LOCATION: Stage Rd near US Rt. 13, Delmar, Md.
BRIEF RESUME: Vehicle one was traveling northbound on Stage Rd. The operator lost control of the vehicle as it entered a curve. The vehicle failed to stay right of center, exited the roadway and struck a utility pole and road sign. Vehicle one then caught fire. The driver and her three passengers were transported to PRMC for what are believed to be minor injuries. The juvenile driver was charged with Driving While Suspended and Negligent Driving.

Bridgeville – The Delaware State Police have obtained arrest warrants for Jose Nedar Reyes-Castro, 19 formally of Bridgeville for his role in assisting a 12 year old runaway from returning home.
The investigation began after Nathaly Alonzo, 12 of Lilly Meadow Drive, Bridgeville did not return home from school on Friday, March 26. As police began the investigation, they learned that Ms. Alonzo did not go to school that day and she voluntarily left her home with a housemate, Jose Nedar Reyes-Castro. Reyes-Castro had been staying with the family for 6 months.
Police had spoken to family members that informed detectives that the pair was seen together on Saturday, March 27 at 11:00 am at a separate family member’s house in Bridgeville. Additionally, on Sunday Alonzo called her family to let them know she was o.k. Detectives were able to obtain the cell phone number that she called on and traced the number to a person in Candor, NC. This person was contacted and he informed investigators that Reyes-Castro and Alonzo asked to borrow his cellular phone while they were at a local gas station in Georgia just north of the Florida state line. The man also informed police that the pair seemed content and they were heading to Florida. He further advised they were driving a Ford Explorer.
Detectives also learned that Reyes-Castro had obtained the Ford Explorer from a friend in Laurel on Friday and failed to return it to her. The registration number on the vehicle is PC55921
Because of this information the state police after consultation from the Attorney Generals Office obtained arrest warrants today for Reyes-Castro for Kidnapping 2nd degree, Interference with Custody, Endangering the Welfare of a Child and Theft of a Motor Vehicle.
It should be known that during the investigation, troopers have found no evidence that Reyes-Castro wants to harm Alonzo. Alonzo has also been listed as an active missing juvenile and entered into local and national databases indicating same. SAN FRANCISCO (March 30) - The fast-moving Conficker computer worm, a scourge of the Internet that has infected at least 3 million PCs, is set to spring to life in a new way on Wednesday — April Fools' Day.
That's when many of the poisoned machines will get more aggressive about "phoning home" to the worm's creators over the Internet. When that happens, the bad guys behind the worm will be able to trigger the program to send spam, spread more infections, clog networks with traffic, or try and bring down Web sites.

Is The FBI Involved In Unspoken Martial Law?
For what it's worth, I have a friend who has a contact within the FBI and they have been informed that the FBI is allegedly investigating and planting personnel at each and every Tea Party across the Nation and are allegedly investigating and arresting individuals with large quantities of ammunition.
Now look, this could simply be a ploy to distract many from attending these Tea Parties, I don't know. What I do know is that IF this is true and we start reading more about our governments involvement to disarm citizens, well, we've got a serious problem on our hands.
Nevertheless, wouldn't this be an Unspoken Martial Law? If so, shouldn't they announce they have enacted Martial Law Nation Wide and will be investigating anyone with large amounts of ammunition and weapons? Will those people attending Tea Parties be considered domestic terrorists?
I had heard some time ago, (within the past 2 years) that the National Guard was allegedly preparing for some kind of revolution and along comes all these Tea Parties. I have been to one of the Salisbury Tea Party meetings and no one ever came off as any kind of radical. It was simply a group of people wanting to talk about their freedoms. Taking away their rights to gather and discuss such issues is not where I believe this Country wants to head.
Nevertheless, it is what it is, as many of us say. I'd like to know how all of you feel about this matter. Since Blogs have popped up, YOU are becoming more informed about what's going on around America without the typical control of the MSM and what they're willing to share. I have no interest in rocking the boat here. I'm more interested in your thoughts about SHOULD this become the case and my information actually be accurate.

State Police Probe Industrial Accident
Shortly after 10:00 a.m. today, Troopers and medical personnel responded to Tyson F. Sartin Inc, on Kirkwood Saint Georges Road, in reference to an industrial accident.
In this case, the business owner, a 56-year-old man, was working on a company truck, a 1983 Chevrolet C30, and was positioned beneath the vehicle. The truck was running during this repair.
The owner’s clothing became entangled in the mechanical workings on the under side of the vehicle, pulling this individual into the frame of the truck, pinning him there and critically injuring him.
An employee of the business came along, observed the injured subject and summonsed an emergency response. The patient was freed from the truck by first responders and rushed to Christiana Hospital where he was last listed in critical condition.

