Growth is all about these search engines and I challenge any one of them to publish an image like this one. I'll save them the time, they can't. That goes to any other Blogger out there as well.
People are searching us out with great interest because we tell the real news. I watched WBOC at 5:00 on Channel 21 and for the second day in a row they were telling stories put on Salisbury News two days ago. Go watch it at 6:00 PM and you'll see what I mean. The funny thing is, they said when Dennis comes back on they'll tell you how many days it will be before we see rain again. NOW THAT'S FUNNY!

MARYLAND GOP CHAIR SENDS HEALTH CARE LETTER TO GOVERNOR O’MALLEY
Will Governor O’Malley support health care reform that raises taxes on middle class citizens?
Annapolis, MD – Maryland Republican Party Chairman James Pelura sent a letter to Governor O’Malley on today, asking on behalf of all Maryland citizens for Governor O’Malley to reject the Senate Democrats’ health care bill. The full text of the letter reads:

Dear Governor O’Malley:
Yesterday, a new health care bill was introduced by Democratic Senator Max Baucus of Montana, which brings great anxiety to the citizens of Maryland. This bill not only fails to reduce health care costs for middle class Americans, but it actually increases taxes on common medical services. The last thing Marylanders need are more taxes or unfunded mandates. Marylanders find the idea that the Federal government would transfer the burden of additional Medicaid costs to the states, far too burdensome, especially in the current economy.
Republicans and Democrats do need to work together to reform our health care systems, but it can be done incrementally. The enormous cuts which have been proposed to Medicare come at a time when America faces the largest growth in participation as the baby boom generation comes of age.
At a time when Maryland is already struggling to meet its obligations, taking on these extra expenses will have a devastating impact on Maryland families and our economy. These large unfunded mandates will mean that critical services will have to be cut or state taxes will have to rise. Even Senate Majority Leader Harry Reid has expressed concern over the impact of this bill on his constituents. I hope you can take this to heart for Marylanders.
Families and small business are already struggling with burdensome health care and insurance costs and because of the many mandates currently in place in Maryland, the existing programs are already over-subscribed. Stated simply, America needs health care reform, but shifting the problem and the costs to the states and small businesses does not constitute reform. It is an irresponsible approach, and an affront to the Maryland taxpayers, who will ultimately have to pay the bill.
As Chairman of the Maryland Republican Party, I ask you to stand up for the taxpayers, employers and the fiscal health of our State and oppose this government-run health care experiment. Additionally, I ask that you call on President Obama and Senators Mikulski and Cardin, Congressmen Kratovil, Ruppersberger, Sarbanes, Edwards, Hoyer, Cummings and Van Hollen, to state their opposition to unfunded mandates or any aspect of health care reform that shifts undue financial or regulatory burdens to states. It is time to make clear whether you stand with Maryland workers and families, or support this massive tax increase on the middle class, or will you continue to announce additional furloughs, cuts in services and tax hikes.

Suspect(s): Stephen Weidorfer, age 23 of Millsboro
Resume: On September 17, 2009, the State Police Child Predator Task Force with the assistance of uniformed troopers and State Police Detectives executed a search warrant on the 35000 block of Joanne Drive in Millsboro. The search was a result of an on-line undercover investigation into the possession and distribution of child sexual exploitation images on the internet.
As a result of the search warrant, detectives seized computers and other evidence linking Weidorfer to the crimes.
As a result of the preliminary investigation, detectives arrested Stephen Weidorfer on twenty-nine counts of unlawfully using a computer to depict underage children in prohibited sex acts.
Weidorfer was committed to Sussex Correctional Institute in default of $870,000,000 secured bond.
WARGOTZ SIGNS TAXPAYER PROTECTION PLEDGE
Dr. Eric S. Wargotz, a candidate for the GOP nomination in Maryland's 2010
U. S. Senate contest, has signed a pledge not to raise income taxes on citizens.
The pledge, a project of Americans for Tax Reform (ATR), extracts a written promise from legislators and candidate for office committing them to oppose any effort to increase marginal income tax rates on individuals and businesses. ATR was founded in 1985 by Grover Norquist at the request of President Reagan.
"I first ran for office because I believed fiscal responsibility was not a priority of Maryland's Democratic establishment," stated Dr. Wargotz. "As president of the Queen Anne's CountyBoard of Commissioners, my colleagues and I succeeded in lowering the property tax rate on citizens, reducing the size of government, and implementing reforms intended to enhance efficiencies and transparencies in government.
"Now, with multiple federal bailout plans having been enacted and a costly federal healthcare scheme on the table, I believe it is time to stand up for Maryland's taxpayers again. I hope other senatorial candidates will sign the same promise I did."
Additionally, Dr. Wargotz also addressed a meeting of Americans for Tax Reform in Washington, where he discussed his candidacy.

