D.C. Jail Inmates Cast Votes
The group of inmates cast their ballots today with the help of a host of organizations, including the D.C. Board of Elections, D.C. Jail, the Ward 8 Voter assurance campaign and the Reentry Network for Returning citizens.
The voting took place at the D.C. Detention Center in Southeast.
Several community representatives spoke out in support of the inmates, including Ward 8 ANC Commissioner Sandra Seegars.
"I think this is a part of showing respect to humans period, regardless of their background or whatever they've done in life," Seegars said. "It's a matter of respect, giving them citizenship and encouraging them to be a part of society."

WORLD TRADE CENTER IN BALTIMORE TAPPED AS SITE FOR MARYLAND 9/11 MEMORIAL
ANNAPOLIS, MD (September 10, 2010) – As the ninth anniversary of the September 11 terrorist attacks approaches, Governor Martin O’Malley today announced that the World Trade Center in Baltimore will be the site of the Maryland 9/11 Memorial. The memorial will be installed next year on the 10th anniversary of the attacks along the Inner Harbor building’s pedestrian promenade and will include a steel artifact from the Twin Towers in New York that will serve as the centerpiece. The Maryland 9/11 Memorial Advisory Committee, comprised of businesses, public safety personnel, artists, the victim’s families and other stakeholders, will oversee the installation.
“We can never forget the tragic events of 9/11, and it was important that Maryland create a lasting tribute to honor the many brave men and women who lost their lives that day, as well as the many heroes who fought tirelessly to save our fellow citizens,” Governor O’Malley. “We hope that Maryland’s 9/11 Memorial will serve as a place of inspiration, comfort and peace for generations to come.”
“This memorial will serve as a poignant reminder of the personal loss of 9/11 and the selfless sacrifice of so many police officers and firefighters who gave their lives while trying to save others,” Maryland State Police Superintendent Colonel Terrence B. Sheridan said. “The memorial will also be a constant reminder to all the dedicated members of Maryland’s public safety community of our solemn duty to be vigilant and to be prepared to protect the citizens of our state.”
“Honoring the men and women who lost their lives on 9/11 is a tremendous comfort for the families of the fallen,” said James J. Laychak, President of the Pentagon Memorial Fund who lost his brother David Laychak in the attack on the Pentagon. “I know at the Pentagon, 43 of those lost were Maryland residents and we have received great support from many Maryland first responders and officials. I want to thank Governor O’Malley for his efforts and I look forward to the creation of this important memorial in Baltimore.”
“The World Trade Center in Baltimore, with thousands of local and international visitors, is an ideal location for Maryland’s 9/11 Memorial,” said Deb Kielty, President & Executive Director, World Trade Center Institute. “Together with our 300 ‘sister’ World Trade Centers around the globe, we are humbled to join with our partners to remember and honor the victims of 9/11 and their families, and to serve as a source of comfort and strength going forward.”
Governor O’Malley requested a steel piece of the Twin Towers to be used for a Maryland 9/11 memorial, making Maryland the only state to request an artifact outside of New York State, although several local governments have also requested artifacts. The selection of the steel artifact took place earlier this year, when a delegation that included members of the Maryland Commission on Public Art, the Maryland Port Administration and the Maryland State Arts Council, a part of the Maryland Department of Business and Economic Development, visited JFK Airport, which warehouses artifacts from the World Trade Center’s Twin Towers.
“It is the Commission’s hope to create a memorial that serves as a fitting remembrance to all those affected by this national tragedy,” said Catherine Leggett, Chair of the Maryland Commission on Public Art and a member of the delegation. “May it also inspire values we hold dear, such as courage, unity, and understanding.”
The Maryland 9/11 Memorial Advisory Committee will make recommendations on the selection process, community engagement, and fund development to the Maryland Commission on Public Art, which is administered by the Maryland State Arts Council. The process will include a Request for Qualifications from artists, architects and landscape designers.
The site of the memorial, The World Trade Center Baltimore, is the world's tallest pentagonal commercial office building and was designed by the firm of the architect I.M. Pei, and completed in 1977. It is 405 feet high with 28 floors including a 21st floor conference center and an observation deck on the 27th floor.

