Laurel, DE – The Delaware State Police is currently investigating a serious pedestrian crash which occurred this evening north of Laurel.
Preliminary investigation has determined, on March 23, 2015 at 8:34 p.m., a 2011 Lincoln MKZ driven by Ebony Davis 29, of Seaford, pulled over onto the northbound shoulder of Seaford road (US Alt 13). The passenger Sandra Thompson 59, of Laurel, had just exited the vehicle that was parked on the northbound shoulder and for undetermined reasons began heading across both lanes of the roadway. At this time a 2007 Mitsubishi Galant being operated by Rykesh Smith, 24 of Seaford, was traveling southbound on Seaford road, struck Thompson who was standing in the center of the southbound lane. Smith’s vehicle struck Thompson with the front center of his vehicle and caused her to then strike his windshield throwing her back into the northbound lane of Seaford Road. Smith’s vehicle was able to come to a controlled stop on the northbound side of the road after he attempted to swerve to miss striking Thompson.
Sandra Thompson was initially transported by EMS to Nanticoke Memorial Hospital where she was treated for her serious injuries and then later flown to Christiana Hospital.
Rykesh Smith, who was properly restrained, was not injured in the crash.
The Delaware State Police is continuing their investigation into this incident. Alcohol, and a combination of dark clothing, in a dark unlit area and not crossing in a designated crosswalk, may have been contributing factors on behalf of the pedestrian. Southbound Alt 13 Seaford Road in the area of the collision was closed for approximately two and a half hours as the crash was investigated and cleared

More Gas Stations want to Sell Beer on Tap
DES MOINES, Iowa — Move over slushy machines. Gas stations and convenience stores are making room for a more adult beverage dispenser.
Draft beer taps where customers can have 64-ounce growlers filled with beer to go have been installed in dozens of gas stations, grocery stores and other retailers around the country.
About 35 states allow retailers to sell the refillable, half-gallon glass jugs known as growlers, according to the Brewers Association, a national trade group, and several states, including Florida, Iowa and Missouri are considering laws to allow the practice.
"It's definitely becoming more popular," said Paul Gatza, director of the Brewers Association, a national industry group. "The American public wants to be able to control their experience. They want to be able to take their beer home and pour as much or little as they want."

12-year-old girl accused of poisoning mother for taking away iPhone
BOULDER, Colo. (ABC News) -- A 12-year-old Colorado girl has been detained for allegedly trying to kill her mother twice by poisoning her drinks with bleach, after her mother took away her iPhone, police said.
The woman first felt sick on March 2, after drinking a smoothie, according to the Boulder County Sheriff's Office. While she noticed the smell of bleach from her glass, the woman assumed her daughter hadn't rinsed it properly, according to the sheriff's office.
Then a few days later, the mother again recognized the smell of bleach coming from something she was going to drink and she confronted the pre-teen, the sheriff's office said. The girl allegedly told her she wanted to kill her because she took away her iPhone, according to the sheriff's office.

STATE BILLS WOULD LIMIT ACCESS TO OFFICER BODY CAMERA VIDEOS
Lawmakers want to limit what can be made public
State legislators are pushing to make it much harder to release police officer body camera videos, undermining their promise as a tool people can use to hold law enforcement accountable.
Lawmakers in at least 15 states have introduced bills to exempt video recordings of police encounters with citizens from state public records laws, or to limit what can be made public.
Their stated motive: preserving the privacy of people being videotaped, and saving considerable time and money that would need to be spent on public information requests as the technology quickly becomes more widely used.

UHC MCO through Maryland Medicaid Restricted network Follow-up
Joe,
It looks like the state is backing big business. This is an e-mail that summarized the state DHMH position on UHC and locking out local businesses!
Yesterday there was a meeting with the deputy director of DHMH, Shannon McMahon and some representatives of independent pharmacy. The conclusion of the meeting was what I expected. The deputy director said the UHC limited network meets the geo-access parameters of DHMH and would be allowed to move forward on April 1. In defense of the DHMH it is likely not in their duties to take into consideration the economic impact of their decisions on our local communities. If it isn't in their duties, it should be.
The DHMH did make one rule change. If a patient has been in an MCO for 1 year they can change their MCO once per year regardless of whether or not it was open enrollment. The phone to change is 1- 800-977-7388 .
The bottom line is all independent pharmacy owners and individuals associated with independents in Maryland, like your employees, family members, sales staff of wholesalers, etc need to come together with help from our patients if we are to survive in Maryland. It cannot be a select few speaking up if there is going to be political change. Each independent owner needs to get as many of there patients out of UHC as possible. I have sent letters to each of my 400 patients affected. We are having great success in moving our patients from UHC. We are attaching flyers to each UHC prescription bag and having conversations in the store. Tell patients as of April 1 their insurance plan is restricting their choice in pharmacy. Tell them their are several others to choose from. Get your patients to call the Governor's office.
Each owner needs to send a letter/email to the Governor's office, the State Senator that represents them and the State Senator that represents their patients as well as the representatives in the State House. Call them as well. You need to emphasize two things, the impact to patient care outcomes, but equally important the precedent being set by a State of Maryland agency abandoning small businesses in our state. This is a State agency giving the green light to lockout small business from a government contract without consideration of the economic impact on the communities in the State. Today it is small businesses in healthcare. What group of small businesses will it be tomorrow? It has also been learned this limited network does not just affect independent pharmacy, private practice physicians and medical labs were also locked out of the new limited/closed UHC plan.
After you receive a response from the governor's office and/or their Senator/Representative they need to follow up, keep up the pressure. If you don't receive a response to your request for action from those that represent you, send another email/letter. Pick up the phone and call. We can not give up until healthcare small businesses and all small businesses in our state are given a seat at the table when our government negotiates contracts using our tax dollars. All politicians claim to support small business. This is a chance for them to put our money where their mouth is. This is particularly important to get across to our new Governor that ran on a small business platform. Also, think outside the box. Some independents on the Eastern Shore got face time on the local news. That should be happening across the state.
This does not end on April 1! It continues until we get our government to understand the importance of our businesses in our communities. Annapolis does not represent United HealthCare. Annapolis represents our patients, our communities, you and me. If you get an answer of they can't do anything, say you can't or you won't?
What are you doing right now to make a difference?
Thank you for listening.