Bomb Alleged At Milford School
Houston – The Delaware State Police have arrested an 11 year old girl for sending a threatening text message to several friends indicating a bomb was going to go off in school on Tuesday, March 31. The girl attends Benjamin Banneker Elementary School in Milford.
Troopers quickly learned the text originated from the 11 year old girl and that it was sent yesterday at 2: 28 pm. The girl and her parents were contacted and investigators confirmed she was responsible for sending the message.
As a result she was arrested for one count of felony terroristic threatening and one count of misdemeanor terroristic threatening. She was released to her parents on a $1000.00 unsecured bail pending court proceedings in Sussex County Family Court. School officials were contacted yesterday and informed of the incident.

WICO Update
WICO Program Schedule, Monday-FridayThere has been much talk this morning about WICO changing their format. For me personally, I never did like the Bill Reddish Show and I'd very rarely listen in unless I knew there was going to be a hot topic, (which is very rare, especially after the Mayor spanked Bill Reddish).
Nevertheless, Bill has always come off as a very arrogant pompous ass to me and others and quite frankly he's not going to be in Radio much longer anyway. The Book Review Interviews were about the biggest joke I had ever heard in Radio but I guess it pays the bills.
Anyhow, like Bill or not, he's not really going anywhere. He used to Host a 3 hour talk show in the morning which has now been condensed to 30 minutes. I guess a lot of others felt the same way about his show as I did. Give me just a little bit and piece of the man and maybe that can be tolorated.
The local 1/2 hour show will still offer interviews with people like Debbie Campbell, Rick Pollitt, Jim Ireton and others, so that's not going away. The main difference now will be that he be on FM 92.5 from 8 AM to 8:30 AM. I think that's a lot better as well. No more of that 7:40 AM crap.
The big announcement no one has heard as of yet is that Rush Limbaugh will be moving to 92.5 FM next Monday from 12:00 to 3:00 weekdays. Although 92.5 will be all talk radio during the week, they will provide music from the 60's & 70's on weekends. Now that I like! I always enjoyed that station and will probably be a regular listener on weekend anyway.
The funny part about this entire situation is this. A select group of people got their panties all in a twist over their decision to change the format, yet the majority of listeners don't even get out and VOTE! "What did you do to my Bill Reddish Show!" Who gives a crap! You don't vote anyway and not enough people were listening in to that show.
If Bill really wanted an audience he'd start his own Blog and stop stealing news from Salisbury News without giving us any credit for our work. Heck, he doesn't even give the Daily Times credit for their articles as well. So for me personally, I'm glad he got the boot from a 3 hour show to a 1/2 hour show. They say he'll now have the spare time to go out to different events and cover stories. P-L-E-A-S-E! And do what with it? He's only got a half hour show now.
Oh well, that's their problem. It will simply be nice to see Bill Reddish get off his arse and get out there and get his own news for once. To walk around like your poop doesn't stink, while your stealing news from everyone else's hard work, that just sucks and so does his show. Just my opinion anyway. He claims he doesn't like Salisbury News but he sure likes to take material from us.

Victim fell asleep while the suspects were still in her house, and woke up to find her keys and rental car were missing.

Incident: Rape
Date of Incident: 29 March 2009
Location: Schumaker Drive, Salisbury, MD
Suspect: Michael Maurice Sutton, 34, Hurlock, MD
Narrative: On 29 March 2009 at 12:21 PM, a deputy from the WCSO responded and met with a victim in reference to a rape that had occurred earlier that day. The victim stated she was in a vehicle with an acquaintance, Michael Sutton, when they pulled into Schumaker Park. The victim stated that Sutton produced a knife and threatened the victim prior to raping the victim in the parking lot. The victim advised that after the incident, Sutton drove to a commercial area in Fruitland and dropped her off.
During the investigation, the deputy was able to confirm the identity of the attacker and obtained a warrant charging Sutton with First Degree Rape. Sutton was located later in the evening by authorities and was subsequently arrested.
Sutton was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Sutton was detained by the Commissioner without bond in the Detention Center.