Two years ago today I stood side by side in the new Main Street Gym with Hal Chernoff as he pointed, over here we'll have this and over there we'll have that. He was so proud of all they had accomplished. He was so humbled by all of the people who had come together to make such incredible donations to make the Main Street Gym a reality.
You know when you see that look on some one's face and the look in their eyes when they first become a Grandparent? That's the look I recall on Hal and Nancy Chernoff's faces when we would talk about what's going here and what's going there.
Two of the finest people I am fortunate enough to know and call my friends. Thank You Hal & Nancy Chernoff for ALL that you do to give back to this community. It's a dream come true for more people than you realize and many more to come.

Storm went missing on September 7, 2010
In the afternoon hours.
She was wearing two collars one was pink and white polka dots and the other was bright colors. Neither have her proper identification since my daughter changes them while playing dress-up.
Storm sometimes runs with her right back leg lifted and also chews her front paws occasionally so they may be a little red or possibly bleeding.
This dog is my 3yr olds bestfriend in which she sleeps with every night.
She misses her very much and would love for her to be home!

Attorney General Gansler Obtains Restraining Order To Halt The Distribution Of Fraudulent Campaign Ballot
BALTIMORE, MD - Attorney General Douglas F. Gansler today obtained a restraining order in Prince George's County Circuit Court to halt the distribution of a fraudulent and deceptive campaign ballot that was handed out to voters in Prince George's County over the Labor Day weekend.
Prince George's County Circuit Court Judge Larnzell Martin found there was sufficient evidence of violations of State elections law by circulating fraudulent and legally non-compliant campaign materials and that, "immediate, substantial, and irreparable harm.....will result if such violations were to continue." Judge Martin also ordered the Prince George's County Sheriff to enforce the restraining order, investigate this matter, and cooperate with the Attorney General and other law enforcement agencies.
"This type of elections shenanigans undermines the integrity of the electoral process," said Attorney General Gansler. "A number of people contacted my office to report this outrageous and blatantly illegal handout. Instances of voter fraud create cynicism among voters and lead to suppression in voter turnout. Elections in Prince George's County and throughout the State of Maryland must be conducted in an above board, transparent, and fair manner. Attempts to mislead and deceive voters will be acted upon swiftly by my office."
The Office of Attorney General received complaints alleging fraudulent election practices occurring in Prince George's County in connection with the September 14, 2010 Democratic primary election. Specifically, the complaints concerned a purported Democratic sample ballot that was being distributed within the county. The complaints reported that the fraudulent sample ballot was sent by US mail to registered Democrats in the 26th Legislative District and also was being distributed at the early voting center at the Oxon Hill library. The fraudulent sample ballot contains a statement that it is, "By Authority, Citizens for Change, Charles Summers, Treasurer," but no such entity with the identified treasurer is registered and in good standing with either the State Department of Assessments and Taxation or the State Elections Board.

Florida Pastor's Daughter Says "He Needs Help"
Emma Jones, who lives in Germany, told Spiegel Online she had e-mailed her father urging him to drop his plan to burn copies of the Islamic holy book, writing: "Dad, leave it be!"
He did not reply, she said.
Facing an outpouring of concern from U.S. leaders and anger from Muslims worldwide, Pastor Terry Jones, of Gainesville, Florida, said on Friday he no longer planned to burn the Koran on the anniversary of the September 11 attacks.
But Jones appeared to leave open the possibility he could change his mind if a proposed meeting fails to take place on Saturday in New York with Muslim leaders planning to build an Islamic center and mosque near the site of the September 11 attacks.
"My father is not one to give up," said Emma Jones, 30. "As a daughter, I see the good-natured core inside him. But I think he needs help."
"I think he has gone mad," she added.

Rep. Mike Castle Goes Negative On Christine O'Donnell In Delaware
The race pits a moderate-to-liberal establishment Republican against a conservative Tea Party favorite whom some worry may not be ready for prime time.
Even some conservatives are split over whether or not it is strategically smarter to support Castle (whom polling shows has a better chance of winning in November).Castle is out with a negative ad today. The ad alleges O'Donnell, "didn't pay thousands in income taxes," "had to be sued by a university for thousands in unpaid bills," and "defaulted on her mortgage."

