Caribbean Joe's, We're Back!

The past three months have SUCKED. While I'm not very fond of the rules and regulations set upon us, Worcester County has assured me it will be a smooth transition. With that said I will be reopening this Friday, Saturday and Sunday. Ice cold beer, great mixed drinks and a limited menu. I have to admit, Dawn and I are very excited to see everyone again.

ANNAPOLIS, MD—As Maryland marks one month since the beginning of Stage One of the ‘Maryland Strong: Roadmap to Recovery,’ the state’s key COVID-19 health metrics continue to trend in a positive direction, with the positivity rate dropping to 6.55%—and now in single digits in all 24 jurisdictions—and ICU beds falling below 300 for the first time since April 6.
“Today marks one month since we began Stage One of our safe, gradual, and effective roadmap to recovery, and all of our key health metrics continue to trend in a positive direction,” said Governor Hogan. “Maryland has now conducted more than 500,000 COVID-19 tests, and over the past eight weeks we have increased testing by 510%. Once again, we are strongly encouraging anyone who wants to be tested and anyone who has been in any large gathering or who may have been exposed, especially those who are in or who are around vulnerable populations, to get tested.”
State officials continue to encourage Marylanders to get tested for COVID-19, with more than 150 testing sites now open across the state.

General John Henry Winder Sign Removed


As County Executive of Wicomico County, I removed the General John Henry Winder sign that has stood on the property of the Wicomico County Courthouse for many years. By doing so, I am hopeful the citizens of Wicomico County understand and reflect my belief that monuments such as this are offensive to many in the county. I hope this action is one of many steps that will help heal our community.

BREAKING: JEROME K. JACKSON SCHEDULED TO PLEAD GUILTY TO RACIALLY RELATED GRAFITI ON SALISBURY UNIVERSITY CAMPUS

On June 3rd, 2020, The Office for the State’s Attorney for Wicomico County filed a criminal information against Jerome Kevin Jackson, age 54 of Princess Anne, Maryland, alleging that he maliciously defaced the property of Salisbury University while exhibiting racial animosity in violation of Maryland Criminal Law §10-305(2) in the District Court for Wicomico County. This type of crime is commonly referred to as a Hate Crime.

The charging decision was made after a thorough and complete investigation conducted by the Salisbury University Police Department in cooperation with The Office of the State’s Attorney.

Mr. Jackson has elected to plead guilty and is scheduled to do so on June 12th, 2020 in the District Court for Wicomico County. 


The plea agreement was drafted in consultation with The Salisbury University Police Department and University officials. The written plea agreement was then signed and executed by the Defendant and filed on June 3, 2020 in The District Court. The plea in its entirety is attached to this press release. 

According to the terms of that plea agreement, Mr. Jackson will pay restitution to Salisbury University for the damage incurred to their property and take responsibility for the racist and sometimes gender discriminatory graffiti that was discovered on campus on October 8, 2019, October 10, 2019, October 22, 2019, November 4, 2019, and February 19, 2020. 

Upon a finding of guilt, the State will recommend that the Defendant be sentenced to eighteen (18) months of active incarceration.

JEROME K. JACKSON FOUND GUILTY OF HATE CRIME AND SENTENCED TO EIGHTEEN (18) MONTHS OF INCARCERATION

On June 12th, 2020, The Honorable Abigail H. Marsh of the Wicomico County District Court found Jerome K. Jackson, age 54 of Princess Anne, Maryland, guilty of having maliciously defaced the property of Salisbury University while exhibiting racial animosity in violation of Maryland Criminal Law §10-305(2) in the District Court for Wicomico County. This type of crime is commonly referred to as a Hate Crime. 

Following the finding of guilt, Judge Marsh imposed a sentence of eighteen (18) months of active incarceration at the Wicomico County Detention Center. 

Pursuant to the terms of the plea agreement, the Defendant paid restitution to Salisbury University in the amount of $494.00 to pay for the costs associated with removing the graffiti from University property. 

Additionally, the terms of the plea required that the Defendant admit responsibility for each of the racist and sometimes gender related discriminatory graffiti found on the campus on October 8th, 2019, October 10, 2019, October 22, 2019, November 4, 2019 and February 19, 2020. 

