NARRATIVE:

On December 16, 2008 the Fruitland Police Department requested the Wicomico Bureau of Investigation assist them with a theft investigation that involved one of their officers. Detectives responded and were assisted by the Fruitland Police Department in the investigation. The officer was charged with misdemeanor theft from Kmart on Tilghman Road, Salisbury, Wicomico County, MD.

The Officer was taken to the Wicomico Detention Center where she was charged and released on personal recognizance.

MIKULSKI, CARDIN ANNOUNCE MORE THAN $8,000 FOR ELDORADO BROOKVIEW VOLUNTEER FIRE DEPARTMENT

WASHINGTON, D.C. – U.S. Senators Barbara A. Mikulski and Benjamin L. Cardin (both D-Md.) today announced the Eldorado Brookview Volunteer Fire Department (VFD) in Dorchester County has been awarded $8,940 in federal funding through the U.S. Department of Homeland Security’s Assistance to Firefighters Grant Program (AFGP). Senator Mikulski is on the Homeland Security Appropriations Subcommittee that funds the AFGP and fights each year to increase its federal funding. Senator Cardin is a member of the Budget Committee, which each year sets priorities for funding to federal agencies, including the Department of Homeland Security.

“I know how important this funding is to Maryland communities – often it’s the difference between life and death. First responders protect our homes and communities, and the federal government has a responsibility to protect them by providing them with the tools they need to do their jobs safer and smarter,” said Senator Mikulski. “Every day when our first responders report for duty, they don’t know what they will face. That’s why I fight every year for the equipment, training, and staffing our protectors and communities deserve.”

Senator Cardin said, “First responders have always been on the front lines, keeping our families and our neighborhoods safe from harm. I thank these brave men and women for their continuing service and sense of duty to our community. I am proud to support federal investment through local grants like this, which is essential to ensure our community heroes have the equipment and training they need to do their jobs safely and efficiently.”

The Eldorado Brookview VFD will use the funding to purchase new emergency medical services equipment. For more information, call Chief William Hodges at 410-943-4004. This is the third award for the department. In 2004, the Eldorado Brookview VFD was awarded $18,630 to purchase new communications equipment. In 2006, the Department received $74,059 to purchase new turn out gear and SCBA equipment.

AFGP grants fund firefighting equipment, personal protection equipment, training, firefighting vehicles, firefighter/first responder safety projects, and staffing recruitment and retention. Since 2001, Dorchester County fire departments and emergency medical services have received more than $1.2 million in AFGP funding. Statewide, Maryland fire department and emergency medical services have received more than $65 million in funding through the AFGP since 2001.

Wicomico County Council Gives Away YOUR Money ...

... Why Not?  It's Not Like It's THEIR Money!

On Tuesday the left wing of the Wicomico County Council decided to give away more of the taxpayers' money by eliminating the amusements tax for the Crown Sports Center.  The same members of the county council (John Cannon, Bill McCain, Dave MacLeod and Sheree Sample-Hughes) who have REFUSED to entertain any meaningful discussion of tax relief for ordinary citizens were quick to provide a handout to a specific local business.

To be fair, I should state that I'm in favor of eliminating the tax - but for everyone.  While I supported a measure to lower the rate to 4.5%, (which failed by a 4-3 vote), I prefer eliminating the tax.  I just want to eliminate it for everyone.  The difference is that I'm not a hypocrite about it.  During the debate over the current year's budget, McCain stated that:
"(it is) ... absurd to cut ANY county revenue source."
This was a snide reference to Councilman Joe Holloway's attempt to reduce the burden of the county's income (or "piggyback") tax on working Wicomico citizens.  At the time, I chastised McCain by reminding him that tax dollars are NOT "county revenue" but the TAXPAYERS' MONEY.  While McCain is quick to vote for almost any bit of government spending, particularly if the money is going to his wife and her pals at the Board of Education, McCain simply won't back any honest attempt to provide a lower, and better, and fairer tax structure for the people who elected him.

Bell Ringer Needed This Evening From 7-9 PM

The Salvation Army is looking for additional Bell Ringers. There is a much needed opening to be filled this evening from 7-9 PM at the Grocery entrance of the North WalMart.