Suspect: Mark A. Jeffress, 49, Salisbury, MD
Narrative: On 9 September 2010 at 9:59 AM, a deputy responded to a reported altercation occurring inside a business in the 800 block of West Road. The deputy met with a female subject who advised that Mark Jeffress was trying to enter the business where the female was in violation of an existing Protective Order that barred Jeffress from having any contact with the female. The female advised that she, along with the assistance of the employees of the business, kept the door shut which prevented Jeffress from entering.
The deputy confirmed the Protective Order, located Jeffress nearby and placed him under arrest. Jeffress was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, Jeffress was released by the Commissioner on Personal Recognizance.

Suspect: Richard William Mills, 39, Salisbury, MD
Narrative: On 10 September 2010 at 2:24 AM, a deputy from the Wicomico County Sheriff’s Office stopped a vehicle operated by Richard Mills for travelling 75 mph in a 40 mph zone. Upon making contact with Mills, the deputy detected a strong odor of an alcoholic beverage emanating from Mills. The deputy attempted to administer roadside field sobriety tests, but after one test, Mills refused to do any more. Based on the results of the test completed and the observations of the deputy, Mills was arrested for DUI.
The deputy also discovered that Mill’s Maryland Driver’s license had been suspended.
Upon arrest, Mills refused to allow himself to be placed in the patrol car and had to be assisted by the deputy. During that process, Mills attempted to bite the deputy on the deputy’s arm.
Mills refused to sign paperwork related to the DUI arrest and declined to take a breath test. The deputy transported Mills to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Disposition was unavailable at the time of this release.

Suspect: Marc Lamy- James, 24, Princess Anne, MD
Narrative: On 10 September 2010 at 2:16 AM, a deputy from the Wicomico County Sheriff’s Office stopped a vehicle for erratic driving. Upon approaching the operator, Marc Lamy-James, the deputy detected a strong odor of an alcoholic beverage. The deputy also observed that Lamy – James’ mouth appeared to be full of something and that he appeared to be trying to swallow whatever it was. Upon closer inspection, the deputy observed marijuana around his mouth and chin and also on the front of his shirt.
The deputy collected the marijuana he saw and also administered field sobriety tests which Lamy-James failed. The deputy placed Lamy- James under arrest for the Marijuana and DUI and transported him to the Maryland State Police barrack where a breath sample was obtained.
Lamy- James was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Lamy-James in the Detention Center in lieu of $15,000.00 bond.

Thanks to required reporting of his financial supporters we now know that they include a virtual “who’s who” of the organization devoted to depriving landowners of development rights by simply confiscating them through “downzoning”, namely, the “Wicomico Environmental Trust.”
Its luminaries listed in Cowall’s disclosure include Barry Johannsson, John Groutt, Judith Stribling, King Burnett and Michael Pretl. McCain has spouted WET’s propaganda from his seat at the Council table.
Dr. Cowall appears to be a tax and spend liberal of the first order. In a recent interview he did everything but say that he supports repeal of the County’s property tax revenue cap. He did say that he believes it is a problem because, in his opinion, the County should be spending more money than it receives in tax revenue. Unless you are blind, you can see where his agenda leads, and it sure ain’t pretty.
The Cowall campaign is well financed by members of the medical community as well as avowed liberals such as Don (“more taxes, please”) Cathcart, Mike (“shut up, Debbie”) Dunn, Jim Fineran and Tony Sarbanes. If Dr. Cowall survives the primary, which seems likely given his opponents, the race for the at-large seats on the Council will be the “main event” for both the Council seats and the county-wide positions.

About four percent of workers owe taxes, or 638 out of more than 18,000 employees.
The Post reports:
The debt among Hill employees has risen at a faster rate than the overall tax debt on the government's books, according to Internal Revenue Service data. ...IRS debt among government workers has surfaced repeatedly as a political issue over the years, most recently when Rep. Jason Chaffetz (R-Utah) introduced legislation this year to fire federal workers who owe back taxes unless they have entered into a payment plan.
Among the Senate's delinquent taxpayers, the average tax debt is $12,787. Among House workers, it's $15,498.

New Allegations Against Anne Arundel Executive
An amendment filed Thursday by attorneys for former county employee Karla R. Hamner, who is suing Anne Arundel County Executive John R. Leopold, claims he spied on women leaving and entering the county government building with binoculars. The filing also claims Leopold asked security guards for the identities of those he found attractive.

