Senator Ben Cardin Must Be Nuts, He Wants To Rescue Failing Newspapers


U.S. bill seeks to rescue faltering newspapers

WASHINGTON (Reuters) - With many U.S. newspapers struggling to survive, a Democratic senator on Tuesday introduced a bill to help them by allowing newspaper companies to restructure as nonprofits with a variety of tax breaks.


"This may not be the optimal choice for some major newspapers or corporate media chains but it should be an option for many newspapers that are struggling to stay afloat," said Senator Benjamin Cardin.


A Cardin spokesman said the bill had yet to attract any co-sponsors, but had sparked plenty of interest within the media, which has seen plunging revenues and many journalist layoffs.
Cardin's Newspaper Revitalization Act would allow newspapers to operate as nonprofits for educational purposes under the U.S. tax code, giving them a similar status to public broadcasting companies.


Under this arrangement, newspapers would still be free to report on all issues, including political campaigns. But they would be prohibited from making political endorsements.

President Obama Comforted This Republican


In tonight's Press Conference President Obama faced the toughest critics out there, the Press. While I didn't hear the entire Speech and Press Conference, what I did hear was not only comforting, it was promising.


Like this Democratic President or not, this man has a great head on his shoulders and he's backed by a very confident team that has in place strategies backed with open answers and not fluff BS!


So my hat is tipped to Mr. Obama this evening for being open and honest. Let's just hope the rest of the American political base can learn to follow such a leader, unlike what our Mayor here in Salisbury has brought to us in the past 12 years.


Lead by example, I always say. You should all feel lucky you have Jim Ireton as a candidate for Mayor.

Perdue Closes Rt. 13 AGAIN!


I have just received word that a Perdue Truck has spilled quite a bit of vegetable oil onto Rt. 13 North in Olney. The north bound traffic is completely closed off.

Going back to the Post from the other day, they called it a Hazardous Condition and Hazmat is there to lay down sand bags. Man, I'll bet Chief See & Deputy Chief Gordy are sitting there right ow thinking, dag, we missed a big one!

State Police Shut Down Camden Drug Operation


Camden – The Delaware State Police Kent County Drug Unit have concluded a two month undercover drug investigation which resulted in the arrests of 3 Dover persons. Undercover troopers, with the assistance of the DSP Special Operations Response Team (SORT), executed the residential search warrant this morning at approximately 6:00 am at a home in the unit block of Hickory Drive, Briar Park, Dover. The investigation surrounded the illegal distribution of crack cocaine.

Throughout the course of the investigation, detectives identified several persons who reside in the home as persons responsible for the illegal distribution of narcotics. During the execution of the search warrant, one of the occupants, Carlos O. Benson, 33 of Dover, obtained several individual bags of crack cocaine, weighing approximately 8 grams (1/4 ounce), and attempted to conceal his person by hiding in a bed with three children. The children were a 7 year old male, 4 year old male and a 3 year old female.

When detectives encountered Mr. Benson and began questioning him in regards to the investigation, they observed him swallowing the crack cocaine. Benson informed investigators he ingested approximately 8 grams of crack cocaine in an effort to conceal the drugs from police. Due to the medical concern surrounding the fact he ingested cocaine, medical assistance was provided by Delaware State Police personnel on the scene. He was later taken by ambulance to Kent General Hospital where he has been admitted.

During a later search of the residence, additional crack cocaine packaged for sale weighing approximately .7 grams, digital scales, and additional packaging material was located. The bags were consistent with the crack cocaine filled bags that Carlos Benson placed in his mouth. Furthermore, several individual bags of marijuana, a second digital scale, and more packaging material were located. The marijuana weighed 29.7 grams.

As a result of the investigation, the following charges were levied against the below persons who reside in the home:

Arrest warrants have been obtained for Carlos O. Benson, 33 of Dover for Possession with the Intent to Deliver Crack Cocaine, Maintaining a Dwelling, Tampering with Physical Evidence, Conspiracy 2nd, Possession of Drug Paraphernalia, Endangering the Welfare of a Child (3 counts). He will be charged once released from the hospital.

Erica N. Banks, 25 of Dover was arrested for Possession with the Intent to Deliver Crack Cocaine, Maintaining a Dwelling, Conspiracy 2nd, Possession of Drug Paraphernalia, Endangering the Welfare of a Child (3 counts). She was released on a $14,000 unsecured bail.

Jonathan N. King, 27 of Dover was arrested for Possession with the Intent to Deliver Marijuana, Maintaining a Dwelling, and Possession of Drug Paraphernalia. He was released on a $6,000 unsecured bond.