‘Black Brunch’ Protesters Strike Again — but Restaurant Staff, Customers Don’t All Stay Silent
A few months back, “Black Brunch” protests made headlines as groups walked into restaurants (i.e., “white spaces”), stood among diners and loudly read statistics and proclamations regarding black oppression — while video cameras rolled.
With few exceptions, staff and customers sat through the protests — though a number later posted on social media their displeasure with the whole thing.
On Sunday, Black Brunch protesters in Decatur, Georgia, geared up for more of the same.
But this time they apparently were met with a bit more resistance.

STATES TO TEST WAYS TO SEND FOOD STAMP RECIPIENTS TO WORK
WASHINGTON (AP) -- New federal grants will help 10 states test programs to help food stamp recipients find jobs, from using career coaches to quicker training courses to mental health assistance.
The grants, announced Friday in Georgia by Agriculture Secretary Tom Vilsack, come as the Republican Congress is exploring ways to cut the program, which cost $74 billion last year - twice its cost in 2008.
Some in the GOP have proposed stricter work requirements as a way to do that. But the Obama administration sees better worker training as an alternative to cuts or stricter work requirements.
Vilsack said the grants will help USDA identify what works and what doesn't in terms of getting people to work.

New non-profit to compete against payday lenders
DALLAS — Three years ago, Dallas passed an ordinance making it harder for payday lenders to operate. Today, only half of the 240 storefronts still exist.
"I heard it over and over again from payday and auto title [lenders]. 'Who else will lend to these poor people? That's why we have to charge 400-500 percent.' Well, guess what? We just came up with an alternative," said City Council member Jerry Allen, a former personal banker.
The alternative is a non-profit called Community Loan Center of Dallas, which will soon start lending up to $1,000 for a one-year term at 18 percent interest through its website, CLCofDallas.org.
Councilman Allen officially announces the program Wednesday at City Hall.
"You have to have a job to get the loan, and these are hard-working people," he explained. "If we can keep more of that money in their pockets and they're helping their families and their kids, how can that not be a win-win for everybody?"

Woman Dies While on Phone with 9-1-1. Cop Chooses to Go to Lunch Instead of Responding to Call
Lee County, FL — A woman is dead, and a deputy is on paid vacation after deciding to go to lunch instead of respond to a 9-1-1 call.
Sheriff Micke Scott thinks his deputy should be fired for not showing up.
At approximately 1:00 pm someone called 9-1-1 and dispatchers say that the person on the other end of the phone was silent. It would later be discovered that it was 47-year-old Gwen Minis calling. She had just gotten out of the hospital after suffering from a heart attack.
Minis’ brother found his sister lying face down with ants crawling all over her body. She had her phone in one hand and a bottle of pills in the other.
It would be nearly an hour before any “help” would show up. Sadly, this would prove to be far too late for Gwen Minis.

NRP Blotter 3-22-15
Two Somerset County watermen were charged Thursday morning by Maryland Natural Resources police officers with harvesting oysters from protected state waters.
Officers conducting surveillance assisted by the radar system known as the Maritime Law Enforcement Information Network saw two watermen dredging for oysters about 500 feet inside the Manokin River Sanctuary. State regulations prohibit taking oysters from sanctuaries.
Lance Carl Fridley, 29, and Shawn Matthew Fridley, 34, both of Chance, had three bushels of unsorted oysters on board when officers stopped them.
Both men were charged with two counts each of illegally harvesting oysters inside a sanctuary. Lance Fridley, the boat operator, also was charged with three counts of having three bushels containing undersized oysters.
NRP officers seized the dredge and returned the oysters to the sanctuary.
Both men are scheduled to appear in Somerset District Court on May 12. If found guilty of all charges, Lance Fridley could be fined as much as $9,000 and have his license suspended for up to one year. Shawn Fridley could be fined $6,000 and have his license suspended for up to one year.

