Seaford- The Delaware State Police have arrested 48-year-old Shawn H. Wingate after he was found to be under the influence for the 5th time.
The incident occurred on February 1, 2020 at approximately 8:36 p.m., when a Trooper observed a black Dodge Ram truck traveling westbound on Old Furnace Road in the area of Middleford Road, Seaford. The truck was observed dragging a “No Parking” state highway sign under the passenger-side rear tire. A traffic stop was initiated and contact was made with the driver, Shawn Wingate. While speaking with Wingate, the Trooper detected an odor of alcohol and a DUI investigation ensued. A computer inquiry revealed that Wingate had four previous DUI convictions, making this his 5th offense.
Wingate was taken into custody without incident and transported back to Troop 5 where he was charged with the following:
- 5th Offense DUI
- Leaving the Scene of Property Collision Accident
- Failure to Have Insurance Identification
- Failure to Report a Collision Involving Alcohol or Drugs
Wingate was arraigned before the Justice of the Peace Court and committed to the Sussex Correctional Institution on $12420.00 secured bond.

Agree with 8:59 these repeat offenders should stop at 1 or 2 definitely 1 if someone was injured or killed. They are lethal weapons on the road.
Laws? What laws? Dude knows nothing is going to happen to him until he hurts someone.
That fellow should just have his doctor certify his disability (alcoholism), and then he can just sit home and collect his disability checks, and get his treatments for liver disease with his free Medicaid.

You have comprehension issues if that's what you got out of my comment. I was simply stating that he could do what I know others have done. They needed help for the disease they couldn't control. I spoke to alcoholism as a disease and a disability. I did not say any personal views on whether it is appropriate or not. You want to link my comment to your delusion that I have a "problem" with all disabilities. That is absurd. Go point your finger at someone else. If you are disabled, I think I know what the disability might be.
He needs help that should be in an institution under medical supervision. DUI’s are just the first step to killing someone by motor vehicle. Laws in Delaware and Maryland need to be updated to provide for public safety.
I am so tired of seeing so many prior offenses and a slap on the wrist. No wonder things continue or another family suffers because someone is injured or killed (and yes I think it’s a disease)
