Are you familiar with the sbynews blog? Are you aware that he regularly bashes the city of Salisbury? He regularly intimidates and threatens citizens that don't agree with his opinion. In my opinion this man is one step away from being a criminal. Are you aware of his horrible posts about the Salisbury Zoo and the Downtown Plaza? Why would you feed the ego of someone who is really an enemy to the commerce of Salisbury. He and his wife have filed lawsuits against the City of Salisbury. I am shocked that you would have such a disreputable person as your guest speaker. Putting (invited) after his name shows that you must be aware of his practice of barging in with his cameras, etc. I feel very strongly that it is wrong for the Chamber to associate itself with Joe Albero. I hope you will get other opinions and will contact a business professional to fill Joe's place.

Ellendale Man Arrested For Assaulting Trooper

Ellendale – The Delaware State Police have arrested a 41 year old Ellendale man for Assault and Resisting Arrest after he was located during a suspicious person investigation.

Last evening at approximately 10:21 pm, a Troop 5 patrol trooper initiated a traffic stop on a suspicious vehicle in the area of Beaver Dam Road west of Beach Hwy. The vehicle, a 1994 Ford Ranger Pick-Up, was parked stationary with one occupant inside that appeared to be watching houses in the area of Beaver Dam Rd.

Due to recent burglaries in the area, the trooper activated an ally light on the police vehicle directed at the suspicious vehicle in an attempt to see who was inside the car. The vehicle once exposed to the light abruptly drove away. The trooper concerned as to these actions conducted a traffic stop on the vehicle on Beach Highway.

As the traffic stop was being conducted the driver exited the car and began walking away from the trooper. Several commands were issued ordering the person to stop. However, he failed to acknowledge the troopers actions. The trooper pursued the suspect and caught up to him when the male began to physically assault the uniformed trooper by kicking, biting and punching the trooper.

Additional troopers arrived on scene and took the man into custody. He was identified as Luis L. Humberto, 41 of Ellendale. As a result of a bite, the trooper did sustain a contusion to his left forearm which required medical treatment from Nanticoke Hospital. He was treated and released.

Humberto was charged with Assault 2nd degree and felony level Resisting Arrest. He was committed to SCI in default of secured bond. Bail amount is currently not available.

20-Year-Old Takes Juvenile Accomplice Along In Shoplifting Incident

Location of Incident: Foreman Mills, 4609 North Market Street, Wilmington, Delaware, New Castle County

Date and Time of Occurrence: Saturday, May 9th, 2009, at approximately 6:00 p.m.

Suspect(s):
Jessica Fields, 20, of East 40th Street in Wilmington, Delaware
Unidentified 17-year-old female from Wilmington, Delaware

Resume: Saturday evening, Troopers were called to the Foreman Mills, just south of Penny Hill Troop 1, for the report of two disorderly shoplifters.

When officers arrived on the scene, they attempted to take the two suspects into custody- Jessica Fields and a 17-year-old girl. The two suspects refused to go quietly and resisted the Troopers. They began to yell and scream profanities in the store while they were being escorted out.

With the suspects detained, officers were able to ascertain what happened. Store employees advised the two females were observed concealing items in a bag they brought with them. When confronted, the suspects began to threaten the Foreman Mills staff while creating a scene in front of other customers.

A search of Ms. Fields revealed a switch blade she had concealed in her pants pocket. She complained of a pre-existing medical condition and requested medical care. She was transported to an area hospital for evaluation and upon her release; she will face the following charges: Shoplifting (misdemeanor), Terroristic Threatening (misdemeanor), Conspiracy 3rd (misdemeanor), Endangering the Welfare of a Child (misdemeanor), Resisting Arrest (misdemeanor), Disorderly Conduct (misdemeanor) and Unlawfully Dealing with a Switchblade (misdemeanor).

The 17-year-old was formally charged with Disorderly Conduct (misdemeanor), Resisting Arrest (misdemeanor), Shoplifting (misdemeanor) and Conspiracy 3rd (misdemeanor). A computer check revealed she was also wanted by Family Court on an outstanding capias. She was committed to the NCC Detention Center in lieu of a $5,000.00 cash bond and a $2,000.00 unsecured bond.

Residential Burglary Investigated In Dagsboro

Location of Incident: State Route 26 in Dagsboro, Delaware, Sussex County

Date and Time of Occurrence: Sunday, May 10, 2009, at approximately 7:00 a.m.