Emerging Environmental Scandal: “Thousands Of Tons Of Toxic” Wind Park Rubbish To Get Dumped At Sea!
Face it. When it comes to environmental protection, the EU can be awfully strict. Drop just a single molecule of something hazardous out somewhere in nature, and expect it to be treated like the crime of the century. That’s the way it usually is with eco-bureaucrats, except of course when it comes to green energies like ugly wind turbines. There everything suddenly has no real environmental impact, and so they get a free pass.
German news weekly Der Spiegel here recently reported on how windmills are now polluting the North Sea through their corrosion protection systems. Spiegel writes:
With the continued expansion of wind parks out to sea, over the coming decades thousands of tons of toxic metal compounds will be brought into theNorth and Baltic Seas. The reason is the use of so-called sacrificial anodes. These are for preventing the corrosion of the steel bases of the wind parks.
Spiegel describes how these sacrificial anodes, which contain heavy metals, dissolve over time in the water and that no environmental impact study has ever been conducted. According to Spiegel just the interior corrosion protection of each steel tower will dump up to ten tons of aluminum over its 25-year lifetime. Yes, “each tower”!
With plans to install 6500 turbines out to sea by the year 2020, Spiegel calculates that this means 13,000 tons of aluminum rubbish could end up in the North Sea.

Blueprint of How Islamic Caliphate Will Be Implemented by 2020
Back in 2005, Jordanian journalist Fouad Hussein published al-Qaida's manifesto. In his book, he outlined al-Qaida's seven-point plan over a 20-year period: "An Islamic Caliphate in Seven Easy Steps." Ten years later, we can see how al-Qaida and other Islamic jihad groups have followed this plan to the letter – with remarkable success, thanks to the weakness, fecklessness and willful ignorance of Western leaders.
Journalist Yassin Musharbash wrote about Hussein and his book in the German publication Der Spiegel on Aug. 12, 2005, in an article entitled, "The Future of Terrorism: What al-Qaida Really Wants." Musharbash wrote, "[W]hat this small, slim man has to report is nothing less than the world's most dangerous terrorist network's plan of action: al-Qaida's strategy for the next two decades. It is both frightening and absurd, a lunatic plan conceived by fanatics who live in their own world."
Der Spiegel appears to be laughing at the plan in this article. But read it now – 10 years on. Who's laughing now? From Sept. 11 to "the awakening," the focus on Syria, the overthrow of secular Arab regimes, the declaration of the Caliphate – it's all there. The article declares it "unworkable" at the time – as well as "both frightening and absurd, a lunatic plan."
Musharbash wrote: "And not to mention the terrorist agenda is simply unworkable: The idea that al-Qaida could set up a caliphate in the entire Islamic world is absurd. The 20-year plan is based mainly on religious ideas. It hardly has anything to do with reality."

This Perfectly Sums Up What “Rights” Mean to Liberals
Rights do not come from the Constitution or government or man. They do not come from collective agreement or compromise. You are born with God-given rights, as written in stated the Declaration of Independence — the organic law of the United States. And rights are the basis for all future laws. No one can take them away.
But how do our liberal friends feel about rights?
Here’s a classic conversation that perfectly demonstrates what liberals really mean when they talk about “rights”:

Canada Ends Cable Bundling; Is America Next?
Canada's communications regulator will require cable companies to let customers choose the channels they want, one of the first countries in the world to mandate so-called a la carte pay-TV.
The decision will dismantle the system of bundling networks in packages that has underpinned the cable businesses of companies like Rogers Communications Inc. and BCE Inc.
By March 2016, companies will have to offer a smaller basic cable service with educational and local TV for no more than C$25 ($20). By December of that year, they'll have to let consumers choose the channels they want, a system known as "a la carte."
Canadians have long complained about paying for channels they never watch and millions have signed up for Internet streaming services like Netflix Inc. In the U.S., the industry is also shifting toward "skinny bundles," not forced by regulation, but driven by companies like Dish Network Corp. offering alternatives to the traditional cable package. Apple Inc. plans to debut an online service this year with about 25 channels, people familiar with the effort said this week, adding pressure on programmers that have relied on packages of hundreds of channels.
Canada's cable operators have been bracing for the possibility of an a la carte world for months following regulatory hearings in September on the future of the industry.