Incident: Possession of Crack Cocaine
Date of Incident: 15 September 2009
Location: Ed Taylor Road, Salisbury, MD
Suspect: Carl B. Cox, 65, Centreville, MD
Narrative: On 15 September 2009 at 1500hrs, a deputy from the Wicomico County Sheriff’s Office checked on a suspicious vehicle parked at the dead end of Ed Taylor Rd in Salisbury. While speaking with the three occupants of the vehicle, the deputy became alert to possible criminal activity. A WCSO K9 team arrived and the K9 scanned the vehicle for the presence of the odor of illegal drugs. During the scan, the K9 alerted positively to that odor. Based on the alert the deputy searched the vehicle and discovered a smoking device, a spoon and a straw, all with the remnants of crack cocaine present. During the ensuing investigation, Carl Cox claimed ownership of these items.
The deputy placed Carl Cox under arrest and transported Cox to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Cox was released by the Commissioner on Personal Recognizance.

Suspect: Female Juvenile, 17, Pittsville, MD
Narrative: On 15 September 2009 at 4:40 PM, a deputy responded to a residence in the 6500 block of Sixty Foot Road in Pittsville in reference to an out of control juvenile. Upon arrival, the deputy learned that a 17 YOA female who lived there damaged two windows inside the residence. Additionally, the juvenile was also discovered to be in possession of drug paraphernalia.
The deputy placed the juvenile under arrest and transported her to the Wicomico County Sheriff’s Office where the deputy contacted the Department of Juvenile Services. The deputy then completed a juvenile referral and released the juvenile to a parent pending formal court action by the Department of Juvenile Services.

Location: Powellville Road, Willards, MD
Suspect: Christopher A. Stevenson, 24, Willards, MD
Narrative: On 15 September 2009 at 10:16 PM, a deputy from the Wicomico County Sheriff’s office stopped a vehicle for speeding on Powellville Road, just south of Willards, MD. While speaking with the two occupants, the deputy detected that both appeared overly nervous. That, coupled with the other indicators of criminal activity, led the deputy to request a WCSO drug K9 team respond. Upon the arrival of the K9, a scan was conducted for the presence of the odor of illegal drugs. During the scan, the K9 alerted positively to that odor. Based on the alert, the deputy who stopped the vehicle searched the vehicle. During the search, the deputy located individually wrapped baggies of marijuana and a digital scale. Based on the manner of packaging and the presence of the scale, it indicated that the bags were destined for distribution. The passenger in the vehicle, Christopher A. Stevenson, claimed responsibility and ownership of the drugs and was subsequently placed under arrest.
The deputy transported Stevenson to the Central Booking Unit where he was processed and taken before the District Court Commissioner. After an initial appearance, Stevenson was detained by the Commissioner in the Detention Center in lieu of $50,000.00 bond