Jury Rules Swat Team Not Responsible For Death
BALTIMORE — A U.S. District Court jury ruled Monday that a Baltimore County SWAT team is not liable for the death of a Dundalk woman shot during a 2005 drug raid of her family's row house.
Cheryl Noel, 44, was killed early Jan. 21, 2005, when a police team entered her house.
"They (the jury) believed the officers' version of events, and believing the officers' version led them to believe there had been no constitutional violation," Assistant Baltimore County Attorney Paul Mayhew said.
But Noel's family is "devastated" by the decision, according to their lawyer, Terrell Roberts III.
"There's no margin for error here. It really should be examined closely whether a SWAT team ought to be used in cases like this," the attorney said. "This was more of a military raid than it was a police execution of search warrant."
Mayhew pointed out that two of the Noels — Charles, 55, and the couple's son Matthew, 23 had violent criminal histories. The other two, Cheryl, and the other son, Jacob — had registered pistols.
Mayhew said police had gotten a warrant to search the Noel's home after they found marijuana and cocaine residue in the trash, and served the warrant with everyone's safety in mind.
"This isn't a terrorist organization we're running here," Mayhew said in his opening statement. "They're highly trained, dedicated and they put their lives on the line every day."
He said the tactical team had only fired shots three times in the past 30 years.
Roberts had argued that the SWAT team's tactics were unwarranted under the circumstances and unnecessarily resulted in the death of a woman who was trying to protect her family from what she thought were intruders.
Instead of knocking and identifying themselves, the officers used a battering ram to enter the home early and set off a flash-bang grenade to distract the house's occupants, shortly thereafter.
"Nobody could possibly understand that it was the police in that amount of time with that amount of noise," Roberts said Monday after the verdict.
The Noels' lawsuit, filed in August 2006, was against the officers involved and the county. According to the suit, Noel, fearing burglars had broken into her home, grabbed her handgun and pointed it at the floor. An officer kicked in the bedroom door and shot Noel three times, killing her, the suit alleged.
Roberts said an appeal will be considered.
"We're still laboring under the shock of it all right now," he said.

The Noels' lawsuit, filed in August 2006, was against the officers involved and the county. According to the suit, Noel, fearing burglars had broken into her home, grabbed her handgun and pointed it at the floor. An officer kicked in the bedroom door and shot Noel three times, killing her, the suit alleged.
Roberts said an appeal will be considered.

This is a video taken inside the cockpit of an A-10 by the pilot and it was a night view. What you see is from 9,700 feet away (almost two miles).The four known terrorists had no clue there was someone watching them from almost 2 miles away. The A-10 was using a 30 mm cannon WITHOUT injuring the dog nearby who escaped unharmed. You can see the gun camera shake a bit as the pilot fires; then count about 4 seconds for the rounds to travel 2 miles.
Every tenth round is a tracer, so the bullets you actually see are every tenth; they are getting hit with hundreds of rounds, but the dog is unscathed. Muzzle velocity on the 30mm is 2430 feet per second.

Narrative: On 3/30/09 Administrative personnel at Parkside High School received information that a student may be in possession of a handgun. The student was subsequently searched and a .22 caliber handgun was located in his possession.
Deputies from Wicomico County Sheriffs’ Office, School Resource Division were contacted and conducted a criminal investigation. The handgun was found to be unloaded; however it did contain 2 spent shell casings.

Thank you for investigating Heron Ponds.. We will be selling, via foreclosure, all 301 lots and homes as one package. This is actually not a bad thing because the bank has asked us to help re-evaluate this subdivision and subsequently the sale thereof. The good thing is that this gets rid of another “out of town” investment company that was not familiar with the Eastern Shore and out TRUE demographics. There are too many $300k - $499k homes in the area and as one of your viewers wrote in not that long ago… “The economy is fighting back.” In my opinion, that was a great quote and it is so very true.
Too many out of town investment corps have left their mark and the local realtors, auctioneers and developers are paying the price.

WICOMICO'S REVENUE CAP - A BLESSING
Several years ago (1978) Talbot County instituted a TAX CAP after a similar hugely unacceptable tax increase to Wicomico County incensed the voters to action.
From 1978 until 1995 ballot questions were put before the voters to remove the TAX CAP. Finally, in January of 1995 a Coalition of SPECIAL INTEREST GROUPS - Board of Education, Chamber of Commerce, PTA, NAACP, League of Women Voters, and other individuals SUED to overturn the TAX CAP and they won!
The TAX CAP was ruled unconstitional. Do you think VOICE should have gone for a TAX CAP? That certainly would have been an easy 'kneejerk' thing to do in light of the Court's decision.
After the TAX CAP was ruled unconstitutional in January 1995, The Talbot County Council in May raised the property tax by 46.%. That's right they raised the property taxes by almost 50 percent! But they - SPECIAL INTEREST - didn't have enough! The next year, in 1996 they raised it another 46.3%!!! And we - Wicomico Residents- think 23.7% is bad. Now let's try and add this up. . . .what's 46.1% and 46.3% over two years. Let's hold the math until the end of this lesson.
The Talbot voters were so incensed they searched for a way to stop these run-a-way politicos and came up with the Revenue Cap concept. The voters rallied to get it on the ballot and it was passed in 1996 by 72.21% of the voters! It stands as law today in that County. Even after MANY attempts to have it removed . . VOICE used the EXACT wording in their petition as was used in Talbot County. It's exactly the same language that is LAW in Talbot now.
So what have we learned today. Hopefully we've learned that from the time a TAX CAP was ruled unconstitutional and was replaced by a REVENUE CAP in Talbot County (1995 - 1996) - property taxes went up 92.4%!!! Actually that would not be entirely accurate as I'm told that before the REVENUE CAP could become law the actual true tax increase was 113.8%
The next question is a bit more subjective - after this current events history lesson - is the Daily Times staunch reason for objecting to the REVENUE CAP . . . do you now feel the VOICE proposals are obviously not well thought out?"If your property tax increased by 113.8%, would the difference be greater or less than your recent pay raise?

