earlier this year downloaded malware to the recipients' computers. Malware consists of programs designed to damage or initiate unwanted actions without the knowledge of the user. This may include harvesting logins and passwords and forwarding them to the e-mail's author.

Swimming In Md. Rivers Can Be Worse Than A Dip In The Toilet
Swimming in the rivers that feed the Chesapeake Bay after a hard rain could be as hazardous to your health as hopping into an unflushed toilet.
That was a key finding of a water quality experiment conducted this month by reporters at the University of Maryland working for News21, a national consortium of journalism schools.
The team took water samples before and after significant rainfall at seven beaches and recreation spots along five rivers that feed the Chesapeake. Their goal was to gauge the impact of storm water -- one of the fastest-growing pollution sources in the Chesapeake Bay -- on bacteria levels in the water.

Obama To Set Course For Changing Iraq Mission
WASHINGTON — President Barack Obama will set a course Monday for the nation's changing mission in Iraq as the military prepares to end its combat operations there.
In a speech at the national convention of the Disabled American Veterans in Atlanta, Obama was to address the progress being made to meet his deadline of drawing down all combat troops by the end of the month.
A transitional force of 50,000 troops will remain to train Iraqi security forces, conduct counterterrorism operations and provide security for ongoing U.S. civilian efforts.
Obama has said all U.S. troops will be gone from Iraq by the end of next year.

Palin: Obama Lacks 'The Cojones' To Tackle Immigration
The former governor said the president and congressional Democrats "are all wet" on plans to allow the Bush tax cuts for the wealthiest Americans to expire. "It's idiotic to think about increasing taxes at a time like this," Palin said. She added that her "palm isn't large enough" to write all her notes down and she proceeded to read prepared notes about tax policy from a sheet of paper.
Palin declined to address "fickle" polls showing that she remains unpopular with independents. "I don't blame people for not knowing what I stand for," Palin said. "If I believed everything I read in the media, I wouldn't like me either."

Milford Woman Dead After Crash

Operator/Vehicle: John E. Pleasanton, 3rd, 43, Houston, DE
2002 Ford F-150
Victim: Susan P. Fritts, 48, Milford, DE (passenger)
Injured: Charles Bass, 28, Milford
Resume: A Milford woman has been killed in a one vehicle crash in Houston.
The incident occurred at approximately 5:45 p.m. yesterday as John E. Pleasanton was operating a 2002 Ford F-150 and was traveling westbound on Williamsville Road. For an unknown reason, Pleasanton’s vehicle left the roadway and struck a tree. It then overturned. A passenger in the vehicle, Susan Fritts, was transported by EMS to Milford Memorial Hospital where she was pronounced dead from blunt force trauma. A second passenger in the vehicle, Charles Bass, 28, of Milford, was also injured. He was treated and released from the hospital. John Pleasanton was not injured. The crash is still under investigation. Alcohol is a factor in the crash and charges are pending.
Bicyclist In Critical Condition After Being Struck

Victim: Laurel man (Bicyclist, unknown age, name being withheld until next of kin is notified)
Resume: A Laurel man is in extremely critical condition after he was struck while riding a bike on Route 9.
The incident occurred at approximately 9:10 p.m. yesterday evening as Mary Ann Bailey was driving her 2003 GMC westbound on Route 9 in the area of Dukes Farm Road. Bailey then struck a male bicyclist who drove into her lane of travel, sending him over the top of her vehicle. The male victim was transported by EMS to Nanticoke Memorial Hospital in extremely critical condition with severe blunt force injuries. The accident is still under investigation at this time. The name of the male victim will be released upon notification of the next of kin.
Anne Arundel County Man Charged With DUI After Causing Multi Car Crash
Shortly after losing sight of the car, officers responded to 33rd Street and Coastal Highway for a multi car crash. Police arrived at the scene and determined that four vehicles were involved in a crash on the southbound side of Coastal Highway. Two of the cars involved in the collision were overturned. Officers determined that one of the cars involved in the collision was the Honda Civic that had fled from police at 49th Street. Witnesses at the scene of the crash reported a white male that was driving a Honda Civic had crawled out of the overturned car and fled the area on foot southbound. Officers were able broadcast a look out for the subject who fled from the collision.
A short time later the suspect identified as Steven Daniel Quayle, 21, of Pasadena, Md, was spotted near the Jolly Roger Amusement Park (31st Street) and was subsequently apprehended by an Ocean City Bike Patrol Officer.
Investigation at the accident scene revealed the driver of the Honda Civic, Quayle, had previously stolen the vehicle from the 133rd Street area. Quayle had been involved in a property damage vehicle crash at 59th Street prior to being spotted by police at 49th Street. Quayle then fled from police at 49th Street and continued to flee south until he sideswiped a Hyundai sport utility vehicle at 33rd Street and then veered off and struck a Chevrolet Cavalier and a Mazda pick up truck causing the pick up to flip onto its roof and crash into a light post in front of McDonalds Restaurant, trapping all three occupants who were inside the pick up. The occupants were trapped in the pick up truck for approximately 25 minutes before being rescued by members of the Ocean City Fire Department. The three persons (names not being released) were all transported to area hospitals with non-life threatening injuries.
As a result of striking the pick up truck, the Honda Civic that Quayle was driving also flipped over onto its roof and slid over 250 feet before striking the rear of a taxicab that was also driving south on Coastal Highway.