New Officers Elected By Greater Salisbury Committee
The Greater Salisbury Committee is a regional organization which currently covers six counties including Wicomico, Worcester, Somerset, Sussex, Accomack, and Northampton and works to make the area a better place to live and work.
Also elected were First Vice Chair Dr. Catherine Smoot-Haselnus, president of the Chesapeake Eye Center; Second Vice Chair Gregory Olinde, senior vice president and regional manager of Bay National Bank; and Secretary-Treasurer Michael Langley, vice president and general manager of Pepsi Bottling Ventures.
The outgoing Chair is James R. Thomas, Jr., president of George, Miles and Buhr in Salisbury.
Also elected were three new members of the Executive Committee, including Steven Robinson, president of ISG Insurance in Cambridge; Mat Tilghman of Hanna Kremer Tilghman in Salisbury, and Michelle Wright, vice president of Cornerstone Farms in Mardela Springs.
During the past year, GSC has been heavily involved in region-wide projects such as the continued growth of the Mid-Atlantic Regional Spaceport (MARS) which has been called the fastest-growing economic generator on the Delmarva Peninsula as part of GSC’s long-term goal of stopping the Peninsula’s “brain drain.”

LINE OF SUCCESSION IF OBAMA/SOETORO REMOVED FROM OFFICE
Today is Constitution Day. Sadly, tens of millions of Americans have no clue what it means. Just another day to hit the hog trough or one more day until TGIF. On September 17, 1787, the U.S. Constitution was signed. How very lucky we are there were 39 real men back then who didn't cower at the mere thought of standing up for what they believe in and fighting for it.
It is an appropriate day to look at the consequences of the constitutional crisis we face with the removal of an usurper from office. In this case, an individual who has no legal right to serve as president of our republic. It must be done.
Over the decades we have seen millions demand every president be impeached. Nixon at least stepped down. Bill Clinton, disgraced the nation with his whoring and fought to stay in office. Of course, he had the full support of his militant, Marxist business partner, Hillary Clinton. The stupid Republicans made a mess of the entire, disgraceful "event" by going after Clinton on a sex charge instead of treason among other crimes. They walked right into the trap that was awaiting them.
It was all a set up and America was sold out. I saw David Schippers speak at a Judicial Watch function in Washington, DC; I think in 2000. I've read his book, Sellout: The Inside Story of President Clinton's Impeachment:

Notre Dame Sues Ex-Worker Over $29,000 Tip
Sara Gaspar of Granger says in court documents filed this week that she "thought finally something wonderful had happened" in her life when the school paid her a $29,387 tip on April 17. She said in court documents that she called the school's catering department three times about the payment, but didn't hear back until she received a threatening call from the school in June.
Gaspar says by that point, she had spent the money on a new car and bills.
Notre Dame contends Gaspar should have been paid only $29.87, but was overpaid because of a typing error. The school says in a lawsuit filed Aug. 27 in St. Joseph Circuit Court in South Bend that Gaspar did not notify the school about the error, and instead spent the money knowing it wasn't hers.
Notre Dame says it discovered the mistake in May and requested repayment, but Gaspar refused. The lawsuit accuses her of unjust enrichment, fraud and conversion.

Salisbury News Is Rocking!
Today, our rating has once again dropped down to 277,000, not an easy task when you get below 1,000,00. Our friend NonCents, who was rated at 1,947,518 last month is now at 2,400,000+, yet wants to suggest he's doing so much better, it's a lie.
Some are suggesting we'll fall below 100,000 by the end of the year, placing us in the Major Leagues along with ABC, NBC, CBS, CNN, etc. I believe WMDT was around 340,000 a month ago, so this should tell you just how well and fast Salisbury News continued to grow.
Another Blogger, Pokeme Tattler is rated just over 5,000,000, (yes, that's five million) and now you can see why we chose to remove both Bloggers from Salisbury News. Since they have been removed, we have progressively moved towards the more professional ratings of the MSM while they continue to prove they are losing more of the audience share and daily visitors. The ALEXA numbers do not lie Folks.
Now to be fair, the Daily Times is down to around 84,000, (a month ago) but they are a shared network of ALL Gannett Newspapers world wide, so I'd say we're clearly blowing away the local Daily Times Newspaper, no questions about it. If they had to stand on their own they'd probably be ranked somewhere around the 500,000 mark, a fair guess on my part.
I'd like to fist start off by thanking Barrie Tilghman and Chief Webster for allowing me this opportunity to take something from nothing and make it the talk of the Internet. Without these two we might not even be recognized today, especially in the rankings we now enjoy. The nay sayers can complain all they want, Salisbury News is now one of the top ranking Blogs in all of America, amongst some 80,000,000 Blogs. Think about that number for just a second. 80,000,000 and we're all the way down to being ranked by Google, (who is ranked #1) at 277,000 throughout the world.