Cardin Urges Colleagues to Stop Playing Politics with Attorney General Nomination
WASHINGTON - U.S. Senator Ben Cardin (D-Md.), spoke on the Senate floor Thursday night to urge his colleagues to immediately bring Loretta Lynch’s nomination to the floor for a confirmation vote to be the next Attorney General of the United States. Video of his remarks is available here.
“Refusing to allow a confirmation vote on Loretta Lynch’s nomination to be the next Attorney General is pure politics and unprecedented Republican obstructionism. It’s just not fair. Loretta Lynch is impressive and very well qualified to be the next Attorney General. The Senate has confirmed her, unanimously, twice. It is unfair to Ms. Lynch, who has waiting longer than the previous five Attorney Generals- combined. It’s unfair to the hardworking employees of the Department of Justice, who work every day to keep Americans safe from harm; and it’s unfair to the President of the United States, who deserves to have his team in place. We have a responsibility to vote on his nominations.
“The Senate may be known for taking things slowly, but we really can debate legislation and nominations at the same time. To suggest otherwise is a hollow excuse; we’ve voted on six executive nominees in the past week.
“Loretta Lynch’s few detractors have had ample time to come to the Senate floor and make their case to fellow Senators. Republicans control the agenda in the Senate. If Senators would like to vote against Mrs. Lynch it is their prerogative, but at least allow a vote.”

Gohmert: 'It's Time To Bomb Iran'
Tough-talking Texas lawmaker Louie Gohmert issued some unequivocal advice to President Obama during his recent radio interview on “Washington Watch,” telling host Tony Perkins it’s time the commander in chief take up bombs and send them Iran’s way.
“You know what? We need to encourage this administration to go take out Iran’s nuclear capability,” Gohmert said. “This is serious stuff and I don’t think we ought to put Israel in position of having to save both themselves and the United States. I think it’s time to bomb Iran, anything that resembles a nuclear facility with centrifuges, it’s time to bomb.”
Gohmert expressed frustration with the White House’s watery approach to dealing with a nuclear Iran and suggested the only way Tehran would respect the West would be with a show of force.
“We need to make clear to Iran: You can play these silly games with our president that buys into them and our secretary of state, but the American people aren’t buying it and you’re going to pay a price,” Gohmert said, according to audio of the show posted on RightWingWatch.org.

Graham: Zero Out UN Funding
President Obama's administration isn't the only entity subject to budget threats from Congress. Sen. Lindsey Graham said on Thursday night that, if the United Nations Security Council agrees to lift its Iran sanctions before Congress approves a nuclear deal, it might risk the funding it receives from the U.S.
"Twenty-two percent of the funding for the United Nations comes from the American taxpayer and I'm in charge of that account," the South Carolina Republican said Thursday night, during an interview with Fox News' "On the Record."
"I'm not going to allow the United Nations to be used as a way to get around the United States Congress for a deal that affects the very existence of Israel and our own national security."
Congress is currently working on a bill that would require its approval of any nuclear agreement with Iran. Graham argued that, if the U.N. lifted its sanctions, that would "marginalize" Congress and lead to a "violent reaction" against the UN, as well as potential cuts.
The U.S. is expected to pay $654 million to the U.N. this year and Graham is the chairman of the Senate Appropriations Committee's subcommittee on State, Foreign Operations and Related Programs. He said he would add a suspension of funding to the U.N. into the funding bills he manages if the U.N. lifts its sanctions before Congress approves a deal.
"If the U.N. did something that provocative, lifted the sanctions before we ever got a chance to look at it in Congress […] absolutely I would suspend funding the United Nations, because I don't think your money should go to an organization that irresponsible," he said.

For Small-Town America, New Immigrants Pose Challenges
Marshalltown, Iowa — The voice was frantic – and unintelligible to the 911 dispatcher. “Ma’am, I cannot understand you,” she said. After 80 seconds, one word leapt out: “Riverview.”
On a warm July evening in 2012, while Marshalltown, Iowa, celebrated Independence Day, three refugee children from Myanmar (Burma) drowned in the Iowa River. The drownings at Riverview Park cast a grim light on the challenges facing both the city and its newest immigrants, most of whom spoke little English and had scant understanding of life in their new home – including the perils, known to more established residents, of the river’s treacherous currents.
“We preach to kids all the time: You don’t swim in the river. You don’t play around the river,” says Kay Beach, president of the Marshalltown school board. “But they didn’t know that.”
For two decades, rural communities across the Midwest have been finding ways to absorb Latino immigrants. Now, a new generation of immigrants arriving from far-flung places such as Myanmar, Somalia, Iraq, and West Africa has brought a bewildering variety of cultures and languages. Many towns are struggling to cope.
Experts say the changing face of immigration in the rural Midwest reflects stricter federal enforcement. Tighter border security has slowed the influx of immigrants from Latin America entering the United States illegally. Meanwhile, the meatpacking industry has looked to refugees, who enjoy legal status, as a way of avoiding problems with undocumented Hispanic workers.