I went to the Fruitland Wal-Mart this afternoon after work and decided to buy a CD. The one I picked up had a price tag on it which usually means a mark down. I looked at the price and it said $.00. I thought, what luck, because usually a store will honor that price to keep a customer happy. I said something to the guy in electronics and he scanned it and it said $9.00. I said but the tag says zero, in fact, under the tag you could see the price originally was $8 and change. So they are leading you to believe that you are getting a bargain but actually they are marking the price UP! I went to the front register and asked to speak to the manager about the free cd. The CSM, Ellen, said "We are a retail store and we can't give away merchandise.' I stated that to keep a customer that most stores would admit their mistake and write off the loss. I asked to speak with the manager and after about 10 minutes Tracey showed up. Someone had obviously told her the situation and she was evil from the start. She said we are not giving you this cd, I asked her if I could take a picture of the cd and she pulled away and said no and started peeling off the sticker. I told her that the price had actually been marked up with the sticker. She kept peeling the sticker off. I told her that was not the way to treat a customer and that I was going to write to your blog. She said "Go right ahead!" So I did! Staffing is rude there and they move like slugs. I already have started shopping for most of my groceries at Giant. They are classier there. I just happened to stop to buy a cd, I guess Best Buy or Target will be my new shopping place, in fact, I went somewhere else to buy it and it was on sale and they were polite. The joke is on them, though, I saw at least 20 other cds marked that way but they weren't ones I wanted. The employees do such a good job there. Maybe someone else will have better luck!
County Park Meeting 24 Say Yes, 6 Say No
Fight and complain about it all you want, after this meeting was over with 24 people said they were for it and only 6 said they were against it. You've got to give the County credit. At least they went ahead and invited the public to speak openly BEFORE any decision was made.It should be interesting to see what comments pop up here now as many people like to complain just to complain but like I said, the County opened the floor for citizens to speak out for or against it and residents overwhelmingly said they were for it.
When the citizens were adamantly against it the last time, the County listened and reached out to other property owners and saved a small fortune on this future purchase over the last one.
A Couple In Love
A couple who were very much in love went to dinner one night. The man asks the women to marry him at dinner. She agreed and so the two left the restaurant. On the way home the two were involved in a car accident that killed both of them. As they stood at heavens gates the angel asked them if they had any requests before they were let into heaven. They both replied that they wanted to get married as they could not do it on earth before they died. The angel agreed and told them that he would find a priest to marry them at once. The couple waited 4 years in heaven before the angel returned with the priest. The angel told them that the priest would now marry them. So the couple exchanged wedding vowels and were married. Two days passed and the couple went back to the angel. They told the angel that they wanted a divorce. The angel asked them why. The couple replied that after four years in heaven they had just had enough of each other and it just wasn't working out. The angel was furious at this point and said to them " It took me 4 years to find a priest in heaven to marry you two, how long do you think it will take me to find a lawyer in heaven?"
Community Leaders Workshop
Crime, education, growth topics for citizen workshop on May 22nd
More than 150 citizens from the area will wrestle with three key issues during the First Annual Community Leaders Workshop, “Making Mid-Delmarva a Better Place to Live and Work,” to be held on Friday, May 22, at The Fountains in Salisbury.
The session of neighborhood, business, civic, and government representatives will consider the issues of “Insuring Our Personal Safety,” “Meeting the Growth Challenge,” and “Challenging Our Students to More Science and Math Education” for a better job future.
The workshop runs from 8 a.m. to 2:30 p.m., includes lunch, and is open to anyone interested from throughout the area, including Wicomico, Somerset, Worcester, Sussex, and Accomack counties, and other areas. The cost of the session is $25 and the public may register through a website at http://www.greatersalisbury.org and follow the payment instructions.
For each issue, there will be two speakers who will present key information for a few minutes prior to roundtable discussions by the participants, followed by one or more electronic votes to provide instant feedback on conclusions of the discussion. The sessions will be moderated by Eliot Pfanstiehl, who is the moderator for Leadership Maryland and several other organizations and companies from New York to Florida. He is from Rockville, MD.
James Garrity from Salisbury University’s BEACON and Maryland’s Dept. of Business and Economic Development will open the workshop with a short presentation on “Who We Are,” a demographic summary of Mid-Delmarva.
Closing the day’s workshop will be a summary session which will include, among others, Wicomico County Exec. Rick Pollitt and John Allen, vice president of Delmarva Power. The workshop will open with a welcome from James R. Thomas, Jr., chair of the Greater Salisbury Committee and president of George Miles and Buhr in Salisbury.
In addition to the issue sessions, attendees will participate in active networking which will allow them to form relationships with others in the area who have the same issue interests as they do.
The workshop is presented by the Greater Salisbury Committee, a 42-year-old civic improvement organization which covers the Mid-Delmarva area from Sussex County in Delaware to Accomack County in Virginia and includes Wicomico, Worcester and Somerset counties in Maryland.

