Campbell, Cohen Announce Anti-Crime Legislation Public Dialogue Format
Campbell and Cohen announced that the program would begin with an overview of the legislation items within the package. They noted that Ireton planned to attend and was making city department heads available as part of a two-way dialogue to be held with the public.
“We want the public not only to provide input, but also to feel free to ask questions,” Campbell said. “Whenever possible, we’d like to be able to answer those questions right then and there,” she added.
Cohen said that the evening would be as finely tuned to the legislation itself as possible.
“We will have copies of the legislation on hand, but we also strongly encourage participants to read the legislation’s text ahead of time so that they can plan questions and comments on what the proposed laws actually say,” Cohen stated.
The meeting will also help to separate fact from fiction for the public due to the number of rumors and misunderstandings that appear to be circulating about it.
“Factual information is a powerful tool for citizens,” Campbell noted.
After the other three members of the council failed to provide a third nod of consensus for the meeting to be broadcast live on or taped for PAC14 using the city’s equipment in chambers, as is required by the council’s rules of order, Ireton used his latitude as mayor to make the equipment available. PAC14 will, therefore, be able to share a taped version of the meeting in a later broadcast. The city clerk will audio-record the meeting, as well.
“Although a number of citizens offered to videotape the meeting and are still welcome to do so, we appreciate Mayor Ireton making this service available to the public,” Cohen said. “This is a great opportunity for the public to hear a dialogue about a critical issue, rather than a one-way presentation or commentary,” she added.

Harley To Keep Rolling Out Bikes In Wisconsin
MILWAUKEE — Harley-Davidson Inc. workers approved a seven-year contract that freezes wages and slashes hundreds of jobs in concessions the company said will keep two of its Wisconsin factories open.
The Milwaukee-based motorcycle company had warned that it would move the production to another state if its three state unions rejected the deal. A move would have eliminated about 1,350 jobs.

Narrative:
On the evening of 8-19-10, an individual entered the Duck Inn, 607 Lynnhaven Dr,
Pocomoke City, threatened the store clerks with a handgun, and robbed the store.
The suspect received an disclosed amount U.S. Currency and fled the area on
foot.
The Worcester County Bureau of Investigations was notified and responded to
assume the investigation.
Through investigation, Detectives from The Worcester County Bureau of
Investigations identified Wayne Franklin Tyler Jr, as the perpetrator who
committed this offense. Tyler was located and has been arrested. He is charged
with Armed Robbery, and several related offenses. Tyler was held at the
Worcester County Jail on $250,000 bond.
The Duck Inn Store, was again robbed at gunpoint the following Friday (August
27, 2010) and The Worcester County Bureau of Investigations, is also
investigating that robbery also and are asking the public, if anyone has any

It's A Busy Day For Salisbury News
I can't help starting this off by mentioning we had a 35% increase in hits yesterday, as compared to last Monday. Considering the kind of numbers we do every day, that's a huge increase. So thanks for visiting and we hope to see each and every one of you return.
That being said, today is election day. Almost every Contributor on Salisbury News will be out throughout the day visiting different polls. We will also be in different locations this evening covering the victory parties. I truly do not believe there will be any real upsets, but you never know.

