U.S. Army Set to Ban Tattoos Below the Elbow or Knees

The U.S. military and tattoos have an entangled history. The rise of the tattoo in popular culture started with floods of inked veterans—especially from World War II—returning home with them. The first tattoo parlor in New York City, established in 1846, served to mark up Civil War soldiers.

It is that strong history that's probably the reason why a blog post on the Army's website declared in 2009, "Today, it seems, you couldn't throw a rock into an Army formation without hitting a Soldier with at least one tattoo."

So it might be strange for the Army to put forth a new rule banning them on commonly tattooed portions of the body.

County Police Getting New Sidearms

Baltimore County police are replacing their current sidearms with new ones.

The contract calls for nearly 2,000 FNH, 40-caliber handguns at a cost of almost a million dollars. The price tag for 1,920 guns is $977,000 according to police.

The current guns are well over a decade old.

Elise Armacost, with the county police department, said the plan is to keep the old guns out of the wrong hands by selling the old ones to law enforcement and security agencies.

Terry McAuliffe Pledges Colorado-Like Gun Control If Elected

Virginia gubernatorial candidate Terry McAuliffe's (D) website was updated Monday to show his commitment to bring Colorado-like gun control to the commonwealth.

In the section titled "Investing in Virginia's Urban Centers," TerryMcAuliffe.com now contains the heading, "Support Common Sense Gun Control Measures."

Under that heading, it says McAuliffe "will support mainstream and majority supported gun control measures like universal background checks, limiting the size of magazines, and a return to the 1-gun-per-month rule."

ATF "Lost Track" Of 420 Million Cigarettes, Watchdog Says

The Justice Department's internal watchdog says the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives mounted dozens of undercover investigations into illicit cigarette sales without proper approval. It says the agency misused some of $162 million in profits from the stings - including overpaying an informant by millions of dollars - and lost track of at least 420 million cigarettes.

The ATF's new director, B. Todd Jones, said the audit covered only selected ATF investigations between 2006 and 2011, and that the agency had tightened its internal guidelines since then.

The report cited a widespread lack of ATF oversight in the agency's use of "churning investigations," undercover operations using proceeds from illicit cigarette sales to pay for ATF expenses.

Cruz: 'Ruling Class' Shouldn't Fund Obamacare With 'Brute Force'

On Monday, after asking for unanimous consent on a 60-vote threshold on the House bill that funds the government except for Obamacare, Sen. Ted Cruz (R-TX) said the ruling class should not fund Obamacare by "brute force."

Cruz said Obamacare was forced into law over three years ago by a "strict party-line vote" and by "straight brute force," but it "shouldn't be funded that way," even though that is what Senate Majority Leader Harry Reid (D-NV) wants to do.

"That's not the way this institution should proceed," Cruz said. "A 60-vote threshold does not require the Majority Leader to get a great many Republican votes, but it does require that he get a few. That he cannot simply do it with the votes of only the Democrats in this body."

$3.8M: Labor Dept. Employees Made Unauthorized Charges At Hilton, Target, Chick-fil-A

U.S. Department of Labor employees racked up an estimated $3.8 million in unauthorized or undocumented expenses over the past two and a half years, including charges at Hilton Naples Grande Beach Resort, Wal-Mart, Target and Chick-fil-A, according to an Inspector General (OIG) audit released earlier this month.

The OIG estimated the total amount of unauthorized charges after auditing 174 government-issued Citibank travel card accounts.

Using charge cards issued to employees travelling on official business, Obama administration officials spent an unauthorized $210.10 at the Hilton Naples Grande in Florida, $528.94 at Wal-Mart, $888.09 at Target, and $126.67 at Chick-fil-A – even though the cards are to be used strictly for “official expenses, such as hotel rooms and airline tickets” that exceed $75.

Obama Needs Bill To Explain . . . Again

President Obama is rolling out Bill Clinton once again to give him some desperately need public relations assistance, appearing with the former president late this afternoon in New York City to try to sell the unpopular Obamacare to Americans.

