A Florida man filed a lawsuit this week alleging that while he was in the hospital a male nurse sexually assaulted him.
“It has caused me a lot of damage. I haven’t been the same since this happened,” the unnamed victim said at a news conference this week, according to WFOR-TV. “He put his hands in my boxers and he grabbed my private part and he started playing with it.”
WPLG-TV reported that the alleged victim went to the hospital in the first place with leg and back pain on Sept. 15. In the emergency room at Palm Springs General Hospital in Hialeah, the man he said he was given medication that made him drowsy. There he alleged that such inappropriate behavior by ER Tech Rene Martinez happened not once but twice.

Health and Human Services chief Sylvia Burwell made an appeal for immigration reform and extending Obamacare benefits to DREAM-eligible illegal immigrants on Tuesday while promoting the health-care law.
Burwell was touting the upcoming Obamacare enrollment period, which begins Saturday, on a webcast with several Latina bloggers when she stepped outside her typical domain and advocated for a change in immigration policy.
“DREAMers are not able to be covered in the marketplace,” Burwell said in response to a question about whether families with mixed immigration statuses can get Obamacare coverage. “And this is an issue that I think is more than a health care issue — it is an immigration issue.”

A Chick-fil-A franchise manager has reportedly banned the use of popular slang words at his restaurant.
Last Thursday, a Reddit user that goes by the name of Mauser posted a list of terms he said his manager—referred to as “Eric”— told employees they could no longer use. The post has since received over 1,300 comments.

Dems move to block new Pennsylvania gun rights law
A collection of lawmakers, allied with a state gun control group, are challenging a bill — the “strongest firearms preemption statute in the country” — signed into law by Gov. Corbett (R) earlier this month.
The measure, added as an amendment to a metal theft bill, had passed the state legislature earlier this month by wide margins. It allows groups such as the National Rifle Association to stand in for local citizens in challenging gun city and county control ordinances stronger than the state’s own laws in court.
It is that very allowance that has gun control groups and state Democrats banding together to fight its implementation.
“The best defense is a good offense and we’re going on the offense,” Lancaster Mayor Rick Gray (D) told local media, explaining why his city entered a lawsuit against the state to block the new law. Gray, who is chair of the Pennsylvania Chapter of Mayors Against Illegal Guns, is not enamored with the possibility that the city could have to defend its ordinances in a legal battle with national gun rights groups.
“Win or lose, it would result in a costly expenditure by the city,” Gray said.

JUST IN: Court Ruling Likely Ends California Conceal-Carry Restrictions
Law-abiding Californians may not need to justify their need to carry concealed weapons, after the same three-judge panel that struck down restrictions on the permits earlier this year ruled Wednesday that it is too late for new opponents to join the fight against the ruling.
The decision by the 9th U.S. Circuit Court of Appeals would bar other law enforcement officials, including state Attorney General Kamala Harris, from gaining "intervener status" to join in further challenges of its ruling in a case originally brought by an independent journalist who sued the San Diego County Sheriff’s Department over its policy of requiring a specific reason for being allowed to carry a concealed weapon in public.
San Diego County Sheriff Bill Gore has said he will not fight the ruling, meaning there is no one with standing left to challenge the decision made in February.

(CNN) — Using marijuana at an early age could have long-term consequences on your brain and it may even lower your IQ, according to a new study in the Proceedings of the National Academy of Sciences.
Researchers found that compared to nonusers, people who smoked marijuana starting as early as age 14 have less brain volume, or gray matter, in the orbitofrontal cortex. That’s the area in the front of your brain that helps you make decisions.
“The younger the individual started using, the more pronounced the changes,” said Dr. Francesca Filbey, the study’s principal investigator and associate professor at the School of Behavioral and Brain Sciences at the University of Texas at Dallas. “Adolescence is when the brain starts maturing and making itself more adult-like, so any exposure to toxic substances can set the course for how your brain ends up.”

