Wilmington-Troopers have arrested a 57 year old man in connection with the shootings and damage of a total of 22 unoccupied disabled vehicles on the I95/I495 corridor, which occurred between June and August 2012.
An Investigation into these shootings was launched in mid June after troopers began to notice an increase of complaints in which vehicles had been damaged after becoming disabled and abandoned along the I95/I495 corridor in the Wilmington area.
Between June 2012 –August 2012 Troopers investigated a total of twenty two incidents of unoccupied disabled vehicles found to have damage consisting of shattered windows and riddled with bullet holes. The preliminary investigation determined that the majority of these shootings took place in the overnight hours, and evidence collected at several of the scenes suggested that multiple weapons including handguns and shotguns were utilized. There were no injuries as a result of any of these incidents. As the comprehensive investigation continued, Troopers assisted by the Delaware Department of Natural Resources Environmental Control (DNREC) Environmental Crimes Unit, conducted general surveillance of the corridor and were able to follow leads. Investigators developed an unknown suspect through surveillance footage obtained during a July 30, 2012 incident (this surveillance footage will not be released at this time as the investigation continues).
The investigation culminated on Saturday, August 4, 2012 at approximately 11:30 p.m. as a Trooper familiar with the ongoing investigation was traveling I495 northbound in the area of Edgemoor Road, when he observed a vehicle described as a red 2009 Hyundai Elantra, traveling on the right shoulder of I495 northbound, at a slow rate of speed for a considerable distance. After conducting a traffic stop on the Elantra, the Trooper observed that the operator, later identified as David F. Saddler-57 of Wilmington, DE matched the suspect description that appeared in the July 30th surveillance photo that was obtained during the investigation. Saddler was taken into custody without incident. A search of Saddler’s vehicle was conducted and a loaded Mossberg 12 gauge shotgun and a loaded Remington 22 caliber rifle located under a blanket on the front seat of the vehicle. Through further investigation Troopers were able to connect Saddler to the previous incidents. A subsequent search of Saddler’s residence recovered several more handguns and an additional shotgun, along with a large amount of ammunition (evidence photo attached).
David F. Saddler was charged with the above crimes and committed to Howard R. Young Correctional Institution on $22, 500 Cash Bond. Troopers continue to investigate.

The Week In Liberal Stupid
Every attempt to find the dumbest thing in liberal world this week just led to another, and another, each dumber than the last. Picking just one to rant about became a task of epic proportions, so two of them it is.

The name Adam Smith has a storied history, particularly in economics. Now, that name has a smudge on it thanks to Adam Smith of Arizona. This Mr. Smith became infamous on Wednesday for his uncontrollable hatred for anyone who might disagree with him on the issue of gay marriage. That’s fine. Far be it from me to attempt to deny him that which he seeks to deny others – the right to their opinion. But, in this reality TV/YouTube age where nothing is worth unless the world sees it, Smith decided everyone on Earth needed to see just how enlightened he is, so he filmed his “activism.”
What he thought would be seen as a triumphant moment for progressives ended up being what it was – a middle-aged man misdirecting his irrational anger over a difference of opinion towards a teenager simply trying to make a buck at her local fast-food restaurant. Anyone watching it could see how disgraceful it was…except Adam Smith, who had to have watched it before he uploaded it to the Web.
Within a day, the controversy had blown up. Smith got what he was seemingly after, to be famous. But he got something else … something he clearly was unprepared for.
Smith was fired from his job the next day and, shell-shocked, issued a video apology to the girl he attacked for daring to work for a corporation run by a man whose thoughts differed from his.
It’s hard not to feel sorry for Smith, he did lose his job. But he did it to himself. I got the same feeling when I saw former NFL quarterback Gus Frerotte celebrate a touchdown by headbutting a wall and giving himself a concussion. You just look at it and think, “What the hell did you expect? A parade?”
There are no “middle-aged men being mean to teenage girls” trading cards, so it’s not really a skill he could have marketed. Which is too bad because he could use a job about now.

