Black Judge Rejects Plea Deal For 'White Boy'

A black judge from western Pennsylvania rejected a plea agreement for a man accused of fighting with police during a traffic stop, saying it was "a ridiculous plea that only goes to white boys."

The plea agreement was for a sentence of three months probation. Allegheny County Judge Joseph Williams said on Tuesday that a black defendant in that situation would not have been treated as leniently.

In court, Williams told Assistant District Attorney Brian Catanzarite that he "for some reason comes up with I think ridiculous pleas whenever it's a young white guy," according to The Pittsburgh Tribune-Review. "I'm just telling you what my observation is. If this had been a black kid who did the same thing, we wouldn't be talking about three months' probation."

Catanzarite responded that he was standing in for another prosecutor and didn't broker the plea deal.

"Now that the court has essentially called me a racist, I think that's unfair. I don't make offers based on race. I make offers based on facts," Catanzarite said, according to the Tribune-Review.

Williams later recused himself from the case, and a white judge accepted the plea agreement for 24-year-old Jeffery McGowan.

The defendant, who had no criminal record, agreed to plead guilty to disorderly conduct. He had faced charges including aggravated assault.

Williams' secretary on Wednesday told The Associated Press the judge does not give interviews.

Murdoch Says Education ‘Failure Factories’ Imperil Middle Class

News Corp. Chairman and Chief Executive Officer Rupert Murdoch called for an overhaul of the U.S. education system to preserve the middle class and prevent the country from slipping further behind the rest of the world.

“The failure rates of our public schools represent a tragic waste of human capital that is making America less competitive,” Murdoch said today at a Media Institute awards dinner in Washington, according to the prepared text of his remarks. “Upward mobility in America is in jeopardy unless we fix our public schools.”

Murdoch, an Australian native who became a U.S. citizen in 1985, said it’s imperative the U.S. measure its performance against the world and provide parents with more data about teacher performance to give them choice among schools. “Our middle-class way of life may disappear” if another generation goes through the current education system, he said.

“In plain English, we trap the children who need an education most in failure factories,” said Murdoch, 79.

Students who do graduate often do so with “worthless” degrees and others never learn the basic skills needed to provide for themselves, he said.

Officials Lose Track Of 16,000 Sex Offenders In Nationwide Electronic Monitoring Failure

MADISON, Wis. -- A company that provides electronic monitoring to track sex offenders, parolees and others said its system shut down after unexpectedly hitting its data storage limit, leaving authorities across 49 states unaware of offenders' movement for about 12 hours.

Prisons and other corrections agencies were blocked from getting notifications on about 16,000 people being tracked, BI Incorporated spokesman Jock Waldo said Wednesday. The system operated by the Boulder, Colo.-based company reached its data threshold -- more than 2 billion records -- Tuesday morning.

Tracking devices continued to record movement Tuesday, but corrections agencies couldn't immediately view the data. The company has substantially increased its data storage capacity and hasn't heard of any safety issues, Waldo said. People being monitored were unaware of any problems.

"In retrospect, we should have been able to catch this," Waldo said.

BI contracts with about 900 government agencies across the country for monitoring and notification services, including real-time monitoring and delayed notifications about offender whereabouts. The agencies vary widely, and include state prison systems, sheriff's departments and pre-trial service entities, Waldo said.

N.Y. Seeks To Ban Sugary Drinks From Food Stamp Buys

NEW YORK -- New Yorkers on food stamps would not be allowed to spend them on sugar -sweetened drinks under an obesity-fighting proposal being floated by Mayor Michael Bloomberg and Gov. David Paterson.

Bloomberg and Paterson planned to announce Thursday that they are seeking permission from the U.S. Department of Agriculture, which administers the nation's food stamp program, to add sugary drinks to the list of prohibited goods for city residents receiving assistance.

White House Allows Big Firms To Dodge Health Reforms

McDonald's, insurers get waivers to maintain coverage far below the new law's standards

As Obama administration officials put into place the first major wave of changes under the health care legislation, they have tried to defuse stiffening resistance — from companies like McDonald’s and some insurers — by granting dozens of waivers to maintain even minimal coverage far below the new law’s standards.

The waivers have been issued in the last several weeks as part of a broader strategic effort to stave off threats by some health insurers to abandon markets, drop out of the business altogether or refuse to sell certain policies.

Among those that administration officials hoped to mollify with waivers were some big insurers, some smaller employers and McDonald’s, which went so far as to warn that the regulations could force it to strip workers of existing coverage.

