At approximately 2200 hrs, deputies from the Wicomico County Sheriff's Office located Teresa Lynn King in Fruitland MD. At this time, no foul play involving her disappearance is suspected.
At this time the Sheriff's Office is investigating the cirumstances around Ms. King's disappearance. We are also cancelling the lookout for her. We appreciate your assistance and the public's help.

Suspects: Black male late 20’s, 5’11 average build.
BRIEF RESUME: On the above date and time the Salisbury Barrack was contacted for a Home Invasion/Robbery with a firearm. Responding Troopers assisted by deputies from the Wicomico County Sheriff’s Office found a female victim of the above address bleeding profusely from the head. The victim stated that a black male suspect kicked in the front door to her residence and demanded cash. The suspect then pistol whipped the victim and stole property from the residence. The suspect fled the area on foot. The victim was transported to P.R.M.C. for non life threatening injuries. The investigation is being continued by members of the Wicomico Bureau of Investigation.

Narrative: On 4 March 2010 at 2:00 PM, the Wicomico County Sheriff’s Office initiated a Missing Persons Investigation involving Teresa Lynn King of Salisbury. Members of the Sheriff’s Office met with family members of Ms. King who stated that she was last seen at about 07:00 AM on 4 March 2010 when she left for work. Ms. King has not shown for work nor has she been seen since. According to family, this is highly unusual for Ms. King.
Ms. King is a white female, 52 YOA and resides in Salisbury. She was last seen operating a Burgundy 2008 Kia Sorento with MD registration 27387M8.
Anyone who may have information on Ms. King’s whereabouts or has seen her since 7:00 AM this morning, is asked to contact the Wicomico County Sheriff’s Office at 410-548-4890.

Another House Dem A “No” On Senate Bill; A Previous “Yes” Now Undecided
Rep Frank Kratovil of Maryland, a previous No vote who was now said to be undecided, will vote No on the Senate health reform proposal, his spokesman confirms.
“He would vote against it,” the spokesman, Kevin Lawlor, says. Crucially, Kratovil would vote against the Senate bill even if there’s some kind of verbal guarantee that it would be fixed via reconciliation later, Lawlor says.
The only way Kratovil — one of the targets of a barrage of NRCC robocalls hammering the reform proposals as “dangerous” — could support the Senate bill is if it’s fixed first via reconciliation, before the House votes on it. But no one expects this to happen.
Kratovil is one of a group of lawmaekrs who voted No last time that Dem leaders had hoped to flip to Yes.
Separately, Dem Rep Kurt Schrader, a freshman in Oregon who voted Yes last time, is now unwilling to commit to supporting the Senate bill, reports The Oregonian. Schrader, too, is getting bludgeoned by the NRCC robocalls.
So where does that leave us? The math is too in flux to make any pronouncements. Bottom line: Every Dem who flips from Yes to No (as Schrader may do) must be made up for by flipping a No to Yes (as Kratovil almost certainly won’t do). Long road ahead.

O’Connor Testifies Against Election of Judges
Retired US Supreme Court Associate Justice Sandra Day O’Connor testified yesterday before the Maryland Senate yesterday in support of AG Doug Gansler’s proposal to end the election of judges in Maryland. O’Connor argues that ending the election of judges would help to reinforce confidence in our nation’s courts and end the appearance of corruption innate in judges being forced to seek campaign contributions.
Sounds great. Appointed judges are so much better. Right? Not really. Appointing judges just moves the politics from out front into the back room. Maryland Sen. Allan Kittleman (R-Howard) hits the nail right on the head:
If this passes, no longer will any citizen of Maryland have the right to run for judge. If you're not a favored son of a governor or lawmaker, forget about it. You will have to play the political game.
An excellent, and recent, case in point – Does anyone really believe that Senate Majority Leader Mike Miller’s son would have been appointed a judge IF NOT for his father’s political clout?

