MSM Never Once Turned To Me To Say, Do You Have A Response Mr. Albero
We attended the Press Conference and the Mayor knowingly and willingly lied and tomorrow Mayor James Ireton will feel the impact of such lies. As will another major company here on Delmarva.
I know I have made statements in the past but let me assure you of one thing, tomorrow will change several peoples lives because this corruption must come to an end and I will lead the way in doing so through the court system.
I will deliver a full story on this matter some time tomorrow so stay tuned for the other side, the side the MSM refused to cover. Remember one thing Ladies & Gentlemen, (as clearly stated in Greg Bassett's letter yesterday) there are two sides to every story. In order to be fair and balanced when you have every opportunity to have access to the "other side" and refuse to do so, there's a scandal involved.
Wait until you see what I deliver tomorrow.
Divide In Albany Kills Proposal On Marijuana
But the Republicans who run the State Senate, all of them white and most of them from suburban or rural districts, saw decriminalization differently: as an invitation for young people to use drugs and as a declaration that Albany was soft on crime.
"Marijuana still is a gateway drug to so many other much more dangerous things," said Senator John J. Flanagan, a Long Island Republican.
The differing life experiences, and worldviews, of lawmakers in the two chambers proved too much to overcome in the final days of this legislative session, and on Tuesday, Gov. Andrew M. Cuomo declared his marijuana proposal dead.

Public Workers Face New Rash Of Layoffs, Hurting Recovery
In California, the governor is threatening to eliminate 15,000 state jobs. When school begins in Cleveland this fall, more than 500 teachers probably will be out of work. And in Trenton — which has already cut a third of its police force, hundreds of school district employees and at least 150 other public workers — the only way the city will forestall the loss of 60 more firefighters is if a federal grant comes through.
Government payrolls grew in the early part of the recovery, largely because of federal stimulus measures. But since its postrecession peak in April 2009 (not counting temporary Census hiring), the public sector has shrunk by 657,000 jobs. The losses appeared to be tapering off earlier this year, but have accelerated for the last three months, creating the single biggest drag on the recovery in many areas.
With the economy expanding, albeit slowly, state tax revenues have started to recover and are estimated to exceed prerecession levels next year. Yet governors and legislatures are keeping a tight rein on spending, whether to refill depleted rainy-day funds or because of political inclination.
At the same time, costs for health care, social services, pensions and education are still rising. Fourteen states plan to resolve their budget gaps by reducing aid to local governments, according to a report by the National Governors Association and the National Association of State Budget Officers.

House Committee Slashes Funding For Scandal-Plagued GSA
The cuts followed revelations this spring about a 2010 GSA conference outside Las Vegas that cost taxpayers more than $800,000 and included a clown and a mentalist. Videotapes released during the investigation showed employees from the agency’s Western region mocking the lavish spending and activities.
“This bill directs funding where it will do our citizens the most good, and aims to eliminate gross mismanagement of public funds, like the GSA boondoggle in Las Vegas,” said Rep. Hal Rogers, R-Ky., the committee chairman.

The metal-clad walkway is equipped with hundreds of small, rubberized buttons that form a seal. Then, when your shoe pushes down on the buttons, the vacuum sucks all the dirt that was on your shoes into the mat itself. The dirt is collected in removable drawers for easy disposal.

Family of Slain Border Agent to Holder: We Deserve the Truth
Border Patrol Agent Brian Terry’s mother and father released a statement today on President Obama’s executive privilege.
“Attorney General Eric Holder’s refusal to fully disclose the documents associated with Operation Fast and Furious and President Obama’s assertion of executive privilege serves to compound this tragedy. It denies the Terry family and the American people the truth.”Border Patrol Agent Brian Terry “was killed by members of a Mexican drug cartel armed with weapons from this failed Justice Department gun trafficking investigation. For more than 18 months we have been asking our federal government for justice and accountability. The documents sought by the House Oversight Committee and associated with Operation Fast and Furious should be produced and turned over to the committee. Our son lost his life protecting this nation, and it is very disappointing that we are now faced with an administration that seems more concerned with protecting themselves rather than revealing the truth behind Operation Fast and Furious.”