At a time when the midterm elections are looming and Republicans have been vocal in campaigning against the law, reaction to the rollout has been closely watched.

Suburbs Take Hit As U.S. Poverty Climbs

WASHINGTON (AP) - Battered by the downturn, America's suburbs are bearing the brunt of poverty among those of working age that has climbed to its highest level in almost a half century, creating strains on dwindling safety-net programs focusing mostly on the inner-city poor.

A pair of analyses by the nonprofit Brookings Institution paint a bleak economic picture for the 100 largest metropolitan areas over the past decade and in the coming years, when the U.S. poverty rate is projected to edge toward 15 percent.

They also come weeks before the Nov. 2 congressional elections in which voters anxious over the slumping economy will decide whether to keep Democrats in power. Made up of both cities and surrounding suburbs, the large metro areas represent two-thirds of the U.S. population and are home to key battlegrounds that helped lift Democrat Barack Obama to victory in 2008.

The analyses of census data released Thursday show that since 2000, the number of poor people in the suburbs jumped by 37.4 percent to 13.7 million. That's faster than the national growth rate of 26.5 percent and more than double the city rate of 16.7 percent.

Seagull Century Riders Will See New Sights This Weekend

When the estimated 10,000 Seagull Century bicycle riders take to the roads of Wicomico, Worcester, and Somerset counties on Saturday, they’ll see banners promoting Delmarva’s farm families.  It’s part of an effort by Delmarva Poultry Industry, Inc. (DPI), the trade association for the local chicken industry, and the United Soybean Board to recognize the many positive contributions made by farmers. 

Banners funded by America’s soybean growers through the United Soybean Board and the Delaware Soybean board were prepared by DPI for use at the Seagull Century event and other cycling events on Delmarva in the coming years.  The banners, measuring 10 feet long and 4 feet high, made their debut in the Dover, Delaware area last month during the Amish Country ride.  There was positive response to them.
The 75 banners carry one of three messages:
Healthy ride, healthy land, healthy food…Thanks to Delmarva’s Farm Families
Protecting our Land and Water…Thanks to Delmarva’s Farm Families
Preserving Open Spaces…Thanks to Delmarva’s Farm Families

“Most of the riders in the Seagull Century event are not from the Delmarva Peninsula and we wanted to create awareness about the importance of farm families to this area and to their ride.  Most of the cycling will be on rural roads through areas largely kept open by Delmarva’s farm families,” noted DPI Executive Director Bill Satterfield.  The banners have been placed on chicken farms and on land owned by other participating friends of DPI.  “With each rider on each of the three routes seeing about 40 of the banners, we hope they will gain a better appreciation of the positive impact our farm families have on this region,” Satterfield added.

Harsh audit of Juvenile Services Department finds millions in federal aid lost, contracts without proper approval, and employees and contractors overpaid

A scathing audit of the Department of Juvenile Services exposed a host of large problems with recordkeeping, financial management, contracts, monitoring and personnel, including the loss of $3 million in federal Medicaid funds. Treatment funds were not recovered, $148 million in contracts did not get the proper approval, millions in other contracts were overpaid and ineligible employees got overtime pay or were paid twice.

The problems are so many and so severe that the General Assembly’s Joint Audit Committee plans a hearing on the report next month, its staff said. Very few of the scores of audits done each year generate a hearing before the General Assembly.

Legislative Auditor Bruce Myers said that the 51-page audit of DJS found some “very serious issues.” The agency provides administrative services for young people in the juvenile justice system, as well as services for juveniles in state facilities.


“There are a lot of things in there,” Myers said. “A lot of big issues, a lot of money involved, a lot of problems.”

Wicomico K-5 Students Offered Free Intranasal FluMist Vaccine; Consent Form Must Be Returned To School

The Wicomico County School System and the Wicomico County Health Department will be working together in the coming weeks to offer the FluMist intranasal vaccine to Wicomico elementary students in school clinics scheduled from Oct. 21-29. The 2010-11 Influenza vaccine will contain protection against three common influenza strains, including the 2009 H1N1 strain.

Consent forms for the FluMist vaccine have already gone home to elementary parents/guardians, and students whose parents/guardians sign and return the consent form will receive the vaccination free on the day that their school’s clinic is scheduled. Check with your child’s school if you need a replacement form or if you have any questions.

I was at the Fruitland WalMart yesterday afternoon. When walking back to my car my daughter spotted an infant carrier (recently used complete with french fries) in the cart return. I took it into customer service in the store. I honestly can’t imagine anyone forgetting a carrier. Where did this baby sit on the ride home?

