Pedestrian Struck By Car


Location: Harvey and Veal Roads, Arden, DE

Date of Occurrence: Saturday November 21, 2009 at 3:55 p.m.

Pedestrian: Tristan Moosreiner, 21, Wilmington, DE

Resume:

Delaware State Police are investigating a crash involving a pedestrian that has left the pedestrian in critical condition.

The crash occurred just before 4 p.m. today when troopers believe Moosreiner was walking west on Harvey Road and was entering the intersection of Veal Road. At the same time Laurie Morente, 44, of Wilmington was traveling north on Veal Road driving a 2000 Dodge Grand Caravan. Morente was turning right onto eastbound Harvey Road when she struck Moosreiner.

Moosreiner was flown to Christiana Hospital where he is list in critical condition with close head trauma.

The investigation is ongoing and no charges have been filed at this time. Morente was wearing her seatbelt at the time of the crash. It is unknown at this time if alcohol played a part in the crash on the part of the pedestrian.

Troopers Arrest Man In Hospice Care After He Assaults His Girlfriend

Resume:

Delaware State Police have arrested a 54 year-old man in Hospice care after he attacked his girlfriend leaving her with severe injuries.

Troopers were called to the Cedar Village Mobile Home Park today, Friday, November 20, 2009 at 4 p.m. after a Hospice nurse walked in to the home of Donophan. The nurse heard screaming prior to entering the home and observed Donophan assaulting his 51 year-old girlfriend. The nurse called troopers and was able to pull Donophan off of the victim.

The victim was taken to Milford Memorial Hospital however her injuries were so severe that she was flown to Christiana Hospital near Newark. She was listed in critical condition with internal bleeding of the brain, fractured orbital socket and injury to her eyes. State police are unsure what started the assault or if any weapon was used.

Donophan was charged with 1 count of Assault 1st and was committed to the Department of Correction in default of $30,000.00.

The Hospice nurse was at the home to care for Donophan.

GOP: Breast Exams Show 'Rationing'

Confusing new recommendations on mammograms and pap smears are playing into public fears about the increased role the federal government would play in health care if President Barack Obama’s health care reform efforts are successful.

Even some supporters of health care reform legislation, which faces a critical test vote in the Senate Saturday, say the recent spate of stories is damaging to the drive for an overhaul of the system.

“It is a framing issue and, boy, is it ever big,” said George Lakoff, a Berkeley linguistics professor who advises Democratic candidates on communications techniques. “What that does is open up the ‘death panels’ thing again… It gives the conservatives ammunition.”

“You do want the background trust to remain solid with respect to serious public health challenges. You don’t want to fritter that away,” said Dr. Arthur Caplan, a professor of bioethics at the University of Pennsylvania. “What matters is the public trust in agencies like HHS, CDC and FDA. If they get skeptical or the messaging is confusing, it is bound to make health reform harder.”

Republicans quickly jumped on the recommendations against mammograms for women in their 40s, portraying the pronouncement as a first step towards government limits on health care services.

“One of the real dangers, I think, that we are talking about with this health care proposal that the Democrats have put before us is the concern about rationing,” said Alaska Sen. Lisa Murkowski (R) on Friday, calling the mammograms recommendations “a peek under the curtain, if you will, of what we can anticipate with a government-run program.”

"This is how rationing begins,” Rep. Marsha Blackburn (R-Tenn.) said Tuesday.

“This is the little toe in the edge of the water. And this is where we start getting a bureaucrat between you and your physician. As we have gone through this health care debate over the past several months, this is what we have warned about.”

Dems Put Price On Landrieu's Health Care Vote: $100 Million

What does it take to get a wavering senator to vote for health care reform?

Here’s a case study.

On page 432 of the Reid bill, there is a section increasing federal Medicaid subsidies for “certain states recovering from a major disaster.”

The section spends two pages defining which “states” would qualify, saying, among other things, that it would be states that “during the preceding 7 fiscal years” have been declared a “major disaster area.”

I am told the section applies to exactly one state: Louisiana, the home of moderate Democrat Mary Landrieu, who has been playing hard to get on the health care bill.

In other words, the bill spends two pages describing would could be written with a single world: Louisiana. (This may also help explain why the bill is long.)

Senator Harry Reid, who drafted the bill, cannot pass it without the support of Louisiana’s Mary Landrieu.

How much does it cost? According to the Congressional Budget Office: $100 million.

My kids and I are absolutely devastated. We haven't lived in this house for a year yet and our dog has escaped a few times and messed up my neighbors hunting. Needless to say they weren't happy! I don't think that they would harm my dog but I'm sure they would pick him up and drive him somewhere else. We are located in Delmar, DE. If you can help us please do! These pics were taken a few months ago...September I believe. The worst part is that we had someone coming out to put in an electric fence and they had to cancel due to the storms that we just had recently! My contact info is below!