Tight Governors Race Brewing In Democratic Maryland
Ehrlich first must prevail in Tuesday's primary against a 33-year-old business investor named Brian Murphy, who was mostly unknown until 2008 vice presidential nominee Sarah Palin endorsed him last month. O'Malley faces only nominal opposition for the Democratic nomination.
Republicans voting early on Thursday in Annapolis cited Ehrlich's experience as a reason for backing him.
"He's been in the governor's mansion before," said Harriet Blankfield, a 63-year-old retiree. "Regardless of what the Democrats say, he tried anyway to do a lot of good things for Maryland. It just wasn't backed up by the Statehouse because they're primarily Democrats."
Bill Tongue, who also voted for Ehrlich, said he believes the former governor is in a better position to regain the Maryland governorship for the GOP.
"It's Murphy's right to challenge him," Tongue said. "Personally, I don't think that's the best choice right now. I think there's enough going on in the state, and then Bobby's got a really good chance."

Home Invasion, Nanticoke RD
On September 10, 2010 at approximately 0107 hours the Maryland State Police - Salisbury Barrack responded to the above address on Nanticoke Rd. for a report of a Home Invasion Style Armed Robbery.
Upon arrival, Troopers located the victim/resident, a White/Male, 22 YOA suffering from various wounds. EMS transported the victim to PRMC for treatment. Investigators from WBI responded and assumed the investigation.
Investigation revealed that the victim was in his bedroom when an unknown Black/Male broke in the bedroom door, assaulted the victim and tied him up. The suspect is approximately 6 ft tall, medium build, wearing a black hoodie and a blue bandana, which covered his face. The suspect had a handgun. The suspect stole various items from the residence and demanded cash.
The victim was eventually able to free himself, climbed out a window and contacted police. The victim was treated and released at PRMC.

Easy Filing For Major Party Candidates Makes For Crowded Primary Ballots
Maryland voters wondering why there are so many candidates running for so many offices, including some of the most prestigious, may not be surprised to learn that Maryland is one of the easiest states for major party candidates to get on the ballot.
In a prime example, 20 challengers – six Democrats, 11 Republicans, and one each from the Green, Constitution and Libertarian parties – are vying to take the seat of longtime Democratic incumbent U.S. Sen. Barbara Mikulski, who is seeking a fifth six-year term.
In order to get on the ballot, these Senate candidates needed only to cough up a $290 filing fee -- as long as they met federal age and campaign finance requirements. Unlike other states, they didn’t need to come up with thousands in a filing fee or collect signatures on a petition.

Woman Swings Baby Carrier With Infant In It At Officers
Billie L. Goode, 28, along with Tayonda Durham, 25, and Harlyn D. McBean, 29, all of Syracuse, first tried to leave the Commercial Drive store Wednesday with more than $1,100 in merchandise, police said.
When loss prevention officers tried to detain the suspects, Goode repeatedly swung a baby-carrier — with her daughter still in it — at an officer, police said.
Durham then used pepper spray against the officer and also sprayed bystanders, police said.
The three suspects were able to escape in McBean’s vehicle, but loss prevention officers were able to get the license plate and passed it along to police.
State troopers on the Thruway saw the vehicle near Syracuse and subsequently detained all three suspects until New Hartford police were able take them into custody, police said.

O'Donnell Poised To Defeat Castle Wins Govenor Palin Endorsement
Christine O'Donnell is very much in the mold of Nikki Haley, Joe Miller, Rand Paul and Sharron Angle and is an excellent and articulate conservative who is under attack by the Old Guard on the Eastern Seaboard. She will add yet one more constitutionalist voice to the chorus that will be singing from her hymn book come January 2011. Since this is a Special Election, the winner will be seated immediately and in position to put the brakes on this 'lame duck session of Congress'. Castle Castle is a quisling who will sabotage not only the GOP effort to derail Obama's poisonous agenda in the next Congress but that he will be around at least through the first two years of the next Administration. He is a major problem, and he would be a major thorn for any non-Democrat residing at 1600 Pennsylvania Avenue. Castle should be taken out now, while the momentum exists and while the candidate to do it is available.