It’s the second time in recent weeks Clinton has been enlisted by Obama to promote Obamacare. Clinton has a talent that Obama lacks for explaining complicated matters in an appealing and folksy manner.

Obama’s most important use of Clinton came in the service of explaining another complicated matter – Obama himself. Clinton was the star of the 2012 Democratic Convention in Charlotte, North Carolina, offering up a rationale for Obama’s reelection that the president himself could never deliver and which analysts believe may have been instrumental in Obama’s victory.

Census: State and Local Income, Sales, Motor Fuel, Motor Vehicle, and Alcoholic Beverage Taxes Hit All-Time Highs in 2nd Quarter

Revenues from state and local individual income taxes, general sales and gross receipt taxes, motor fuel taxes, motor vehicle taxes and taxes on alcoholic beverages each hit all-time highs in the second quarter of this year, according to data released today by the Census Bureau.

That means that in no quarter of any year since the Census Bureau first started tracking state and local tax revenues in 1962 have Americans paid more in each of these categories of state and local taxes then they did in the quarter that ran from April through June of 2013.

Americans paid a record of $114.032 billion in state and local individual income taxes in the second quarter of this year, according to the Census Bureau. That was up $7.787 billion—or 7.3 percent—from the previous all-time record of $106.245 billion in state and local individual income taxes that Americans paid in the second quarter of 2008.

That IRS Woman Is Retiring

Lois Lerner – the Internal Revenue Service (IRS) bureaucrat whose stunning confession kicked off the biggest scandal in the agency’s history – is retiring.

On May 10 Lerner dropped a bombshell on Washington, D.C. when she stated she was “sorry” the agency had inappropriately targeted limited government groups for additional scrutiny in the years leading up to the 2012 election. Lerner claimed this “error in judgment” was confined to low-level employees in Cincinnati – a statement which later turned out to be false.

Dale Jr. Set To Visit North Dorchester High School

HURLOCK — North Dorchester High School students will receive a special visit Thursday, Sept. 26, from NASCAR driver Dale Earnhardt Jr., who is scheduled to speak to the student body as part of the National Guard’s Race 2 Achieve program.

Race 2 Achieve is a free Common Core-aligned supplemental curriculum for 11th- and 12th-grade math classes. The math curriculum focuses on how NASCAR team Hendrick Motorsports uses key concepts found in Algebra II and trigonometry, and applies them to real-world job scenarios.

“It’s a tremendous opportunity for the students to hear Mr. Earnhardt’s powerful message about achieving education excellence,” said North Dorchester High School Principal Lynn Sorrells. “At one point, he was sitting in a high school classroom just like our students and now he is one of the most recognized figures in sports. There are a lot of technical aspects in racing so I know the students will learn a lot from his experiences. He plans to talk about how you never know where education may take you. It’s a great opportunity for the students.”

The scandal-scarred IRS has agreed to grant tax-exempt status to True the Vote, the Texas-based “election integrity” group that became one of the tea party and conservative organizations targeted by the tax collector.

True the Vote announced Monday the IRS and the Justice Department consented late Friday to grant its application for 501(c)(3) status.

Resume:
Dagsboro, DE- The Delaware State Police are releasing the name of the victim as Harold H. Medes 3rd.

Troopers were called to the residence in the 30000 block of Power Plant Road shortly before 6:00 p.m. for a report of a subject that had been stabbed. Upon arriving at the house, Medes had been located with wounds to his upper torso and pronounced dead at the scene by Sussex County Medics.

Harold Medes was removed by the Office of the Chief Medical Examiner and an autopsy ruled the manner of death as a homicide.

The investigation is active and ongoing as the Homicide Unit continues to investigate the circumstances surrounding the death, as well as conduct interviews and gather evidence.

Additional information will be released as it becomes available.

