Incident: WCSO Warrant Arrests
Date of Incident: 10 July 2015
On 10 July 2015 a deputy arrested Timothy Logan Elliott, 27 of Salisbury, on a District Court Bench Warrant. The warrant was issued after Elliott violated the terms of his probation in a case where he had been convicted of providing a false identity to avoid prosecution. Elliott was detained on a bond of $5,000.00.

On 10 July 2015 a deputy arrested Melissa Margaret Windsor, 50 of Salisbury, on a District Court Bench Warrant. The warrant was issued after Windsor violated the terms of her probation in a case where she had been convicted of Threats of Arson. Windsor was detained without bond.

Incident: Flee and Elude / Resisting Arrest

Narrative: On 10 July 2015 at 7:32 PM a deputy observed a subject operating an unregistered motor vehicle operated by Tawanna Walker on Cornish Street in Salisbury. Upon attempting the traffic stop, Walker accelerated the vehicle and made other overt attempt to elude the deputy. Walker traveled down three separate streets while the deputy was attempting the traffic stop. After a short pursuit, Walker came to a stop on a nearby street in front of a residence that would later be determined where she lived.
Upon approach to the vehicle, the deputy observed four children that appeared to be under the age of eight years old sitting in the back seat without any seatbelts or in a child safety seat. The deputy discovered that the registration on Walker’s vehicle had been suspended to failure to pay car insurance and failure to comply with equipment repair orders.
The deputy attempted to place Walker under arrest for attempting to flee but Walker refused to exit her car requiring the deputy’s assistance to do so. Walker was transported to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner released Walker on $7,500.00 unsecured bond.

Incident: Warrant Arrest on a Traffic Stop

Location: Ocean Gateway at Forest Grove Road, Salisbury, MD

Narrative: On 11 July 2015 at 1:24 AM, a deputy stopped a vehicle for speeding on Ocean Gateway east of Salisbury and upon conducting a query into passengers in the vehicle, discovered two were wanted on outstanding warrants.
Edwin Lee Miller – was wanted on a District Court Bench Warrant that was issued after Miller violated the terms of his probation in a burglary and theft case and then failed to show up for the violation of probation hearing. Miller was detained without bond.
Artenas Lee Purnell – was wanted on two separate warrants. One was issued after he failed to appear for a Driving Suspended case. The second was issued after he failed to appear for a DUI case. Purnell was detained on a bond of $7,500.00.

On 11 July 2015 a deputy arrested Shanna Elise Major, 22 of Richmond, VA, on a District Court Bench Warrant after discovering Major on a traffic stop on N. Salisbury Blvd. The warrant was issued after Major failed to appear for a Driving While Suspended case. Major was detained on a bond of $3,000.00.

On 11 July 2015 a deputy arrested Robert William Conaway, 23 of Willards, MD, on a Circuit Court Bench Warrant. The warrant was issued after Conaway violated his probation in a case where he had been convicted in a theft case. Conaway was detained without bond.

Incident: Assault
Date of Incident: 12 July 2015
Location: Mt. Hermon Road at Walston Switch Road, Salisbury, MD
Suspect: Amanda Brooke English, 22, Salisbury, MD

Narrative: On 12 July 2015 at 6:16 PM a deputy responded to a domestic related complaint that occurred in a vehicle on Mt. Hermon Road in the area of Walston Switch Road in Salisbury. According to the complainant in this case, he became embroiled in an argument with his girlfriend, Amanda English, when English reportedly punched the complainant in the side of his head. During the investigation the deputy observed signs of injury to the complainant that corroborated his account.
Both the complainant and English reside together.
The deputy placed English under arrest and transported her to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained English in the Detention Center in lieu of $10,000.00 bond.

Narrative: On 12 July 2015 at 8:06 PM a deputy responded to Prince Street Elementary School for the report of juveniles on the property forcing entry into a portable building on the property. During the investigation, the deputy met with a witness who reported seeing the juvenile responsible leave the area on foot. During a check of the area, the deputy located the involved juveniles on an adjacent street and after further investigation, identified them as the ones responsible for this incident.
All five of the juveniles were transported to the Sheriff’s Office where they were processed and subsequently released to parents or guardians. A request for juvenile charges will be submitted to the Department of Juvenile Services.