Victim: Jessica K. Sachse, 25, Lutherville Timonium, MD (Pedestrian)
Resume: State Police have charged a 25 year old woman after she was struck by a vehicle early this morning in Dewey.
The incident occurred at approximately 1:00 a.m. this morning as the victim, Jessica K. Sachse, was walking southbound on the northbound side of Coastal Highway. The victim stumbled into the right lane where she was struck by a 1994 Lincoln Town car being operated by Douglas Hobbs of Millsboro. Sachse was transported by EMS to Beebe Memorial Hospital where she was treated for non life threatening head injuries. Sachse was charged with being drunk on a highway and failure to carry a light on a public roadway. Douglas Hobbs was not injured.
THREE RUN SEVENTH LIFTS LEGENDS TO 7-2 WIN IN FINALE
Lexington, KY – The Legends scored six unanswered runs from the third inning forward to defeat the Delmarva Shorebirds 7-2 on Sunday afternoon at Applebee’s Park.
The Legends jumped to an early lead in the first. Jiovanni Mier hit a single up the middle to get things started. Jake Goebbert singled to left field. Then, with two outs, Jonathan Meyer walked to load the bases. The next batter, Barry Butera, drew a walk to force in Mier.
The Shorebirds leveled the score in the second. Gary Helmick hit a two out single to left field. Then, Kyle Moore walked to advance Helmick to second. Garabez Rosa followed with a hard grounder up the middle that deflected off the side of the glove of Jimmy Parades to score Helmick.
In the third, the Shorebirds took their first lead of the night. With the bases loaded and one out, Mikey Planeta hit a line drive that one hopped off the chest of Parades at second to plate Bumbry.
Lexington responded quickly to knot the game at 2-2 in the bottom of the third. Jake Goebbert hit a one out flare single into shallow left field. Then, Kody Hinze singled into left field to advance Goebbert to third. Levi Carolus picked up the single and threw low to Casamayor. The ball bounced down the third baseline and Brent Allar picked it up. He then swung his hand and lost the baseball off his hand and it rolled into the dugout, allowing Goebbert to score.
Allar tossed a career long 5.2 innings. He allowed eight hits and two runs. Lexington starter Juan Minaya pitched six innings and allowed two runs.
In the seventh, Lexington grabbed the lead against relief pitcher Kevin Landry. Mier led off with a bunt single up the third baseline. Jake Goebbert then singled and a wild pitch by Landry moved both runners up 90-feet. Then, Kody Hinze hit a two-run double to left-center field to give the Legends a 4-2 lead. Before the next pitch, athletic trainer Aaron Scott was called out and Landry was removed. James Brandhorst came on for Landry. Jonathan Meyer placed a sacrifice bunt to move Hinze to third. Two batters later, Rene Garcia tripled into right center to give the Legends a 5-2 edge.
The Legends plated two more runs in the eighth inning to build a commanding 7-2 lead.
Legends reliever Brenden Stines earned the win by tossed three scoreless innings.
The Shorebirds travel to West Virginia for a Monday night opener of a four game series.