So, if anyone realizes they misplaced their carrier, or know of who’s it might be, it can be picked up at Customer Service.

U.S. Offers Tax Breaks For Terror Funding

The United States government has been allowing citizens to take a tax deduction for donations to Viva Palestina, a group that aids the anti-Israel and anti-America terrorist group Hamas. Now a U.S. Congressman is trying to put a stop to it, as reported by the International Business Times.

 Congressman Brad Sherman (D-CA) told the paper that he has written to the State Department, the Department of Justice, and the IRS, informing them that Viva Palestina funds terrorism and is soliciting donations in America. The Patriot Act and other counter-terror laws prohibit soliciting funds for a recognized terrorist organization.

His letters were sent several months ago, but nothing has been done. Sherman said the State Department forwarded his complaint to the Department of Justice, which has yet to respond. The IRS said they would look into the matter, he added. The congressman said he plans to keep pushing the matter until something is done.

Viva Palestina is run by former British MP George Galloway, who openly supports Hamas and has made direct donations to the group. In 2009 Galloway gave Hamas leaders cash and vehicles, and taunted his government, saying, "If you want to take me to court, I promise you there is no jury in all of Britain who will convict me."

Will Tea Party’s Christian Ties Alienate Jewish Voters?

Members of the surging Tea Party movement, which has already swung several key primary votes its way, are strongly identified with Christian conservatives and see the US as a Christian nation, according to a new survey.

The results suggest that the movement – decentralized and grassroots though it may be – is largely composed of and in line with Republicans rather than representing a new voter pool.

Nearly half of those who consider themselves part of the Tea Party movement (47 percent) also identify as Christian conservatives, as do 57% of Tea Party Christians.

Three-quarters are Republican or lean Republican, and 83% plan to vote for Republican candidates this election cycle.

Tea Partiers surveyed largely agreed with Republicans and Christian conservatives on abortion, gay rights and immigration, and – at 55% – thought that American was a Christian nation in higher numbers than the two other groups.

Robert Jones, who heads the organization – the Public Religion Research Institute – that conducted the poll, pointed to this characterization of the United States for a clue as to Tea Party views on international issues; but he noted that those issues hadn’t been included in the survey.

Karlyn Bowman of the American Enterprise Institute, who participated with Jones in a panel discussion at the Brookings Institution Tuesday on the survey, said that almost no foreign policy questions had been asked in any of the polls of Tea Party members, so it was difficult to assess their attitudes.

Gingrich Outlines 'Closing Argument' For GOP To Win Elections

Former House Speaker Newt Gingrich has distributed a “Strategy Memo” to Republican candidates outlining what he describes as the “closing argument” they can use to win votes in the 30 days before the midterm elections.

“This year, the House Republicans’ Pledge to America has set the stage for a powerful, symbolic closing argument for candidates seeking to unseat the left-wing, big-spending, job-killing Democrats: paychecks versus food stamps,” Gingrich states in the memo, posted on Wednesday on the Human Events website.

In June, the U.S. government gave out more food stamps than ever before in history, according to Gingrich.

He also notes that, in January 2007, when Rep. Nancy Pelosi and Sen. Harry Reid took over Congress, food stamp use was around 26.5 million and unemployment was 4.6 percent. Today, more than 40 million Americans are on food stamps, and the unemployment rate is 9.6 percent.

Gingrich compares those figures with the four years after Republicans took control of Congress in 1994, when food stamp use fell by 8 million Americans and unemployment dropped from 5.6 percent to 4.2 percent.

“You can use this vivid contrast between the record of the Pelosi-Reid Democratic Congress and the last time the Republican Party took control of Congress to powerfully illustrate the difference for every American between the Democratic Party of food stamps and the Republican Party of paychecks,” Gingrich tells GOP candidates.

“You can also present this clear choice to voters by hammering Democrats on their decision to adjourn Congress without fixing the tax code. In January, taxes are scheduled to rise on virtually every American” due to the expiration of the Bush tax cuts.

Maryland Governor: O’Malley (D) Pulls Ahead Of Ehrlich (R

Democratic incumbent Martin O’Malley holds his largest advantage yet over Republican Bob Ehrlich in the race to be Maryland’s next governor.

The latest Rasmussen Reports telephone survey of Likely Voters in the state finds O’Malley earning 49% of the vote, while Ehrlich receives 41% support.  One percent (1%) favors some other candidate, and eight percent (8%) remain undecided. (To see survey question wording, click here.)