Resume: On September 16, 2009, Members of the State Police Kent County Drug Unit, along with the assistance of the State Police Special Operations Response Team and the State Police Governor’s Task Force completed a year long investigation into the sales of crack cocaine in Frederica. Search warrants were executed at 3, 5, 7, and 9 Purnell Street, 116A Lowber Drive, 7 Hillside Drive, and 101 Fifth Street, Frederica. A search warrant was also executed at 203 North Street, Milford by the Milford Police Department. As a result of the investigation, the following was seized: 32.5 g crack cocaine, 101g marijuana, 2 marijuana plants, 2001 Mazda 626, 1998 Mercury Marquis, $6578 U.S. Currency, .22 handgun, .357 Revolver, .22 Rifle, digital scales, and packaging material.

On September 15, 2009 at approximately 11:04 am, Officers of the Salisbury Police received a call to respond to the Walmart Department Store on North Salisbury Boulevard for the report of a shoplifter. Upon arrival the officers met with store security who advised the officers that store employees had observed the below listed suspect take clothing from the store without making payment. The clothing was recovered and returned to the store.

On September 15, 2009 at approximately 3:25 pm, Officers of the Salisbury Police received a call to respond to the Source Gear Store on South Salisbury Boulevard for the report of a theft. Upon arrival the officers met with store employees who advised that a suspect had been observed removing clothing from a table inside of the store. The suspect then fled from the store without paying for the clothing and fled from the area in a vehicle. Officers located the vehicle which was operated by the below listed suspect. A quantity of the stolen property was located within the vehicle. The property recovered from the vehicle was returned to the store. In addition, a search of the vehicle resulted in the recovery of a quantity of suspected crack/cocaine and related paraphernalia, and a search of the suspect resulted in the recovery of a smoking device containing suspected crack/cocaine in his pocket.

On September 15, 2009 at approximately 6:03 pm, Officers of the Salisbury Police received a call to respond to the Walmart store on North Salisbury Boulevard for the report of an altercation with a fleeing shoplifter. Upon arrival the officers met with store security who advised that store employees had observed the below listed suspects take merchandise from the store without making any attempts at payment and then return the merchandise for a refund. The store security personnel advised that as they approached the suspects upon leaving the store, the suspects fled on foot toward a vehicle. During the contact the suspects assaulted the security personnel and became disorderly in the parking lot.

As you can see, no mud anywhere. There are plenty of food vendors there this year and I'd say this event has doubled in size since last year, vendor wise.
Beer is now on the venue, so please be responsible and don't make this an event where the Press will be all over it because of people getting drunk. More importantly, don't drink and ride, or drive.