- U.S. Constitution ratified, 1788
- New Hampshire becomes the ninth and last necessary state to ratify the Constitution of the United States, thereby making the document the law of the land.
By 1786, defects in the post-Revolutionary War Articles of Confederation were apparent, such as the lack of central authority over foreign and domestic commerce. Congress endorsed a plan to draft a new constitution, and on May 25, 1787, the Constitutional Convention convened at Independence Hall in Philadelphia. On September 17, 1787, after three months of debate moderated by convention president George Washington, the new U.S. constitution, which created a strong federal government with an intricate system of checks and balances, was signed by 38 of the 41 delegates present at the conclusion of the convention. As dictated by Article VII, the document would not become binding until it was ratified by nine of the 13 states.

Won't That Make 'Em Mad: A Black Tea Partier!
Marcus is an anomaly as an artist and an enigmatic political mover. A creative African-American with a

With apologies, I only mention skin tone because it’s the bear that pushed Marcus into the racially charged circus liberals devised for him. Rather than performing their old dog and pony tricks, though, Marcus had the audacity to become a (gasp) Republican activist. Worse yet he’s now a public face, speaker and voice for the national tea-party political group.

Dan Savage Calls Pro-Romney Gays ‘F******"’
Today, the Republican gay group GOProud endorsed Mitt Romney for the presidency, explaining that Romney was “light years better” than Obama, particularly on the economy. “Most gay Americans – like their straight counterparts – are not better off than they were 4 years ago,” stated Jimmy LaSalvia, GOProud’s executive director. “The truth is that gay people are living in the disastrous failed Obama economy too … President Obama and his friends on the left want this election to be about divisive social issues, because the President’s record on jobs and the economy is indefensible.”
This is hardly an outrageous statement – the fact is that many gays and lesbians around America care less about President Obama’s support for same-sex marriage than they do about his disastrous mishandling of the economy.

OK, Now I'm Getting Ticked Off
I was told, however, that Matt Maciarelly has assigned a special out of town prosecutor to handle this for me personally. Of course Maciarello has REFUSED to take ANY of my phone calls and continues to have Wayne Lowe call me back to play middle man between Joe Albero and Matt Maciarello ever since Matt was elected.
Nevertheless, WHY didn't Ireton contact me AT ALL? WHY didn't Ireton invite me to this Press Conference, since, (as far as they claim) I am the actual victim of an alleged prank?
Ladies & Gentlemen, this makes me sick to my stomach that Jim Ireton and the Daily Times are controlling this entire situation. Ireton could have called me weeks ago to straighten this matter out, he has not.
IF Joe Albero had pulled a stunt like this off I would be sitting in Federal Prison right now and each and every one of you know that to be true. Instead, I have been harassed by Mike Lewis, Matt Maciarello, Barbara Duncan, the Daily Times and even the Comptrollers Office, which seems to be tied into ALL of the ongoing problems ever since I announced my intent to run for Mayor.
This is the same Comptrollers Office that came after me years ago for bogus documents, connect the dots. An political attorney from Baltimore has contacted me offering to represent me pro bono, (as I've stated before) as the harassment never seems to end. What is Mike Lewis trying to pull and what is he so afraid of. Oh, that's right, he'll be up for reelection and he too wants to defame my name just as bad as the Daily Times.
I have thick skin but when the Mayor of a city I pay taxes in refuses to invite me to a Press Conference that references me, he's obviously deeply tied in with the Daily Times. It's time for all of you to start opening your eyes and see clearly what is going on. It disgusts me the way these good old boys work and the lengths they'll go to in order to stop an honest man from being in Office.
Well, it just adds fuel to my fire and creates an even stronger desire to win. Expect me at your Press Conference Ireton and be very prepared to answer some questions.

What Is Fast And Furious
The move comes on the same day that House Oversight Chair Darrell Issa has scheduled a contempt vote against Obama's Attorney General Eric Holder over his refusal to turn over documents related to the Operation Fast and Furious, in which U.S. agents allowed guns to "walk" across the border into Mexico.

DOJ Releases Muslim Terrorist; Stonewalls Inquiries
Barack Obama’s Department of Justice is up to its secret ways again. Last year, six Muslims in south Florida were arrested and charged with sending tens of thousands of dollars to fund the Taliban in Afghanistan. Now, as Judicial Watch reports, the DOJ has dropped charges against one of them -- but when questioned why, the DOJ has stonewalled and remained silent.
The head of the funding operation is a Pakistani imam, Hafiz Muhammed Sher Ali Khan, who ran a mosque in Miami. The others charged were members of his family: his sons, his daughter, and his grandson.The federal indictment said Khan ran a school in Miami which provided shelter and support for Taliban soldiers and taught children how to kill Americans in Afghanistan.