Wicomico County Education Association Supports Elected School Board at Hearing In Annapolis!
The hearing by the Ways & Means Committee of the Maryland House of Delegates on March 19 was a very pleasant contrast to the hearing a day earlier in the Senate. A spokeswoman for the WCEA testified that it supports a fully elected Board of Education for Wicomico County. That was not the only significant difference from the earlier hearing.
The tenor of the hearing was completely different, due in part to the much different decorum of those who spoke in opposition to the pending legislation to allow a referendum to be held. The Committee did not have to endure the distortion and race-baiting that was presented the previous day by Ireton, Mary Ashanti and Kevin Johnson. Instead, the WCEA's vice president, Stephanie Lewis, offered an articulate and objective analysis in support of its position that the entire board should be elected. The WCEA opposes the "hybrid" concept in which some of the Board’s members would be appointed by the County Executive, but not the election of the members.
Delegate Carl Anderton and County Council President, John Cannon, made strong statements in support of the hybrid concept and responded well to questions by the delegates, pointing out that each member of the Committee resides in a County that has an elected school board. It’s a shame they did not testify at the Senate hearing.
Several delegates on the Committee made interesting observations and asked pointed questions. Delegate Buckel wanted to know why an elected school board would not be appropriate in Wicomico County since it works well in every other County.
The only disturbing aspect of the hearing was testimony presented by J. C. Parker, a former teacher and teachers’ union spokesman, who stated that because the County Council had just been elected its members were not well aware of the public sentiment. He fails to understand that we have just had an election campaign in which the candidates met and spoke with many residents and participated in candidate forums in which topic was discussed, and that a public hearing on the proposed change was held in February. In addition, as Delegate Anderton pointed out, the topic has been widely discussed for many years, during which legislation was passed by the General Assembly but vetoed by O’Malley at, he believes, the request of Rick Pollitt.
Simply put, enough is enough, Mr. Parker. It is clear that a majority of Wicomico County residents want an elected school board, and for good reasons. Here is the testimony presented at the hearing and the statements by several members of the Committee. We apologize if any names are misspelled – the audio if heard to hear in some places. By the way, we think that the WCEA's position should be seriously considered.

District Court Changes Citation Language
In response to citizen complaints, the District Court has directed local governments make changes to speed camera citation language pertaining to the situation when one was not the driver. The new Uniform Citation language also requires the court to state the contact information for the program's "local designee".
The change was directed in a letter from the district court in November of 2014 which directed the use of a new template, one which removed the words "transfer of liability" with the words "SPEED CAMERA--NOT THE DRIVER".
The new language regarding when a motorist isn't the driver replaces language which stated that one was required to identify the. Maryland's speed camera statute contains no such requirement, and in fact says that it is a defense if one was not driving, if one follows specific steps prior to the court hearing to notify the court in writing.

10-year-old Michelle Obama SWORE so much she lost 'best camper' award
But it was not always so for Michelle Obama, who as a child was so foul-mouthed she lost out on an award at summer camp aged 10, according to a new biography.
The first lady-to-be was an avid attendee at a day camp on the shores of Lake Michigan, and stood out as the most capable in her age group.
But camp leaders were so taken aback by her salty tongue that they denied her a prestigious award when the camp ended, according to biographer Peter Slevin, whose Michelle Obama: A Life was previewed by People magazine.
Michelle Robinson, as she was then known, as so stunned by the revelation that she changed her ways immediately and put an end to her 'cursing phase'.
The anecdote surfaced in the upcoming book on Mrs Obama, which also includes the revelation that her mother was anxious about her marriage to future president Barack Obama – because he is mixed race rather than completely black.
Slevin quotes her as saying: 'I was going through my cursing stage.'
'I didn't realize until my camp counselor at the end came up and said: "You know, you would have been best camper in your age group, but you curse so much".'
'And I thought I was being cool.'
Mrs. Obama used to attend the camp regularly with her brother, Craig. She would have been ten years old at the camp held in 1974, while Craig would have been 11.

Former MSP Superintendent Under Fire in PA
Republican state senators asked Democratic Gov. Tom Wolf on Friday to withdraw his nominee to head the Pennsylvania State Police who was caught on video removing roadside signs critical of him, but the governor said he still supports him.
Wolf declined in a morning phone call from Senate Majority Leader Jake Corman to withdraw the nomination of Col. Marcus Brown. In a subsequent letter to Wolf released by Corman's office, the Senate's four ranking Republican senators made their wishes known.
In it, they cited the misdemeanor theft investigation by local police into Brown's removal of the signs near his suburban Harrisburg neighborhood and four other issues.
Those issues included his statements following turmoil in Ferguson, Missouri, about the role of police in escalating civil disobedience; his Baltimore police department pension arrangement, which drew scrutiny in 2007; and, while he was Maryland's state police superintendent, the 2014 shutdown of a busy highway by armed officers walking car to car with guns drawn during a manhunt.

Starbucks baristas stop writing 'Race Together' on cups
In a marketing fiasco that could rank right up there with “New Coke,” Starbucks has ditched its plan to have baristas ignite a national discussion on race after critics advised the chain its view of black and white should revolve around coffee and milk.
The baristas had begun writing "Race Together" on customers' cups, as a means of starting a conversation with customers, but the practice ended Sunday after just one week, said company spokesman Jim Olson. But the chain's initiative will continue more broadly without the handwritten messages, Starbucks spokesman Jim Olson said.
The cups were always "just the catalyst" for a larger conversation and Starbucks will still hold forum discussions, co-produce special sections in USA Today and put more stores in minority communities as part of the Race Together initiative, according to a company memo from CEO Howard Schultz said.