This race now moves from a Toss-Up to Leans Democratic in the Rasmussen Reports Election 2010 Gubernatorial Scorecard.
 
Last month, O’Malley was only slightly ahead of Ehrlich, 50% to 47%.  The race has been neck-and-neck since late April.

Colorado Governor: Tancredo (ACP) Gains On Hickenlooper (D)

The Colorado governor’s race is increasingly looking like a contest between Democrat John Hickenlooper and independent Tom Tancredo.

The latest Rasmussen Reports telephone survey of Likely Colorado voters shows Hickenlopper still ahead with 43% support, but Tancredo now earns 35% of the vote, his best showing so far. Republican candidate Dan Maes trails with 16%. One percent (1%) like another candidate in the race, and five percent (5%) are undecided.

This race now moves from Solid Democrat to Leans Democrat in the Rasmussen Reports Election 2010 Gubernatorial Scorecard.

Tancredo, a former GOP congressman, entered the race as a candidate of the American Constitution Party after Maes won the state Republican Primary. He argued that Maes, who has been abandoned by many of the state’s high-level Republicans, could not win the general election, but many saw Tancredo’s entry as guaranteeing a win by Hickenlooper.

Last month, Tancredo moved past Maes to claim second place with 25% of the vote to Hickenlooper’s 46%. Maes picked up 21% at that time.

23 Million Americans Hit By A Tax Hike May Not Know It Yet

Almost 23 million American households have already had their federal taxes raised by an average of $3,900 this year, but they may not know it yet.

They could get a big surprise when they prepare their tax returns next year.

Among those subject to this already-in-place tax increase are some families making less than $50,000 per year, and virtually all married couples earning between $100,000 and $500,000 a year, according to data published by the Congressional Budget Office.

This insidious tax hike is contrary to President Barack Obama's repeated promise not to increase taxes on any individual earning less than $200,000 a year or on any household earning less than $250,000.

This tax increase on almost 23 million people will happen if Congress does not quickly pass legislation that temporarily increases the amount of income exempt from the Alternative Minimum Tax.

EPA Says Greenhouse Gas Regulations Could ‘Slow Construction Nationwide For Year s’ For Little Result

Tough new rules proposed by the Environmental Protection Agency restricting greenhouse gas emissions would reduce the global mean temperature by only 0.006 to 0.0015 of a degree Celsius by the year 2100, according to the EPA's analysis.
As a side effect, these rules would “slow construction nationwide for years,” the EPA said in a June 3 statement.
Republican members of the Senate Environment and Public Works Committee highlighted those findings in a report released last week.
The GOP minority report, issued last Wednesday, said a series of proposed and partially implemented new regulations on industrial boilers, greenhouse gas emitters, and ozone levels will put over 800,000 jobs at risk with little environmental benefit.
The authors cite the EPA’s own staff to show that greenhouse gas regulations, which would require major sources of CO2 (carbon dioxide) to obtain permits and limit their output, could seriously harm the economy if implemented.

Zogby/O'Leary: Independents Back Fed Hiring Freeze

A breaking new poll finds that a strong majority of American voters want the federal government to freeze payroll increases for its employees, and institute a hiring freeze across all sectors of the federal government, except those that are related to security.

The poll was conducted by Zogby International on October 1-4 and surveyed 2,077 likely voters.

The poll asked:

Do you agree or disagree with implementing a freeze on payroll increases for federal employees?

A sizeable majority of voters (71 percent) say they agree with freezing payroll increases, including 44 percent who strongly agree. Only 24 percent disagree.

Large majorities of both independent voters (74 percent) and tea party voters (89 percent) also agree with a payroll freeze for federal employees.

Governor Brewer Blasts Foreign Involvement In Immigration Suit

Republican Arizona Gov. Jan Brewer is aghast that Latin American governments opposed to her state’s tough new immigration law will have a voice in the lawsuit challenging the new legislation. She urged a federal court to prohibit foreign governments from joining the suit filed by the Justice Department, Politico reports.

The 9th Circuit Court of Appeals ruled Monday that Mexico, Argentina, Bolivia, Brazil, Costa Rica, Ecuador, El Salvador, Nicaragua, Paraguay, Peru and Chile may submit friend-of-the-court briefs in the case.

“As do many citizens, I find it incredibly offensive that these foreign governments are using our court system to meddle in a domestic legal dispute and to oppose the rule of law,” the Republican governor said in a statement shortly after the state’s motion was filed Tuesday evening.