State’s Attorney (SA) for Wicomico County, Jamie Dykes thanked Judge Marsh for insightful and thoughtful remarks during the hearing. SA Dykes went on to say, “It is my hope that this verdict and sentence brings accountability, finality and justice to the staff, faculty, students, prospective students and parents of the Salisbury University community.” 

SA Dykes commended the Salisbury University Police Department and Dr. Charles Wight and his executive staff for their hard work and dedication during this investigation. SA Dykes further thanked Deputy State’s Attorney Billy McDermott and Assistant State’s Attorney Ajene Turnbull both of whom prosecuted this case.

Today, the Wicomico County State’s Attorney’s Office announced that Jerome Kevin Jackson, 54, of Princess Anne, MD, has signed an intention to enter a guilty plea of maliciously defacing property while demonstrating racial animosity in connection with the racist, misogynistic and threatening vandalism discovered on campus during the 2019-20 academic year, under Maryland’s hate crime statute. Jackson has no known connections to campus. He has accepted responsibility for each of the vandalism incidents in Fulton and Henson Science halls in October and November 2019, and February 2020. This brings the Salisbury University Police Department’s (SUPD) investigation into those incidents to a close.

I commend the SUPD for its diligence in the investigation, which included combing through an enormous amount of evidence and information. I also thank our students, faculty, staff, alumni and other constituents for their patience and understanding during the investigation. As promised, the University did not take these incidents lightly.

I am grateful to the allied law enforcement agencies that offered assistance with the case. I also thank Wicomico County State’s Attorney Jamie Dykes and her staff, who were instrumental in bringing the case to resolution.

Hate and discrimination have no place on this campus, and neither do ignorance or apathy as they relate to these issues. These incidents were targeted, but they affect us all. SU’s campus culture is all of our responsibility, and throughout this difficult time, our students, faculty, staff, alumni and community supporters have made one thing very clear: SU unites and stands together.

I look forward to continuing to work with our shared governance groups and others as we pave the way for a better SU.

Facebook Pulled Fight Video I Posted At 7:25 AM Today, Here It Is Again

Ocean City Officials Hold Closed Meeting To Address Violence

OCEAN CITY — Resort officials met in a closed session Wednesday afternoon to address a major brawl on the Boardwalk early Wednesday morning and other recent high-profile incidents.

Just after midnight on Wednesday, a fight broke out on the Boardwalk between large groups of young adults. At least one young man was punched repeatedly in the face while sitting on a Boardwalk bench to the point it appeared he fell unconscious. Other skirmishes broke out during the larger altercation which carried over to the beach area.

A video of the incident captured by a witness and posted on social media went viral and left many in the community with more questions than answers. The incident early Wednesday morning continued a pattern of violence in some areas of the resort including the Boardwalk.

Around 4:30 a.m. on Sunday, a fight involving a large group of people broke out on the Boardwalk between 6th and 7th Streets during which one individual was stabbed.

UPDATED: Delaware Law Enforcement Memorial Vandalized

UPDATE:
The Dover Police Department has charged Kyle Bullock (42) for damaging the Delaware Law Enforcement Memorial. When Dover Police officers arrived on scene, one of the items they located was a cell phone. Officers were able to locate the number and determine the phone belonged to Bullock. While on scene, Bullock came back and asked the officers if they had seen a cell phone, claiming that he lost it in the area while participating in prior protest activity. Bullock quickly left the scene at that time and officers obtained warrants for his arrest.

The Delaware State Police arrested Bullock at his residence on Friday evening without incident.

Prior to this incident, Bullock had been observed in the area of protest activity in Dover and at the Dover Police Department becoming disorderly towards law enforcement officials and civilian employees he encountered. While he was often seen in the area of protest activity, Bullock was not a part of the group of organized persons that have conducted protest activity in the Dover area since May 31st, 2020. Several members of the protest group advised law enforcement throughout their demonstrations that Bullock was not with their group and asked law enforcement to be aware of him as well.

Bullock was committed to SCI on a $5,100 cash bond on a single count of Felony level Criminal Mischief Over $5,000.

NASCAR Bans Confederate Flag After Black Driver Demands Action

For the first time since its inception 72 years ago, NASCAR is banning the Confederate flag from its events - a symbol which now "runs contrary to our commitment to providing a welcoming and inclusive environment for all fans, our competitors and our industry."

