Criminal Investigation Division
Major Crimes Section

On Saturday, July 27, 2019 at approximately 9:28 a.m., the Anne Arundel County Police and Fire Departments responded to the 7900 block of Chesapeake Drive, Orchard Beach, Maryland for a nine month old male infant in medical distress. The infant was transported to the Baltimore Washington Medical Center for further medical treatment. Life saving measures were continued at the hospital until 10:19 a.m. where the infant, identified as Niyear Taylor of the 7900 block of Chesapeake Drive, was pronounced deceased.

Homicide Detectives and the Evidence Collection Unit responded to the scene. Detectives conducted interviews with several family members that resided within the residence with the baby Niyear. Preliminary investigation advised the infant had been “wheezing” while breathing but had went to bed at approximately 2:00 a.m. At approximately 9:15 a.m. the mother and grandmother, who were co-sleeping with the infant, found the baby unresponsive and called 911.

The Office of the Chief Medical Examiner performed an autopsy on the infant. Upon conclusion of the autopsy and subsequent toxicology examinations, it was confirmed Fentanyl and Morphine were present in the infant’s blood, liver, and stomach contents. Due to further testing the OCME confirmed through toxicology that the infant had ingested Heroin and Fentanyl. The OCME ruled the infant’s cause of death as Fentanyl and Heroin intoxication with Despropionyl Fentanyl use with the manner being homicide.

Miami UPS worker allegedly hides packages worth nearly $3G, steals them later, police say

A UPS seasonal employee in Florida allegedly hid packages containing electronics while on the job and later stole them, police said.

The Miami employee, who assisted a full-time driver in unloading packages at several locations, was arrested for stealing packages on two different occasions this week, according to court documents.

Emmanuel Reggin, 18, has been charged with third-degree grand theft for allegedly attempting to steal at least $2,800 in electronic equipment, according to arrest records.

Court documents said the first incident took place on Monday when Reggin was unloading a UPS truck with 5,500 boxes delivered to a Miami Nektova fulfillment center, which, according to its website, is a global distributor of branded consumer electronics.

Education Package Emphasizes Increased Investment, More Accountability, and Better Results for Our Children

ANNAPOLIS, MD—Governor Larry Hogan today announced an education package that includes a bold accountability initiative to turn around persistently underperforming schools, as well as the largest school construction plan in state history.

“We are here today to launch the next chapter of education reform in Maryland, which will provide increased investment for our schools, more accountability for Maryland parents, teachers, and taxpayers, and most importantly, help to achieve better results for our children,” said Governor Hogan. “Education has been, and will continue to be, our administration’s highest priority, because I believe very strongly that every single child in Maryland deserves a world-class education, regardless of what neighborhood they happen to grow up in.”

Since taking office, Governor Hogan has invested a record $32 billion in K-12 education, well above the current funding levels required by legislatively mandated formulas. No governor in the history of the state has invested more.

Man, 52, who forgot to tell police he found his stolen car dies after cops pulled him over

A man has died in police custody after an officer attempted to put him in a carotid restraint at the end of a seven-minute high-speed chase started because they suspected him of being a car thief.

David Glen Ward, 52, was driving his Honda Civic in Sonoma County, California last Wednesday, after having reported it stolen three day before.

But he didn't tell cops he had retrieved the vehicle before they ended up beating him with personal body weapons, using a Taser gun on him and trying to restrict the blood flow to his brain with a non-fatal maneuver.

UNIMPEACHABLE? The Continuing Saga

Nunes: 'Evil slime balls' at CNN have defamed me

Rep. Devin Nunes leveled a personal attack against the journalists who published what he says is a false story reporting he spent time meeting Ukrainian officials in Europe attempting to dig up political dirt on Joe Biden.

"These evil slime balls say that I was Vienna meeting with Ukrainians," Nunes said Thursday on the Mark Levin show. "Not only was I not in Vienna, I actually have pictures of myself in Benghazi, Libya ... in Malta with the remains of an Army Air Corps soldier from World War II that we were loading into a plane."

Last week, CNN published a report depicting how Nunes, the leading Republican on the House Intelligence Committee, met with an ex-Ukrainian official to get dirt on Biden, citing the attorney of an indicted associate of Rudy Giuliani as a source.

House Hears Testimony From Renowned, Unbiased Legal Scholar Hillga Clintonheimer

WASHINGTON, D.C.—In an effort to prove that impeachment is constitutionally sound and definitely not a politically motivated circus performance, Rep. Jerrold Nadler called on his final witness of the day: renowned legal scholar Hillga Clintonheimmer.

Dr. Clintonheimmer teaches at Lund University in Sweden. The legal scholar was flown out by the Judiciary Committee to give her expert testimony this morning as impeachment hearings resumed.

"This Donald Trump of yours, yah, he is very corrupt, yah, and you should impeach him, yah?" she began, drawing applause from the Democrats on the panel. "He is, how you Americans say, very bad man, ya?"

