Governor Hogan, Maryland Commerce Support Frito-Lay Expansion, Company to Add 140 New Jobs
Harford County Expansion Includes New Distribution Center, Additional Manufacturing Lines
ANNAPOLIS, MD – Governor Larry Hogan and the Maryland Department of Commerce are supporting the expansion of Frito-Lay’s manufacturing and distribution center in Aberdeen, which is slated to boost the company’s Harford County workforce. The Plano, Texas-based convenient foods business unit of PepsiCo, Frito-Lay is investing $122 million to construct a new 165,000 square-foot automated distribution center, upgrade its wastewater treatment system, and install two more manufacturing lines. As part of the expansion, the company plans to add 140 employees to its current Aberdeen workforce. Frito-Lay has been operating in Aberdeen since 1994 and has undergone several expansions over the past two decades.
“It is a tremendous win for the state and for Harford County that Frito-Lay is continuing to grow its presence in Maryland,” said Governor Hogan. “This expansion and the jobs being created underscores our administration’s promise to make Maryland more business friendly and create new opportunities for our citizens.”
To assist with the expansion, the Maryland Department of Commerce has approved a $1 million conditional grant through the Maryland Economic Development Assistance Authority and Fund (MEDAAF). The company is also eligible for a number of state and local tax credits. Additionally, the Harford County Office of Economic Development is providing up to $100,000 in workforce technical training grants over the next eight years to assist with enhancing employee skills. The county is also providing assistance with permitting approvals.

This State Just Voted to Ban Abortion
Oklahoma lawmakers have moved to effectively ban abortion in their state by making it a felony for doctors to perform the procedure, an effort the bill's sponsor said Thursday is aimed at ultimately overturning the U.S. Supreme Court's 1973 decision that legalized abortion nationwide.
The bill , which abortion rights group Center for Reproductive Rights says is the first of its kind in the nation, also would restrict any physician who performs an abortion from obtaining or renewing a license to practice medicine in Oklahoma.
It passed 33-12 Thursday with no discussion or debate; a handful of Republicans joined with Democrats in voting against the bill sponsored by Republican Sen. Nathan Dahm. Oklahoma Gov. Mary Fallin, an anti-abortion Republican will withhold comment until her staff has time to review it, Fallin spokesman Michael McNutt said.
Dahm made it clear that he hopes his bill could lead to overturning Roe v. Wade.
"Since I believe life begins at conception, it should be protected, and I believe it's a core function of state government to defend that life from the beginning of conception," said Dahm, R-Broken Arrow.

Narrative: On 18 May 2016 authorities in Baltimore County, MD located one of Wicomico County’s “Most Wanted” Fugitives, Walter Floyd, in their jurisdiction. Floyd had been sought since January 2015 after he failed to show up for a Circuit Court trial in a theft case. A deputy brought Floyd back from Baltimore County and transported him to the Detention Center where he was detained without bond pending an initial appearance in front of a Circuit Court Judge.

Suspect: Juan Gonzales Rivero, 62, Mardela Springs, MD
Narrative: On 19 May 2016, Juan Rivero of Mardela Springs was arrested in connection with a reported assault. In this incident it is alleged that Rivero accosted a female who had stopped at his residence looking for another subject. According to the female victim, Rivero hugged her and began making overtures requesting sex from the victim. These included Rivero putting his hand up her shirt and exposing his penis. According to the victim, Rivero grabbed a hold of her and threw her on a coach. The victim managed to get away from Rivero and sought assistance from the Sheriff’s Office.
A family member of the female victim confronted Rivero over this incident and it was further alleged that Rivero brandished a three foot long sword and began swinging it at this individual.
A detective from the State Police assigned to the Wicomico Bureau of Investigation assisted with the investigation and the charging of Rivero in this case.
Upon arrest, Rivero was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Rivero in the Detention Center in lieu of $80,000.00 bond.

Narrative: On 19 May 2016 a deputy arrested Isiah Jordan in connection with an incident that was reported to have occurred at a residence in the 800 block of Mohawk Avenue. It is alleged that Jordan pulled the hair of a female victim and kicked her after he took her phone.
Upon arrest Jordan was transported to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Jordan in the Detention Center in lieu of $3,000.00 bond.