Baltimore Mayor Hospitalized
Baltimore Mayor Stephanie Rawlings-Blake, 39, has been hospitalized at the University of Maryland Medical Center because of chest pains and numbness. Rawlings-Blake, the former city council president, became Baltimore’s mayor after the resignation of former mayor Sheila Dixon.
Tea Party Patriots Big Factor In Texas Race
The growing influence of the movement could be seen in the GOP primary, but Medina, who got 18.5 percent of the overall vote, wasn't the biggest winner. That was Texas Gov. Rick Perry, who avoided a runoff with U.S. Sen. Kay Bailey Hutchison, winning 51 percent of the vote, in part because of his own push for tea party sympathizers.
"There's a growing movement afoot, but it's really more of an attitude at this point than it is an organized effort," Perry pollster Mike Baselice said Wednesday of tea party voters.
Baselice, who tracked GOP voters in the four weeks leading up to the primary, found that 61 percent of those who said they share all the views of the tea party movement voted for Perry, not Medina. Medina took 24 percent of those votes, and Hutchison had 15 percent.
That analysis was backed up Wednesday by tea party activists who weighed in on the race, which now shifts to the fall general election. Perry will run against the Democratic nominee, ex-Houston Mayor Bill White, who handily disposed of six opponents in his primary.
"A lot of people wanted to attribute Debra Medina's campaign to the tea party. On balance, I think most of them were leaning toward Perry. I think it's significant that he avoided the runoff," said Greg Holloway, a board member with Austin Tea Party Patriots.
He acknowledged that Medina — a gun-toting, libertarian-leaning businesswoman from Wharton — appealed to discontented Texans. Medina fought her way into the two televised debates with the better-known Perry and Hutchison and held her own, boosting her statewide following.
"People really liked her view that government in general had become too big and wasn't responsive to the people," Holloway said.

A Comment Worthy Of A Post
The Salisbury Fire Department is a combination system made up of Career and Volunteer members. It is not going to change and it is a good system. There is a place and time for the services of each branch and we need each other. This organization cannot survive without each other, I can assure you. There have always been some sort of issues between the two sides which generally work themselves out. I have always felt they were more issues between individuals that just happened to be either Career or Volunteers.
This is a brotherhood that each of you chose to enter into. Like any family there will be disagreements, but they can be worked out. The method that you chose yesterday will never accomplish anything. Slinging mud and name calling here only fuels the fire. If either side were as Professional as they claimed to be these statements would not be seen or heard. Check your egos at the door and work toward a common goal. Be the best you can be and do your Job. Everyone of you know that if a member from either side got in trouble at a fire you would be right there to help each other."

While these kinds of comments certainly spark tons of hits and comments to Salisbury News, (and yesterday was a biggie) we too made several mistakes in our report on this matter. Allow me to explain.
We received seven phone calls yesterday morning about Fire Trucks racing down the road at a high rate of speed. Some told us it was the Fire Truck that had wrecked. This couldn't be farther from the truth. Now, that being said, it is understandable as to why some may have thought this but the reality is, this was not the vehicle speeding. Of course this vehicle didn't have its siren on, it was filling up with water and it wasn't necessary. This vehicle does in fact hold 2,000 gallons of water.
As far as the road condition and the accident itself. This road is in fact very narrow. The idea, (especially after seeing photos from the scene) that the County/State have allowed these trees to be so close to the road and or actually going over top of the road is beyond me as well and they need to be removed. In fact, I came to learn an elderly couple crashed into one of those trees and died. It puzzles me today wondering why they weren't removed then.
Nevertheless, while we had several witnesses contact us about this story, even though their information seemed to coincide with the others, how the accident happened was wrong and we certainly apologize for that, please forgive me?
I chose to place this article at the top today so it gains the attention it deserves. I will not bury such an article in the hopes many will not read it, like some others choose to do.
Welcome To Maryland. We’re Closed!
The state has closed six tourist welcome centers over the past year and is scheduled to shutter two more in July as part of the O’Malley administration’s continuing effort to cut costs from Maryland’s budget.
Closing eight of the state’s 12 highway welcome centers has upset some state lawmakers and advocates for the guideposts, who say the costs of operating them are covered by tourist dollars generated when the centers’ staff direct travelers to local attractions.
With Interstate 70’s two centers closed for construction until later this year, that leaves only the two visitors facilities off of Interstate 95 near Laurel open to the public. None of those remaining four will be permanently closed and a thirteenth center, located in the Maryland State House, was transferred to the state archives budget, according to a spokeswoman with the Maryland Department of Business and Economic Development.
Closing the eight centers will save about $750,000 and eliminate seven full time employees and 20 part time staffers at the centers, said Karen Glenn Hood, the spokeswoman.