CORPORATE FASCISM IN ALL ITS GLORY
BEFORE WE criticize Gov. Tom Corbett for his willingness to hand over the state to the natural gas-drilling industry, we want to note that his administration is to be commended for its attempts to use Pennsylvania’s natural gas deposits to attract industries to the state.
In April, Pennsylvania managed to outbid West Virginia and Ohio for a Shell Oil Co. ethane cracker plant largely because Corbett and his team managed to do their bidding quietly with behind-the-scenes negotiations.
While those states were publicly braying about what they were doing to attract Shell, Corbett’s stroke of genius was to get the state Legislature to expand the tax-free Keystone Opportunities Zone designation from 10 to 15 years. And he did so without tying the KOZ expansion to the cracker plant bid.
Fifteen tax-free years is hard to ignore, and Shell signed on. Shortly after announcing the deal, Corbett was asked if other tax incentives might be forthcoming.
“We would be open to considering just about anything,” he said.

Terror Tuesdays, Kill Lists and Drones: Has The President Become A Law Unto Himself?
~ Peter Van Buren, a 24-year veteran Foreign Service Officer at the State Department
Since the early days of our republic, we have operated under the principle that no one is above the law. As Thomas Paine observed in Common Sense, “in America, the law is king. For as in absolute governments the King is law, so in free countries the law ought to be king; and there ought to be no other.” Several years later, John Adams, seeking to reinforce this important principle, declared in the Massachusetts Constitution that they were seeking to establish “a government of laws and not of men.”
The history of our nation over the past 200 years has been the history of a people engaged in a constant struggle to maintain that tenuous balance between the rule of law – in our case, the United States Constitution – and the government leaders entrusted with protecting it, upholding it and abiding by it. At various junctures, when that necessary balance has been thrown off by overreaching government bodies or overly ambitious individuals, we have found ourselves faced with a crisis of constitutional proportions. Each time, we have taken the painful steps needed to restore our constitutional equilibrium.

The Immigration Ploy
Whatever the merits or demerits of the Obama immigration policy, his Executive Order is good only as long as he remains president, which may be only a matter of months after this year's election.
People cannot plan their lives on the basis of laws that can suddenly appear, and then suddenly disappear, in less than a year. To come forward today and claim the protection of the Obama Executive Order is to declare publicly and officially that your parents entered the country illegally. How that may be viewed by some later administration is anybody's guess.
Employers likewise cannot rely on policies that may be here today and gone tomorrow, whether these are temporary tax rates designed to look good at election time or temporary immigration policies that can backfire later if employers get accused of hiring illegal immigrants.

More Change Needed at Md. Pension System
“States continue to lose ground,” said David Draine, one of the authors of “The Widening Gap,” which showed states had a $1.38 trillion gap between assets and pension obligations, up from $1 trillion, which the first Pew report found two years ago. In that time, Maryland’s unfunded pension liabilities have risen to $19 billion from $11 billion, and now its assets would pay only 65 percent of its promises to retired state employees, down from 78 percent in 2008.
Like 43 states facing similar problems, Maryland made substantial changes in its pension system last year, increasing contributions from employees, reducing cost-of-living increases and tightening benefits. These changes are supposed to bring the retirement system up to 80 percent funding in nine years.

“We’re not moving toward Hitler-type fascism, but we’re moving toward a softer fascism: Loss of civil liberties, corporations running the show, big government in bed with big business. So you have the military-industrial complex, you have the medical-industrial complex, you have the financial industry, you have the communications industry. They go to Washington and spend hundreds of millions of dollars. “That’s where the control is. I call that a soft form of fascism — something that’s very dangerous.”

