Workers in a Russian region have been given today off to have sex in a bid to boost the birth rate.
Today has been declared the Day of Conception in Ulyanovsk, Lenin's birthplace, when couples are told go to home and multiply.
If they succeed they could win a car, cash or a fridge.
Under the city council's "Give Birth to a Patriot" scheme, those who give birth on June 12, Russia Day, will get a prize.
The winning couple of the grand prize - a locally made 4x4 car - are judged by a committee on criteria such as "respectability" and "commendable parenting".
The scheme is championed by the Ulyanovsk governor, Sergei Morozov.
"The leadership (of the country) is interested in the family," he told AP Television News.
Since the scheme started three years ago the region's birth rate has increased.

American Ninja Warrior Winner Isaac Caldiero: First Champ in 7 Seasons
After seven seasons and thousands of competitors, NBC’s “American Ninja Warrior” finally crowned a winner, after not one, but two competitors completed the fourth and final stage of the challenge for the first time in the show’s history.
Since the series began in 2009, no athlete had ever progressed past the third stage of the competition, but in the season seven finale, both Geoff Britten and Isaac Caldiero finished the seemingly impossible course. Britten completed Stage 4 first, but Caldiero subsequently beat his time by 3.6 seconds, enabling him to win the challenge and the $1 million grand prize — meaning that Britten went home empty-handed.

President Obama Orders Behavioral Experiments On American Public
“A growing body of evidence demonstrates that behavioral science insights — research findings from fields such as behavioral economics and psychology about how people make decisions and act on them — can be used to design government policies to better serve the American people,” reads the executive order, released on Tuesday.
The new program is the end result of a policy proposal the White House floated in 2013 entitled “Strengthening Federal Capacity for Behavioral Insights.”

OJ Simpson appeal rejected by Nevada Supreme Court
LAS VEGAS (AP) — A lawyer for O.J. Simpson said Friday they'll decide their next step after the Nevada Supreme Court rejected the imprisoned former football star's latest appeal of his 2008 kidnapping and armed robbery conviction.
Attorney Patricia Palm said she needed to talk with Simpson at Lovelock Correctional Center about the Thursday ruling by a three-member panel of the state high court, and whether he wants to appeal to federal court.
The Nevada justices issued a detailed 16-page decision saying they found there was no reason to overturn Clark County District Court Judge Linda Marie Bell's findings in the case and give Simpson a new trial.
The court said Simpson failed to show that his notoriety following his 1995 acquittal in Los Angeles in the deaths of his ex-wife, Nicole Brown Simpson, and her friend, Ronald Goldman tainted his trial in Las Vegas, and he failed to demonstrate that his lead trial lawyer, Yale Galanter, had a conflict of interest.
"We ... conclude the district court did not err in denying these claims," justices Ron Parraguire, Michael Douglas and Michael Cherry said.

OCPD Reminds Citizens to “Share the Road” During OC BikeFest
“It is up to all motorists and motorcyclists to make our roads safer,” commented Chief Ross Buzzuro. “Drivers should perform visual checks for motorcyclists by checking mirrors and blind spots before they enter or exit a lane of traffic. Pedestrians should also get into the habit of scanning for motorcyclists who might be hidden by other traffic.”
According to the National Highway Traffic Safety Administration, motorcyclists are much more vulnerable than a passenger vehicle in the event of a crash. Motorcyclists are reminded to remain alert to other drivers, never ride impaired or distracted, and always wear a helmet and other protective gear.

An Italian-Chinese medical team plan to perform the world's first head transplant in China, one of the surgeons said Friday, amid concerns over medical ethics in the country.
Ren Xiaoping, who along with Italian surgeon Sergio Canavero, hope to attempt the procedure within two years, but only if the preparatory research and tests go according to plan, Ren said.
"A lot of media have been saying we will definitely attempt the surgery by 2017, but that's only if every step before that proceeds smoothly," Ren told AFP.
Canavero, who leads the Turin Advanced Neuromodulation Group, first announced his project in 2013, saying at the time that such a procedure could be possible as soon as 2016.
But this timeline seems extremely unlikely given the numerous obstacles and gaps in knowledge.

