BRIEF RESUME:
On the above date and time the Maryland State Police responded to 9339 White Oak Road, Delmar, MD regarding a traffic collision.
Upon arrival, it was determined that a 2004 black Dodge truck, bearing Maryland registration 27M138, struck a 2004 black Dodge truck, bearing Maryland registration 31G483 at the above listed location. The driver of the 2004 black Dodge truck, bearing Maryland registration 27M138, was identified as Jason Thomas Chance. When speaking to Chance, alcohol was detected. Chance was subsequently arrested for driving under the influence of alcohol and failure to remain at the scene of a collision involving property damage. The other vehicle involved in the collision was unoccupied. There were no injuries in the collision.
Chance was later released.
Charges: Veh #1 at fault.

The Salisbury Police Department Will Be Losing Officers Left & Right
While the Maryland State Police and the Department of Natural Resources, (DNR) are losing a ton of Officers due to retirement, at least 12 SPD Officers have put in their resumes to these departments and are doing what they can to get out of Salisbury.
Lord knows Chief Webster will probably file another lawsuit against me on this one trying to get access to my sources on this matter but if he hasn't learned yet, I will again refuse to give out such said sources.
Morale is at an all time low in the SPD and who can blame them? The Chief should step down and someone needs to step in immediately and take back the City against gangs, prostitution and drug dealers. Granted, the stats will go up for the time being but proactive police work is what is necessary right now.
So much for the SPD being fully Staffed any more. The Academy classes are getting smaller and smaller and it is becoming very difficult today to get qualified applicants to consider joining any of the Police Departments any more. You should have kept these guys/gals happy Mayor, Chief, Comegys, Smith & Shields! Don't say you weren't warned here first.

Incident: Theft of Copper Wire
Date of Incident: 2 July 2008
Location: South Division Street, Salisbury, MD
Suspects:
1. Robert P. Rickards, 19, no fixed address
2. Robert C. Shockley, 20, Salisbury, MD
3. Douglas M. Harlow, 39, Salisbury, MD
Narrative: On 2 July 2008 at 5:20 AM, a deputy was on patrol in the South Salisbury area when the deputy observed three suspicious individuals walking through backyards, dressed in black and carry knapsacks. The deputy stopped the three individuals and discovered that their knapsacks contained bundles of copper wire. After an investigation, it was discovered that the copper wire had been removed from the Delmarva Power poles in the Bateman Street and South Division Street area. Between the three individuals, they were discovered to have 87 bundles of copper wire. It was determined copper ground wires were stripped off of Delmarva Power utility poles. A check of the poles in the area revealed that the ground wires were missing. All three subjects were arrested and charged with a Felony Theft Scheme.
After arrest, all three were taken to the Central Booking Unit at the Wicomico County Detention Center where they were processed and charged with conducted a Theft Scheme over $500.00. After an initial appearance before a District Court Commissioner, all three subjects were held in the Wicomico County Detention Center on the following bonds:
Robert P. Rickards - $2,500.00
Robert C. Shockley - $1,500.00
Douglas M. Harlow - $15,000.00