As a gardener, I’m always sipping water from the hose — especially during these brutally hot days when I have no choice but to get out and weed. You can imagine how dismayed I was to come upon research released by the Ecology Center, which tested water coming from standard garden hoses and found that it can contain lead, endocrine disruptors and neurotoxins, especially in older hoses.
Hose fittings contain brass, an alloy that can contain up to 8% lead. One in three hoses tested had levels of lead that exceeded drinking water standards — one as high as 18 times the level. It turns out that hoses aren’t covered by the same lead laws that govern plumbing fixtures — even though those hoses are watering our food. Lead is also used as a stabilizer or pigment in the tube, especially in yellow and green hoses, which are practically ubiquitous. Lead is a potent neurotoxin that especially affects children. Newer hoses, purchased since 2007, when a lawsuit led by California required labeling on hoses, might be lead-free, although Consumer Reports testing in 2011 still found lead in new hoses.

First announced in May, the campaign is asking maternity hospitals to 1. ban formula feeding of newborn infants unless medically indicated; 2. restrict access to formula for hospital staff by locking it up and reporting its distribution to the New York City Health Department.
Lock up infant formula and track it as if it were a controlled substance? That’s not only unnecessary, but is both demeaning and disrespectful of a woman’s right to make her own choice about how to feed her infant. It’s also based on an awful lot of wrongheaded assumptions.

In the Jim Crow South, the “Powers-That-Be” had ways of preventing blacks from voting: poll taxes and literacy tests. The Supreme Court and Congress eliminated those obstacles decades ago, but today there is a new way of keeping eligible voters from casting ballots: overly restrictive voter ID laws.
Pennsylvania recently adopted a new voter ID law that critics say could prevent as many as 1.5 million people from voting. A new Texas law could disenfranchise about as many. Eleven states have adopted new voter ID laws just since the 2010 elections. By one estimate, as many as 10% of eligible voters nationwide lack the documentation required by voter ID laws.
There is a simple solution to this problem. It is time for congress to create a federal ID card that would guarantee people the right to cast a ballot.

UCLA to Offer Illegal Aliens Classes at 'National Dream University'
Former SEIU Attorney Kent D. Five and a half hours later, "Little Boy" was dropped, exploding 1,900 feet over a hospital and unleashing the equivalent of 12,500 tons of TNT. Such online sales tax proposals are taxation without representation. The proposed federal law tells businesses that there is no escape from the clutches of tax-hungry politicians. That concept is antithetical to our federalist system, which promotes competition among our states for the best economic policies…
The Supreme Court ruled (in Quill Corp. v. North Dakota, 1992) that retailers can be required to collect sales taxes only in states where they have a physical presence. The proposal before Congress, however, would give a federal blessing for states to chase revenues far outside their borders.
Consider the absurdity of such a law. When a customer buys a product in a store, does the cashier ask for the customer’s home address? Of course not. The store simply charges the state and local sales taxes applicable for its physical location, no questions asked.

Who's Buying Elections?
It's not the SuperPACs that are buying our elections, so-called "social welfare" organizations are. According to IRS law – 501c4 and 501c6 groups – what are known as social welfare organizations or trade associations – are allowed to spend unlimited amounts of money in our elections – and not disclose a single donor – just as long as they don't explicitly call for the election or defeat of a particular politician. And since the super-rich who are trying to buy Republican politicians would rather stay in the shadows, they're increasingly using these "dark money" groups rather than SuperPACs – which do have to disclose their donors – to influence our elections. According to a new report by Demos and the U.S. PIRG – 50% of all outside spending this presidential race has come from these "dark money" groups. The top 5 "dark money" groups more than $50 million bucks on television adds so far this election, yet Americans only know where 1% of that money actually came from. For all we know, Chinese business tycoons, Saudi princes, or foreign dictators could be funneling money into our elections to help Republicans win. This is the insanity that the Supreme Court gave us in its Citizens United decision.