Smithfield Shareholders Approve Shuanghui Deal

RICHMOND, Va. — Shareholders of Smithfield Foods Inc. on Tuesday approved a plan to sell the world’s largest pork producer and processor to a Chinese company.

The Smithfield, Va.-based company said more than 96 percent of the votes cast during a special meeting in Richmond were in favor of Shuanghui International Holdings Ltd.’s $34 per share offer, or $4.72 billion in cash.

The deal, which is expected to close Thursday, will be the largest takeover of a U.S. company by a Chinese firm, valued at about $7.1 billion including debt. Its sale to Hong Kong-based Shuanghui comes at a time of serious food safety problems in China, some of which have involved Shuanghui, which owns food and logistics enterprises and is the largest shareholder of China’s biggest meat processor.

To Produce State Subservient Drones

As I point out in my new book, A Government of Wolves: The Emerging American Police State, there are several methods for controlling a population. You can intimidate the citizenry into obedience through force, relying on military strength and weaponry such as SWAT team raids, militarized police, and a vast array of lethal and nonlethal weapons. You can manipulate them into marching in lockstep with your dictates through the use of propaganda and carefully timed fear tactics about threats to their safety, whether through the phantom menace of terrorist attacks or shooting sprees by solitary gunmen. Or you can indoctrinate them into compliance from an early age through the schools, discouraging them from thinking for themselves while rewarding them for regurgitating whatever the government, through its so-called educational standards, dictates they should be taught.

Those who founded America believed that an educated citizenry knowledgeable about their rights was the surest means of preserving freedom. If so, then the inverse should also hold true: that the surest way for a government to maintain its power and keep the citizenry in line is by rendering them ignorant of their rights and unable to think for themselves.

Consumer Confidence Dips As Jobs Outlook Dims

WASHINGTON — Americans’ confidence in the economy fell slightly in September from August, as many became less optimistic about hiring and pay increases over the next six months.

The Conference Board, a New York-based private research group, said Tuesday that its consumer confidence index dropped to 79.7 in September. That’s down from August’s reading of 81.8, which was slightly higher than previously estimated.

Consumers’ confidence is closely watched because their spending accounts for 70 percent of economic activity. The September reading was only slightly below June’s reading of 82.1, the highest in 5 ½ years.

Maryland Attorney General Gansler Makes Governor Run Official

WASHINGTON - Maryland Attorney General Doug Gansler has made it official: he's running for governor.

The Montgomery County Democrat kicked off his campaign across the street from the Montgomery County Courthouse where he served as Montgomery County State's Attorney.

Gansler's facing a stiff challenge from Lt. Gov. Anthony Brown of Prince George's County. Brown announced his candidacy in May and chose Howard County Executive Ken Ulman as his running mate in June. Gansler has yet to make his choice of running mate public but says he'll make the announcement by early October.

Black-On-White Beatings Leave More Dead

Some people call it the “knockout game,” local news affiliates in New York prefer to call it simply a teenage “prank,” but whatever the term, Ralph Santiago is dead – one of three men who recently died or suffered permanent brain damage from what police say are unprovoked assaults.

Others, however, are saying it’s not some random crime or occasional “prank,” but part of a nationwide pattern of unprovoked racial violence.

The rules of the “knockout game” are typically the same no matter where it happens: Start with a group of black people. Find a white person. Punch him in the face. Don’t stop until the person is knocked out or your arms get tired … or the person is dead.

Iranian President Brushes Away Obama’s Olive Branch At U.N.

UNITED NATIONS — President Obama used his annual address to the United Nations on Tuesday to say he sees an opening for diplomacy with Iran and would pursue a deal to stop the Islamic republic’s pursuit of nuclear weapons — but his words were soon overshadowed by the handshake that wasn’t.

New Iranian President Hasan Rouhani rejected a White House invitation for a brief meeting with Mr. Obama, an American olive branch designed to move the two countries beyond their adversarial positions and toward peace. The administration later claimed that Iranian officials thought it was “too complicated” to be seen meeting with the U.S. and that the conversation, no matter how short, would have posed political problems back home for Mr. Rouhani.