THAT “BLUE CODE OF SILENCE”, THAT’S NOT…
Over the last several years, there has been a huge surge in hatred and distrust directed at law enforcement. That sentiment has recently culminated in protests across the country, and in recent months, a HUGE increase in unprovoked assaults on officers around the country. One of the cries I often see repeated by those denigrating my profession is that cops protect their own, no matter what. I can’t count how many times I have read “why don’t good cops turn in bad cops” on social media and in reader comments on “news” sites lately. To anyone who knows better, that mantra is not worth the digital paper it was typed on.
As most cops will tell you, we (cops) dislike dirty cops more so than the public. Dirty cops not only besmirch our profession, but they destroy the trust that the public has in law enforcement as a whole. The old marketing axiom holds true in public service just as it does in retail, an unhappy customer tells everyone about their experience, a happy customer tells almost no one. The people who are either wronged, or unjustly think they were wronged, are always much louder than those happy with their service. That is just a fact of life.
I have been doing this job a long time, and from personal experience, I know the “cops don’t rat on other cops” line is nothing but hogwash, but what can I do to try and convince the average person who does not have my knowledge base. I’m not going to pretend it does not happen from time to time, but the claim that it is a rampant problem with all cops is ridiculous.
In an effort to spread the truth, I submitted a Freedom of Information Act request to my own department regarding internal affairs complaints. What I specifically requested was, for the last five (5) years, the number of complaints and whether or not they were substantiated. But beyond those simple numbers, I asked to have the numbers split between public complaints filed and those filed internally, you know, the cops who always cover for dirty cops.
Here are the raw numbers:

'Top Model' Killer Spared Deportation Under Obama's DACA
A 19-year-old illegal immigrant charged with killing a former "America's Next Top Model" contestant and three others in North Carolina last month was spared deportation after being approved for President Barack Obama's Deferred Action for Childhood Arrivals (DACA) program, two Senate Republicans said Friday.
Emmanuel Jesus Rangel-Hernandez was put into deportation proceedings after authorities arrested him in March 2012 for alleged possession of marijuana, according to information released by two members of the Senate Judiciary Committee, Chairman Chuck Grassley of Iowa and Sen. Obama's Law Prof Helps Make GOP's Case Against EPA Regs
One of President Barack Obama's liberal Harvard Law School professors is providing ammunition for the Republican argument against Obama's climate change proposals.
When Senate Majority Leader Mitch McConnell sent out his "just say no" letter to all the governors across the country he cited constitutional law scholar Laurence Tribe as part of his argument.
Tribe had written a legal brief for the Peabody Energy Corporation in December 2014 in which he argued that the EPA's Clean Power Plan violates the Constitution.
The goal of the proposal that was unveiled in June 2014 is designed to cut carbon emissions from power plants down to 2005 levels by 2030.
Specifically, he said that the proposal violated the Fifth Amendment, the Tenth Amendment and the Clean Air Act.
"The defects in the Proposed Rule transcend political affiliations and policy positions and cut across partisan lines," Tribe wrote.
"The central principle at stake is the rule of law – the basic premise that EPA must comply with fundamental statutory and constitutional requirements in carrying out its mission," he explained.
Tribe also testified before the House Energy and Power Subcommittee on Tuesday in which he said that Obama is "burning the Constitution" with the proposed EPA rules as he tries to fight global warming.
"You know, I've cared about the environment ever since I was a kid. And you know, I taught the first environmental course in this country, and I've won major victories for environmental causes. But I'm committed to doing it within the law," Tribe said at the hearing.
"Burning the Constitution should not become part of our national energy policy," he added.

