ABC2 has confirmed Ravens quarterback Joe Flacco is partnering with Dairy Queen to make a donation to the Matthew J. Cheswick Memorial Fund. Cheswick, a Towson University student, was killed in a hit and run accident last year in Ocean City.
The donation of $25,000 will be made during an upcoming special event. We're told the donation was Flacco's idea, with the quarterback touched by Cheswick's story. Matthew, who was 22 when he died, was a die-hard Ravens fan who often attended games with his father and brother. A banner baring Matthew's nickname "Cheese" hangs in the stands at M & T Bank Stadium during games.

Although never one to indulge in controversy, I’d like to offer my humble opinion on three solutions that would lead these United States back from the edge of abyss of total fiscal and societal collapse and into a future of self-responsibility , freedom and prosperity for the individual, family and nation.

New Union Contracts Feature Annual Salary Increases
OCEAN CITY – On Monday night, the Mayor and City Council came before a room crowded with members of Ocean City’s two unions to sign and ratify the long awaited collective bargaining agreements, which outlined a series of salary increases.
City Manager David Recor first introduced the resolution to ratify the collective bargaining agreement with the International Association of Firefighters (IAFF) Local 4269 as well as lead negotiator John Gilman of Miles & Stockbridge P.C.
“I want to acknowledge the municipal employees who assisted in the negotiations, and commend you for having wonderful employees who are very willing to help and go above and beyond in effort and time spent assisting me … and also commend the leadership of the respective departments of police and fire, and that they have a command of what they are doing on a daily basis, as well as their employees best interest,” Gilman said. “I am pleased to report to that the town and the IAFF union has agreed to a collective bargaining agreement that provides the city and union labor peace for three years starting July 1, 2013 running through June 30, 2016.”

Capitalism and free markets depend upon trust, integrity, property rights and the rule of law. Without these, there are no advantages to free markets. Nor are there any incentives to create wealth. Salisbury, MD, The Wicomico County Fire Marshal today launched A Fire Safety Campaign for People 50-Plus to prevent the community’s older citizens from joining fire death statistics that escalate dramatically beginning at age 65. Fire Marshal Kevin Wright, is conducting the campaign in partnership with the Department of Homeland Security’s Federal Management Agency (FEMA). This morning’s presentation was made to the residents of Pine Bluff Apartments.
Each year, approximately 1,100 Americans ages 65 and older die in home fires and another 3,000 are injured. People ages 65 and older are three times as likely to die in a residential fire as the rest of the population. Careless smoking, cooking and heating practices are the top three causes of fire deaths among people age 65 and older.
“We will teach people simple steps for safe smoking, cooking and heating their homes – steps that will help them avoid unspeakable tragedy,” said Kevin Wright, Wicomico County Fire Marshal. “We will also encourage our older citizens to maintain their smoke alarms, develop and practice a fire escape plan, and if at all possible, install home fire sprinklers.” Wright also noted that the campaign reaches out to the 65-plus population and to people ages 50 and older who often care for and will soon enter this high risk group.
In Maryland, people ages 65 and older made up 28 percent of residential fire deaths from 1989 to 1998 according to the U.S. Fire Administration (USFA).
“We welcome invitations from community and faith-based organizations to present fire safety programs for people ages 50 and older, their families and caregivers,” said Wright. “We will also make home visits to point out fire hazards, help plan escape routes and provide fire safety materials.”

“My group decided to focus on my internship because I work with small children,” said Wallace, who interns with the Worcester County Health Department’s Early Intervention program.

Officials say they still have questions about the sequence of events that led to the unfortunate handling and discovery of the body.
Hospital officials say the baby boy was born stillborn at 22 weeks of development on April 4, and was wrapped in linens at the morgue.
From there, someone accidentally sent the sheets off to the laundry service to be cleaned, apparently unaware that the baby’s body was included, reports the Associated Press. The hospital says it’s been trying to get in touch with the family of the infant.