The move comes one day after the the first full-time Black NASCAR driver in 25 years, Darrel "Bubba" Wallace, called on the organization to ban the flag which serves as a reminder of the days when southern Democrats owned slaves.

According to NPR, the 26-year-old Wallace wasn't offended by the Confederate flag until he 'made an effort to educate himself on what the flag signifies for many people, according to NPR.

Democrat Kentucky Governor Andy Beshear Announces Plans to Provide 100% Health Coverage For Black Residents (VIDEO)

Kentucky Governor Andy Beshear (D) on Monday announced his plans to provide 100% health coverage for black residents.

Mr. Beshear said it’s part of the state’s plan to tackle systemic racism in the healthcare system.

“In our health care system, the inequalities have been laid bare and exposed by this COVID-19 pandemic and the results of inequality in health care have been shown in depth,” Beshear said. “By allowing this type of inequality to exist for as long as it has, we see African Americans dying at twice the rate that they make up of the population, it shouldn’t have taken this pandemic or these demonstrations for us to commit to ending it.”

“My commitment today is we are gonna begin an effort to cover 100 percent of our individuals in our black and African-American communities, everybody” the Democrat governor said. “We’re gonna be putting dollars behind it.”

What Would Happen if Cities Started to 'Defund the Police?'

As the destructive and deadly riots over the horrific police killing of George Floyd draw to a close, Black Lives Matter groups have demanded that cities “defund the police” and many cities have taken up the call, including the Minneapolis City Council and Los Angeles Mayor Eric Garcetti. But what would actually happen if cities defunded the police? Do activists expect the police to simply “go away?” Do they think defunding law enforcement will make the cops and their alleged racism simply vanish?

Reason‘s Scott Shackford, who supports decreasing police department funding, urges caution in the way cities should go about it.

As it turns out, an effort to defund the police can backfire and harm the very people Black Lives Matter wants to help.
Where will the police get the money?

If cities defund the police, that won’t necessarily abolish the departments. In fact, the remaining police departments may suddenly have an added incentive to crack down on ordinary citizens.

As Shackford notes, “If you don’t account for revenue from fines, fees, and forfeiture, this can all backfire against the poor.”

Police departments across the country are partially funded by fees and fines that suspects pay when they are arrested for a crime. Some police departments are even able to keep some or all of the money or property they seize from suspects during an arrest. Under civil asset forfeiture, police seize people’s money, homes, and vehicles through court proceedings by simply accusing the owners of having earned the money or purchased the property through illegal means.

Police can do this even without a court conviction.

During the 2009 recession, revenue collection in cities across America dropped, and police responded by increasing the use of civil asset forfeiture to maintain their budgets. As Shackford noted, “The targets of asset forfeiture are frequently low-income minorities and immigrants who lack the resources to fight back.”

NASCAR’s Bubba Wallace to Race with #BlackLivesMatter Paint Scheme

NASCAR driver Bubba Wallace, the sport’s only full-time black driver, will race this Wednesday at Martinsville with a #BlackLivesMatter paint scheme on the No. 43 car he drives for Richard Petty Motorsports.

The car will be painted black with the image of a black person and white person shaking hands on the hood. It will also have #BlackLivesMatter written out on the quarter panel.

Richard Petty Motorsports explained their reasoning for the color scheme in a video. The team claims that the Blackout Tuesday played a major role in deciding to go with the all black look.

Mayor Frey Asks Trump for Help After Minneapolis Rioters Cause Millions in Damage

Mayor Jacob Frey (D) is seeking federal aid to help Minneapolis recover from the protests and riots that have wrecked the area.

“With at least $55 million in estimated damage and far more to come, Minneapolis will need state and federal aid as it attempts to rebuild hundreds of structures after the riots following George Floyd’s death,” Frey explained on Thursday, according to the Star Tribune.

The report continued:

City officials are still putting together a complete tally of the destruction and cautioned that estimates are likely to rise significantly. Gov. Tim Walz and members of Minnesota’s congressional delegation are trying to get government assistance to offset that cost. But in the past, neither the Federal Emergency Management Agency (FEMA) nor Congress has consistently sent federal funding to cities ravaged by riots.

In an interview, Frey said he expected the total cost of the damage to be in the “tens, if not hundreds of millions” of dollars across the Twin Cities.