George Soros vs. Judicial Elections
Approximately 95 percent of civil disputes in the United States wind up in state courts, giving the judges who hear these cases enormous influence over our lives, property and business affairs. The authors of our state constitutions recognized the need for a check on this power, which is why 39 states hold some form of judicial elections. The goal was to balance the virtues of independence and accountability in the judiciary by requiring judges to assume office by the consent of the people.
Under "merit" selection, however, the power to select judges is transferred from the people to a small, unelected, unaccountable commission made up primarily of legal elites - and is often stacked with representatives of powerful special-interest groups such as state trial lawyers' associations. The plan is sold as a way to keep politics out of America's courtrooms, but it merely shifts politics to the backrooms where merit selection committees meet outside of public view to determine who will control our courts.
The best way to understand "merit" selection is to consider what would happen if the federal system for selecting judges was modified by requiring the president to choose a Supreme Court nominee served up by the American Trial Lawyers Association and the American Bar Association. Imagine a committee made up of seven people - three lawyers from the American Bar Association, three lawyers from the American Trial Lawyers Association, and Ed Feulner of the Heritage Foundation thrown in to "prove" that this committee is "nonpartisan."
Does anyone seriously believe there's a chance that committee would give us a Justice Antonin Scalia, or Clarence Thomas, or Samuel A. Alito Jr. or a Chief Justice John G. Roberts Jr. - or any nominee whose judicial philosophy is to follow strictly the Constitution and the law? That, in a nutshell, is what "merit" selection has become in our states - a rigged game that puts legal special interests in charge of choosing our state judges.
OSI's $45 million (and counting) judiciary campaign is run by another Soros-grantee organization, called Justice at Stake. Other groups supping at the Soros trough include the People for the American Way Foundation ($2.1 million in funding), the American Bar Association Fund for Justice and Education ($2.2 million) and the League of Women Voters Education Fund ($1.7 million). Even Planned Parenthood gets in on the act.
What type of judges can we expect under merit selection if and when the OSI network succeeds in abolishing democratic judicial elections? A good example can be found in Wisconsin.
In 2004, Democratic Gov. James E. Doyle appointed Louis Butler to fill a vacancy on the state Supreme Court. According to Charles Sykes in a report for the Wisconsin Policy Research Institute, Justice Butler was appointed in "open defiance" of voters who had rejected him by a 2-1 margin when he had run for election four years earlier.
As soon as Justice Butler joined the bench, he immediately shifted the direction of the court sharply to the left. Before long, the new activist majority in Wisconsin began inventing new legal theories out of thin air that exposed businesses to new litigation threats and destroyed the medical malpractice reforms painstakingly enacted by the state legislature. Fortunately, Justice Butler had to go before the people one more time to secure his spot on the seat and was defeated in his election campaign.
Or consider Missouri, the birthplace of "merit" selection. In the Show Me State, three of the seven members of the Appellate Judicial Nominating Commission have ties to the Missouri Association of Trial Lawyers. Perhaps that's why 20 of the last 21 nominees to the state Supreme Court have been supporters or contributors to the Democratic Party or members of the state's trial bar lobby. When Gov. Matt Blunt tried to appoint a justice who would practice judicial restraint - as he had specifically pledged to Missouri voters - he was blocked by the merit selection commission.
The political intent behind Justice at Stake, the Open Society Institute and the entire $45.4 million judiciary campaign is readily apparent. Because the far left has been unsuccessful at persuading the public to elect judges who share its partisan ideological views, it is determined to end the public's role in selecting judges. For proponents of judicial restraint, the question comes down to this: Are we going to trust the good intentions of the trial bar and other legal elites? Or are we going to put our faith in the wisdom and judgment of the people?

Iraqi Soldier Fires On US Troops, Kills 2
Even after the U.S. dramatically reduced the number of troops and rebranded its mission in Iraq, the attack was a reminder that Americans still have to defend themselves in a dangerous country where Iraqi forces have only a tenuous hold on security. Nine Americans were wounded in Tuesday's shooting.
The attack also showed that even inside the bases of U.S.-trained Iraqi forces, American Soldiers can still face danger. Just on Sunday, Americans training Iraqi forces at a military headquarters in the heart of Baghdad had to help fight off a squad of suicide attackers, two of whom managed to breach the compound in an hour-long battle. U.S. helicopters and drones joined the fight, but no American personnel were hurt in that assault.
The Americans attacked on Tuesday were providing security for a commander attending a meeting with Iraqi military personnel at a base near the city of Tuz Khormato, about 130 miles (210 kilometers) north of Baghdad.
The assailant opened fire after an argument and was killed in the shootout that followed, said the city's police chief, Col. Hussein Rashid. He did not provide details on the nature of the argument.
"This is a tragic and cowardly act and is certainly not reflective of the Iraqi security forces," said Maj. Gen. Tony Cucolo, the American commander in charge of U.S. forces in northern Iraq.

Resume:
Lewes-Monday September 13, 2010 Delaware State Police investigated a home invasion in Sussex West mobile home park. State Troopers went to a residence on Whitehaven Way Sussex West and were confronted by a 53 year old victim obviously scared and shaken about the ordeal around 1:27 p.m.
Detectives upon arrival on scene learned from the victim the following circumstances. A 53 year old woman and 36 year old male on Sunday September 12, 2010 were at the residence around 10:00 p.m. The residence is owned by the 53 year old woman.
Troopers were advised that the 53 year old victim and 36 year old man were walking from the kitchen to the garage to smoke cigarettes. As the victim approached the door it suddenly burst open and the suspects entered pushing the victim’s to the floor.
The victim’s were confronted at gunpoint and their hands and feet were then duct taped. The 53 year old female victim was duct taped to a wheel chair. The suspects then placed her into a closet.
The 36 year old victim was then forced to perform errands for the suspects. The 36 year old male was forced to use the 53 year old victim’s credit card at area businesses and bank ATM machines. The victim was told not to notify the police or the woman would be killed. The 53 year old woman is the stepmother to the 36 year old male. The 36 year old male was also forced to pawn a Sanyo television and two Sony speakers. Delaware State Police did recover these items from the pawn shop.
Next on Monday September 13, 2010 1:27 p.m. the third victim a 24 year old Lewes man went to the Whitehaven Way residence to check on the other aforementioned victims. The 24 year old Lewes man knocked on the door and yelled into the window to get the other victim’s attention. When the 24 year old male did not receive an answer he entered the residence and was confronted by a suspect described as 5-08 to 5-09 muscular built male, black hair, Asian facial features, tan khakis and a muscle shirt and mask.
The suspect pointed a gun at the victim and a struggle ensued. The suspect struck the 24 year old male several times on the head with the handgun. The Lewes man was able to escape the assault and fled to a nearby residence for help. The Lewes man dialed 911 and as Troop 7 units arrived they were met by the 53 year old female victim, who had freed herself running from her residence.
The suspects are believed to have fled after assaulting the 24 year old man and prior to police arrival. All of the facts of the complaint are still being investigated by State Police detectives so every detail is still being obtained.
I do not have the information as to where the 36 year old male was following the assault on the 24 year old male. Once I can obtained that information it will be disseminated.
The 53 and 36 year old victim’s sustained abrasions to the knee and ankle from being duct taped. The 24 year old victim sustained a head laceration that required stitches. The 24 year old victim is believed to be the only person requiring medical treatment at Beebe Hospital Lewes.