Each Friday night after work, Bubba would fire up his outdoor grill and cook a venison steak.
But, all of Bubba's neighbors were Catholic, and since it was Lent, they were forbidden from eating meat on Friday.
The delicious aroma from the grilled venison steaks was causing such a problem for the Catholic faithful that they finally talked to their priest.
The Priest came to visit Bubba, and suggested that he become a Catholic.
After several classes and much study, Bubba attended Mass...and as the priest sprinkled holy water over him, he said, "You were born a Baptist, and raised a Baptist, but now you are a Catholic."
Bubba's neighbors were greatly relieved, until Friday night arrived, and the wonderful aroma of grilled venison filled the neighborhood.
The Priest was called immediately by the neighbors, and, as he rushed into Bubba's yard, clutching a rosary and prepared to scold him, he stopped and watched in amazement.

WICO - Has the Tilghman Times Been Handed a Monopoly on Local News?
Driving down Route 13 yesterday, I almost jumped for joy when I first heard that WICO was also broadcasting on 92.5 FM, as well as 1320 AM. This was something that I had been hoping for for years since I usually can't hear Bill Reddish south of the Rt. 13 by-pass or west of Mardela. For the first time I was able to hear my favorite radio station all the way to Pocomoke. I was genuinely thrilled, until I got back to my office and checked out Delmarva Broadcasting's new web site for "Delmarva's Talk Stations" (nice website BTW).
If you look at their new schedule, you'll see something pretty shocking - all local programming has been stripped from the schedule. No Reddish. With the exception of 1 hour, twice a month on WSDL, there will no longer be any local news (except what gets read from the Tilghhman Times), no local interviews, nothing.
If this schedule holds, the Tilghman Times has just been handed a virtual monopoly on local news coverage. You'll get some local coverage from WBOC and WMDT at the dinner hour. Don Rush will continue (hopefully) to give us those two hours a month on his Delmarva Today program. That's it!
With one week to go until Salisbury's elections, we should all be demanding MORE, not less, local programming. With the new, larger, footprint of WICO we should be hearing citizens and officials from Somerset and Worcester counties, as well as Wicomico.

The Super Bowl XLIII Champion Pittsburgh Steelers, the only NFL team to win six NFL world championships, will soon be giving up half of those trophies—but not without some controversy. After a meeting between NFL Commissioner Rodger Goodell and President Barack Obama, a plan was conceived to help struggling and less fortunate NFL teams by redistributing NFL Super Bowl victories to others around the league.
"We live in one of the greatest sporting nations on earth, a great nation filled with long-standing traditions and values. A country in its great wisdom and passion drew lines on the battle fields of magnificent coliseums to help reunite and invigorate the spirit of competitiveness. And to always remember the struggles of those who have fought so hard to gain the respect and admiration of the people," said Obama. "We are not about to lose this Great American tradition in the wake of these difficult times."
Obama's plan calls for the Steelers, who are at the height of their NFL reign, to give half of their Super Bowl victories to teams that have not been as successful. "The Detroit Lions are just as much a part of the same fiber of the NFL as the Steelers. Through my NFL stimulus plan they too will be entitled to what every NFL team deserves, a Super Bowl trophy they can claim as their own."
Obama and the democratic led House and Senate are expected to pass his plan overwhelmingly later this week. Republican National Committee chairman Michael Steele and republican opponents have strongly denounced the NFL stimulus plan as too overreaching and thus rewarding NFL teams who do not deserve championships. We all need to make sacrifices. It does not matter the color of the teams uniforms, the personal decisions that the teams make or their performance but rather that they are a member of this great American league."