“What’s even more offensive is that this effort has been supported by the U.S. Department of Justice. American sovereignty begins in the U.S. Constitution and at the border,” she added. “I am confident the 9th Circuit will do the right thing and recognize foreign interference in U.S. legal proceedings and allow the State of Arizona to respond to their brief.”

Texas Gov. Perry Seeks Calderon Help In Probe

Texas Gov. Rick Perry said Wednesday he has asked Mexico's president to call him in the next 48 hours to say that the body of an American reportedly shot to death on a border lake has been recovered.

"If not, we're not looking hard enough," Perry told The Associated Press.

Tiffany Hartley of Milliken, Colo., says her husband, David, was shot by Mexican pirates on Falcon Lake last week as they were returning to the United States on Jet Skis. Falcon Lake is a dammed section of the Rio Grande that has been plagued by pirates who rob boaters and fisherman who wander into Mexican waters. Hartley's death would be the first killing on the lake.

The Hartley family has complained that Mexican authorities are not doing enough to find David Hartley's body. Tiffany Hartley has said that her husband was shot in the head by three men chasing them in speedboats and that he fell off his Jet Ski and into the lake. His body has not been recovered.

Perry said Mexico needs to use every resource available to find the body and have it returned to U.S. soil.

"I hope that if (Mexican President Felipe Calderon) calls me within the next 48 hours, that the body has been retrieved," Perry said.

Officials in Mexico's Tamaulipas state, where the shooting occurred, have cast doubt on Hartley's story, telling the McAllen Monitor that no one near the lake reported hearing gunshots or the sounds of a Jet Ski engine.

The district attorney there, Marco Antonio Guerrero Carrixales, also told the paper that authorities "are not certain that incident happened the way that they are telling us."

Mexican authorities have not responded to requests for comment from the AP.

A high performance deer hunters arrow was found in our sheep's pen this morning at 7:00. It was laying in the proximity of where he always sleeps. Thankfully he wasn't hit, but the officer who responded to our 911 call said, had he been hit, he would have certainly died. The tip of the arrow contained razor blade barbs. I'll quote the Officer "some people are monsters" and I'm in total agreement. I understand that 2 dogs were shot in Berlin and a horse was hit in Wicomico County. I know how you feel about the animals and any support you can give to finding these terrorists would be appreciated.

The horse that was hit was named Henry and it was on Nanicoke Rd not far from our farm. I believe WBOC did a feature on him A friend of ours spoke to a local gas station owner (Chevron) near our home and a woman who over heard his conversation said she lives in Misty Creek in Hebron and she found two arrows in her fence and one stuck in her dog house. I don't know if she made a police report. These creeps are all over the place. No one is safe,it doesn't matter if you live in a rural area or a development they think they can get away with doing this I hope that you can put all your resources and influence into helping to find these terrorists.

The US is falling way behind other countries in the speed and cost of broadband access because of a lack of competition. Elsewhere in the world, the company that owns the physical internet backbone must sell access to a range of independent ISPs on the wholesale market. The result is a panoply of companies competing on service, quality, and price. Birth Control Pills Change Women's Brain Structure

A new study found that the brains of women on birth control have more matter in some parts of their brain, like the pre-frontal cortex. So is "the pill" also a smart pill? Not exactly. Researchers say the brain is like a "neural beehive" and messing with one part can mess with others. Babies R Us: Yep, This Teddy Bear Contains Lead. Thanks!

Reader Eric was appalled when he noticed a warning label on a teddy bear from Babies R Us that disclosed that the toy contained lead. He wrote to the company and got a response back confirming that, yes, the toy does contain lead, but it meets federal standards.

10-5-10 David Alan Widdowson of Pocomoke, arrested for driving on a revoked and suspended drivers license. Deputies rersponded to the area of Whitehaven Ferry road regarding a car in the ditch, and found Widdowson to be the driver. Widowson was released after signing citations.

10-5-10 Richard Nathaniel Armstrong of Salisbury, arrested on a warrant regarding failing to appear in court. Armstrong was later held on a $500.00 bond.

I know you like to alert readers to scams and just last week there was a woman going around trying to get "gas money" and come to find out she is an old pro,having been arrested in several other states, and her and her husband are now back on the Eastern Shore.
She is back to her old tricks and people need to be leery. She is a 40 yr old pregnant white woman, very skinny, with glasses and a ponytail and she uses different aliases. She tells people her mother is in PRMC and her husbands on a boat and she needs gas to go see her Mom. Please warn your readers. She is currently out on appeal for her last scam.

