Salisbury Fire Department
to Receive New Haz Mat Vehicle Today
The Salisbury Fire Department will be taking receipt of a new Haz Mat tractor-trailer today, helping to consolidate and streamline our current apparatus fleet.
The Salisbury Fire Department purchased a Freightliner tractor and a 33 foot Hackney trailer to eventually replace the current Haz Mat 1. As of right now, the department is using a donated 1983 beverage truck, along with another trailer, and still do not have enough space for our Haz Mat equipment.
The Salisbury Fire Department applied and was awarded $175,000 through the Assistance to Firefighters Grant last year specifically for a Haz Mat trailer. The AFG Award required a 10%match of $17,500, for a total of $157,500 in total grant funds coming to the City coffers. The Salisbury Fire Department purchased the tractor at a cost of $76,581 during the fiscal year of FY09 using surplussed funds. The tractor and trailer were purchased without equipment; all of our existing equipment will be transferred to the new unit, negating any new purchases.
As this is a tractor-trailer, a Class A license will be required to drive the apparatus. This will require some of our current driver/operators to upgrade their license to Class A status. The department will offset the cost by using some of our currently licensed Class A firefighters to help teach.
The new Haz Mat 1 is not expected to be in service until approximately the middle of February, while the Salisbury Fire Department does as much equipment mounting and in-service training in house to save money.
It is not unusual for fire departments to use tractor trailers to transport special equipment. Both Cambridge and Millville Fire Departments currently utilize tractor trailers in their fleet.
The Salisbury Fire Department is the primary source for Haz Mat mitigation in Wicomico County and can be called anywhere to assist per mutual aid agreements.
The Salisbury Fire Department is looking forward to placing the new Haz Mat 1 in service to help better serve and protect the citizens of Salisbury.

Today's Press Conference
Yesterday we put up a Post about Mr. Wells destroying items left on the edge of his property in memory of Sarah Foxwell. One of these items was even from the Sheriff and his Family.
Today a Press Conference was held, yes, you can believe it when I tell you that the Sheriff, the States Attorney's Office and WBI, (all present) are requesting that everyone stop traveling down Melson Road and or to stop dropping off items on the edge of their property.
Now, that being said, I'm cool with this, (as I stated yesterday) I believe the items should be left at the Shorebirds Stadium and that is exactly where they are requesting people leave such said items.
Again, I will personally stand firm in my statement that I felt it was completely out of line for Mr. Wells to destroy such items and he could have called the Sheriff's Office, Firefighters, ANYONE to come collect these items and relocate them.
I will firmly respect their request and repeat, I suggested this yesterday and I'm glad they have chose a new location in front of the Shorebirds Stadium. For those of you upset with me because I feel the way I do, too bad, that's how I feel about this matter.
Sheriff Lewis went on to say that the Well's Family is clearly upset about Sarah's death/murder and I want to make something VERY CLEAR. Who in their right mind wouldn't believe that to be true. Yes, I am curious as to why they didn't check their own property, especially when Sheriff Lewis went LIVE several times stating they were concentrating in that exact area for two or three days straight.
Mind you, there could be a hundred reasons why they did not, they'll have to deal with that. All that being said, the point of this matter is for ALL to please respect their wishes along with everyone from Wicomico County and please go to the Shorebirds Stadium instead. I'll repeat, the Sheriff's Office does NOT want anyone traveling down Melson Road. Come on Folks, what the heck are you going to see there, NOTHING!

Just before it was announced Sarah Foxwell went missing or abducted, what was it doing weather wise outside, snowing. The snow that fell stuck around until Christmas night.
Did most of you wait to look on your own property until the Sheriff asked you to? NO. That being said, when Mr. Wells saw tire tracks IN THE SNOW on his property, (if he ever saw them) why didn't he just take a look around to see if there was anything suspicious going on?
If HE knew that HE didn't make those tracks onto his property and they live out in the middle of nowhere, I just have to wonder why he didn't take the time to look into where the tracks went.
I know if it was my property, I would have been following anything and everything to see what was up and that wouldn't just take a missing child for me to look into it!
Now there could be many reasons Mr. Wells chose not to look at tire tracks in the snow. Perhaps he doesn't get on the Internet. Perhaps he doesn't get the Daily Times. Perhaps he doesn't own a television and perhaps he had no idea there was a missing child anywhere. Thomas Leggs just went in front of the Judge and the Judge refused ANY Bond whatsoever.
Thomas James Leggs, Jr. appeared before the Honorable L. Bruce Wade for a bond hearing and advice of rights hearing. The Defendant did not speak during the hearing.
The State, represented by the undersigned State's Attorney and supported by two Assistant State's Attorneys and Detectives from the Wicomico Bureau of Investigation, strongly requested that the Court order that Leggs be held without bond.
Judge Wade ordered that the Defendant be held without bond (cannot be released at all) at the Wicomico County Detention Center pending further legal action.
No further information is available at this time.