RIVER FEST HAS BEEN CANCELLED!
Do tell me, when will ALL of you get it? The Mayor of the City of Salisbury has completely screwed up the City so bad we have watched the Festival of Lights at Christmas completely disappear, the 4th of July Celebration had to be taken over by the County and now River fest has been cancelled. Even as the Jaycees and the Chamber of Commerce work so hard at trying to bring these events together with very little help from the City, sewage spills have drawn such bad press that this event has been cancelled.
I have tried for years to ask anyone, please tell me what good this Mayor has done for the Citizens of Salisbury and quite frankly Folks, I can't think of a thing! Developers have been on the financial award end of the City and the taxpayers have been completely screwed.
Let's not forget the City Council's involvement in their decisions favoring and rubber stamping anything and everything the Mayor has desired and this Housewife has taken this City into the dumps of society.
Our earlier Post about Gangs, that's a big deal Folks. Think about it. If it weren't for Salisbury News, (respectfully) none of you would be aware of the WWTP Sludge Pit. None of you would have been aware of these sewage spills. None of you would be aware of all the graffiti all over the City. The list goes on and on and while the Mayor had control of the Daily Times and what was said and or not said, everyone has been clueless and the Mayor and Council got away with it for years and years.
The Blogs have changed the way of thinking locally and it's no wonder so many people are coming here every day. Yeah, I agree, there's been a lot of very tough Posts on this Blog but you know what, we've had to fight fire with fire. I took all the risks getting the information out there for everyone to become educated. Many very good people, (the Dirty Dozen) tried sticking their necks on the line for all of you to try and educate you as well and for the longest time Mayor Tilghman bullied her way through and over these people.
Those days are now over and Ladies & Gentlemen, IT'S TIME TO TAKE BACK YOUR STREETS! It's time to recognize that Public Safety is Job One! No, grand $10,000,000.00 Fire Stations are NOT what I'm talking about. I'm talking about new Leaders that will wear the very same Uniform the people working underneath them are wearing. I'm talking about delivering the salaries promised and riding of Council Members that have flat out screwed those people protecting YOUR investment.
If you run a piss poor business, everyone from the top down cannot do their job properly if they're lied to and then told, tough luck! The Zoo does NOT need a $2,000,000.00 Animal Services Building. STOP ALL Developer Reimbursements! Get a Task Force to eliminate the crime and gangs in this City. If you don't see the writing on the wall, well, then you're just flat out stupid and or you just don't care.
Look at the West side of the City and see what this Mayor and Council are doing. They want OUT of Downtown Salisbury. They refuse to sign the contract for $1.00 for their half of the GOB. WHY? Because the Mayor wants to rebuild everything on the West side of the City and completely change the entire history of Salisbury. The land is cheap and if you write up enough of the Black people on the West side, they'll no longer be able to afford to keep up their properties and they're be forced to relocate. This Mayor is NOT stupid.
So you either protect this City and get her ass out of Office and don't even consider Gary Comegys or whomever they hand pick to become the next Mayor and you go with YOUR choice this time. It means voting and it means taking back the City and being patient because it's going to take many years to clean up her mess.
How many more of YOUR activities are going to be taken away by this Administration? How many more people have to die or get hurt in the 10th Most Dangerous City In America? How many more cars need to get stolen? How many more break ins and robberies are you going to put up with? How many homes are you going to allow having 5 or 10 people living in them illegally?
Just like Sheriff Lewis has stepped in to help fight crime in the City of Salisbury, now the County Executive Rick Pollitt has also stepped in to save the 4th of July Celebration. We need the MDE to come in and save our River, hopefully that will happen soon? In the mean time, River fest is toast, done, gone, over, thanks to Barrie Tilghman and the City Council. Enough is Enough!
New McDonalds Near State Motor Vehicle Administration

As a resident on the east side of Salisbury and a frequent visitor to McDonalds, I have to inform you that the McDonalds located on the east side of Salisbury, next to the State Motor Vehicle Administration, has to be one of the worse run McDonalds in their entire chain.
A few days ago I visited the McDonalds at 8:00 a.m. and one of the front doors were locked. The door on the Drive-in side was unlocked, but their main entry door was inadvertently left locked. I thought no problem I'll just inform one of the employees to unlock it when I place my order. Well, when I informed the employee she just shrugged me off and said that because of other kitchen problems that she would tend to it latter.
Well guess what happened this morning. I walked-in placed my order and sat down and their laying on each table were dead flies. Then, I saw one of their employees spraying RAID on the exterior windows while customers were sitting in the booths trying to eat their breakfast.
And then again just a couple of days before that I entered the eatery and at prime time of 8:00 a.m. one of their employees was scrubbing and mopping the floors right in front of the cash registers and the entire floor was wet. You talk about a lot of disgruntled customers. . . you should have seen their faces.
Apparently, there is absolutely no management at this facility and I'll be taking my business elsewhere.