Hogan, a Republican, broke a sweat while briskly walking the parade route as he shook hands with cheering adults and high-fived schoolchildren. Hogan, who takes office in January, avoided commenting on work relating to putting a staff in place or policy goals. Instead, he reserved the day for veterans and enthusiastic supporters who said they wanted a change in the state capital.
The parade was the first stop on a "Thank You" tour Hogan launched, one week after the election.
Hogan's tour is expected to stop at Perry Hall Shopping Center for a rally on Thursday afternoon.

Wicomico County Maryland -In 2013, Maryland had a 50-year low in traffic fatalities as highway deaths fell almost nine percent from 2012. As 2014 draws to a close, highway safety and law enforcement partners are optimistic for another decrease in traffic fatalities but say it rests largely in the hands of those traveling our roadways.
“Ultimately, our drivers must do the right things,” stated Sheriff Mike Lewis. “If people choose to go out and drink, we strongly recommend that they have a designated driver or get a cab home. And of course, we want everyone using a seat belt in every seat, every time they get in a vehicle.”
From 2009 to 2013 in Maryland, 856 people were killed in impaired-related crashes, accounting for a third of all traffic fatalities across the state. In addition, almost 600 people died in crashes where they were not wearing a seat belt.

No ID For Human Skeletal Remains Found Near Westminster
The state medical examiner will attempt to determine the cause of death for skeletal human remains found Sunday in the woods off Tannery Road near railroad tracks outside Westminster.
No identifying information was found at the scene, according to Capt. Richard Hart of the Carroll County Sheriff's Office, which is investigating the case along with the Maryland State Police homicide unit.
Forensic units processed the scene Sunday, after the remains were discovered by people walking near the railroad tracks, Hart said. No form of identification was found, nor were police able to determine whether the remains are those of a male or female.

Did the election last week really mean that much? I took to my Twitter account on Tuesday to point out that the change in control of the Senate from Democrat to Republican actually means very little, despite efforts by politicians and the mainstream media to convince us otherwise. Yes, power shifted, I wrote. But the philosophy on Capitol Hill changed very little. The warfare/welfare state is still alive and well in Washington.
Some were critical of my comment that, “Republican control of the Senate equals expanded neo-con wars in Syria and Iraq. Boots on the ground are coming!”
But unfortunately my fears were confirmed even sooner than I thought. Shortly after the vote, President Barack Obama announced that he would double the number of U.S. troops on the ground in Iraq and request another $5.6 billion to fight his war in the Middle East.
The President also said on Wednesday that he would seek a new authorization for the use of force in Iraq and Syria. He said that a new authorization was needed to reflect, “not just our strategy over the next two or three months, but our strategy going forward.”
That sounds like boots on the ground in an endless war.

Smyrna, DE - The Delaware State Police is asking the public’s assistance in locatingThomas C. Cadmus Jr., 23 of Smyrna (Photo attached). After the incident, Cadmus never returned to the house and detectives were able to positively identify some of the jewelry that had been pawned at local pawn shops.

Game over, man: the Fed won.
As the Economist reports, according to a new paper by authors at liberal bastion UC Berkeley and the LSE, US inequality in wealth is approaching record levels (actually it already surpassed it as reported long ago).
"The authors examine the share of total wealth held by the bottom 90% of families relative to those at the very top. In the late 1920s the bottom 90% held just 16% of America’s wealth—considerably less than that held by the top 0.1%, which controlled a quarter of total wealth just before the crash of 1929. From the beginning of the Depression until well after the end of the second world war, the middle class’s share of total wealth rose steadily, thanks to collapsing wealth among richer households, broader equity ownership, middle-class income growth and rising rates of home-ownership. From the early 1980s, however, these trends have reversed. The top 0.1% (consisting of 160,000 families worth $73m on average) hold 22% of America’s wealth, just shy of the 1929 peak—and almost the same share as the bottom 90% of the population."
That was as of 2013. By now the wealth of the top 0.1% is not only well above that of the "bottom 90%" but higher than it has ever been.

