In compiling our first ranking of the World's Most Powerful People we wrestled with these questions — and many more — before deciding to define power in four dimensions. Traffic Rank in US. When you get down this low, dropping 1,000 or so is a major difference. Considering Salisbury News has two days worth of information on one page, (unlike the Daily Times who has click here to read more of their articles and sometimes 3 or 4 pages to one article) having these kind of numbers is simply unheard of.
In the mean time we'll leave things just the way they are and gain our numbers without any tricks or games. This way when someone advertisers with us in the future they'll know they're getting a whole lot more of a bang for their buck than anywhere else.
Subjects Sought In Prescription Fraud Ring
State of Delaware- There have been some developments in the case involving the prescription fraud ring released to the media yesterday.
Gail Perry, Khadijah Greaves and Jeffrey Fisher all saw themselves covered by local media sources and have agreed to turn themselves in tomorrow at Troop 2 in Glasgow. HERE
Additionally, another warrant has been sworn to and there is now active for another suspect. Investigators are looking for James Dacey, 32, of Buckwheat Run Road in Northeast, Maryland. Once arrested, he is will face charges consisting of four counts of Obtaining a Controlled Substance by Fraud (felony) and four counts of Forgery 2nd (felony).
He presented fraudulent scripts listing the Neurological Medicine Practice at the Happy Harrys in the Suburban Plaza on Elkton Road on October 8, 2009, Rite Aid on Porter Road on 10/14, Rite Aid in the Omega Plaza, on Stanton Ogletown Road on 10/16, and the Pathmark Pharmacy in the College Square Shopping Center on 10/16. The scripts were only filled at the Porter Road Rite Aid and the College Square Pathmark.

VOICE Proposal Suggest Wicomico County To Restructure
Detectives Seek To Identify Check Fraud Suspect
Location: Various locations throughout Delaware and southeastern Pennsylvania

Suspect(s): Black male, thin build, short hair, dressed in female clothes
Resume: Detectives from the Delaware State Police Financial Crimes Division are seeking the identity of a subject who is wanted for passing bad checks.
The subject depicted in the included array of photographs has been cashing and depositing fraudulent checks at various banks in Delaware and southeastern Pennsylvania.
This investigation is ongoing, and thus, only few details are available for dissemination at this time.

GOVERNOR MARTIN O’MALLEY TO PARTICIPATE IN OPENING OF LOCKHEED MARTIN’S CYBER INNOVATION AND TECHNOLOGY CENTER
ANNAPOLIS, MD (November 11, 2009) – Governor Martin O’Malley will attend the dedication and ribbon cutting of the NexGen Cyber Innovation and Technology Center at Lockheed Martin, a 25,000 square foot facility designed with a cyber range to solve technology challenges in real time while simulating customer environments. The facility represents Maryland’s unique assets to create and sustain economic activity and create jobs even during tough economic times.
DEC Board Progresses Toward Rate Reduction
The Board of Directors at Delaware Electric Cooperative today tentatively approved an across the Board electric rate reduction subject to final Board approval at a Public Hearing on Wednesday December 16, 2009, 1:30 p.m. at the Cooperative. This is the second step in a three step process followed by the Board when they are adjusting rates for their members.
The Board of Directors for Delaware Electric Cooperative is proposing an average annual rate decrease of 7.22% beginning on January 1, 2010, which would lower electric bills by $9.04 for a residential member using 1,000 kWh per month and lowers the residential rate to $112.91 for 1000 kWh per month.
“The Cooperative is proud to announce this rate reduction especially during these tough economic times when our members could use the savings the most,” said Bill Wells, Chairman, Delaware Electric Cooperative Board of Directors.
The Cooperative identified many reasons why they are able to offer the rate decrease, but highlighted the members’ involvement in the “Beat the Peak” program as a key contributor to lower rates. In addition, the Cooperative through their power supplier ODEC has taken advantage of their asset based portfolio, declining markets, experienced staff and long term strategies to secure lower cost power for their members.
“Because we are a not for profit, member owned cooperative when we save money we pass that savings on to our members in the form of lower rates and excellent service,” stated Bill Andrew, President/CEO, Delaware Electric Cooperative. “Your cooperative is focused on providing high valued service and stable prices for the long term,” he continued.
In addition to the rate decrease the Board of Directors and Staff outlined a new Energy Efficiency Programs charge to keep the cooperative on the leading edge in energy efficiency and conservation efforts. Overall, the additional member savings are estimated to exceed $10 million in 2010. Incorporated with their already low rates this decrease will place the cost of power for cooperative members 35% below the average cost of other electric consumers in the state.
Delaware Electric Cooperative is a member-owned utility serving over 77,000 Kent and Sussex County member-owners.