A Brooke Mulford Update


It has been a long day and I'm tired but wanted to at least post a quick update. Brooke and I headed to CHOP yesterday morning and was admitted to start immunotherapy trial this morning. Brooke the eternal optimist that she is was so excited to get here yesterday (she missed all of the inpatient staff so much -she hasn't seen them since we left on Sept 10th after transplant). Thank you so much John & Johanna for coming in last night to help us get moved in (Brooke had a blast with you both) and for bringing me sushi takeout from Pod! The infusion started at roughly 10am and lasts for 10 hrs each day. She did well the first couple of hours and then the pain started (first in her feet, then her back & neck and her pinkie finger). She is on continuous morphine for pain and was hitting the button for more pretty much all day. She asked me today to please ask everyone to pray for her pain to go away. The last couple of hours she has been having some issues with blood pressure(73/38), heart rate(142), fluid retention and she is burning up but her temp is dropping instead of rising. Dr. was just in to check on her and they are giving her a small fluid bolus and will continue to monitor all her vitals throughout the night. Please pray for us both and all the children here going through more than any child should ever have to (everytime we come back I meet another parent whose child was just diagnosed with some type of pediatric cancer...it takes me back to last January and all the emotions...)

I think you are aware of who Ben Tate is. Ben is a local young man attending the university of Auburn on a football scholarship. Ben is in his 4th year of eligibility at Auburn and has represented the Eastern Shore of Maryland in a positive light since he was in high school, playing for both Stephen Decatur and Snow Hill. He graduated early from Auburn and is playing his 4th season while in their masters program. Ben has led the powerful SEC in rushing almost this entire year and is now a finalist for the Doak Walker award, established for the best running back in College football each year. The voting opened a few days ago and Ben jumped out to an early lead but there has been an amazing surge by another player on the list. My hopes are that you will post the enclosed link and get the rest of the Eastern Shore behind one of our own by casting their votes for Ben.

MAYOR TO HOST WORKSHOP

Salisbury Mayor James Ireton, Jr., is pleased to announce that he will be hosting a Job Training Providers Networking Workshop on Tuesday, December 8, 2009, from 2:00 to 4:00 p.m., at the Salisbury Area Chamber of Commerce, 144 E. Main Street, Salisbury.

All organizations that provide job training services are invited to attend and participate in this workshop, co-hosted by the Salisbury Chamber of Commerce. The purpose of the workshop is to make organizations in the community aware of the role of other organizations, so that they can refer people in need of job training services to the appropriate agency. A few of the organizations who have already agreed to participate include Dove Pointe, Goodwill Workforce Development Center, Lower Shore Enterprises, and Shore Up.

“One of the Underlying Problems in our Crime Task Force matrix is job training for our citizens,” said Mayor Ireton. “I applaud those organizations that train citizens for work coming together to share ideas and organize themselves. Our goal is to ensure that when a citizen comes into these organizations, that a process is in place to get them to the requisite place for successful training. Then the citizen becomes more marketable to employers in our region. This workshop will provide a hand up to those in the community who need skills to work and to the employers who will hire them.”

“Seeking employment and job training can be very stressful,” said Loré Chambers, Assistant City Administrator. “Working collaboratively with organizations that provide job training and placement services, to share resource information, will help individuals to find the right program more efficiently. I am grateful to the providers that see the value in this endeavor and who have agreed to participate.”
The Salisbury Area Chamber of Commerce is pleased to co-host this event with the City of Salisbury. “The Chamber and its Foundation have been very active for years in job training partnerships that are helping to facilitate the employment of people in this area,” said Scott Robertson, President of the Salisbury Chamber. “I applaud Mayor Ireton for his leadership on this issue, and we look forward to hosting this event with the City.”

Geithner Savaged On Unemployment During Fiery Capitol Hill Hearing

Congressman Michael Burgess scalded Treasury Secretary Tim Geithner during a fiery hearing on Capitol Hill this morning, telling the former New York Fed chief that he should never have been hired and demanding that the TARP program come to an abrupt end, shortly after GOP Rep. Kevin Brady had called on Geithner to resign.

“The public has lost all confidence in your ability to do the job,” Brady told Geithner during a heated Joint Economic Committee meeting, adding that he had failed to oversee an economic recovery before asking Geithner, “Will you step down from your post?”

Geithner responded by claiming that confidence in the economy was substantially stronger than before Obama took office, to which Brady responded, “Tell all of that to the millions of American who no longer have jobs because of your decisions,” adding, “At some point you have to take some responsibility for your decisions.”

“This is your budget! This is your bailout”, shouted Brady.