Vehicle #7: Legally Parked 2010 Ford F150 Pickup truck (Fire Police)
Resume:
Magnolia, DE- The Delaware State Police are currently investigating a seven car crash that occurred early last night.
Troopers were called to the scene of a chain reaction crash involving five cars last night around 6:19 p.m. on South State Street at Woodlytown Road north of Magnolia. The crash occurred when Alan C. Peters, who was operating a 2001 Chevrolet Pickup truck southbound on South State Street approaching Woodlytown Road, failed to see traffic stopped in front of him for a red light and struck the rear of a 2000 Chrysler 300, operated by Eugene T. Scott. This caused the Chrysler to be pushed forward into the back of a 2003 Ford F250, operated by Edward G. Davis and then into Keona D. Smith’s 2012 Kia SUV, and finally a 1997 Ford Ranger, operated by Frank W. Eicherly. A fire erupted from the Chrysler 300 which in turn caught on to the Ford F250. Both operators were able to free themselves from the vehicles prior to them being engulfed in flames.
Peters, Scott, Davis, and Smith, who were all properly restrained, were removed from the scene by EMS and transported to Kent General Hospital with non-life-threatening injuries. Eicherly was not injured in the crash. Alan Peters was cited by Troopers for Inattentive Driving. Eugene Scott was cited for Driving While Suspended.
At approximately 7:05 p.m. as the crash was still being investigated and fire police were directing traffic away from the area, John J. Kacsmar was operating a 1995 Ford Explorer eastbound on Woodlytown Road approaching South State Street. As a 70 year old fire policeman was directing the Ford around the scene, Kacsmar swerved through some cones in the roadway almost striking the fire police, before running into the back of a 2010 Ford F150 pickup that was used by the fire police to block the roadway.
Kacsmar, who was suspected to be under the influence of drugs, was transported back to Troop 3 where he was charged with Driving Under the Influence of Drugs, Driving While Suspended, and other traffic related charges.
Kacsmar was not injured in the crash.
Traffic in the area was impacted for approximately two hours as the crash was investigated and cleared.

Obama Asserts Executive Privilege Over Fast And Furious Fiasco
President Obama has granted an 11th-hour request by Attorney General Eric Holder to exert executive privilege over Fast and Furious documents, a last-minute maneuver that appears unlikely to head off a contempt vote against Holder by Republicans in the House. The House Oversight and Government Reform Committee is expected to forge ahead with its meeting on the contempt resolution anyway.
Holder, whose guilt is implicitly proven by this action, is now likely absolved of everything as the TOTUS has effectively onboarded all of his "balance sheet risk." And why not. The Fed does it for everyone else every day.
As a reminder, from the WSJ:
A showdown Wednesday in the House between Attorney General Eric Holder and Rep. Darrell Issa comes down to this: Who will blink first in a dispute over Justice Department documents Mr. Issa is demanding related to the botched Fast and Furious gun-trafficking probe?
California Republican Mr. Issa is chairman of the House Oversight and Government Reform Committee, and he has called a 10 a.m. meeting of his panel to vote on a resolution to sanction Mr. Holder with contempt of Congress. The two men held a meeting Tuesday that lasted only 20 minutes. And from their accounts, it has become a game of chicken, with each side insisting the other act first to resolve the standoff.
Mr. Holder said Mr. Issa rejected his offer to provide documents because the lawmaker wouldn't agree that they would fulfill the subpoena, effectively ending the contempt threat. Mr. Issa said the attorney general didn't come prepared to provide documents and that the contempt threat can't be removed until the documents are produced.

Public-Private Partnership - Another Phrase For Fascism
Given that government creates no wealth [13] and only consumes capital, privatization of services would seem like an obvious choice; especially for cash strapped states and municipalities. The rational behind privatizing public service is that the private sector is almost always more efficient in operation than bureaucracies unconcerned with earning a return on investment. Even leftists will grudgingly acknowledge the super quality markets tend to produce to a point.
So if common sense dictates allowing businesses with a vested financial interest in their own success to pick up the slack in delivering public services, why should free marketers be wary of such ventures?
There just so happens to be two different forms of privatization. The first type is genuine privatization; that is the political class and bureaucrats completely removing their hands of any dealings with the offering of a service. Supporters of the free market should applaud this type of privatization as it means entrepreneurs and investors can freely enter into the industries the government has just vacated. As long as consumers demand the service in question, the opportunity will exist for businessmen to devise new and profitable ways in ensuring its delivering.

