Heiser was detained after she presented tickets that had been flagged as being purchased with a fraudulent credit card. Heiser between June 9, 2010 and June 20, 2010 opened a credit card account using the victim’s information and had the credit card mailed to her residence address in Lewes. Upon obtaining the credit card through the mail Heiser began a spending spree making purchases totaling approximately $2,328. State Police developed Heiser as the suspect with the help of the credit card issuer’s fraud investigator and Wal-Mart’s loss prevention manager.