MIKULSKI IN LETTER CALLS ON DEPARTMENTS OF LABOR AND HOMELAND SECURITY TO ALLOW EASTERN SHORE SEAFOOD BUSINESSES THAT RELY ON H-2B SEASONAL WORKERS TO PAY EMPLOYEES AN APPROPRIATE WAGE AND SUPPORT MARYLAND JOBS
Mikulski is a long-time champion of the H-2B visa program, which is a one-two punch for Maryland, keeping small and seasonal businesses open while supporting the jobs of Marylanders who rely on them
WASHINGTON – U.S. Senator Barbara A. Mikulski (D-Md.), Vice Chairwoman of the Senate Appropriations Committee, today in a letter to Secretary of Labor (DOL) Tom Perez and Secretary of Homeland Security (DHS) Jeh Johnson called on the agencies to issue a rule for seafood businesses relying on seasonal workers here on H-2B visas that allows those businesses to pay their workers an appropriate local wage, rather than at a level mandated by broad categories that do not accurately reflect the wages of crab pickers in Maryland. Artificial wage calculations mandated at a federal level that are not tailored to the actual work being done in local job markets could have a disastrous impact on Maryland’s seafood industry and Eastern Shore jobs. Seasonal workers returning to the United States under H-2B visas are critical to ensuring Maryland’s seafood businesses have the labor force they need during peak harvest season. For every one H-2B visa granted, four American jobs are created.
“Prevailing Wage Surveys are a critical tool for businesses that are forced to rely on the H-2B program due to a routine shortage of available workers, yet lack an occupational classification specifically related to them,” Senator Mikulski wrote. “The Maryland seafood industry is a clear example of this problem where the job category of “seafood processor/picker” is considered under much broader categories that do not accurately reflect the wages of crab pickers in Maryland. The H-2B program is critical for small, seasonal businesses that rely on its continued availability and reliability to function. These businesses need a rule that allows them to function.”
Following the U.S. District Court of Florida’s Perez v Perez decision, DOL and DHS are required to issue a joint Interim Final Rule by April 30 to move ahead with the H-2B visa seasonal worker program. Senator Mikulski has asked that the rule mandate businesses pay their seasonal workforce here on H-2B visas at levels based on the state-approved Prevailing Wage Survey. The Prevailing Wage Survey calculates the worth of the actual work being done to local businesses. Paying a wage established through broad categories such as “seafood processor/picker” does not accurately reflect the wages of crab pickers in Maryland. These artificial wage calculations that are not tailored to the actual work being done have a disastrous impact on the industry and the fragile economies it supports.

Police Departments Hiring Immigrants As Officers
Law enforcement agencies struggling to fill their ranks or connect with their increasingly diverse populations are turning to immigrants to fill the gap.
Most agencies in the country require officers or deputies to be U.S. citizens, but some are allowing immigrants who are legally in the country to wear the badge. From Hawaii to Vermont, agencies are allowing green-card holders and legal immigrants with work permits to join their ranks.
Current rules vary across departments.
Some, like the Chicago and Hawaii police departments, allow any immigrant with a work authorization from U.S. Citizenship and Immigration Services to become an officer. That means people in the country on temporary visas or are applying for green cards can join.
Mark Krikorian, executive director of the Center for Immigration Studies, said he has no problems with green-card holders becoming police officers because they've made a long-term commitment to the country and have undergone extensive background checks. But he worries about the security risks associated with allowing any immigrant with a work permit to become an officer, especially considering that the Obama administration has given hundreds of thousands of undocumented immigrants work permits.
"We're handing over a gun and a badge to somebody whose background we don't really know a lot about," Krikorian said.

Romney: Show Minorities What We Offer Them
Former Republican presidential nominee Mitt Romney said that, in 2016, his party's candidates need to do much better than he did at communicating to minority voters what the GOP is offering them.
"I think we have a real difficulty in the party, and myself included, communicating to Hispanic voters and minority voters generally why it is that conservative principles are better for them and their families than those that are being promoted by the liberals, by the Democrats," he told Yahoo's Katie Couric in an interview that went online Thursday.
"That's something I didn't do very effectively," he said, calling it "without question the biggest mistake that I made in the campaign."
The former Massachusetts governor, who challenged President Obama in 2012, said he wants to see the Republican "nominee do a better job communicating to Hispanic voters that we love legal immigration" and want to stop illegal immigration.
"I will be talking to our nominee about the mistakes that I made," he said.

Ex-ICE Agent: Feds Seem Indifferent to Human Trafficking
American businesses hungry for cheap, undocumented immigrant labor are enablers if not members of violent criminal rings that also traffic in illegal drugs and indentured servitude, but federal authorities appear to have other priorities regarding border control, says a former immigration and customs agent.
"There used to be a huge priority for human trafficking and smuggling," A.J. Irwin, formerly with U.S. Immigration and Customs Enforcement (ICE), told "MidPoint" host Ed Berliner on Newsmax TV on Friday, referring to the agency's office of investigation.
"We called it smuggling, and now it's called human trafficking because, obviously, there's been people who have been victimized — such as these people who are smuggled and fraudulently tricked into working in indentured servitude," said Irwin.
"Why isn't there something being done about it?" he said. "I know agents who tried to do something about it, but they don't receive as much support as someone who would be doing an investigation of a narcotics trafficker or a trafficker of microchips or of counterfeit T-shirts. It just doesn't seem to be a priority in the agency anymore."

O'Malley claims Elizabeth Warren's turf against Hillary Clinton
Martin O'Malley is positioning himself as the liberal alternative to Hillary Clinton for the 2016 Democratic presidential nomination.
In doing so, the former Maryland governor is claiming the populist, anti-Wall Street rhetoric of Sen. Elizabeth Warren, the favorite of the grassroots Left.
Warren's refusal to run has left progressive Democrats without a credible left-wing challenger to Clinton, who is seen as too close to Wall Street and big business. Among the thin bench of potential Democratic 2016 candidates, O'Malley has moved in recent weeks to fill that void.

