Felton, DE- The Delaware State Police have apprehended a fugitive wanted out of Pennsylvania for Criminal Homicide.
Daniel C. Harris, 25, was arrested last night shortly after 9:00 p.m. when he was observed walking around Woodland Manor on Rubeon May Drive south of Felton. Upon locating Harris, he initially attempted to flee on foot, but was captured a short time later.
Information was received through Department of Corrections (Probation and Parole) that Harris was wanted by Harrisburg City Police Department in Pennsylvania for Criminal Homicide.
Harris was arraigned at JP2 for the Fugitive From Another State charge and was committed to James T. Vaughn Correctional Center on $1,000,000.00 cash bail.

Tensions Raise Specter Of Gas At $5 A Gallon
With no clear end to tensions with Iran and Syria and rising demand from countries like China, gas prices are already at record highs for the winter months — averaging $4.32 in California and $3.73 a gallon nationally on Wednesday, according to AAA’s Daily Fuel Gauge Report. As summer approaches, demand for gasoline rises, typically pushing prices up around 20 cents a gallon.

Calif. Teacher Resigns After Leaving Family For Student
James Hooker, 41, was placed on administrative leave Feb. 3 by Modesto City Schools and resigned less than three weeks later, according to a report at the Modesto Bee.
The newspaper reports that the man, who had taught business and computer classes, left his wife and children, to move in with Jordan Powers, an Enochs High School senior whom he met when she was a freshman at the school. One of Hooker's children also attends the same high school.

New Mexico Man Registers Dog To Vote Using Fake Name, Social Security Number
A dog is man's best friend — and now he can even accompany him to the voting booth.
An Albuquerque, N.M., resident has successfully registered his dog to vote in Bernalillo County, he told KOB-TV.
The dog’s owner said he used fake information to sign Buddy up at a voter registration booth at the University of New Mexico.
“I made up a birthdate and I made up a Social Security number, and I had a voter registration card in my hand for Buddy two weeks later,” he told the TV station after receiving the card in the mail on Wednesday.
The man, who doesn't actually plan to vote using Buddy’s name, said he was only trying to prove that there are problems with the registration system.
“They should verify,” he told KOB-TV. “Somebody should have verified this information and somebody should have come out and took a look at exactly who it was.
Changes To Maryland Public Defender Law Passed
The Senate passed its version of the bill 45-1, and the House passed a measure on a 133-0 vote.
Lawmakers are working to address a Maryland Court of Appeals ruling earlier this year that defendants must have an attorney present during appearances before court commissioners. Compliance with the ruling could cost tens of millions of dollars, if the law isn't changed.
While changing the law so attorneys would not have to be present at the initial appearance before a commissioner, the measures also seek to significantly reduce the number of people who would be detained after arrest.

Ohio Man Accused of Prostituting Adopted Boy
TROY, Ohio (AP) — A 10-year-old boy shook when asked about being prostituted to two other men by an adoptive father who regularly had sex with him, according to police, who said the boy was fearful of talking because he didn't want to be taken from his home or separated from his new siblings.
The adoptive father has been charged with raping three boys in his care and compelling prostitution by hiring the 10-year-old out for sex. He and two other men remained in jail Thursday on rape charges.
Federal and local law enforcement officials said they're widening the investigation into child sexual exploitation allegations against the father, who worked out of his home as an insurance claims adjuster. His name is being withheld by The Associated Press to protect the children's identities.
Troy police said they impounded the father's truck and seized four laptops from the home and a video camera and two wooden paddles from the master bedroom.

GM Suspending Chevy Volt Production Due To Low Demand
General Motors will suspend Chevrolet Volt production from March 19th to April 23rd in order to bring supply of the plug-in hybrid car in line with demand, according to the Detroit Free Press.
Chevrolet sold 1,023 Volts in February, which up from 603 in January, but far from the 60,000-unit annual output originally planned for when the car was launched in December, 2010. Less than 8,000 Volts were sold in all of 2011.