WARREN BUFFETT WALKS AWAY WITH A COOL 590 MILLION AS CONSTELLATION DEAL FALLS THROUGH

No sooner than this deal was nixed for the bailout and infusion of 1 billion dollars into Constellation Energy Group Inc. - Maryland's large electric utility - than Warren's company reaps a whopping 590 million dollar gain. Now that's what I call making money folks.

Problem is . . . guess to whose demise? Maryland ratepayers better look out. If you think Illinois politics is corrupt, watch Maryland's politicos as they go into action.

Look at what Warren's CEO said about the deal;

"We were pleased to have been able to quickly provide a significant amount of capital that was critical to Constellation Energy as they went through unprecedented financial times," Gregory E. Fruitland Police Officer Arrested For Theft

A 20 Year Veteran of the Fruitland Police Department Sheila Johnson was arrested yesterday by the WCSO for theft. Sheila allegedly went out to purchase gifts for Fruitland's "Adopt A Family" program. She was given cash to purchase items from K-Mart and other local stores. When she went into K-Mart she put $140.00 worth of items up to be purchased and allegedly, rather than paying for the items she asked K-Mart to put them on the City of Fruitland Account.

K-Mart contacted the FPD in which they immediately started an investigation and found that when the Officer returned with the toys and receipts, everything seemed to be fine. However, K-Mart claims the items were never paid for, meaning the Officer was allegedly short the $140.00.

To make things worse, the FPD reviewed the video and audio from K-Mart and could clearly see the items were allegedly not paid for, yet the Officer is in complete denial. She was arrested by the WCSO and processed yesterday. A Press Release has not come forth as of this time but after this gets out I'm confident one will follow shortly after.

OCPD MOST WANTED SUSPECT LOCATED IN FLORIDA


The Ocean City Police Department was recently informed that a suspect on their “most wanted” list was arrested in Florida. Stavros “Steve” Dennis Kominos, 21, of West Ocean City, is wanted for multiple burglaries which occurred in March 2008.

On March 4, 2008, Ocean City Police Officers responded to the Isle of Wight Trailer Park, located at 2401 Coastal Highway, in reference to a burglary. Initially, OCPD Officers responded to only one burglarized trailer, however, a thorough search of the trailer park by the officers revealed an additional 14 trailers had been burglarized. Numerous items of property were removed from the trailers including TV’s, DVD Players and a vacuum.

Evidence was gathered at the scene by the Ocean City Police Department’s Forensic Services Unit. Investigators were able to link the evidence to Kominos and Adam Woodson Queen, 21, of Bethel Park, PA. Kominos fled to Florida the day after the burglaries and has been wanted by Ocean City Police since.

Kominos was arrested by the Oakland Park Police Department, just north of Fort Laurderdale, FL and is currently being held in the Broward County Jail awaiting extradition to Maryland. Kominos is facing 34 charges of burglary.

POLLITT TO DELIVER THIRD STATE OF THE COUNTY ADDRESS


Wicomico County Executive Richard M. Pollitt, Jr., will deliver his third “State of the County” address on Tuesday, December 30th, at 10:00 A.M. in the Council Chamber of the Government Office Building.

Mr. Pollitt will review Wicomico County government activities of the past year as well as offer a preview of his plans for the future.

The Wicomico County Charter requires that the executive submit an annual report on the activities and accomplishments of county government including a copy of the most recently completed annual audit.

The speech will be carried live on PAC 14. The public is encouraged to attend.

Pocomoke City Says Good Bye to Traders After 28-Years

Today the auctioneers hammer will "knock down" the remaining chattel and assets of Traders restaurant after a 28-year run selling fried chicken in Pocomoke City. There are mixed emotions from members of the community about a small family owned business closing down.

Boss Hogg has given the eatery a final salute from the City / Chamber of Commerce signs at both ends of the City as though they are small town heroes who have perished an a valiant battle. The owners of the shopping center, Oxford Chase Management where the business has been located, who have invested millions of their own dollars in cold hard cash have a different story to tell.