The Delmar Police Dept. has obtained an Arrest Warrant for Jonathan Zulinski in reference to the October 15th Robbery of the Wilmington Trust Bank in Delmar, Delaware. Zulinski is currently being held at Sussex Correctional Institute in Georgetown, Delaware.
The Delmar Police Department was assisted in its investigation by the following agencies: Delaware Department of Parole and Probation, Delaware State Police, Wicomico Co. Bureau of Investigation, Maryland State Police, Salisbury City Police, and the Wicomico Co. Sheriff’s Department.
Update On PNC Bank Robbery Yesterday

An arrest has been made in connection with Tuesday morning's PNC bank robbery.
Jonathan James Zulinski, (33-year-old) of Delmar, Del. is being held by Delaware State Police for his role in the PNC robbery.
The Salisbury Police Department will hold a Press Conference at 2:00 PM today to update the public on their findings.
Troy Calloway is currently being held for questioning in a possible connection to this robbery and perhaps others.
Salisbury News was on the scene yesterday when these two men were arrested, handcuffed and taken away by the Delaware State Police in Delmar, Delaware.

WICOMICO COUNTY BUDGET CUT BLUSTER CONTINUES; MORE TO COME
That “public hearing” last night on cutting the County’s current budget was more like a general meeting for taxpayers to hear and then immediately comment upon what Rick Pollitt has at long last decided should be cut or reduced in order to have a balanced budget. That aspect of the event – here it is; speak up right now – was even more so because of the absence of specific details and a long “power-point” presentation about the County’s fiscal plight.
The event would have been a waste of time but for suggestions for specific cuts that Rick Pollitt and the County Council either have not considered or have rejected, including these:
1. Terminate Pollitt’s press secretary (“public information officer”) – the taxpayer who suggested this cut pointed out that Rick is capable of speaking for himself.
2. Shrink the size of the County Council from 7 to 5 members.
These measures would reduce County expense – perhaps by $100,000 or more each year – but would not result in the loss of any essential services. Such “outside the box” thinking is itself an essential service these days. Those and other cost-cutting suggestions were greeted with more than polite applause by many in the audience of 250 or so persons.
Of course, the “can’t cut that” crowd also showed up. The prize-winner IMHO was someone who seriously suggested that the potential loss of the poodle show at the Civic Center is a significant reason to maintain funding. We understand that keeping the “national indoor tennis tournament” was a reason for building that monstrosity. So, it seems the mindset that has made Wicomico County government a fiscal nightmare is alive and well.
It appears that nobody knows what will happen next in “the battle to balance the budget,” so stay tuned.

Suspect(s): Robert Date, 33, East 14th Street, Wilmington, Delaware
Resume: Troopers from Troop 6 and Troop 1 are asking for the publics’ help in locating Robert Dale of Wilmington.
Mr. Dale has been implicated in three separate State Police Investigations stemming back to last December.
In the first case, Dale allegedly shoplifted from the Sears location on Concord Pike. He was just recently identified in this case and warrants are on file.
On April 27th of this year, Dale was involved in a minor vehicle crash in the parking lot of 512 Main Street in Stanton. After the fender bender, he fled the scene and never exchanged information with the other driver. A Careless Driving warrant in on file.
On September 8th of ’09, Dale was involved in a domestic incident at the Riverview Motel in which it has been alleged he assaulted his wife and threatened her. He is wanted for Assault (misdemeanor).
Troopers have been unable to locate Robert Dale. Anyone who may know of his whereabouts is asked to call Troop 1 at 302-761-6677.

SEC. 213. INSURANCE RATING RULES.
(a) IN GENERAL.—The premium rate charged for a qualified health benefits plan that is health insurance coverage may not vary except as follows:
(1) LIMITED AGE VARIATION PERMITTED.—By age (within such age categories as the Commissioner shall specify) so long as the ratio of the highest such premium to the lowest such premium does not exceed the ratio of 2 to 1
(2) BY AREA.—By premium rating area (as permitted by State insurance regulators or, in the case of Exchange-participating health benefits plans, as specified by the Commissioner in consultation with such regulators).
(3) BY FAMILY ENROLLMENT.—By family enrollment (such as variations within categories and compositions of families) so long as the ratio of the premium for family enrollment (or enrollments) to the premium for individual enrollment is uniform, as specified under State law and consistent with rules of the Commissioner.
Comment: Premiums can only vary on the basis of age by a factor of 2. So, a coverage provider can only charge a 78 year old, 894 pound, 2 pack a day smoker, diagnosed with colon cancer and diabetes twice as much as they can charge a 20 year old who appears to be in perfect health.
It's pretty simple, young and healthy people will be picking up a significant part of the tab for old and unhealthy people. If you are among the latter, then you should probably be saying thank you. If you are among the former, well, um, uh, yeah, so, sorry about your luck
The goal of this reform is not to reduce health care costs and increase quality, it is to redistribute those costs among people such that some are paying much more than their fair share, and some are paying much, much less than their fair share.