NJ Property Tax Burden Soars 13 Under Chris Christie

The net household property tax burden in New Jersey rose 13 percent during Gov. Chris Christie's first three years in office — a number that reflects both his success in reining in local government spending and his inability to restore a relief program that was gutted by his predecessor during the Great Recession, an Associated Press analysis of tax data has found.

The growth is only slightly lower than it was in the last three years of Democrat Jon Corzine's time as governor, when the net tax bill went up 15 percent.

But it reflects a different approach: Christie, a Republican, has gone further to force local governments to keep costs down — and give them help doing it. Corzine also tried to control local government costs but did much of his work on trying to control taxes by expanding a rebate program, which he then cut.

Lowery Calls Arrest At Common Core Meeting "Unfortunate"

Maryland's Superintendent of Schools is speaking out on the arrest last week of an Ellicott City man at forum she hosted on the Common Core education standards.

In an interview with WBAL's Tim Tooten, Doctor Lillian Lowery said that she is glad the charges against Robert Small have been dropped after he was arrested last week at a Common Core forum in Towson.

"It was very unfortunate. As everyone has said that was a parent, and we certainly want our constituents to be heard, but the room was filled," Lowery said during a break in a State Board of Education meeting on Tuesday.

A former FBI bomb expert is pleading guilty to leaking information on counterterrorism operations to reporters. Donald Sachtleben says he told the Associated Press about a U.S. intelligence operation in Yemen last year. The story gained wide attention after the Justice Department seized AP phone records in its hunt for the source of the information. Under the plea deal, he would serve three years and seven months for the leak, making it the longest prison term yet in a civilian case. Sachtleben earlier confessed to charges of pornography involving underage girls. He will spend more than 11 years in prison in total.

No Communion For Nancy Pelosi: Vatican Court Head

House Minority Leader Nancy Pelosi has no Catholic right to be granted Communion, said the leading cardinal of the highest court at the Vatican.

Mrs. Pelosi should be denied Communion until she changes her advocacy views on abortion, Cardinal Raymond Leo Burke said, according to the Western Center for Journalism.

Navy Yard Security Changes

The Navy is recommending three changes to security procedures following the Navy Yard shooting. It says civilian background checks done by the Office of Personnel Management should include available police documents. The service is sending Defense Secretary Chuck Hagel the recommendation for approval. Navy Secretary Ray Mabus has approved the other two changes. One will require executive officers or other senior members, rather than junior officers, to manage command security. The other would require more scrutiny at top levels of candidates' evaluations and fitness reports. Authorities pouring over shooter Aaron Alexis' record have found signs that he suffered from mental illness and was prone to violence.

Former Eastern Shore congressman Bob Bauman responds to Barry Rascovar’s column published Sunday.

I am surprised that none of the Baltimore and D.C. press coverage of the Western Maryland “secession” drama has included the issue of Statehood for the Eastern Shore, an issue I championed as state senator for the Upper Shore in 1972. Certainly Barry Rascovar should recall that event. (Todd Eberly discussed it briefly in his Sept. 11 column on secession.)

If any area of Maryland has a right to feel neglected it is the Shore, maligned by the late Governor Schaefer as the “out house” of Maryland and by H.L. Mencken as “booboisie.” It is viewed by O’Malley as a hotbed of Tea Party Republicans who cannot be gerrymandered congressionaly, unfortunately from his very partisan perspective.

In 1972 I sponsored a bill to allow a referendum on the issue in my five upper shore counties (Cecil, Kent, Caroline, Queen Anee’s, Talbot). We had a major pro-statehood rally at the State House that drew about a thousand people from all over the shore, complete with Shore food (oysters, crabs, chicken) music and speeches. Of course the Democrats, led by the late Sen. Fred Malkus, blocked my bill but the publicity contributed to my election to the House in a special election in 1973.