CHARGES FILED AGAINST SUSPECT IN SHOOTING OF WICOMICO CO. DEPUTY
The accused is identified as Tavone A. Dobson, 22, of no fixed address in Cambridge, Md. After consultation with the Dorchester County State’s Attorney’s Office, State Police homicide investigators charged Dobson late last night with attempted first degree murder, attempted second degree murder, first degree assault, second degree assault, reckless endangerment, assault on a law enforcement officer, and use of a handgun in commission of a felony. The eight outstanding warrants for Dobson were either served on him or detainers were filed, including a fugitive warrant from Delaware.
Dobson was taken before a court commissioner for a bond hearing. He was incarcerated without bond in the Dorchester County Detention Center.
The incident began at about 9:30 yesterday when members of a U.S. Marshals Service warrant task force went to a residence in the 800-block of Hubbard Street in Cambridge after obtaining information Dobson was there. Officers had eight outstanding warrants for Dobson from multiple jurisdictions.
Dobson surrendered to police at about 1:00 p.m. yesterday after a stand-off of more than two hours during which the suspect exchanged gunfire with a Wicomico County Sheriff’s Office deputy who was wounded in the arm. The suspect also fired multiple times from the residence he was in at police officers surrounding the home.
No other officers were injured in the incident. The accused was not injured.
State Police investigators and crime scene technicians remained on the scene in Cambridge today continuing to process the area for evidence. The investigation is continuing.
Michael Savage: Was Breitbart Assassinated?
Noting that the cause of Andrew Breitbart’s unexpected death yesterday was being examined by the Los Angeles County Coroner’s office, talk-radio host Michael Savage raised the question of whether the conservative media powerhouse – who recently announced he had videos that could politically damage President Obama – was murdered.
On his top-rated show today, Savage played an audio clip of Breitbart telling an audience at the Conservative Political Action Conference in Washington last month that he had obtained videos that shed light on Obama’s ties to radicals in the early 1980s who helped propel him to the presidency.
“Maybe my overly active imagination kicked into overdrive,” Savage told his listeners of his decision to raise the question. “But you heard what Breitbart said – he has videos … we’re going to vet the president.”
Breitbart reportedly was walking near his home in Brentwood, Calif., just after midnight this morning when he collapsed. A neighbor saw him fall and called 911. Emergency crews tried to revive him and rushed him to the emergency room at the UCLA Medical Center.
Virginia's Senate Passes Tougher Juvenile Drug Measure
Del. Terry Kilgore's bill passed 26-14 Thursday. It now goes back to the House of Delegates for consideration of amendments added by a Senate committee.
Democratic Sen. Donald McEachin of Henrico County opposed the bill. He said juveniles charged with serious drug offenses already can be tried as adults if a judge decides it's appropriate. McEachin urged his colleagues not to erode the discretion of judges.