Upon arrival, the deputy learned that two family members became embroiled in an argument when one of them, Paris Fooks, began brandishing a knife. According to the other half of the dispute Fooks began making statements that placed that subject in fear for his safety.
The deputy placed Fooks under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner detained Fooks in the Detention Center in lieu of $10,000.00 bond.

UPDATE: Police Seek Public’s Help In Caroline Co. Stabbing

(Denton, MD) – Maryland State Police investigators are searching for a suspect and seeking help from citizens who may have information about the individual involved in the Caroline County stabbing.
The suspect is identified as Sean McGill, 45, of Denton, MD. The suspect is still at large. The victims are identified as Heather R. Hill, 33, of Greensboro, MD., and Jackie R. Roach, 53, of Camden, DE.
At about 1:00 a.m. yesterday morning, troopers from the Easton Barrack responded to a disturbance call for victims of a possible stabbing in the 9100-block of Andersontown Road, Denton, Md. Responding troopers found the two victims, who had both been assaulted and sustained stab/cut wounds. Investigators from the State Police Criminal Enforcement Division responded to continue the investigation.
Maryland State Police helicopters conducted an aerial search and other law enforcement agencies assisted in searching with a K-9 and in patrol cars for the suspect. The suspect was not immediately located and is currently still at large.
The United States Capitol Area Regional Fugitive Task Force is offering a cash reward for any information which results in the capture of Sean McGill. State Police investigators are hoping anyone with information will come forward. Callers may remain anonymous. Anyone with information is urged to contact the Maryland State Police Easton Barrack at (410) 819-4747. This investigation is still active and ongoing.

Ugly Women for Trump?
Former Pennsylvania Gov. Ed Rendell believes that Donald Trump will ultimately lose the support of women because of his past comments, arguing that there are "more ugly women" in the United States than attractive women.
Rendell, a former two-term governor in the Keystone State, made the remarks to the Washington Post in a piece on Trump's attempt to make inroads with suburban voters, particularly in the Philadelphia suburbs. He told the Post's Dave Weigel that for every woman he wins, he'll lose 1 1/2 or two GOP women voters.
"Will he have some appeal to working-class Dems in Levittown or Bristol? Sure," Rendell told the Post. "For every one he'll lose 1 1/2 , two Republican women. Trump's comments like 'You can't be a 10 if you're flat-chested,' that'll come back to haunt him."

Transgender Bathrooms: Barack Hussein Obama Strikes Again
In a recent Wall Street Journal article, President Obama is quoted as telling public school officials, “they should permit students to use the bathroom that matches their gender identity. School districts who do not comply could face lawsuits from the federal government or a loss of federal funding.”
By issuing such a threat, the President is ignoring the impact of his decree emotionally on the many other students who prefer using bathrooms limited to those representing their anatomical gender. He is also revealing a preferential commitment to a minuscule percentage of the population that “screams” to alter reality.
Author and Former Educator Joe David believes this is just another example of the multi-billion-dollar scam perpetrated by the establishment against education. By mounting this outrageous threat against the public schools, the President is diverting attention from the real problems in the schools, its failure to educate, and by so doing, encouraging its failure to continue
David points out that examples of school failure are everywhere. “Its graduates stand tall as living examples,” he said. “Many students who survive the deplorable conditions in the public schools today (i.e., drugs, gang wars, incompetent teachers, and much, much more) often graduate illiterate. They are taught to spew popular propaganda, with a limited capacity to understand conceptually the significance of their thoughts and actions.”
In David’s novel, The Fire Within, which was published in 1981, the author exposes this horror and identifies the solution. “I believe our responsibility is to educate students – to teach them to integrate ideas, and prove them logically, to think about ideas and understand them conceptually – and not waste intelligent minds on limiting life experiences.”
Although the circumstances surrounding the schools, which Joe David wrote about in the seventies and eighties have changed, it hasn’t been for the better. “The current debate over transgender bathrooms in our public schools is a superb example of how far we have drifted from sensible priorities in education,” he said in conclusion. “It should be a warning to the public how far our leaders are willing to go to destroy our school system.”