LEGAL PROSTITUTION
How can AARP justify its claim to represent the interests of senior citizens by advocating passage of health care legislation, before the Congress? Cutting between $400 and $500 billion dollars from Medicare while 30 million baby boomers will be added to the program, can not be justified. The claim that eliminating waste and fraud will occur, is only a pipe dream. I contend waste and fraud will increase with more participants, as Congress is the "Poster Boy" for waste and fraud.
A panel that will determine, based on cost, if a patient will receive medical treatment could, indeed, be a death panel. Considering the statistical probability of a successful outcome is outrageous. This brings us to the prostitutes in the AMA. They traded their oath for protection of their compensation. Proof positive that they are engaged in the oldest profession.
Many, if not all, politicians have long been recognized as prostitutes. Despite their protests to the contrary, they sell their votes for contributions. In time we will learn what has been offered to AARP and the AMA for their support. It is highly unlikely that it will benefit the average citizen.

Troopers Look To Identify Theft Suspects
Location: Shoprite, 1600 West Newport Pike, Wilmington, Delaware, New Castle County
Date of Occurrence: Monday, November 9th, at approximately 9:00 p.m.
Suspect(s):
White male, 5'10"-6'0", 155-165 lbs, wearing a dark cap, multi-colored jacket, and black pants
White female, with dark hair, between 5'4"-5'6", 130-150 lbs, wearing a dark colored hooded sweatshirt, red t-shirt, and baggy style blue jeans
Resume: We have seen this type of crime before, but it has been quite some time since it reared its ugly head. Once again, DSP is investigating a case of a theft against an elderly female. This time the victim is 83.
On Monday evening, Troopers were dispatched to the Shoprite located in the First State Plaza Shopping Center for the report of a theft of a purse. In this case, the victim was shopping alone when she was approached by a male suspect. This individual engaged the victim in a conversation, and while she was distracted, the second suspect, a white female, approached the victim from behind and stole her purse. The female suspect concealed the purse underneath her sweatshirt and the two suspects then fled the scene.
Surveillance video images have been included in this release. Anyone who may know these subjects, who prayed on this elderly victim, is asked to call authorities at 302-633-5000 ext. 607 or Crime Stoppers at 1-800-TIP-3333.

There is something very strange about the Fort Hood incident. The media/government led us to believe the shooter was dead for over 7 hours before revealing that he was alive and recovering. The media/government led us to believe there were at least 2 other shooters involved before telling us there was only one person. The personal friends and family of the man involved tell us this is "out of character" for him. finally, how could this guy wound so many with 2 handguns (one of which was beleived to be a revolver) before being stopped? And a 110 pound lady cop stopped him, after taking 3-4 bullets? Where are the heroes? Where is the motive?

Recreation Budget Meeting
Here is a note from our Recreation Superintendent, Andy Wisk:
Wednesday night’s meeting was a success in giving our stakeholders an opportunity to understand what we may be facing. Wednesday night’s meeting was only the beginning. Recreation and Parks is built on a foundation of participant and volunteer involvement. We now need to talk and meet with those people and ask for their help in finding a solution to this problem. The solution is out there!
Please follow up and continue discussions with your stakeholders. As mentioned on Wednesday, the Recreation Commission is meeting again on Wednesday, November 18th at 7 p.m. in the Flanders Rooms to begin discussing solutions. Your stakeholders should be encouraged to present any idea that they have at that meeting. Encourage them to be a part of the process. There are only good ideas!

An 85-year-old man was requested by his Doctor for a sperm count as part of his physical exam.
The doctor gave the man a jar and said, 'Take this jar home and bring back a semen sample tomorrow.'
The next day the 85-year-old man reappeared at the doctor's office and gave him the jar, which was as clean and empty as on the previous day.
The doctor asked what happened and the man explained, 'Well, doc, it's like this -- first I tried with my right hand, but nothing. Then I tried with my left hand, but still nothing.'