DOES SALISBURY (OR FRUITLAND) WANT TO ANNEX YOUR HOME OR LAND?
The City of Salisbury has submitted the planned grown part of its draft “comprehensive plan” for review by the County Council, which happened this week. It envisions expanding the city by annexations to include a much larger area that would extend out to the Route 13/Route 50 “Bypass” on the north and east and even further along Old Ocean City Road and Mt. Hermon Road (to Walston Switch Road) and Zion Road and Dagsboro Road (to Brown Road and Rum Ridge Road). Included in that area are the homes in existing subdivisions located on or accessed from those roads and from West Road, Lake Street-Jersey Road, Parker Road, Johnson Road, Dykes Road and Morris Mill Road, among others.
On the west side of Salisbury the potential annexations include the 500 acre plus “Homestead Farm” on Nanticoke Road, that could be developed with 2,000 or so residential units. To the south, the Pine Bluff and Hunting Park areas could be annexed into the City. The Tony Tank and Shad Point areas are included in Fruitland’s proposed annexation growth areas.
If annexed into Salisbury (or Fruitland) homeowners could be made to use and pay for water and sewer services if mains are installed along the street frontage, and the city property taxes would apply if not waived in the annexation process. And if you want to build a home on a vacant lot in Salisbury, the City’s special impact fee for water and sewer ($8,500, at present, for a standard home) would apply as well as the County’s school impact fee (about $5,200).
The suggested reason for annexing the existing subdivisions is that they may have failed septic systems or wells and the lot owners may want (or be forced) to use the City’s systems in the future. And then there’s the bit about straightening out the City line so that it is not jagged. Not surprisingly, there is no backlog of folks who want their home or lot to be annexed, because most County residents are happy to be on the outside or wish that they were.
At present, under Maryland law annexation cannot be done by a city or town without the consent of the property owner or the majority vote of a group of owners, and other rules apply that limit the City’s power to annex property. But there’s no guaranty that the law and rules won’t be changed to allow annexation to occur more extensively, and possibly without the need for the property owner’s consent. Take with a grain (or several) of salt the refrain that “it will never happen to you.”
A map of Salisbury’s proposed growth area (and part of Fruitland’s) is attached. The County Council has expressed concern that the growth area is too large, but apparently does not object to it being annexed.

While the MSM is producing articles everywhere on how the housing market is on the rise, one only has to look at our own surroundings and a slight look into the economy to realize that this is just as much hype as the Toyota cars are going to kill you.

Dems Ready To Oppose Health Bill Over Abortion
Rep. Stupak says he and others oppose direct federal funding for procedure
WASHINGTON - A congressman who has played a key role in the long-running health care bill debate says he and 11 other Democrats will vote against the overhaul bill unless a provision subsidizing abortion is removed.
Rep. Bart Stupak argued Thursday that the provision in the Senate-passed version has language that would permit the federal government to "directly subsidize abortions."
The Michigan Democrat said he supports health care change, but he said several Democrats who voted for it in the House would oppose it next time around in the absence of change.

The town does not have sewage treatment capacity for anything like what the developer wants to build, which would completely destroy the small town nature of Hebron. And the new state regulations for storm water management will probably require substantial redesign of the proposed development.
The State of Maryland and Wicomico County have been opposed to the “Waller Landing” development. Let’s hope that continues until it is finally abandoned.

OBAMA'S SECRET MEMO TO SEIZE 10 MILLION ACRES

You'd think the Obama administration is busy enough controlling the banks, insurance companies and automakers, but thanks to whistleblowers at the Department of the Interior, we now learn they're planning to increase their control over energy-rich land in the West.
A secret administration memo has surfaced revealing plans for the federal government to seize more than 10 million acres from Montana to New Mexico, halting job- creating activities like ranching, forestry, mining and energy development. Worse, this land grab would dry up tax revenue that's essential for funding schools, firehouses and community centers.
President Obama could enact the plans in this memo with just the stroke of a pen, without any input from the communities affected by it.
At a time when our national unemployment rate is 9.7 percent, it is unbelievable anyone would be looking to stop job-creating energy enterprises, yet that's exactly what's happening.