They have worked hard to rehab an old crappy, derelict run down shopping center by investing in a complete face-lift and bringing two National businesses to Pocomoke City including Tractor Supply which just had its Grand opening last week. According to the owners the Grand opening of Dunkin Donuts was fouled by the smell of raw sewage leaking up from the sewer line shared with Traders. The blockage causing the Grand Opening stench was traced to Traders and the developers quickly had it cleared to spare their new tenant from further embarrassment.

I spoke with the developers yesterday who again stated that they had tried to work with Tony Trader and wanted to keep him as a tenant / customer. When I asked them "I have never known a real estate developer or investor who would want to get rid of a good tenant, did you really want to get rid of them?" There response was "why would we want to get rid of a good tenant? He had a lease that we honored when we bought the place and would have liked to have had them the rest of the term" They did state with their investment in captial improvements made to the once derelict shopping center that his rent would go up or they offered to move him to another unit at the same price.

Apparently Mr. Trader did not want to honor his end of the lease which called for maintenance and he refused to pay his share of having the sewer lines cleaned of what was obviously hardened chicken grease that fouled Dunkin Donughts Grand Opening event. Every home owner knows that you don't pour grease in your drain pipes because it will harden and they will clog, its not a matter of if but a matter of when. People who rent don't seem to care about pouring anything down the drain because its not their problem, not unless you read the fine print in a commercial lease written by professionals.

Roto Rooter Saves the Day

To make a long story longer they ended up in court and after two trials Judge Eschenburg ruled in favor of the developers. Settling a greasy contractual issue in Court is not cheap, simple or easy and most Judges are harder on the person who wrote the contract; than the person who signed the contract. It's just one of those things and in my opinion if there was any way that Judge Eschenburg could have let Tony Trader out of the contract or interpreted it so he was not responsible for maintenance and keeping his place the way he agreed to, then he would have ruled in favor of the Traders.

Tony Trader has been what I would almost call a lifetime member of the Pocomoke City Chamber of Commerce and has been active in a number of community events donating both time and money. As houseparents at the Samaritan Shelter years ago we remember that he not only donated leftover chicken but helped many people get back on their feet giving them a hand (not handout) with a job. Mr. Traders personal impact on the community has been a positive one and worthy of commendation.

To give the impression that he is being run out of his own business that people around town and the regional newspapers have implied is simply not the truth. The entire issue could have been settled by making a deal with the owners of the shopping center to either honor his contract and pay for the maintenance of the sewer lines. As a serial entrepreneur having dealt with developers and landlords since being a teenager I know for a fact that something could have been worked out, heck if it was me I would gotten them to split the cost or pay the majority amount then have one of my workers clean the outlet on a regular basis.

Instead he took them to court and lost, the Judge said he should pay for the maintenance and the lease that was voluntarily agreed to was valid and binding. So he appealed the decision and lost again with the Judge saying he owed money to the developers now, then Trader appealed that decision, but guess what? While the case was still awaiting a decision on the appeal he called in the Auctioneer.

There are a number of vacant buildings in Pocomoke City both downtown and on the highway that are available to relocate the business into *IF* the only issue was the big bad greedy real estate developers who wanted to squeeze the little guy for every last penny. I am totally for the little guy, the underdog, the guy who is fighting the good fight to save his family business or to keep Boss Hogg or Big Government off his back.

Reading comments in the paper and hearing people say they ought to get City Hall involved to do something to keep them there really ticks me off, but that's the Pocomoke mentality. If you can't keep your word about a business deal, then go to court twice and lose both times, then call in Boss Hogg and his henchmen to lean on them to get your way.

The developers are not local and they are not broke, heck they have invested easily two to three million dollars of their own cold hard cash into Pocomoke City. Boss Hogg does not have a picture of them with a goat and even if he did, they really don't care because business is business. Like they said in Thunder Dome "Bust a deal face the wheel..." the proof is in the pudding or in this case enough chicken fat to require two Roto Rooter trucks.

Chicken grease ala Traders Family Resturant

Look at this football sized chunk of solid chicken fat removed from the Traders sewer line yesterday afternoon and the business has been closed over a month. 28-years of grease and fat have been lining the sewer pipes of Pocomoke City creating a number of backups not only in the shopping center but all the way to the sewage treatment plant.

As a full time auctioneer for the past ten years there is one thing I have learned about small businesses; when they call in the auctioneer it's over. There is not going to be any relocation the owners are not going to continue in business anywhere, they want to be done and they want that last check for the goods.