The Republican Majority Must Play Offense or They'll Lose
Instapundit's Glenn Reynolds has an excellent list of suggestions at USA Today for an early salvo of bills the Republicans could fire off when the new Congress comes into session. As he puts it, there are three kinds of bills they can pass: "those Obama will want to sign; those he won't want to sign but will have to; and those he'll veto, but where a veto is unpopular." His six suggestions cover all three categories, including some wonderfully outside-the-box ideas that will make the entire Democrat Party squirm and sweat when the President is obliged to knock them down. I especially like ideas Number 5 and 6. As Insty himself would say, read the whole thing.
It should be obvious to everyone from Mitch McConnell and John Boehner on down that the GOP Congress is doomed unless it plays offense. If they let themselves get pushed around by the media, share power with the defeated Democrats, and spend the next two years cutting deals with Obama, they'll be wiped out in a 2016 Democrat wave that looks an awful lot like the 2014 wave that swept Republicans into power. There is absolutely zero appetite in America for an "opposition party" that delivers hated Obama policies with a slight discount.
The Republicans also cannot be content with merely opposing Obama in the passive sense, i.e. knocking down whatever he sends their way. They have a golden opportunity to do something they could never do while friendly Democrat media was complicit with Majority Leader Harry Reid's quiet murder of legislation: they can take the initiative. As Reynolds suggests, a great deal of political capital can be drained away from Obama (and his increasingly marginalized, nervous Party) by dropping bills he has to veto on his desk. Obama's strategy has always involved amassing political capital without actually spending it - Harry Reid protected him from having to use that veto pen. The vulnerability created by the loss of the Senate's Crypt Keeper is enormous. And since the American people just handed Obama the most stunning repudiation any President has received in the modern age, they clearly expect Republicans to take aggressive action. It has to be done carefully... but there's no reason it can't be both vigorous and careful.

Three Days After Re-election, Democrat State Rep. Convicted on Six Charges
AUSTIN, Texas -- It has been an up-and-down week for Texas State Representative Ron Reynolds. On Tuesday, Reynolds, an attorney and Democrat representing Missouri Springs, coasted to an easy re-election, winning 66 percent of the vote against his Republican opponent. Wednesday, he was in a Montgomery County courtroom -- not to represent a client, but to face trial for 10 felony counts of "barratry," the illegal solicitation of clients by attorneys commonly referred to as "ambulance chasing." Finally, on Friday, he managed to avoid a felony conviction, but wasfound guilty of six misdemeanor counts for a lesser charge of "solicitation of professional employment."

With the midterm elections largely decided, save for a small number of races, federal gun control legislation that seemed improbable with a Democrat-run Senate looks nearly impossible with a Senate run by Republicans.
In fact, the door on federal gun control legislation seems to have slammed shut.
According to The Hill, the NRA "endorsed 279 congressional candidates" and over 90 percent of them won. Contrast that with the results Gabby Giffords and Mark Kelly's gun control group got for their endorsements. They "spent millions of dollars endorsing 16 congressional candidates" and lost in more than 50 percent of those races.
The NRA' s Jennifer Baker reacted to these things by saying, "There's no appetite for gun control in Washington. We now have a Senate leader who is pro-Second Amendment [Senator Mitch McConnell (R-KY] so it will be even more difficult for [Democrats] to pass gun control measures."

BALTIMORE (WJZ) — A long-term Baltimore mail carrier has been convicted of a disability scam that spanned seven years.
Colette Lee, 49, of Baltimore, pleaded guilty Monday to making false statements to obtain federal employee compensation benefits.
From 2003 to 2014, Lee worked for the U.S. Postal Service as a letter carrier and then became a mail handler.
Lee submitted claims for disability for a work-related injury in May 2007, February 2008, August 2009 and October 2009—but failed to disclose relevant parts of her medical history, including an active injury claim, physical therapy and injuries from previous car accidents.
Lee received wage payments and the Federal Employees’ Compensation Act benefits from May 2007 through January 2014.

