Troopers Continue to Search for Quick Change Scam Suspect

New Castle County, DE - Troopers continue to search for a Philadelphia, PA man wanted in connection with numerous thefts using a quick change scam which have occurred at multiple retail locations throughout New Castle County, Delaware.

From November of 2013 until January of 2014, Warren Sampson, 68, committed thefts in at least nine stores in the Wilmington, Greenville, Newark, and Bear, Delaware areas. Sampson would usually purchase small items using a $100 bill. After the transaction was completed, Sampson claimed that he had received incorrect change and initiated a series of rapid money exchanges with the cashier in order to correct the cashier's purported mistake. Once Sampson left the retail establishment, the cashier would realize that Sampson had left with the merchandise, the change, and the original $100 bill.

Through further investigation, troopers were able to positively identify Warren Sampson as the suspect in the thefts and obtained arrest warrants for him charging him with numerous counts of theft.

On September 5, 2014, troopers responded to two more reported thefts from retail establishments located in north Wilmington in which the suspect used the same quick change scam and were again able to identify Warren Sampson as the suspect.

Warren Sampson is 6’05” tall and 210 lbs with a bald head and brown eyes.

This guy is a quick short change artist??? He's blind in one eye, and can't see out of the other! The clerks must be pretty stupid!

Most clerks today can't make change for a dollar without the register telling them what it is suppose to be!

1st lesson in life is to never ever underestimate anyone.No one took this guy serious because of his appearance.He used that to his advantage.