Public defender’s division challenges juvenile sentences
BALTIMORE (AP) — The Maryland Office of the Public Defender’s post-conviction division has adopted a strategy to help ensure juveniles convicted of crimes and serving life sentences without the possibility of parole are resentenced following a U.S. Supreme Court ruling that such punishments are cruel and unusual.
Under the division’s new Youth-Resentencing Project, attorneys will investigate all life-without-parole cases to determine if the crime occurred before the convict reached age 18 and examine other cases involving juvenile offenders serving long sentences short of life without parole, said division chief Becky Feldman.
“We are looking at what if anything we can do to get them in court, to get them resentenced,” she added.
The project’s launch was spurred by the high court’s 2012 Miller v. Alabama decision that mandatory life-without-parole sentences for juveniles violate the Eighth Amendment ban on cruel and unusual punishment.

MOSCOW — There was a time when the arrival of Alexander Borodai and his posse of camouflaged gunmen could clear out a restaurant in just minutes.
But that was in Donetsk, Ukraine, in 2014, where Borodai was prime minister of a pro-Russian separatist government. Now, he is back in his native Moscow and, as he tells it, back to his old day job as a public relations consultant.
“When you are not on television, people start to forget what you look like,” he said, sinking into a cream-colored sofa in a tony Moscow restaurant for an interview. “And thank God for that. It was hard to go out on the street at first.”
It is an unlikely, perhaps unbelievable, transformation for the most prominent Russian citizen in the war in Ukraine and the possible target of a Dutch investigation into the missile attack on a Malaysian airliner in July last year that killed 298 people.

MIKULSKI ANNOUNCES MORE THAN $4 MILLION IN FEDERAL FUNDING TO INCREASE ACCESS TO MARYLAND COMMUNITY HEALTH CENTERS AND KEEP FAMILIES HEALTHY
The funds will be used by 14 community health centers across the state for expanded services and construction.
WASHINGTON – U.S. Senator Barbara Mikulski (D-Md.), Vice Chairwoman of the Senate Appropriations Committee and a senior member of the Senate Health, Education, Labor and Pensions (HELP) Committee, today announced that, thanks to the Affordable Care Act, 14 community health centers across Maryland have been awarded a combined total of $4,161,916 in federal funding from the U.S. Department of Health and Human Services (HHS) to increase access to health care services in Maryland. Community health centers provide comprehensive, high quality primary and preventive care to Americans in rural and urban communities, who otherwise may face hurdles in accessing basic health care services.
“Community health centers provide an important safety net for the people who need it most,” Senator Mikulski said. “During the debate over health reform, I fought to end the punitive practices of health insurance companies, but I also fought to expand access to needed health care services. Walker's plan calls for eliminating unions for employees of the federal government, making all workplaces right-to-work unless individual states vote otherwise, and scrapping the federal agency that oversees unfair labor practices.
Union leaders are livid. Tony Reardon, president of the National Treasury Employees Union that represents 150,000 federal workers, said Walker is "declaring a war on middle class workers."
But in an interview with The Associated Press on Monday, Walker said no one should be surprised.
"I think people would be shocked if the governor who took on big government special interests wouldn't do it at the federal level," Walker said by telephone as he waited to board a plane to Las Vegas where he was to spell out his "Power to the People" proposal in a speech late Monday afternoon.

The Maryland Association of Boards of Education (MABE), which the Board has hired to conduct the superintendent search, will hold Stakeholder Input Sessions at 7 p.m. Wednesday, Oct. 14 in two locations: the cafeterias of both James M. Bennett High School and Salisbury Middle School. These 7 p.m. sessions will be for the entire community: parents, students, business leaders, community members, public officials, and other interested parties.
Both locations will also host Stakeholder Input Sessions for staff at 4 p.m. that day.