Update On Bike Week
Ocean City is "overwhelming with great crowds" and everyone is having a great time. One text message came in asking me how the Winter Place Park Grounds were. They had heard it was muddy, this is completely false. I was there this morning and there's not an ounce of mud anywhere. In fact, I'll post some pictures in a few minutes to prove it.
Enjoy this event Folks and to my fellow bikers, remember, watch everyone else and be defensive. To those in vehicles, please be extra careful this weekend as the bikes are sometimes hard to see. Take the extra second to look a second time before you pull out of anywhere.
Christmas In Washington D.C. This Year
The Lagoon Bar & Grill
Chris Davis gave me a tour of the new facility today and I have to tell you Folks, this place is going to be very hard to beat anywhere on the Eastern Shore.
The outdoor bar will seat some 30 people while they'll have additional sections of high top seating and lounge seating throughout.
Large outdoor TV's will be placed just about everywhere for Monday Night Football and other weekly sporting events.
They'll be able to close in the outdoor area during the winter and they've already installed outdoor gas heat.
This place is going to be hopping! For those of you who claimed you didn't want to be around stinky cigars. Well, for one, we're going to take their absolute worst night of the week and SUPPORT this local business by showing up that evening to smoke cigars. Mind you, people will be able to smoke cigars outside during any period, 6 nights a week there won't be a hundred people there smoking cigars at one time. Remember, I said we're going to pick their slowest day of the week.
Chris, thank you for the tour. We appreciate your taking this risk and investing back into Salisbury, especially during such a difficult time. I hope many of you will join us in supporting this business and they expect to have the grand opening in two or three weeks.
Revealed: The ghost Fleet Of The Recession Anchored Just East Of Singapore
The tropical waters that lap the jungle shores of southern Malaysia could not be described as a paradisical shimmering turquoise. They are more of a dark, soupy green. They also carry a suspicious smell. Not that this is of any concern to the lone Indian face that has just peeped anxiously down at me from the rusting deck of a towering container ship; he is more disturbed by the fact that I may be a pirate, which, right now, on top of everything else, is the last thing he needs.
His appearance, in a peaked cap and uniform, seems rather odd; an officer without a crew. But there is something slightly odder about the vast distance between my jolly boat and his lofty position, which I can't immediately put my finger on.
Then I have it - his 750ft-long merchant vessel is standing absurdly high in the water. The low waves don't even bother the lowest mark on its Plimsoll line. It's the same with all the ships parked here, and there are a lot of them. Close to 500. An armada of freighters with no cargo, no crew, and without a destination between them.

Knife Point Robber’s Identity Sought
Location: 7-Eleven, 3700 Kirkwood Highway, Wilmington, Delaware
Date and Time: Sunday, September 13, 2009, at 1:50 a.m.
Suspect(s): White male, 40-50 years old, 6’ tall, approximately 200 lbs., tattoo on the left and right forearms, wearing a green t-shirt, black shirt over his head, jean shorts and black shoes.
Resume: On Sunday, September the 13th, at 1:50 a.m., a robbery occurred at the 7-Eleven store located at 3700 Kirkwood Highway in Wilmington.
In this incident, the below-pictured suspect entered the store and asked for a pack of cigarettes. When the clerk began to complete the sale, the suspect displayed a knife and demanded money from the cash register.
The victim complied with the suspect’s demands and he obtained an undisclosed amount of money. The suspect then fled the store in an unknown direction.