Seaford-Delaware State Police Thursday September 9, 2010 arrested two Seaford Delaware teens for crimes committed on September 3, 2010. State Troopers Friday September 3rd responded to a couple of residences located on Snug Harbor Drive Seaford for reports of a theft of a motor vehicle and also an attempted theft of a motor vehicle.
Delaware State Police learned that sometime early Friday morning Nicarlos Horsey Jr-15 and Robert S. Hoyle-14 both of Seaford were riding bicycles on Snug Harbor Drive. Horsey and Hoyle at one residence trespassed onto the victim’s property and attempted to steal his 2003 Jeep Grand Cherokee. The victim left the doors to the truck unsecured and a key inside. Horsey and Hoyle were unsuccessful in their theft attempt because the key located was only to unlock the vehicle doors. Horsey and Hoyle are alleged to have caused damage to the rear of the victim’s bumper which was attached to a boat trailer. Two bikes that Horsey and Hoyle were riding were located on the victim’s property.
Delaware State Police next responded to a report of a 2007 Toyota Tundra being found at the intersection of Eskridge Road and Middleford Road Seaford. The vehicle was found with the driver’s door open and keys in the ignition. The vehicle apparently ran out of gas.
The Toyota was discovered to be stolen from another residence on Snug Harbor Road Seaford. After inspecting the Toyota extensive damage to the brakes, tires, front grill and undercarriage were detected. Horsey and Hoyle also took an undisclosed amount of money from the interior of the Toyota. Horsey and Hoyle were able to steal the vehicle because the keys were left inside the truck and the doors unlocked.
Friday September 3, 2010 Delaware State Police also were advised of a domestic complaint involving Hoyle. Hoyle and Horsey were being disorderly at the residence and fled prior to police arrival. As the suspects fled the residence on Maury Avenue Seaford they dropped a pipe commonly used to ingest marijuana. Troopers checked the area and located Horsey on Tharp Road riding a bicycle. Horsey was taken into custody for processing.
While Troopers were processing Horsey they received a call from a victim on Maury Avenue reporting a person passed out in his gazebo. Around 6:52 a.m. Troopers arrived on scene and placed the second suspect Robert Hoyle under arrest.
Horsey and Hoyle were subsequently arrested for the drug charges and released. Delaware State Police later were able to link Horsey and Hoyle to the theft and attempted theft of a motor vehicle complaint that occurred on September 3rd on Snug Harbor Road Seaford. Horsey and Hoyle were charged yesterday and released to their parents.
Judge Orders "Don't Ask, Don't Tell" Policy To Halt
U.S. District Judge Virginia Phillips ruled Thursday that the prohibition on openly gay military service members was unconstitutional because it violates the First and Fifth Amendment rights of gays and lesbians.
The policy doesn't help military readiness and instead has a "direct and deleterious effect" on the armed services by hurting recruitment efforts during wartime and requiring the discharge of service members who have critical skills and training, she said.
The Log Cabin Republicans sued the federal government in 2004 to stop the policy. Phillips will draft the injunction with input from the group within a week, and the federal government will have a week to respond.
Government lawyers said the judge lacked the authority to issue a nationwide injunction.
The U.S. Department of Justice can appeal the ruling but the government has not announced what it intends to do. After-hours e-mails and calls requesting comment from government attorney Paul G. Freeborne and from the Pentagon were not immediately returned Thursday evening.
The case was the biggest legal test of the law in recent years and came amid promises by President Barack Obama that he will work to repeal the policy.
"This decision will change the lives of many individuals who only wanted to serve their country bravely," said the group's attorney, Dan Woods.
The Log Cabin Republicans said more than 13,500 service members have been fired since 1994.
Woods had argued during the nonjury trial that the policy violates gay military members' rights to free speech, open association and right to due process as guaranteed by the Fifth Amendment.
He said the ban damages the military by forcing it to reject talented people as the country struggles to find recruits in the midst of a war. He also used Obama's remarks and those of top military commanders as evidence that the policy should be overturned.
The case is unique because it wasn't based on one individual's complaint about a discharge. Instead it made a broad, sweeping attack on the policy.
Government attorneys presented only the policy's legislative history in their defense and no witnesses or other evidence.
Freeborne had argued the policy debate was political and that the issue should be decided by Congress rather than in court.
In his closing arguments he said the plaintiffs were trying to force a federal court to overstep its bounds and halt the policy as it is being debated by federal lawmakers.
The U.S. House voted in May to repeal the policy, and the Senate is expected to address the issue this year.
The case moved forward slowly at first because it was assigned to a judge who had health problems and later retired, Woods said. In late 2008, it was reassigned to Phillips and went to trial in July.
The ruling is the second major court ruling this summer in which a California judge handed a major victory to gay rights advocates.
In August, U.S. District Court Judge Vaughn Walker overturned Proposition 8, the ballot proposition that banned gay marriage in California. His ruling is on hold pending appeal.
Six military officers who were discharged under the policy testified during the trial. A decorated Air Force officer testified that he was let go after his peers snooped through his personal e-mail in Iraq.
The officers who participated in the trial were "reacting emotionally because they're so proud that they were able to play a part in making this happen," Woods said after the ruling.
"It'll be an interesting decision for our president to decide whether to appeal this case. He's said that 'don't ask, don't tell' weakens national security, and now it's been declared unconstitutional," he said. "If he does appeal, we're going to fight like heck."
The "don't ask, don't tell" policy prohibits the military from asking about the sexual orientation of service members. Under the 1993 policy, service men and women who acknowledge being gay or are discovered engaging in homosexual activity, even in the privacy of their own homes off base, are subject to discharge.