Maryland health officials announce first West Nile death of 2015
Health officials said the death was confirmed on Monday to be attributed to West Nile virus.
"This is very unfortunate, and though not common, we do know that people can die from West Nile Virus infection" Deputy Health Secretary Dr. Howard Haft said in a statement. "While the virus can occur symptom-free in people and resolve itself naturally in a few weeks, it can cause sickness or death, typically in older people.”

“Walk Smart” Campaign Earns National Award
The “Walk Smart Campaign” began in the winter of 2013 after the Ocean City area experienced a significant increase in pedestrian collisions in 2012. Since the campaign went into effect, there has been no fatalities as a result of a pedestrian collision. Two years later, the Pedestrian Safety Committee continues to see dramatic decreases in the number of pedestrian collisions and has experienced 50 percent less year-to-date in 2015 than in 2014.
In addition to the Ocean City Police Department and Town of Ocean City, the Pedestrian Safety Committee is comprised of the Maryland State Highway Administration, Maryland Highway Safety Office and a number of private businesses in the Ocean City Community. Without the support from partnering agencies, the “Walk Smart” campaign would not be possible.
Refugees, Or Invaders?
Syrian refugees are pouring into Europe and the United States is poised to take at least 10,000 of them. Not to be outdone, Germany wants to take 800,000 refugees. What a compassionate gesture toward fellow human beings whose lives are disrupted by civil war and chaos in their home countries.
But how many of these “refugees” are fleeing to the West to make a better life for themselves and how many are soldiers of Islamic jihad, part of an advance wave of invasion?
Where are these refugees coming from? There are nine civil wars going on now in Islamic countries between Pakistan and Nigeria. Of the refugees arriving in Syria, and presumably here in the U.S., one-third are from Syria. 12 percent are from Afghanistan and another 12 percent from Eritrea. 5 percent each from Somalia and Nigeria. Are these countries friendly to us? We recently fought a war in Afghanistan and Somalia was the home of Black Hawk Down, where 18 U.S. special operations soldiers were killed.

Never licensed as a school, Trump University was in reality a series of real estate workshops in hotel ballrooms around the country, not unlike many other for-profit self-help or motivational seminars. Narrative: On 15 September 2015 at 11:54 PM, a deputy made contact with Jermel Moss during an investigation on Naylor Street in Salisbury. During the encounter Moss made a statement that he had been using drugs all day and had marijuana with him. During a subsequent search the deputy did locate marijuana but also recovered what would be identified as ecstasy. The deputy placed Moss under arrest and transported him to the Sheriff’s Office for processing.
While in a cell at the Sheriff’s Office, Moss defecated on the floor and then took the feces in his hand and not only wiped it on the wall of the cell but also wrote with it. Moss also spread the feces on the glass window of the cell.
The deputy transported Moss to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Moss in the Detention Center in lieu of $5,000.00 bond.

A 41-year-old Baltimore man was convicted Tuesday afternoon of second-degree murder in the stabbing death of a 17-year-old boy — a crime that occurred just months after his release from prison for two other murders.
A city jury convicted David Thornton of second-degree murder and openly carrying a deadly weapon in the March 8, 2014, killing of Jawan Henry, which occurred in the 2600 block of Mura St. Prosecutors said the two had argued over $10 owed to Henry by Thornton's girlfriend for doing chores.
Thornton was originally charged with first-degree murder. He faces a maximum penalty of 33 years for second-degree murder and the weapons charge.
In 2006, Thornton was sentenced to eight years in prison for two killings. Both the prosecutor and Thornton's defense attorney at the time agreed the cases were rife with challenges, and said that while the eight-year sentence was light, "maybe he can't kill anyone … while he is in prison."