Re: Proposed Greyhound/Shore Transit Terminal on Calvert St
Dear Mr. Pick,
On behalf of our members, we are writing to express strenuous opposition to the proposed terminal for Greyhound and Shore Transit buses.
According to the attached Daily Times articles, Council will be asked to approve “a new permanent location” for a Greyhound bus terminal that would share Shore Transit’s hub location on Calvert Street. This venture would not be in the best interests of Downtown Salisbury, today or in the future.
East Main Street businesses, especially the offices and shops staffed by women, believe they know some bus passengers too well. They see them disembark. They encounter them trying to enter the stores and offices.
Currently, these bus passengers enter East Main Street businesses as customers leave. The passengers usually ask to use the washroom. In one instance, when the request was denied, the male passenger relieved himself on the store window. Business owners are convinced requests and incidents like this will be more common if more passengers are offloaded on Calvert Street.
Most of the East Main Street merchants are threatened by the male bus passengers who enter their stores, especially when two or more come in together. They worry about shoplifting and other more serious crimes. Those fears have caused most of stores to control access. Many have installed video cameras to heighten security.
Our members are also concerned about the impact on vehicular traffic, pedestrian safety and the environment.
Greyhound would add 12 buses a day. Any increase in the number of buses pulling into and out of Calvert Street will increase congestion and the risk for motorists on and around one of the busiest intersections in the urban core.
More buses will also mean more passengers and thus, more pedestrians. The possibility of accidents will increase as pedestrians compete with more buses and motorists in this compact, heavily traveled node.
Increasing the number of buses will also have a negative effect on the environment. Greyhound promotes their new buses as being eco-friendly. Despite this claim, more buses will increase the community’s carbon footprint which is the opposite of the City’s plan for the future. Furthermore, it has been proven that the appeal of every urban area increases in direct relation to the walkability of the environment. Currently, Downtown Salisbury has a walkability rating of 67. All of us should be
working together to improve our rating to 100. In other words, the greener the area, the more people will want to live, work, shop and relax Downtown.
As importantly, City Council endorsed the Main Street Master Plan created by Urban Salisbury to make Downtown more attractive and more inviting to residents, visitors and investors. Adding or expanding a bus terminal will not help to achieve those goals.
We strongly urge the Mayor and Council to reject this proposal. If a new temporary or permanent terminal is needed for Greyhound and/or Shore Transit, the Mayor and Council should work with them to find a larger site in a less congested location so their buses and passengers can be accommodated comfortably.
Thank you for allowing us to explain our position. We will be happy to meet with the Mayor, Council and you to find a mutually satisfactory solution to this problem.

Maureen Dowd wrote another unfortunate, poorly argued, and thinly researched column yesterday. She alleges that racism is behind the growing suspicion of the Obama administration and its initiatives. But almost everything we've seen so far has a parallel with liberal attacks on George W. Bush. By 2005, Democrats were booing him openly during his State of the Union address. Rep. Pete Stark called him a liar on the House floor. In fact, the response so far to Obama is mild in comparison to what Bush endured. That does not excuse the boorishness of Joe Wilson, but his tirade is symbolic of our loss of decorum since 2002/2003.
As we all remember, novels were published outlining dreams of killing Bush; a film on that theme won an award. Al Gore, John Glenn (of all people!), and Robert Byrd compared Bush to a brownshirt or Nazi, and they were echoed in the popular culture by the likes of Linda Rondstadt and Garrison Keiler ("brownshirts in pinstripes"). There was no liberal outcry in response.
The Guardian published a sick column by one Charles Brooker, who asked out loud, "John Wilkes Booth, Lee Harvey Oswald, John Hinckley Jr. — where are you now that we need you?" Howard Dean, head of the Democratic party, raged, "I hate the Republicans and everything they stand for." I think it was The New Republic that published Jonathan Chait's infamous "Why I Hate George W. Bush" article — imagine the outcry should anyone now do the same reprehensible thing with Obama substituted for Bush (e.g., "Why I Hate Barack H. Obama"). A play ran in New York called "I'm Gonna Kill the President."
Michael Moore was not censured by Democratic grandees for his horrendous comments (such as describing the insurgents in Iraq as modern-day Minutemen), but was instead rewarded with invitations from top Democrats, presumably because he was deemed useful. So far, unhinged Republican senators have not blasted Obama and suggested that our troops are akin to Nazis, terrorists, Khmer Rouge killers, and Baathists (in the manner of Senator Durbin or the late Senator Kennedy).
When an Iraqi threw shoes at President Bush, there was plenty of undisguised delight among liberal columnists and bloggers. I can imagine the response had a Bush-appointed green-jobs czar said that 9/11 was a government inside job, that Democrats were "a—holes," that Obama was like a crackhead, and that black people were more prone to shoot people and pollute. He would be fired on the spot, and his insanities cited as proof of larger social pathologies.
Joe Wilson was boorish and absolutely wrong to have yelled out during a presidential speech. And a few of the signs at Saturday's march in Washington were, like their counterparts on the left during their marches, way over the top. But so far, we have seen in the opposition to Obama none of the hatred and sickness that characterized a wide swath of opinion on the left during the Bush years — hatred and sickness that were mainstreamed by the likes of Alfred Knopf, the Guardian, and the Democratic party.
So far, the New York Times has not offered a discount to run a politicized ad like "General Betray Us" attacking Obama. I don't remember Ms. Dowd herself complaining about the tone of any the above, but I do recall her own mean-spirited offerings, like her recent silly admission that "In the past week, I’ve twice been close enough to Dick Cheney to kick him in the shins. . . . I didn't. It's probably a federal crime of some sort. But a girl can fantasize." Write about Obama in the manner Dowd did about Cheney, and one would of course be called a racist. This is all puerile and shameless.
The present poisoned atmosphere began in the 1980s and 1990s with virulent partisan attacks on Reagan and Clinton. But it was between 2004 and 2008 that the Left introduced a particularly sick sort of hatred to the political give-and-take, reminiscent of the lunatic right during the mid-1950s.
So far the opposition to Obama has not followed the Bush-hating exemplar, and let us pray that it does not. But there is a growing public perception that a Left that used every means to achieve its ends is suddenly terrified that others as crass might follow its own unfortunate lead. One of the most surreal developments of the last nine months has been to see Times columnists who were particularly unfair and vicious in their 24/7 attacks on the prior administration now call for more civil discourse and impugn the motives of Obama critics, apparently in bewilderment that anyone would question the president's competence or sincerity. This is all quite amazing, really.