The chairman of the top House investigative panel introduced a measure Wednesday to censure IRS Commissioner John Koskinen -- and remove him from office without a pension -- in the latest bid by Republicans to pressure him into being more cooperative in their probe of the 2013 IRS targeting scandal.
Rep. Jason Chaffetz, head of the House Oversight and Government Reform Committee, is seeking Koskinen’s resignation or removal for what he calls an alleged “pattern of conduct inconsistent with the trust and confidence placed in him as an officer of the United States.”
If censured, Koskinen, who became commissioner in 2013, would also forfeit his government pension and other federal benefits.
House Republicans are upset with what they consider Koskinen's failure to cooperate with their investigation of Lois Lerner and other IRS officials who targeted for additional scrutiny conservative groups seeking tax-exempt status.
Chaffetz on Wednesday cited a long list of grievances in calling for the censure -- including Koskinen allegedly lying under oath, allowing “key evidence” to be destroyed by failing to comply with a subpoena and not preserving backup computer tapes that contained as many as 24,000 missing Lerner emails, allegedly destroyed by a computer malfunction.
“Koskinen must be held accountable for his misconduct,” Chaffetz said in a statement. “I am committed to using every tool at my disposal to hold Mr. Koskinen responsible for his offenses.”

Methodists Trying to Avoid Church Split over Gay Rights
Struggling to avoid a split over gay rights, the top policy-making body of the United Methodist Church on Wednesday narrowly approved a full review of all church law on sexuality, amid an emotional meeting roiled by talk of schism.
Delegates at the Methodist General Conference, meeting in Portland, Oregon, voted 428-405 to delay all consideration of LGBT-related proposals. Instead, the delegates created a commission that will spend at least two years reviewing policy on the subject, contained in the Methodist Book of Discipline, with the goal of developing a plan to address their differences.
The denomination has 12.7 million members worldwide and is the third-largest faith group in the U.S.
While other mainline Protestant groups, including the Episcopal Church and the Presbyterian Church (U.S.A.), have approved same-sex marriage, the Methodists have upheld a policy they adopted in 1972, calling same-gender relationships "incompatible with Christian teaching."

Advocates Call State’s Lyme Disease Legislation Historic
ANNAPOLIS — New legislation passed by Gov. Larry Hogan is proof that the tick that gave Baltimore Attorney Susan Green Lyme Disease, bit the wrong lady.
Green was convinced she had Lyme Disease, but she spent years trying to convince doctors of her theory. They kept pointing to four negative test results for the fastest growing vector-bourne infectious disease in the United States.
“I felt like I needed to get to the point where they would stop treating me like a hormonal crazy lady and treat me like a person who was truly sick,” said Green.
Her symptoms intensified in 2007.
“I became extremely ill, I couldn’t get out of bed, but I couldn’t fall asleep,” she remembers. “My whole body was burning like it had been doused in gasoline.”

Horseshoe crab tagging program at Assateague Island Sunday
For a few days on either side of the full moon, due tonight, May 20, horseshoe crabs will parade (mostly two by two) ashore this weekend to conduct the business of propagating the species.
While their march to the beach may likely generate a giggle or two to mammalian eyes, as the smaller males tend to latch onto a female as she drags him ashore, the process they’re engaging in is more basic: size matters.
Assateague Island Alliance volunteer Dick Arnold, who will be leading the program Sunday, said horseshoe crabs could lay 100,000 eggs at a time, and only a small percentage survive to adulthood. Survivability, he explained, is a function of how far onto land the couple can get — she to lay the eggs, and he to fertilize them externally. They wait for the full moon because of the higher tide, and the males burden the females because females of the species are bigger and stronger — so the couple can potentially reach higher ground.