Sending this to you as a follow up to our phone conversation. There are a few comment made from the blog regarding my father "Levi Willey, Sr." that are some what pointed to me. As you know, I am the Chairman of the Board for Kids of Honor, and enjoying our growth, I was from 2006 to 2009 the president of The Wicomico County Council of PTA's and a member on local schools, I also have served in the state PTA within 2004 to 2009. My daughter graduated, and I removed myself from the everyday role, but still help behind the scenes. I am also president of my condo association in Ocean City, where I have a second home. I have also been member of the Lions Club, and my Church. My wife and I are married for 24 years, and been involved in many of our daughters friends through sports, or social activities. I challenge the anonymous comment to use their own name, for a rebuttal. It won't happen.
Some of the comments directed to my my dad are false and that is why we have a court system. He is 82 years old, as been involved in the board of education, boy scouts, church, Loins Club, etc over his life time. I understand the out rage with these cases, and it too concerns me when they come up. I can only tell you that as a son, I stand behind my dad, until a decision is made by our court system.

Md. County Council Pushes Casino Plan Ahead For Arundel Mills
Plans to put a slots casino at a Maryland outlet mall moved far closer to reality Monday night when the Anne Arundel County Council approved zoning for the 4,750-machine facility, breaking a stalemate that threatened to sink the project.
With a 4 to 2 vote, the council gave its blessing to the proposed casino at Arundel Mills mall, which would be the largest of five slots sites authorized in Maryland and one of the largest of its kind in the nation.
Cordish Cos., the project's Baltimore-based developers, must still obtain an array of permits before breaking ground, and several legal and other challenges loom. But zoning approval had emerged as the biggest hurdle for the casino, which Cordish has said could open by December 2011.
The state awarded the company a slots license two weeks ago, contingent on the council's zoning approval. For months, homeowners from neighborhoods around the mall have fought the legislation, voicing concerns about increased traffic and whether a casino would erode the mall's "family-friendly" atmosphere.
But those concerns were trumped Monday by the promise of the revenue that slots could bring to the state and the county.
"We need this money," council member Tricia L. Johnson (R-Davidsonville) told a packed council chamber as she urged her colleagues to pass "a proposal right in front of us."
Within a few years, the mall casino could generate more than $500 million a year, about half of which would be earmarked for state education programs, according to consultants hired by the state. The county would also get a cut of the proceeds.

Salisbury Tax Dollars at Work
I won’t be surprised if Salisbury mayor Jim “Hope & Change” Ireton requests a tax increase in his first budget. What I will be interested in hearing is his justification.
An ineffectual and insubordinate police chief will be sponging off of the taxpayer to the tune of $50,000 because Ireton lacked the backbone to fire him. An $80 million waste water treatment plant appears to be a near total bust, yet Ireton refuses to categorically state the causes and the ultimate effect on the city’s rate payers. Now we have city employees behaving like domestic spies and colluding, on the taxpayers’ dime, with Ireton’s own political enemies. Yet, Ireton has failed to do something about this problem as well.
Jim’s a good guy. Unfortunately, being a good guy is no substitute for leadership. When city employees are permitted to trample on the property rights of Salisbury’s residents and business owners, is it any surprise that the city’s economy is failing?
If Jim Ireton plans on using a tax increase to purchase a spine, it may be a wise investment for Salisbury tax payers. If not, they will be asking one another -
“How’s that ‘Hope & Change’ thing working out for ya?”

A funeral service for Sarah Haley Foxwell will be held at 11:00 a.m. Saturday, January 2, 2010 at Emmanuel Wesleyan Church located at 217 Beaglin Park Drive in Salisbury. Place of interment has yet to be determined.

I have just received word from one of the neighbors on Melson Road that Mr. & Mrs. Wells, (owner of the property Sarah Foxwell's body was found on) are destroying ALL of the flowers, balloons, teddy bears/stuffed animals, notes, etc. He has been seen releasing balloons and taking away all the flower arrangements and we're told he has a cardboard sign telling people not to leave anything there.
Sheriff Lewis and his Family went there and left a beautiful arrangement and that too has been removed and destroyed. That being said, please do not leave any more items there as the Grinch is truly showing his colors.