Mayor Barrie Tilghman Is One Scary Individual

"Tilghman said she does not anticipate any disciplinary action for the council members."

In today's Daily Times article the Mayor was quoted as making the above statement, surely in an attempt to make the Council Members look as if she was doing them a favor. The fact of the matter is, there's no documentation anywhere stating anything was confidential. More importantly, if there's litigation, there's litigation, period! When she stated it was then a verbal thing by Wilber, he refused to concur with the Mayor.

Why would the Mayor want to hold this information back from the public? The answer is pretty clear, she wanted to keep it from the VOTERS in the upcoming Mayoral Election. The Tilghman Administration is well recognized for pulling all sorts of tricks like this in the past. The Council Members work for the Taxpayers, not the Mayor. If Council Members feel this kind of information is important to the public, I feel it is their duty to bring it to light. I guess the timing wasn't very good for Mr. I'm Instrumental In The WWTP Comegys.

Mayor Barrie Tilghman's reputation, (worth $9,999.00) was severely damaged yesterday by only ONE Blogger, NOT "several" and that Blogger was admittedly, ME! What GA Harrison didn't say in his earlier Post was how Barrie Tilghman actually thought she had one up on the Press yesterday, looked right at GA and then stuck out her tongue out at him. My Grandson was explaining to his Grandmother when we got home how the Mayor was sticking out her tongue and that's not nice.

That didn't bother GA one bit as he immediately started telling the Mayor how it was on another website before I produced the information as well as it being exposed on the Bill Reddish Show almost 2 hours earlier. Mayor Tilghman's face got as red as a fire truck and she shut her mouth fast! She then headed for the door with Wilber running a close second.

Let me give you an example of how a business owner would look at this. OK, here we have thousands of stock holders, (you the taxpayers) who hold ALL the value of the company. You HIRE or VOTE in 5 Officers who are supposed to be the best qualified people you can find to run the day to day business of YOUR City/Business. Now, a VERY serious situation, $84,000,000.00 worth of YOUR investment goes bad, what do YOU expect to happen?

Do you expect the 5 Board Members to HIDE it from YOU? I mean, after all, YOU'RE the ones who could possibly be getting sued! Let's say these Board Members were just days away from an election and ONE of your Board Members will be running for the CEO/President/Mayor position to lead these 5 Board Members, saying he's more qualified than ANY of those 5 Board Members. He has the inside scoop on something gone very bad and rather than HIM going to the shareholders of the company, (YOU) he agrees to keep it quiet with the others because he desperately and they desperately want to get hired in as the new CEO/President.

Gary Comegys could have been the one to come forward with this information and proved to ALL OF YOU that there's going to be a whole new kind of leadership in the City of Salisbury and he's NOT going to put up with this crap any more. But that didn't happen, did it. Instead, because someone leaked this information, the current Mayor/CEO/President of the company isn't going to take any disciplinary action against them. They did nothing wrong. They informed all of the share holders there was something very wrong with their company and because the Mayor, Comegys, Smith & Shields desperately wanted to keep this information from you, YOU should FIRE THEM IMMEDIATELY!

The disciplinary action should be YOU taking these people down by NOT voting for them. Imagine just how many other things that have happened you and I weren't aware of. Look back at the Consultants letter again where he clearly states they have been plagued with problems since the very beginning of the project. IS THAT SO! What were those problems? Did any of YOU stock holders know about all of these other problems?

This is your City. Every time you pay a tax bill, YOU are reinvesting back into that company. How's it working for you Folks? It's time you get a new Board of Directors and keep the one that has been honest all along. You want those members that would be willing to take risks to let YOU know what's going on in YOUR company. Each and every City of Salisbury Taxpayer/Voter needs to get out to the polls on the 7th and vote for Jim Ireton, Debbie Campbell and Cynthia Polk.

I personally think this is the very end of Gary Comegys for Mayor. For once YOU have total control. Use your power through your votes and make the right decision. Get Jim, Debbie & Cynthia in to replace the people that were trying to HIDE vital information from you. Lord knows what these people are going to have to face once there's a leadership change but better now than later, that's for sure.

Camden Neighborhood Forum Update #2


I have received an email from Mr. Boda, explaining that he will be attending the viewing of a very recently deceased close friend on Thursday evening. He sends regrets that he will, for that reason, not be able to attend the Camden Neighborhood Association's Mayoral and Council Candidate Forum. Our condolences are extended.

We will continue with our plans to host the forum.