Maryland Barn Among Top Ten Finalists In Renovation Contest
The Just Wait and See Farm in Union Bridge, Maryland, is among the top ten finalists of a national barn preservation program sponsored by Campbell’s Soup.
Jay, Jodi and Dalton Mackenzie live on the farm they purchased in 2006. The bank barn in need of renovation was built in 1856 and has stored hay and grain on the upper level and cows and horses on the lower level. They operate a 125-head beef cattle farm and raise corn, soybeans and hay.
“Restoring this barn that is located in a very traditional farming community would help bring an already strong community together for a common cause,” said Colby Ferguson, agriculture specialist with the Frederick County Office of Economic Development. “A well-kept farm and attractive neighborhoods are important. Supporting and helping to sustain agriculture, especially farming and open space, is a priority of the local government and Office of Economic Development. Restoring this barn would help preserve it for the next generation.”
The Campbell’s Help Grow Your Soup program is not only reviving American barns, it is also providing educational opportunities to future leaders in agriculture by donating $1 for each vote cast (up to $250,000) to the National FFA Organization. Dalton Mackenzie is a member of the Linganore FFA Chapter.
Voting began on October 1st and runs through January 5, 2010. The top five barns receiving the most votes will be renovated by the Campbell’s Soup Company.

What Do You Like About Your Home Town?
As we try to get past hump day and look towards a better life, what is in your surroundings that make you feel happy? I'm not looking for some hippy cumbaya stuff, just some things around you that stand out as being special. Is it your neighbors? Perhaps you place of employment? Maybe you like local sports, or your family church? Whatever it is, lets put a positive spin on this gloomy, rainy Wednesday.
What A Letter
We lived in California during the winters of 2007 and 2008. We became addicted to Fox News and watched O'Reilly and Hannity and Colmes every night. When we got back home, we upgraded our cable to get Fox. I watched the Presidential campaign very closely. Initially because I thought the Democrats would nominate Hillary Clinton and then in astonishment when they chose an even more hard-left candidate. All of last year I told everyone that Obama was not a Democrat, he was a Marxist. He is far to the left of any European leader and even far left of the NDP.
I read Saul Alinsky when I was in University. I studied him and his writing carefully. When Bill Ayers and his wife were bombing and killing people at random in the Weather Underground, Weather Underground and the Black Panthers were closely allied. I read David Horowitz's account of changing from a Marxist to a conservative after seeing that the government was afraid to prosecute members of the Panthers for murdering his personal assistant. He suddenly understood the evil that Marxism really was..
After the student radicals failed in creating a Marxist revolution in the United States by violent means, they embraced Alinsky. You would be wise to read "Rules for Radicals" because it outlines how Hillary and Obama planned to get into power, and what they intended to do when they got it.
Socialism is not the correct descriptor for what Obama and the Democrats are doing. They are going to be much more far reaching than anything Sweden has ever been able to do. Obama is following Alinsky's plans, those set out in "Rules for Radicals" and his other writing. The Democrats are attempting to create one party rule in the U.S. And in achieving that, will create crisis after crisis by their own actions and use those crisis to nationalize the means of production in the U.S. You are in the middle of a communist revolution and few in the U.S. can actually see it for what it truly is.
The U.S. is now on the path of financial destruction. The Constitution has been shredded and individual human rights are being trampled. In less than 8 months Obama has used a recession to take over the two largest industries in the U.S. He will debase the Dollar and is on the road to creating an incredible energy shortage that will allow him and Congress to take over the energy industry.
But by and large I think that by the 2010 elections, the Democrats will have gerrymandered electoral districts to the point that it will be impossible for them to lose control of both houses of Congress. The incredible increase in the money supply is going to create Zimbabwe and Venezuela style inflation, and with it, controls on the currency and the amount of money that can be taken out of the country.
I love America, I cannot believe how the ignorance of the American public has created a situation whereby they are going to lose their Republic and slip into an age of repression and tyranny.
I may be nuts, but so far I have been 100% in my predictions of what Obama was going to do, because I merely had to look at "Rules for Radicals" to see what was coming next. I read Glenn Beck's book, "Common Sense" and in it re-read Thomas Paine's pamphlet with the same name. I recommend the book.
When the storm finally hits (and it will) those of you who supported the Obama administration will be affected as well. It won't just be us gun owners or Flat-Taxers, or Pro-Lifers that get hit. You'll be right there next to us.
You all thought the Conservatives were nut cases. You know - all of us who believe in God, small government, the Second Amendment, etc. You thought you could just go back to sleep after the election was over. In your world, America will continue as before. You'll still have the same rights, the same nice house, the same big screen television. After all, your high school football team won and the other team lost - go team! Even if you have bothered to look up from the daily grind since Nov 4th, you dismissed everything that has occurred as "politics as usual--the same old stuff".
In the end, it'll all be OK won't it? Not this time. There are a growing number of citizens in the US that are ready to fight to shut down the government's grab of personal freedom, its blatant abuse of the constitution, and its attempt to replace the American way of life with socialism. You have to listen carefully to hear them, but they are there. I won't start that fight, but when it goes down I will join it. As for you? You'll be shocked because you didn't see it coming.
And eventually you'll be saddened when you see that we have truly lost the way of life with which you grew up. You'll be saddened that your children and grandchildren live in a socialist, government-controlled gulag where their every movement from cradle to grave is tracked by the government. But most of all, you'll be saddened by the death of friends and relatives who are brave enough to fi ght and die for something they believe in.
You know, McCain wasn't much of a candidate. I'll give you that.. He was the lesser of two evils for most of us. I don't blame you for not voting for him since, at the time, you didn't know what we all know now. But at least John McCain was an American. He was a supporter of the American way of life and he understood that you can't negotiate with terrorists. He understood and appreciated the sacrifice made by my father and other members of the Greatest Generation.
Mark my words friends. All across America groups are forming. They are forming out of anger and out of desperation at the thought of losing America. They're not militia groups, terrorists as the Department of Homeland security would have you believe; they are Americans, loyal to the constitution. They are mothers and fathers and grandparents. They belong to groups like the Minutemen Civil Defense Corps, the
Peaceful Resistance, the Constitution Party, the Young Conservatives, the 9/12 Project, and Grassfire. Right now they are fragmented, each focused on their own cause. But sometime in the next two years, our government is going to do something really stupid and these groups will come together. Watch for it, Wait for it. Get ready. It will happen.
When that event happens, whatever "it" is, our great country is going to plunge into chaos for a while. I pray to God that we make it through that time and emerge a stronger, smarter country.