Teenager stops home burglary
BUTLER COUNTY, OH (FOX19) - A man is caught breaking into a Butler County house, escapes from the police cruiser, then tries to break into another nearby home.
In the end, a 15-year-old is the one who comes to the rescue.
Both burglaries happened in a span of about four hours, and two men are responsible for bringing this 26-year-old into custody.

During the week of October 20, 2014, through October 24, 2014 the City of Salisbury conducted its Second “Service Week”, focusing on the Presidents Area and Snow Hill Road area neighborhoods. Participating departments were Department of Public Works, Salisbury Police Department, Salisbury Fire Department, Building Permits and Inspections, and Neighborhood Services & Code Compliance.
The Salisbury Police Department performed “Knock & Talks” throughout the neighborhood and opened the Princeton Homes Substation welcoming residents to visit. The Salisbury Fire Department knocked on doors offering free smoke alarm checks. The Department of Neighborhood Services & Code Compliance evaluated properties for potential property maintenance issues and educated occupants of those possible concerns. The Department of Public Works performed a great deal of work in this area, ranging from cleaning storm drains to repairing sidewalks.

DENVER (CBS4) - A federally regulated program providing free cellphone service and phones to the poor and needy in Denver appears to be riddled with waste, fraud and abuse, according to an undercover CBS4 Investigation.
The $2 billion a year Lifeline program has handed out more than 13 million free cellphone plans across the country in the first six months of this year. In Colorado, the program handed out more than 117,000 free cellphone plans in the first half of this year, or about 20,000 cellphones every month.
The free phones and their wireless plans are paid for by a monthly tax on your cellphone, called the Universal Service Tax. Although the Lifeline wireless program has been around since 2005 and started under president George W. Bush, it has exploded under President Obama’s administration and the phones are often referred to as “Obamaphones.”
The program has strict guidelines. To qualify, you have to be on food stamps, Medicaid, housing assistance or some other government program to prove that you are low-income. The idea is that people who could not otherwise afford mobile phones would have them to help look for jobs, call 911 in an emergency or stay in touch with family members.
But on multiple trips to Colfax Avenue and Broadway in Denver, where multiple distributors set up their tents to hand out free cellphones, a CBS4 producer and reporter found the phone agents willing to circumvent strict government rules designed to ensure that only the truly needy get the free phones. The vendors receive massive government subsidies to hand out the phones and the accompanying monthly plans.

Come January, a party that many had dismissed as unlikely to ever win another statewide contest in heavily Democratic Maryland will all of a sudden have a real say in Annapolis.
Some giddy party members already are talking about a second term for Hogan and wondering whether his victory — the second election of a Republican governor in the past 12 years — might be a signal that a state long perceived as liberal could become more purple than blue.

For some students in the suburbs of Washington, Christmas -- or at least recognition of it on their school calendars -- has been canceled.
The Montgomery County school board voted Tuesday to eliminate all references to religious holidays on school calendars, beginning in the 2015-16 school year. That includes Christmas and Easter, as well as Jewish holidays like Yom Kippur and Rosh Hashanah.
The vote came after a recommendation by schools Superintendent Joshua Starr that the board consider removing the names of religious holidays from the calendar in response to a request from Muslim community leaders to give equal billing to their holy day of Eid al-Adha. Starr told MyFoxDC that the county's public schools would still be closed on Christian and Jewish holidays due to the significant number of staff and student absences on those days, but technically not due to any religious observance.