For the 250 million phones sold around the world with fingerprint authentication since 2013, law enforcement may be able to compel suspects to press their fingers to the devices and unlock them.
With minimal litigation on the books in the U.S., police and prosecutors require only a judge’s blessing on a warrant for a suspect’s fingerprints. So far they’ve used the power sparingly. But as the number of fingerprint scanners in hip pockets grows, district attorneys across the country say the technology is poised to become a major engine of evidence-gathering. “It is likely to be just a matter of time till this does become a primary gateway to accessing phones,” says Micheal O’Connor, an Alameda County assistant district attorney in Oakland, Calif.

Ocean City Police Continue to Investigate Fatal Collision
Ocean City, Maryland – (May 20, 2016): Ocean City police officers are continuing to investigate a fatal crash involving a motorcycle that occurred yesterday, May 19, 2016. The motorcycle driver, Eric Del Marr, 24, of Germantown, MD, was traveling at a high rate of speed in the area of 28th Street and Philadelphia Avenue when he collided with a pickup truck driven by a 19-year-old male of North Beach, MD.
The preliminary investigation revealed that a Maryland Transportation Authority (MDTA) officer attempted to stop the motorcycle after witnessing Del Marr conduct a “wheelie” at a high rate of speed. The MDTA officer witnessed the traffic violation minutes before the collision while traveling northbound in the approximate area of 45th Street and Coastal Highway. Del Marr then made a U-turn on Coastal Highway at 56th Street, travelling southbound. The motorcycle fled from the officer, at which time the officer did not pursue the vehicle and lost sight of the driver.
Other police units observed Del Marr as he travelled southbound and reported his location via police radio. It was later determined that from 56th Street, Del Marr travelled southbound on Coastal Highway until 33rd Street where he turned west then eventually reentered southbound Coastal Highway at 32nd Street. Del Marr then made a U-turn at 23rd Street and travelled northbound at a high rate of speed.
At approximately 12:08 p.m., Del Marr collided with a Ford F-350 pickup truck that was attempting to turn east onto 28th Street. Del Marr was deceased upon arrival of first responders. The driver of the pickup truck was not injured.
Ocean City’s Traffic Safety Unit, Patrol Division and Criminal Investigation Division are continuing to investigate the collision, which will likely take weeks to complete. Further updates will be provided pending completion of the investigation.

A measure to improve Maryland’s wetlands conservation and restoration strategies was signed into law today.
Governor Larry Hogan signed the Nontidal Wetlands Mitigation Banking bill (House Bill 797) at a ceremony in Annapolis. The new law removes obstacles and clarifies policies to spur more public-private partnerships and wetlands protection projects. These projects play a critical role in sustaining the Chesapeake Bay and local waterways.
“This bill is living proof our state is open for business and committed to the environment,” said Governor Hogan. “When environmentalists, developers and engineers work together, we can improve our wetlands while simultaneously doing something very positive for the economy. This is good news for our state, the Chesapeake Bay and the local watersheds throughout Maryland.”
“The Maryland Department of the Environment thanks Governor Hogan and the General Assembly for this important environmental initiative,” said Maryland Secretary of the Environment Ben Grumbles. “Wetland conservation banks are a great way to help restore and protect our state’s natural heritage. NEW YORK (AP) — A recent national poll found that nine of 10 Native Americans aren’t offended by the Washington Redskins name.
The poll conducted by the Washington Post indicated more than eight in 10 said they wouldn’t be offended if someone who was not a Native American called them that name.
A federal judge ordered the cancellation of the Washington Redskins’ trademark registration in July, ruling that their name may be disparaging to Native Americans. The club is appealing.
Ninety percent of the random national sample of 504 Native Americans said the name doesn’t bother them; 9 percent said it was offensive. Native Americans make up about 2 percent of the U.S. population.
Interviews were conducted from December through April on landline and cellphones, with a margin of error of plus or minus 5.5 percentage points.

That's because the opening line reads: "The moon blew up with no warning and with no apparent reason."
We don't how the moon would suddenly explode in the real world — it's unlikely. But the way Stephenson describes the events that would happen next carries a surprising amount of truth.
Tech Insider spoke to several physicists who have considered this nightmare scenario. What they had to say did not bring us comfort.