The candidates scheduled to attend are: Debbie Campbell, Cynthia Polk, Jim Ireton. Mrs. Shields has yet to send a reply to the invitation.

A Letter To The Editor

The article in the DT is way off when I read it, I thought to myself was anyone
from the DAILY TIMES even at the announcement? The county is predicting $12
million less revenues for the 2009 Fiscal year, not in 2010. The county has
taken steps to make sure they are on budget as the charter mandates so that the
budget is balanced-there will not be a decifit per Mr. Politt. They are only
accurate in addressing the fact that there are no lay-offs or furloughs and we
are in a hiring freeze. Mr. Politt asked all his departments to cut their
budgets by 10% of FY09 but not all the budget figures are in, not all the
revenues are collected-Hello, FY09 ends on Jun 09-and the $117 million is the
current budget the county has worked with in FY09-all the 2010 numbers they keep
referring to are not only 09 numbers, 2010 numbers aren't going to be released
til April 2nd, 2009 so the public can comment. Why does the dt keep referring
to the 2010 budget when it has not been released yet? Where is the shortfall
when less revenue has already been taken into account.

Prices Corner- The third and final suspect (14-years-old) implicated in this case turned himself in to authorities at Troop 6 this evening. He was charged with 23 counts of Graffiti and 16 counts of Conspiracy. He was released into his parents custody.

Location of Incident: Various locations throughout the Millcreek / Newark / Prices Corner areas- New Castle County

Three juvenile boys (ages 15, 15, and 14) residing in the Millcreek area. Their names are being withheld due to their ages and the fact that these are misdemeanor offenses.

Resume: It all started on Friday the 13th. A little over a week ago, Troopers were called to the Wal-Mart on Centerville road for the report of a routine shoplifting. When officers arrived on the scene, the contacted two juvenile boys who were caught trying to steal spray-paint.

The youngsters were transported back to Troop 6 where their parents also responded. Some initial discussion took place and Troopers soon learned that one of the subjects in custody was responsible for several acts of graffiti plaguing the area.

Both boys were initially released on this day as the investigation was to continue. Three days later, the prime graffiti suspect returned to Troop 6 with his mother to cooperate further. The suspect drove throughout the Troop 6 area and pointed out his work to the officer. Other valuable information was also uncovered. Thus, with the help of this suspect, and the cooperation of his parent, Troopers were able to locate the areas of graffiti he was responsible for.

Warrants were completed, and on March 23rd both boys returned to the Troop for processing. The first boy was charged with a single count each of Graffiti and Conspiracy. The second (prime) subject was charged with 23 counts of Graffiti and 16 counts of Conspiracy. Both juveniles were released back into their parents’ custody with a court date pending in Family Court.

The third suspect is expected to turn himself in to authorities in the days to come.

This case started on Friday the 13th and the battle against graffiti continues.

I strongly ask that you click on the newest audio called, Gary Comegys - WWTP. It is the most recent interview of Barrie Tilghman and Gary Comegys on her weekly radio show. The clip only lasts a few seconds but it clearly spells out how proud the two of them are about the WWTP and they never exposed the serious problems.

The Mayor said yesterday she wanted to wait to expose the problems at the WWTP until some time in April. Well, she wouldn't be Mayor any more and she covered this story up because she knew for a fact, if exposed, Gary Comegys would lose the Mayoral Election to Jim Ireton.

With the volume of hits we received yesterday, trust me, Comegys is toast! I want each and every one of you to seriously take a look at the Comegys followers now and realize just what scams these people will allow right under your noses. If TJ Maloney and Richard Insley still stand proud behind Gary Comegys while HE KNEW what was going on and they still support him, well, I don't need to say much more about them now, do I.

It's all about who and what ALL of his supporters represent. It's all about who gets the big contracts like a $84,000,000.00 WWTP or a $14,000,000.00 Fire Palace. It's about a $170,000.00 Hazmat TRAILER for the Fire Department and $5,000,000.00 worth of new Fire Trucks! There are perks in it for everyone involved and when it hits the fan, guys like Comegys are nowhere to be found.

Come on Gary, why weren't YOU at the Press Conference standing up proud and repeating what you said in this interview? Where was Louise Smith, supporting the Mayor and saying it was confidential information? Why did Paul Wilber REFUSE to answer GA Harrison's question time and time again, "Did you tell the Council this was privileged information?" Wilber REFUSED to answer him. That silence is truly deafening!