Suspect(s): Unknown

Resume: Detectives from the Delaware State Police are investigating a residential burglary which occurred on Sunday at about 7:00 a.m. in the area of Dagsboro.

In this incident, an unknown suspect entered the home via a kitchen window. Once inside, the suspect stole the victim’s purse and car keys. With the purse keys in hand, the suspect then entered a shed on the property and stole a variety of items from within.

The suspect fled the residence in the victim’s car, a black 2008 Chevrolet Impala with Delaware tags #131919.

TROOPERS ARREST CARROLL COUNTY MAN FOR ATTACKING WOMAN WITH HAMMER

(Westminster, MD) – Maryland State Police have arrested and charged a Carroll County man after he allegedly attacked his neighbor yesterday and critically injured her by beating her with a hammer.

The accused is identified as Paul D. Scott, 51, of the 1100-block of Muller Road, Westminster, Md. After consultation with the Carroll County State’s Attorney’s Office, State Police investigators charged Scott with attempted murder, first degree assault, second degree assault, and reckless endangerment. Scott is incarcerated in the Carroll County Detention Center on $500,000 bond.

The victim is a 56-year-old woman who is a neighbor of the accused. She is not being identified at this time because she may have been the victim of a sex crime. The Maryland State Police does not identify victims of sexual crimes.

Shortly after 7:30 a.m. yesterday, Maryland State Police at the Westminster Barracks received a 9-1-1 call from the victim who was hysterical. She reported she had been attacked and beaten in the head with a hammer. She identified her attacker as the accused and said he was her neighbor.

Troopers and EMS personnel immediately responded to the victim’s home, where she lived alone. Troopers found the victim with blood on her face and head. Blood was also on the floor of the house. The victim was treated at the scene and transported to the Carroll Hospital Center where she remains under treatment.

The victim told troopers she had been called earlier that morning by the accused, who asked if she wanted him to bring up her newspaper from the bottom of the driveway, since he was going out to get his. The victim said that would be fine and a short time later, the accused came to her door.

The victim said she allowed the accused to enter her residence to give her the newspaper. The victim told troopers that once the accused was in her house, he attacked her with a hammer and tried to rape her. The victim said the accused hit her repeatedly in the head with the hammer and she believed she was in and out of consciousness during the attack. The victim said the accused took a knife from her kitchen and threatened her with it, telling her not to call police.

After contacting the victim and ensuring her safety, troopers established a perimeter around the home of the accused. A State Police duty officer called the home of the accused and told him to exit his home and meet the troopers outside. He did so and was immediately placed under arrest.

Criminal investigators obtained a search warrant for the home of the accused and served it last evening. Troopers recovered a hammer and a knife. Both items will be forwarded to the Maryland State Police Forensic Sciences Division laboratory along with other evidence collected for examination.

A motive for this assault is not known at this time. The investigation is continuing. Additional charges are possible.

Lost Cat On Coulbourn Drive In Salisbury

Good afternoon Joe.

I was hoping you may be able to help my family find our lost cat. We live on Coulbourn Drive in Salisbury and have been canvassing the neighborhood, as well as put in calls to the vet and Humane Society. So far we have not been successful in our search. I was hoping you might put a post up and see if anyone would respond to it.

Midnight is a 3 year old, 12-13 pound, neutered male black cat. He has a small white patch on his throat. This cat should be easy to recognize because he does not have a tail (not even a bobtail) and one of his eyes is cloudy from an injury he received before he was rescued 2 years ago. He is front declawed and very friendly. He is an indoor cat but got loose Saturday during the storm. Any help we can get in finding him would be greatly appreciated. My family really misses him and we are concerned for his safety.

Delaware State Trooper Charged With Sexual Exploitation

Bear – The Delaware State Police have arrested a 7-year veteran patrol trooper of the DSP for Sexual Extortion (F), Receiving a Bribe (F), and Official Misconduct (M) after an investigation revealed he engaged in inappropriate sexual relations with a 39-year-old New Castle woman.

This arrest culminates an investigation by DSP of alleged misconduct brought to our attention by a woman arrested by Cpl. Joshua A. Giddings, 32 years of age who was assigned to Troop 9 in Odessa.

The woman alleged that she and Mr. Giddings engaged in a sexual act while he was acting in his official capacity as a trooper. Information was provided and our investigation later substantiated that on Thursday, March 19 at approximately 8:06 pm, Mr. Giddings was working in a patrol capacity when he was dispatched to JC Penney's at the Christiana Mall for a report of a female shoplifter in custody.