Fenwick Island, DE – The search for a Maryland man missing since this morning after falling out of a canoe in the Assawoman Bay has been called off at this time.
Nicholas R. Townsend, 23, of Ocean City, MD was last seen at approximately 4:00 a.m. this morning as he and a second male subject were canoeing in the Assawoman Bay off of Fenwick Island, DE. The canoe tipped over, throwing Townsend and the second subject into the water. The second subject, whose name is being withheld at this time, was able to swim to the shore. However, Townsend was not.
The United States Coast Guard, with the assistance of the Millsboro Fire Department began a search of the bay at approximately 11:06 a.m. this morning; however, Townsend has not been located. The search was then called off at approximately 5:30 p.m.
The investigation into this incident is continuing. More detailed information will be released at the conclusion of the investigation.
The Delaware State Police are asking anyone who may have any information in reference to this incident to contact Troop 4 at 302-856-5850. Update Letter In Maryland Clean Water Act Case
In a letter to counsel for the plaintiff and the defendant in the federal Clean Water Act case of Waterkeeper Alliance, Inc. versus Alan and Kristin Hudson Farm and Perdue Farms Inc., U.S. District Court Senior Judge William Nickerson has decided the case will go to trial, unless the parties agree to a settlement, and in his letter he has harsh words about an original party to the lawsuit against Mr. and Mrs. Hudson and Perdue Farms Inc.
The lawsuit, with Kathlyn Phillips of the Assateague Coastal Trust as a Plaintiff, originally alleged that Mr. and Mrs. Hudson and Perdue Farms Inc. were in violation of the federal Clean Water Act because of water pollution from what was described as a pile of chicken manure; later found to be something else. In his March 1, 2012 letter to counsel, Judge Nickerson wrote:
“As counsel might detect, there are elements of this litigation that the Court finds disturbing. Particularly from the deposition testimony of former Plaintiff Kathlyn Phillips and the documents referenced in that deposition, it seems clear that the original Plaintiffs in this action were looking for an opportunity to bring a citizen suit under the CWA against some chicken production operation under contract with a major poultry integrator. When Phillips discovered a large pile on the Hudson Farm that she believed to be chicken litter, she concluded that she had found her “BAD APPLE.” After the pile proved to be something other than chicken litter, Phillips continued to represent, apparently without any evidence, that the pile was tainted with chicken manure. Plaintiff’s case has now gone from a large pile of uncovered chicken manure to small amounts of airborne litter from the exhaust fans, trace amounts brought out on shoes and tires, and a dustpan of litter left on the heavy use pads.”
Judge Nickerson also had criticism of the Maryland taxpayer supported University of Maryland Environmental Law Clinic that provided free legal representation to the Waterkeeper Alliance.
“Finally, to the extent that this litigation is intended to be a learning experience for the students from the University of Maryland clinic, I feel obliged to make a comment regarding the briefing submitted on behalf of Plaintiff. Plaintiff’s summary judgment motion was 48 pages with 341 footnotes; Plaintiff’s Opposition, 49 pages with 288 footnotes; Plaintiff’s Reply, 24 pages with 138 footnotes. Submitting briefs near the maximum page limit permitted under the Local Rules but with 767 single-spaced, small-fonted footnotes not only circumvents the spirit if not the letter of the Local Rules, but also makes for less than compelling advocacy. While this style might be appropriate for legal journals that few attempt to read, it is not helpful in the context of litigation.”

They will gather at the Roland E. Powell Convention Center on 4oth Street to share memories of the Ash Wednesday nor’easter that, on March 7, 1962, leveled huge portions of a resort that was only beginning to recognize its potential.
Marking the occasion wouldn’t seem to make sense — and probably doesn’t — to those who weren’t living here at the time or who are more interested in the here and now of Ocean City, rather than what turned out to be the impetus for the resort’s modern era.
The first thing to note, however, is that it wasn’t just an Ash Wednesday storm. The 1962 “Storm of the Century” was a three-day gale that peaked on that day, forcing high tides of more than 9 feet to inundate the island. The tides and
surf not only swept away the Boardwalk, but also carried off entire houses and, combined with unabating winds of 60 miles per hour, smothered other structures with sand up to their roofs or reduced them to rubble.
The second thing to realize is that, were it not for that unrelenting tempest, much of modern Ocean City might not exist.
Next Leg Of The Ponzi Revealed - Foreign Central Banks To Begin Buying US Stocks Outright Starting Today
The Bank of Israel will begin today a pilot program to invest a portion of its foreign currency reserves in U.S. equities.
The investment, which in the initial phase will amount to 2 percent of the $77 billion reserves, or about $1.5 billion, will be made through UBS AG and BlackRock Inc. (BLK), Bank of Israel spokesman Yossi Saadon said in a telephone interview today. At a later stage, the investment is expected to increase to 10 percent of the reserves.
A small number of central banks have started investing part of their reserves in equities. About 9 percent of the foreign- exchange reserves of Switzerland’s central bank were invested in shares at the end of the third quarter, the Swiss bank said on its website.
The investment will be made in equity index trackers and will include between 1,500 to 2,000 shares, among them stocks like Apple Inc. (AAPL), Saadon said.