1) They MUST retire. Forty million job openings - Unemployment fixed.
2) They MUST buy a new AMERICAN Car. Forty million cars ordered - Auto Industry fixed.
3) They MUST either buy a house or pay off their mortgage - Housing Crisis fixed.It can't get any easier than that!!P.S. If more money is needed, have all members in Congress pay their taxes...Mr. President, while you're at it, make Congress retire on Social Security and Medicare.

Dover-Wednesday September 8, 2010 around 3:00 p.m. Delaware State Police responded to the unit block of Richard Blvd Dover, Delaware. Delaware State Police was initially responding to a disorderly complaint, which turned violent.
Delaware State Police contacted a 25 year old Maryland woman and learned she was confronted by Gary Biron-53 of Dover as she was distributing pamphlets regarding his Sex Offender status. The victim was leaving the pamphlets in Biron's neighbors mailboxes. The pamphlets were from the State of Delaware Sex Offenders website which is a public website which everyone has access to. The pamphlet was a print out from the Sex Offender’s website displaying Biron’s status as a Tier III High Risk Sex Offender.
The altercation then escalated with Biron grabbing a pamphlet out of the victim’s hand and threatening to kill the victim. Biron next punched the victim in the face with his fist. Biron also is alleged to have been brandishing a wrench in his other hand at the time of the physical altercation.
The victim attempted to call 911; however Biron took the victim’s cellular phone and threw it to the ground causing damage to it. The victim next was able to drive away from the scene at which time she dialed 911 for emergency assistance.
Troopers after obtaining the victims version of the complaint, then attempted to make contact with Biron at his residence to place him under arrest. Troopers contacted Biron at the front of his residence and attempted to take him into custody. Biron turned and ran back into his residence with two Troopers giving chase. As the 1st Trooper a 43 year old male; 12 year veteran attempted to take Biron into custody, Biron swung and narrowly missed striking the Trooper. Biron next picked up a wooden chair and began to swing it at the 1st Trooper and 2nd Trooper a 49 year old male; 21 year veteran both out of Troop 3. The chair struck the 2nd Trooper on the arm and chest. The 2nd Trooper sustained a minor bruise however did not require medical treatment. The 2nd Trooper was then able to take the chair away from Biron and he was then placed in handcuffs.
Biron was taken to Delaware State Police Troop 3 Woodside and charged with the over listed offenses. Biron was released after posting $4,000 secured bond through a bail bonds company.
NOTE: The relationship between the victim and defendant is that Biron dates the victim’s mother. The victim was upset over an unknown altercation between Biron and her mother.
Somerset County Sheriff's Office Reports Most Recent Arrests
9-7-10 Carnelious Edward Deshields of Princess Anne, arrested on a warrant regarding failing to appear in court. Deshields was later released on a personal recognizance bond.
9-7-10 Whitney Shalaurie Jones of Princess Anne, arrested for obstructing an hindering police. Deputies conducted a traffic stop in princess Anne for a brake light violation. Jones was the driver of the vehicle, and gave false information to deputies regarding her identity. Jones was released pending trial.
9-8-10 Robert Leon Forman and Patrick Anthony Miller of New York City, arrested for tansporting unstamped cigarettes, possession of unstamped cigarettes, hindering, and possession of marijuana. Deputies conducted a traffic stop on Ocean Highway in Westover and recovered 79 cartons of untaxed cigarettes, marijuana and cash. Forman and Miller were later held on a $8,000 bond each.
9-8-10 Deputies arrested a juvenile from Crisfield for driving without a license. Deputies conducted a traffic stop in Crisfield, and found a juvenile driving his grandmothers vehicle without a license. Charges were sent to Juvenile court.