Through no fault of their own incompetence, the Lions could not manage a victory all season and this championship will help ease their pain and give them hope once again. Breaking News: Waller Landing Appeal
This Just In.................. A Petition for Judicial Review (appeal) has been filed in the Circuit Court regarding the mega-development of Waller Landing (1691 residential units plus 450,000 sq. feet commercial) which Hebron Commissioners approved. All of you who live in or near Hebron should be thankful that a citizen has taken this step in an attempt to save true Hebron from these developers looking to make a fortune from our home town.
The present Commissioners and Hebron Planning have force-fed this project to the public from the beginning. Now we'll see what a Judge has to say about the flaws in Hebron's process.
Maybe the Hebron election on 4/14/09 will change three seats on the Commissioners to make sure this type of project does not happen again to Hebron and the citizens can take back their town!
Camden Neighborhood Association Thanks Candidates
Our thanks go to Salisbury mayoral candidate Jim Ireton and council candidates Cynthia Polk and Debbie Campbell for appearing as our guests at the Camden Neighborhood Association's Mayoral and Council Candidate Forum on Thursday evening, the follow up to our mayoral primary forum held a few weeks ago. Special thanks to Ms. Polk, who made it to the forum despite a second engagement.
Owing to the absence of invited candidates Gary Comegys, Muir Boda and Shanie Shields, the format of the forum was slightly changed from the original. Each candidate was able to be given as much time as he or she liked to answer each of the questions submitted by Salisbury citizens and posed by the moderator. This resulted in an event that was both richly informative and extremely refreshing: responses that weren't hurried or pressured, ample opportunity to present supportive historical data and background on each of the issues, and excellent interaction with the audience. Not least, it also resulted in some very interesting and enlightening discourse among the candidates.
The mayoral and council elections quickly approach. It is incumbent upon the voting citizens to choose how and by whom they want their city to be run. Some told me that they made their decisions last night.
Thank you, candidates, for giving us your views on how you look to change our city for the better. Your candor, honesty and forthrightness will go a long way toward curing many of Salisbury's ills.

Joe,In 2007, the City of Salisbury had the 9th highest rate of violent crime when compared to all 746 cities with populations between 25,000 and 50,000 people in the United States. This is an indisputable fact.
While residents are getting murdered, assaulted and robbed at gunpoint in broad daylight, Chief Webster and Mayor Candidate Gary Comegys would like you to believe we live in a safe city because crime has dropped from its historical high level in 2006.
We need new leadership. I believe that crime is the single biggest issue facing our community today. I support Jim Ireton and Debbie Campbell because I believe they will make reducing crime a top priority in the new city administration.

Wicomico County’s Tax Cap Could Cost Big Bucks
In the next couple weeks we may learn that the “tax revenue cap” can be harmful to the public interest. County Executive Rick Pollitt recently announced that his proposed budget has a $12 Million deficit in revenue, which must be balanced by spending cuts. In order to obtain the maximum state funding for the school system, he plans to seek a waiver of the so-called “maintenance of effort” rule, which mandates that a county cannot reduce its own funding of the school system (on a per pupil basis) from the previous year.
Many and probably most counties in Maryland are expected to do likewise in light of the reduction in their revenues from income tax and property tax sources, which is especially great in Wicomico County because the tax cap has resulted in significant reduction in the property tax rate in recent years. That, however, may impair the chance of obtaining a waiver – the state law requires that a county must demonstrate that its financial conditions “significantly impair” its ability to fund schools at the same level as in the prior year.
The fact that Wicomico and a few other counties are continuing to reduce their tax rates and revenues as the State faces a fiscal crisis has resulted in critical comment by many legislators from counties that have not done so. Because there is no precedent in granting maintenance of effort waivers, the outlook is uncertain at best whether the tax cap factor will result in denial of the waiver request. But not much sympathy may be available in Annapolis.
The attempt by the Maryland Association of Counties (“MACO”) to obtain a blanket waiver by the General Assembly – as happened about 15 years ago – seems unlikely to succeed this year. So Wicomico County may find itself between a rock and a very hard place, thanks to the tax revenue cap, in striking next year’s budget.

Obama Seeks Muslims For White House Posts
WASHINGTON – Barack Obama is conducting his own affirmative action program to get more Muslims in the White House.
The move began with Rep. Keith Ellison, D-Minn, who took his oath of office with a hand on the Quran, to solicit the resume of what he considered to be the nation's most qualified adherents of Islam.
According to the Denver Post, when White House officials heard about the program, it was put on overdrive.
So far, 45 Ivy League grads, Fortune 500 executives and government officials have been submitted for consideration.