OCEAN CITY – After cutting and reviewing individual budgets, Ocean City’s departments have been coming before the Mayor and Council this week to present their respective fiscal year 2014 (FY14) spending plans.

IRS Employees Charged With Stealing
Two dozen current and former IRS employees have been charged with stealing government benefits and property. Federal prosecutors in Memphis say 13 of them received more than $250,000 in benefits illegally. Benefits included unemployment payments, food stamps and housing vouchers. Prosecutors said they lied about their employment status. If convicted, they face five years in prison. The other 11 were indicted for theft of government property. They could face longer sentences.

Coast Guard Highlights The Problems With Making "False Calls"
The coast guard station here at Curtis Bay handles hundreds of calls each year, but not all of them are real, including one they got Wednesday night. False calls don’t just impact the Coast Guard, those calls impact other resources, and that literally costs all those involved, “The cost rise quickly. It was a search last summer that cost more than $70,000 for something we believe was a false call.”
Making these false May Days are also a risk for the caller. It is a felony. One man caught and convicted in North Carolina was sentenced to one year and a day and ordered to pay almost a quarter of a million dollars in restitution to cover the cost of the false call.

Republicans Trying To Protect Public Safety And Law Enforcement Workers From Furloughs
The furlough season has begun. Gov Exec reports that some Labor Department employees are taking days off this week without pay. Staff at the EPA and the Office of Management and Budget are slated to begin furloughs Monday. Meanwhile, Senate Republicans have introduced a bill that would protect public safety and law enforcement workers from furloughs. The bill would let agency leaders move money around in their budgets so that the so-called "essential employees" would not have to take days off from work without pay. Sen. Roy Blunt (R-Mo) says essential employees includes food inspectors, control-tower operators and border guards.

Attorneys General Team Up With Facebook To Protect Privacy
Led by Maryland Attorney General Doug Gansler, the National Association of Attorney Generals (NAAG) has teamed up with Facebook to improve social media security with the launch of a new consumer education program.
Issues of social media privacy were featured at a NAAG cybersecurity summit this week, alongside the topics of financial hacking and government infrastructure.
“Just as we must address bullying, harmful content and other dangers in our schools and in our neighborhoods, we must address them online,” said Gansler, president of NAAG, on April 15 during the introduction of the summit.

Md. Transportation Authority Announces Enhanced Safety Measures For Bay Bridge
BALTIMORE — The Maryland Transportation Authority on Thursday announced plans to install added safety measures for two-way traffic operations on the Bay Bridge based on a study the agency made last year.
Crews are scheduled to remove and replace rumble strips and pavement markings and add new signs starting as soon as Friday to provide additional visual and physical guides to help drivers stay alert and in their lanes during two-way operations.
The authority implements two-way traffic operations when eastbound traffic is heavy. It reverses the left lane of the westbound span for use by eastbound motorists. Crews will put down a painted buffer between the westbound left lane and center lane with continuous double yellow lines, rumble strips and a solid white line along the 4.3-mile span, the authority said.

Congress Challenges New Court House Proposals
Congress is taking judges and the General Services Administration to task for proposals to build more federal courthouses. A new Government Accountability Office report questions 10 out of 12 planned construction projects. Auditors say there should be a moratorium until the judiciary puts the plans through a rigorous evaluation process. The judiciary says the construction will cost $1 billion. GAO said that's not true. With future rent, the cost will be at least three times that amount. House Infrastructure Committee Chairman Bill Shuster (R-Pa.) suggests fancy courthouses aren't necessary. He says administering justice could be done in a warehouse with two milk crates and a two-by-four.