Just because the exec who runs your company makes more money than you do doesn’t mean you’re a worthless peon who should go on food stamps. Or maybe not. It’s bad enough that average S&P 500 CEOs make more than 200 times in compensation than the median income of their workers. If the median worker income is $50,000, that’s a mere $10 million a year—not including stock, long-term incentive plans, massive amounts of perks, etc.
But wait. There’s more. That 200-to-1 ratio is chicken feed compared with unabashedly greedy CEOs who are the real high rollers. The Glassdoor Economic Research team analyzed data from S&P 500 companies to determine the highest and lowest ratios of CEO to worker pay. The results are astounding.

Support for the Alternative for Germany (AfD), a right-wing party that backs a tough line on immigration, has risen to its highest level in nearly four months as an influx of refugees from the Middle East gathers pace, a poll showed on Tuesday.
The INSA poll for German daily Bild showed support for the AfD, which was dogged by infighting in the first half of the year and saw its founder break away to form a new party, climbing to 5.5 percent, its highest level since late May.
The survey also showed support for German Chancellor Angela Merkel's conservative bloc slipping 1.5 points to 40 percent, still the strongest party by far, but its lowest reading since late June.
Merkel was feted in Germany earlier this month for opening Germany's borders to refugees fleeing war in Syria, Afghanistan and Iraq, but has since backtracked amid an outcry from the leaders of Germany's 16 federal states.
"The refugee crisis is pulling the conservatives down and pushing the AfD over the 5 percent threshold," INSA head Hermann Binkert told Bild.
Presenting its asylum policy at a news conference in Berlin last Monday, the AfD backed the introduction of border controls to stem the tide of refugees entering Germany from Hungary, via Austria.

WASHINGTON – U.S. Senators Barbara A. Mikulski (D-Md.) and Brian Schatz (D-Hawai‘i) today introduced the Federal Employees Paid Parental Leave Act (FEPPLA), legislation that would provide federal employees with six weeks of paid leave, under the Family and Medical Leave Act, for the birth, adoption, or fostering of a child.

In the quest to determine why some people remain in good physical and mental health until a very old age and others don't, scientists working with fruit flies suggest that a factor of healthy aging could be found in the gut.
Other recent studies have begun connecting diseases such as diabetes and Parkinson's to changes in gut bacteria, although they have not pinpointed the ideal composition.
"Age-onset decline is very tightly linked to changes within the community of gut microbes," says senior author David Walker of the University of California, Los Angeles in the US. "With age, the number of bacterial cells increase substantially and the composition of bacterial groups changes."
The research team used fruit flies because of their short life span -- which lasts an average of eight weeks -- and the diverse ages at which they die.
"One of the big questions in the biology of aging relates to the large variation in how we age and how long we live," says Walker.
What's more, scientists have identified all the genes of the fruit fly, and are able to switch them on and off individually.
Springboarding off previous research in which they observed that the flies develop leaky guts within days before dying, they analyzed the gut bacteria -- collectively referred to as the microbiota -- of more than 10,000 female flies.

Greek coastguards seize huge shipment of arms and ammo 'bound for Libya'
A huge stash of weapons and ammunition has been found hidden aboard a cargo ship understood to be bound for Libya.
Greek authorities seized 5,000 shotguns and half a million rounds of ammunition found aboard the Haddad 1, a coast guard official said on Wednesday.
Videos released by the Hellenic Coast Guard show officers uncovering the arms, which it said had no accompanying documents and were concealed by furniture and gym mats.
The crew of seven – which is reportedly made up of Syrians, Egyptians and Indians – were arrested as inspectors searched 14 shipping containers aboard the Bolivian-registered vessel.
The ship is understood to have set off from the Turkish port of Iskenderun, about 50km from the Syrian border, at the end of last month and was intercepted near Crete.

The EFF provided evidence in two of its cases that it was not just AT&T that helped the NSA collect phone records for millions of Americans, but also Verizon Wireless and Sprint. This information was not previously given by the government, which claimed that it was a state secret.
Despite all the revelations in the media from Snowden’s documents and other sources that the U.S. government is collecting citizens’ information, the administration is still claiming that either individuals or organizations such as the EFF have “no standing” to sue because they can’t prove that they were spied upon.
Of course, this kind of argument quickly turns into circular logic, because such evidence is often secret and can’t be easily given away via FOIA requests either (the released documents are often heavily redacted to the point of being useless). Therefore, you can’t prove you were spied upon because that information is typically classified.
Still, this time the EFF managed to get some evidence that AT&T, Verizon Wireless and Sprint were involved in helping NSA with the mass collection of phone records, from filings made to the secret Foreign Intelligence Surveillance Court (FISC) that were recently made public.