They hold the same views, pursue the same policies, and are backed by similar interests. Mitt Romney implemented Obamacare in Massachusetts, or Obama implemented Romneycare nationally. Both are pro-choice or anti-choice as political needs change, both tend to be hawkish on foreign policy, both favor tax cuts for businesses, and both believe deeply in a corrupt technocratic establishment.
So while the election lumbers on like the death rattles of the wounded animal known American democracy, no one on either side is asking what the plan is for the next term. For Obama, his team is going into rooms of donors and shouting “Supreme Court”, while mumbling something about bipartisanship and $4 trillion, or Simpson-Bowles. What this means is that term two of the Obama White House will be organized around cutting entitlements.
The White House already tried cutting all three main entitlement programs, last year (cuts to Medicaid are actually cuts to Obamacare, for what it’s worth, since an expansion of Medicaid was a key plank of the new health care law).
The White House agreed to cut at least $250 billion from Medicare in the next 10 years and another $800 billion in the decade after that, in part by raising the eligibility age. The administration had endorsed another $110 billion or so in cuts to Medicaid and other health care programs, with $250 billion more in the second decade. And in a move certain to provoke rebellion in the Democratic ranks, Obama was willing to apply a new, less generous formula for calculating Social Security benefits, which would start in 2015.

Congress Delays Stock Act
Senior executives and political appointees get a temporary reprieve from the STOCK Act. Congress has delayed by a month parts of the new law aimed at preventing high level federal officials from using official knowledge for stock trading. The House and Senate both agreed to the halt just as the American Civil Liberties Union prepared a lawsuit. Plaintiffs included the Senior Executives Association. The law requires posting of executives' financial information to a public web site.

Narrative: On 30 July 2012 a deputy from the Wicomico County Sheriff’s Office began an investigation into a theft at the Royal Farms store located on Ocean Gateway west of Salisbury. The deputy learned that a suspect, later identified as Fred Lykes, approached the register to pay for a purchase. During the transaction, Lykes kept changing his mind about how he wanted the change made and kept trying to pass money back and forth with the cashier. This scheme is often conducted in a manner meant to confuse a cashier and allow the suspect to leave the store with cash he would have tricked the cashier into handing over. The theft was confirmed at the end of the shift when the cash drawer was significantly short.
During the ensuing investigation which led to the identification of this suspect, the deputy watched surveillance video which clearly showed what Lykes was intending to do.
A warrant for the arrest of Lykes was obtained and he was arrested on 2 August 2012 and transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner.
After an initial appearance, the Commissioner detained Lykes in the Detention Center in lieu of $10,000.00 bond.

The deputy believed that Hargis and Sheppard both aggressively assaulted each other which led to the arrest of both. The deputy transported them to the Central Booking Unit where they were processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained both in the Detention Center in lieu of $5,000.00 bond each.

MCDONNELL: Fix Health Care Once By Fixing It Right
Virginia has been a laboratory of democracy since the beginnings of our country, and as we debate the future of health care in our great nation, the Old Dominion should again step forward to lead in the discussion. To do this, Virginia must continue to work toward meaningful health care reform but stand up and object to the significantly flawed national health care mandates that threaten the economic stability of our country.
Three years ago, President Obama told Senate Democrats, “As we move forward on health reform, it is not sufficient for us to simply add more people to Medicare or Medicaid to increase the rolls, to increase coverage in the absence of cost controls and reform. Another way of putting it is we can’t simply put more people into a broken system that doesn’t work.” Mr. Obama has ignored his own advice, and if implemented as intended, the Patient Protection and Affordable Care Act (PPACA) will put 16 million to 20 million people into a broken Medicaid system. In Virginia, our Medicaid program already is nearly 20 percent of the commonwealth’s budget, and this number continues to grow. This is without the proposed Medicaid expansion under PPACA. I was elected to be a careful and responsible steward of our limited tax dollars, and it would be irresponsible to infuse billions of tax dollars into a program that we all agree is broken.