Guerrero Fights In Atlantic City

Fernando Guerrero's last fight definitely answered the question of whether Guerrero was a legitimate world class contender. In his dominating performance of the well trained veteran and always tough, Ishe Smith, Guerrero has put himself squarely on the radar to become the next dominant force in the middleweight division.
 
Since then, his team has been working overtime to put together his next move on the ladder to a world title bout.
      
Team Guerrero, is made up of Fernando Guerrero,  Manager/Co-trainer Hal Chernoff,  Trainer,Barry Hunter, Prizefight Promotions and newest addition Al Haymon, of Alan Haymon Development,  "Al Haymon was a big addition to an already strong team. Al opens doors and creates opportunities, and that's huge, just like this one, then we have to make sure Fernando is ready to walk through them". said Manager, Hal Chernoff.
         
In Team Guerrero's newest development, Fernando will finally be traveling north for his next fight.
   
In the beginning of Fernando's career, the community's big question was, when will Fernando fight in Salisbury?  Their answer came on his tenth fight and he has since fought in his hometown five times with three of those fights televised on national TV. In total over 25,000 friends, fans and supporters have come out to show Guerrero just how strongly they believe in him. "It has been a humbling experience and one that we are very proud to be part of". said Chernoff.
     
But the big question has changed to, when is Fernando going to fight in Atlantic City?  Well,  in the same way Team Guerrero brought him home when you asked for it, they are thrilled be be able to meet the fans  new request again.
      
On Saturday, November 20th, Fernando Guerrero will be fighting in Atlantic City N.J., at the Boardwalk Hall. His stage will be set on the under-card of the much anticipated rematch of friend and past sparring mate, Paul Williams, taking on Sergio Gabriel Martinez for the WBC Title. The fight is expected to be another grueling battle, as in  their first meeting. In that closely fought war Williams edged out Martinez on the score cards, while some felt the fight may have gone the other way.
     
 The opponent for Fernando has not been released yes, but should be finalized in a couple days. It is still unsure if Fernandos' entire bout will be televised, but that information will be released as soon as something is definite.
     
Either way, Team Guerrero has opened up the opportunity to have an exciting weekend in Atlantic City and watch our hometown contender take one step closer to a world title shot.
       
"We feel that with enough support from our hometown fans at this fight, it's possible that Atlantic City could be the place for Fernando to make his Championship bid. Chernoff" said. "We want to show them the kind of support we can bring up there and take over from when Kelly Pavlic would bring four or five thousand people all the way from Youngstown Ohio. Wolverines Wrestling Program Gears Up For Another Exciting Season

Registration is Open for Young Wrestlers in Grades 1-8

(Salisbury, MD)  The Wolverines Youth Wrestling program will begin another season of action and excitement beginning November 16, 2010 at the Wicomico Youth & Civic Center.  The program is open to children in grades first through eighth and will focus on fundamental wrestling skills, sportsmanship, competition, and pure enjoyment of the sport.  In addition, participants will increase self-esteem and self-confidence, along with improving strength, coordination, flexibility, and endurance.

The season will begin on Tuesday, November 16 and will conclude by early March, 2011.  Sessions will take place on Tuesday and Thursday evenings during the winter months at the Wicomico Youth & Civic Center from 6-7:30pm.  Alternate weeknights may be used periodically during the season based on gym availability. 

Registration is now open at the Civic Center Box Office and on-line registration is also accepted at http://www.wicomicorecandparks.org/ through Active.com.  The cost of the program is $65 per child for Wicomico County residents and $70 per child for out-of-county residents.  Weekend tournaments are also available for wrestlers but require additional fees and increased parental involvement.

Students Enjoyed Record School Funding Increases During Bob Ehrlich’s Term


Three months ago in July, Martin O’Malley celebrated his decision to cut future school construction funding. Just one month later, Montgomery County Executive Ike Leggett told The Associated Press that “he couldn’t say whether O’Malley or Bob Ehrlich had treated Montgomery County better during their tenures.” (Source: AP, August 16, 2010)
Today, O’Malley, Leggett, and Rushern Baker will say anything to distract Marylanders from the fact that Bob Ehrlich oversaw record investments in Montgomery and Prince George’s County school systems when he was governor – and student achievement surged as a result.


Bob Ehrlich’s Record School Investments:  No governor in Maryland history, including Martin O’Malley, has increased state funding for public schools more than Bob Ehrlich.  Despite inheriting a budget deficit, Ehrlich increased state support for public K-12 education by an unprecedented $1.4 billion.  As a result, test scores rose across Maryland during his tenure.  (http://www.dbm.maryland.gov/)

Since then, both Bob Ehrlich and Martin O’Malley have declined to fund GCEI at least once. As Governor, Bob  Ehrlich will build on his record increases in public school funding and improved test scores while fixing the budget mess left by Martin O’Malley.