First the Mayor said it was confidential information. Then she was challenged by EVERYONE in the room saying everyone had seen the documents and nowhere on them were the words CONFIDENTIAL. After about two or three times the Mayor then changed her tune and said, well the City Attorney verbally told them that. So that's when GA went on the attack and Wilber refused to answer and just walked away. TWO Council Members said that was NOT TRUE! Funny thing is, you haven't heard GARY say to the Press that Wilber verbally told them it was confidential. Why, because it was NEVER said. That's why Wilber NEVER answered.

YOU need to get out there and vote for Jim Ireton Folks. If you want to know the TRUTH about what's going on in the City, he's the only one you can trust. Don't just think he's got it in the bag. You need to physically get out there and show your support. Show this Administration ENOUGH IS ENOUGH!

Gary, you cannot hide any more. We will provide more audio and video clearly showing how you supported the WWTP project, yet you tried to pull a fast one with the Mayor and cover it up. The Daily Times is trying to pamper this story and they're even using it to get more paper sales by not putting it on line. Who cares anyway, they can find the truth here.

Barrie Tilghman, PooGate, and Putting Lipstick On That $80+ Million Pig


"Ahead of schedule and under budget." How many times have we heard outgoing Salisbury Mayor Barrie Tilghman and her ace partner-in-crime Gary Comegys make that claim regarding the city's new waste water treatment plant (WWTP)? Unfortunately for the water and sewer ratepayers (and possibly the city's property tax payers), the facts are starting to "leak" out.

Rather than come clean with the citizens of Salisbury, Tilghman is desperately trying to slather some more lipstick on that $80+ million pig known as the WWTP. Now that the cat is out of the bag (sorry for all of the four legged metaphors), Tilghman wants to divert attention away from the gross deficiencies and potentially disastrous fiscal ramifications of her "engineering marvel".

Her solution? Blame it on the blogs.

NO, I'm not kidding!

And WAIT! We haven't even been treated to Gary Comegys' spin on this yet.

Moving To Salisbury

Controversy Surrounds Salisbury WWTP

Parts of the Salisbury City Wastewater Treatment Plant are supposed to be up and running by May first in order to meet a Maryland Department of the Environment deadline. But, according to an email sent by John Pick, the plant is far from meeting that deadline.

"That deadline is only five weeks away now. There is a serious question of whether or not we're going to be able to meet that based on the problems we've had," said City Councilwoman Debbie Campbell.

According to the email, the City has hired a specialist who, for roughly $20,000, says he can get things going. In a separate letter, the specialist says it sounds like the plant has been plagued with physical and mechanical problems since start-up. Campbell says that's not the message the public has received.

"The public message has been that we are on time and ready to go," said Campbell.

While the public may have been left out of the loop, it's unclear how much the council members knew.

"I can't discuss certain issues that have been disclosed in closed session," said Campbell.

On top of it all, Campbell says she's under the impression the wastewater treatment system the City is working on has not been installed anywhere else.

"A guinea pig. That's the impression I get," said Campbell.

Salisbury Mayor Barrie Tilghman held a press conference on the issues at the plant Monday after she says information was leaked to the media. She says it was confidential because there could be litigation pending and she doesn't want to jeopardize it.

Tilghman says, "What we were doing was to try and get the consultant in here to give us a better idea of what was going on . . . brief the Council and the first week in April hopefully talk to the public about this."

City Councilwoman Terry Cohen, who says she did not release the information, says it was not marked confidential. The City has filed for an extension from MDE. They're hoping to push the May deadline back by a few months.

been hired to determine the

his experience and expertise

is going to greatly help us,”

said Council President

The plant project upgrade

has cost $80 million to date.

Tilghman said about 40 percent

of the cost has been

funded by the Maryland

and the federal

Environmental Protection

with the two agencies for

years to develop an acceptable

Yesterday, SBYNews broke the story that the $84 million dollar wastewater facility that had been completed six months ago was still not in compliance with MDE standards (pumping raw sewage into the Wicomico River). This “unique” (untried) method of wastewater treatment was, and is still not working after six months of operation, which means basically, in my taking of this information, that the City of Salisbury has been pumping raw sewage into the Wicomico River for the last six months?

Since the story broke on SBYNews.com, many people wanted to comment on the story on the Daily Times’ website, only to find that they were suddenly not registered members, and were not able to comment on any of the Daily times’ stories. I actually went to the degree of trying to sign up as a new user under a different email address, and was never sent the confirming email to set up the account. This is the epitome of why the Daily Times needs to drown with the Tilghman, Comegys, Shields, corporation and to destroy the Salisbury club.