Sen. Ted Cruz, R-Texas, Ends His Speech After 21 Hours, 19 Minutes

After more than 21 hours on the Senate floor, Sen. Ted Cruz wrapped up his marathon speech against ObamaCare at noon on Wednesday -- though, as expected, it did not stop the chamber from proceeding to a controversial test vote.

The speech amounted to a final act of political theater before the vote. As he concluded, he said to the American people: "This debate's in your hands."

Cruz had attracted a rotating set of supporters by sunrise, as they joined him on the floor in blasting the health care law.

With better choices, the O’Malley-Brown Administration has built what Education Week magazine says is the best public school system in America for the fifth year in a row. These better choices are leading to better results. Eight out of 10 of our youngest students are entering Kindergarten ready to learn compared to 5 out of 10 a decade ago. Maryland’s elementary school students have raised their MSA scores nearly 40 percent in both reading and math, and our middle school students have increased their MSA scores in math by more than 80 percent. What’s more, Maryland’s high school students have been ranked number one in the nation in AP Success for seven consecutive years and are graduating at the highest rate in our State’s history. And, together with Maryland’s hard working educators, we have made more progress to close the income achievement gap than any other state in the nation. NUMBER OF AMERICANS WHO SAY GOVERNMENT HAS TOO MUCH POWER HITS RECORD HIGH

The number of Americans who believe that the federal government has grown too large and powerful has reached an all-time high, according to a new Gallup survey.

Six in 10 people surveyed by the polling firm believe that the government has become monolithic, 1 percentage point above September 2010’s previous all-time high.

Roughly 32 percent of respondents said the government has just the right amount of power and only seven percent said the government has too little.

The 7 percent who would like to see the government take on a larger role has actually been fairly consistent in this belief, according to Gallup data dating back to at least 2002.

Top Senator Calls For Scrapping Key Snooping Patriot Act Section

The Senate’s senior lawmaker said Tuesday that its time to end the Patriot Act power that the intelligence community has relied on to collect all Americans’ phone records, saying it isn’t making the country safer.

“In my view, and I’ve discussed this with the White House, the Section 215 collection of Americans’ phone records must end,” said Sen. Patrick J. Leahy, Vermont Democrat and chairman of the SenateJudiciary Committee. “It is not making America safer and the government has not made its case this is an effective counterterrorism tool.”

Speaking at Georgetown Law Center, Mr. Leahy said he would hold a classified briefing this week and call an open hearing next week to try to look at the issues at stake.

The intelligence snooping has come under scrutiny since leaks earlier this year exposed that the U.S. government was collecting the time and phone numbers of calls made in the U.S., as well as combing through other electronic communications.

One Man's ObamaCare Nightmare

Andy and Amy Mangione of Louisville, Ky. and their two boys are just the kind of people who should be helped by ObamaCare. But they recently got a nasty surprise in the mail.

"When I saw the letter when I came home from work," Andy said, describing the large red wording on the envelope from his insurance carrier, "(it said) 'your action required, benefit changes, act now.' Of course I opened it immediately."

It had stunning news. Insurance for the Mangiones and their two boys,which they bought on the individual market, was going to almost triple in 2014 --- from $333 a month to $965.

The insurance carrier made it clear the increase was in order to be compliant with the new health care law.

"This isn't a Cadillac plan, this isn't even a silver plan," Mangione said, referring to higher levels of coverage under ObamaCare.

MSNBC: White Men Can’t “Appreciate” How Awesome It Would Be To Have Hillary Clinton As President

No surprise the woman who said this writes for the Washington Post-owned anti-white website The Root.

A panel on MSNBC this morning dug into the extensive New York Magazine story on Hillary Rodham Clinton, with a focus on her likelihood as a presidential candidate in 2016. Guest host Mara Schiavocampo cited a quote from a source in the story saying that Clinton’s march to presidential contention is “like a force of history.”