Activity In Case 1:10-cv-00487-WMN Waterkeeper Alliance, Inc. v. Alan & Kristin Hudson Farm et al Order On Motion For Summary Judgment
I urge you to take a few minutes to read it. Here is my understanding of what the judge wrote.
The judge says he is not able to grant a “summary judgment” (a summary judgment is a judgment entered by a court for one party and against another party summarily, i.e., without a full trial) at this time, but he does have the authority to make a decision when the case goes to trial.
In the 8th paragraph (If the court accepts the credibility….), he says that if the Waterkeeper’s key witness Dr. Bell is credible, he could reach one conclusion at trial.
In the next paragraph, he says that if he believes the Hudson’s and Perdue’s witnesses, he could reach another conclusion.
The following paragraph is especially revealing (As counsel might detect….). Read it and then read it again. It is strong criticism of an original plaintiff Kathy Philips of the Assateague Coastal Trust.
In the following two paragraphs, the judge indicates that the Waterkeeper Alliance changed its approach in trying to say what the CAFO was.
In the 13th paragraph (While the court’s concerns…..), the judge says he has the power to require the Waterkeeper Alliance to pay the Hudson and Perdue legal fees if the Hudsons and Perdue prevail.
The judge then encourages the parties to try and settle out of court.
And in the next to last paragraph (Finally, to the extent….), he has harsh words for the University of Maryland Environmental Law Clinic.
Bottom line from an attorney who read this letter…..The Hudsons and Perdue didn't win the summary judgment motion but the judge is clearly telling the law clinic that it will likely lose the ultimate trial - and may have to pay the legal fees of the Hudsons.

How To Quit Smoking At Two Years Old?
The other day my 2 year old came home from her private daycare with a bag from the Wicomico County Health Department. Inside was this pamphlet about tobacco use. I feel this is totally inappropriate for them to give to a two year old and expressed my concerns with the daycare owner and I am going to contact the WCHD. I feel I should have been notified prior to and would not have taken my child to school that day. This is something we would like to discuss with our child when the time is right. We are a smoke free household and my daughter has no idea what smoking is. I hope the Health department goes to all the head start programs where those children’s parents smoke other things in addition to cigarettes and would stay away from my expensive daycare. I would have rather someone discussed eating healthy or going to the dentist. In defense I guess my tax dollars for lazy state employees are being utilized and they are actually leaving their desk that they get overpaid to sit at and feel good about themselves about talking to two year olds about smoking. I feel the picture on the front of the pamphlet could send the wrong message to very young children and the inside was even worse. To whomever this was that talked to my child about smoking you should be ashamed of yourself and you are a coward. Why don’t you go to all the horrible gang infested high schools in Wicomico County and talk to them about smoking.

AT&T Relents on 'Unlimited Data' Plan Limits
NEW YORK (AP) - AT&T Inc. backed away from an unpopular service policy after smartphone subscribers complained that the company placed unreasonable limits on its "unlimited data" plans.
The cellphone company said Thursday that it will slow down service for "unlimited data" subscribers after they reach 3 gigabytes of usage within a billing cycle.
The change relaxes a previous policy under which AT&T had been throttling service when subscribers entered the heaviest 5 percent of data users for that month and that area.

Abdel Rahman is the infamous “Blind Sheikh” who was convicted in 1995 for masterminding a terrorist war against the United States that included the 1993 World Trade Center bombing and a plot to bomb New York City landmarks. According to the late Osama bin Laden, al-Qaeda’s founder, Abdel Rahman is also responsible for the fatwa — the necessary Islamic edict — that green-lighted the 9/11 attacks.
The alleged offer to release Abdel Rahman is said to be an effort to end the impasse over 16 American “civil-society activists” (including the son of Transportation Secretary Ray LaHood) being detained by Egypt’s interim government. The Blind Sheikh, the report says, would be part of a prisoner exchange: 50 Egyptians swapped for the Americans whose organizations are said to have received foreign funding in violation of Egyptian law. Speculation that a quid pro quo may be in place has intensified because, in recent days, Egyptian authorities suddenly adjourned the trial of the Americans and lifted the travel ban against seven of them, including Sam LaHood — freeing them to return to the U.S.