The National Park Service already prohibits smoking inside its buildings and in many outdoor spots included in its many miles of landholdings, and now vaping with an e-cigarette will be banned as well: the agency announced Monday that e-cigs can’t be used anywhere traditional smoking is already prohibited.
National Park Service Director Jonathan Jervis announced the new policy, calling it a step to safeguard people’s health, according to U.S. News & World Report.
“Protecting the health and safety of our visitors and employees is one of the most critical duties of the National Park Service,” Jarvis said. “We are therefore extending the restrictions currently in place protecting visitors and employees from exposure to tobacco smoke to include exposure to vapor from electronic smoking devices.”
Park service employees were clued in last week, in a memo that cites disputed findings about the risks of secondhand vapor inhalation, and e-cigarettes emitting formaldehyde and other toxic chemicals.
The new policy was introduced “out of an abundance of caution in light of the scientific findings and uncertainty to date, and in the interest of equity,” the memo to employees read.

Layoffs to begin this fall at Home Depot center in Hagerstown
A transition is under way at the Home Depot distribution center near Hagerstown that is expected to significantly reduce the more than 300 jobs there, although the exact number of positions to be cut is not yet determined, according to a company official.
The Maryland Department of Labor, Licensing and Regulation issued a Work Adjustment and Retraining Notification last week reporting that 315 jobs could be eliminated at the 800,000-square-foot distribution center on Hunter's Green Parkway.

Nobel Prize winner Shiller warns of market bubble
Fears of a bear market for U.S stock markets came back to the fore Monday with Nobel Prize-winning economist Robert Shiller warning of rock-bottom investor sentiment in his latest research.
The Yale University economist told the Financial Times over the weekend that his confidence surveys were signaling investors were currently at their most fearful of an overvalued market than they have been since the dot-com bubble in 2000.
"It looks to me a bit like a bubble again with essentially a tripling of stock prices since 2009 in just six years and at the same time people losing confidence in the valuation of the market," he told the newspaper in an article published Sunday.
However, analysts and strategists have played down talk of overvalued equity markets, despite seven years of ultra-loose monetary policy.
"Absolutely not ... I just don't see it." Michael Gurka, founder and president of BruinHill Partners, told CNBC on Monday when asked whether he thought U.S. stocks were in a bubble.
"I think that if there is a bubble it's so far down the road that we need to see much higher inflated prices to warrant that."

Incident: Burglary Investigations

Narrative: Between 12-14 September 2015, the Wicomico County Sheriff’s Office has investigated several reported break-ins to garages and automobiles. In all of the instances of entry into a garage, it was discovered that the garages had been left unlocked. In most of the break-ins to
the vehicles it was also determined that they were left unlocked. There was an incident where a window in a vehicle was smashed so the perpetrator could access the item inside.
These incidents have been reported in the county in neighborhoods adjacent to the Old Ocean City Road and Coulbourn Mill Road areas.
The Sheriff’s Office reminds everyone to secure their vehicles and lock the exterior doors that lead to their garages. It is also a good practice to
not leave items such as electronic devices, purses or wallets in plain view inside a vehicle.