Hundreds of police, firefighters, paramedics and utility workers have been trained and recently dispatched as “Terrorism Liaison Officers” in Colorado, Arizona and California to watch for “suspicious activity” which is later fed into a secret government database.
According to a Denver Post report, “It’s a tactic intended to feed better data into terrorism early-warning systems and uncover intelligence that could help fight anti-U.S. forces. But the vague nature of the TLOs’ mission, and their focus on reporting both legal and illegal activity, has generated objections from privacy advocates and civil libertarians.
“Suspicious activity” is broadly defined in TLO training as behavior that could lead to terrorism: taking photos of no apparent aesthetic value, making measurements or notes, espousing extremist beliefs or conversing in code, according to a draft Department of Justice/Major Cities Chiefs Association document.”
“We don’t snoop into private citizens’ lives. We aren’t living in a communist state,” claims Lt. Tony Lopez, commander of Denver’s intelligence unit - but the program bears close parallels to the East German Stasi system, which at its height employed one informant for every seven citizens.
Democracy Now interviewed the Denver Post writer and an ACLU representative about the program.It is also reminiscent of the supposedly canned 2002 Operation TIPS program, which would have turned 4 per cent of Americans into informants under the jurisdiction of the Justice Department.
TIPS lived on in other guises, such as the Highway Watch program, a $19 billionHomeland Security-run project which trains truckers to watch for suspicious activity on America’s highways.
More recently, ABC News reported that “The FBI is taking cues from the CIA to recruit thousands of covert informants in the United States as part of a sprawling effort…..to aid with criminal investigations.”
Since authorities now define mundane activities like buying baby formula, beer, wearing Levi jeans, carrying identifying documents like a drivers license and traveling with women or children or mentioning the U.S. constitution as the behavior of potential terrorists, the bounty for the American Stasi to turn in political dissidents is sure to be too tempting to resist.
Indeed, last month Southwest Florida Crime Stoppers and the New York Times heartily celebrated the fact that an increasing number of Americans are becoming informants and turning in their neighbors and family members to the authorities in return for cash rewards.
Citing gas prices, foreclosure rates and runaway food price inflation, The Times lauded the fact that citizens are reporting on each other, ensuring “a substantial increase in Crime Stopper-related arrests and recovered property, as callers turn in neighbors, grandchildren or former boyfriends in exchange for a little cash.”
As any budding dictator will tell you, the creation of an informant society where individuals self-regulate their behavior in fear of being turned in by a citizen spy is one of the key stepping stones to tyranny. To have the media celebrate the fact that people are reporting on their neighbors and grandchildren puts the icing on the cake.

Follow Up On Graffiti
It is ridiculous that these businesses have to pay to get this junk cleaned off. More graffiti was on the dumpsters being used where they are tearing down the buildings next to Hardees across from SU. I wonder who the cost to get this stuff cleaned off continually gets passed on to?
I only traversed from UP to the Pawn Shop and saw lot of it. I'm guessing it's up and down these tracks. Around Giant things get a little enclosed and thought it was best not to travel by myself through that section. But one thing for sure, these punks need to caught. Again, most likely imo, they are HS aged kids. Businessmen be aware and angry!
Punks like this get bolder and bolder with where they tag. Where will they strike next? I know I've seen the no division stuff all over town on my runs and hiking. What the hell does that mean?

I received, in today’s mail, the annual WATER QUALITY REPORT from Her Honor Barrie P Tilghman You might say, so what! everyone in the city got this piece. Well, I live in Quantico, Maryland, Zip code 21856. I am, at best, six or seven miles from the nearest Salisbury water line. Did she send this report to everyone in the county? If so, why, and at what cost.
Now to the hypocrite part;

"It took the equivalent of 17 million barrels of oil to create the 900,000 tons of plastic used to bottle water in the United States last year. That’s enough to fuel over 1 million cars for a year. The manufacturing of plastic created 2.5 million tons of carbon dioxide released into our environment. Almost 90% of those plastic bottles ended up being thrown into the trash instead of recycling. A bottle of water that takes just three minutes to drink can take up to a thousand years to biodegrade. What can we do to stop all of this waste? The answer is simple, choose tap water.“
She goes on to say that, “Our water is consistently monitored to ensure that the quality is maintained and that the City’s drinking water is excellent and reliable.”
I would imagine the only time tap water crosses her lips, is when it has a sufficient amount of alcohol in it.
You don't even want to get me started on the water quality of the river.