NARRATIVE: On Wednesday, February 29, 2012 at approximately 0330 hours,
Troopers from the Maryland State Police, Berlin Barrack were dispatched to 4313
Stockton Road, Pocomoke, Maryland. A witness called 911 and stated that Jon Dykes was physically assaulting Louisa Dykes.
Upon the Troopers arrival, Jon Dykes had fled the scene and Louisa Dykes told them that she and her husband had been involved in a verbal altercation which escalated to the point where Jon Dykes was physically holding (pinning) Louisa Dykes to the bed and not allowing her to get up. Louisa Dykes advised that she was able to free her arms and began striking Jon Dykes in self defense and in an attempt to escape.
Louisa Dykes stated that she was able to break free of her husband when he realized that the Troopers were en route and he began to flee.
At approximately 0530 hours, Jon Dykes returned to the residence and began banging on the front door. Fearing for her safety, Louisa refused to open the door. Jon Dykes then went around to the rear of the house and found that it too was locked. Jon Dykes then proceeded to break out the glass from the door using both his elbow and a dog bowl and a fiberglass handled axe. Jon Dykes reached into the residence and unlocked the door. He entered the residence holding the axe in both hands. He observed Louisa Dykes and began rushing toward her still holding the axe and made a statement threatening the victim’s life. Jon Dykes struck Louisa Dykes with the axe handle and pushed her onto a couch and then onto the floor. Louisa Dykes clutched the axe handle, fearing that she would be injured by the axe head. The two struggled until a witness told Jon Dykes that the Troopers were again en route. Jon Dykes again fled from the residence, leaving the axe behind. As he was fleeing in his vehicle, he was located by several officers who began a high speed pursuit with
Dykes. The pursuit ended when Dykes crashed his vehicle.
As he was taken into custody, Dykes appeared to be extremely intoxicated.
Dykes was subsequently charged for numerous speeding and fleeing charges as well as Driving Under the Influence.
Detectives from the Worcester County Bureau of Investigations were called and after a thorough investigation, obtained an arrest warrant charging Dykes with Assault 1st Degree, Assault 2nd Degree, Reckless Endangerment and False Imprisonment.
Dykes was taken before the District Court Commissioner and remained to the Worcester County Jail to be held without bond.

Cherry blossoms will reach early peak
WASHINGTON - The National Park Service says Washington's cherry blossoms will be at their peak bloom between March 24 and 31.
The city is getting ready to celebrate 100 years with its famous cherry blossom trees.
National Park Service Chief Horticulturalist Rob DeFeo made the announcement about when the trees will be full of pink and white flowers during a Thursday news conference.
The annual cherry blossom festival runs from March 20 to April 27.
"Whoever picked the dates picked them because they coincide with the earliest bloom dates on record and the latest bloom dates on record. It's a no-brainer that they are going to bloom during the festival. There's been speculation that the warm weather will change things. That speculation is correct," DeFeo said.

Niskanen, who passed away in October 2011, was chairman emeritus at the Cato Institute. Between 1985 and 2008, Niskanen was the chairman of the Cato Institute.
The lawyer the Koch Brothers have hired to sue Washburn is a member of the law firm, Stinson Morrison Hecker LLP. The firm is based in Kansas City, home of Koch brothers operations.

A wealthy New York woman is facing criminal charges after being accused of keeping an illegal immigrant as an indentured servant and forcing her to live in a closet for nearly six years.
Documents posted on the Smoking Gun allege that Annie George, 39, and her now-deceased husband, Mathai Kolath George, hired an illegal immigrant from the Indian state of Kerala. The immigrant, identified only as "V.M.," was promised about $1,000 a month in wages to live in the family's 34-room, 30,000-square-foot home, known as Llenroc mansion, which houses a helicopter pad, 15 fireplaces, marble flooring, 24-karat gold gilded ceilings and a glass elevator. V.M. was tasked with taking care of the Georges' four young children, along with performing household duties in the mansion located about 20 miles north of Albany.
New York's minimum wage is $7.25 an hour. Even if V.M. had been allowed to leave the residence at the end of a regular 40-hour workweek, she would have been entitled to a minimum, pretax income of $290 per week, or $1,160 per month.

Jeep On Runway in Philly Causes Controllers to Scramble
(CNN) -- A passenger jet was just seconds away from landing Thursday at Philadelphia International Airport when a Jeep broke through a chain-link fence and drove onto several runways, forcing a number of planes to circle the area, according to an air traffic controller familiar with the incident.
Don Chapman, local president of the National Air Traffic Controllers Association, did not witness the incident, but told CNN some of his members did.
Chapman said he was told an air traffic controller using radar spotted something on the runway, but couldn't see exactly what it was because of foggy conditions.
"When they spotted the Jeep there was a US Airways Express plane 100 feet above the ground. It was 10-15 seconds (from) touchdown, about a quarter mile from the end of the runway," Chapman told CNN. "They saw it on the AMAS system radar system that they use to look at runways and taxiways and see if there is anything there."
He said the controllers ordered the approaching plane not to land.