A number of experts believe that aggressive enforcement of the 1970s-era Community Reinvestment Act contributed to the mortgage meltdown, and thus to the greater financial crisis, by requiring financial institutions to lend to unqualified borrowers. Now, the Democratic majority in the House of Representatives is responding to that situation by proposing to expand the scope and power of the Community Reinvestment Act.
This morning House Financial Services Committee chairman Rep. Barney Frank held a hearing on H.R. 1479, the "Community Reinvestment Modernization Act of 2009." The bill's purpose is "to close the wealth gap in the United States" by increasing "home ownership and small business ownership for low- and moderate-income borrowers and persons of color." It would extend CRA's strict lending requirements to non-bank institutions like credit unions, insurance companies, and mortgage lenders. It would also make CRA more explicitly race-based by requiring CRA standards to be applied to minorities, regardless of income, going beyond earlier requirements that applied solely to low- and moderate-income areas.
Republicans on the committee strongly oppose the plan. "Instead of looking to expand the number of institutions that must abide by Community Investment Act regulations," California Rep. Ed Royce said in prepared opening remarks at today's hearing, "I think we should reassess the role this and other government mandates played in the financial collapse and consider scaling it back."
In private conversation, other Republicans were more emphatic. "There is clearly arguable evidence that the CRA is at the root of this financial meltdown," says one GOP committee member. "So what do they do? They try to expand CRA."
But Democrats, led by H.R. 1479 sponsor Rep. Eddie Bernice Johnson, claimed that expansion of CRA is much-needed. "Congress has passed a number of laws designed to combat redlining and eliminate housing discrimination," Johnson said at the hearing. "Unfortunately, we all know that redlining still occurs."
Then there is the ACORN angle. Republican critics point out that the Association of Community Organizations for Reform Now has used the CRA to pressure banks to pour money into ACORN and its affiliates, allowing ACORN to facilitate loans to clearly unqualified borrowers. Now, with ACORN under fire after a series of undercover videos showing ACORN workers in Baltimore, Washington DC, New York, and California openly encouraging prostitution, tax evasion, and other crimes, Republicans on the committee are citing the CRA-ACORN connection as yet another reason the Act should not be expanded.
Johnson's bill has 51 co-sponsors, including some of the most liberal members of the House, like Reps. Dennis Kucinich, John Conyers, Bobby Rush, Steve Cohen, and Barbara Lee. Given the Democrats' tremendous numerical superiority in the House, if the majority wants to expand CRA, Republicans will be unable to stop it.