Dems Rejected 11 Amendments Requiring Congress To Enroll In Gov’t-Run Health Plan
(CNSNews.com) – More than 200 amendments were rejected by the House Rules Committee ahead of Saturday's vote on the Democrats' health care bill, including 11 that would have required members of Congress and other government officials to be enrolled in the same federal insurance plan proposed for the American people.
Critics of the health care bill said they offered the 11 amendments – including some that would require the president, vice president, and Supreme Court justices to give up their Federal Employees Health Benefit Program (FEHBP) to enroll in the ‘public option’ or Medicaid – to showcase the problems with the massive legislation.
“If Congress forces our constituents into a public option plan over time, then members of Congress should be expected to do the same,” Rep. Howard McKeon (R-Calif.) told CNSNews.com.
The House Rules Committee attempt was the second time McKeon had tried to amend the Democrats’ health plan to include legislators in the public option.
“Democrats voted down a similar amendment, 21-18, in the Ways and Means Committee during the July markup of HR 3200,” McKeon said. “It became apparent then that Democrats are afraid of being put on a government-run health care program, but that fear does not extend to the welfare of their own constituents.”

GOP Congressman Who Voted For Health Care Bill Has Lost Some Support
New Orleans (AP) - The only Republican in the House to vote for a Democrat-backed health care bill says two fundraisers for him have been canceled since Saturday's vote.
Rep. Anh "Joseph" Cao said Tuesday some campaign contributors have also asked for their money back.
But Cao stands by his vote and rejects any notion he might leave the Republican Party.
House Minority Whip Eric Cantor of Virginia says he was disappointed by Cao's vote but he plans no political retaliation against Cao.
Cao, a Vietnamese-American, represents a mostly black, mostly Democratic New Orleans-based district. He narrowly defeated Democratic incumbent William Jefferson last year after Jefferson was indicted on corruption charges.

Intel Committee Republican Says Administration Is Withholding Information On Fort Hood Attack
Rep. Pete Hoekstra (R-Mich.), the ranking Republican on the House Permanent Select Committee on Intelligence, said Monday that the Obama administration has been withholding “critical information” on the Fort Hood murders allegedly committed by Army Major Nidal Malik Hasan.
Hoekstra is demanding that the Central Intelligence Agency, the Federal Bureau of Investigation, the National Security Agency and the Director of National Intelligence preserve documents relating to the incident for use in possible future congressional investigation."
President Obama said people should not jump to conclusions about what happened at Fort Hood, but the administration is in possession of critical information related to the attack that they are refusing to release to Congress or the American people," Hoekstra said in a statement. "I intend to push for intense review of this and other issues related to the performance of the intelligence community and whether or not information necessary for military, state and local officials to provide for the security of the post was provided to them."