Mr. Chairman, thank you for holding this hearing on monetary policy and the state of the economy. I believe that now, more than ever, the American people want to hold the Federal Reserve accountable for its loose monetary policy and want full transparency of the Fed's actions.
While the Fed has certainly released an unprecedented amount of information on its activities, there is still much that remains unknown. And every move towards transparency has been fought against tooth and nail by the Fed. It took disclosure requirements enacted within the Dodd-Frank Act to get the Fed to provide data on the its emergency lending facilities. It took lawsuits filed by Bloomberg and Fox News to provide data on discount window lending during the worst parts of the financial crisis. And it will take further concerted action on the part of Congress, the media, and the public to keep up pressure on the Fed to remain transparent.

Report: Netanyahu Wants ObamaTo Issue Military Threat To Iran
Although Israel says it hasn't decided whether to strike, it has signaled readiness to do so -- a move that would have deep worldwide implications.
Senior Israeli officials say Israel would have to act by summer in order to be effective. U.S. officials, wary that an Israeli strike could drive up oil prices and entangle the U.S. in a new Mideast military confrontation during the presidential election season, want to give diplomacy and sanctions more time to work.
These differences have created tension ahead of Benjamin Netanyahu's arrival at the White House next Monday. Aides to the Israeli leader would not say what he plans to tell President Obama.
"The meeting will be a good opportunity to clarify both sides' stands on ... how to act against the Iranian nuclear threat, which both sides agree is grave," Vice Premier Moshe Yaalon told Israel Radio.
Israel's Haaretz and Israel Hayom newspapers reported Wednesday that Netanyahu wants Obama to deliver an explicit military threat to Iran in a joint statement to be issued after the meeting.
Differing assessments of urgency underlie the disagreements on Iran.
Israel considers a nuclear-armed Iran to be a threat to the existence of the Jewish state. It cites Iranian leaders' repeated calls for Israel's destruction, support for anti-Israel militant groups and its arsenal of ballistic missiles that are already capable of striking Israel. It also fears a nuclear Iran would touch off an atomic weapons race in a region hostile to Israel's existence.
Israel takes little comfort in the U.S. assessment, reiterated Tuesday by Secretary of State Hillary Clinton, that Tehran has not decided whether to build a nuclear bomb. Iran denies it is making nuclear weapons.
Israeli officials note that the U.N. nuclear agency said recently that Tehran is rapidly moving ahead with a key elements associated with bomb making, and Iran is moving its nuclear operations deeper underground. They believe these developments are strong signs of Iranian intentions.

On February 27, 2012, State Police Detectives were contacted by Cape Henlopen High School administration that the Girls Junior Varsity Basketball coach had inappropriate conduct with a minor. Through the investigation, it was revealed Jordan L. Thomas, 25, had given a student a ride home. During the course of travel, Jordan leaned over and kissed the victim twice causing her offense and alarm.
Jordan Thomas was charged with two counts of Offensive Touching. He was arraigned at JP3 and released on an O. R. bond
Questions regarding Jordan Thomas’ status with Cape Henlopen High School should be directed to the Cape Henlopen District Office.

The newly-drafted legislation eliminates the five-hour training requirement for gun ownership. Jobs Through Growth, Not $5 Gas
Although President Obama has talked lately about an “all of the above” energy strategy, he doesn’t actually have one.
Right now, his energy policy can be summed up as: cash for cronies at Solyndra; restricting access to America’s abundant energy resources; and preventing construction of the Keystone XL pipeline, which could bring our economy thousands of new jobs and transport 830,000 barrels of oil a day.
Oil production on private and state-owned land – land beyond the federal government’s grip – grew 14% last year. At the exact same time, production on federal land fell 11%. Gas prices have nearly doubled since Obama’s inauguration, and energy analysts predict that more Americans than ever before will pay $5.00 per gallon this year.
The President’s response to soaring gas prices is to shrug his shoulders and say, “There’s not much we can do.” And his Secretary of Energy Steven Chu has actually called for raising gas prices to European levels. Italians currently pay about $9.00 per gallon!
This isn’t the energy policy Americans deserve. Aggressively increasing our energy production will help lower gas prices and create more jobs. To do it, we must unlock more areas for exploration, cut through the red tape that slows production, and green light common sense projects like the Keystone XL pipeline.
The smart and responsible path to American energy security is clear, and the Republican Study Committee’s Jobs Through Growth Act shows the way. We quite literally cannot afford to wait.