When given a chance to opine on that matter, MSNBC.com’s Timothy Noah sought cold water, calling “overwrought” the “idea that she is being buffeted by the winds of history.” The process, argued Noah, is a touch simpler than all that: “If she runs, it’s because she wants to be president of the United States,” he argued.

State Police: Pending Requests Won't Need Handgun Qualification

Residents who have submitted handgun purchase applications before new requirements go into effect next Tuesday will not have to obtain a handgun qualification license, Maryland State Police said Tuesday.

The pending new law has prompted a huge increase in applications for firearm purchases, and a backlog has resulted. In the last two weeks, troopers said applications are coming in at the rate of 1,000 per day.

The agency said that troopers will not enforce the new requirements, which also include background checks and fingerprinting, on applications submitted by Monday.

‘DICTATORSHIP 101′: BECK’S CHILLING BREAK-DOWN OF WHAT PARENT ARRESTED AFTER QUESTIONING COMMON CORE MEANS FOR AMERICA

Glenn Beck told his audience on Monday that the arrest of a Maryland father who was asking questions about Common Core is frightening evidence of the country moving further along the path that he says goes from “nudge,” to “shove,” to “shoot.”

For those unfamiliar with the terms, Beck explained that “it’s how every Marxist utopian dream begins.”

On vacation in Casper last week, I had dinner at Bosco’s, where owner Susan Bosco proudly displays signed photos of local political luminaries — including Enzi, Sen. John Barrasso, Gov. Getting old is hard.
Getting old and getting shut out of the workforce is misery.

Since the recession, the labor force participation rate — the percent of the population employed or looking for work — has remained stubbornly low.

Many analysts have attributed much of this to America’s aging population.

And that may be true.

But what the numbers can’t show is that some boomers are dropping out because they can't get re-hired if they've been left jobless.

Senate GOP Has The Votes To Defund Obamacare

“I want to be absolutely crystal clear — any bill that defunds Obamacare is dead. Dead.”

That was Senate Majority Leader Harry Reid (D-Nev.) telling reporters last week that there would not be the votes to pass a House Republican plan to defund the health care law via the continuing resolution.

Something he and his colleagues might consider, however, is that that really cuts both ways.

Cummings Wants AIG CEO To Resign For Lynching Comparison

 Maryland 7th District Congressman Elijah Cummings says the CEO of AIG (American International Group) should apologize and then resign for comparing criticism of CEO pay to lynchings in the South.

Robert Benmosche told the Wall Street Journal that the anger over pay

and bonuses to Wall Street executives was "sort of like what we did in the Deep South."

He added the criticism "was intended to stir public anger, to get everybody out there with their pitch forks and their hangman nooses, and all that."

Details, Details, Details: Obamacare Still A Fog

When former House Speaker Nancy Pelosi famously said Congress would have to pass the Obamacare bill so people could find out what was in it, few might have guessed that on the verge of its implementation, so many basic details would remain a question mark, including rates, coverage and availability.

In any case, the outlook for Obamacare is so bad that even Democrats have begun calling it a “train wreck.”

The Wall Street Journal confirms the program that was supposed to make health care insurance available to all and save families $2,500 a year, as Barack Obama promised, probably isn’t going to do that.

“I was always skeptical of Obamacare,” Georgia Insurance Commissioner Ralph Hudgens, a Republican, said. “But I never imagined that it would lead to rates being doubled or tripled. Increases of this magnitude will make coverage less affordable and increase the number of uninsured in Georgia.”

Ted Cruz: Conservatives Were 'Embarrassed Voting' For McCain In '08

In an extensive interview with GQ, Texas Republican Senator Ted Cruz lit into Arizona Republican Senator John McCain saying, "I don't know a conservative who didn't feel embarrassed voting in 2006 or 2008," Cruz told me—a remark that's sure to endear him even more to McCain. "I think the Republican Party lost its way. We didn't stand for the principles we're supposed to believe in."

There is obviously no love lost between McCain and Cruz. Earlier this year, McCain described Cruz (along with others, including Rand Paul) as "wacko birds."