During my shift in the Emergency Room last night, I had the pleasure of evaluating a patient whose smile revealed an expensive shiny gold tooth, whose body was adorned with a wide assortment of elaborate and costly tattoos, who wore a very expensive brand of tennis shoes and who chatted on a new cellular telephone equipped with a popular R&B ring tone. While glancing over her patient chart, I happened to notice that her payer status was listed as "Medicaid"! During my examination of her, the patient informed me that she smokes more than one costly pack of cigarettes every day and somehow still has money to buy pretzels and beer.
And, you and our Congress expect me to pay for this woman's health care? I contend that our nation's "health care crisis" is not the result of a shortage of quality hospitals, doctors or nurses. Rather, it is the result of a "crisis of culture", a culture in which it is perfectly acceptable to spend money on luxuries and vices while refusing to take care of one's self or, heaven forbid, purchase health insurance. It is a culture based on the irresponsible credo that "I can do whatever I want to because someone else will always take care of me."
Once you fix this "culture crisis" that rewards irresponsibility and dependency, you'll be amazed at how quickly our nation's health care difficulties will disappear.

Congressman Harris Putting Good Money After Bad Money
On Monday, Rep. Andy Harris hosted an emergency preparedness meeting in Berlin. He advertised this meeting by sending out 60,000 self-serving postcards.
Harris told us these cost 35 cents each. That's a total of $21,000. Only about 30-35 people attended.
That means taxpayers spent about $650 to get each person to the meeting. A notice in the newspaper would not have cost anything, but Harris wouldn't have gotten his free election-year advertising.
Congressional franking --free mail --has cost taxpayers more than $2 billion total. Legislative efforts this year to reduce franking by 10 percent failed, thanks to Republican opposition, including Harris.
Harris' $21,000 expenditure on this mailing shows what a hypocrite he is. He doesn't deserve a second term in Congress.

Street Trees & The Importance Of Codes
Though tempted, I won’t write a soliloquy today on the many virtues of street trees. Others have done so better than I, including Allan Jacobs, who wrote in the book Great Streets, “Given a limited budget, the most effective expenditure of funds to improve a street would probably be on trees.”
Some of my colleagues have written about the inherent economic value of trees, parsing all manner of numbers and outcomes. Those are interesting intellectually, but they are also frankly numbers that can be gamed depending on the person running them. For me it’s more practical. Trees provide shade. They make a street more beautiful. Both of those things encourage me to be outside more, to walk more, to ride a bike more. It’s really quite that simple.

It will still attract people to visit, live and work because of its physical qualities. But as the city continues to experience rejuvenation, it must take great care to keep enhancing its great assets. And clearly its primary asset is the beautiful, walkable quality of its neighborhoods.
Allow me an analogy: A restaurant may have a loyal base of existing customers, but if it doesn’t take care of new people who come in the door, it will eventually experience stagnation and decline. It’s wise to continue looking for ways to generate new revenue, and not just rely on the “regulars”. Cities are no different. In the case of Savannah in particular, it must continue to enhance the quality of its streets and neighborhoods in places beyond the Historic District, or it will miss a valuable window of opportunity to expand its revenue (happy citizens).

Record Days Continue
At 8:00 AM this morning I took a look at yesterday's traffic as well as how many people are currently on the Site. It turns out Sunday was the biggest Sunday we've ever seen. When I dug deeper it seems that the majority of people visiting actually came to see what had happened with the accident on the Bypass yesterday. At 8:00 this morning there were 4,710 people on the Site. I'd say we're off to a pretty decent start for the day.

Twelve years ago, Bryant Gumbel called me an (expletive) idiot on CBS‘“The Early Show” for defending the Boy Scouts after the U.S. Supreme Court affirmed their right to uphold moral standards for leaders and members.
Whether or not you agree with his unvarnished assessment, I’d like to think most people would contend he crossed a line.
Though he was caught on camera saying it, CBS denied it. Years later,Mr. Gumbel himself smugly confirmed it. This is what liberals mean when they lecture us about keeping a civil tone.