On March 1, 2012 at approximately 1:50am, officers were on patrol in the area of Second St and W Main St. The officers observed a vehicle with a suspended registration. A traffic stop was conducted on the vehicle on Nanticoke Rd at Kenney Dr.
The officers made contact with the operator and sole occupant, identified as Fisher.
Upon their contact, Fisher was nervous and breathing heavily. As the officers spoke with Fisher, one of the officer’s observed in plain view a suspected controlled dangerous substance in the center console of the vehicle. Fisher was asked to exit the vehicle and in doing so the officers observed a suspected marihuana cigarette on the driver’s seat. Fisher was placed under arrest. Search of Fisher’s vehicle, incident to arrest, the officers found a quantity of suspected marihuana, digital
scales and other related paraphernalia indicative to the distribution of the narcotic. Fisher was released to the custody of central booking.

Grandmother accused of running dehydrated 9-Year-Old Girl To Death Faces Capital Murder Charge
GADSDEN, Ala. -- A woman accused of running her 9-year-old granddaughter to death as punishment for eating chocolate was captured on a school bus videotape saying she planned to run the child "'til she can't run no more," a prosecutor told a judge Thursday in announcing capital murder charges.
Joyce Hardin Garrard, who faces a potential death penalty if convicted, made the comment to the driver of Savannah Hardin's bus, which was equipped with a surveillance system, said Marcus Reid, an assistant district attorney in Etowah County.
Angered by a supposed lie the child told the day before, Garrard told the driver: '"I gonna run her 'til she can't run no more,'" Reid said.
"That's exactly what she did," said the prosecutor, calling Garrard a "drill sergeant from hell."

U.S. Ambassador Doesn't Rule Out 'Proceedings' Against U.S. Troops Who Burned Qurans
(CNSNews.com) - The U.S. ambassador to Afghanistan has not ruled out military proceedings against U.S. troops involved in the disposal of Qurans by burning them.
"If there are to be proceedings, they are going to be U.S. proceedings under the UCMJ (Uniform Code of Military Justice) -- and I don't think there is any question or doubt on the part of the Afghan government that that is exactly how it's going to go," Ryan Crocker told Fox News Wednesday night.
Fox anchor Bret Baier had asked Crocker if Afghan President Hamid Karzai's call for a public trial had raised some eyebrows at the U.S. EmbassyAs CNSNews.com reported, Karzai went on Afghan television and told his country he had discussed the Quran burning with "jihadi leaders," scholars and elected officials.
According to a BBC translation of his remarks, Karzai said: "Representing the Afghan nation and their pure sentiments, in fact the Islamic world, once again we call on the U.S. government to bring the perpetrators of the act to justice and put them on trial and punish them."

Around three weeks ago on February 9 during the ‘Blog Bash’ event in Washington DC, Breitbart made a prophetic comment that takes on a somewhat chilling nature given the fact that he died in the early hours of March 1st.
Speaking to Lawrence Sinclair of Sinclair News, Breitbart stated, “Wait til they see what happens March 1st.”
It’s almost certain that Breitbart was referring to his plan to release damning footage of President Obama that he had been promising to reveal throughout the month of February.
Breitbart spoke of his intention to release the tape during his CPAC speech last month. The footage shows Obama in his college days appearing alongside former Weather Underground terrorists Bill and Bernardine Dohrn. Observers had speculated that the footage could have derailed Obama’s hopes for a second term.

In a move its creator says was “designed to express the magnitude of anger over our move toward socialized medicine,” Independent filmmaker Logan Darrow Clements is standing by his decision to use the phrase, “Go to hell Barack” in a DC Metro advertisement for his movie Sick & Sicker. Not only that, but the DC-area transit agency is standing by the ad as well.
“I’m extremely upset the government is going to take over health care. I’m not mildly upset. I’m extremely upset,” Clements said.
An advertisement for Clements’ movie in the Clarendon Metro station states: “Barack Obama wants politicians and bureaucrats to control America’s entire medical system.”