Northwestern Elementary School Named A 2010 National Blue Ribbon School
On Thursday, Sept. 9, U.S. Secretary of Education Arne Duncan announced that Northwestern, already a Maryland Blue Ribbon School, was one of 304 schools nationwide to attain the honor of National Blue Ribbon School. Northwestern Elementary, one of five Maryland public schools recognized and the only Eastern Shore school to receive the honor in 2010, will join the other honored schools Nov. 15-16 at an awards ceremony in Washington.
“This truly puts us on the national map,” said Bryson, Northwestern principal. “It’s a huge honor for our school – for our kids, our staff and our community. Our staff was screaming when I told them the news.”
The National Blue Ribbon award honors public and private elementary, middle and high schools whose students have achieved at very high levels or have made significant progress and helped close gaps in achievement, especially among disadvantaged and minority students. “Blue Ribbon Schools are models of improved student achievement from which others can take inspiration,” Duncan said.
Northwestern is a small school – approximately 300 students in prek-grade 5 – that posts outstanding results. Earlier this year, the Maryland State Department of Education recognized Northwestern as a Maryland Blue Ribbon School of Sustained Improvement & High Achievement.
“I’m ecstatic to see this recognition,” said Dr. John Fredericksen, Superintendent of Wicomico County Public Schools. National Blue Ribbon recognition will shine a light on the many wonderful schools on Delmarva, and especially on Northwestern. “This is a fantastic recognition for Northwestern Elementary, which has helped a student population with a relatively typical profile of economic challenges and ethnic background achieve phenomenal results by collaborating with families. The students, teachers and staff of Northwestern Elementary have collaborated with families and the community to do great things, including earning National Blue Ribbon School recognition.”
The school has 51 percent of its students on Free and Reduced Priced Meals, and has student achievement at high standards. The school received a Maryland School Performance Recognition Award in 2008 for increasing its subgroup performance on the MSA. On the 2010 MSA, 95.6 percent of third graders and 95.7 percent of fourth graders scored at the proficient or advanced level on the Math MSA (89.7 percent of fifth graders also scored proficient/advanced). On the Reading MSA, 92.3 percent of fifth graders were proficient/advanced, along with 89.4 percent of fourth graders and 86.4 percent of third graders.
“This National Blue Ribbon recognition validates the educational program that our teachers and staff deliver on a daily basis to meet the individual needs of each of our students,” Bryson said.
Northwestern continues to be an academic leader within Wicomico County, while beginning a school-wide Title I program in 2010-2011. Technology is infused throughout the daily curriculum. Northwestern Elementary is a professional learning community school with all teachers, coaches, and administrators discussing student data on a weekly basis. Short-term and long-term planning is adjusted based upon student success.
Northwestern continues to reduce the number of students receiving Special Education services by implementing unique differentiation methods for Reading and Math, using Title I and Special Education teachers for individualized learning plans.
Northwestern is truly a community school. In 2009-10, Northwestern saw an increase in family involvement, based on a 33% increase in PTA membership for the school year. Northwestern also saw an increase in daily volunteers from the community to assist teachers in the classroom.

BALTIMORE, MD – Governor Martin O’Malley will join Baltimore Mayor Stephanie Rawlings-Blake, local leaders and members of communities throughout West Baltimore to begin demolition of a portion of Baltimore’s infamous “Highway to Nowhere.” The demolition of a roughly one-quarter-mile unused section of US 40 will allow for the expansion and enhancement of the West Baltimore MARC Station parking area located between Franklin and Mulberry Streets. This is the first step in rebuilding and “greening” the areas surrounding the West Baltimore MARC Station, and reunite the communities of West Baltimore for the first time in nearly 40 years.