ANNAPOLIS, MD – Governor Martin O’Malley will join members of the United Steelworkers and local environmental advocates to highlight the benefits of boosting Maryland’s wind energy industry, and the job creating potential of this endeavor.  This summer, Governor O’Malley and Delaware Governor Jack Markell wrote to President Obama proposing a federal-state partnership for the development of a power purchase agreement for offshore wind energy.  It is estimated that the development of one gigawatt of wind energy in the mid-Atlantic region could lead to the creation of up to 20,000 clean energy jobs.

With the Bethlehem Steel Plant in Sparrows Point in the backdrop, Governor O’Malley will join some of the very workers that could fill these jobs, including those in the steel industry which would manufacture the turbines to fulfill the demand for this development.

BALTIMORE, MD – First Lady, Judge Katie O’Malley attended and addressed participants of the University of Maryland Baltimore’s Patricia and Arthur Modell Symposium on Domestic Violence. The Symposium, entitled “Giving Voice to Domestic Violence and Its Hidden Victims,” is a conference exploring the wide impact of partner abuse in society.

Judge O’Malley focused her remarks on the personal and systemic barriers that victims, especially young victims, must overcome in order to be safe, and spoke about her personal experience in helping schools address the problem of bullying and teen dating violence. Judge O’Malley also talked about the importance of the landmark gun legislation that Governor O’Malley secured last year.

“As a former prosecutor and now a judge in Baltimore City District Court, I hear and see firsthand the fear and torment of battered women; I see their bruises and their scars. Often, victims come to court with their children – and so many are sad, bewildered and frightened,” said Judge O’Malley. “Last year, Governor O’Malley and Lieutenant Governor Brown made a commitment to reduce violence against women and children by 25% by the year 2012. The first step they took to achieve that goal was to pass legislation giving judges the authority to take guns from the hands of abusers. This historic legislation will save countless lives in our state, where half of all those who die as a result of domestic violence are killed with a gun.”

Last year, the O’Malley-Brown Administration partnered with members of the General Assembly to pass legislation that removes guns from the hands of domestic abusers. This year, the O’Malley-Brown Administration partnered with members of the General Assembly to pass legislation allowing a victim of domestic abuse to terminate a residential lease with a copy of a final protective order. In enacting these laws, Maryland not only comes into compliance with Federal Law, but also joins seven other states in which judges are required to order a respondent of a final protective order to surrender all firearms, and twelve states that require judges to order the surrender of all firearms during a temporary protective order. American women who are killed by their intimate partners are more likely to be killed with guns than by all other methods combined. According to the New England Journal of Medicine, compared to homes without guns, the presence of guns in the home is associated with a 3-fold increased homicide risk within the home. The risk increases to 8-fold when the offender is an intimate partner or relative of the victim and is 20 times higher when previous domestic violence exists.

October is national “Domestic Violence Awareness” month. Last October, the State of Maryland received $2 million in federal STOP Violence Against Women (VAWA) funding and $2.3 million in Recovery Act STOP Violence Against Women funding that the Governor's Office of Crime Control & Prevention allocated for a total of 108 projects statewide to develop and strengthen victim-centered law enforcement, prosecution, and court strategies to combat violent crimes against women and to develop and enhance victim services that address violence against women. Recovery Act STOP VAWA funding created or retained a total of 68 positions in the fields of domestic violence, sexual assault and stalking prevention.

The symposium also included remarks by UMB President and pediatrician Jay A. Perman, MD, and an expert panel, moderated by Carole Alexander, MA, instructor at the School of Social Work who was previously executive director of the House of Ruth, a Baltimore non-profit organization that assists women who have left abusive relationships. Members of the panel include Jacquelyn Campbell, PhD, RN, associate dean, Johns Hopkins School of Nursing; Tania Araya, MSW, '95, LCSW; founder and former manager of House of Ruth Teen Dating Violence Prevention Program; and Leslie Morgan Steiner, MBA, domestic violence survivor and author. In addition, Anna Quindlen, Pulitzer Prize winning author, delivered the keynote address.