RSC Update
Our economy is also being held back by uncertainty about taxes. Taxpayers at every income-level will pay a lot more next year if Congress does not take action. Speaker Pelosi and President Obama have used class warfare rhetoric to put particular emphasis on making “wealthy” taxpayers fork more money over to Washington. Of course, their plan essentially cuts the payrolls of America’s most successful small businesses.
Thankfully, even some Democrats have begun to realize how foolish it is to punish the very employers who know how to thrive in a tough economy. Republicans have been joined by rank-and-file Democrats calling for legislation to save every family and small business from a job-killing $3.8 trillion tax hike.
It is important to cut this spending and stop these tax hikes before Congress adjourns once more (the RSC budget accomplishes both). These vital issues should not be decided by unaccountable legislators in a post-election Lame Duck session either. Americans deserve to know before Election Day where their representatives stand.

Riding Lawn Mower
She works all day and was always tired when she came home from work and thought that a riding lawn mower would help her get the yard work done quicker so she would have more time for the chores inside the house.
SO, being the handy sort of guy that I am, I made her a riding lawn mower.
I guess I thought she would squeal with delight or something and give me a big hug.

Resume’ On September 6th, 2010 at 4:56 p.m., Fruitland police on routine patrol observed a yellow motor scooter being operated by the suspect manuver in such a manner as to strike a curb and fall on it’s side. The operator picked the scooter up and rode away from the scene. Police activated lights and siren at which time the suspect looked back at them and sped up. The suspect continued to accelerate to maximum speed (35mph) and finally pulled over in the vicinity of Leslie Street. Contact with the suspect revealed he did not a drivers license or a moped permit. Subsequent investgation revealed the suspect to be in possession of a Controlled Dangerous Substance. The suspect was remanded to the custody of Central Booking.

Resume’ On September 7th, 2010 at 12:52 p.m. Fruitland police were called to the WalMart store in response to a shoplifting complaint. Loss prevention personnel had followed the suspect out of the WalMart store and into the Dollar Tree store located in the same shopping center. Upon entering the Dollar Store, officers were advised the suspect had fled to the rear of the store into the storage area. A search of that area revealed the suspect hiding behind stacked boxes. The property stolen from WalMart was recovered and the suspect arrested. The suspect was remanded to the custody of Central Booking.

State Pension Commission Gets Underway While Unions Express Fears
The newly appointed commission to review the long-term sustainability of the state pension system will hold its first meeting sometime in the next few weeks. But union officials are already warning of dire consequences should the commission recommend cuts.
Maryland currently has about $32 billion combined in several pension funds. That’s less than two thirds of the money needed to pay promised retirement benefits. There are $18 billion in unfunded liabilities. There is another $15 billion in unfunded promises for retiree health benefits, and the state has been putting away no money recently to pay for them.
“What is the reasonable level of unfunding? That is the important question,” said commission chairman Casper Taylor, Jr., a lobbyist who was speaker of the House of Delegates for nine years. “I am not at all sure that our dilemma is currently as bad as some people think it is.”

Low-Bidder Announced For Route 54 Improvements Project
Widening for a 14-foot wide center left-turn lane will improve the safety of the roadway, both for vehicular traffic as well as bicycles and pedestrians. Improvements will also include 6-foot wide bike lanes and 5-foot wide sidewalks. The Route 54 construction will extend from the intersection of Routes 20 and 54 east to the Mallard Lakes Development. This area was identified for safety improvements due to high development growth in the corridor over the last several years.
Construction will begin this fall and will be completed in approximately 627 calendar days.
Wicomico County’s Family Portal Opens Soon For The 2010-11 School Year
Each school will establish its own process for issuing user IDs and passwords to parents and guardians who have already used Family Portal, and for providing demonstrations and training to those new to the Family Portal concept. Schools will notify parents and guardians of procedures for accessing Family Portal in the near future. For security reasons, parents and guardians must obtain the user ID and password in person at the school.
Once the user ID and password are in hand, parents and guardians of students in grades 3-12 will be able to access the Family Portal. The Family Portal is not serving students in primary school at this time.
Those who used the Family Portal last year may already have found that their former user ID and password no longer worked; new passwords and in some cases new user IDs will be issued for the new school year for security.

