"On Friday July 25, 2008 Chief Investigator William Hardin was banned from the building of Wicomico County Detention Center. This was on the order of Chief of Security Col. Thomas Kimble. Not only was Mr. Hardin banned, his office was padlocked. What is really going on here? It's common knowledge at WCDC that Mr. Hardin and Director Devenyns have locked horns before. Its also a fact that Director Devenyns has been the subject, or should I say suspect, of an investigation. It is also a fact that Mr. Hardin, who normally reports directly to the director, does not fall under the directors chain of command any more. Which means that he is not responsible to report to the director, and has not for more than four months.
The banning occurred on Friday just after the front page announcement of WCDC to house more US Marshall Detainees. How could good news go so bad so quickly.
Do not think that Col. Kimble done the banning on his own, he was ordered to. Mr. Hardin is retired from MSP and regarded highly statewide. The Wicomico County Sherriff will attest to this as he has worked with and known Mr. Hardin for many years.
It has been evident that Director Devenyns, not warden as he has never been certified to be a correctional officer, does knee jerk reactions. He had one officer out on administrative leave because of unfounded rumors. That was paid leave without the officer using one minute of personal leave. A paid vacation. Another officer was arrested and handcuffed in the Officers Dining Room, placed on unpaid leave only to be restored to duty with back pay. Both of these officers have lawsuits pending. Will Mr. Hardin be joining their ranks? Only time will tell. If anyone has more facts or can refute any of these facts, please speak up. Only the light of truth will be true. The really sad fact is that the hard working and yes underpaid line officers will the ones who truly suffer."

Its been said before. Head of Household is only a puppet.He has no employee respect.He has let the jail run its self and now you are being treated to the end results.Duvafiles said it earlier its just a place of lawsuits awaiting to be filed. Head of security only does what the ddd man tells him to do.
It is a corrupt institution.

When you hire the likes of Thomas Kimball you are at the bottom of the barrel. Watch and see the corruptness multiply drasticly. Because he promotes everything that is corrupt and dishonest. Just ask people who have worked under him in Jessup and ECI. He will do everything in his power to get rid of every Officer / Staff that is honest and does not deal in corruption. His buddies will be hired now to cover up his corruption. That is his MO / track record.
Thomas Kimble is an asshole period. While Assist.Warden at ECI he posted a poster approx. 4ft. square in his of an animal.A huge black gorilla behind his desk.If he didnt smile when one went into his office one would think the office was empty.He was the wardens ax man. Not long after that COMM. of CORRECTIONS BISHOP ROBINSON fired his ass and he then was hired by Howard county as a Captain.
Mr. Hardins days as a Wicomico County Detention employee are numbered.
Hardin was hired as a Internal Affairs Investigator simply because he is the most qualified person to apply. His credentials for the position far exceeded any the WCDC could have hoped to attract.
However, not long after Hardens hiring it became obvious to the Warden and his senior staff that Hardin was going to his job correctly or not at all. As a result Hardin becomes a liability to the "business as usual" mentality of WCDC. Being identified as and employee with veracity the blot to eliminate him was hatched.
The position of Chief of Security was created, not because it was needed,but simply to bring in a hatchet person from the OUTSIDE, who's first and most important job is to get rid of Harden.
It is now obvious that what is happening at WCDC is nothing more than a County Agency being allowed to run amuck by the County Exec and his senior staff, as was the Landfill.
The casual observer of the manner in which the County operates income ($$$) producing departments may start to get the perception of some hanky panky at the highest levels of County Government.
You don't suppose it is something in the air of the County Government Building do you?
The big difference is that most likely County Executive Pollitt probably didn't know much about the landfill situation until it was exposed by law enforcement. Unfortunatly he has been aware of the Devenyne corruption since the day he was elected County Executive and has refused to remove this man (3D) from his position. Oh! I forgot, money is more important than integraty.

To make comments about other people without any proof is and to hide under the guise of anonymous is cowardly. If you have proof of these slanderous alegations, bring them forthfor they are certainly violations of law.
The comments that I have been reading lately about the Administration of WCDC make me sick. I may not always agree with my superiors, but I have the decency to face them and tell them so.
The terrible comments about Director Devenyns and his staff give corrections as a whole a black eye. 99% of correctional officers are hard working decent people. Yes as in society a few "bad apples" exist. These bad apples are removed as they are found. I call upon all correctional officers to stand up for ourselves and stand proud for ourselves and fellow officers.

thomas kimball was fired from eci for stealing from the armory and demanding sexual relations with staff in fact his wife now was his secretary then he borrored 5000 00 from the vfw for legal expenses that has never been repaid and then was hgired as a partb time commissioner for wicomico county where he was fired for making statements about locking people up he worked with before and did not like he is a worthless piece of shit and the county will be sorry maybe hardin found this out on kimball and then was banned so kimball could steal the records he is good at that

I am an employee at the detention center. I do not and will not speak in my official capacity. As a citizen, I absolutely support the right of free speech. However, free speech ends where damage begins. The comment regarding Director Devenyns being a sexual predator who preys on female inmates crosses the line into slander...or since it is written down..into liable. It also maligns a program that is beneficial to inmates, their children, and the community as a whole. If proof of these allegations exists, bring it forth. Slinging mud about without foundation or evidence is not only foolish, it is cruel. To do so from the veil of anonymity is cowardly.

As a former Officer at WCDC, Some of this is very interesting. However, for someone to suggest that the Director could get away with any form of sexual act with a female inmate, is stupid. One) the female area is open bay and access to it is way too controlled. Two) There are too many on staff that would JUMP at the chance to nail him, and he knows it.
Now, for those jokers who where busting on Ctp. Coulbourn & Sgt. Stone. These are 2 of the most decent people I know. Obviously your a jerk, and I'de tell it to your face.
Are there problems at WCDC? Of course there are. It's the nature of the Beast. There's problems at ECI, Worc.dc, ect. It's where we house the problems of our society. As cheeply as we can I might add. And we pay the staff so little. It will never change no matter who's in charge.
Well, well, well, after reading so many comments about WCDC it is most interesting and somewhat sad to read about an institution that houses "supposedly" bad people that the are sent there by the court system. For the employees who works at the Detention Center, how can you proudly wear the uniform? Why do you continue to write such nonsense? Yes, I think most of the anonymous people are employed at this place and it is so sad to continuely ruin the reputation of the warden, the security staff and the administration that are employed there. If you are so tired of the non-sense-QUIT. Those high ranking officials such as the Warden and his command staff will get their due justice if they are indeed wrong and have committed such foul deeds as some may have stated. I know several people and officers that are employed there and they are really good people. Remember God sits high and watches, when it's time, only HE will make the changes. Some will go and some will stay. We will all be surprised at who does and who doesn't. So, instead of name-calling and creating names for the staff, just wait and watch. And for the record, I am not a past, present or future employee, just an observer on the sidelines, watching, hearing and reading all. While targeting the warden and some of the cmd staff, and notice I did say some of the cmd staff, my suggestion to you is to look, listen and watch very close at how some of this information is leaking out. You just may be pointing the wrong fingers. Be very, very careful cause some of us do hide very well behind sheep's clothing. Yes, my identity is anonymous, because very soon, I will be revealing something that will blow your socks off and many of you will probably be in for the shock of your life.