Ex-CO Gets Reprimand, $300K Fine
The court-martial panel also imposed a sentence of five years’ confinement if Johnson, the former commander of the 173rd Airborne Brigade Combat Team, fails to pay the fine. He was not dismissed from the service and was not sentenced to forfeit his pay and allowances. His convictions all had to do with an affair he had with an Iraqi woman he met while deployed and his efforts to help her family.
Thursday’s hearing began when Johnson addressed the panel for the first time in the proceedings.
He implored the five colonels deciding his fate to let him leave the courtroom a free man so that he could protect the woman, Haveen Al-Atar, from the damage inflicted by the pair’s illict love affair.
"She has nowhere to go,” Johnson said. “She’s hiding in an unnamed hotel, waiting to see if anybody will show back up to care for her,” Johnson told the court. “I passionately ask that you consider that.”
Haveen Al-Atar’s father, who has disowned her, has threatened to send her back to Iraq, Johnson said, where she’d either live a destitute life on the street or even be murdered in an honor killing. Her ex-husband, whom she was forced to marry, then forced to divorce when her relationship with Johnson came to light and dishonored the family, he said, has threatened to take away her beloved 4-year-old daughter.
“Haveen and her daughter are at the center of my life,” Johnson said.

I Believe Greg Bassett, Chief Duncan And Mayor Ireton Better Take Another Look Into The Law
“Truth in Caller ID Act” Signed by President Obama
This posting was written by Thomas A. Long, Editor of CCH Privacy Law in Marketing.
A law that amends the Telephone Consumer Protection Act to prohibit the transmission of misleading or inaccurate caller identification information with the intent to defraud, cause harm, or wrongfully obtain anything of value was signed by President Obama on December 22, 2010.
The “Truth in Caller ID Act of 2009” (Public Law No. 111-331, Senate Bill 30) is intended to combat “spoofing,” which occurs when a telephone caller alters the number or other information that appears on a recipient’s caller ID to conceal his or her identity.
Transmissions are exempted if they are made in connection with authorized activities of law enforcement agencies or a court order specifically authorizing the use of caller ID manipulation.
The law calls for the Federal Communications Commission to prescribe implementing regulations no later than six months after enactment.
Further details will appear in an upcoming issue of CCH Privacy Law in Marketing.

The creation of this new, deep-water berth is vitally important to the future of the Port of Baltimore. The Panama Canal is being widened and when construction is complete in 2014, larger ships carrying goods from Asia and around the world will be able to pass through the Canal to the U.S. East Coast. Baltimore will be one of only two ports on the U.S. East Coast with a 50-foot facility, something that will be critical to maintaining our strong position in the highly-competitive shipping industry.
All this was made possible as a result of our innovative, award-winning public-private partnership with Ports America Chesapeake. In 2009, we agreed to a long term lease with Ports America where they would assume day to day operation of Seagirt Marine Terminal and pay for the hundreds of millions in capital investments that are needed in the near term and over the length of the 50-year agreement. The state retains ownership of Seagirt and benefits from financial terms that are beneficial to both partners. Working together, our collective goal is to grow business at the Port of Baltimore. More business means more stability for the more than 14,000 men and women who depend on the Port for good family supporting jobs.
This agreement is already producing dividends, even before the new berth is operational. Earlier this year, Hapag Lloyd, one of the top 5 container companies in the world, began service to Baltimore. The Port of Baltimore is now the first US port of call for Hapag’s northern Europe to North America service. We likely would not have secured the Hapag business without the new berth. Today, the Port of Baltimore is now served by three of the top 5 container shipping companies in the world.
Thanks in part to our partnership with Ports America and the new 50-foot berth, the future is bright at the Port of Baltimore.

On June 7, 2012, Corbin was brought back to Delaware by the State’s Attorney General's Office on two counts of Failure to Re-Register as a Sex Offender after being held in a detention center in North Carolina. He was arraigned at JP2 for the charges and given a $2,000.00 unsecured bail. He was, however, held at Howard R. Young Correctional Institution on a $688.00 cash bail for a capias until he was released on June 8th. On June 12, 2012, Corbin registered a new address in Delmar of 216 Brick Road through the State Bureau of Identification.
Corbin was scheduled in Sussex County Superior Court for a preliminary hearing on June 14th for the new charges and failed to show up. A capias has been issued for his arrest. After learning that Corbin failed to show, Investigators attempted to contact Corbin at his newly listed address in Delmar only to find out that there was no such address.
Investigators have obtained warrants on Anthony L. Corbin, 45, who is a high risk Tier 3 sex offender, after he failed to register his current address, and had not notified S.O.A.R. of his status within 3 days as he is required to do by law.
Anthony Corbin is described as a black male, 5’06” tall and 165 lbs. with black hair and brown eyes. Information has been received that Corbin is possibly living in the Delmar, DE area or possibly fled to North Carolina.