The document lists 14 properties that, according to the document, "might be good candidates" for Mr. Obama to nab through presidential proclamation. Apparently, Washington bureaucrats believe it's more important to preserve grass and rocks for birdwatchers and backpackers than to keep these local economies thriving.
Administration officials claim the document is merely the product of a brainstorming session, but anyone who reads this memo can see that it is a wish list for the environmentalist left. It discusses, in detail, what kinds of animal populations would benefit from limiting human activity in those areas.
The 21-page document, marked "Internal Draft-NOT FOR RELEASE," names 14 different lands Mr. Obama could completely close for development by unilaterally designating them as "monuments" under the 1906 Antiquities Act.
It says all kinds of animals would be better off by doing so, like the coyotes, badgers, grouse, chickens and lizards. But giving the chickens more room to roost is no reason for the government to override states' rights.
Rep. Robert Bishop, Utah Republican, made the memo public because he didn't want another unilateral land grab by the White House, like what happened under former Presidents Bill Clinton and Jimmy Carter.
Using the Antiquities Act, President Carter locked up more land than any other president had before him, taking more than 50 million acres in Alaska despite strong opposition from the state.
President Clinton used the authority 22 times to prohibit hunting, recreational vehicles, mining, forestry and even grazing in 5.9 million acres scattered around the country. The law allowed him to single-handedly create 19 new national monuments and expand three others without consulting anyone.
One of the monuments President Clinton created was the Grande Staircase-Escalante in Utah, where 135,000 acres of land were leased for oil and gas and about 65,000 barrels of oil were produced each year from five active wells. But, President Clinton put an end to developing those resources.
President Obama could do the same in other energy-rich places unless Congress takes action. At least 13.5 million acres are already on his Department of Interior's real estate shopping list.
This includes a 58,000-acre area in New Mexico. The memo said this should be done so the lesser prairie chicken and the sand dune lizard will be better protected. Are these animals going extinct? No. The bureaucrats wrote that the land should be locked up to "avoid the necessity of listing either of these species as threatened or endangered."
In Nevada, the Obama administration might make another monument in the Heart of the Great Basin because it, supposedly, is a "center of climate change scientific research."
In Colorado, the government is considering designating the Vermillion Basin as a monument because it is "currently under the threat of oil and gas development."
Americans should be wary of any plans a president has to seize land from the states without their consent. Any new plans to take away states' freedom to use land as they see fit must be stopped.
That's why I sponsored an amendment to block Mr. Obama from declaring any of the 14 lands listed in the memo as "monuments." Unfortunately, the Senate, led by Democrats, rejected it on Thursday evening by a vote of 58-38.
It was particularly disappointing that the Senate Majority Leader Harry Reid, of Nevada, voted against the amendment. The government owns more than 80 percent of the land in Nevada and the unemployment rate there is 12.8 percent. Surely it would help job prospects if more land were open for business.
This is a nationwide problem. The government currently owns 650 million acres, or 29 percent of the nation's total land.
Federal bureaucrats shouldn't be wasting time thinking up ways to acquire more, especially in the middle of a recession. Taking the nation's resources offline will stifle job creation and dry up tax revenues.
If anything, the government should be selling land off, not locking more up. By voting against my amendment, the Democrats tacitly endorsed Mr. Obama's secret plan to close off millions more acres to commerce.
If enacted, the plan would mean fewer jobs for Americans.
The Democratic Congress refused to stop it, but one sure way Americans could help block it is if they decide some Democrats should lose their jobs on November.

Does Anyone Know Why Dr. John Woods Closed His Doors Suddenly?
Would you look into the sudden closure of Dr. John Woods' OB/GYN office? At 6 months pregnant, I was understandibly agitated at the lack of notice (I showed up for my appt., and was told that doctor was not in, and would be closing down the office - no letter, no phone call NOTHING) about needing to find another doctor, but I can only imagine the frustration of women due to deliver at any time. The receptionist told me that his insurance would run out on March 15, so he couldn't see any more patients, let alone deliver any babies. If this was ONLY a high cost of insurance problem, I would think that his patients would have received some kind of advanced notice!
I have since found out that a few years back, Dr. Woods was serving weekends in jail for DUI, and heard yesterday that he received another one, and that has more to do with his office closing than insurance matters.