Multiculturalism Will Break Apart The United States
“Multiculturalism” is a euphemism that suggests accepting and loving of all people. Unfortunately, multiculturalism does not promote love. Instead, it causes angst and division. Instead of emphasizing similarities, it underscores differences. This also applies to the term Diversity. Interestingly, both terms happen to be two of the most popular Politically Correct words of the day. To Obama and his liberal supporters, you are good if you support Diversity and Multiculturalism, and you are evil if you don’t.
It has been reported that Major Hasan stated he considers himself a Muslim before an American. Although he lives within American borders and wears an American military uniform, according to Obama and anyone who supports Multiculturalism, it is perfectly acceptable for Hasan to belong to his own distinct nation—the nation of Islam. Obama might have been correct in stating America is not at war with Islam, but there is no doubt Islam is at war with us.
Many conservatives are pointing out political correctness allowed the massacre of our young men and woman in uniform last week. Actually, political correctness, through its themes of Multiculturalism and Diversity ENCOURAGED IT. Americans, please open your eyes. Don’t just believe in what sounds good. Believe in what is good.
PUNCTUATION IS POWERFUL
Article 1, Section 8 - as written,
The Congress shall have power to lay and collect Taxes, Duties, Imports and Excises, to pay the Debts and provide for the common Defense and general welfare of the United States; but all Duties, Imports and Excises shall be uniform throughout the United States.
* Please note the use of punctuation and the capitalization of certain words. Pay particular attention to the words, general welfare. The words are NOT capitalized nor separated by punctuation. I would argue that general welfare refers to the common Defense and NOT to anything else.
There are eighteen (18) powers enumerated in Section 8. The shortest consists of six (6) words. "To provide and maintain a Navy" It would seem logical that should they have intended general welfare to have a different meaning, it would have been written as a separate power. The three words, and general welfare would not be in the sentence, but would have been a nineteenth (19) power. I think it would have been written something like this, -
"To provide for the General Welfare and Health of the United States"
* I seek comments from Legal scholars and English teachers on the meaning of general welfare in this context. I feel the Courts have become too politicized to render an objective opinion. The actions of the Courts, since the 1930s have made the Constitution virtually meaningless.

My friend (82 years old) lives in Delaware and this morning she and the lady that has lived under her care (mentally challenged) for about 30 years went to Sam's Club in Salisbury to shop. When they were getting their cart outside, the lady (mentally challenged) saw a bag in the cart. She opened it and saw that it had money, so she took it inside to the office and turned it in. They thanked her and she went on shopping with her caregiver. It wasn't long before the people from Sam's club came and found her to thank her for the find. It seems that some company shopping in the store had left the cash in the cart. They were so grateful as was Sam's club for her honesty. Sam's Club gave her a $25.00 gift certificate. The folks that actually got the money back are probably still in shock that it was found and turned in. I only hope they give this very nice lady a reward as well. It was a very large amount of money $0,000.00 dollars and trust me these 2 ladies live on very meager means."

I hope you can help me. The other day, I set off for work leaving my husband in the house watching TV.
My car started stalling and then it broke down about a mile down the road and I had to walk back to get my husband's help. When I got home, I couldn't believe my eyes. He was in our bedroom with the neighbour's daughter!
I am 32, my husband is 34, and the neighbour's daughter is 19. We have been married for ten years. When I confronted him, he broke down and admitted that they had been having an affair for the past six months.
He won't go to counselling and I'm afraid I am a wreck and need advice urgently. Can you please help?

Dear Sheila:
A car stalling after being driven a short distance can be caused by a variety of faults with the engine.
Start by checking that there is no debris in the fuel line. If it is clear, check the vacuum pipes and hoses on the intake manifold and also check all grounding wires. If none of these approaches solves the problem, it could be that the fuel pump itself is faulty, causing low delivery pressure to the injectors.

Missing Dog Taken From Yard
Hi Joe,
My friend who owns the pet rescue called Crazy for Critters had a dog taken from her property on Norris Twilley Rd in Mardela Springs.
Hope is a pit bull mix, who was rescued from people who used her for dog fighting. She was with the family in the yard and next thing they knew, she was gone. I have met this dog myself, and despite her terrible life prior to being rescued, she is the most loving, friendly, happy dog that loves people and other dogs!
If you can post her picture, perhaps she will find her way home faster.
We are all so worried about her and have traveled all the back roads looking for her for two days now.