Chaffetz: MSPB reinstated EPA employee with child porn on government computer
The Environmental Protection Agency says it’s gotten tough on employee misconduct and administrative leave abuse, but the House Oversight and Government Reform Committee says the agency still doesn’t do enough to fire its worst offenders.
Rep. Jason Chaffetz (R-Utah), chairman of the committee, told acting EPA Deputy Administrator Stanley Meiburg that the agency has one of the worst records in government when it comes to dealing with employees convicted of serious crimes.
“The EPA is one of the most toxic places in the federal government to work, and if you don’t get rid of the toxicity of the employees there at the EPA, we’re doing a great disservice to this country,” Chaffetz said Wednesday. “Most of them are good, hard-working, patriotic people. They care, they work hard, but you have some bad apples at the EPA, and they’re not being dealt with.”
In his testimony, Patrick Sullivan, the assistant IG for investigations at EPA, said his biweekly summits with Meiburg on employee misconduct cases, put into effect this February, should be held up as a best practice in government.
Committee members, however, said the EPA’s prior track record with handling employee misconduct did not give them confidence that the agency could fire offending workers in the future.
Chaffetz, for example, blasted the Merit Systems Protection Board for overturning the termination of a field office employee who kept child pornography on his agency computer. Sullivan told the committee that the employee was a registered sex offender.

Google is on the lookout for people in Mountain View, California, holding a Bachelor’s degree to sit in the driver’s seat of its self-driving cars. The “Vehicle-Safety Specialist” would sit behind the wheel of the car for six to eight hours per day while the car drives itself, just as a precaution in case of emergency. The position pays $20 per hour.
Another person would sit alongside the driver-passenger and take notes for the engineering team about the car’s operations. Prospective candidates must be able to type 40 wpm and have clean driving and criminal records, and must pass in-car and out-of-car training.

OC Council Defends Police After Harsh Comments
The Ocean City Police Department (OCPD) came under fire somewhat this week for alleged misinformation about a pair of accidents this month including a fatal pedestrian collision, but resort officials sternly rejected the notion and fiercely defended the department.
Shortly after 1 a.m. on May 3, a 67-year-old Pennsylvania man was struck and killed by an Ocean City Police Chevy Tahoe patrol vehicle driven by an on-duty five-year veteran on Coastal Highway at 94th Street. The pedestrian was crossing Coastal Highway from east to west in the north crosswalk against the pedestrian signal when he was struck by the police vehicle in drizzly, foggy conditions.
The officer was traveling southbound on Coastal Highway on routine patrol at the time of the incident. The victim was transported by Ocean City EMS to Atlantic General Hospital where he was pronounced deceased. In a second incident, an OCPD vehicle collided with the rear of a municipal bus. During the public comment period of Monday’s Mayor and Council meeting, a pair of local residents called into question the OCPD’s handling of the incidents and law enforcement in general.

Shortly after 1 a.m. on May 3, a 67-year-old Pennsylvania man was struck and killed by an Ocean City Police Chevy Tahoe patrol vehicle driven by an on-duty five-year veteran on Coastal Highway at 94th Street. The pedestrian was crossing Coastal Highway from east to west in the north crosswalk against the pedestrian signal when he was struck by the police vehicle in drizzly, foggy conditions.
The officer was traveling southbound on Coastal Highway on routine patrol at the time of the incident. The victim was transported by Ocean City EMS to Atlantic General Hospital where he was pronounced deceased. In a second incident, an OCPD vehicle collided with the rear of a municipal bus. During the public comment period of Monday’s Mayor and Council meeting, a pair of local residents called into question the OCPD’s handling of the incidents and law enforcement in general.

WASHINGTON — He’s found purpose turning “magic legs” into veteran hope.
Gary Sinise not only earned an Academy Award nomination as Lt. Dan Taylor in “Forrest Gump” (1994), it provided the namesake for his music group, the Lt. Dan Band, a favorite at USO events.
Now, over the next couple weeks, Sinise brings his band to a series of patriotic events across the D.C. area in what has become an annual salute to our nation’s troops in the run-up to Memorial Day.
“We wanted to create something where we could go into the hospitals where people can be going through rehabilitation for several years, and their family members are there and the staff members are dealing with one wounded service member after another. It can be kind of a long haul,” Sinise told WTOP. “So somebody like me coming in with a band … it might help them through the daily grind.”