The actual anniversary of Sept. 11 fell on Saturday this year, but on Monday, Sept. 13, at 9:15 a.m., the entire school will gather on the playground to remember those who lost their lives on 9/11. Trained doves will be released during the brief ceremony, as a symbol of peace. On Friday, all North Salisbury students and staff gathered for a program recognizing the importance of Patriot Day and the National Day of Service and Remembrance, which mark the anniversary of the tragic events of Sept. 11, 2001. Students received dove shapes on which to write their vision or hope for peace, and many students and staff wore red, white and blue.

Last Day to Register for Evening High School
Wicomico High School, Building E
all registration for Evening High School will end on Monday, Sept. 13, in Building E of Wicomico High School. Registration will take place from 4-7 p.m. Classes begin Sept. 15. To register, bring in a birth certificate, Social Security card, proof of residency (any utility bill or rent/mortgage statement), and transcript from last school attended. Students already attending a Wicomico County high school during the day and wishing to attend Evening High School at night must bring to registration a blue form completed by the high school guidance counselor. 410-677-4537.

The Wicomico County Board of Education will hold its monthly meeting on Thursday, Sept. 16, at 7 p.m., due to schools being closed on the regular Tuesday meeting day. An agenda will be posted prior to the meeting at www.wcboe.org.

Assembly with Actress Sammi Hanratty Northwestern Elementary School
Northwestern Elementary welcomes young actress Sammi Hanratty to our school at 9:15 a.m. Friday, Sept. 17, for a presentation. She is known from the big and small screen, making her television movie debut starring opposite Lacey Chabert and Wendie Malick in ABC Family's "Hello Sister, Goodbye Life." Sammi quickly built her resume with notable guest star and recurring roles on ABCs "Pushing Daisies" (Young Chuck), "The Suite Life of Zack and Cody", "House M.D.", and CBS' "The Unit" with her older sister Danielle [Hanratty].
One of Sammi's favorite roles to play was "Chrissa Maxwell" in HBO Films' "An American Girl: Chrissa Stands Strong." "Chrissa" is American Girl's '2009 Girl of the Year' doll; a 10-year-old girl who stands strong and speaks out against bullying. She will also appear in Cambridge Saturday (see below) to deliver an anti-bullying message.
This year, Sammi completed filming a lead role in "The Lost Medallion: The Adventures of Billy Stone" which gave her the opportunity to travel to Thailand. Sammi has had the honor of working alongside established actors and directors such as Cuba Gooding Jr. and Ray Liotta in "Hero Wanted", and Jim Carrey in Robert Zemeckis' "A Christmas Carol." She just completed filming "The Greening of Whitney Brown" as the title character. The film also stars Brooke Shields, Aidan Quinn, and Kris Kristofferson.

Anti-Bullying Rally with Actress Sammi Hanratty
Sailwinds Park, Cambridge
Shore students are invited to take part in a back-to-school Anti-Bullying Rally Sept. 18 at Sailwinds Park, featuring an appearance by television and film actress Sammi Hanratty. The rally is free and open to all from 12-4 p.m. at Sailwinds Park in Cambridge. Sammi, who starred as the title character in “An American Girl: Chrissa Stands Strong” and has appeared on TV on “Pushing Daisies,” “The Suite Life of Zack and Cody” and “iCarly,” will appear at the event from 12-1 p.m. with an anti-bullying message and a Q&A session, pictures and autographs. The event will also feature games, the Horn Point Laboratory touch tank, moonbounces and rock-climb-slide, McGruff the Crime Dog, many other activities, and prizes. KaBOOM! Playday 2010

The KaBOOM! National Campaign for Play is a strategy to raise the issue of play to one of National importance. On Sept. 22, the City of Salisbury will host the second annual KaBOOM! Playday 2010 on the grounds of the Mid-Shore Family YMCA (715 South Schumaker Drive.) The Day will start from 11-1:30 with a walk at the Riverwalk near Baptist St. Pavilion Downtown Salisbury sponsored by Wellness Information Nutrition and Physical Activity Coalition (WINPAC). Additional events, including games, face painting by members from Neighborhood Services & Code Compliance (NSCC) and a moon bounce will begin at Mid-Shore Family YMCA from 4-6 p.m. PlayDay 2010 will be recognized at sites from Wicomico Parks and Recreation after school programs, in addition to programs at RSVP & MAC Inc. Area on Aging.