WCLCB - Two Cents for Socialism
I'm not hearing any reasons or logic in your post as to why privitization (sic) would be beneficial ...just a lot of rethortic (sic). Nice try though G.A.The commenter, "two cents", has been a recent shill for Haemel, Alessi & Co. over at the WCLB (while claiming that he's NOT Haemal). I certainly don't expect everyone to agree with me, but some of the arguments coming from the pro-dispensary people are actually frightening.
If you are an employee of the WCLCB (or your pockets are being filled in some other manner) I can understand why you want to keep dispensaries. I'm sure criminals have a justification for their chosen occupation, so why not someone working for a legal entity regardless of the legitimacy of that entity.
If you believe the FALSE rhetoric coming from the WCLCB about a liquor store on every corner, or the Wicomico taxpayer losing $400,000 a year in revenue, I can understand your concern. It is the job of the proponents of privatization (like myself) to present the facts rather than to promulgate fear and falsehood using taxpayer money as Messrs. Haemel and Alessi are doing.
Let's assume for a moment that "two cents" is truly just a concerned Wicomico citizen. Let's also assume that he/she is sincere in their belief. This is cause for great concern.
How can a person honestly believe that it is a moral action to use taxpayer funds to buy political advertisement? Do you wish Gov. Martin O'Malley to use your tax dollars to buy billboards saying "VOTE MARTIN"? How about County Executive Rick Pollitt using your money to buy a weekly radio show whose sole purpose is to provide propaganda for his re-election in 2010? Of course you wouldn't, unless you are so partisan that ANY action by your favorite politician is acceptable. Yet, we are expected to believe that regular citizens like you or I are supposed to accept the WCLCB using taxpayer money to buy newspaper ads, or fancy postcards to be distributed at the dispensaries and COUNTY OFFICES.
People like "two cents" argue that this is not taxpayer money. "two cents" is WRONG. Political propaganda IS NOT a LEGITIMATE EXPENSE! Therefore, that money should have gone to the profit of the WCLCB. Therefore, that money should have gone to us as taxpayers.
The fact that this current board is using taxpayer funds for political propaganda infers their corruption, if not the innate corruption of the dispensary system. Some could argue that the best action would then be to replace the WCLCB with those more competent and worthy of the taxpayers' trust (the old baby / bath water argument). However, we still come back to "two cents" quote at the beginning of this post:

Privatization is almost always beneficial. Government-owned business is a classic example of socialism. It's hard enough to fight the creeping form that we see every day in our federal and state governments; but how many people are going to make an honest argument that our government should be in the retail business?
If you wish to argue that we need dispensaries to adequately regulate distribution of the devil rum - fine. Be careful for what you wish for.
Those arguments, if valid, apply far more to the distribution of prescription drugs than to alcohol. Therefore, using the same logic, we need to put Wal-Mart, Rite Aid, Walgreens, CVS, Giant, and myriad other locally-owned and chain pharmacies out of the prescription business. Only the government can do that job, right?
If this were so, why are these companies trying to build a drug store on every other corner? At least with liquor distribution the Liquor Licensing Board will have a say as to how many liquor stores we will have in Wicomico County and where.
Read Hayek's The Road to Serfdom. Socialism leads (at best) to a reduction in our individual liberty. Usually, it makes us SLAVES.
Note -
for those shills of the WCLCB that will attempt to counter by claiming that my argument means that we would (or should) have liquor stores with at least the same frequency that we have pharmacies, PLEASE DON'T TRY. I'm an American conservative, not a libertarian. There are valid reasons for zoning laws and the regulation in the awarding of liquor licenses (just as there are valid laws to regulate pharmacies).