Baby Faced Burglars Identified
Suspects Actually 27 and 20-Years-Old
(Wednesday, March 25, 2009- State Police Seek Identity of Burglary Suspects)
Bear- Last Wednesday, the Delaware State Police issued a news release in regards to a burglary investigation at the Aquinas Academy in Bear. Pictures of the suspects, caught in the act, were disseminated to the local media. In the days that followed, investigators soon gathered enough information, including the possible names of the suspects, to obtain a search warrant.
Detectives executed the search warrant at the home of Paul Ellifritz, 27, of Hunters Run Way in Bear, and Christopher Godfrey, 20, of the same address, in the development of Hunters Run, on Friday, March 27th and recovered evidence which positively linked the named suspects to the pending investigation.
Paul Ellifritz was arrested for the following burglaries at Aquinas Academy:
September 15, 2008- charged with Burglary (felony), Theft (misdemeanor)
October 23rd, 2008- charged with Burglary (felony), Theft (misdemeanor), and Criminal Mischief (misdemeanor)
November 2nd, 2008- charged Burglary (felony), Theft (misdemeanor), and Criminal Mischief (misdemeanor)
November 13th, 2008- charged Burglary (felony), Theft (felony), and Criminal Mischief (misdemeanor)
January 24th, 2009- charged Burglary (felony), Theft (misdemeanor), and Criminal Mischief (misdemeanor)

Suspect(s): Two white males wearing dark clothing. See attached photos.
Resume: Detectives from the Delaware State Police Burglary Unit are investigating an incident which occurred last week.
Troopers were called to Aquinas Academy, a small Catholic School educating about 100 students, on March 19th for a burglary that took place over night. The suspects, two white males, forced their way into the school via an unknown means. The bandits successfully located an undisclosed amount of money and fled.
Surveillance pictures were obtained and are attached to this release. Anyone who may recognize these suspects is asked to call 302.834.2630 ext. 254.

The offers seem to vary, from a whole month's rent, to an offer of 40% off to a paltry $40.
In today's economy, $40 is definitely affordable for those landlords, and a welcome couple bags of groceries for each of the voters.
It seems that in Maryland, it's not illegal to sell your vote. It is, however, illegal to buy one. For each offense, the penalty is $2500 and/or 90 days.
If one, just one person came up and was willing to swear that he or she was approached with an offer by a landlord or agent to have their vote bought, they would send a clear message to anyone who is of sufficiently low standards and foolish enough to actually purchase votes.
Similarly, the state laws also state that coercion, threat and promise of reward are also prohibited. Same fines and jail time.
Anyone who has received such an offer or threat, etc. or knows for a fact that one or more offer has been made is encouraged to contact Joe Albero via email at alberobutzo@wmconnect.com. Confidentiality is guaranteed.

I happened upon this chart. It shows the marked decrease in violent crime nationwide since 1986. It's the nationwide average.
Looking at the past 9 years, it looks like Salisbury isn't really following the downward trend.

Deer's Head Hospital has an electrical fire that just broke out on the 2nd floor in the electrical room. Station 2 was dispatched and now 16 & 1 are on their way. The Heat & A/C System caught on fire. When they cut it off the smoke started dissipating. More to come.
UPDATE: While the City of Salisbury has dumped millions upon millions of dollars into the Fire Department, some very scary things happened at the Hospital fire today.
The duty crew from Station 2 was on the scene and inside the building calling out over the radio 4 TIMES asking for the Assistant Chief to bring in Thermal Imaging Cameras. The Assistant Chief did not respond to their request. Finally the Assistant Chief called in on his radio and learned that his radio was NOT working properly.
Also, at the same time, Paramedic 16 Ambulance was at PRMC where they had left their radio in the vehicle with the emergency button locked on. This created quite a scare as well. The radios are not working properly and this is frankly inexcusable. The firefighters safety should be priority #1. Looks like the citizens will be forking up some more money real soon for new equipment there too.
The fire/situation is now under control at 1:00 PM.

Just wanted to take this moment to thank the Delmar VFW Post 8276. On Saturday night after less than a week of preparation there was a fundraiser for Conner. They had numerous silent auction items, 50/50 and door prizes. Through these efforts there was over $8,000.00 raised for Conner’s family. The family does have insurance but the hotel stays, meals, gas etc are adding up. If anyone wants to contribute to this worthy cause make your check out to the Delmar VFW putting Conner Niblett in the memo area. The Post in turn is going to give the family a debit card they can use. Once again THANKS to all who participated in this cause. A friend of the family.