Soldier Returns To Salisbury From Afghanistan
Just to let you know--several folks attended for the first time to help welcome in the returning Marine last night at the airport and said they came because they "saw it on Joe's blog". Thanks~
Publishers Notes: While last night was a wonderful celebration and all of us were able to thank this young man for his service, I was truly disappointed in the lack of Public Officials who did not attend. Of course Council President and Vice President Terry Cohen and Debbie Campbell were there, thank you. Rick Pollitt, Mike Lewis, Matt Maciarello, County Council, Mayor and so forth did not attend, some of which live right down the street from the Airport.
On a better note, those who did attend truly wanted to be there and I thank all of you for taking the time to do so.

SUSPECT CHARGED IN CARROLL CO. MURDER
The accused is identified as Zamani A. Lawson, 26, of Jamaica, New York. After consultation with the Carroll County State’s Attorney’s Office, Lawson is charged with one count of second degree murder. He has been taken to the Carroll County Central Booking Center where he is awaiting his initial appearance before a court commissioner.
The identity of the victim is being withheld at this time because investigators have been unable to locate family members who are believed to be out of state. The victim was a 22-year-old male from Brooklyn, New York.
Shortly before midnight yesterday, a 911 call was received at the Carroll County Emergency Operations Center reporting a stabbing at the Martin’s Supermarket in the 1300-block of Londontown Blvd., Eldersburg, Md. Deputies from the Carroll County Sheriff’s Office responded to the scene and one of the first deputies who arrived found the suspect standing near the store entrance with what appeared to be blood on his shirt. The suspect, later identified as Lawson, was immediately taken into custody by the deputy.
Deputies were directed by store employees to a storage area in the rear of the store where the victim was found lying on the floor. Deputies observed that the victim was bleeding from several wounds to his upper torso.
Emergency medical personnel were summoned to the scene. The victim was transported by ambulance to the Carroll Hospital Center. He was pronounced dead at the hospital early this morning. His body has been transported to the Office of the Chief Medical Examiner in Baltimore for an autopsy.
Investigators from the Maryland State Police Homicide Unit responded to the scene to conduct the investigation. They were assisted by members of the State Police Westminster Barrack Criminal Investigation Section and crime scene technicians from the State Police Forensic Sciences Division. Carroll County Sheriff’s Office investigators and crime scene technicians also assisted with the investigation throughout the night. A member of the Carroll County State’s Attorney’s Office responded to the scene and worked with investigators.
The preliminary investigation indicates the victim and suspect both worked for a cleaning company contracted to provide services at the grocery store. Both had recently been sharing a room in the basement of their supervisor’s home, located about a mile from the grocery store.
Witnesses told investigators the two became involved in a loud argument in the storage area of the grocery store. The argument escalated into a physical altercation. During that altercation, the victim was allegedly stabbed by the accused. The cause of the argument has not been specifically identified at this time.
During a search of the area outside the store, State Police investigators recovered what appears to be a kitchen knife. The knife is being forwarded to the State Police Forensic Sciences Division for evidence processing.
The grocery store is open 24-hours a day, but shoppers were not in the storage area where the assault occurred. The store was closed during the crime scene processing, but later reopened for business.
The investigation is continuing.
Obamacare To Be Ruled Unconstitutional, Say Supreme Court Insiders
That's according to a joint poll by the American Action Forum, Center Forward and Purple Strategies. An astounding 57 percent of clerks and attorneys polled now think that the mandate will be ruled unconstitutional. That's up from just 35 percent in March, before the court held oral arguments on the case.
Purple Strategies
Here's what one respondent told Purple Strategies:
“I feel like a dope, because I was one of those who predicted that the Court would uphold the statute by a lopsided majority…it now appears pretty likely that this prediction was way off.”