Dog Found 8-6-12
City Police Response To Destressed Dog
Yesterday I called the City Police to 404 Vine St residence where a dog was tied, with what appeared to be about a 3-4 ft chain. ( I believe our County Laws state a dog tied out has to have 6 or 7 feet of chain.) This dog had NO Shelter what-so-ever----only a tree near by !! It was said by the neighborhood children, the dog had no food or water for 2 days as the owners were gone for the week end.
After seeing what I could of the dogs situation, I called in to report to the police. A gentleman on that street let me know the Police came & stayed almost an hr. at the residence.
Thank you City Police for your help in the matter!!!!!! I rode by today----the dogs chain is longer & he now has a house. Food or water-----I do not know, as I can't really see.

'Real' Unemployment Rate Shows Far More Jobless
While the national unemployment rate paints a grim picture, a look at individual states and their so-called real jobless rates becomes even more troubling.
The government's most widely publicized unemployment rate measures only those who are out of a job and currently looking for work. It does not count discouraged potential employees who have quit looking, nor those who are underemployed — wanting to work full-time but forced to work part-time.
For that count, the government releases a separate number called the "U-6," which provides a more complete tally of how many people really are out of work.
The numbers in some cases are startling.
Consider: Nevada's U-6 rate is 22.1 percent, up from just 7.6 percent in 2007. Economically troubled California has a 20.3 percent real rate, while Rhode Island is at 18.3 percent, more than double its 8.3 percent rate in 2007.
Those numbers compare especially unfavorably to the national rate, high in itself at 14.9 percent though off its record peak of 17.2 percent in October 2009.

One of the more messianic moments of the 2008 presidential campaign came when Michele Obama promised that her husband would heal us all.
Only Barack Obama could help us all "fix our souls. Our souls are broken in this nation."
Four years later, it has become more apparent than ever that it is President Obama whose soul is broken. His presidency collapsing around him, the true colors of the man have come to light. What we see now is not pretty.
Even most of Obama's critics in the beginning felt he was basically a nice guy not up to the job. He was a good, decent, well-intentioned man with some incorrect ideas. It seems that analysis was a bit too generous.
President Obama has decided that the only way to cling to power is to obliterate Mitt Romney from a humanity standpoint. Nothing is off limits. The Democratic briefing book that read "kill Romney" is on the verge of being taken literally.
How else does one explain the scorched Earth campaign being waged by the candidate who entered American presidential politics with flowery prose about "hope," "change we can believe in," and "Yes, we can?"

A gunman opened fire Sunday and killed six people at a Sikh temple near
Milwaukee before he was killed in an exchange of gunfire with one of the

1 Dead, 9 Injured In Lightning Strike At Pocono
Lightning strikes at Pocono Raceway after a rain-shortened NASCAR race Sunday killed one fan and injured nine others, one critically, racetrack officials said.
Multiple lightning strikes occurred behind the racetrack's grandstands and outside one of the gates as fans were leaving, Pocono spokesman Bob Pleban said. It wasn't immediately clear how many of the fans were actually struck by the lightning itself or were injured by related jolts.
Seasonal And Birth Death Adjustments Add 429,000 Statistical "Jobs"
Happy by the headline establishment survey print of 133,245 which says that the US "added" 163,000 jobs in July from 133,082 last month? Consider this: the number was based on a non seasonally adjusted July number of 132,868. This was a 1.248 million drop from the June print. So how did the smoothing work out to make a real plunge into an "adjusted" rise? Simple: the BLS "added" 377K jobs for seasonal purposes. This was the largest seasonal addition in the past decade for a July NFP print in the past decade, possibly ever, as the first chart below shows. But wait, there's more: the Birth Death adjustment, which adds to the NSA Print to get to the final number, was +52k. How does this compare to July 2011? It is about 1000% higher: the last B/D adjustment was a tiny +5K! In other words, of the 163,000 jobs "added", 429,000 was based on purely statistical fudging. Doesn't matter - the flashing red headline is good enough for the algos.