WCSAO: Lenord Pompilus Convicted Of First Degree Assault

6 Big Moments From Day 1 of the Second Round of Impeachment Hearings

The House Judiciary Committee, holding its first day of impeachment hearings Wednesday, heard from four legal scholars on the case for and against removing President Donald Trump from office less than a year before a presidential election.

After five days of public hearings over two weeks, the House Intelligence Committee submitted its report—contested by the panel’s Republicans—to the Judiciary Committee, which will make the final determination on drafting and adopting articles of impeachment.

“We are all aware that the next election is looming. But we cannot wait for the next election to address the present crisis,” Judiciary Chairman Jerry Nadler, D-N.Y., said in his opening remarks. “The integrity of that election is one of the very things at stake. The president has shown us his pattern of conduct. If we do not act to keep him in check now, President Trump will almost certainly try again.”

Just half an hour of brisk walking every day could reduce the risk of diabetes - but only in MEN, study finds

Doing moderate-intensity exercise every day can lower your risk of developing diabetes, a new study suggests.

It's well-known that being sedentary raises the risk of health problems such as heart disease and obesity.

But researchers found that doing simple activities such as brisk walking or gardening for just 30 minutes raised levels of a hormone that reduces appetite and lowers blood sugar levels.

However, the results were only apparent in men, which the team says could be due to physiological differences between men and women, or the fact that women generally tended to lower activity levels.

Newark sues New York Mayor Bill de Blasio for 'dumping homeless people on the city by giving them "an offer they can't refuse"'

Newark Mayor Ras Baraka's administration has sued New York Mayor Bill de Blasio, accusing the fellow Democrat of dumping NYC's population of homeless people on New Jersey's biggest city.

The lawsuit accuses the de Blasio administration's Special One-Time Assistance, or SOTA, program of using strong-arm tactics to send people across the Hudson River to find a place to live.

'This case concerns an unlawful program of "coerced" migration,' Newark lawyers said in court documents filed in US District Court in New Jersey on Monday.

New York City officials are accused of 'forcing SOTA recipients to accept the proverbial "offer they can't refuse,"' the documents said, explaining that the phrase from the 1972 American Mafia film 'The Godfather' is 'really a command, "Do what we say or else."'

George Zimmerman SUES Trayvon Martin's family and Florida prosecutors for $100MILLION

George Zimmerman, the neighborhood watch volunteer who was acquitted in the 2012 fatal shooting of unarmed black teen Trayvon Martin, is suing Martin's family and Florida prosecutors, claiming that they engineered false evidence in the homicide trial.

The lawsuit filed Wednesday in Polk County Circuit Court seeks $100million in civil damages for defamation, abuse of civil process and conspiracy.

It alleges that the prosecution's key witness in Zimmerman's 2013 murder trial, Rachel Jeantel, was an imposter coached by the family and their lawyers.

The lead defendant in the suit is Sybrina Fulton, Martin's mother. Fulton became a nationally-acclaimed advocate for social justice and reducing gun violence in the wake of her son's death, and is now running for a seat on the Miami-Dade County Commission.

AOC Falsely Claims She Fast-Tracked HIV Drugs to Market

Rep. Alexandria Ocasio-Cortez (D., N.Y.) falsely claimed that her work in Congress fast-tracked the arrival of life-saving HIV drugs to the market, taking credit for a corporate decision made four years before she was elected to Congress.

Responding to President Trump's criticism of House Democrats, the progressive congresswoman fabricated a personal achievement by claiming that she "took on Big Pharma" with "colleagues in hearings that brought PrEP generic a year early" in a tweet last week.

In fact, Gilead, the pharmaceutical company behind PrEP—a medication that can reduce the transmission risk of HIV by 99 percent—had reached an agreement back in 2014 to allow a generic version of the drug to come to market a year early. The company disclosed that agreement weeks before its CEO, Daniel O'Day, appeared before Congress in May.

‘Gratitude owed to them was not given’: Barr compares treatment of police officers to Vietnam veterans

The top law enforcement officer in the United States warned Tuesday that anti-police sentiment that is allowed to fester in the subconscious of the American public could threaten the rule of law.

Attorney General William Barr compared the promotion of mistrust in police peddled by some criminal justice reform activists in recent years to the unwelcome reception soldiers who fought in the Vietnam War received when they returned.

“In the Vietnam era, our country learned a lesson. I remember that our brave troops who served in that conflict weren’t treated very well in many cases when they came home, and sometimes they bore the brunt of people who were opposed to the war,” Barr said during a speech honoring police at the Justice Department. "The respect and gratitude owed to them was not given. And it took decades for the American people finally to realize that.”

Hunter Biden will now have to hand over FIVE YEARS of financial records - including his time at Ukrainian oil company

Hunter Biden will have to tell the judge in his paternity case exactly how many hundreds of thousands of dollars he made by controversially sitting on the board of an Ukrainian oil company, DailyMail.com can disclose.