Our investigation determined that Mr. Giddings arrested the woman for a single count of Shoplifting and for capias charges from a local court related to traffic offenses. Subsequent the arrest, the woman and Mr. Giddings agreed that if the woman performed a sexual favor that Giddings would not take her forthwith to court to face the shoplifting charges and capiases. Instead, he issued her a criminal summons to appear at a later date in court.

With the woman under arrest and detained in the police vehicle, Mr. Giddings drove to a nearby, secluded area and engaged in a sexual act with her. Mr. Giddings then concluded his interaction with the woman and drove her home.

Once DSP was notified of this allegation, an investigation was immediately launched and Mr. Giddings was suspended with pay and benefits. During the investigation, detectives secured a clothing item belonging to the victim, which was found to contain traces of seminal fluid. Consequently, detectives later obtained a search warrant to obtain DNA from Mr. Giddings.

The physical evidence obtained by detectives from the victim’s clothing and the DNA sample obtained from Mr. Giddings were sent to the state’s Office of the Chief Medical Examiner (OCME) for comparison. The two samples matched the DNA profile of Mr. Giddings and supported the allegation brought forth and warranted the aforementioned charges.

Arrest warrants were obtained and today, Mr. Giddings was informed of the arrest warrant and voluntarily turned himself in to investigators at Troop 2 in Glasgow. He was formally charged with Sexual Extortion (F), Receiving a Bribe (F), and Official Misconduct (M) and upon arraignment, was issued an $8,000.00 unsecured bond.

Because of the arrest, Colonel Thomas F. Mac Leish has placed Mr. Giddings on suspension without pay and benefits with the intent to dismiss him from the division.

Cheney: Obama Endagers The Nation

Former Vice President Dick Cheney on Sunday continued his verbal attack against President Obama, saying that the country is more vulnerable to a potential terrorist attack since the Obama administration took power.

Mr. Cheney said that administration's dismantling of many of the policies and protections instituted by President George W. Bush after the September 11, 2001 terrorist attacks — including the planned closing of the Guantanamo Bay detention camp in Cuba and halting controversial prisoner interrogation techniques — have made the country more vulnerable to future attacks.

"That's my belief," Mr. Cheney said on CBS' "Face the Nation." "I think to the extent that those [Bush-era] policies were responsible for saving lives, that the administration is now trying to cancel those policies … means in the future we're not going to have the same safeguards we've had for the last eight years."

The former vice president defended controversial interrogation techniques such as waterboarding, saying that it had been an effective tool in extracting useful information from suspected terrorists such as Khalid Shaikh Mohammed, who is accused of helping carry out the Sept. 11 terrorist attacks Washington and New York.

Oklahoma - We Did It Our Way, Anyway!

The state law passed today, 37 to 9, had a few liberals in the mix, an amendment to place the Ten Commandments on the front entrance to the state capitol. The feds in D.C., along with the ACLU, said it would be a mistake.

Hey this is a conservative state, based on Christian values...!

Guess what..........We did it anyway.

We recently passed a law in the state to incarcerate all illegal immigrants, and ship them back to where they came from, unless they want to get a green card and become an American citizen. They all scattered. Hope we didn't send any of them to your state. This was against the advice of the Federal Government, and the ACLU, they said it would be a mistake.

Guess what..........we did it anyway.

Yesterday we passed a law to include DNA samples from any and all illegals to the Oklahoma database, for criminal investigative purposes. Pelosi said it was unconstitutional.

Guess what........We did it anyway.

Several weeks ago, we passed a law, declaring Oklahoma as a Sovereign state, not under the Federal Government directives. That, for your information, makes Oklahoma and Texas the only states to do so. Guess what.........More states are likely to follow. Louisiana, Alabama, Georgia, both Carolina's, Arizona, Tennessee, Kentucky, Missouri, Arkansas, West Virginia, just to name a few. Should Mississippi act, so will Florida . Save your confederate money, it appears the South is about to rise up once again.

The federal Government has made bold steps to take away our guns. Oklahoma, a week ago, passed a law confirming people in this state have the right to bear arms and transport them in their vehicles. I'm sure that was a set back for the Kennedys and Ms Pelosi.