Man Injured In Carroll County Explosion Dies
BALTIMORE (AP) -- The State Fire Marshal says a man injured when a storage shed behind his home exploded has died.
Brian S. Geraci said in an email that 56-year-old Bernard Toporzycki of Westminster died Tuesday afternoon at Johns Hopkins Bayview Medical Center, where he was taken after the explosion Saturday morning.
Geraci says that while the explosion is believed to be accidental, the origin and cause are still under investigation.
Authorities say Toporzycki was walking into the shed when it blew up. The force of the blast damaged 11 homes.

The Obama administration announced Monday it expects the number of people who will gain health coverage in the next year through the Affordable Care Act’s insurance marketplaces to be significantly fewer than previous government predictions.
Health and Human Services officials said that 9 million to 9.9 million Americans — as much as 30 percent below other estimates— will have insurance by the end of 2015 through fledgling federal and state insurance exchanges intended for people who cannot get affordable coverage through a job.
The figures mark the first time that the administration has made public its view of how popular the marketplaces’ health plans, which began to provide coverage in January, will prove in their second year. They are more pessimistic than estimates last spring by the Congressional Budget Office, which predicted that 13 million people will have health coverage through these insurance exchanges in 2015.
HHS officials, speaking on condition of anonymity, said that their analysis is based on an appraisal of how quickly people have tended to be drawn to other kinds of public health insurance programs when they were new, combined with predictions of how many people who bought health plans through the exchanges this year will keep them.

From 19th century efforts in which Democrats strained to keep slaves and former slaves from owning guns to 20th century plans to ban a politically defined category of guns—"assault weapons"—to 21st century efforts to dissuade women from gun ownership, Democrats have certainly proven they are the party of gun control.
In years gone by, Democrats have been successful at using distraction to keep Americans from ascertaining the party's real goals. They have criticized the Republicans for being the party of the rich, the party of big oil, the party of corporate America, the party waging war on women, and the list goes on. And through this approach, Democrats have been able to divide America—setting one citizen against another—then step in with government-funded compassion to make everything better.
But following the heinous attack on Sandy Hook Elementary, emboldened Democrats began to describe their gun control plans openly. Senator Dianne Feinstein (D-CA) pushed an "assault weapons" ban that would have banned over 150 different firearms, and she and other Democrats also supported a ban on "high capacity" ammunition magazines. Senator Joe Manchin (D-WV) pushed gun control in the wake of Sandy Hook, too. Yet, unlike the other Democrats, Manchin actually admitted his gun control package would not have stopped the Sandy Hook shooting, but he pushed it nonetheless.

Thirty-five dollars can barely buy a tank of gas in the current economic climate, but Bob Healey, a Rhode Island man who ran for governor this week during Tuesday’s midterm election, arguably got more bang for his buck than one would expect .
Healey didn’t technically win this week’s gubernatorial race in Rhode Island, but did end up garnering nearly a quarter of the total votes cast in that state’s big election on Tuesday, and with hardly much monkey, to say the least.
Despite spending only $35.31 on his campaign for governor, the Moderate Party candidate received 67,707 votes during this week’s election, or around 22 percent of all ballots combined.
It’s amazing what $35 can do,” Healey told Eyewitness News on Wednesday. “As I’ve been saying, if we only spent $75, $80, we might’ve won the race.”
The Washington Post reported that a political analyst that appeared on the Providence, RI-based news outlet on Election Day agreed that Healey did beyond just about everyone’s expectations.

The Maryland Health Exchange Is Spending $446,800 On Social Media. Here's What That Pays For
The Maryland Health Benefit Exchange plans to spend close to $450,000 to interact with Maryland residents through social media.
All eyes are on the exchange as it prepares to launch its overhauled online insurance marketplace for open enrollment season Nov. 15. The exchange experienced significant technical problems last year that left users frustrated. Social media could play a crucial role in building up a conversation and buzz around open enrollment season.
A $446,800 social media contract with the exchange's marketing contractor, Weber Shandwick, will focus on publishing lots of content — in English and Spanish — that helps residents understand their insurance options and create an online community of happy enrollees. Social media will be an extension of the exchange's customer service, where residents can get answers to pressing questions about the enrollment process.