Canada is trying to implement new transgender rights as quickly as possible
Flanked by members of the transgender community, Canada's justice minister vowed that she would put new human rights protections for trans and gender-fluid Canadians into law "as quickly as possible."
The announcement, made on the International Day Against Homophobia, Transphobia, and Biphobia, was the culmination of more than a decade of political battles.
"I'm pretty sure this is the first time the trans rights flag has been displayed in this foyer," Justice Minister Jody Wilson-Raybould told reporters in front of the doors to the House of Commons.
The new legislation, entitled bill C-16, will add gender identity and gender expression as a protected class in the Human Rights Act and the Criminal Code, as was first reported by VICE News last week.
While reporters asked the justice minister whether the announcement was more symbolic than substantial, the practical effects of the legislative change could be significant.
The changes to Canadian law will mean that gender identity and gender expression will be added to the already-lengthy list of protected classes — which includes "color, race, religion, national or ethnic origin, age, sex, sexual orientation, or mental or physical disability."

Federal Judge Upholds Virginia Voter Photo ID Law
A federal judge on Thursday upheld Virginia's 2013 law requiring voters to show a valid photo ID at the polls.
The Virginia Democratic Party sued state elections officials, saying the photo ID requirement unconstitutionally suppresses voting by blacks, Latinos and young people.
U.S. District Judge Henry Hudson wrote that the Democratic Party did not prove that the law violates the Voting Rights Act or several constitutional amendments, The Richmond Times Dispatch reports.
While agreeing that the merits of the voter ID law can be debated, Hudson wrote, "it remains true that Virginia has created a scheme of laws to accommodate all people in their right to vote..."

The Manhattan billionaire held a 45% to 42% edge over the former secretary of state in the new survey measuring their expected general-election matchup.
The result represented a sharp shift from April, when Trump trailed Clinton by seven points. In March, he trailed by 11.
Trump, the presumptive Republican presidential nominee, held a large 55% to 31% lead over Clinton, the Democratic frontrunner, among white voters.
That margin outpaces the final split from the 2012 race that pitted President Barack Obama against Republican Mitt Romney.
White women in the survey favored Trump by 47% to 38%. But Clinton held a lead among all women, by a 50% to 36% difference. She also maintained massive advantages among African-American and Hispanic voters.

Saudis Hold $117 Billion of US Debt as Senate Passes Terror Legislation
Saudi Arabia’s holdings of U.S. taxpayer debt have finally been revealed after four decades of secrecy.
The U.S. Treasury disclosed that the Middle Eastern country has $116.8 billion in treasury bonds, making it the 13th biggest foreign owner of federal debt, according to a report in USA Today.
“Saudi Arabia's holdings fall well behind giants like China and Japan with holdings valued at $1.2 trillion and $1.1 trillion respectively,” the newspaper reports.
The disclosure comes at a time when relations between the U.S. and the oil-rich nation are showing signs of strain. The U.S. Senate on Tuesday unanimously passed controversial legislation that would allow the families of 9/11 victims to sue foreign nations if they are found to be responsible for terror attacks on U.S. soil.

Teen sues off-duty officer, Tacoma Mall after alleged assault
TACOMA, Wash. – Monique Tillman says she was 15-years-old when she encountered an off-duty Tacoma police officer in the parking lot of the Tacoma Mall.
The off-duty officer was in uniform and working mall security on May 24, 2014. Monique and her brother, Eric Branch, were riding their bikes through parking lot as they headed home.
“The whole time, there’s no crime. We are not doing anything. We are just riding our bikes,” said Branch.
“Basically, the security guard just starts harassing us,” said Tillman.
According to a complaint filed by Tillman's attorney, security said the teens were stopped because they were causing a disturbance. But Tillman maintained that they did nothing wrong.