After nearly eight years of the East Wing’s politics of mope and complain, it’s refreshing to see a presidential candidate’s spouse who is always smiling.
Candy Carson — wife of GOP 2016 hopeful Dr. Ben Carson, mother of three sons, and grandmother of two — is the anti-Michelle Obama. She’s a quiet but confident ray of sunshine: down-to-earth, devoutly Christian and proudly patriotic.
While Mrs. Obama first gained notoriety carping about racism and trashing America, Mrs. Carson helped kick off her husband’s 2016 bid by playing the violin with a gospel choir as they performed a joyful, rousing rendition of The Star-Spangled Banner.
I met the couple, who recently celebrated their 40th wedding anniversary, a few weeks ago during a campaign stop in Colorado Springs. Dr. Carson’s dazzling career as a Johns Hopkins pediatric neurosurgeon is well known. But Mrs. Carson’s own personal story is remarkable as a standalone exemplar of the American Dream achieved.

Carbon Fiber Drone Looks Like A Tough Paper Airplane
In everything but material, Carbon Flyer is a fancy paper airplane. With two propellers and a Bluetooth controller, it’s a lot like the PowerUp 3.0 remote control paper airplane the FAA strangely approved as a drone. Instead of a body built from looseleaf, the plane’s structure is carbon fiber, giving it a rigidity and strength that paper lacks. In addition, it has a camera and lights, making it far more drone than its folded-sheet appearance suggests.
In January, the Carbon Flyer surpassed its IndieGogo crowdfunding goal by 637 percent. Last month, they sent their prototype plane to the factory The airplane is controlled by an app on either an iPhone or an Android, and with Bluetooth 4 it can be controlled up to 240 feet away from the pilot. That’s less distance than it sounds - a pilot in one end zone of a football field could steer the plane almost to the opposing 20 yard line, but to retain control, the plane would probably have to turn back sooner so the signal isn’t lost.
As a toy, the Carbon Flyer seems like a lot of fun. As a remotely controlled unmanned aerial vehicle, capable of recording video, it straddles the very edge of what counts as a toy.

Married 50 + years
After being married for 50 years, I took a careful look at my wife one day and said, "Fifty years ago we had a cheap house, a junk car, slept on a sofa-bed and watched a 10-inch black and white TV. But hey I got to sleep every night with a hot 23-year-old girl.
Now ... I have a $750,000 home, a $45,000 car, a nice big bed and a large screen TV, but I'm sleeping with a 73-year-old woman. So I said to my wife "it seems to me that you're not holding up your side of things."
My wife is a very reasonable woman. She told me to go out and find a hot 23-year-old girl and she would make sure that I would once again be living in a cheap house, driving a junk car, sleeping on a sofa bed and watching a 10-inch black and white TV.
Aren't older women great?

Newest Pluto pictures show jumbled mountains, possible dunes
CAPE CANAVERAL, Fla. — The spigot has opened again, and Pluto pictures are pouring in once more from NASA's New Horizons spacecraft.
These newest snapshots reveal an even more diverse landscape than scientists imagined before New Horizons swept past Pluto in July, becoming the first spacecraft to ever visit the distant dwarf planet.
"If an artist had painted this Pluto before our flyby, I probably would have called it over the top — but that's what is actually there," said Alan Stern, New Horizons' principal scientist from Southwest Research Institute in Boulder, Colorado.
In one picture, dark ancient craters border much younger icy plains. Dark ridges also are visible that some scientists speculate might be dunes.

AFSCME and DPSCS reach agreement on department HR restructure with no layoffs
Baltimore --- The American Federation of State, County and Municipal Employees (AFSCME) Maryland Council 3 announced
today an agreement with the Maryland Department of Public Safety and Correctional Services (DPSCS) regarding the department’s
restructuring of the Human Resources Division. The new plan no longer involves any job losses. Instead, employees who may have
been separated will now be relocated to vacant positions within DPSCS.
“AFSCME members are pleased to reach a mutual understanding with Secretary Stephen T. Moyer which respects
the service of and protects the jobs of these hard-working employees, while still allowing the department to
reorganize human resources functions,” said AFSCME Maryland Council 3, President Patrick Moran.
The original plan would have abolished 63 positions and would have resulted in layoffs. The department will establish human
resources “hubs” in Baltimore, Cumberland, Hagerstown, Jessup and Westover. The new plan allows workers to remain
in state service within the DPSCS.