Obama pledged to create 3.5 million new jobs by 2010, however, with unemployment running at 10.2 per cent, and with 3.5 million jobs lost, the Obama jobs deficit stands at over 7 million.

Shortly after the fracas, Rep. Michael Burgess confronted Geithner on how TARP funds were used to bail out banks in Europe while the American people suffered with spiraling mortgage defaults and unemployment.

POLICE FIND NEW RAPID DATABASE GOLDEN - SUCCESSES SEEN IN JUST THE FIRST MONTH

(Pikesville, MD) – Police across Maryland are no longer slogging through reams of log sheets with outdated information thanks to a new law requiring the electronic and prompt reporting of items sold to precious metal dealers and pawnbrokers, coupled with the development of a database accessible to law enforcement statewide to manage the information.

In just one month, police in every region of Maryland have had investigative successes because of the new law and resulting database of information. On October 1, 2009, a new law took effect that requires second hand precious metal dealers and pawnbrokers to electronically report to the primary law enforcement agency in the county of his/her operation, by noon the next day, all purchases of jewelry, precious metals, and other secondhand goods.

In order to manage the incoming information and make it accessible to law enforcement throughout Maryland, state officials developed RAPID, the Regional Automated Property Information Database. RAPID is the States central repository for transaction data of all pawn, secondhand precious metal and automotive dismantler transition records. It enables police departments statewide to immediately gain access to timely information about property that has been sold to pawnbrokers, precious metals dealers, or vehicle salvage yards.

We are pleased to see that access to time sensitive, comprehensive information through a state database has so quickly impacted the ability of law enforcement agencies to solve crimes, recover stolen property, and bring criminals to justice, Maryland State Police Superintendent Colonel Terrence B. Sheridan said. This is an excellent example of how Maryland government can work to support local law enforcement and, by working together, make our State safer.

The RAPID system is a working example of Governor OMalleys security integration mandate, said Kristen Mahoney, the Director of the Governors Office of Crime Control and Prevention. State and local law enforcement agencies have developed a valuable information sharing tool, which provides them with timely and accurate statewide pawn shop information. With this information, police agencies can prioritize their collective investigative resources to aggressively reduce property crime throughout Maryland.

During October, the first month of statewide reporting to the RAPID database, police in Maryland have recovered more than $50,000 worth of stolen property. They have served multiple search warrants and made criminal arrests for burglary, theft, and theft scheme.

The St. Marys County Bureau of Criminal Investigation used RAPID to close three theft cases, arrest the suspects involved, and recover almost $11,000 of stolen property. Howard County Police used RAPID to assist Fairfax County, Arlington, (VA), Montgomery County and Baltimore County (MD) authorities in solving a string of open house thefts, where jewelry and cash were being stolen. An arrest has been made and more than $13,000 in stolen property has been recovered so far.

In just two weeks, police with the Wicomico County Bureau of Criminal Investigations used the RAPID system to arrest two suspects who have been linked to at least seven burglaries in Maryland and Delaware. Police have recovered more than $5,000 worth of property stolen in the burglaries. During this investigation, police also identified a precious metal dealer who had listed a $2,000 diamond tennis bracelet as scrap. This information was turned over to the Maryland Department of Labor, Licensing and Regulation and appropriate charges are being filed against the dishonest dealer.

Investigators from the Frederick County Sheriffs Office were following up on a theft investigation by using the RAPID system, when they noticed that two individuals sold tools at multiple pawn shops in the county. Further investigation found the tools had been stolen from Pennsylvania and Virginia. Police recovered more than $10,000 worth of stolen tools. Charges are pending against the suspects.

Due to its statewide reach, the RAPID database program is coordinated by the Maryland State Police. Coordination assistance is provided by the Governors Office of Crime Control and Prevention, and a County Administrators Board, comprised of county and state law enforcement representatives from throughout Maryland. Because of the proprietary and law enforcement sensitive information contained in the database, security is a top priority. The database is maintained in a secure location at the Maryland Coordination and Analysis Center.

Another important RAPID partner is the Maryland Department of Labor, Licensing and Regulation. This department of state government issues licenses for pawnbrokers and secondhand precious metals dealers. DLLR officials work with law enforcement to identify those buying secondhand property who may not be licensed to do so. For instance, a recently advertised used jewelry buying event on the Eastern Shore was cancelled after it was determined the out of state buyers were not licensed in Maryland to purchase secondhand precious metals. Any gold buying operation in Maryland must be licensed by DLLR and should list that license number in their printed advertisements.

During the summer of 2009, personnel from DLLR, the Governors Office of Crime Control and Prevention, and the Maryland State Police provided regional training across the state about the new law and the new information database. The training was provided to law enforcement personnel and to pawnshop and precious metals dealers.