All eyes are on the exchange as it prepares to launch its overhauled online insurance marketplace for open enrollment season Nov. 15. The exchange experienced significant technical problems last year that left users frustrated. Social media could play a crucial role in building up a conversation and buzz around open enrollment season.
A $446,800 social media contract with the exchange's marketing contractor, Weber Shandwick, will focus on publishing lots of content — in English and Spanish — that helps residents understand their insurance options and create an online community of happy enrollees. Social media will be an extension of the exchange's customer service, where residents can get answers to pressing questions about the enrollment process.

Morale sinks at CNN's DC bureau
CNN's Washington bureau is suffering from low morale and high anxiety in the wake of weeks of layoffs and buyouts — with one employee likening the place to the Redskins’ locker room.
In conversations with POLITICO, sources at the bureau spoke of tension in the office as several longtime staffers have been let go while others are being promoted and given raises. On Friday, during the most recent departures, "people were crying all over the bureau," one D.C. employee said.
"Morale at the CNN Washington Bureau is about as strong as it is inside the Redskins’ locker room — and the management is just as bad," another CNN staffer said.
The latest round of layoffs and buyouts was meant to cut roughly 300 positions from across CNN’s bureaus, or 8 percent of its total staff. In Washington, roughly 50 employees were let go — 27 through layoffs and roughly two dozen through buyouts. Meanwhile, CNN DC has created 20 new positions on the digital side. The network said that a few of the laid-off employees have reapplied for new positions at the network, and at least three have been accepted so far.
The latest exit was Michelle Jaconi, an executive producer and D.C. bureau stalwart, who declined to relocate to New York and bid adieu to her colleagues in a lengthy email on Friday. Jaconi was escorted out of the bureau immediately after sending the email.

Gun Sales in Ferguson Skyrocket As Grand Jury Decision Draws Near
At a gun shop near Ferguson, Missouri, the manager told CNN that sales of firearms for personal protection have increased nearly 50 percent. As stores in Ferguson and nearby areas board up their fronts in fear of riots that could be sparked in the coming days of a potential grand jury decision, residents appear to be taking up arms.

Wicomico County's Political Loser of the Year – Michael Pretl?
If he did not do any better as an attorney, 2014 is a very, very bad year for Mr. Pretl.
We can only comment on his political exploits, which include his role as the chairperson of Ron Pagano's campaign for the seat on the County Council held by Joe Holloway. It's inconceivable that Mr. Pretl was not aware of Pagano's record in Maryland and Ohio before it was exposed on this blog, leading to Pagano's decision to withdraw as a candidate. That attempt to scam the voters was a farce that failed.
Mr. Pretl's effort to join the County's Democrat Central Committee also failed – he was the lone loser among the candidates on the ballot in the primary election. And defeated candidates that he supported by donation of funds include Anthony Brown, Kenneth Ulman, Norman Conway, Rick Pollitt, Laura Mitchell and Josh Hastings.
That's a record of accomplishments in one year that few, if any, can beat.

The Question, Will We Be Able To Swim In The River In 10 Years?
Mayor Jim Ireton ran his original campaign firmly stating citizens will be able to swim in the Wicomico River in 10 years.
While some have ignored his promise, we have not. To answer the question, absolutely not. Jim Ireton used that statement as a way to say he is environmental friendly but like all liberals, he's full of crap, just like the River.
He has made MINOR steps in protecting the River and test results have proven such. The last results really ticked off the Mayor because they came out at a time in which he was claiming the River was healthier, wrong.
Ireton's only answer is to VOLUNTARILY bring on the RAIN TAX for City of Salisbury Taxpayers.
Salisbury News has also learned Jimmy threw a massive fit when we came up with the "hoax" article with the Downtown Revitalization where we showed pictures of former Mayor Barrie Tilghman's building completely falling apart. The Mayor has done NOTHING about ALL of the buildings. Why, because Joe Albero exposed it, that's why.