The 35th annual Wicomico County Elementary & Secondary Student Art Show, featuring more than 1,500 works from students in every Wicomico school, opens Friday, April 19 at the Wicomico Public Library in Salisbury.
Art teachers have elected 20 to 50 pieces per school, including paintings, drawings, photographs and sculpture, to represent the creative efforts of Wicomico students. The exhibit will be available for viewing during library hours through April 27. The library is open 10 a.m.- 5 p.m. Monday, Wednesday, Friday and Saturday, and 10-8 p.m. Tuesday and Thursday.
A reception for student artists and their families will take place from 7-8:30 p.m. April 19. For information about the Wicomico County Student Art Show, please call Gary Beauchamp, supervisor of Music/Visual Art and Special Projects, at 410-677-4573.

Georgetown – Delaware State Police Financial Crimes detectives are reminding the public to be on alert for phone scams that have been targeting the elderly recently.
Detectives are investigating several cases where elderly residents of Sussex County have received calls from someone purporting to be a grandson, claiming to be in Mexico and in need of money. The caller often claims the money is needed for bail, due to a car accident, or to purchase an airline ticket to leave the country. The caller usually says that he is too embarrassed to call his parents.
Several victims have wired money to Mexico, only to realize that their grandson was never in that country. These victims have suffered substantial financial losses, often wiring thousands of dollars at a time.
Detectives remind anyone receiving a call asking for money to follow these tips:
Verify that whoever you think is asking for money is actually abroad. Call the parents or another relative. Most victims later realize their relative was never traveling.
Ask the caller questions that only your relative would know.
Obtain a phone number at which you can call back the caller.
If you feel you must pay for something abroad, attempt to do it with a credit card, instead of wiring the money. This makes it easier to identify the recipient and rescind payment.
If you are skeptical about the caller, talk to a neighbor or friend about the call before sending any money.
In these scams, it is very common for the victim who has sent money to receive continuing calls, asking for more money. Anyone who believes they have been a victim should be very cautious about sending any more money, and contact the police.

MD GOP Cracks Down On Bloggers
Michael Dresser of The Baltimore Sun (who is greatly missed from his days as a transit/transportation writer for them before he went to the government beat) writes about new rules from the Maryland Republican Party related to media credentials (which I’ve excerpted at the bottom of this post.)
There are several questionable things in there, but the thing that stood out to me, besides Dresser’s headline, was the credentialing rules as they relate to bloggers.
Basically, the rules show laziness by letting other credentialing bodies do all the work. Additionally, there seems to be an attempt to shut out bloggers.
This is still 2013 right? I recently attended CPAC 2013 as a blogger and I was seated in the same media area as all of the traditional media and had a pass that said Media. Values Voter Summit has had bloggers in with traditional media for years also. In addition to that, many of the Republican primary events and other election events had bloggers and media using the same credential and being in the same area.

There are several questionable things in there, but the thing that stood out to me, besides Dresser’s headline, was the credentialing rules as they relate to bloggers.
Basically, the rules show laziness by letting other credentialing bodies do all the work. Additionally, there seems to be an attempt to shut out bloggers.
This is still 2013 right? I recently attended CPAC 2013 as a blogger and I was seated in the same media area as all of the traditional media and had a pass that said Media. Values Voter Summit has had bloggers in with traditional media for years also. In addition to that, many of the Republican primary events and other election events had bloggers and media using the same credential and being in the same area.

A State Police spokesman says an MBTA police officer was wounded in that incident.
Police sources tell NewsCenter 5 one of the suspects in the Watertown shooting, who is still being sought, is the marathon attack suspect seen wearing a white hat.

MIT Campus Police Officer Killed In Campus Shooting
BREAKING NEWS: A Massachusetts Institute of Technology campus police officer died from injuries in a shooting on the campus outside Boston Thursday night, authorities said.
Cambridge police and the Middlesex District Attorney's office said the officer was responding to a report of a disturbance when he was shot. He later died at a hospital. His name was not immediately released.
State police spokesman Dave Procopio said the shooting took place about 10:30 p.m. outside an MIT building. The area was cordoned off and surrounded by responding law enforcement agencies, according to a posting on the university's website.