The event, organized by members of the War Memorial Committee, will take place in the Da Nang Room at the Wicomico Youth & Civic Center at 11:00 AM

OCEAN CITY MAN ARRESTED AFTER EXPOSING HIMSELF TO JUVENILE GIRL
On November 5, 2009 at approximately 7:30 pm, Ocean City Police officers responded to the area of 400 S. Atlantic Ave., in reference to a report of an indecent exposure that had already occurred. Officers met with the complainant who informed police that a white male had exposed himself to his juvenile daughter earlier that morning.
The juvenile victim provided police with information regarding the incident and was able to provide a description of male. Based on proactive police initiatives
and the description provided by the victim, police were able to develop a suspect.
Ocean City Police obtained an Arrest Warrant for Indecent Exposure for the suspect, identified as William Glenn Stauffer, 44-years-old, of Ocean City, Maryland.
On November 6, 2009, Ocean City Police located and arrested Stauffer. Stauffer was seen by an Ocean City District Court Commission and was held on $5000 bond. Stauffer has been transferred to the Worcester County Jail.

Resume: Investigators from the Delaware State Police Office of Narcotics and Dangerous Drugs are seeking the publics’ help in locating the aforementioned subjects who have been implicated in a prescription fraud ring.
This investigation has been under way since September 21st when the first fraudulent script came about. Khadijah Greaves allegedly responded to the ACME, located at 950 Elkton Road, on this date and obtained the prescription Oxycodone by presenting the pharmacist with a manufactured script.
The next case was reported on September 30th at the Happy Harrys located at 216 Suburban Plaza in Newark and involved a fraudulent script. The suspect in this case was identified as Michelle Hammond and she obtained Oxycodone.
Another incident was reported on October 12th at the Rite Aid located at 4607 Stanton Ogletown Road in Newark. In this incident, it was allegedly Jeffrey Fisher who presented the false script for Oxycodone. The script was not filled.
On this same date, October 12th, Zonisha Shaw walked into the Happy Harry’s, 4465 Summit Bridge Road in Middletown. She presented a fraudulent prescription to the pharmacist for Oxycodone- which she obtained.
Next, on November 2nd, Gail Perry allegedly walked into the Rite Aid on Stanton Ogletown Road and presented a fraudulent script to the pharmacist for Oxycodone. This script was not filled.
What is the connection in these incidents? In each of the above listed incidents, the Doctor’s office listed on the script was Neurological Medicine, a physicians practice from Greenbelt, Maryland. This doctors’ office was contacted and they were completely unaware of this scam. Also, all of the scripts were for Oxycodone.
Anyone who may know of the location of the subjects listed in this release is asked to call 302.834.2630 ext. 347 or Crime Stoppers at 1.800.TIP.3333. All of these subjects are wanted for felony level charges related to prescription fraud.
Juvenile Arrested For Breaking Into The Home Of A Trooper And Stealing His Gun

Date of Occurrence: Monday November 9, 2009 between 9 a.m. and 10:30 p.m.
Suspect: Rajheem Johnson, 16, Millsboro
Resume:
Delaware State Police have arrested a 16 year-old Millsboro teen after he broke into a trooper’s home and stole jewelry and the trooper’s personal handgun.
Approximately and hour after the burglary a trooper stopped Johnson while he was riding his bike on SR 24. When the trooper stopped Johnson the trooper found the stolen weapon in Johnson’s waist.
Johnson allegedly broke into the trooper’s home and removed the firearm and some jewelry. While he was in the residence he fired a shot into the wall prior to fleeing.
Johnson was charged with burglary, theft of a firearm and criminal mischief. No bail information was available at the time of this release.