The auctioneers prayer for rain has been answered and everything at Traders will go on the block today Wednesday December 17th at 11:00 with no minimums and no reserves to be sold to the last and final bidder regardless of price.

Don't Mess With Rednecks

A lawyer and a redneck are sitting next to each other on a long flight.

The lawyer is thinking that rednecks are so dumb that he could get over on them easy... So the lawyer asks if the redneck would like to play a fun game. The redneck is tired and just wants to take a nap, so he politely declines and tries to catch a few winks.

The lawyer persists, that the game is a lot of fun. "I ask you a question, and if you don't know the answer, you pay me only $5; you ask me one, and if I don't know the answer, I will pay you $500."

This catches the redneck's attention and to keep the lawyer quiet, agrees to play the game. The lawyer asks the first question. "What's the distance from the Earth to the moon?"

The redneck doesn't say a word, reaches in his pocket pulls out a five-dollar bill, and hands it to the lawyer.

Now, it's the redneck's turn. He asks the lawyer, "What goes up a hill with three legs, and comes down with four?"

The lawyer uses his laptop, searches all references. He uses the air phone, he searches the Net and even the Library of Congress. He sends e-mails to all the smart friends he knows, all to no avail. After one hour of searching he finally gives up. He wakes up the redneck and hands him $500.

The redneck pockets the $500 goes right back to sleep.

The lawyer is going nuts not knowing the answer. He wakes the redneck up and asks, "Well, so what goes up a hill with three legs and comes down with four?" The redneck reaches in his pocket, hands the lawyer $5 and goes back to sleep.

Don't mess with us rednecks. We only talk dumb....

What a diverse group we are! I had no idea that December 20 begins the Muslim holy month of Ramadan, which forbids eating and drinking during daylight hours. There goes the party! Seriously, we can appreciate how a luncheon this time of year does not accommodate our Muslim employees'beliefs. Perhaps Luigi's can hold off on serving your meal until the end of the party (the days are so short this time of year), or else package everything for take home in little foil swans. Will that work?

Meanwhile, I've arranged for members of Overeaters Anonymous to sit farthest from the dessert buffet. Pregnant women will get the table closest to the restrooms. Gays are allowed to sit with each other. Lesbians do not have to sit with gay men; each gender will have their own table. To the person asking permission to cross dress, no cross dressing allowed. We will have booster seats for short people. Low-fat food will be available for those on a diet. We cannot control the salt used in the food thus we suggest for those people with blood pressure problems to taste first. There will be fresh fruits as dessert for diabetics since the restaurant is unable to supply "no sugar" desserts.

Wicomico County Sheriff's Office Press Releases

Incident: Assault
Date of Incident: 14 December 2008
Location: 500 West Salisbury Pkwy, Salisbury, MD
Suspect: Monique Antoinette Green, 24, Salisbury, MD

Narrative:
On 14 December 2008 at 2:47 AM, deputies from the Wicomico County Sheriff’s Office assisted officers from the Salisbury Police Department with a large fight in the parking lot of the 7-11 store at 500 West Salisbury Parkway. While intervening in the altercation, a deputy was pushed by Monique Green. The deputy instructed Green to leave the area while law enforcement attempted to quell the disturbance. Green refused to do so and continued to act disorderly and yell belligerently. One of the deputies attempted to place Green under arrest but Green pulled away and increased the level of her yelling. With the assistance of other officers, the deputy managed to arrest Green.

Green was transported to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. After an initial appearance, Green was released by the Commissioner on Personal Recognizance.

Location: W. Main Street and Delaware Avenue, Salisbury, MD
Suspect: Desean Demar Strand, 21, Salisbury, MD

Narrative:
On 15 December 2008 at 8:49 PM, a deputy from the Wicomico Sheriff’s Office stopped Desean Strand at the intersection of W. Main Street and Delaware Avenue. While speaking with Strand, the deputy noticed that Strand had dropped two baggies that contained what the deputy recognized as marijuana. Upon checking Strand, the deputy located several other individually wrapped baggies of marijuana. Due to the manner of packaging, it appeared destined for distribution.

