I agree,12:38. There should be some way to get rid of ineffective teachers rather than protect them with tenure. As I retired teacher, I saw so many really bad teacher who had gained their tenure (by teaching two years and being hired for a third in the same jurisdiction) by being observed once or twice a year. Of course, the teachers' union would be against any such change in the tenure rules to make it easier to fire teachers. Good move.
It sounds great but they will never follow through with it.