And Lunden Roberts, the woman who claims the son of former vice-president Joe Biden is the father of her 16-month-old child will have to reveal how much she made in tips as a stripper at the Mpire Club in Washington, D.C., where the two met.

Originally Judge Don McSpadden, who is presiding over the court in Batesville, Arkansas, had only asked for three years' records.

But now he says he needs five years of records before making a decision on how much the former vice-president's son should pay to support his child.

Virginia moves to suspend Medicaid work requirements

Virginia is moving to drop work requirements from its Medicaid program after Democrats took full control of the state legislature.

Gov. Ralph Northam (D) said in a statement that he has instructed the state’s Medicaid director to “pause” negotiations with the Trump administration about how to implement the requirements that certain “able-bodied” Medicaid recipients need to work and pay premiums.

“Virginians made it clear they want more access to health care, not less," he said in the statement. "Given the changed make-up of the General Assembly and based on conversations with new leadership, it is unlikely Virginia will move forward with funding a program that could cause tens of thousands of Virginians to lose health care coverage."

Formalization Of OC Pier Franchise Extension Underway

OCEAN CITY — Resort officials this week began finalizing the historic Ocean City Fishing Pier franchise agreement with the passage on first reading of a pair of ordinances setting the extension in motion.

Last week, Ocean City officials announced it had reached an agreement in principle with Charles “Buddy” Jenkins and his Synepuxent Pier and Improvement Company to extend the franchise agreement for the pier that juts eastward from the Boardwalk at Wicomico Street. On Monday, the Mayor and Council began formalizing the pier franchise extension agreement with the approval of two separate, but related, ordinance changes on first reading.

The first piece of the puzzle is an ordinance formalizing the extension of the pier franchise agreement for an additional 25 years beyond the 10 years remaining on the initial agreement reached between the city and Jenkins’ companies in 1978. That ordinance essentially extends the franchise agreement for another 35 years and ensures the iconic amusement pier will remain in its current state for decades to come.

Hundreds descend on VB City Hall demanding a ‘2nd Amendment sanctuary’; Gloucester unanimously approves theirs

VIRGINIA BEACH, Va. (WAVY) — The Second Amendment of the U.S. Constitution was at the front of the minds of both elected officials and residents Tuesday night.

When Virginia Beach City Council met Tuesday for its first meeting of the month, the Second Amendment wasn’t listed on the agenda. Yet hundreds showed up to voice their thoughts on the city becoming a “Second Amendment sanctuary.”

So much so that the City Council Chambers and all of city hall reached capacity, leaving even more people outside during the meeting. By 6:30 p.m. the crowd had swelled to the point that both the Virginia Beach Sheriff’s Office and police department were on-scene to close the road down in front of city hall.

The gun rights advocates wore orange stickers saying “Guns Save Lives” in the shadow of Building 2 at the municipal center, where six months earlier a gunman killed 12 and injured 4 others.

Chick-Fil-A’s Surrender Will Only Empower Liberal Bullies

As we head into the Christmas season, religious liberty in America continues to be under attack, and it’s not just about whether people can say “Merry Christmas” in public places.

With the recent controversy over Chick-fil-A bowing to pressure to end its financial support of charities the far left has labeled as “anti-gay,” organizations that dare to hold onto certain deeply held religious beliefs will likely be punished for it.

I have served on the national boards of the two charities that Chick-fil-A will no longer be supporting, the Salvation Army and the Fellowship of Christian Athletes (FCA). Both charities have been smeared by the left as being anti-gay because of their traditional religious view of marriage as between one man and one woman.

As a former board member of both organizations, I never witnessed—nor would I have tolerated—any type of prejudice or bigotry toward gay people. All I ever saw was people earnestly wanting to help other people.

In fact, the Salvation Army estimates that it is the largest provider of poverty relief to the LGBT community in the nation.

A Furious Scalise Demands To Know Why Schiff 'Spying' On Nunes, Journalist

Contained within a 300-page report on the Democrats' impeachment investigation was a startling admission; House Intelligence Committee Chairman Adam Schiff (D-CA) had obtained call records between Rep. Devin Nunes, Rudy Giuliani, Ukraine intermediary Lev Parnas, and journalist John Solomon.

In response, House Minority Whip Steve Scalise (R-LA) said "It raises a lot of serious questions," before demanding to know what Schiff was up to.

"I want to know all the people Adam Schiff is spying on," Schiff told the Washington Examiner. "Are there other members of Congress that he is spying on, and what justification does he have? He needs to be held accountable and explain what he’s doing, going after journalists, going after members of Congress, instead of doing his job."
The records showed calls between Nunes and President Trump’s personal lawyer, Rudy Giuliani, and calls between Nunes and Lev Parnas, a Giuliani associate now under indictment for funneling foreign money to U.S. political candidates.

Schiff said the calls raise questions about whether Nunes was involved in what Democrats believe was a scheme to undermine Trump’s political rival, former Vice President Joe Biden. -Washington Examiner
