Incident: Assault / Impersonating a Police Officer
Date of Incident: 23 October 2010
Location: Quantico Creek Road, Hebron, MD
Suspect: 1. Ian B. Gray, 19, Bivalve, MD
2. Allen M. Ruark, 21, Salisbury, MD
3. Tom J. Outten, 17, Bivalve, MD


Narrative: On 23 October 2010 at 11:31 PM, the Wicomico County Sheriff’s Office received a call from a citizen who stated that he had just been pulled over by a vehicle displaying a blue dash light on Levin Dashiell Road outside of Hebron. The citizen stated that once he pulled over, the supposed police vehicle, a white Mercury Mountaineer, pulled around him and sped off. The complainant stated that he followed the vehicle to Quantico Creek Road where they stopped, exited their vehicle and approached the victim’s vehicle and began punching and kicking it. The victim stated that he contacted the Sheriff’s Office and followed the vehicle. The victim also advised that the occupants were throwing items from the vehicle.

Responding deputies located the Mercury Mountaineer and stopped it on Firetower Road. The vehicle was driven by Ian Gray and his passengers were Allen Michael Ruark and a 17 year old male juvenile. Another deputy checked the area where the occupants were throwing items from the vehicle and located the blue dash light that the victim observed. None of the trio is a law enforcement officer or is authorized to use or possess the blue dash light. Also located in the Mountaineer was a large amount of alcohol.

All three were placed under arrest. Gray and Ruark were transported to the Central Booking Unit where they were processed and taken in front of the District Court Commissioner. After an initial appearance, Gray and Ruark were both detained by the Commissioner in the Detention Center on bonds of $50,000.00 and $30,000.00 respectively. The 17 year old juvenile was detained by Juvenile Authorities in the Lower Shore Children’s Center in Salisbury. On 19 Nov 2010 the juvenile, Tom Outten, was waved to an adult and charged on a District Court Statement of Charges. Outten was processed at the Central Booking Unit and brought before the District Court Commissioner. After an initial appearance, Outten was detained by the Commissioner in the Detention Center in lieu of $25,000.00 bond.

Charges: Assault 2nd degree / Malicious Destruction of Property / Impersonating a Police Officer / Littering

Location: 200 block of Clover Street, Salisbury, MD
Suspect: Alishia D. Tate, 22, Salisbury, MD


Narrative: On 19 November 2010 at 9:59 AM, deputies from the Wicomico County Sheriff’s Office responded to a reported assault in progress in the 200 block of Clover Street in Salisbury. Upon arrival, the deputies learned that one of the parties involved, a 24 YOA female, went to a residence to confront Alishia Tate over Facebook postings that Tate was making about the victim. During the altercation, Tate allegedly exited her residence brandishing a butcher knife and chased the victim down the street while swinging the knife. During the investigation witnesses were interviewed and the account was corroborated.

Tate was placed under arrest and transported to the Central Booking Unit where she was processed and taken in front of the District Court Commissioner. After an initial appearance, Tate was detained in the Detention Center in lieu of $50,000.00 bond.

So these 2 of the 3 get bond in the tens of thousands of dollars for basically damage to a vehicle and being stupid where as these guys getting arrested for real crimes have low bonds and spend little to no time in jail. What a joke.

No worries for these criminals, Ian and Allen's father/stepfather will get them off like he always does. This isn't the first time for Ian, he's always in trouble with the law and gets away with it. Nice parenting there dad.

Are these the same deliquents that are ALWAYS causing trouble in Tyaskin/Nanticoke area??? And when the cops are called to intervene, the parents complain on the deputies???? And then cause the deputies to have internal investigations on them ???(unwarranted internals, may I add). Wow, their parents have done an outstanding job.... and we wonder why our youth act the way they do....hmmmm.

I heard thru the grapevine that there was an assault on child that occured in the Bayland Homes community on (Nanticoke Rd) Saturday afternoon. $20,000 bond