WOMAN CHARGED WITH FALSE REPORT
On August 26, 2009, at approximately 9:30P.M., Ocean City Police Officers responded to the area of Old Landing Road, in reference to a report of a female being attacked by a man with a knife.
Police arrived in the area and located a female victim who related that she had just left a baby sitting job and was walking to her car which was parked on Old Landing Road. The female stated she got to her car when she was attacked by an unidentified male who was wielding a knife. During the attack the female stated the male made her go into the near-by marsh where the male began assaulting the female with knife. During the attack the female fought the male attacker and was able to escape. The female reported that the male attacker ran away from the scene west toward the bay.
Because of the initial circumstances of the attack as reported by the female victim, the police initiated an intense search of the Old Landing Road and surrounding area. OCPD Detectives and Forensic Services Unit members responded to the scene. Due to various factors discovered during the investigation as well as certain inconsistencies in the victim’s statements, investigators believed the initial report as related by the victim to be suspect.
Police personnel, including members of the OCPD K-9 unit, were unable to locate any evidence of the victim’s alleged attacker. Investigators also noted a lack of physical evidence at the scene.
During the investigation OCPD Detectives questioned the victim who eventually admitted the incident never took place and in-fact was a false report. The victim is identified as Alexis Marie Turcol, 18-years-old, of Pittsville, Maryland.
As a result of Turcol’s admission, OCPD investigators have charged Turcol with making a false police report. An Ocean City District Court Commission has issued a criminal summons for Turcol charging her with the crime. A court date is pending. No Picture of Turcol is available.

Not only did it include our Van (he washed it twice today) he stated we could bring it by once a month to get it taken care of again...free of course... Now how about a little pay it forward.... MID-ATLANTIC GOVERNORS COMMIT TO OFFSHORE WIND PARTNERSHIP
“Today marks another important step towards a clean energy future for our families and workers. The opportunity for renewable energy generation through off shore wind is outstanding,” remarked Maryland’s Governor Martin O’Malley. “Our states share many common resources and opportunities. This collaboration will allow us to take full advantage of these opportunities and pool our collective abilities for not only a Smart, Green and Growing Maryland, but a cleaner and more sustainable region as well.”
“With our extensive coastline and highly-educated workforce, Virginia is particularly well-suited to explore offshore wind energy opportunities,” said Virginia Governor Timothy M. Kaine. “In these tough economic times, it's more important than ever that we invest in renewable energy sources that will create jobs and provide cleaner, more affordable energy for our families and communities. One of the best things we can do to lift ourselves out of a challenging economy today is to invest in a greener, cleaner tomorrow.”
“With the only power purchase agreement in place for offshore wind in the United States, Delaware is poised to be the first state in the nation to develop an offshore wind farm, bringing clean power to the region and creating hundreds of jobs,” said Governor Jack Markell. “This agreement will help us leverage the resources and energy of our three state governments to help our region become the true powerhouse for this important source of renewable, reliable alternative energy.”
Through the MOU, the Mid-Atlantic States will focus on leveraging resources and information to bring offshore wind energy to the region, which in turn, will create green jobs for our workers and clean energy alternatives for our families and businesses. Immediate tasks under the MOU are to identify common transmission strategies for offshore wind energy deployment in the region, discuss ways to encourage sustainable market demand for this renewable resource and work collaboratively in pursuing federal energy policies which help advance offshore wind in the Mid-Atlantic area.
The MOU also calls for examination of ways to coordinate regional supply chain facilities to secure supply, deployment, and operations and maintenance functions to support offshore wind energy facilities. Collaboration on strategies to utilize academic institutions to create standards and opportunities for training and workforce development will also be developed.
This coordinated effort will provide benefits for each state individually by efficiently targeting areas of common interest to the region. Moreover, this effort will greatly facilitate our regional engagement with federal entities such as the Minerals Management Service, the Federal Energy Regulatory Commission, and the Department of Defense.
Bank Robbery In Claymont Probed
Location: WSFS, located inside the Superfresh Grocery Store, 2105 Philadelphia Pike, Claymont, Delaware
Date of Occurrence: Tuesday, November 10, 2009, 2:46 p.m.
Suspect(s): Black male, 5’07” – 5’10”, 18 – 35 years old, thin to average build, medium to dark skin tone, wearing a light colored wind breaker and blue jeans, gloves, with his face covered.
Resume: Detectives from the Delaware State Police Robbery Squad are looking into an early afternoon bank robbery in Claymont.
This investigation revealed that at approximately 2:46 p.m., the a male suspect arrived at the Superfresh and stood in the front of the grocery store, unmasked and facing away from the camera system. He was apparently waiting for his moment to commence the heist.
A few minutes later, the suspect donned a mask entered the grocery store and proceeded to the WSFS bank inside. The suspect, armed with a handgun, handed the teller a bag. He demanded the teller fill the bag with cash and she complied.
After the robbery, the suspect fled the bank on foot toward the rear of the grocery store.
There are no surveillance images to disseminate in this case; however, as mentioned above, the suspect did stand with his face uncovered in front of the grocery store for a period of time prior to the robbery.