The OMalley-Brown Administration has made the integration of technology a priority for public safety initiatives in Maryland. The RAPID system is another example of how the computer-based coordination of statewide information can provide police with a daily update of secondhand items pawned, sold to precious metals dealers, or salvaged at auto yards. Police investigating burglaries and thefts can now act quickly to not only recover the stolen property, but bring those criminals responsible for the thefts to justice. Maryland StateStat officials have added PawnStat to their monthly reviews of the Maryland State Police and the Department of Labor, Licensing and Regulation to ensure the new program is working to effectively combat crime in Maryland.

Information about the new law requiring a pawnbroker or secondhand precious metal dealer to submit a copy of each transaction record electronically can be found in the Maryland Code under Business Regulations, Article 12-304. The law was prompted by legislation introduced by Senators Joan Carter Conway, Lisa Gladden, Verna Jones, Nathaniel McFadden, Catherine Pugh, and Roy Dyson, as well as Delegate Dereck Davis, during the 2009 General Assembly Session. The legislation was signed into law by Governor Martin OMalley.

Information about the law requiring automotive dismantlers, recyclers, and scrap processors to complete records of all acquired vehicles can be found under the Maryland Transportation Article, Section 15-511. This law, which took effect in 2008, requires the business to electronically provide these records to the Maryland State Police within 30 days of vehicle title acquisition.

Kratovil Tours Ocean City Beaches; Pledges Federal Support For Beach Erosion Protection

Washington, DC – Today, Rep. Frank Kratovil joined Ocean City Mayor Rick Meehan and other City officials for a tour of the erosion and damage done to the city’s beaches and shoreline as a result of last week’s Nor’easter and Tropical Storm Ida.

The storm brought 40-60 mph gale force winds with steady rain over a period of five days, cutting off power to thousands of Delmarva residents as waves eroded much of the shoreline and dunes.

“These dunes represent the last line of defense for the homeowners and small businesses here in Ocean City, so it is critical that we assess the damage and begin the process of rebuilding. I’m here to see the storm’s impact firsthand and talk with Mayor Meehan about how we can work together to get the dunes and the beaches back to where they need to be,” said Rep. Kratovil. “I’ve told the Mayor before that I want to be his partner in Washington in fighting for federal beach replenishment resources, and that’s especially true today. We can’t prevent bad storms, but we can put ourselves in a position to minimize the damage when they hit.”

One day the pilot of a Cherokee 180 was told by the tower to hold short of the active runway while a DC-8 landed. The DC-8 landed, rolled out, turned around, and taxied back past the Cherokee. Some quick-witted comedian in the DC-8 crew got on the radio and said, "What a cute little plane. Did you make it all by yourself?"
The Cherokee pilot, not about to let the insult go by, came back with a real zinger: "I made it out of DC-8 parts. Another landing like yours and I'll have enough parts for another one."

The German air controllers at Frankfurt Airport are renowned as a short-tempered lot. They not only expect one to know one's gate parking location, but how to get there without any assistance from them. So it was with some amusement that we (a Pan Am 747) listened to the following exchange between Frankfurt ground control and a British Airways 747, call sign Speedbird 206.
Speedbird 206: " Frankfurt , Speedbird 206! Clear of active runway.."
Ground: "Speedbird 206. Taxi to gate Alpha One-Seven."
The BA 747 pulled onto the main taxiway and slowed to a stop.
Ground: "Speedbird, do you not know where you are going?"
Speedbird 206: "Stand by, Ground, I'm looking up our gate location now."
Ground (with quite arrogant impatience): "Speedbird 206, have you not been to Frankfurt before?"
Speedbird 206 (coolly): "Yes, twice in 1944, but it was dark --and I didn't land."

While taxiing at London 's Airport, the crew of a US Air flight departing for Ft. Lauderdale made a wrong turn and came nose to nose with a United 727.
An irate female ground controller lashed out at the US Air crew, screaming: "US Air 2771, where the hell are you going? I told you to turn right onto Charlie taxiway! You turned right on Delta! Stop right there. I know it's difficult for you to tell the difference between C and D, but get it right!"
Continuing her rage to the embarrassed crew, she was now shouting hysterically: "God! Now you've screwed everything up! It'll take forever to sort this out! You stay right there and don't move till I tell you to! You can expect progressive taxi instructions in about half an hour, and I want you to go exactly where I tell you, when I tell you, and how I tell you! You got that, US Air 2771?"
"Yes, ma'am," the humbled crew responded.
Naturally, the ground control communications frequency fell terribly silent after the verbal bashing of US Air 2771. Nobody wanted to chance engaging the irate ground controller in her current state of mind.
Tension in every cockpit out around Gatwick was definitely running high. Just then an unknown pilot broke the silence and keyed his microphone, asking: "Wasn't I married to you once?"