On March 2, 2010 at approximately 3:28 pm, Officers of the Salisbury Police received a call to respond to the area of South Division Street and Carrolton Avenue for the report of a fight. Upon arrival the officers met with a juvenile male victim who advised that he had been assaulted by the two (2) below listed suspects. The victim advised that the suspects had stopped a vehicle he was traveling in and when he exited the vehicle to have them move he was assaulted. The officers were able to locate the suspects, who were positively identified by the victim and several witnesses.

The International Olympic Committee announced Monday that it has taken back the gold medal previously awarded to American skier Lindsey Vonn and given it to U.S. President Barack Obama.

Since you have so many loyal readers that visit SBYNEWS on a daily basis I was thinking you might be able to help me out here and post this question on your Blog. I have a waterfowl print signed in pencil by Lemuel Ward dated 1972. The signature is in the normal spot at the lower right. The thing that has me stymied is the fact that in the lower left the intitals A.P. (also in pencil) appear and I don't know the significance of these initials. I am also trying to determine an estimated value of the piece for insurance purposes. I tried contacting the curator of the Ward Museum but have not heard anything. It's not the best but I have attached an image to this email. Thanks for all you do, Joe.
ATTEMPTED MURDER SUSPECT IN CUSTODY
Anthony T. Soligny, 33, of the unit-block of Grapes View Drive, New Windsor, Md., was arrested in Georgia shortly before 3:00 p.m. today. He is facing charges in Maryland that include attempted murder, first and second degree assault, and reckless endangerment. The charges were obtained after a State Police investigation revealed Soligny used a hammer to assault his wife, Dr. Michelle Nanda, 35, at their home late last night.
Maryland State Police had issued a lookout for Soligny and the vehicle he was thought to be driving. Just before 3:00 p.m. today, a deputy from the Franklin County Sheriff’s Office spotted Soligny in his truck headed south on Interstate 85 in Georgia. While the deputy was following Soligny, the accused pulled to the side of the road, called 9-1-1 and told dispatchers he was going to surrender. He was taken into custody without incident.
Soligny will be held as a fugitive, while Maryland State Police investigators initiate extradition proceedings to return him to Maryland. Soligny’s truck was transported to the Georgia Bureau of Investigation, where investigators there will work in coordination with Maryland State Police to process it for evidence.

Suspect: Ellen A. Harris, 44, Salisbury, MD
Narrative: On 2 March 2010 at 9:30 AM, a deputy travelling in the 800 block of East road in Salisbury, MD observed Ellen Harris standing next to her vehicle in the roadway. The deputy was interested in speaking with Harris in connection with the investigation into the location of a wanted subject that Harris is associated with. Upon initiating contact with Harris, she became profane and verbally abusive to the deputy, actually telling the deputy to do something that was physically impossible. The deputy watched as Harris entered her residence and left her vehicle in the roadway, unattended with the keys in the ignition, the engine running and the driver’s side window down.
After waiting patiently for a few minutes, Harris exited her residence and attempted to enter her vehicle. The deputy pointed out the violation committed by Harris with the unattended vehicle and requested her driver’s license. Harris refused to provide it and began again to yell and curse at the deputy. Harris attempted to walk away from the deputy who prevented her from doing so and informed her that she was under arrest. Harris attempted to pull away from the deputy and resisted efforts to be placed into handcuffs.
With the assistance of a second deputy Harris was taken into custody. Harris was transported to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner released Harris on Personal Recognizance.

Narrative: On 2 March 2010 at 7:01 PM, a deputy from the Wicomico County Sheriff’s Office responded to the Maple Shade Youth and Family Center in Mardela Springs for a reported altercation between two of the juvenile residents. Upon arrival, the deputy learned that one of the resident juveniles became upset over the laughter of another juvenile. The upset juvenile retrieved a plastic tube that had a hard object fastened to the end and wrapped with masking tape. The juvenile then used this object to strike the laughing juvenile.
The offending juvenile, a 15 year old male, was placed under arrest and transported to the Wicomico County Sheriff’s Office. At the Sheriff’s Office, the juvenile was processed and the arresting deputy completed a juvenile referral that will be sent to the Department of Juvenile Services. The juvenile was released to Maple Shade staff at the Sheriff’s Office pending formal court action.