James Baker: I Signed State Department Exit Form
Former Secretary of State James Baker said Friday that he did sign a separation form, officially known as OF-109, when he left the State Department 23 years ago.
The National Review quoted a Baker spokesman who said his boss had signed the form on August 24, 1992, the day he exited State to serve as White House chief of staff under President George H.W. Bush.
The form requires outgoing officials to declare that they have turned over all official records before they leave the department. Employees are required to sign the form "when "terminating employment" or when they are "otherwise to be separated" from the State Department "for a continuous period of 60 days or more," National Review observed.
Baker's testimony raises questions about the accuracy of the explanation offered by State Department spokeswoman Jen Psaki as to why Secretary of State Hillary Clinton may not have signed that form when she left the department.

Gowdy To Hillary: ‘Relinquish’ The Server
The chairman of the congressional committee probing the Benghazi terror attacks has formally asked that Hillary Clinton turn over her personal server -- warning that the House could take steps to pressure her if she refuses.
Rep. Trey Gowdy, R-S.C., sent a letter, released Friday, to Clinton's attorney requesting that the former secretary of state "relinquish" the server to a "neutral, detached and independent third-party" for review.
Gowdy's letter suggested that Clinton could turn the server over to the State Department inspector general for review. He said it's important for a third party to look over the contents to ensure any public documents are released.
"Her arrangement places her as the sole arbiter of what she considers private and what is beyond the view of the public," Gowdy said in the letter addressed to her Washington attorney Friday.
One source told Fox News that Gowdy's committee does not have the statutory authority to subpoena the server itself -- only witnesses and documents. However, the full House does, should it escalate to that point.
At the end of his letter, Gowdy asked for a response by April 3. He pointedly warned that if Clinton won't comply, he will tell House Speaker John Boehner so he can use the "full powers" of the House to take the "necessary steps."

“THEY CALL ME DOC” Is A Song To Reflect On
The country music group Walker McGuire has been riding the popularity train for the past few years now. Veterans, active duty military, and just about anyone who has listened to their hit “They Call Me Doc” has been mesmerized by tear jerking lyrics, and heartwarming melody. Doc is a nickname given to Army Medics or Navy Corpsman that will risk everything they have to ensure the safety and well-being for their brothers in arms. In this case, Walker McGuire is referencing an unnamed Navy Corpsman who saved the lives of countless Marines during combat operations in Iraq. The song helps people outside the military understand and appreciate one of the toughest jobs a service member can carry out. After hearing this song Veterans and active duty military members reflect on the one they call doc, and may just have a little more appreciation for that person.
The two aspiring country singers that make up the group is Jordan Walker (Vernon, Texas) and Johnny McGuire (Fairway, Kansas). Both currently reside in Nashville, Tennessee, where they have their hearts set out to making it big in country music. The journey to the big time has only started for these two, but the both of them are extremely honored that they have touched the lives of so many people with their song. Poll: 54% want a 'fresh face' in 2016, not Clinton
A majority of Americans, and more women than men, want a "fresh face" as the Democratic nominee, a blow to Hillary Clinton and Vice President Joe Biden, according to a new poll.
Rasmussen Reports revealed Thursday that only 22 percent believe that the Democrats should look to the past for their nominee, though no names were tested.
However Democratic voters, said Rasmussen, won't give up on candidates like Clinton and Biden who have run and lost before. Some 44 percent want to "promote a candidate who has run in the past," while 36 percent want a fresh face and over 20 percent are unsure.
That means 57 percent of Democrats won't commit to someone from the past, said the poll analysis.
Also of note is the lack of support for somebody like Clinton among women, the Democrat's target group. Rasmussen found that 55 percent of women and 53 percent of men want a "fresh face."

Obama tells Netanyahu U.S. will 'reassess' relationship with Israel
President Barack Obama told Israeli Prime Minister Benjamin Netanyahu on Thursday afternoon that the United States would 'reassess' its relationship with his country after the newly re-elected leader shifted his position on a two-state solution to the conflict with Palestine.
A White House official who spoke to Reuters said the president told Netanyahu 'that we will need to reassess our options following the prime minister's new positions and comments regarding the two-state solution.'
At a briefing with reporters on Friday the president's spokesman made clear that the United States' 'security cooperation' with Israel was not under consideration yet would not say what specific aspect of the relationship was under review.
The cryptic but stern message comes as Republican House Speaker John Boehner plans a trip to Israel at the end of the month. He invited Netanyahu to speak before a joint meeting of Congress on March 3, an appearance that enraged the White House.
Meanwhile in Switzerland, nuclear negotiations with Iran have stalled, The Wall Street Journal reported on Friday.
Tehran is demanding an ease-up on economic sanctions ordered by the United Nations as it pledges to downscale its nuclear program. The U.S. has countered that sanctions should stay in place until international observers confirm the country's mullahs are keeping their word.