I was just driving on the new section of Beaglin Park Drive headed toward Zion Road. Right on the corner where those new townhouses are there’s a fire hydrant. This thing has a hose hooked to it that’s pointed to the nearest storm drain. The valve is open and there is water coming out of the hydrant FULL FORCE! There’s so much water coming out of it that it’s flooding the road. There’s no one in sight anywhere near it. Several thoughts crossed my mind. How long has this been running? How long will it BE running? WHY is it flowing in this manner? And last, but not least… why am I paying such an OUTRAGEOUS city water and sewer bill and there’s this sort of thing going on??!!!"

Violent Domestic Lands Westgrove Man In Cuffs

Location of Incident: Barley Mill Road in Wilmington, Delaware, New Castle County

Date and Time of Occurrence: Friday, May 8th, 2009, at approximately 11:13 a.m.

Suspect(s): Raymond E. Silva, 36, of Sunnyside Road in Westgrove, Pennsylvania

Resume: On Friday morning, Troopers were called to Barley Mill Road, just north of Old Barley Mill Road, for the report of a vehicle crash.

As officers arrived on the scene, they found a New Castle County Police Officer had deployed his Taser on a male suspect, later identified as Raymond Silva. Silva was eventually taken into custody.

This investigation revealed the NCCPD officer had rolled up on the crash scene and got out of his car to check on the occupants. Both subjects, Silva and a 35-year-old female passenger, advised they were not injured. Moments later, the officer saw Silva grab the female and start to lick her face. This contact appeared unwanted on the part of the female so the officer approached the couple to intervene.

Silva then got out of his SUV and charged the NCCPD Officer who in turn deployed his Taser.

With Silva in cuffs, Troopers contacted the female. She advised that she and Silva were traveling northbound on Barley Mill Road at which time they engaged in a verbal argument. Silva became enraged at which time he made an abrupt left turn, crossed the median and into the southbound lanes of Route 141.

The female tried to grab the steering wheel in an attempt to avoid oncoming traffic and broke her finger. The vehicle then struck the guardrail and become disabled. Investigators also learned that when Silva steered his vehicle left, he was trying to crash his SUV to purposely injure his passenger.

Silva was transported back to Troop 1 for processing. He was found to have been driving while impaired, without a license or insurance on his vehicle. He fought with Troopers and refused to comply with the processing.

Eventually, Silva was formally charged with Reckless Endangering 1st (felony), Assault 3rd (misdemeanor), Resisting Arrest (misdemeanor), DUI, Driving without a License and Failure to Have Insurance.

Storm Damage Over The Weekend

I took the liberty to ride around yesterday to see if there was still any evidence of damage still lying around after the heavy winds and rain this past weekend. Clearly my source was right, the Hospital area took quite a hit from the storm. Did you have any damage? Friends in Fruitland said they didn't have a single drop of rain but they could see the clouds over Salisbury.

While everyone was away for the weekend, crews came into Downtown Salisbury and tore things up for a couple of days. The end result, a mighty fine paving job.

However, I did happen to drive over the newly paved Waverly Drive where they just ran that new Pipe. Look, I don't know who's in charge of that but honest to God, that has to be some of the worst paving I have ever seen in my entire life!

I hope the City is NOT going to accept that as their final work because seriously, it's crap. Its not even flat! Kudos to the Downtown work though. Hopefully they'll be able to get all the way up to Rt. 50 in front of the GOB soon because that stretch is a mess.

I'm told Main Street is next.

City Of Salisbury WWTP Press Release

WASTE WATER TREATMENT PLANT PERFORMANCE UPDATE

"On Monday, May 4th, City of Salisbury representatives met with representatives from the Maryland Department of the Environment (MDE) to discuss the permit and construction status of the City’s Waste Water Treatment Plant (WWTP). The WWTP has continued to meet the interim discharge permit limits, but it is experiencing operating difficulties that will prevent it from meeting its new permit limits that have been put in effect on May 1, 2009. The City has been working diligently with its design engineer, the contractor, and the construction management firm for several months to resolve these issues.

The purpose of the May 4th meeting was to update MDE on the status of construction, corrective action plans, extension of interim discharge permit limits, and the City’s request to extend the period for funding this work via the existing grant and loan to facilitate implementation of these efforts.

Recently, the City called in an expert on the technology being used in the new plant to provide additional advice. This individual, Dr. Enos Stover, has visited the WWTP and has suggested several operational changes that should help improve plant performance. Dr. Stover also attended this meeting to provide a clearer picture to MDE of the issues and challenges the City is facing. Dr. Stover is continuing to investigate why the plant components with which we have been experiencing problems are not producing the expected operational results.