Strand was arrested and transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Strand was held in the Detention Center by the Commissioner in lieu of $25,000.00 bond.

Narrative
: On 15 December 2008 at 11:20 PM, a deputy from the Wicomico County Sheriff’s Office stopped a vehicle operated by Raymond White for an equipment violation. During the traffic stop, the deputy discovered that White possessed two baggies of marijuana.

White was placed under arrest and transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, White was released on Personal Recognizance.

Incident: Malicious Destruction of Property and Theft
Date of Incident: 13 - 15 December 2008
Location: West Nithsdale, Salisbury, MD

Narrative:
Between 13 – 15 December 2008, the Wicomico County Sheriff’s Office has been investigating several incidents of either vandalism to or the theft of Christmas Decorations in the West Nithsdale neighborhood. The unknown suspect has both pulled down Christmas lights and also stolen small decorations that can be easily carried away.

Also during this same time period, the Sheriff’s Office investigated an incident where a large sign was thrown through the rear window of a parked vehicle in the neighborhood.

Salisbury Police Department Press Release

On December 15, 2008 Officers from the Salisbury Police Department responded to the following businesses located in the north Salisbury corridor: Zia’s, Arby’s, and Salsarita’s. All of the businesses were entered by a black male, approximately 45 years of age, approximately 6’4” in height, 250 pounds, with a mustache and wearing a black colored knit cap with a brim, tan colored jacket, striped shirt, blue jeans, and black colored tennis shoes.

The black male would approach an employee at a cash register and ask for a soft drink. The black male would then pay for the drink with a fifty dollar bill and would then perform various acts of distraction to obtain an amount of currency from the employee before leaving the business.

Be on the lookout for the above subject and report any suspicious activity to the Salisbury Police Department or the closest law enforcement agency.

On December 12, 2008, the Salisbury Police Department, Maryland State Police and the Wicomico County Sheriff’s Office conducted a multi-agency sting operation targeting male subjects (johns) soliciting prostitutes in the north Rt 13 area. As a part of this operation three female undercover officers were utilized to apprehend 14 male subjects. In addition, two male plainclothes officers were approached by two prostitutes who were also arrested. The solicitation was for an amount of currency for a sexual act(s) to be performed.

In conjunction with the multi-agency operation, the following were also arrested on December 11-12, 2008.

1) George Miles Jr, 48yoa, of Salisbury, MD arrested for Possession of Cocaine and Possession of Paraphernalia (smoking device) in the area of the 700 block of West Main Street, Salisbury (2008-45195).
2) Davian Welton Turner, 28yoa, of Hebron, MD arrested on two outstanding warrants for failure to appear in Wicomico County, MD Circuit Court and Superior Court in Delaware (2008-45208 & 2008-45209).

The above subjects were released to the custody of Central Booking without incident.

Juvenile, 17yoa, of Salisbury, MD was arrested for two counts of Possession of a Controlled Dangerous Substance and three counts of possession of Drug Paraphernalia. Officers from the Salisbury Police Department responded to the 1100 block of Granby’s Run for a report of underage drinking. On the arrival of the officers a truck was located with four male juveniles inside. As the officers interviewed the subjects the officers smelled what they believed to be burnt marijuana coming from inside the vehicle. A search of the truck and the Juvenile driver yielded a quantity of a suspected controlled dangerous substance and prescription medication not belonging to the juvenile. The juvenile was placed under arrest, transported to the police department where he was charged on a youth report and released to the custody of a parent.

Roshelle Lynna Russell, 20yoa, of Salisbury, MD was arrested for Theft less than $500. An officer responded to Kohl’s Department Store for a reported shoplifter in custody. Loss Prevention Officers had observed Russell enter into the store pushing her two year old child in a stroller. Continued observation found that Russell was secreting numerous clothing items in the storage area of the stroller and a large handbag. Russell then exited the store passing all points of sale and was stopped in the parking lot by the loss prevention officer. Russell was transported and released to Central Booking.

MULTI-AGENCY POLICE DRAGNET TARGETS WICOMICO COUNTY CRIME

(Salisbury, MD) – In an effort to reduce violent crime in the region, a coordinated weekend law enforcement operation involving dozens of police officers, deputies, troopers, and federal marshals who saturated Wicomico County resulted in the arrest of scores of individuals for charges including armed robbery, assault, fugitive from justice, drug distribution, and prostitution.