Salisbury Substance Abuse Community Center Receives United Way Support
In the year ahead, United Way of the Lower Eastern Shore will increase the number of Twelve Step programs held at the Salisbury Substance Abuse Community Center and will increase the center’s visibility through Community Impact Funding in the amount of $19,000. There were many Democratic losers in last week’s midterm elections, but in Maryland, the biggest loser is Governor Martin O’Malley, whose Presidential aspirations may have just gone up in smoke.
In a stunning election outcome, Republican businessman and Governor-elect Larry Hogan made the gubernatorial election about “the third term of Martin O’Malley”. Running against Anthony Brown, O’Malley’s Lt. Governor, Hogan campaigned relentlessly against the “O’Malley-Brown” record. And Maryland voters repudiated that record decisively.
While Democrats attempted to make the campaign about guns and birth control, Governor-elect Hogan achieved one of the biggest upsets in the country with a disciplined message focused on jobs, the middle class and restoring Maryland’s economy. He pledged to control spending, roll back O’Malley’s taxes, and improve the dismal business climate in Maryland. His campaign put a spot light on the tax and spend record of the O’Malley administration. But his laser like focus was on the 40 tax increases that have been the O’Malley-Brown signature “achievement”.

I am a conservative. I believe in the truth of traditional values, of limited government, and free markets.
And I believe in personal freedom and that it is not possible without all the above.
Our country has been going in the opposite direction and things, predictably, have not been going well.
The American people spoke last Tuesday, and I am happy with what they had to say.
But I am also happy that we have, once again, proof that America is still a free country. That when the American people are not happy, they can vote for change.
This is a great thing.
But best is when we use this precious gift of freedom to learn and to grow.

The federal government is about to put $100 million behind a simple idea: doubling the value of SNAP benefits — what used to be called food stamps — when people use them to buy local fruits and vegetables.
This idea did not start on Capitol Hill. It began as a local innovation at a few farmers' markets. But it proved remarkably popular and spread across the country.
"It's so simple, but it has such profound effects both for SNAP recipients and for local farmers," says Mike Appell, a vegetable farmer who sells his produce at a market in Tulsa, Okla.
The idea first surfaced in 2005 among workers at the New York City Department of Health and Mental Hygiene. They were starting a campaign to get people to eat more fresh produce.
"I think we were trying to confront the idea that healthy foods, [like] fresh fruits and vegetables, are not affordable," says Candace Young, who was director of the department's nutrition programming at the time. (Young now works for The Food Trust in Philadelphia.)
Young recalls that one of their workers pointed out that some SNAP recipients live near farmers markets "and we thought, how about we incentivize them to use their SNAP benefits at these farmers markets?"

Anybody truly interested in government, and therefore politics, should be cognizant above all that ours have already entered systemic failure. The management of societal affairs is on an arc to become more inept and ineffectual, no matter how either of the current major parties pretends to control things. Instead of Big Brother, government in our time turns out to be Autistic Brother. It makes weird noises and flaps its appendages, but can barely tie its own shoelaces.
The one thing it does exceedingly well is drain the remaining capital from endeavors that might contribute to the greater good. This includes intellectual capital, by the way, which, under better circumstances, might gird the political will to reform the sub-systems that civilized life depends on. These include: food production (industrial agri-business), commerce (the WalMart model), transportation (Happy Motoring), school (a matrix of rackets), medicine (ditto with the patient as hostage), and banking (a matrix of fraud and swindling).
All of these systems have something in common: they’ve exceeded their fragility threshold and crossed into the frontier of criticality. They have nowhere to go except failure. It would be nice if we could construct leaner and more local systems to replace these monsters, but there is too much vested interest in them. For instance, the voters slapped down virtually every major ballot proposition to invest in light rail and public transit around the country. The likely explanation is that they’ve bought the story that shale oil will allow them to drive to WalMart forever.