MDE will be reviewing the City’s requests, and the City anticipates receiving a response from MDE in the near future. The City staff will be giving the City Council an update at its May 11th meeting."

The Daily Times Has Pushed My Last Button

On April 29, 2009, the Daily Times ran an article about my winning the lawsuit against former Mayor Barrie Tilghman. In the article they implied that I settled out of Court with Chief Webster, who was suing me for $9,999.00 .

I made immediate contact with Greg Bassett and expressed my anger for implying Chief Webster had received a PENNY from me, in which he did NOT.

Greg Bassett stated that he was never informed what the exact settlement was from Chief Webster as he had no comment. I said, well Greg, there are two parties involved and I am on record for releasing a Press Release stating "Both parties had settled their differences ON NON MONETARY TERMS."

While I posted yesterday's Daily Times article that was their on line version, even after the talk I had with Greg Bassett on the 29th, the Daily Times once again implied I had settled with Chief Webster for $9,999.00.

The Daily Times purposely LIED to the Public. Their traditional way to correct such a problem, (should they actually offer to do so) is to say, we'll correct it in our On Line version. No Greg, that's not good enough this time. They do this because they know not that many people go to their on line version and it helps them save face from their print edition.

I will seek the advice of my Legal Council and see where to take it from here. Clearly they want to imply another story that has nothing to do with the facts. Enough is Enough.

B&B Music & Sound Held A Massive Sale This Weekend

Friday night I was driving past the B&B Music Store and noticed a tent outside. The next thing I knew a friend had called me and said, I just saw you drive by. I asked what was going on and he said he was camping out all night to get this great deal on a guitar. I returned a few minutes later because I couldn't believe what he was telling me.

When I returned he told me he was getting a $1,200.00 guitar for $200.00. However, you had to be one of the first people in line, hence his sleeping there overnight and getting on a list.

The next morning I drove by again and couldn't believe my eyes when I saw the line to get in. Clearly they were making deals no one could refuse. I'm told once a year they hold these sales. It's usually held at only one of their stores in the state and this time it was Salisbury.

So tell us Chuck, did you actually land the deal that you had mentioned?

If you have never attended/been part of a Military Funeral, you will never experience feelings so deep that you will NEVER BE ABLE FORGET! I have been part of ONLY one.

In 59/60, USS Wasp CVS-18 was operating in Caribbean Sea when we had an explosion on the hanger deck forward. My "cube" mate Charlie Brown ( New Hampshire) died and I volunteered, with other ship mates, to be part of the Military Funeral.
Have you watched closely at the faces of the squad folding the FLAG over the casket????????? Eight of US were part of Charlies service. Meeting his family was one of the most difficult things I have ever done. It almost felt like we were being thanked for trying to save Charlie.

After TAPS and the presenting of the Flag to Charlies family, eight guys got together and cried like babies.

The message here????? I'm not sure!!

When you see (on TV) a service for one of our military members, feel for those stern faced men and women putting a fellow to rest. It's not all Military precision, it's heart felt Love for friend, family and country regardless of the branch we serve in.
May God bless America and the Military that has served this great country for generations.

It used to be that kids who demonstrated in their early school ages that they were left handed were forced to retrain their brains to write with only their right hands. While this is thankfully no longer the case, there are some things that you just don't do with your left hand. This is one of them.

You can bet that the message of this training episode took hold.

While many Bloggers intent is to start a Blog and have it last forever, things change in life and the next thing we know they're gone. That's what makes Salisbury News so unique.

I happen to be in a unique position where I can dedicate full time to this Blog and after almost 4 years I have proven to outlast most everyone out there. If I can be so bold I'd add, we're growing every day while others who have been around for quite a while only reach around 80 to 100 people a day.

When things start to dry up with certain Contributors, I like to open the door to others in the hope they can join a winning team and make a positive difference in our communities.

Dancing Under The Stars At Dove Point

Friday night was a very special evening for the special education kids from Wicomico High School. Once a year they hold this special event where the kids just have a ball. Even those who had graduated in the past are welcome to return and join in the fun for an evening of fine dining and dancing.

My friend Mark invited me to come see the event for myself and I can't thank him enough for doing so, it was a complete pleasure. I just happened to be on the phone with the Mayor and I mentioned to him I was at this event. Without hesitation he also came by to say hello to everyone. To all the Parents, Teachers and Volunteers, God Bless You. It was a night that won't soon be forgotten.