From Thursday, December 11th through Sunday, December 14th, teams of municipal, county, state, and federal law enforcement officers zeroed in on drug distribution, prostitution, gang activity, gun crimes, and criminals wanted on warrants, throughout the greater Salisbury area. The early indication is that the operation was very successful.

Using covert investigators and overt enforcement, police arrested 62 people. The arrests included 11 for drug distribution, three for drug possession, 28 for outstanding warrants, 16 on prostitution related charges, one for assault on a police officer, one for disorderly conduct and two for traffic offenses. In addition to the actual arrests, police also identified where a number of others wanted on warrants were currently incarcerated and filed detainers on them. Police recovered a variety of drugs during the arrests and more than $3,700 in drug-related money. A complete list of those arrested with accompanying charges is still being compiled.

Due to this operation, extra law enforcement officers were in the area Friday afternoon and responded when an armed robbery of an armored truck occurred at a bank in the 1300-block of S. Salisbury Blvd. Police made one arrest and recovered a shotgun, a handgun, and the stolen money. A search for the second suspect is continuing.

The weekend enforcement operation involved multiple law enforcement agencies that included the Salisbury Police Department, Wicomico County Sheriff’s Office, Maryland State Police, Fruitland Police Department, Wicomico Bureau of Investigation, Wicomico Narcotics Task Force, Wicomico County State’s Attorney’s Office, U.S. Marshal’s Service, and the Bureau of Alcohol, Tobacco, Firearms and Explosives. Units from the State Police included the Salisbury Barracks, Firearms Task Force, Gang Enforcement Unit, Auto Theft Unit, and the State Apprehension Team.

“We are proud to have been a partner in this coordinated multi-agency operation that reminded criminals in the Salisbury region that we are serious about protecting our citizens,” said Colonel Terrence B. Sheridan, Superintendent of the Maryland State Police. “We will continue to work together in support of our allied law enforcement partners to impact crime not only in this region, but across Maryland.”

Wicomico County Sheriff Mike Lewis said, “In response to the concerns of our citizens, we answered their calls by strategically deploying a multi-agency approach to criminal enforcement throughout Wicomico County. The success of this operation will undoubtedly be repeated in future enforcement efforts.”

“This was an excellent example of the cooperation that exists between local law enforcement as well as state and federal agencies,” Salisbury Police Chief Allan Webster said. “Due to the commitment of the heads of all the agencies involved, the operation was very successful. The impact of the arrests during the operation will ultimately benefit all the citizens of Wicomico County.”

“This joint operation is just another example of how effective law enforcement can be when efforts are combined,” said Lt. Dan Nelson, Commander of the Maryland State Police Salisbury Barracks.

I apologize if you’ve already blogged on this subject but wanted to make you and your loyal readers aware of a new scam permeating the Internet. Especially in this economy, a lot of folks are looking for a way to earn some extra cash and the cyber criminals are out in force so please be weary.

Like most of us I can spot a Nigerian 419 scam, an eBay, PayPal or banking phish from a mile away however this was way different. I mean way different.

I recently received an email and was offered a position as a Merchandise Manager with HHT Logistic Company based in the UK. I Googled the company and it looked legit and more importantly, had no complaints. This company supposedly pays you to receive packages at your home and then they pay you to forward them internationally. Their website was very elaborate and even included an Intranet site to communicate with your “manager”.

I was really quite suspicious but not totally sure so I started digging. The two URL's that are associated with this company are www.hht-lc.com and their Intranet is at www.hht-managers.com. A “who is” search and subsequent IP address data revealed that one of the domains is hosted in the Czech Republic. I knew right then that this was a scam. As I looked on and did reverse IP searches this criminal enterprise goes on and on. Other URL’s found were: Fsmanagers.biz, Rcem.biz, Vdsmanagers.com, Currency-solutions.biz, Fs-jsc.com, Rc-jsc.com.

I was unaware of the name but if these criminals successfully recruit you, one is referred to as a cyber-mule, in this case the reshipping of electronics purchased with stolen credit card data."