STATE BOARD SETS SCHEDULE FOR HEARING AND PUBLIC COMMENTS

Counties interested in making formal request for waivers from the State’s Maintenance of Effort (MOE) requirements have until April 1, 2009.
Under the requirements of Maryland Education Article §5-202, Annotated Code of Maryland, county governments must prove that the county’s fiscal condition “significantly impedes” the county’s ability to fund MOE. The State Board of Education by May 15, 2009, is required by law to issue a decision granting or denying the waiver request. To meet that deadline, the State Board hereby announces the filing requirements and expedited schedule for hearing such waiver requests.
The State Board will accept written comments from the public, including the local school systems, local boards of education, teacher associations, parent-teacher organizations and other persons residing in the county requesting the MOE waiver.

BARRIE & GARY: LET’S DISCUSS SALISBURY’S CRIME RATE – AND YOUR APOLOGY
A slight decrease in the crime rate might be meaningful – if the level were low to begin with. But, that’s certainly not the case in Salisbury according to data compiled by the U.S. Department of Justice based on reports by local police departments.
The data is tabulated for various types of violent crime and property crime. In 2007, of Maryland’s 15 largest cities, Salisbury had the highest or 2nd highest rate in 7 of the 9 categories.
In violent crime, Salisbury had the highest rate overall and in forcible rape and aggravated assault; also it was 2nd highest in robbery. What’s really scary is that the violent crime rate in Salisbury is significantly greater than in Baltimore City.
In property crime, Salisbury had the 2nd highest overall rate in Maryland; Hyattsville had the highest rate. Salisbury had the highest burglary rate and 2nd highest larceny theft rate. Except for Hyattsville, Salisbury’s property crime rate is much higher than elsewhere in Maryland.
As a 2nd check on things, we pulled the data for towns in Delaware of similar size; Salisbury’s crime rate was higher, often much higher, in each of the 9 categories. The data for both Maryland and Delaware appear in the attached tables.
The historical data also show that the crime rate here has not decreased during the years of the Tilghman administration, and that it seems to have reached a permanently high rate, albeit slightly lower (5-10%) in some years, but then higher again in others. Thus, to suggest that a small decrease is meaningful is simply nonsense.
Once again Barrie Tilghman and Gary Comegys owe Salisbury residents a formal apology for trying to scam them about the crime situation. More to come on this later today.
Lewes Man Steals Police Vehicle
Lewes - The Delaware State Police are presently investigating a Trooper involved shooting which occurred on Savannah Circle, at approximately 3:30 pm on today's date.
A Delaware State Trooper was conducting a follow-up investigation into residential burglaries in the Lewes area. This investigation resulted after John C. Austin, 18, of East Atlantic Apartments, Lewes, was arrested this morning for his involvement in a domestic related assault.
Shortly before 3:30 pm, a Detective drove Mr. Austin to the development of Savannah Place, on Donovan's Road in an effort to identify homes that were recently burglarized. While in the area, the trooper was out of his vehicle talking to an area resident when the defendant slid across the front seat into the driver’s side of the vehicle and attempted to flee from the trooper, striking the area resident with the vehicle.
The trooper, in an attempt to stop the defendant from fleeing, drew his divisionally issued firearm and fired several rounds at the vehicle in an attempt to disable the vehicle. The defendant fled the area while the trooper attended to the injured resident who was later treated at Beebe Medical Center for non life threatening injuries.
Troopers from the Delaware State Police as well as officers from surrounding police jurisdictions saturated the area conducting a search for Mr. Austin and the vehicle. Within a short time, the police vehicle was located abandoned in the rear of Hawkseye Point neighborhood.
Mr. Austin was eventually located at a residence in the unit block of Spinning Wheel Drive, within Colonial East Mobile Home Park, Lewes. Troopers located Mr. Austin hiding in a rear bedroom where he was taken into custody.
As a result of this incident, Mr. Austin was charged with the following offenses:
1-Count of Carjacking (Felony)
1-Count of Assault 1st Degree (Felony)
1-Count of Burglary 2nd Degree (Felony)
1-Count of Possession of a Weapon During a Felony
1-Count of Resisting Arrest (Felony)
2-Counts of Criminal Mischief (Felony)
1-Count of Escape 3rd Degree (Misdemeanor)
1-Count of Resisting Arrest (Misdemeanor)
1-Count of Theft Under $1000.00 (Misdemeanor)
Additionally, detectives were able to link Mr. Austin to two Lewes area burglaries and arrested him for two counts of Burglary 3rd degree, two counts of Theft and two counts of Criminal Mischief. He has been remanded to Sussex Correctional Institute in default of bond.
The Trooper involved in this incident has been placed on administrative duty per divisional policy.