Salisbury Police Department Press Releases

On October 4, 2010 at approximately 5:28 pm, Officers of the Salisbury Police received a call to respond to the area of the Marshalls Department Store on N. Salisbury Boulevard for the report of three (3) shoplifters fleeing from the store in a vehicle. Upon arrival to the area, the officers located the vehicle and detained the suspects on Trooper’s Way. The suspects were positively identified by employees of Marshalls as the suspects observed taking clothing from the store without making payment. The vehicle was checked and was also found to have clothing that had been taken from Macys, JC Penneys, and K-Mart.

On October 5, 2010 at approximately 7:55 pm, Officers of the Salisbury Police were on routine patrol in the area of Fitzwater St. and W. Main St. and stopped a vehicle operated by the below listed suspect for traffic violations. The suspect was found to be driving on a suspended driving license. At the request of the officers, a K-9 from the Wicomico Co. Sheriff’s Office responded and gave a positive indication on the vehicle for the presence of controlled dangerous substances. The vehicle was checked and a quantity of suspected marijuana was found on the floor of the vehicle. The suspect was arrested and during a search of the suspect, incident to arrest, a quantity of suspected cocaine was found in the suspect’s clothing.

The officers were advised by security that employees of the business had observed the suspects take a television from the store without making payment. The television was recovered and returned to the store. The investigation is continuing as to the identity of the second suspect.

Narrative: On 3 October 2010 at 2:26 PM, a deputy from the Wicomico County Sheriff’s Office responded to a report of an altercation occurring inside a residence in the 1900 block of Pine Way in Salisbury. Upon arrival, the deputy learned that Daniel Schultheis and his 17 year old sister were involved in a verbal altercation that turned physical. During the ensuing confrontation, both were accused of assaulting each other and both had signs of injury that corroborated each account.
The deputy placed Daniel under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the Distinct Court Commissioner. After an initial appearance, the Commissioner released him on Personal Recognizance.
The deputy also arrested the 17 year old juvenile and charged her on a Juvenile Referral. The juvenile was released to a guardian pending formal court action.

Upon arrival, the deputy learned that Walter Johnson had been embroiled in a verbal altercation with his girlfriend that turned physical. The victim in this case told the deputy that Johnson came up behind her, grabbed her around the neck and threatened to kill her. The deputy saw signs of injury on the victim that corroborated her account.
The deputy placed Johnson under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Johnson was released by the Commissioner on Personal Recognizance.

The argument turned physical when Holbrooke allegedly dug her fingernails into her husband’s face. During the investigation, the deputy saw signs of injury on the victim that supported that accusation.
The deputy placed Holbrooke under arrest and transported her to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. After an initial appearance, Holbrooke was released on Personal Recognizance.

Narrative: On 5 October 2010 at 4:14 AM, a deputy on patrol in the Sharptown area stopped to check on a suspicious vehicle parked on Cherry Beach Road. While speaking to the sole occupant, Kyle Lewis, the deputy began to question the veracity of the explanation given for being parked on the road at that time of night. The deputy began to look around the area and found two more subjects, Seth Wheatley and Kevin Scott, lying underneath a bush approximately 150 yards from the vehicle the deputy was checking on. In close proximity to these two subjects were two ATV’s in the woods. Upon further investigation, the deputy learned that the ATV’s had been taken from a residence in the 7000 block of Cherry Walk Road and that their owner had not discovered them missing yet. Upon speaking to the owner of the ATV’s the deputy learned that the ATV’s had been stored in an outdoor shed on the property from which they were stolen.

The deputy determined that Wheatley, Scott and Lewis were all responsible for the theft of the ATV’s and placed all three under arrest. The trio was taken to the Central Booking Unit where they were processed and taken in front of the District Court Commissioner. After an initial appearance, all three were detained by the Commissioner in the Detention Center in lieu of $5,000.00 bond each.

Narrative: On 4 October 2010 at 12:36 PM, a deputy from the Wicomico County Sheriff’s Office responded to a reported altercation at a residence in the 700 block of Dennis Street. Upon arrival, the deputy observed a female subject, later identified as Victoria Sontay – Zarot; close the front door of the residence. While the deputy was knocking on the door trying to gain admittance to the residence, the deputy observed a male subject exiting the residence through a side window. That subject would be indentified as the Victoria’s boyfriend. Investigation revealed that the boyfriend was in the process of moving out when Victoria grabbed a large knife and began threatening to kill him. When the deputy managed to get Victoria to open the door, the deputy located the knife that Victoria was alleged to have brandished and decided to place her under arrest. Upon attempting to place her into handcuffs, Victoria attempted to pull away from the deputy and resisted his attempts to take her into custody.

The deputy placed Victoria under arrest and transported her to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Victoria in the Detention Center in lieu of $15,000.00 bond.