No Money For Forced Sterilization Victims in NC
The effort to give each victim $50,000 passed the House, but the Senate never gave the measure consideration. Republican lawmakers in that chamber said the state didn't have the money in such a tight budget year to make up for misguided, decades-old procedures. Legislators also feared paying the victims would lead other groups, such as descendants of slaves, to seek reparations.
"If you could lay the issue to rest, it might be one thing. But I'm not so sure it would lay the issue at rest because if you start compensating people who have been `victimized' by past history, I don't know where that would end," Republican Sen. Austin Allran said.

Nevada Inmate Shackled Before Giving Birth Sues
The suit, filed by the American Civil Liberties Union of Nevada, cited what it described as shocking indifference to "wholly obvious, serious medical needs" after the woman's ankles were shackled before and after giving birth in October.
The woman, Valerie Nabors, was being held at the Florence McClure Women's Correctional Center in North Las Vegas for trying to steal about $300 in casino chips, a nonviolent crime, when she went into labor. Nabors, 30, has since been released.
The lawsuit, which alleges violations of state law and Nabors' constitutional rights, said that after she went into labor, guards ran to the ambulance in which she was transported to the hospital and shackled her ankles together, despite protests by ambulance personnel.

A Letter To The Editor 6-21-12
We have an Ash tree in our yard that's definately under distress, losing its leaves from the top--- for an unknow reason to us. I would not have known , what definately appears to be the cause---- had I not read about this on your site.
.
I have found the number to call -- 1-301- 782 1946 --to report the possibility of the "Emerald Ash Borer". I called & they will be contacting me to set up an apt. to come down to inspect the tree . They said , thus far this is the first suspected tree in Wicomico County. reported ---although many other Countys in MD have reported the "Borer " & are under restrictions to help stop the spread.
The "Borer" looks more like a fly, is Emerald Green in color , will fit on a "penny", & is a native of Asia. You will note dead branches AT THE TOP OF YOUR TREE OR WILD SHOOTS BRANCHING OFF NEAR THE BOTTOM.
Firewood, green lumber, logs, & chips are the primary means of advancing the beetle
spread!!!! Further info on what to look for can be found on line. Asking all your viewers to send this info on to others.
Thanks to you for all the info you "put out there!"

KEEPING COOL IN THE EXTREME HEAT: LOCAL HEALTH OFFICIALS OFFER TIPS
(Salisbury, MD) Our area is experiencing a period of extreme heat as temperatures are substantially hotter and/or more humid than average for the location and time of year. Health officials in Wicomico County are reminding residents to be careful, stay cool, and well hydrated.
Individuals can quickly develop a heat-related illness which can become life-threatening, if not properly treated. While the body normally cools itself by sweating, under some conditions, sweating just isn't enough. In such cases, a person's body temperature rises rapidly. Very high body temperatures may damage the brain or other vital organs. Infants, young children, young athletes, obese persons, those older than 65 years of age, and those persons with diabetes, high blood pressure, heart disease or a mental illness are at high risk.
County health officials are offering these tips to help you stay healthy and comfortable in the heat:
Stay indoors;
Schedule outdoor activities before 10:00 am and after 6:00 pm;
Wear light colored, loose fitting clothing;
Drink plenty of cool fluids without sugar, caffeine or alcohol;
If outdoors, schedule frequent water breaks. In extreme heat or when exercising drink 2 – 4 glasses (16 – 32 oz.) each hour;
Avoid hot, spicy or heavy foods as they add heat to the body;
Limit using the stove or oven to keep the house cooler;
Take a cool shower or bath;
Seek air-conditioned environments such as malls and libraries;
Check on the elderly.
“Air-conditioning is the number one protective factor against heat-related illness and death” says Lori Brewster, Health Officer for the health department. “If your home is not air-conditioned, go to any public facility such as the mall or library to seek relief.”
For more tips on how to stay cool, go to www.dhmh.state.md.us or http://www.cdc.gov/niosh/topics/heatstress/.
Stink Bugs: They're Coming Back
"They are on the same schedule they were in 2010, and if you recall, 2010 was their breakout year," says Mike Raupp, professor of entymology at the University of Maryland.
But stink bugs don't seem to be popping up in great numbers yet.
"They're beginning to show up in our commercial fruit orchards now," Raupp says. Soon, gardeners will see the beetles go after tomatoes and peppers.