This is truly not only a shame to the Great City of Salisbury, but an insult to the citizens of this great City. We are steadfast in our efforts to curb crime and overspending and to bring a greater class to Salisbury, but our Great Leader, with her own agenda, along with Gary Comegys, trashes the common good for her own agenda time and again.

As a result of this ridiculous sham that the mayor talked so proudly of just in the last 2 weeks, I have nothing to say but to vote against Mr. Comegys, who has been a solid proponent for this system, Vote for Jim Ireton for Mayor, and Ms. Campbell who has been a solid opponent to this system, and get Shanie out of office just because she can’t tell “Wastewater” from “Shinola” when it comes to crime statistics. Ms Polk is running against her, and needs to be put in to this position.

I want to furthermore use this opportunity to urge all the registered voters out there that there is a serious need that just for one day out of your lives that you need to come out and vote, The image is clear, and you know how it has to go, but without your vote, the incumbents stand a chance of winning. A few minutes of your time at the polls is nothing compared to the gross overspending of your tax dollars Voting this time is equivalent of reducing your taxes, and seeing an improved City of Salisbury.

James M. Bennett High Hosts Argentinian Singer Justo Lamas in Concert for 600 Shore Spanish Students, 10 a.m. Tuesday, March 24

James M. Bennett High School will host a concert by Argentinian singer/motivational speaker Justo Lamas, from 10-11:30 a.m. Tuesday, March 24, in the Bennett Auditorium. Some 600 students from middle and high school Spanish classes from public and private schools in Wicomico, Worcester, Dorchester and Caroline counties will attend this concert.

"I saw Justo in concert at the North East Conference for Foreign Language Teachers in New York City last March. I was impressed with his energy and his message and decided to see if he was available to come here," said Sharon Birch, Spanish I/II teacher at JMB. "I felt at the time that he was someone with whom my students might be able to connect. One of my primary goals in teaching Spanish is to make it as 'real' as possible. Anything that may get them excited about studying Spanish, anything that may add to their vocabulary, anything that is positive and encouraging, is something in which I am interested."

Lamas strongly encourages prior preparation, and really wants the students to be familiar with his songs before he comes. JMB All-State Singers Leah Carpenter and Grace Cho, both Spanish III students, will join Lamas onstage to sing, while other students will also participate in the concert.

"My students have been working with these songs periodically all year. Several have learned to play one of his songs on their band instruments and several are going to sing or dance with him on stage," Birch said. "To say that we are getting excited is putting it mildly."

Dear Friends and Fellow Businesses:

We are seeking the support of the community to come together for our Mayor, Doug Niblett, and his family. Doug’s eight year old grandson, Conner Niblett, has undergone brain surgery. On Saturday, March 28, 2009 @ 7:00 p.m., the Delmar VFW will be holding a benefit for Conner to help the family with expenses during this difficult time.

The community’s help is greatly needed to make this event a success. We are looking for monetary donations as well as items that can be auctioned off at the event. Any means you have available to support this benefit will be greatly appreciated.

Hope to see everyone out Saturday night as we come together for a night of fun to show our support for Conner and his family. Anyone with questions or needing more information please contact the Delmar VFW at (410) 896-3722. Thank you in advance for your anticipated involvement.

FLAT TIRE

Yesterday I had a flat tire on the interstate. So I eased my car over to the shoulder of the road, carefully, got out of the car and opened the trunk. I took out 2 cardboard men, unfolded them and stood them at the rear of my car facing oncoming traffic.

They look so lifelike you wouldn't believe it! They are in trench coats exposing their nude bodies and private parts to the approaching drivers.

To my surprise, cars start slowing down looking at my lifelike men. And of course, traffic starts backing up. Everybody is tooting their horns and waving like crazy.

It wasn't long before a state trooper pulls up behind me. He gets out of his car and starts walking toward me. I could tell he was not a happy camper!

"What's going on here?"

"My car has a flat tire," I said calmly.

"Well, what the hell are those obscene cardboard men doing here by the road?"

I couldn't believe that he didn't know. So I told him, "Hellooooo, those are my emergency flashers!"

LOCATION: Whiteville Road / Pittsville Road

NARRATIVE:

Three suspects in numerous local burglaries & thefts from vehicles have been arrested in Virginia Beach this weekend. The suspects were identified through investigation and then fled to Virginia. Suspects were in possession of a stolen truck which was found in Virginia Beach Hotel by the Virginia Beach Police. The suspects were also in possession of stolen property from Virginia Beach and Wicomico County. Suspects were arrested in Virginia Beach.