BREAKING NEWS – 2nd Suspect Arrested in Christmas Airline Attack
A second Nigerian suspect has been arrested in the attempted attack on a Northwest Airlines flight from Amsterdam to Detroit. Law enforcement officials had said that the suspect had locked himself in one of the plane’s restrooms.
Delta Air Lines spokeswoman Susan Elliott said crew members requested that security remove the man from Flight 253 after he became disruptive. The remaining 255 passengers got off safely, she said.

Missing Persons - Has Anyone Seen These People???
Has anyone seen any of these people, over the past week? While nearly 500 members of law enforcement and other emergency personnel, from all over the States of Maryland, Delaware, Virginia and Massachusetts could be found, these folks seem to have disappeared from the face of the earth. A Senator from Delaware called and offered any and all resources to find Sarah Haley Foxwell. While 3,000 to 4,000 volunteers showed up at the request of Sheriff Mike Lewis, none of these people could be found. These are the people we elected to office, to write laws, to protect us from the evil that is Thomas James Leggs, Jr.
Although our local, county and city politicians are not responsible for writing legislation at the state and federal level, they are responsible for the safety and well being of the citizens of Wicomico County and the City of Salisbury.
Updated: Five of our local representatives responded to the horrific events of last week.
Joe Holloway, Wicomico County Councilman, was at the Perdue Stadium as a regular citizen concerned about Sarah Haley Foxwell. He wasn't giving a thought to his political position, he was there to offer any assistance needed to find this child.
Terry Cohen, City Council Member, attempting to celebrate the holidays with family, has been and is still in constant communication with people in the community. Not as a politician but as a concerned citizen and mother.
Stevie Prettyman, County Council Member, attempting to celebrate the holidays has also been in constant communication with members of the community. Again, not as a politician but as a concerned parent and member of our community.
Jim Ireton, Mayor of Salisbury, hospitalized due to a fall, immobilized due to compound fractures of his foot, called to make inquiries.
John Cannon, County Council Member, was at Perdue Stadium on Christmas Day. He too was there as a concerned citizen and not a politician otherwise, we would have known he was there. (My apologies, John)

WHAT THE HELL IS WRONG WITH THE REST OF OUR ELECTED OFFICIALS?
Of all our elected officials, only five were capable of putting politics aside and take time away from their family and holiday events to inquire and express concern. This is a very sad statement. This is a statement that will be remembered, especially during the upcoming November election.
Our dimwit of a Governor, while making necessary budget cuts, found it reasonable to cut $369,000 from the Sex Offender Program. Couldn't he find somewhere else to cut, like MDOT, SHA, DGS, or other departments? Maryland has some of the best paved roads in the country yet he opts to cut Public Safety, specifically the Sex Offender Program. I guess as long as he is safe he doesn't give a rat's ass about anyone else. Gotta make those cuts. God forbid he cut something like the budget for the Governors Office or one of the many feel good programs.
As Mike Lewis stated Friday night on WBOC "this case screams death penalty". I and many more agree 100%. However, our dimwit Governor thinks otherwise. If he had his way no criminal would ever be threatened with capital punishment in this state. He and his bleeding heart supporters would prefer the taxpayers warehouse these animals, while law abiding citizens and victims pay the price for their crimes. I got news for O'Malley, Sarah Haley Foxwell paid the ultimate price for your cuts and bill against the death penalty. Our community is paying the price. All citizens of the State of Maryland are paying the price.
On March 26,2009 the Maryland House of Delegates approved a bill requiring specific evidence of guilt if the death penalty is sought. The same bill was passed earlier by the Senate, and the governor supports the legislation. Calling it a "step forward," Gov. O’Malley indicated he will sign the bill, limiting capital cases to those with biological or DNA evidence of guilt, a videotaped confession, or a videotape linking the defendant to a homicide.
T.J. Leggs was not caught on video nor did he record his heinous act(s). We were told repeatedly that he would not cooperate so it's not likely Mike Lewis or any other member of Law Enforcement, including the FBI, got a video taped confession. The only thing we have to rely on is solid forensic evidence, if we are to seek the death penalty.
In a March 26, 2009 interview with the Washington Post, Del. Patrick L. McDonough (R Baltimore County)said "You have cleverly and successfully killed the death penalty in Maryland," who argued that the bill's restrictions are so strict that prosecutors will not be able to bring capital cases. This summer when all of these politicians show up at the Tawes Crab & Clam Bake and are campaigning locally, I hope everyone remembers Sarah Haley Foxwell. While they are telling you whatever it is they think you want to hear, only to get your vote, Remember, it's your vote, use it with extreme prejudice.
